Abstract The dependence of wind-driven current (WDC) on wind stress direction in a small semienclosed, homogeneous rotating basin is investigated using a linear steady-state analytical model based on Ekman solutions. The model is applicable to the middle of the basin (midbasin), and the current is driven by a constant wind stress of an arbitrary direction. The WDC is made up of wind stress–driven current (WSDC) and pressure-driven current (PDC) components. The laterally varying water depth of the basin confines the total volume transport in the longitudinal direction while the wind stress–driven volume transport changes direction according to the wind stress direction. Therefore, the pressure-driven volume transport or, equivalent, the pressure gradient depends on the wind stress direction: the relationship between the pressure gradient and the wind stress is anisotropic. As a result, the midbasin WDC is also dependent on the wind stress direction. The dependence varies according to the lateral position and Ekman number E. For large E (small rotation), the longitudinal volume transport is generally proportional to the longitudinal wind stress component. Hence, the ratio of the volume transport driven by the wind stress of direction θ (θ > 0) to that driven by the longitudinal wind stress (θ = 0) becomes cosθ. For small E (large rotation), the ratio becomes larger than cosθ. The extent to which each component of wind stress contributes to the generation of the pressure gradient to satisfy no-net-longitudinal and no-lateral transports is determined by a wind stress–pressure gradient transformation matrix, whose components depend on the lateral position and E.

A gallium-based liquid metal got high attention recently, due to the excellent material properties that are useful in various research areas. We report here on electric field-induced liquid metal droplet generation and falling direction manipulation. The well-analyzed electro-hydrodynamic method is a selectable way to control the liquid metal, as the liquid metal is conductive. The electric field-induced liquid metal manipulation can be affected by the flow rate (0.05~0.2 mL/min), voltage (0~7 kV), and distance (15 and 30 mm) between electrodes, which changes the volume of the electric field-induced generated liquid metal droplet and the number of the generated droplets. When the electric field intensity increases or the flow rate increases, the generated droplet volume decreases, and the number of droplets increases. With the highest voltage of 7 kV with 15 mm between electrodes at the 0.2 mL/min flow rate, the lowest volume and the largest number of the generated droplets for 10 s were ~10 nL and 541, respectively. Additionally, we controlled the direction of the generated droplet by changing the electric field. The direction of the liquid metal droplet was controlled with the maximum angle of ~12°. Moreover, we exhibited a short circuit demonstration by controlling the volume or falling direction of the generated liquid metal droplet with an applied electric field.

La plupart des systèmes de suivi de l’œil existants ne fournissent que des analyses précises et en temps réel des mouvements oculaires 2D (horizontaux et verticaux) dans des conditions de laboratoire. Ils sont en général insuffisants pour les applications du domaine médical, parce que leur robustesse est souvent mise à l'épreuve dans la pratique et la mesure du mouvement torsionnel de l’œil est ignorée la plupart du temps. Cela augmente la difficulté d'interprétation des données collectées et peut donc affecter la qualité du diagnostic médical. Un système de suivi de l’œil en stéréophotogrammétrie piloté par modèle (ModSETS) est proposé dans cette thèse de doctorat, pour offrir une analyse précise, robuste et en temps réel des mouvements oculaires 3D (horizontaux, verticaux et torsionnels) pour les applications médicales. La performance de ModSETS dans le suivi des mouvements oculaires 2D est démontrée par un ⟪gaze test⟫. Il a montré une bonne précision (i.e., d'environ 1 °) dans l'estimation du regard qui est conforme aux exigences de nombreuses applications médicales. La robustesse de ModSETS dans des conditions normales d’utilisation est également confirmée, traduit par un taux de réussite élevé dans la segmentation de la pupille (i.e., 91,4%). Certains résultats encourageants ont été obtenus dans la mesure des mouvements torsionnels de l’œil, même s'il est difficile d’effectuer une évaluation quantitative avec le matériel actuel. Most current eye tracking systems only provide accurate and real-time analysis of 2D (horizontal and vertical) eye movement in laboratory conditions. It is usually insufficient for medical applications, because their robustness is often challenged in practice and the measurement of eye torsion is almost ignored. This increases the difficulty of data interpretation and may thus affect the quality of medical diagnosis. A Model-driven Stereo Eye Tracking System (ModSETS) is proposed in this Ph.D. thesis, to provide accurate, robust, and real-time analysis of 3D (horizontal, vertical and torsional) eye movement for medical applications. The performance of ModSETS in 2D eye movement tracking is proved through a gaze test. It showed a good accuracy (i.e., of about 1°) in gaze estimation that is compliant with the requirements of many medical applications. The robustness of ModSETS in practical conditions is also confirmed, which is reflected by a high success rate in pupil segmentation (i.e., 91.4%). Some encouraging results of eye torsion measurement were obtained, even though it is difficult to make a quantitative assessment with current hardware. Therefore, the principle of ModSETS (Model-driven Stereo Eye Tracking System) is validated and shows great potential in 3D eye movement tracking for medical applications

The introduction of input devices with natural user interfaces in gaming hardware has changed the way we interact with games. Hardware with motion-sensing and gesture recognizing capabilities remove the constraint of interacting with games through typical traditional devices like mouse-keyboard and gamepads. This changes the way we approach games and how the game communicates back to us as the player opening new levels of interactivity. This thesis covers how eye tracker technology can be used to affect rendering effects in games.

There has been a medial success in Swedish fashion during the last years. If one studies these companies they tend to tell another story financially. Regardless of financial or medial success artistically driven fashion brands have been a big part of the development of Swedish Fashion. For artistically driven fashion companies the Artistic freedom tend to be the main driving force and the very reason for establishing their own brand. There is a need to balance between artistic and commercial interests, which could imply that designers need to design more commercially marketable garments to finance the conceptual department. Financial resources can create artistic freedom but bringing in wrong investors could do the opposite. The financial dilemma of gaining economic resources by designing more marketable garments makes the brand image loose credibility since it tend to rely on the artistic direction. Conclusion: Through out the study we have identified that there exist an internal conflict inside the artistically driven fashion designer. The corporate artist exists of the creative mind, which represents the intrinsic values that motivate and inspire the artist. To be able to run a fashion brand the artist also needs to have managerial and entrepreneurial skills to be able to develop. These two perspectives often collide and the designer needs to make some difficult choices.

La localisation d'une personne ou d'un bien dans des environnements intérieurs est devenue une nécessité. Le système de positionnement par satellites, une solution prédominante pour la localisation en extérieur, rencontre des limites lorsqu'il est appliqué en intérieur en raison de la réflexion des signaux et de l'atténuation causée par les obstacles. Pour y remédier, diverses solutions de localisation en intérieur ont été étudiées. Les méthodes de localisation en intérieur sans fil exploitent les signaux pour déterminer la position d'un appareil dans un environnement intérieur. Cependant, l'interférence des signaux, souvent causée par des obstacles physiques, des réflexions et des appareils concurrents, peut entraîner des imprécisions dans l'estimation de la position. De plus, ces méthodes nécessitent le déploiement d'infrastructures, ce qui entraîne des coûts d'installation et de maintenance. Une autre approche consiste à estimer le mouvement de l'utilisateur à l'aide des capteurs inertiels de l'appareil. Toutefois, cette méthode se heurte à des difficultés liées à la précision des capteurs, aux caractéristiques de mouvement de l'utilisateur et à la dérive temporelle. D'autres techniques de localisation en intérieur exploitent les champs magnétiques générés par la Terre et les structures métalliques. Ces techniques dépendent des appareils et des capteurs utilisés ainsi que de l'environnement dans lequel se situe l'utilisateur.L'objectif de cette thèse est de réaliser un système de localisation en intérieur conçu pour les professionnels, tels que les pompiers, les officiers de police et les travailleurs isolés, qui ont besoin de solutions de positionnement précises et robustes dans des environnements intérieurs complexes. Dans cette thèse, nous proposons un système de localisation en intérieur qui exploite les récentes avancées en vision par ordinateur pour localiser une personne à l’intérieur d’un bâtiment. Nous développons un système de localisation au niveau de la pièce. Ce système est basé sur l'apprentissage profond et les capteurs intégrés dans le smartphone, combinant ainsi les informations visuelles avec le cap magnétique du smartphone. Pour se localiser, l'utilisateur capture une image de l'environnement intérieur à l'aide d'un smartphone équipé d'une caméra, d'un accéléromètre et d'un magnétomètre. L'image capturée est ensuite traitée par notre système composé de plusieurs réseaux neuronaux convolutionnels directionnels pour identifier la pièce spécifique dans laquelle se situe l'utilisateur. Le système proposé nécessite une infrastructure minimale et fournit une localisation précise. Nous soulignons l'importance de la maintenance continue du système de localisation en intérieur par vision. Ce système nécessite une maintenance régulière afin de s'adapter à l'évolution des environnements intérieurs, en particulier lorsque de nouvelles pièces doivent être intégrées dans le système de localisation existant. L'apprentissage incrémental par classe est une approche de vision par ordinateur qui permet aux réseaux neuronaux profonds d'intégrer de nouvelles classes au fil du temps sans oublier les connaissances déjà acquises. Dans le contexte de la localisation en intérieur par vision, ce concept doit être appliqué pour prendre en compte de nouvelles pièces. La sélection d'échantillons représentatifs est essentielle pour contrôler les limites de la mémoire, éviter l'oubli et conserver les connaissances des classes déjà apprises. Nous développons une méthode de sélection d'échantillons basée sur la cohérence pour l'apprentissage incrémental par classe dans le cadre de l'apprentissage profond. La pertinence de la méthodologie et des contributions algorithmiques de cette thèse est rigoureusement testée et validée par des expérimentations et des évaluations complètes sur des données réelles
The need to determine the location of individuals or objects in indoor environments has become an essential requirement. The Global Navigation Satellite System, a predominant outdoor localization solution, encounters limitations when applied indoors due to signal reflections and attenuation caused by obstacles. To address this, various indoor localization solutions have been explored. Wireless-based indoor localization methods exploit wireless signals to determine a device's indoor location. However, signal interference, often caused by physical obstructions, reflections, and competing devices, can lead to inaccuracies in location estimation. Additionally, these methods require access points deployment, incurring associated costs and maintenance efforts. An alternative approach is dead reckoning, which estimates a user's movement using a device's inertial sensors. However, this method faces challenges related to sensor accuracy, user characteristics, and temporal drift. Other indoor localization techniques exploit magnetic fields generated by the Earth and metal structures. These techniques depend on the used devices and sensors as well as the user's surroundings.The goal of this thesis is to provide an indoor localization system designed for professionals, such as firefighters, police officers, and lone workers, who require precise and robust positioning solutions in challenging indoor environments. In this thesis, we propose a vision-based indoor localization system that leverages recent advances in computer vision to determine the location of a person within indoor spaces. We develop a room-level indoor localization system based on Deep Learning (DL) and built-in smartphone sensors combining visual information with smartphone magnetic heading. To achieve localization, the user captures an image of the indoor surroundings using a smartphone, equipped with a camera, an accelerometer, and a magnetometer. The captured image is then processed using our proposed multiple direction-driven Convolutional Neural Networks to accurately predict the specific indoor room. The proposed system requires minimal infrastructure and provides accurate localization. In addition, we highlight the importance of ongoing maintenance of the vision-based indoor localization system. This system necessitates regular maintenance to adapt to changing indoor environments, particularly when new rooms have to be integrated into the existing localization framework. Class-Incremental Learning (Class-IL) is a computer vision approach that allows deep neural networks to incorporate new classes over time without forgetting the knowledge previously learned. In the context of vision-based indoor localization, this concept must be applied to accommodate new rooms. The selection of representative samples is essential to control memory limits, avoid forgetting, and retain knowledge from previous classes. We develop a coherence-based sample selection method for Class-IL, bringing forward the advantages of the coherence measure to a DL framework. The relevance of the methodology and algorithmic contributions of this thesis is rigorously tested and validated through comprehensive experimentation and evaluations on real datasets

This study used wind tunnel experiments and tracer gas technique to investigate the influence of wind direction and internal obstacle on the wind-driven ventilation rate of a single-zone building and building with corridor. In addition, external turbulence intensity and the door effect was also examined in this study. The results demonstrate that the maximum ventilation rate occurs at wind direction equals to 45o for building with single-sided opening. It is because the fresh air is easier to enter the building opening when there is an oblique angle between the opening façade and wind direction. This study also found that the ambient turbulence can enhance the shear-induced ventilation rate when the wind direction is parallel to the opening. In addition, the experimental results reveal that the cross-ventilation decreased as the blockage ratio of internal obstacles increased, or the distance between the obstacle and opening decreased. The ventilation rate and resistance factor can be predicted by the resistance model from Chu and Wang (2010). Finally, the results of fan technique display that the discharge coefficient is a function of the door angle, but is independent of the Reynolds number. The concentration variation in the corridor can be predicted by a continuous ventilation model.

This exegesis looks at how the character in goal-driven narrative cinema is cinematically constructed through the unfolding of events within the plot. While screenwriting manuals often separate plot from character, by collapsing action into a focus on the character's psychology, I argue that it is the psychology of the character and the bodily performance of the actor that motivate plot development. A closer analysis of how the character operates within the plot could be of particular relevance to film criticism when discussing the spectacle sequences contained in sports and action films, in which the body of the actor is more heavily foregrounded than in conventional narrative scenes. Through an analytical case study of the sports film Wimbledon, the exegesis demonstrates how the film privileges a focus on the psychology of the main protagonist, and the narrative, at the expense of a closer investigation into the ways in which their body operates within the tennis sequences. Furthermore, this bodily incongruity can be traced back to the film's production methods, in which there is a disjunction between the tennis training of the actor and their cinematic construction. I look to address this disjunction through a short rehearsal video which represents an alternative form of scripting, known as scripting with the body, and serves as an accompaniment to the creative component of this Doctorate of Creative Arts, which is a written screenplay, entitled Game, Set and Murder, in the genre of the psychological sports romance. The video carefully choreographs the movements of the actor as tennis player, training them to move in accordance with the camera. As a result of this previsualisation method, the actor's bodily technique is foregrounded, culminating in the cinematic construction of the heightened sports performance and the delineation of the corporeal, tactile and sensory nature of the character. On another level, scripting with the body provides the screenwriter with a more dynamic role in the filmmaking process, facilitating a more corporeal collaboration between screenwriter, actor, cinematographer and director that could ultimately translate into an embodied, multisensory viewing experience.

This chapter explains how mission-driven organizations require that all administrative, managerial, and service provider behavior and decisions contribute to improving the well-being of clients. This principle addresses the threat posed by the conflicting organizational priority of relying on bureaucratic processes and rules to guide policy and practice decisions. The description of mission-driven versus rule-driven organizations includes case examples, empirical evidence supporting the principle, and discussion of the central of role of aligning organizational priorities to focusing on improving client well-being. The chapter explains what it means to be mission driven, the role of leadership in supporting the principle, and why it is important. The chapter also describes the mechanisms that link being mission driven to effective services, including maintaining clear direction for all organizational members in their work, promoting motivation and shared purpose and fostering innovation. A case example illustrates ARC’s success to become more mission-driven.

This chapter discusses research to policy linkages at state level with a case study of Andhra Pradesh and Telangana states. The study used the research done by the Centre for Economic and Social Studies (CESS) located at Hyderabad to assess the linkages of the research it had done in the policies of the state, and also the possible impact in actual policymaking in the state of Andhra Pradesh and Telangana. The policy research of the CESS is broadly categorized into two types, viz., research-driven policy; and policy-driven research. The study found that in both cases, the CESS research had a significant impact on framing of state policies. The study shows that research by a dedicated and autonomous research institute can play a useful role in giving direction to the policies of the state and help in bringing about changes in the lives of people.

The feelSpace belt aims to give people a magnetic sense of direction using vibrotactile stimulation driven by a digital compass. This volume brings together researchers—neuroscientists, psychologists and philosophers—who are developing these technologies, studying the minds and behaviour of subjects who use them. There is a particular focus on the nature of the perceptual experiences, the sensory interactions, and the changes that take place in the mind and brain over time that occur while using and training to use these technologies. Essays address the nature, limits and possibilities of sensory substitution and augmentation, how they might be used to help those with sensory impairments, and what they can tell us about perception and perceptual experience in general.

AbstractAdditive manufacturing has opened up new opportunities for material-based design and optimization, with lattice materials being a key area of interest. Lattice materials can exhibit superb physical properties, such as high thermal conductivity and excellent energy absorption, and be designed to meet specific design objectives. However, optimizing the use of these materials requires considering geometric constraints and loading conditions. This research explores stress-driven multi-agent system (MAS) to achieve high-performance lattice infilling. The von Mises stress and principal stress are investigated as the infilling environments as they are typical failure evaluation criteria. The feasibility of these approaches is demonstrated through a case study of sport helmet design, where MAS is used to generate conformal lattice structures that meet functional and fabrication requirements. The density distribution and arrangement direction of lattice units are effectively controlled in physical fields. The results demonstrate that both von Mises stress field and principal stress field-driven methods can improve the stiffness of helmets compared to the method that only considers geometrical conformity under the same mass. The paper concludes that stress-driven lattice infilling has the potential to revolutionize material-based design and optimization in additive manufacturing.

AbstractThe chapter aims at providing an overview of the modalities in which linguistic corpora have been integrated in writing related approaches and technologies. The history of corpus linguistics is almost one century old, demonstrating a wide range of applications and interdisciplinary research potential. In this study, two main directions have been identified which describe approaches at the interface of corpora and writing. The first direction is represented by a large body of literature and refers to the use of corpora for academic writing research. The second direction focuses on the applicability of corpora for writing support, covering three aspects: (a) A section on corpora as a basis for primary linguistic tools for writers, which illustrates the use of corpora for the creation of dictionaries and phraseology lists. (b) A section on the use of corpora to teach academic writing. This section captures and exemplifies Data Driven Learning methods for corpus based academic writing and tools that support such approaches. (c) The third section refers to the use of built-in corpora for the creation of writing support tools (e.g. Ludwig.guru) or corpus related integrative tools (e.g. Thesis Writer).

Reversible lanes in Chicago’s Kennedy Expressway are an available infrastructure that can significantly improve traffic performance; however, a special focus on congestion management is required to improve their operation. This research project aims to evaluate and improve the operation of reversible lanes in the Kennedy Expressway. The Kennedy Expressway is a nearly 18-mile-long freeway in Chicago, Illinois, that connects in the southeast to northwest direction between the West Loop and O’Hare International Airport. There are two approximately 8-mile reversible lanes in the Kennedy Expressway’s median, where I-94 merges into I-90, and there are three entrance gates in each direction of this corridor. The purpose of the reversible lanes is to help the congested direction of the Kennedy Expressway increase its traffic flow and decrease the delay in the whole corridor. Currently, experts in a control location switch the direction of the reversible lanes two to three times per day by observing real-time traffic conditions captured by a traffic surveillance camera. In general, inbound gates are opened and outbound gates are closed around midnight because morning traffic is usually heavier toward the central city neighborhoods. In contrast, evening peak-hour traffic is usually heavier toward the outbound direction, so the direction of the reversible lanes is switched from inbound to outbound around noon. This study evaluates the Kennedy Expressway’s current reversing operation. Different indices are generated for the corridor to measure the reversible lanes’ performance, and a data-driven approach is selected to find the best time to start the operation. Subsequently, real-time and offline instruction for the operation of the reversible lanes is provided through employing deep learning and statistical techniques. In addition, an offline timetable is also provided through an optimization technique. Eventually, integration of the data-driven and optimization techniques results in the best practice operation of the reversible lanes.

Fuel-consumption reduction in the truck industry is significantly beneficial to both energy economy and the environment. Although estimation of drag forces is required to quantify fuel consumption of trucks, computational fluid dynamics (CFD) to meet this need is expensive. Data-driven surrogate models are developed to mitigate this concern and are promising for capturing the dynamics of large systems such as truck platoons. In this work, we aim to develop a surrogate-based fluid dynamics model that can be used to optimize the configuration of trucks in a robust way, considering various uncertainties such as random truck geometries, variable truck speed, random wind direction, and wind magnitude. Once trained, such a surrogate-based model can be readily employed for platoon-routing problems or the study of pavement performance.

Orchestrated irrationality in our public discourse is produced by technologically enhanced and commercially purposed atomization and tribalism. Public discourse now leans away from a humane, free, and reasoned political rationality and towards self-interested, calculative, herd conformism. The bulls and bears of consumer society have largely displaced the civic logic of the liberal democratic pursuit of the common good. The power interests that govern global consumerism are enhanced by subordinating the common good ends of genuinely political life to the self-interested and profit driven dynamics of the market. Orchestrated irrationality in our public discourse makes politics into a meaningless theatre of incommensurate tribal interest narratives, which is a convenient distraction from the collaborative consolidation of market power and state control. This orchestrated irrationality can only be combatted by seeking to de-atomize citizens and de-tribalize the public square in order to recover the priority of political life over market and authoritarian power in our public discourse. That is, a postcapitalist civilization that is oriented to a genuinely political and universally moral rationality must replace the present global order. Once we can identify the problem and the direction of cure for orchestrated irrationality, we can then take steps towards a different civilizational life-world.

Driving restrictions are popular interventions in rapidly urbanizing developing countries. Their relatively inexpensive implementation appeals to the pressing need to reduce traffic congestion and pollution. Their effectiveness however, remains contested. Using high frequency data from the community-based driving directions app Waze, we evaluate the causal effect on traffic congestion of Lima's Pico y Placa driving restriction policy introduced in 2019. We find small improvements in traffic congestion for the policy's directly targeted areas. However, those improvements are offset by time and spatial spillovers in the opposite direction in the aggregate. Speed improved by 2 percent during the early weeks of the intervention, but this effect disappeared 16 weeks after the start of the policy. Moreover, traffic conditions worsened in adjacent areas and in hours outside the time schedule of the policy. In the aggregate, accounting for time and spatial spillovers, a simulation exercise suggests that overall welfare declined by 2 percent, mostly driven by the extensive margin (more roads becoming congested) outside the direct areas and hours targeted by the policy. The policy seems not only to have failed to achieve its intended benefits in terms of congestion, but also probably caused increases in traffic-related pollution. These results highlight the need for policy makers to take into account the overall impacts of driving restrictions policies before implementing them.

In this paper, the authors look at how the 'centre of government' (defined as "the people and organisations that support the head of government as the ‘guardians of overall strategic direction of government’, which often includes the president’s or prime minister’s offices as well as Cabinet, budget offices, etc") can add value from their position and with the tools available to them. The COVID-19 pandemic has highlighted the critical role not just of government generally, but in particular the essential role the centre of government must play to coordinate, communicate with the public, and navigate new problems that no longer respect the organisational boundaries we have created over time. More generally, the problems that governments need to solve are increasingly complex and horizontal, yet government is organised by vertical institutions and hierarchies. Whether handed down as a special assignment by a political leader or self-driven as part of their role, staff in the centre of government are responsible for driving forward progress on the government’s top priorities. With easy access to senior government leaders, but relatively small budgets and staff, the centre of government has a very different set of tools than other agencies. The authors present ten tools across four clusters that centres of governments can deploy: Cluster 1 tools – Planning from the centre: defining success and setting up agencies to improve Cluster 2 tools – Governing from the centre: creating structures to drive improvements Cluster 3 tools – Improving implementation from the centre: creating routines and driving change Cluster 4 tools – Improving service delivery from the centre: supporting and offering provision of cross-cutting services The tools presented focus on specific actions that the centre of government can take to drive a priority area for a leader. They go beyond the traditional areas of responsibility that are more well known that inherently sit with the centre of government.

This paper estimates the effect of financial development on the transmission of monetary policy. To do so, the paper employs a panel data set containing financial development indicators, policy rates, lending rates, and deposit rates for 43 countries for the period 2000-2019 and applies the empirical strategy of Brandao Marques et al. (2020): firstly, monetary policy shocks are estimated using a Taylor-rule specification that relates changes in the policy rate to inflation, the output gap and other observables that are likely to influencemonetary policy decisions; secondly, the residuals of this estimation (policy shocks) are used in a specification that relates lending or deposit rates to, among others, policy shocks and the interaction between policy shocks and measures of financial development. The coefficient on this interaction term captures the effect of financial development on the relationship between policy shocks and lending or deposit rates. The main findings of the paper are twofold: on the one hand, financial development does strengthen the monetary policy transmission channel to deposit rates; that is, changes in the policy rate in economies with more financial development induce larger changes (in the same direction) in deposit rates than is the case in economies with less financial development. This result is particularly driven by the effect of the development of financial institutions on policy transmission – the effect of financial markets development turns out to be smaller in magnitude. On the other hand, financial development does not strengthen the transmission of monetary policy to lending rates. This is consistent with a credit channel which weakens in the face of financial development in a context where banks cannot easily substitute short-term funding sources. These results highlight the relevance of financial development for the functioning of monetary policy across countries, and possibly imply the necessity of a more active role of monetary authorities in fostering financial development.

This study investigates Korea's success in the area of skills development and what role the Korean government played during the stages of Korean economic development since the 1960s. Major achievements connected with the Korean skills development system over the last few decades are described and evaluated. However, it is worth noting that the Korean system has confronted challenges, arising from rapid changes in the economic and social environment that have put the sustainability of its current skills development system into question. In this regard, this study also analyzes the direction the Korean skills development system is moving toward and makes policy recommendations concerning how current challenges may be better handled.In doing so, the notion of lifelong skills development is derived. This notion signals a shift away from a government-led, supply driven model towards a locally based, demand-driven model, in order to align the supply of education and training programs with the needs of local business, and the improved effectiveness of Korea's skills development system over the coming years. The Korean government has played a key role in establishing the skills development system over the last few decades. Government intervention in skills development has addressed both the public and private sector. In the public sector, government initiatives established vocational education and training institutions in response to rising demand for skills, and according to economic development strategy. In the private sector, government legislation established regulations and institutions that incentivized private employer investment in in-plant training by providing financial support (e.g., levy-exemption) until the late 1990s, with the levygrant system under the Employment Insurance Act effective since 1995. These measures helped employers to bear costs related to training prospective and existing employees. Additionally, national qualification systems helped job seekers to undertake vocational training, which was in high demand throughout the labor market. This paper briefly describes challenges and concerns connected with establishing a lifelong skills development system in Korea. The analysis will focus on how the existing government-led VET system may be transformed into a public-private partnership based model that provides better VET programs. Additionally, the VET system needs to foster lifelong employment or employability rather than lifelong jobs, which was previously the cornerstone of the Korean employment system. Regarding career development, policy intervention needs to disestablish the "monorail" career trajectory of school-work-retirement, in favor of diversified careers by establishing flexible and competency-based qualification systems. This paper also describes some examples of instances of application of the lifelong skills development system in Korea. In-depth case studies are carried out regarding the development and application of National Competency Standards, the local-industry tailored skills development system, and reform of secondary vocational education focused on specialized vocational and Meister Schools in Korea. However, the Korean central government must still perform a significant role in managing and monitoring skills development. It should continue to use policy to foster public-private partnership in skills development, as local municipalities and sectoral stakeholders are yet to develop their own capabilities in this area. In addition, National Competency Standards (NCS) and regional Human Resources Development (HRD) committees need to further develop their roles and functions in order to better meet the diversified demands of business and employees and adapt to rapid technological and organizational changes. Following a review of Vital Signs – indicators of ecosystem health – in the coastal parks of the Northeast Coastal and Barrier Network (NCBN), knowledge of shoreline change was ranked as the top variable for monitoring. Shoreline change is a basic element in the management of any coastal system because it contributes to the understanding of the functioning of the natural resources and to the administration of the cultural resources within the parks. Collection of information on the vectors of change relies on the establishment of a rigorous system of protocols to monitor elements of the coastal geomorphology that are guided by three basic principles: 1) all of the elements in the protocols are to be based on scientific principles; 2) the products of the monitoring must relate to issues of importance to park management; and 3) the application of the protocols must be capable of implementation at the local level within the NCBN. Changes in ocean shoreline position are recognized as interacting with many other elements of the Ocean Beach-Dune Ecosystem and are thus both driving and responding to the variety of natural and cultural factors active at the coast at a variety of temporal and spatial scales. The direction and magnitude of shoreline change can be monitored through the application of a protocol that tracks the spatial position of the neap-tide, high tide swash line under well-defined conditions of temporal sampling. Spring and fall surveys conducted in accordance with standard operating procedures will generate consistent and comparable shoreline position data sets that can be incorporated within a data matrix and subsequently analyzed for temporal and spatial variations. The Ocean Shoreline Position Monitoring Protocol will be applied to six parks in the NCBN: Assateague Island National Seashore, Cape Cod National Seashore, Fire Island National Seashore, Gateway National Recreation Area, George Washington Birthplace National Monument, and Sagamore Hill National Historic Site. Monitoring will be accomplished with a Global Positioning System (GPS )/ Global Navigation Satellite System (GNSS) unit capable of sub-meter horizontal accuracy that is usually mounted on an off-road vehicle and driven along the swash line. Under the guidance of a set of Standard Operating Procedures (SOPs) (Psuty et al., 2022), the monitoring will generate comparable data sets. The protocol will produce shoreline change metrics following the methodology of the Digital Shoreline Analysis System developed by the United States Geological Survey. Annual Data Summaries and Trend Reports will present and analyze the collected data sets. All collected data will undergo rigorous quality-assurance and quality-control procedures and will be archived at the offices of the NCBN. All monitoring products will be made available via the National Park Service’s Integrated Resource Management Applications Portal.

This report describes some innovative financing products for micro, small and medium enterprises (MSMEs) and entrepreneurs, with a special focus on “micro investment crowdfunding,” in Japan where a law enacted in 2014 prioritized a more active use of micro investment crowdfunding. The main objective of the report is to assess the potential of micro investment crowdfunding as a financial infrastructure, especially for MSMEs that operate in towns or villages with relatively small local economies and/or a limited financial infrastructure compared to metropolitan areas. Based on the findings of a detailed analysis of such new financing mechanisms, the report studies the potential for replicability in Latin America and the Caribbean (LAC) region. The report identifies the necessary conditions for making micro investment crowdfunding effectively work, points the direction for legal framework development, and lists the requirements on each of the stakeholders and the potential obstacles in the LAC region.
