Nowadays, last-mile logistics represents the least efficient stage of supply chains, covering up to 28% of the total delivery cost and causing significant environmental emissions. In the last few years, a wide range of collaborative economy business models has emerged across the globe, rapidly changing the way services were traditionally provided and consumed. Crowd logistics (CL) is a new strategy for supporting fast shipping services, entrusting the management of the last-mile delivery to the crowd, i.e., normal people, who agree to deliver goods to customers located along the route they have to travel, using their own transport means, in exchange for a small reward. Most existing studies have focused on evaluating the opportunities and challenges provided by CL through theoretical analysis and literature reviews, while others have proposed models for designing such emerging distribution networks. However, papers analyzing real successful applications of CL worldwide are lacking, despite being in high demand. This study attempted to fill this gap by providing, at first, an overview of real CL applications around the globe to set the stage for future successful implementations. Then, the implementation potential of CL in northern Italy was assessed through a structured questionnaire delivered to a panel of 214 people from the Alma Mater Studiorum University of Bologna (Italy) to map the feasibility of a crowd-based system in this area. The results revealed that about 91% of the interviewees were interested in using this emerging delivery system, while the remaining respondents showed some concern about the protection of their privacy and the safeguarding of the goods during transport. A relevant percentage of the interviewees were available to join the system as occasional drivers (ODs), with a compensation policy preference for a fixed fee per delivery rather than a variable reward based on the extra distance traveled to deliver the goods.

This study explores push and pull factors affecting the adoption of crowdsourced delivery or crowd-shipping systems using a structural equation method. The core data used in this study are obtained from an online survey distributed among 800 individuals in June 2016 in the United States (U.S.) Analyzing the answers of 533 respondents, the direct and indirect effects of the personal attitudes, socio-demographic, and built-environment variables on the likelihood to be a crowd-shipper are looked at. The model suggests that crowd-shipping is more likely for men, full time employed, younger respondents, and for areas of higher population density yet lower density of employment opportunities. Concerning attitudinal motivations, the results suggest that financially motivated users are less likely to become crowd-shipping users, while community orientation and viewing the platform as a platform for helping relationships has only indirect effects on use. This leads to the observation that the early adopters appear to hold quite distinct, more critical, views of the ability of the new shipping platforms to deliver affordable and community-building service.

Purpose The purpose of this paper is to evaluate the nature and characteristics of crowd logistics business models. Using this evaluation, a new concept for a sustainable implementation of crowd logistics services is proposed. Design/methodology/approach The Design Science process was followed to develop the proposed crowd logistics business model concept. The data are derived from expert interviews and a document-based data analysis of 13 companies. Findings Four relevant steps that companies should follow to implement sustainable crowd logistics services are identified. Open research questions are also identified and guide five research tasks, which may lead to a greater understanding of this emerging field. Research limitations/implications The present research is based on data from companies operating in Germany. The holistic approach gives a broad overview but lacks detailed descriptions. Practical implications Managers can use the four steps and the crowd logistics business model concept to plan future activities (e.g. new service provision). These steps increase the understanding, awareness and knowledge of opportunities and risks of specific crowd logistics services. Social implications This paper provides initial insights into social changes in terms of drivers for the use of crowd logistics services. However, further research is needed to capture the social implications in detail. Originality/value Crowd logistics is an emerging concept, and this paper is one of the first dealing with this topic generally and the first providing an analysis of crowd logistics business models. The developed concept includes implications for practice in the forms of common, and best practices, and science in the form of open research questions and tasks. Overall, the present research provides new insights into this emerging topic.

This study focuses on crowd logistics challenges in Malaysian crowd logistics companies. To the author's best knowledge, there is limited empirical qualitative research on crowd logistics, especially in the Malaysian logistics sector. This research aims to identify and examine the challenges that hinder the success of crowd logistics and how crowd logistics can shape the future of the logistics industry. A semi-structured interview with six industry experts, including logistics service providers and platform operators, were selected in this study to gain insights into their experiences and perspectives on crowd logistics. Additionally, a data analysis process is presented. The findings of this study suggested three main themes and six sub-themes, including operation management, resource management, and technology and communication management as the main themes. The sub-themes include delivery operation, service offered, rider issues, demand issues, delivery platform, and technology implementation issues. This study provides implications in two-fold. First, for the theoretical implication, it provides empirical case studies and highlights critical challenges faced by crowd logistics companies in Malaysia. Secondly, for practical implications, it offers valuable insights for logistics companies, especially those engaged in crowd logistics, to understand the challenges customers and service providers face. However, this research is limited in its generalizability and triangulation studies which calls for further investigation.

Crowd-shipping platforms have the potential to serve as flexible and low-cost logistics solutions for small and medium-sized enterprises (SMEs), which tend to have proportionally higher logistics costs than large companies. By increasing visibility and access to underutilized vehicle capacity, crowd-shipping platforms can offer lower rates than traditional delivery services. Leveraging excess capacity on premeditated delivery trips can also improve logistics efficiency and reduce emissions. However, high platform fees, insufficient carriers, and difficulty finding suitable platforms are common barriers to widespread adoption. This research evaluates the degree to which existing commercial crowd-shipping platforms can provide suitable transportation solutions for SMEs. A systematic search yielded 400 platforms, which were evaluated for SME suitability by requesting quotes for delivery service from each platform, based on typical shipping requirements of two agriculture-based SMEs in Texas. The responses and quotes that were received, as well as feedback from the case study SMEs, indicate that most existing platforms are unlikely to meet the needs of SME shippers. The results suggest ways in which crowd-shipping platform managers could take advantage of this market opportunity by tailoring the services and features of their platforms to better meet the expectations of SMEs.

With the development of sharing economy, more and more enterprises choose crowd logistics for distribution. Because the crowd logistics platform uses social freelancers, the service quality is difficult to guarantee. Considering the reward-penalty mechanism, dynamic differential game models are constructed to study the optimal pricing and quality of crowd logistics services under stochastic demand based on the optimal control theory and Pontryagin maximum principle. The numerical simulation results show that the optimal dynamic decisions change with the fluctuation of demand dynamically. Furthermore, the platform needs to adjust the value of the reward-penalty factor to ensure the level of service quality and revenue in different situations.

With crowd logistics becoming a crucial part of the last-mile delivery challenge in many cities, continued participation of crowd workers has become an essential issue affecting the growth of the crowd logistics platform. Understanding how people are motivated to continue their participation in crowd logistics can provide some clarity as to what policies and measures should be undertaken by the industry to support its further growth. Using the Push–Pull–Mooring (PPM) theory, we developed a research model to explain the factors influencing crowd workers’ participative behavior. Survey data from 455 crowd workers were analyzed using SmartPLS3.0 software. The results show monetary rewards and trust have a significant positive impact on the willingness of crowd workers to continue participating in crowd logistics, while work enjoyment from previous work and entry barriers for work have a significant negative impact. Trust plays an intermediary role between monetary incentives and crowd workers’ willingness to continue participating. Based on the findings of this study, we recommend that crowd logistics platforms should offer reasonable monetary incentives and keep these under constant review, build a high degree of trust and cooperation with their crowd workers, and initiate activities geared towards promoting satisfaction at work.

The crowd logistics platforms connect stochastic demand with uncertain delivery supply which is provided by independent service providers. Considering direct-network effects and cross-network effects between the demand and supply side, a dynamic surge pricing model for crowd logistics platforms is built. The pricing strategy is derived to coordinate the supply with demand to equilibrium. Furthermore, the pricing strategy minimizing cumulative delivery orders is analyzed. The numerical simulation results show that the dynamic surge pricing strategies can stimulate the uncertain delivery supply for maximizing platforms’ revenue. And, direct-network effects pose a positive impact on the dynamic surge pricing strategy. In contrast, the cross-network effects have a negative impact on the pricing strategy. However, direct-network effects and cross-network effects negatively influence platforms’ revenue.

Crowd logistics is a recent trend that proposes the participation of ordinary people in the distribution process of products and goods. This idea is becoming increasingly important to both delivery and retail companies, because it allows them to reduce their delivery costs and, hence, to increase the sustainability of the company. One way to obtain these reductions is to hire external drivers who use their own vehicles to make deliveries to destinations which are close to their daily trips from work to home, for instance. This situation is modelled as the Vehicle Routing Problem with Occasional Drivers (VRPOD), which seeks to minimize the total cost incurred to perform the deliveries using vehicles belonging to the company and occasionally hiring regular citizens to make just one delivery. However, the integration of this features into the distribution system of a company requires a fast and efficient algorithm. In this paper, we propose three different implementations based on the Iterated Local Search algorithm that are able to outperform the state-of-art of this problem with regard to the quality performance. Besides, our proposal is a light-weight algorithm which can produce results in small computation times, allowing its integration into corporate information systems.

The rise of technologies and the Internet have provided opportunities to connect logistics demand and supply using the crowd. In this system, named crowd-shipping (CS), a requester doing the shipping selects a courier via a platform. In reality, the idea of CS has been explored by many firms over the last several years. However, there is a lack of fundamental understanding of the issues related to: (1) the markets that are likely to be influenced by CS; (2) the considerations that govern the success of this system; and the (3) the impacts of CS and its design.


To address these issues, there is a need of understanding CS system's stakeholders, such as requesters' (i.e. senders') and potential couriers' (i.e. driver-partners') behaviors as well as operations and management of CS firms. This research will address these gaps by conducting a survey to understand driver-partners' behaviors and requesters' behaviors given the CS services availability in the logistics market. Then, pricing and compensation strategies are designed and modeled based on behavior rules of supply and demand generations as well as various CS market penetrations. As such, this research addresses the CS industry in a triad of supply, demand, and operations and management.


This research uses advanced econometrics, statistics analysis, mixed integer optimization, and data science techniques to analyze data and generate insights. The contributions of this research are to identify the contributing factors that impact the emerging logistics service. This research also reveals factors that influence the current and future shipping behaviors of requesters, as well as influencing factors of the individuals' willingness to work as driver-partners. The integrated matching and routing models have been developed to examine different pricing and compensation strategies under several market penetration scenarios. `Individual' price and compensation have found to provide the highest profit for CS platform providers.


This research provides meaningful knowledge for stakeholders, especially for the CS firms to develop business strategies. Several remarkable benefits that CS firms can obtain include: focusing on some specific population groups to recruit driver-partners (e.g. people with children, middle-aged people having lower incomes, or no car ownership); addressing certain market segments to promote CS services (e.g. tight-window delivery packages, peripheral products, or personal health and medicine items); implementing `individual' or `flatted' pricing and compensation strategies depending on the time of the day, the day of the week, or the market penetration; and improving platform features to incorporate requesters' and driver-partners' expectations.

The study investigated the policing of service delivery protests in South Africa with specific reference to Free State province. Failure by local governments to provide basic services to the previously disadvantaged South Africans has led to a number of service delivery protests taking place. The manner in which these protests are managed by the police in South Africa more especially the Public Order Police who are specialists in this field, raises concerns. One would perceive that the police are losing the battle in dealing with protest action for they are criticised for their brutal tactics in quelling the violence. This brutal handling of protesters dates back to the apartheid era and not much has changed contrary to the expectations of a newly formed democratic country. This therefore led to the investigation as to why the police in South Africa fail to contain such protest actions. The South African Police Services (SAPS) as it is known in a democratic South Africa employed tactics from international countries in order to introduce more professionalism in the SAPS. Although better tactics have been introduced, this did not seem to improve the situation because not only are properties destroyed but many lives are also lost through police action. The researcher conducted his investigation in the central part of South Africa in the Free State Province concentrating in the three main areas; namely Bloemfontein, Welkom and Bethlehem where the Public Order Police units are based. The investigation resulted in the researcher arriving at the conclusion that there are a number of challenges that are experienced by the SAPS when dealing with protests and the main problem identified was that of a shortage of manpower. This problem create challenges when it came to managing the number of protests taking place and exacerbated by not allowing the police to use the tactics that they were trained in. As much as we acknowledge these challenges, there are best practices that can be learnt from international countries. The crowd psychology strategies applied by the Swedish police as well as the high tolerance level of the British police, are the good practices that can be recommended in dealing with protests in South Africa.

The policing response to increasing violent community violent protests in South Africa has received global attention in the last decade. The study was conducted with a backdrop of increased concern over skirmish and sporadic fighting and violence during service delivery protests. Criticisms have been voiced by various role-players in violent protests concerning arrests, injuries and killing of civilians by police during these demonstrations. Hence the study aims to evaluate the effectiveness of POP strategies in curbing common acts of violence during violent protests particularly in Vuwani area of Vhembe District, Limpopo Province. The study adopted a mixed methods (qualitative and quantitative method). Purposive sampling was used to select POP officials wherein Focus Group Discussions (FGD) were conducted in 9 difference POP units, each FGD was comprised of approximately 5 members which total to 45 POP members. A total of 200 questionnaires were randomly distributed to community members of Vuwani within 5 were found invalid. Quantitative Data was analysed using Statistical Package for Social Science (SPSS) and qualitative data was analysed using thematic analysis. The findings indicated that (86,2%) of participants believed that Vuwani protest was caused by municipal demarcation issues. The favourite methods of protests include littering with (80,0 %) and burning tyres with (76,4%) of participants. A total of (52,8%) community members argued that police presence perpetuate violence during service delivery protest. Common crimes that occurred during the protests was vandalism with (82,6%) and arson with (81,0%). Furthermore, (83,6%) community members agrees that rubber bullets was used as a strategy by the police at Vuwani protests. The overwhelming majority of participants with 80,0% believe that negotiation during protests can curb death and injuries. On the other hand, the study finds that POP official strategies start by negotiating with the protestors, identifying the leader, use of water cannon, tear gas and rubber bullets as the last resort. Further emphasized that lack of manpower and resources are barriers that hinders effective policing of violent service delivery protests. It is therefore recommended that provision of resource and recruitment of manpower should be taken as a first priority by the SAPS national office. Lastly, the public should be educated about police presence during violent service delivery protests.

An improved roads and public transport system also referred to in this research as road-transport, is strategic to economic growth in countries worldwide. This is why the improvements relating thereto have been prioritised by governments in developing economies such as South Africa. The problem that therefore informed the research in this study is that ever since the improvements on road-transport in South Africa, the implications thereof on the role of the Tshwane Metropolitan Police Department (TMPD) have not been studied, to understand the associated dynamics. The dynamics relate to how the road-transport improvements have swayed the role of law enforcement in the City of Tshwane. To unpack the dynamics, the study posed the question: What are the implications of the road-transport improvements on the role of the TMPD? In an attempt to answer this question, the study premised itself on exploring one primary aim, which is: to explore the implications of the road-transport improvements, on the role of the TMPD. To operationalise this aim, the study used three research objectives, which are: to describe the road-transport improvements In South Africa; to explain the role of the Tshwane Metropolitan Police Department; as well as to identify factors that hinders the effectiveness of the TMPD. The research used a qualitative approach wherein primary data was collected using interviews. The research showed that road-transport improvements in South Africa can be summarised into two categories. These are traffic improvements and improvements in public transport. The research also found that the role of the TMPD include traffic policing, by-law enforcement, crime prevention, crime Investigation and crowd management. Although the role of the TMPD is regulated properly, the study shows that this law enforcement agency was constrained by a number of challenges. The challenges include: lack of clarity in their crime prevention mandate; limited investigative powers; balancing their enforcement and crime prevention mandates; poor training in crowd management; staff shortages; resource problems; and administrative challenges. To deal with the problems thus requires strong management and leadership within the institution.

In tournament-based crowdsourcing, members of a crowd compete to solve a problem and the agent with the best solution wins. In collaboration-based crowdsourcing, members of a crowd cooperate to solve a problem, bringing their collective expertise to bear on the problem. Each can yield extraordinarily high-value solutions. This raises a question: Can crowdsourcing co-opetition—simultaneous cooperation and competition to solve a problem via crowdsourcing—deliver even higher-value solutions than either tournament-based or collaboration-based crowdsourcing alone? I argue that simultaneous competition to solve modules of a decomposable problem and collaboration to aggregate the module solutions produces a higher-value solution to the problem than collaboration alone. And simultaneous cooperation to reduce crowdsourcing frictions and competition to solve a non-decomposable problem yields a higher-value solution than competition alone.

During the Jim Crow era, Florida’s public health nurses, mostly white and a few black women, tackled the state’s public health issues born of race, climate, geography, and poverty. These pioneering professional women were often the only ones available to deliver current health improvement information into the homes of people who were out of the reach of modern medical care. From Florida’s Panhandle to the Everglades and on to the Keys, they faced a number of challenges to reach both white and African American people in rural communities. Like the nurses in other states of the South and the North, they drew strength from their professional identity, but in confronting Florida’s unique challenges, their determination to save lives set them apart as they battled the state’s daunting environmental and cultural obstacles. They found innovative ways to build a bridge between the communities they served and public health policies, both state and federal, that addressed the threats of infection and the high infant and maternal mortality levels. Competing cultural constructions of health shaped their groundbreaking efforts to reach and serve underprivileged members of each race, whether to prevent illness and disease or to improve childbirth and general wellbeing.

Crowds carry real health risks. By definition, crowds bring large numbers of people in to close proximity and confined spaces. The risk of injury is real, due to accident, crush or malice and the medical risk of disease transmission and demographic-specific presentations must also be considered. Selecting health service providers is a key early decision. Consulting with local ambulance and health services to build relationships and to seek advice on local providers, legislative requirements and existing health system capacity is time well spent. It is critical that the provider(s) chosen have the skills, resources and experience to service the event and predictable escalation. Pre-hospital health service provision is a niche industry and is variably regulated. The accumulation of clinical, command and logistical experience takes many years and is a truly heuristic process. A tiered service delivery model, discussed further below, should be adopted with centralized call-taking and management of resources. Finalizing the size, scope and cost of this model can be a time-consuming and stressful process. This will be informed by the health risk assessment, with mitigation strategies according to ALARP principles, although high consequence outcomes (long tail risks) like cardiac arrest and major trauma will require additional resources.

The realization of the potential of digital marketplace have enable it to develop and grow in application among start-ups and businesses in Brunei. COVID-19 has negatively impacted the micro, small, and medium enterprises of Brunei due to social distancing measures and crowd restrictions. Furthermore, the suspension of dine in services across the nation paved the way for food delivery service platforms to thrive during the pandemic. The platforms provide security, safety, and convenience to ensure reliability for consumers during the pandemic. Transitioning towards digital mediums was necessary to provide an intermediary for MSMEs and consumers to stay connected under difficult circumstances. A case study approach was used to get information from digital marketplaces that were thriving during the pandemic. The results indicate the impact towards digital marketplace during the pandemic are positive.

The application of consistent, reliable information is a key component of highway asset management. However, the tools to understand asset performance have developed rapidly over the last decade. These include asset surveys, intelligent infrastructure monitoring, crowd sourcing, remote sensing, data analytics and visualisation. However, their potential is not yet being fully exploited within the highway environment. By bringing these components of sensing and measurement together we could better understand highway assets and improve reactive and proactive decisions. This paper discusses the tools now available to understand the performance of highway assets. It explores their current and future capabilities, the benefits they bring, and the possibilities that could be achieved through their application within an integrated toolkit. Whilst these tools are not in themselves “new”, a key objective of the paper has been to highlight their emerging capabilities, bring awareness to highway asset managers, and encourage their take up. Increased application will inevitably lead to further development in capability and, importantly, accessibility. There are a number of challenges to overcome to draw full value from these technologies. These include the technical, commercial, and social barriers that influence development and accessibility. The paper discusses actions that could help overcome these, which are presented within the context of a roadmap to the implementation of an integrated toolkit. The roadmap is not definitive - it aims to stimulate further thinking, debate and discussion. The effective management of infrastructure assets is essential to deliver a clean, efficient, safe, reliable and accessible network. A joined up and collaborative approach will help the community achieve the benefits of the integrated toolkit that will help asset managers achieve this.
