With the development of deep coal resources, rockburst, as a kind of typical underground dynamic disaster, always threats the production safety. Before the mining design, it is very necessary to forecast the possibility of the rockburst. This paper takes the Guo-tun coal mine for the object, considering the specific geological conditions, to predict the possible dangerous area where rockburst would happen. Through the comprehensive research and analysis, the paper would divide the 1312 working face into some probalble dangerous zones, namely strong shock hazard zones and medium dangerous impact zones, during gateway driving and stopping.

In the article is specified, that marine ships considerable part of the operating time work in the straitened districts, in which the width of free passage-way for vessels is limited in the navigation relation by dangers, or intensive navigation. It is marked that in the case of dangerous rapprochement of vessels in the straitened waters at the choice of maneuver of divergence by an operating ship besides a dangerous target it is necessary to take into account preventing ships and navigation dangers in the district of maneuvering, and the existent methods of simultaneous account of dangerous aims and navigation dangers carry analytical character and are bulky and ineffective. The necessity of development of operative and evident methods of warning of collisions of vessels at sailing in the straitened waters is caused to these. The analysis of the last achievements and publications is resulted in work, the decision of the considered problem and selection of parts unsolved before is begun in which. It is shown that binary coordination is the basic method of description of cooperation of pair of the dangerously drawn together vessels, urgent strategies of divergence are considered, the structure of which depends on the conduct of target in the process of divergence, the analysis of procedures of account of navigation dangers is also produced by an analytical method for different types of navigation dangers. Procedure of transformation of the ship safe region set in space of relative motion is offered, in space of veritable motion, a virtual region is formed as a result. It is indicated, that basic properties of virtual regions are: rapprochements of ship with a target dangerous, when the current area of programmatic trajectory of motion of ship gets in the virtual region of target; distance of the shortest rapprochement of ship with a dangerous target will be equal to the set minimum-possible distance of rapprochement, if direction of current area of programmatic trajectory of motion of ship is tangent to the border of virtual region; equality of distance of the shortest rapprochement of ship with a target and set minimum-possible distance of rapprochement is saved at the following of ship on a virtual region tangent to the border to the moment of the shortest rapprochement. It is shown in the publication, that by the computer program dependences of position and form of virtual region on the relation of speeds of ship and target were explored, from distance between a ship and target, and also from bearing on a target. It is shown that depending on distance between a ship and target at the unchanging bearing a virtual region occupies unchanging position in relation to the line of programmatic way of ship, and position and sizes of virtual region depend on bearing on a target.

Extensive effort has been devoted to examining the causal relationship between contributing factors and injury severities. Given the important role of riders’ behaviors in traffic conflicts, this paper aims to analyze the causal effects of traffic conflicts resulting from riders’ behaviors at intersections. The authors collected video data on 152 traffic conflicts caused by riders’ dangerous behaviors in Jiangning District, China. This paper proposes a Bayesian-structural equation modeling (BSEM) approach. Based on the obtained BSEM path coefficient diagram, the factor loadings and path coefficients are analyzed to unveil the potential influence of factors, including personal features, dangerous behavior tendency, temporal and spatial characteristics of dangerous behavior, and the external environment. The results show that compared to human factors, environmental factors have a less direct impact on the severity of traffic conflicts; instead, they have an indirect positive impact on traffic conflicts by affecting behaviors. That is, if riders judge that road conditions are not suitable to conduct dangerous behaviors, they become more cautious in view of current road conditions and time revenue. Furthermore, dangerous cycling behaviors that continue to encroach on the time and space of motorized vehicles are prone to be more dangerous. The dangerous behaviors that continuously encroach on the time and space of motor vehicles (e.g., disobeying traffic signals and riding in a motorway) are significant predictors of serious conflicts. Considering the heterogeneity of riding behavior, these findings could be applied to develop effective education and intervention programs for preventing riders’ high-risk behaviors and improving the traffic environment.

Epidemic data are presented, possible causes analyzed and the dangers of observed in recent years expansion of existing areas of viral infections, including the introduction of the agent to the non-endemic area, evaluated. At the present time there is a significant expansion of the ranges of some zooantroponozes pathogens, particular filovirus Ebola and arboviruses - Rift Valley fever, Zika, Chikungunya. When extending the boundaries of epidemic foci in the new territory for the pathogen, can occur aggravating of clinical manifestations of the disease and increase mortality among the indigenous population. Extremely hazardous exotic viral hemorrhagic fever (Ebola, Marburg, Lassa) when transfer with sick people in some cases, can cause contamination of the contact persons. Rift Valley fever - one of the most aggressive arboviruses, in the case of importation can form stable epidemic foci. Transfer of Zika fever in the territory of the Russian Federation has not represent substantial epidemiological value. Epidemiological factors, essential for the formation of new areas of pathogens may include the presence of permissive candidates in natural hosts and vectors, the climatic conditions. Role of socio-economic factors is significant. Among of environmental factors is the important role of some trace elements, including selenium, involved in the regulation of homeostasis and which faults occur in the upward virulence virus mutating. In parts of Africa and Asia, with soils poor in selenium, were first introduced pathogens or highly virulent strains of influenza A, SARS, Ebola and of SIV, and drifts on these and similar areas have led to an increase in the virulence of viruses.

Extreme sea waves, although rare, can be notably dangerous when associated with energetic sea states and can generate risks for the navigation. In the last few years, they have been the object of extensive research from the scientific community that helped with understanding the main physical aspects; however, the estimate of extreme waves probability in operational forecasts is still debated. In this study, we analyzed a number of sea-states that occurred in a precise area of the Mediterranean sea, near the location of a reported accident, with the objective of relating the probability of extreme events with different sea state conditions. For this purpose, we performed phase-resolving simulations of wave spectra obtained from a WaveWatch III hindcast, using a Higher Order Spectral Method. We produced statistics of the sea-surface elevation field, calculating crest distributions and the probability of extreme events from the analysis of a long time-series of the surface elevation. We found a good matching between the distributions of the numerically simulated field and theory, namely Tayfun second- and third- order ones, in contrast with a significant underestimate given by the Rayleigh distribution. We then related spectral quantities like angular spreading and wave steepness to the probability of occurrence of extreme events finding an enhanced probability for high mean steepness seas and narrow spectra, in accordance with literature results, finding also that the case study of the reported accident was not amongst the most dangerous. Finally, we related the skewness and kurtosis of the surface elevation to the wave steepness to explain the discrepancy between theoretical and numerical distributions.

Rock burst and coal and gas outburst are the most serious dynamic disasters in coal mine and are affected by many factors, such as mining engineering environment. In order to accurately predict the risk area of mine dynamic disasters, a series of impact factors and events are classified, and the spatial data of these factors are managed on the basis of identifying the internal relationship between the impact factors and the disasters. A multifactor pattern recognition model is established by artificial intelligence. The risk probability prediction criteria of mine dynamic disasters and the risk probability values of each unit in the prediction area are determined by using the method of neural network and fuzzy mathematics. The dangerous area, threat area, and safety area of mine dynamic disasters are divided to evaluate the dangerous degree. The corresponding control measures for different dangerous areas are also put forward. Application of the prediction method of mine dynamic disaster factors based on pattern recognition, to improve the implementation of mine dynamic disaster prediction and controlling measures, guarantees the safe production of the coal mine.

A statistical analysis of urgent sea level data in the area of the marine hydrological station Genichesk for the period 1996–2013 was carried out, including the preparation of descriptive data statistics for the studied variation series. During the specified period, 8 most dangerous storm situations were identified. The analysis of storm situations has been carried out, including it has been established at what speeds and directions of the wind dangerous surges occur. It is concluded that dangerous storm surge situations in the study area arise due to the action of winds in the E, NE, ESE, ENE directions with a speed of more than 20 m/s. Dangerous storm driven situations appear when the winds are from NW, WNW directions at a speed of more than 15 m/s. The trend analysis of the variation series showed that there is a long-term trend towards an increase in sea level values in the area of the Genichesk marine hydrological station. This means that in the long term, it may be necessary to revise towards an increase in the critical sea level marks for dangerous rises and falls in sea level.

Abstract In order to analyze the diffusion characteristics of the hydrogen cloud during a liquid hydrogen leakage accident, the Matlab calculation program of liquid hydrogen leakage and diffusion was compiled based on the Gaussian diffusion theory, and analyzed the influence of wind speed, pressure, leakage area and other factors on the size of the dangerous area after liquid hydrogen leakage.The calculation results show that: the wind speed accelerates the diffusion, and the higher the wind speed, the stronger the dilution effect on the hydrogen cloud, and the smaller the dangerous area formed; the increase of pressure and leakage port area will increase the leakage of liquid hydrogen, and as a result, the scope of the dangerous area is increased.

The subject of dangerous goods as it pertains to carriage by sea is of growing importance and concern because it impacts on safety as well as environmental issues. Both involve liability associated with maritime transportation and liability in respect of dangerous goods is a complex area of law both from an international as well as a domestic perspective. China is a rapidly emerging economic power and a major world player in shipping and seaborne trade including import and export of hazardous substances. Furthermore, China is undergoing remarkable reform and transformation in all respects, and legal regimes, especially in the maritime field, are in a state of evolution. This thesis presents a two-fold area of concentration, that is, the international regime and the domestic Chinese law, looking at the safety as well as the environmental dimensions of international carriage of dangerous goods by sea. In order to carry out a comparative analysis of the international and Chinese legal regimes pertaining to the issues of contractual and tortious liability, a relatively detailed analytical examination of the international regime has been completed. Following this, the legal regime under Chinese law concerning the sea carriage of dangerous goods is critically evaluated in terms of the evolution of the domestic maritime law and the issues of application of international law and domestic law from the perspectives of regulatory law and civil liability. The discussion on the existing issues liability is centered on the principles of liability in tort and contract borne by private parties and state responsibility in respect of damage arising from the maritime transportation of dangerous goods. Conclusions are drawn from the summaries of chapters highlighting the critical issues in light of the findings of the research; the appropriate recommendations and suggestions for improvements to the international regimes; and proposals for law reform in the form of new legislation or amendments to existing legislation with the aim of improving the domestic regime to bring it into closer alignment with international law on the carriage of dangerous goods by sea.

This article presents the design of an unmanned aerial vehicle manufactured in aramid, through the use of sensors and actuators for flight stabilization, capturing the images through a thermal imager and its wireless transmission for ground processing for application in the social security area used in fire accidents. The work shows that it is feasible to use the aramid material for the construction of the prototype, since it is a high temperature resistant material, also the integration of neural networks for semi-automatic flight control. The results of this research will serve to develop more advanced control devices, with simple components and controls so that people with technological limitations can use it, so that they can save lives in danger, that of their colleagues or themselves.

In this thesis, we propose a data-driven system that assists blind people to walk safely on the sidewalk. In our system, an assistant with normal vision is asked to create the database for the places where the blind user usually visits. At each sampling spot of these places, the assistant takes a few photos that cover different viewing directions around the sampling spot to create a panorama image. After the installation of the database, the blind user is equipped a camera while he or she is walking around these places. For each captured image by the camera, the proposed system finds the most similar panoramic part in the database to identify the location and the orientation of blind user. With an image-to-image matching to warp the labels from the matched panoramic part to the captured image, our system can roughly infer the labeling of the contents within the captured image. Finally, based on the inferred labels, our system can identify situations that could be dangerous to the blinds.

Shihding Township is located on the Southeast of Taipei County. The terrain is full of terraced field and hillside without plain. The 106th sub-county road is a main artery for transporting among Shihding, Shenkeng and Pinglin Township. And its hillside safety is related to the local resident and tourist. To plan and classify the dangerous path in advance that is good for the route to be more safety. In the destructive potential analysis on the hillside, the dangerous value method was carried out. In this research, we divided path into the upper hillside, lower hillside and path itself. One used Landslide susceptibility analysis, Ground penetration radar (GPR) and path distress to investigate and assess. After each dangerous degree has been counted and analyzed, we use the chart level wrap folds to define the dangerous, alarmed or safe paths. In the landslide susceptibility analysis, the dangerous value method is unable to objectively define different grade threshold values of landslide. Therefore, the essential threshold value is defined by the chaotic matrix way and obtain a mistaken rate on different threshold values simultaneously. Then classify those threshold values and use the Geographical Information System (GIS) to show the location and range of landslide susceptibility area. According to the path surface cracking area and the Pavement surface distress index (PSDI) to carry out related analysis. Then divide into diverse dangerous sections. But the original PSDI score development aimed at an affected degree by the driving safety and comfort. Its purpose was completely different from this study that focus on the destructive hillside path. Therefore, the counting model on the PSDI made a progress development to amend, the destroyed items screened again, and the serious degree range need re-defined. Finally, the dangerous path level score graded again and divided. The GPR apply to measure the underground hole and to understand the possibility of the lower hillside collapse is an efficient tool. This research had finished applying to the Landslide susceptibility analysis, the GPR detection and amending the PSDI score to process the prediction on the potential dangerous path. During the process of this research, there were two collapse occurred and it just proved the reliably of the present model. The result of path also had worse tendency in one year. That is really worth making a consideration to use the experiential model estimating other slope paths, and becoming a future basis on the path and hillside repair. Kaohsiung Harbor is located on the strategic point among Northeast , Southeast Asia and the Chinese Mainland. It’s not only the largest international business harbor in our country but also the sixth largest container harbor in the world. Recently, with the rapid expansion of economy and the revolution of industrial promotion in our country, the variety and quantity of importing and exporting chemicals (dangerous goods) also increase rapidly. For example, the total amount of imports and exports of chemicals and related industrial products in 2004, has reached 9,074,295 tons. Besides the busy intercourse of all kinds of ships in the harbor area, the goods loading and unloading are also very complicated. If anything disastrous occurs, it will cause a serious influence on the operation of the whole harbor, including 1. the damage of public wealth 2. the responsibility of goods damage 3. the risk of suspending operation in the harbor 4. the reputation of an international harbor 5. the influence on national economy. If the disaster of dangerous goods spreads, it will cause enormous influences in many fields. It can even threat the lives and health of the residents nearby. Therefore, almost every port has special wharves for different purpose and special warehouse areas. They should also standardize related safe operation procedures to reduce the unexpected occurances or reduce the damage as little as possible while the disaster occurs. In Kaohsiung harbor, they should build public wharves for dangerous goods, special wharves for oil products, rent wharves for petrochemical companies and special warehouse districts. Within these wharf districts , how to enhance the crisis consciousness and management as well as the operation security of all the petrochemical companies has become a very important topic. It’s really necessary to take a deep research and find out where the dangerous factor is so that they can make sure serious chemical disasters can be completely avoided, not to endanger the security of the harbor area and the lives of the residents nearby. Kaohsiung city and country are the heavy industry centers of Southern Taiwan. The petrochemical industry is flourishing and all of the raw materials they need are imported to Kaohsiung harbor by special ships and then pumped into different kinds of dangerous goods storage tanks through pipes. Finally, delivered to the factories by tank cars. At present, the total number of storage tank in Kaohsiung harbor has reached 512, and the overall capacity is 43,160,940 tons, belong to twelve companies that engage in the operation of dangerous goods tanks. The main purpose of this research is to discuss the crisis consciousness and management about the disaster invention and treatment of the companies that engage in the operation of dangerous goods storage tanks in Kaohsiung harbor area. This research also discussed the practical operations and current condition analysis of every stage,such as crisis invention and sense of risk. It’s purpose is to find out where the problem is and provide references for(both)the manage department of Kaohsiung harbor(and)the private companies that engage in the operation of dangerous good storage tanks. It can avoid the disaster from occurring or once the urgent accidents occurs, it can also provide prompt and effective treatment to reduce the damage and protect the health and the security for both the members in the harbor area and residents nearby. This research is based on the review and discussion of literatures as well as the questionnaires. Through the discussion of literatures, we can understand the meanings of disaster crisis managements and the related theories, operation methods of crisis prevention, preparation and response. With the help of questionnaires, we can analyze and discuss the shortages of managements on crisis prevention and response for the companies that engage in the operation of dangerous goods storage tanks in Kaohsiung harbor area. Moreover, it provides the best suggestion to disaster prevention, enhances the disaster prevention ability of the companies that engage in the operation of dangerous goods storage tanks in Kaohsiung harbor area and raises the overall ability in crisis response.

ABSTRACT For my diploma thesis I have chosen a topic focusing on the setting of the zone of emergency planning in accordance with Act No. 59/2006 on prevention of major accidents, for the facility of ČEPRO Inc., the storage area of Včelná. The topic has been chosen for several reasons {--} I consider it interesting, and I am convinced that it is absolutely essential to create a zone of emergency planning for the above mentioned complex. A major accident is defined under Act 59/2006 of Collection, on prevention of major accidents, as an extraordinary, partly or completely unmanageable, terminable and spatially limited event, for example a major leakage, fire or explosion, which has already appeared or whose occurrence is imminent in connection with using the venue or facility in which a dangerous substance is produced, processed, prepared or stored, and which leads to a major jeopardy or to a major impact upon life and health of people, livestock and environment or financial damage. The first part of the diploma thesis presents the legislation concerning the setting the zone of emergency planning. Furthermore, the legislation concerning the issue in selected countries of the European Union is mentioned. The description of the storage facility belonging to the company ČEPRO Inc. in Včelná in the town of České Budějovice follows. The second part of the thesis focuses on the setting of the zone of emergency planning for the ČEPRO company in Včelná, and the evaluation of the questionnaires submitted to residents living in the surroundings of this storage facility. The discussion of the issues given above is presented in the third part of the diploma thesis. The following hypotheses were set and analysed {--} whether the emergency plan for the ČEPRO Inc. in Včelná is sufficiently elaborated and whether the residents living in the surroundings of ČEPRO have become sufficiently familiar with a potential danger.

This research is aimed at investigating and evaluating the dangerous ratings of 18 prone flood hillside areas in Changhua County by linear combination method. Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP) are used for expert questionnaire design. The “pair wise comparison”, which gives the weights of eigen vectors of the matrices, is considered in AHP. The weights are used for dangerous rating evaluations. In this study, 16 experts has been interviewed by the questionnaire methods to obtain 13 most important factors of the weights by AHP and ANP, which are (1) watercourse siltation or riverbed debris, (2) gaps of constructions for flood prevention, (3) low-lying or subsidence, (4) applications of simulated potential flood, (5) flood prone areas approved by Water Resources Agency and respectively,(6) urban area, (7) agriculture area, (8) natural area, (9) disaster shelter, (10) Disaster Recognition, (11) ability of resource accessing, (12) ability of adpting, (13) environment knowing and education of disaster. The results of the research lead to some important finding and conclusions as follows: 1. The results can assist in understanding the risk weight of hazard area and be a reference of mitigation plan; 2. According to the two pairs of t test, the weights of factors derived from AHP and ANP have the consistent of trend; 3. The ranking of the dangerous ratings in 18 prone flood hillside areas derived from AHP and ANP are almost consistent. The only discrepancy between them lies in “applications of simulated potential flood” (ANP:6.13%,AHP:4.61%). According to “applications of simulated potential flood”, the hillside with 3rd ranking of flooding height derived from AHP is higher than that with 4rd ranking of flooding height. Overall, ANP is much closer to the real phenomenon than AHP.

In the 17th century, the Dutch Republic was the centre of the world trade in exotic drugs and spices. They were sought after both as medicines, and as luxury objects for the bourgeois class, giving rise to a medical and moral anxiety in the Republic. This ambivalent view on exotic drugs is the theme of the poetry of Joannes Six van Chandelier (1620-1695). Six, who himself ran the drug shop ‘The Gilded Unicorn’ in Amsterdam, addresses a number of exotic medicines in his poems, such as musk, incense, the miracle drug theriac, Egyptian mumia, and even the blood of Charles I of England. In Dangerous Drugs, these texts are studied for the first time. The study shows how Six, through a process of self-presentation as a sober and restrained merchant, but also as a penitent sinner, thirsting for God’s grace, links early modern drug abuse to different desires, such as lust, avarice, pride and curiosity. The book shows also how an early modern debate on exotic drugs contributed to an important shift in early modern natural science, from a drug lore based on mythical and fabulous concepts, to a botany based on observation and systematic examination.

AbstractThe chapter addresses questions of international law implicated by Sentenza 238/2014. It begins by revisiting the longstanding debate about state immunity and its limits, arguing that notwithstanding decades of discussion, a ‘grave breaches’ exception has never had more than marginal support in positive international law. Against that background, it comes as no surprise that the Italian Constitutional Court (ItCC), in Judgment 238/2014, did not assert the existence of a grave breaches exception as a matter of international law. Instead, the ItCC relied on what might be termed a ‘foreign relations law’ approach, holding that Italian constitutional law required it not to give domestic effect to the international law of state immunity. This ‘foreign relations law’ approach offers a last line of defence for those seeking to limit the reach of rules of state immunity. As is set out in this chapter, it is an effective line of defence because international law does not ‘by itself, possess the force to amend or repeal internationally unlawful domestic (…) acts’ (Antonio Cassese). At the same time it is a dangerous line, as it risks weakening international law generally and not just in the area of immunity. This chapter suggests that, when read as a foreign relations law decision, Sentenza 238/2014 is not as such unusual: it is one of many decisions accepting some form of ‘constitutional override’ that limits the effects of international law within domestic legal orders. However, Sentenza 238/2014 stands out because—unlike other decisions—it seems to refuse international law any place in the construction of constitutional law: in the ItCC’s ‘separatist treatment’ (Kolb) international law is denied a directive function (‘Orientierungswirkung’); it is not factored into the equation. Seen in that light, Sentenza 238/2014 (counter-intuitively, for a ‘Roman’ decision) has a ‘Lutheran’ quality; it is informed by a stubborn ‘here I stand, I can do no other’ aspect, which limits the potential for a constructive dialogue between domestic and international judiciaries.

Abstract This study examined the role of ecosystem services in enhancing climate change resilience of local communities in Ngarambe-Tapika Wildlife Management Area (WMA). The study aimed to identify forms of ecosystem services that can be gained from conservation of a WMA in relation to climate change adaptation. The design for this study adopted both a quantitative and a qualitative research approach. The study was undertaken in Ngarambe-Tapika WMA located between latitude 39° S and 39°30' S and between longitude 12°30' E and 13° E. It is located alongside the north-eastern border of the Selous Game Reserve. The area is also the home of local people whose lifestyles and livelihoods are intricately tied to the biological diversity and the functioning of this natural system. Purposive sampling was employed in selecting respondents for the household questionnaire, focus group discussions and key informant interviews. This study found that income obtained from Ngarambe-Tapika ecosystems by the communities were invested in material welfare and livelihoods that enhance resilience to climate change, primarily social services (54.9%) such as construction of houses, dispensaries and rehabilitation of the primary schools, and some of the money was spent on electricity provision for the community and energy for light and water pumps. Other benefits included employment (16.5%), protection from dangerous and problematic wildlife (14.3%) and petty business (14.3%). Generally, in Ngarambe-Tapika WMA there is a need to emphasize conservation awareness and extension programmes which advocate sustainable utilization of wildlife resources, and adopt an integrated approach of climate-smart agriculture to address the challenges related to food insecurity and climate change and variability. The latter would enable increased agricultural productivity to support equitable increases in farm incomes, improve food security and build resilience of agricultural and food security systems to adapt to climate change and variability.

AbstractSynthetic biology is a new, rapidly growing interdisciplinary field which seeks to use engineering techniques to alter and construct new biological components, devices, and systems. The rate of synthetic biology development and research has increased over the past two decades in both industry and academia (Ahteensuu 2017). Applications include medicine (new vaccines, delivery of therapeutics, and treatments), energy (biofuels), environmental remediation, food production, and general industry (detergents, adhesives, perfumes) (Evans and Selgelid 2015; Gronvall 2015). While synthetic biology heralds advances in these fields, its techniques could also be adapted for malicious purposes and used by terrorist organizations, rogue actors, or hostile nations to create dangerous pathogens, invasive organisms, or other disruptive biological agents (Yeh et al. 2012). Such potential makes synthetic biology a dual-use research area of concern (DURC) as the same techniques can be used to benefit or harm people, animals, environments, technology, or nations (Getz and Dellaire 2018). To cope with threats arising from synthetic biology’s dual-use nature, biosecurity is needed to prevent, detect, and attribute biological attacks.

The article presents the results of the measurements by electrical tomography methods in the area of the Kluchi polygon. Taking into account a priori well data, the parameters of the geoelectric model and the anisotropic characteristics of the reference geoelectric horizon, represented by shale, are determined. The anisotropy parameter can be used in priority tasks of nature management for the exploration and development of minerals, in environmental problems, to prevent dangerous natural and man–made phenomena.

This paper analyses the topic of dangerous behaviour of air passengers, focusing on the design of progressive methods that would contribute to the elimination of such incidents. The content of the work is divided into three main parts. The first part is dedicated to the overview of regulations and international organizations which deal with this issue. The second part is devoted to the processing of statistical data and the results of a questionnaire focused on cabin crew. By analyzing of these data, we defined the basic factors that contribute to the dangerous behaviour of passengers and described the consequences which results from such behaviour. In this section, we also address the impact of the coronavirus pandemic as a major influencing factor. The third part is providing suggestions for technical and procedural elimination of dangerous behaviour of passengers, focusing on the area of prevention. In the proposals, we target to improving existing conventional methods and also to the design of progressive methods that would provide new manners of prevention against unruly passengers. For assessment of selected methods we carried out an experimental verification. The results of this experiment confirmed the capability of the proposed methods for eliminating dangerous behaviour of air passengers.

We are once again responding too late and with too little to avert the crisis. In this follow-up to their 2012 briefing A Dangerous Delay, Oxfam and Save the Children, supported by the Jameel Observatory, examine what has changed and what has not in the humanitarian system since 2011. They explain how it must evolve in order to enable and fully fund anticipatory action. With the climate crisis set to deepen, the current system must change quickly in order to meet the challenges we face in the years ahead.

We investigate the effect of domestic armed violence brought about by political instability on the geography of distance frictions in freight mobility and the resulting differential access of regions to global markets. The Colombian transportation system has been found to be impeded by deficiencies in landside transport infrastructure and institutions, and by fragmented political environments. The micro-level analysis of U.S.-bounded export shipping records corroborates that export freight shipping from inland regions is re-routed to avoid exposures to domestic armed violence despite greatly extended landside and maritime shipping distances. We exploit the trajectories of freight shipping from Colombian regions and spatial patterns of violent armed conflicts to see how unstable geopolitical environments are detrimental to freight shipping mobility and market openness. The discrete choice model shows that the shipping flow is greatly curbed by the extended re-routing due to domestic armed violence and that inland regions have restricted access to the global market. The perception of risk and re-routing behavior is found heterogeneous across shipments and conditional to shipment characteristics, such as commodity type, freight value and shipper sizes. The results highlight that political stability must be accommodated for improved freight mobility and export-oriented economic development in the global South.

What are the macroeconomic consequences of business credit booms? Are they as dangerous as household credit booms? If not, why not? We answer these questions by collecting data on nonfinancial business liabilities (primarily bank loans and corporate bonds) for 17 advanced economies over the past 150 years. Unlike household credit, business credit booms are rarely followed by macroeconomic hangovers. Data on debt renegotiation costs—instrumented by a country’s legal tradition—show that frictions to debt resolution make recessions deeper and longer—an important factor in explaining the differences with household credit booms.

This mapping of children in the worst forms of child labour (WFCL) in the leather sector of Bangladesh was conducted in May–August 2020. WFCL are not always obvious and, without better understanding of where, why and how it is happening, the exploitation and abuse of children in the workforce in Bangladesh will continue. This mapping provides a detailed assessment of where children are working in the leather supply chain in Bangladesh, what they are doing, how they came to be doing it and what their conditions of work and experiences are. Furthermore, and critically, it evidences the children’s perceptions of themselves and others as child labourers – the jobs and areas of the sector that they feel comprise WFCL, and the jobs they feel are the most difficult or dangerous to do and that children should not have to do.

The IDB has been a predominant partner supporting Haiti development efforts for many years. Nowadays, the IDB is the main source of investment for the country. Considering the vital weight of road transport sector in the socio-economy of the country, the IDB has concentrated a large part of investment efforts in rehabilitating and improving national road infrastructures. In the same time, a rapid increase of motorization and relatively higher speeds have contributed to increasing the number of traffic fatalities and injuries. In 2017, road injuries were the fifth cause of mortality in Haiti. The Road Safety situation of the country is preoccupying with many Vulnerable Road Users involved, in particular pedestrians and motorcyclists. The country is facing multi-sector challenges to address this Road Safety situation. Despite recent efforts, high political will has not been continuous in promoting a multi-sector coordination and the success of technical efforts remained mitigated over the last years. Road user awareness is still weak in the country. Risk factors include dangerous driving, bad safety conditions of vehicles, together with limited law enforcement and poor maintenance of safety devices on the roads. In this context, the Road Safety situation of the country may be getting worse in the coming years if no action is taken. However, the new Decade provides with a unique opportunity to achieve Sustainable Development Goals (SDGs) including significant progress in reducing the burden of traffic crashes. The IDB has already initiated vital investments in modernizing crash data collection, promoting institutional dialogue and supporting capacity building in the area of Road Safety. Future actions to address Road Safety challenges in Haiti in the framework of the five UN five pillars would require a range of investments in the area of political commitment, institutional coordination and technical efforts. A change of political paradigm from making roads for travelling faster to making roads safer for all users is highly needed at national level. This technical note on Road Safety in Haiti present the current situation of the country and provides with recommendations for future actions on Road Safety.
