O estudo comparou o desempenho diagnóstico dos filmes Agfa M2 e Ektaspeed Plus e do sistema digital Digora. A amostra foi composta por 37 molares decíduos, radiografados em 50, 70 e 90 kV. As imagens de 41 superfícies proximais foram avaliadas sob condições padronizadas. Cinco recursos de edição de imagem (0,5 X, 1 X, 2 X, "Negativo" e 3D), disponíveis no software do sistema digital, foram utilizados. Após a secção dos dentes e a validação em estereomicroscopia (40 X), calculou-se a sensibilidade, especificidade, acurácia e kappa não-ponderado dos métodos. O filme Ektaspeed Plus, exposto a 50 kV, diferenciou-se devido aos valores expressos para sensibilidade, acurácia e kappa não-ponderado. A especificidade dos filmes revelou valores comparáveis. Com a utilização do sistema digital Digora, a taxa de diagnósticos positivo-verdadeiros alcançou maior valor ao ser utilizado o recurso de imagem "Negativo". A imagem comprimida (0,5 X) foi, majoritariamente, a mais específica. As acurácias médias do sistema digital Digora resultaram em valores aproximados. Ao ser utilizada a estatística kappa, não houve distinção entre os recursos de imagem obtidos com o software. O método digital foi mais sensível que os filmes, porém, estes foram mais específicos. A acurácia média do sistema digital suplantou a dos filmes. Excetuando-se o Ektaspeed Plus, em 50 kV, os filmes não alcançaram os valores de kappa demonstrados pelo sistema digital Digora. Cohen’s kappa revelou boa concordância intra-examinador (0,758). Devido aos resultados observados, o sistema digital demonstrou-se comparável ao método radiográfico convencional, no diagnóstico de lesões de cárie dentinária em superfícies proximais de molares decíduos.

As imagens de 41 superfícies proximais foram avaliadas sob condições padronizadas e cinco recursos de edição de imagem (x0,5, xl, x2, Negativo e 3D), disponíveis no software do sistema digital, foram utilizados. Apos a secção dos dentes e a validação em estereomicroscopia (x40), calculou-se a sensibilidade, especificidade, acurácia e kappa não-ponderado dos métodos. 0 sistema digital Digora foi mais sensível que os filmes, nos dois cut-off estudados. Com o filme Ektaspeed plus, o método radiográfico convencional foi tanto ou mais específico que o sistema digital, ao diagnosticar todas as lesões e lesões dentinárias, entretanto de menor acurácia quando comparado as modalidades de imagem digital. 0 valor de kappa obtido pelo filme, assemelhou-se ao de algumas modalidades de imagem do sistema digital Digora, no diagnostico de todas as lesões, o que não ocorreu no diagnostico de lesões dentinárias. Cohen's kappa revelou boa concordância intra-examinador (0,758). Devido aos resultados observados, o sistema digital demonstrou-se comparável ao método radiográfico convencional, no diagnostico de lesões de cárie em superfícies proximais de molares decíduos.

Twenty-two digits in seven patients with chronic digital vasospasm were surgically treated after failed medical management. All patients complained of severe ischaemic pain. Chronic digital tip ulceration was present in seven digits and dry gangrene in one. Following surgical microarteriolysis all digital ulcers healed completely. Severe digital ischaemic pain was significantly improved in all digits and completely resolved in 19 of 22 digits.

Inquiry-based learning has been tested to improve conceptual understanding, reduce misconceptions, and provide students with experiences in scientific work. However, in its implementation, inquiry-based learning is often faced with scientific facts from the real world with data which hard to analyze using traditional methods. Therefore, a breakthrough is needed to overcome the weaknesses of inquiry-based learning by integrating digital analysis tools and the concept of real-world learning. This integration produces a new learning model, the Digital Analysis Tool-Assisted Real-World Inquiry (Digita-RI). This study aims to test the feasibility and practicality of the Digita-RI learning model. This Research and Development (R&D) use the steps proposed by Barg and Gall. The feasibility test of the Digita-RI model was carried out through the Focus Group Discussion (FGD) method and the assessment of the Digita-RI model book involving seven experts. The practicality test was carried out through the Think Aloud Protocol (TAP), and the assessment of the Digita-RI model guidebook involved five practitioner lecturers and six students. The results of expert, practitioner, and user assessments were analyzed using the Aiken coefficient (Aiken’s V). The results showed that Digita-RI is a feasible and practical learning model. Therefore, it can be concluded that Digita-RI has the feasibility and practicality to be used in science learning in the classroom.

This paper presents an algorithm for reading digital video clocks reliably and quickly. Reading digital clocks from videos is difficult due to the challenges such as color variety, font diversity, noise, and low resolution. The proposed algorithm overcomes these challenges by using the novel methods derived from the domain knowledge. This algorithm first localizes the digits of a digital video clock and then recognizes the digits representing the time of digital video clock. It is a robust three-step algorithm. The first step is an efficient procedure that directly identifies the region of the second digit at a very low computational cost, which replaces the traditional tedious image processing procedure of identifying the second digit region. The success of the first step mainly leverages on the novel second-pixel periodicity method. Using the acquired second digit region as input, the second step is a clock digit localization procedure. It first acquires the colors of the digits of the digital video clock and performs the color conversion. Then it localizes the remaining clock digits. Finally, the last step is a clock digit recognition procedure. It first employs an enhanced digit-sequence recognition method to robustly recognize the digits on the second; it then adopts a deep learning procedure to recognize the remaining digits. The proposed algorithm is tested on a prepared benchmark of 1000 videos that is publicly available and the experimental results show that it can read digital video clocks with a 100% accuracy at a low computational cost.

This report characterizes the digital dermatitis (DD) lesions in the accessory digits of dairy cows and presents data on the applied therapy. Fifteen Holstein cattle with DD affecting the accessory digits of the hindlimbs from four dairy farms with previous history of DD were evaluated. Lesions were excised, the wounds were sutured, and a topical application of oxytetracycline powder covered by bandaging was associated with a single parenteral administration of long acting oxytetracycline IM (20mg/kg). Tissue samples were obtained for histopathology and transmission electronic microscopy (TEM). Lesions from all the animals were recuperated 15 days after surgical procedure. Overal, most DD lesions were papillomatous epidermal projections or wartlike verrucous lesions. Histopathologically, samples revealed hyperplasia of epidermis with hyperkeratosis, several mitoses in the stratum basale and elongated rete ridges in the superficial and middle dermis. TEM revealed long, thin spirochete-like bacteria. Morphologic features of lesions and its response to therapy were comparable to those described for DD.

207 cases of digital amputation (261 digits) with vascular defects were replantated during the past two decades. The vascular defect was managed with various methods. 240 digits (92%) survived with good post-operative circulation and recovery of function. The methods of management of arterial defects were as follows: 1) Digital artery transfer from adjacent digits in 25 thumbs and three index fingers. All had survived. 2) Arterial transplantation: in 12 digits, arteries from the contralateral side or from the digits that were unsuitable for replantation were grafted to fill the arterial defects. All of these fingers survived. 3) Vein graft: superficial veins were taken to reconstruct the defects of the digital arteries in 59 digits, with 55 digits surviving and four failing. 4) Ulnar digital arterial flap of the ring finger. This technique was used in four digits with composite artery and soft tissue loss. All the cases survived. 5) Implantation of the arteries into the distal amputation parts. This was done in two digits with no arteries for anastomosis in the distal parts. The management of venous defects was as follows: 1) Transfer of veins from the adjacent digits. Five digits treated with this technique survived well. 2) Vein graft. Six digits survived but one failed. 3) A venous flap was done in six digits and all the digits survived after this procedure. 4) Arterio-venous anastomosis: this was used in 20 digits without suitable veins for anastomosis in replantation of the digit distal to the DIP joint level. 5) Replantation without venous return: a fish-mouth incision and heparin irrigation was used for venous drainage in 19 digits, with survival of 14. 6) The palmar venous system was anastomosed in 84 digits without dorsal veins for suture. 77 digits survived. 7) Venous fascial flap transfer: A composite venous fascial flap was harvested from the adjacent fingers. The flap was turned over on the side close to the injured finger to make an anastomosis of the veins with those in the distal amputated part. A skin graft was placed over the flap without a tie-over dressing. The pedicle was divided 3 weeks later. All the 16 digits with this technique survived well.

Wearable computers are becoming a widespread reality. Driven by a quest for sensorial ultrability (ultra-ability) and control of our environment and bodies, we search for ever more intimate solutions to increase our innate physical capacities using technology. Finger-wearable devices for augmentation are nowadays part of the mainstream wearable fashion and research agenda, because of their uniquely convenient placement on the human body and proximity to the most expressive of limbs - the fingers. This thesis proposes a consideration of finger augmenting devices as a new class of instruments, rather than an opportunistic approach for positioning sensors and actuators. Out of a comprehensive survey of the work on finger augmentation, I put forward a definition for finger augmentation, a classification framework, and design guidelines for creating new finger-worn devices. I present four designs of finger-augmenters, their technical underpinnings, evaluation methods and theoretical contributions. Assistance is ubiquitous throughout the spectrum of technological benefit, advancing those with specific needs for recovery or rehabilitation, as well as those looking to go beyond human ability. This cross-cutting design principle for human-computer interfaces is uncontested yet underutilized. This thesis conceptualizes the Assistive Augmentation spectrum as a metaphor for the flexible interpretability of technology to simultaneously help many communities. The concrete prototypes I hereby present: EyeRing, FingerReader, Mobile-FingerReader and MusicReader, exemplify this idea and suggest an inclusive path of technology development.

Esta pesquisa trata da utilização da fotogrametria digital para análise antropométrica de usários de cadeira de rodas. Para a análise dos dados foi utilizado o software Digita, disponibilizado através do convênio do Departamento de Design da Universidade Federal de Pernambuco Brasil - com o Departamento de Ergonomia da Universidade Técnica de Lisboa - Portugal. A coleta dos dados envolveu uma amostra aleatória de 18 indivíduos e ocorreu no Laboratório de Biomecânica da Faculdade Maurício de Nassau, localizada em Recife, Pernambuco. A metodologia aplicada compreende as etapas de Apreciação Ergonômica, Configuração da Base de Dados, Realização das Fotografias Digitais, Digitalização das Coordenadas e Apresentação dos Resultados. Foram analisadas 15 variáveis estruturais, referentes à antropometria estática, e 4 variáveis de alcance funcional, relativas à antropometria dinâmica. Os resultados obtidos foram apresentados através da análise dos dados pessoais, classificados por gênero, etnia e idade; da análise funcional amostral, classificados por diagnóstico clínico, resultados da avaliação articular, resultados da avaliação através do movimento e da avaliação postural; e da análise antropométrica amostral, que apontou para cada variável o número de pessoas, média, desvio padrão, valor mínimo, mediana e valor máximo

Neurodegenerative diseases affect the cognition of millions of people worldwide, degrading their quality of life and placing a burden on their families. Early identication can be extremely beneficial in treating or slowing down the onset of these diseases. One technique used to identify early warning signs is the use of cognitive tests. Unfortunately, grading these tests is subjective. In this study, we quantitatively evaluated the digital Symbol Digit Test (dSDT), in which patients translate symbols into digits based on a given mapping. In collaboration with Dr. Penney of Lahey Clinic, we administered the dSDT to over 170 patients using a digitizing pen that measures its position on the page and the pressure applied. We developed support vector machine and logistic regression classifiers that indicate Alzheimer's Disease and Parkinson's Disease with an area under the curve of 0.957 and 0.963, respectively.

Marketing has changed a lot the past decade. New modern marketing channels have been developed and marketing have become more effective. This has affected the expectations advertisers have on advertising channels. One thing advertisers increasingly expect is to be able to efficiently measure the result of advertising, the ROI. A method for measuring ROI of digital signage is in focus in this study. The measurement is enabled by a combination of digital signage and mobile advertising. First a consumer is exposed to digital signage encouraging SMS interaction in order to receive an electronic voucher entitling the consumer to a discount. If the voucher is used, revenues can be linked to a specific campaign and ROI can be calculated. The study focus on measuring the tendency consumers have to interact through SMS when they get exposed to relevant advertising and the tendency they have to use the voucher that is sent to them as a result of the interaction.  The question is how efficient this method is for measuring ROI. In order to bring clarity to the issue, I conducted a quantitative survey using an online self completion questionnaire as measurement tool. It was distributed through e-mail among students at the College of Management at National Taiwan University. Furthermore, I have chosen a deductive approach, my epistemological position is positivism and I therefore utilize the scientific model conducting my research. My ontological position is objectivism meaning that I believe reality is independent of social actors.

The empirical data collected showed that the method in focus have great potential in working efficient for measuring ROI of digital signage. The general tendency to interact through SMS was high, on average 82.3% of the respondents would interact through SMS when getting exposed to relevant advertising. In addition, 96.5% of those would also use the voucher sent to them, enabling ROI calculations.

It was presumed that the digital signage advertising was relevant to such an extent to the consumer getting exposed to it, that he/she already had a purchase intention of the product/service which the advertising regarded. This should be remembered when evaluating the results. Nevertheless, if advertisers succeed in reaching out with relevant advertising enough, the findings in this study indicates that the method is an efficient tool to use for ROI calculations of digital signage.

As implicações da maturidade digital, vieram revolucionar a forma como percecionamos o mundo à nossa volta abarcando todos os setores de atividade (Matt, Hess & Benlian, 2015). Nas empresas, as TI apresentam-se como ferramentas dinâmicas e potenciadoras de oportunidades e, por isso, são utilizadas como mecanismos que promovem a produtividade, eficiência, diferenciação e competitividade (Sebastian et al., 2017). Outro dos fatores que potencia a diferenciação entre empresas são os impactos ambientais. Estes continuam a pôr em causa a disponibilidade de recursos naturais para as gerações futuras. Assim, surge a necessidade dos gestores repensarem o posicionamento das empresas tendo em conta este fator (Dao, Langella & Carbo, 2011). Apesar da pertinência destes temas, a literatura é escassa no estudo das suas implicações agregadas. Desta lacuna, surge este estudo cujo objetivo é analisar as implicações da maturidade digital no desempenho de práticas sustentáveis por parte da gestão das empresas. Este estudo vem enriquecer a literatura com exemplos reais que nos demonstram implicações práticas da agregação de TI com práticas de sustentabilidade. Na indústria, pode servir de guia para os gestores que pretendem conhecer melhor as potencialidades desta sinergia. Tendo como base uma metodologia qualitativa, realizou-se a análise de dois estudos de caso de empresas em Portugal do setor do retalho, onde se procurou entender as principais implicações práticas do posicionamento e utilização de ferramentas digitais nas práticas de sustentabilidade. Os resultados mostram uma preocupação na procura de soluções eco-friendly e, confirmam a existência de sinergias positivas da utilização de TI neste processo.
The implications of digital maturity, have revolutionized all the sectors of activity (Matt, Hess & Benlian, 2015). On companies, IT presents itself as a dynamic tool that enhances opportunities and, they are used as mechanisms to increase productivity, and competitiveness (Sebastian et al., 2017). Another factor that enhances the differentiation between companies is their commitment to the planet. The impacts of corporate activity continue to have several consequences for the environment, which may jeopardize the availability of natural resources for future generations. Thus, there is a need for managers to rethink the positioning of companies in the sense of social responsibility (Dao, Langella & Carbo, 2011). Although the importance of this two themes the literature doesn't present studies about their joint. This study arises from this gap and the main objective is to analyze the implications of digital maturity in the performance of sustainable practices. This study enriches the literature with examples that show the practical implications of the aggregation of IT with sustainability practices. And it can be a guide for managers who want to better understand the potential of the synergy of these two concepts. Based on a qualitative methodology, two case studies of companies in the retail sector were analyzed, in order to understand the main practical implications of the positioning and use of digital tools in the sustainability practices. The results shows the effort of this companies to use eco-friendly solutions and confirm the existence of positive synergies in the use of IT in this process.

Diante das possibilidades de expressão na internet para produção de conteúdos digitais a partir de plataformas de manuseio simples, encontramos o blog como um espaço que possibilita essa ação em diferentes linguagens midiáticas, como texto, imagem, vídeo, a escolha de quem o utiliza. Uma ferramenta digital como o blog sendo trabalhada numa ação extensionista, em formato de oficina, que visa possibilidades de inclusão digital com seus participantes para divulgar suas ideias e produções digitais, amplia experiências de aprendizagem que vão além do estímulo à criatividade do produto digital, abordando também reflexões acerca do uso do blog, percepções do “eu” usuário no mundo digital e sobre inclusão digital, numa perspectiva de estimular (re)conhecimentos de mundo e mudanças para melhorar o espaço vivenciado por eles. Nesse quesito reconhecemos pontos chave dentro dessa ação: de alunos e professores, mediadores de um processo por colocarem suas intenções e experiências objetivando aprendizagens significativas. A partir desse contexto, o problema de pesquisa configurou-se em: como a mediação pedagógica promovida nas oficinas de blog do Programa de Extensão Proi-Digit@l contribui na produção de conteúdos digitais com blogs numa perspectiva de inclusão digital dos jovens participantes? Nesse sentido, a pesquisa analisou qual a contribuição da mediação pedagógica na produção de conteúdos digitais com blogs no programa de extensão Proi-Digit@l da Universidade Federal de Pernambuco (UFPE), para a concepção e perspectiva de inclusão digital dos jovens participantes de oficinas em Recife, e especificamente investigou a influência da mediação pedagógica dos professores e dos jovens na produção de conteúdos digitais com blogs; e analisou a relação destas mediações pedagógicas na concepção e perspectiva de inclusão digital dos jovens participantes durante a oficina de blog. Assim sendo, a hipótese ao problema foi que, numa perspectiva de inclusão digital, a mediação pedagógica promovida nas oficinas de blog pelos professores e alunos, contribui para a produção de conteúdos digitais com blogs. Essa ação favorece e estimula um espaço de criação durante o processo de ensino e aprendizagem nas oficinas e na concepção de inclusão digital dos jovens, promovendo a construção de saberes em diversos espaços. No discurso teórico trazemos questões sobre blogs com Primo (2008), extensão universitária com Freire (2006), mediação pedagógica com Feuerstein (apud TÉBAR, 2011), Amorim (2008) e inclusão digital com Brandão (2010), composto por esses e outros autores. Na trajetória metodológica utilizamos um questionário, atividade inicial na oficina para percepção de mundo digital dos alunos, observação de alguns momentos da oficina e entrevista com os alunos. Na análise dos resultados,percebemos diferentes perspectivas e concepções de inclusão digital dos estudantes, com mudanças e acréscimos no decorrer da experiência vivenciada e a expressividade de identidade e autoria nos produtos digitais produzidos, como o estímulo à participação e reflexão a partir da mediação dos sujeitos participantes. Consideramos que a mediação pedagógica ocorrida trouxe possibilidades de expressão de ideias, identidades e elementos autorais nas discussões e nos produtos digitais desenvolvidos, influenciando na aprendizagem e (re)significando concepções e posturas de acordo com a escolha do sujeito.

The optical adder using MSD combines the flexibility and accuracy of digital systems with the parallel information processing capability of optics. Hence the addition of two MSD numbers can be performed in three steps regardless of the number of digits in the MSD numbers. The MSD representation is a subset of the signed-digit representation where radix r equals two. Requirements of fully parallel addition and subtraction and of a unique representation for the zero value are fulfilled by signed-digit representations. A MSD number is represented by three digits x i (i=1¯,0,1). For a precision of b bits, a given decimal number can be represented in MSD number system as follows1,2.

The associative content-addressable memory proposed by Hopfield has a good tolerance for errors and is capable of solving image recognition problems. The error correction capability for such a model of size N is limited to (N − 1)/2 bits, which is just under 50%. Our proposed M-ary network can achieve an error correction capability of (N − 1)(M − 1)/M digits, with a theoretical upper limit of (N − 1) digits, one digit short of 100%. This Substantial improvement comes at the cost of increasing the complexity of the feedback thresholding operation. An electroptical implementation of the model is described. The first component, an optical preprocessor, performs a Fourier transformation of the optical signal. This increases the tolerance for size and orientation discrepancies of the object. The second component is a CCD camera which transforms the 2-D optical signal into an analog electrical signal. The third component, a frame grabber, digitizes and stores the analog signal. The fourth component is a 16-bit Zoran digital signal processor (DSP) which performs the necessary calculations and the feedback thresholding operations required. The DSP under consideration would process forty images. Each image consists of 1024 M-ary digits (32 × 32 pixels). The processed signal is then projected onto a video monitor.

The purpose of this study was to develop a 3D visulaization tool to investigate the contact mechanics at the object-digit interfaces and the force coordination among multiple digits during manipulation tasks. Five miniature 6-component force/torque transducers were used to record force and torque data at the tips of individual digits during 5-digit grasping, rotating, and lifting tasks. A digitizing device was used to obtain 3D coordinates of anatomical landmarks of the hand for the construction of a hand geometric model. Three dimensional force vectors and the centers of pressure were obtained using the force and torque data collected during the manipulation tasks and were displayed at the tips of the 5 digits. The visualization methods developed in this study could potentially provide an effective tool for the study of object-digit interaction mechanics and inter-digit force coordination during various manipulation tasks.

The use of a digital cylinder drive for exoskeletons was proposed in the recent year as a means to save weight, installation space, and energy. Also the hydraulic actuation of the switching valves of the digital drive was brought into discussion, in particular by a so called hydraulic digital counter concept. That concept was originally invented to realize a digital hydraulic amplifier. It uses a mechanical input and feedback, transfers this into binary switching states of the valves which switch the chambers of the digital cylinder either to tank or system pressure. It is now reconsidered with a hydraulic input, a special design of the valves appropriate for the sub-kilowatts power ranges of exoskeletons, and a special control strategy. The configuration of this system with a true binary counting property requires the input pressure thresholds to grow exponentially with the number of binary stages of the drive. That limits the number of feasible stages to approximately five or six, complicates the mechanical parts of the valves which realize the hysteretic response to the pilot pressure, and increases the hydraulic power for valve actuation. To overcome these problems the system is configured as a quasi binary counter which jumps over certain digits if the input flow is monotonous, thus, requires a reversal of input flow to realize those digits. A theory and a numerical model of the counter in this configuration and a proper counting control strategy of the hydraulic input are presented. With this much higher number of digits can be realized and valve design and configuration are eased.

The standard digital or binary number representation provides an exponential trade-off between the number of digits used (i.e., number of parallel optical channels required to represent one number) and the accuracy of computation achievable. For example, an 8-bit number uses eight binary optical channels but has a potential for resolving 256 (28) distinct levels. Such a trade-off, however, comes at the expense of requiring nonmonotonically nonlinear operations for performing the linear arithmetic operations of multiplications and additions. Here we propose a simple redundant number representation that will provide only a trade-off between the number of channels and the achievable accuracy while keeping the operations of multiplications of addition and multiplication in a simple linear form. Such a representation can be described by the following equation: Where a is the analog number, a represents a digit that can take on a value less than or equal to m, giving the dynamic range of the representation to be (n × m). We outline several different schemes for optically implementing multiplication and analyze their performance via computer simulations.

There is increasing impetus for stronger cooperation between the US, EU and UK on digital technology governance. Drivers of this trend include the economic incentives arising from opportunities for digital trade; the ambition for digital technology governance to be underpinned by shared values, including support for a democratic, open and global internet; and the need to respond to geopolitical competition, especially from China. Two specific areas of governance in which there is concrete potential to collaborate, and in which policymakers have indicated significant ambitions to do so, are digital trade and digital technical standards. - To leverage strategic opportunities for digital trade, the US, EU and UK need to continue identifying and promoting principles based on shared values and agendas, and demonstrate joint leadership at the global level, including in the World Trade Organization (WTO) on e-commerce. - Policy actors in the US, EU and UK should work individually and collectively to build on the latest generation of digital trade agreements. This will help to promote closer alignment on digital rules and standards, and support the establishment of more up-to-date models for innovation and governance. - Collaborating on digital technical standards, particularly those underlying internet governance and emerging technologies, offers the US, EU and UK strategic opportunities to build a vision of digital technology governance rooted in multi-stakeholder participation and democratic values. This can provide a strong alternative to standards proposals such as China’s ‘New IP’ system. - Policy actors should seek to expand strategic cooperation on standards development among the US, EU and UK, among like-minded countries, and among states that are undecided on the direction of their technology governance, including in the Global South. They should also take practical steps to incorporate the views and expertise of the technology industry, the broader private sector, academia and civil society. By promoting best-practice governance models that are anticipatory, dynamic and flexible, transatlantic efforts for cooperation on digital regulation can better account for the rapid pace of technological change. Early evidence of this more forward-looking approach is emerging through the EU’s proposed regulation of digital services and artificial intelligence (AI), and in the UK’s proposed legislation to tackle online harms. The recently launched EU-US Trade and Technology Council is a particularly valuable platform for strengthening cooperation in this arena. But transatlantic efforts to promote a model of digital governance predicated on democratic values would stand an even greater chance of success if the council’s work were more connected to efforts by the UK and other leading democracies
