This event study analyses stock market reactions of 621 adhoc notifications announcing interorganizational cooperative agreements issued by stock listed German firms between 1999 and 2007. Besides testing the general relationship between ad hoc notifications of interorganizational cooperations and stock market response this study is the first one analyzing different institutional types of cooperational agreements for the German stock market. The announcement cooperational agreements results in significant positive mean abnormal returns. Surprisingly, announcements of contractual partnerships yield the highest abnormal returns compared to alternative forms combined with equity stakes. Obviously, shareholders do not necessarily relate better control of interorganizational cooperation to ownership.

This article investigates how states can begin to cooperate and form bilateral relationships given severe barriers to cooperation. Certain issues can prevent cooperation from occurring despite strategic interests in doing so by both states. However, if states agree to use the institutional design feature of territorial or issue neutralization, then conflict can be averted even if some of the major hindrances to cooperation remains unresolved. I examine in greater detail how both territorial and issue neutralization are used as institutional designs feature in building a cooperative bilateral relationship. Through two major case studies, the self-imposed territorial neutralization of Finland in its relations with the Soviet Union as well as issue neutralization in the relationship between Russia and Ukraine following the collapse of the Soviet Union, I am able to show that territorial and issue neutralization may be effective tools for resolving conflict in the post-Soviet space and could create cooperative relationships instead of conflictual ones.

The study aimed to find factors affecting the development of trust-based cooperative relationships and test the links between them. For this study, the research framework was based on the notion that a cooperative relationship in a supply chain required commitment, cooperation and trust among the supply chain partners, with trust as a critical element. The other assumption was that the selection of partners with specific qualities was conducive to building cooperative relationships. The research was conducted on a sample of 226 companies using the CATI technique. In the study structural equation modelling was used. The obtained results confirmed the positive impact of partner qualities on trust and adaptation, of adaptation on commitment, of trust on cooperation and commitment, and of commitment on cooperation. New measurement scales were used that expanded the range of factors that affect the successful building of trust-based cooperative relationships in a supply chain.

Our aim was to investigate and compare the effects of cooperating with either a friend or a stranger in a business context on trust and trustworthiness in 2 different cultures. In China, guanxi is a special form of personal relationship in which the exchange partners bond through reciprocal obligations. We conducted cooperation experiments based on the supply chain task in which Chinese and U.S. participants cooperated with their friends and with strangers. The results indicated that both Chinese and U.S. participants had higher levels of trust and trustworthiness for their friends than for strangers. Moreover, Chinese participants made a stronger distinction between friends and strangers than did U.S. participants. In addition, Chinese participants had lower levels of trust and trustworthiness than did U.S. participants. The cooperation experiments enrich the theoretical field of investigating the effects of personal relationships on cooperative trust and trustworthiness, and provide practical value to the management of business cooperation in different cultures.

Major construction projects have a great influence on the national economy and society, wherein cooperative relationship between construction suppliers plays an increasingly significant role in the overall supply chain system. However, the relationships between suppliers are noncontractual, multistage, dynamic, and complicated. To gain a deeper insight into the suppliers’ cooperative relationships, an evolutionary game model is developed to explore the cooperation tendency of multisuppliers. A replicator dynamic system is further formulated to investigate the evolutionary stable strategies of multisuppliers. Then, fourteen “when-then” type scenarios are concluded and classified into six different evolutionary tracks. Meanwhile, the critical influencing factors are identified. The results show that the suppliers’ production capacity, owner-supplier contract, and the owner’s incentive mechanism influence the cooperation tendency of suppliers directly. The managerial implications contribute to insightful references for a more stable cooperative relationship between the owner and suppliers.

Purpose – Maintaining cooperation and avoiding opportunism is essential for a healthy venture capitalist (VC) – entrepreneur relationship. Therefore, the purpose of this paper is to explore the role of control and trust for developing a cooperative VC-entrepreneur relationship in an agency environment in the Indian context. Design/methodology/approach – The study adopts a multiple case study approach to investigate ten VC-entrepreneur dyads. It uses data collected from both primary and secondary sources. Content analysis was used as the data treatment technique. Findings – The empirical evidence indicates that VC-entrepreneur relationships emerging in the early stages suffer from low agency risks and use more of relational mechanisms to curb opportunism and develop cooperation while relationships at an advanced stage suffer from higher agency risks and employ more of control mechanisms to address it. Practical implications – The findings can be utilized to enhance cooperation in VC-entrepreneur relationship by identifying the appropriate context to apply relational or control mechanisms, which would eventually lead to better performance of the venture. Originality/value – This distinction results in the development of a theoretical model which shows how the dual governance mechanisms of control and trust interact with one another to affect confidence in partner cooperation as an entrepreneurial venture raises multiple rounds of venture capital across various stages. The data collected from Indian VC-entrepreneur dyads offers a rich description of the relationship dynamics across the Indian entrepreneurial ecosystem.

Problem: The developing business market and the pressure it puts on business gives rise to new fields of business within SCM and logistics. Third party logistics (TPL) services have grown rapidly in importance as an alternative to vertical business integration. The emergence of TPL has brought about interest in the topic by academia, but recent literature reviews express a need for research on TPL relationships where both buyer and provider perspectives are viewed simultaneously, since a majority of previous research has been conducted more from a single organisational viewpoint. Purpose: The purpose of this thesis is to investigate how providers and buyers in TPL relationships adapt and cooperate to develop mutually beneficial and long-term relationships, as well as investigating their willingness and attitudes in this concern. Method: The thesis combines an explanatory and exploratory classification, and performs a qualitative, mono method study of viewpoints on TPL relationships from Swedish and Norwegian providers and buyers that currently are in a TPL relationship. Semi-structured interviews are conducted with four providers and three buyers. The findings are analysed and interpreted in light of a theoretical framework developed from the literature review, which in the analysis is applied in a TPL context to extend the understanding of TPL relationships. Conclusions: Willingness to adapt and cooperate in TPL relationships is connected with the parties’ perceived potential for economic gain and also with being able to trust the other party. Buyers emphasise the need for providers to have knowledge about the buyers’ business. Providers emphasise the need for buyers to be knowledgeable about their own business and for the buyer to fits their solutions. Attitudes: Both parties emphasise communication as crucial for the development of mutual benefits. Buyers adapt to providers’ standards as far as possible. Providers seem to want buyers to adapt to their solutions to gain economies of scale, and therefore appear reluctant to make relationship-specific investments. The use of contracts in the TPL context appears to contradict literature in that contracts work as a foundation for building trust, as well as for reducing opportunistic and operational risk. In practice, both providers and buyers highlight the use of integrated IT-solutions as a means of adapting to each other. Regular operational meetings are emphasised as part of the practical cooperation to develop the relationship’s future and to discuss day-to-day issues.

Cooperation have in previous research been seen as a negative impact on competition and  vice versa. This thesis is building on a concept called coopetition in which cooperation and  competition is studied simultaneously. Coopetition have been studied in terms of the level of  cooperation and competition. However, we found a possible link between coopetition and  complexity in previous literature. Thus, the purpose of this study is to explore whether  complexity can develop an understanding for what organizations within a company group  cooperate and compete about as well what they want to cooperate and compete about.     The four main cornerstones in the theoretical frame of reference is cooperation, competition,  coopetition and complexity. We begin by defining these concepts, describing previous  research and discuss various factors of the concepts. Finally, we further develop the possible  link between coopetition and complexity.    For reaching our purpose we study a company group in the travel industry. We are  conducting unstructured interviews with people at leading positions in the company group.  Our analysis is done by thematic network analysis in six steps.    The empirical data is coded, basic themes are found and a condensed version of the  interviews is presented together with a short presentation about the company group.     In the analysis we present two global themes, cooperation and competition. These are both  derived from the basic themes and organizing themes. The factors of complexity are the  organizing themes.    Our conclusion is that complexity can categorize wanted and actual cooperation in the  company group in the sense that complexity has to be lowered for cooperation to exist.  Regarding competition, we did not draw any conclusion to our purpose due to lack of data.  However, we find that competition is mainly seen as negative in the coopetitive situation  studied.     The implications of this thesis is that complexity can further refine the concept of coopetition  but the causality have to be further tested. In a managerial perspective, leaders should focus  on decreasing the factors of complexity if cooperation is wanted. We also suggest that it is  important to understand if people in organizations are positive towards cooperation and  negative to competition or the other way around.

Competitive forces in today‟s business world are putting firms under pressure to improve quality, delivery performance, and responsiveness while simultaneously reducing cost, which for many companies have resulted in increased outsourcing of activities. Consequently a greater dependency on suppliers‟ performance in terms of quality and delivery service has evolved.Companies are therefore exploring ways to leverage their supply chains, by developing their supply chain structure and continually evaluating the role of suppliers in their activities. As supply chains have evolved, a number of different supply chain structures have emerged, based upon the networks and the level of collaboration between the buyer and supplier. The optimization of a supply chain process has proven to lead inevitably to a growing interdependence among supply chain partners. Treating all suppliers the same is no longer feasible, and a failure to recognize that some suppliers have different needs than others.The research conducted in this thesis was aimed at finding strategies, and approaches of effectively working with supplier relationship management.The empirical study was conducted at Intelbras, a Brazilian electronics manufacturer, which has a large percent of its production outsourced. Intelbras has recently segmented their supply-base into two segments; suppliers of commodity type items and suppliers of critical items. For suppliers of critical items, quality agreements were developed to attend the special needs of selected items.The findings of the research was compared and analyzed with the empirical data, which resulted in a few suggestions of possible future developments for Intelbras.Keywords: Supplier Relationship Management, Strategic Segmentation, Total Cost of Ownership, Buyer-Supplier Cooperation, Quality Agreement

Background: For manufacturing suppliers, careful handling of business relationships with dealers is an essential function required for business success. End consumers rely on dealers for product information, advice and after sales support; all of which being factors capable of enhancing their perceived value of the product. The importance of the dealers for the end consumers implies that it is in the interest of suppliers to manage their relationship with the dealers in a satisfactory manner in order of gaining their support and commitment. In the case of suppliers in the Swedish market for outdoor power equipment, managing this relationship with servicing dealers is of great importance to their business success and viability. Successful management of such relationships requires coordination and cooperation. Thus, it is in the interest of suppliers to understand how long-term cooperation with dealers can be enhanced. Purpose: Our research focuses on identifying determinants that enhance sustainable cooperation between manufacturers and servicing dealers in the Swedish outdoor power equipment market. Method: A survey was conducted among servicing dealerships in Sweden testing eight hypotheses developed through an adaption of Morgan and Hunts’ (1994) Commitment-trust theory together with an extensive literature review. The results were ana-lysed and tested with correlation analysis. Conclusions: Trust and commitment were found to be determinants in fostering sustainable cooperation between dealers and manufacturers in the Swedish market for outdoor power equipment. Furthermore, four important antecedents for dealer commitment were identified; supplier commitment, support, termination costs and participation. Whereas, communication was found to be an important precursor for trust.

Public Private Partnership (PPP) procurement has developed in many countries, as an effective way for governments to allay their financial burden and/or improve the efficiencies of public services. However, PPP has also experienced many ups and downs in its applications. As a collaborative venture between public and private sectors, the quality of the relationship between them has been shown to be a key contributor to the success of a PPP project. However, no study has, as yet, conceptualized and tested an integrative framework for modeling and addressing the relational aspect in PPP projects. This study aims to fill this gap. Moreover, the revamping of PPP in the above direction, would align with what is found to be a much larger trend, in moving from traditional management to relationship approaches in project management in general and on built infrastructure projects in particular. The general purpose of this study is to make an original contribution to relationship research in PPP, by addressing the importance of this intangible side of PPP, through developing a strategic relationship management framework for parties engaged in PPP projects. Having examined relational research in joint ventures, alliancing and inter-organisational collaboration, it is found that game theory, transaction cost analysis and relational contracting have a direct bearing on inter-organisational relationships in infrastructure projects. Consequently, they are adopted as the theoretical foundations for this research. This study first investigates the ‘hard side’ of PPP relationships, analyzing their variables based on semi-structured interviews with PPP experts. Further, the ‘soft side’ of PPP relationships, is found to be influenced mainly by inter-organisational trust and commitment. This is also investigated in this research by intensive literature review of inter-organisational relationships. A relational variables and indicators model for PPP projects is then developed. Quantitative research data was collected from two questionnaire surveys, targeting international experiences. The first survey was aimed to examine the intensifying and/or moderating effects of various relational variables. The second survey was designed to identify the Critical Success Factors of relationship management in PPP context. Qualitative research data was consolidated from a case study and follow-up structured interviews. Findings from surveys, case study and interviews were then triangulated to develop a strategic framework for better relationship management for infrastructure PPP projects. The findings from this research make a specific contribution to relationship management research; while the ‘hard’ and ‘soft’ sides provide lenses for both PPP parties to examine their relationship with their respective partners. The proposed strategic framework consists of a Relationship Management Scheme and Guidelines to be implemented in different PPP phases, through addressing the sustainability of the relationship. It provides an initial scheme or base approach for project parties to manage the relationships proactively rather than reactively. Besides, this research also helps to identify relevant relational components that can be incorporated or directly used in criteria for pre-tender selection. Such screening and special attention to these critical components can also help to develop more sustainable relationships and attain better value for money through PPP procurement in practice.

Buyer-supplier relationships have been increasingly considered a critical part of contemporary supply chain management. In response to dynamic and unpredictable market changes, buyers and suppliers enter into cooperative relationships to pursue individual goals and joint goals for better economic and non-economic performance of the supply chain. On the other hand, cooperation between channel members is surrounded by uncertainty, which can create a detrimental impact on the performance of a supply chain. Previous research has focused on various aspects of uncertainty that could affect supply chain member behaviour. The present research contends that relationship behavioural factors play an important role in increasing or mitigating channel members’ perceived uncertainty in their supply or purchase decision-making. Specifically, the purpose of this research is to investigate the impact of retailer-supplier cooperation and retailer/supplier’s decision-making uncertainty (DMU) on retail supply chain performance from the perspectives of both the retailer and the supplier. A holistic model was developed as the theoretical framework for this conceptualisation. A sample of 202 retailers and 64 suppliers in the sporting goods retail business in Taiwan was used to separately test a number of hypothesised relationships by using structural equation modelling (SEM). The findings indicate that both cooperation and DMU are the key determinants of retail supply chain performance, including financial performance and non-financial performance (i.e., supply flexibility and customer service). Financial performance is positively affected by retailer-supplier cooperation and negatively affected by DMU in both the retailer model and the supplier model. The five dimensions of retailer-supplier cooperation (i.e. trust, guanxi, dependence, coercive power and non-coercive power) have significant effects on cooperation. However, apart from guanxi with the retailer/supplier, neither other relationship dimensions nor retailer-supplier cooperation have any influence on retailer’s DMU or supplier’s DMU. The results also indicate that differences and similarities exist across retailers and suppliers with respect to the effects of several relationship dimensions on cooperation and uncertainty. 2 The holistic empirical model developed for this research contributes further to understanding the links, which have been lacking in the extant channel relationship literature and supply chain management literature, between buyer-supplier relationships, DMU, and supply chain performance. The findings that a retailer/supplier’s DMU can erode the performance of a supply chain in various aspects highlight the need for improvement in some areas of supply chain efficiency and effectiveness, through cooperation-enhancing actions between the retailer and the supplier. From a managerial perspective, the performance improvement in the supply chain, in turn, will motivate more reciprocal commitment and efforts from the retailer and the supplier to maintain their working relationship. As such, mutual trust and enriched guanxi, dependence and non-coercive power help both the retailer and the supplier to have less uncertainty in their purchase/supply decision-making process. It creates a win-win position for both parties in the supply chain.

Franchising has been widely accepted as an effective way to conduct and expand businesses. However, a franchise system is not a guarantee of success in the market. A successful franchise system should rely on a close and strong franchising relationship. Franchising is an important relationship management business. Franchising arrangements normally last for a number of years, so the franchisor and franchisee in the arrangement relationship are usually motivated to cooperate with each other. In addition, highly loyal franchisees may be obtained through a successful long-term franchising relationship. Over the last few decades, there has been a tremendous wave of interest in franchising relationships. However, little research has been conducted to determine the reasons for long-term franchising relationships. As a result, this study focuses on the important elements that might lead to a successful long-term franchising relationship. This study attempts to examine empirically three essential constructs (relationship quality, cooperation and customer loyalty), which might lead to successful long-term franchising relationships between franchisees and franchisors among the convenience stores in Taiwan. Mailed questionnaires were utilised to collect the research data. A total of 500 surveys were mailed randomly to the manager/supervisor of convenience stores’ franchisees among the four main franchisors (7-ELEVEN, Family, Hi-Life and OK) in Taiwan. The final sample size is 120, yielding a response rate of 24 per cent. The results show that relationship quality positively influences the cooperative relationships between franchisors and franchisees. Relationship quality is also positively correlated with franchisees’ loyalty. Additionally, the results indicate that the cooperative relationships between franchisors and franchisees are significantly associated with franchisees’ loyalty.

This paper focuses on the importance of the employees' cooperation at any workplace, and how the cooperation effects on making a successful or failure organization by examining the relationship between the influencing factors and employees' cooperation, providing recommendations for organization managers, and presenting a theoretical background of the influencing factors and employees' cooperation. The statistical package for social science (SPSS) was used to analyze the data which are obtained from the distributed questioner for 30 employees of Alen Company in Erbil. The researchers conclude that the existence of the team spirit and cooperative leadership help in implementing a cooperative management by the staff even if it is in certain level, and they recommend to the need of strengthening the power and facilities of staff in the term of managing and authority and increasing the cooperative behavior among the staff and the management in term of issues that relate to organization's management.

Purpose – the article aims to describe the main problems in cooperation between universities and entrepreneurs as well as suggestions to improve this cooperation. Research methodology – the aim of the article has been achieved based on literature analysis, detailed content analysis of existing Latvian technical universities strategy documents and SWOT analysis, and recommendations gained through expert interviews. Findings – one of the factors strengthening the need for cooperation is the significant shortage of engineering and ICT specialists in the coming years; therefore, authors have analysed technical universities strategy documents. The article suggests that improvement in the cooperation can be reached if academic institutions would apply a unified system for better cooperation with industry. Practical implications – the model, which is described by authors as the SADI model, provides an opportunity to strengthen cooperation with industry taking into account such factors as availability of the resources; university’s strategic aims, the intensity of communication with entrepreneurs and others. The model provides support to the management of the university in planning cooperation and developing appropriate structures to support it. It as well it can help university’s management to structure cooperation activities, thus strengthening it and generating additional resources. Originality/Value – authors have not found such a detailed model in advance so that it can be considered a novelty

One of the biggest events in international political history at the end of the 20th century was end of the Cold War due to the dissolution of the Soviet Union. With the collapse of the Soviet Union in December 1991, the Cold War system, led by the US and the Soviet Union as the two main axes, disappeared into history, dramatically changing the international situation and creating new independent states in the international community. In the past, as the protagonist of the Silk Road civilization, it was a channel of trade and culture, linking the East and the West, but as members of the former Soviet Union, Central Asian countries whose importance and status were not well known have emerged on the international stage in the process of forming a new international order. After independence, Central Asia countries began to attract attention from the world as the rediscovery of the Silk Road, that is, the geopolitical importance of being the center of the Eurasian continent, and as a treasure trove of natural resources such as oil and gas increased.

The subject of the study is the cooperation of S. Efremov with Western Ukrainian periodicals as a page in the history of Ukrainian journalism which covers the relationship of journalists and scientists of Eastern and Western Ukraine at the turn of the XIX-XX centuries. Research methods (biographical, historical, comparative, axiological, statistical, discursive) develop the comprehensive disclosure of the article. As a result of scientific research, the origins of Ukrainocentrism in the personality of S. Efremov were clarified; his person as a public figure, journalist, publisher, literary critic is multifaceted; taking into account the specifics of the memoir genre and with the involvement of the historical context, the turning points in the destiny of the author of memoirs are interpreted, revealing cooperation with Western Ukrainian magazines and newspapers. The publications ‘Zoria’, ‘Narod’, ‘Pravda’, ‘Bukovyna’, ‘Dzvinok’, are secretly got into sub-Russian Ukraine, became for S. Efremov a spiritual basis in understanding the specifics of the national (Ukrainian) mass media, ideas of education in culture of Ukraine at the end of XIX century, its territorial integrity, and state independence. Memoirs of S. Efremov on cooperation with the iconic Galician journals ‘Notes of the Scientific Society after the name Shevchenko’ and ‘Literary-Scientific Bulletin’, testify to an important stage in the formation of the author’s worldview, the expansion of the genre boundaries of his journalism, active development as a literary critic. S. Yefremov collaborated most fruitfully and for a long time with the Literary-Scientific Bulletin, and he was impressed by the democratic position of this publication. The author’s comments reveal a long-running controversy over the publication of a review of the new edition of Kobzar and thematically related discussions around his other literary criticism, in which the talent of the demanding critic was forged. S. Efremov steadfastly defended the main principles of literary criticism: objectivity and freedom of author’s thought. The names of the allies of the Ukrainian idea L. Skochkovskyi, O. Lototskyi, O. Konyskyi, P. Zhytskyi, M. Hrushevskyi in S. Efremov’s memoirs unfold in multifaceted portrait descriptions and function as historical and cultural facts that document the pages of the author’s biography, record his activities in space and time. The results of the study give grounds to characterize S. Efremov as the first professional Ukrainian-speaking journalist.

The Caribbean and the European Union (EU) have been enjoined in a formal bi-regional relationship since the signing of the Lomé Convention in 1975, and are firm proponents of multilateralism, strong advocates of regional integration, democracy and rule of law, and reflect vibrant multi-ethnic and multilingual polities. The bi-regional relationship has evolved considerably over the intervening 45 years, and is reflected in formal agreements between the African, Caribbean and Pacific (ACP) States and the EU, and in the sphere of economic cooperation, has been strengthened with the signing of the Cariforum-EU Economic Partnership Agreement (CEPA) in 2008. The EU also remains a significant source of development cooperation for the Caribbean, complemented by a sui generis project management regime that includes multi-annual programming. Beyond this, the bi-regional ties have expanded into new areas of joint multilateral endeavour such as the WTO Trade Facilitation Agreement (TFA) and the Paris Agreement on Climate Change. Despite the long and formal engagement, the Cariforum-EU partnership has not engendered either deep understanding of, or universal support in, each other’s conduct of multilateral negotiations. To the contrary, the partnership displays regular flashes of unease and arguably low-level tension. This paper seeks to assess the Caribbean-EU partnership in terms of its contribution of bi-regional trade and economic cooperation to Caribbean development, and possibilities for a renewed partnership considering new impulses shaping the Cariforum-EU relationship, including the post-Cotonou Agreement, Brexit, EU-LAC Political Dialogue and COVID-19 responses. A Cariforum-EU development agenda to fuel post-pandemic Caribbean recovery is mooted with the additional value of harnessing the promise of the revised partnership.

The objective of this research was to develop and apply a conceptual framework for evaluating the potential of trans-boundary bargaining with respect to water resource sharing. The research accomplished this objective by developing a framework for trans-boundary bargaining, identifying opportunities for application, and illustrating the potential benefits that can be gained thereby. Specifically, we have accomplished the following: - Developed a framework to measure the potential for improving economic efficiency considering issues of political feasibility and sustainability that are crucial in trans-boundary cooperation. - Used both cooperative and non-cooperative game theory to assess feasible coalitions among the parties involved and to model potential bargaining procedures. - Identified empirically alternative schemes of cooperation that both improve upon the economic efficiency of present water usage and appease all of the cooperating parties. - Estimated the potential short-run and long-run affects of water reallocation on the agricultural sector and used this information to understand potential strategies taken by the countries in bargaining processes. - Performed case studies in Israeli-Jordanian relations, the relationship of Israel to the Palestinian Authority, and cooperation on the Chesapeake Bay. - Published or have in process publication of a series of refereed journal articles. - Published a book which first develops the theoretical framework, then presents research results relating to the case studies, and finally draws implications for water cooperation issues generally. Background to the Topic The increase in water scarcity and decline in water quality that has resulted from increased agricultural, industrial, and urban demands raises questions regarding profitability of the agricultural sector under its present structure. The lack of efficient management has been underscored recently by consecutive years of drought in Israel and increased needs to clean up the Chesapeake Bay. Since agriculture in the Middle East (Chesapeake Bay) is both the main water user (polluter) and the low-value user (polluter), a reallocation of water use (pollution rights) away from agriculture is likely with further industrial and urban growth. Furthermore, the trans-boundary nature of water resources in the case of the Middle East and the Chesapeake Bay contributes to increased conflicts over the use of the resources and therefore requires a political economic approach. Major Conclusions, Solutions, Achievements and Implications Using game theory tools, we critically identify obstacles to cooperation. We identify potential gains from coordination on trans-boundary water policies and projects. We identify the conditions under which partial (versus grand) coalitions dominate in solving water quality disputes among riparian countries. We identify conditions under which linking water issues to unrelated disputes achieves gains in trans-boundary negotiations. We show that gains are likely only when unrelated issues satisfy certain characteristics. We find conditions for efficient water markets under price-determined and quantity-determined markets. We find water recycling and adoption of new technologies such as desalination can be part of the solution for alleviating water shortages locally and regionally but that timing is likely to be different than anticipated. These results have been disseminated through a wide variety of publications and oral presentations as well as through interaction with policymakers in both countries.

Forced by the 1997 Southeast Asian crisis to recognize the external vulnerabilities that openness to volatile capital flows result in and upset over the post-crisis policy responses imposed by the IMF, countries in the sub-region saw the need for a regional financial safety net that can pre-empt or mitigate future crises. At the outset, the aim of the initiative, then led by Japan, was to create a facility or design a mechanism that was independent of the United States and the IMF, since the former was less concerned with vulnerabilities in Asia than it was in Latin America and that the latter’s recommendations proved damaging for countries in the region. But US opposition and inherited geopolitical tensions in the region blocked Japan’s initial proposal to establish an Asian Monetary Fund, a kind of regional IMF. As an alternative, the ASEAN+3 grouping (ASEAN members plus China, Japan and South Korea) opted for more flexible arrangements, at the core of which was a network of multilateral and bilateral central bank swap agreements. While central bank swap agreements have played a role in crisis management, the effort to make them the central instruments of a cooperatively established regional safety net, the Chiang Mai Initiative, failed. During the crises of 2008 and 2020 countries covered by the Initiative chose not to rely on the facility, preferring to turn to multilateral institutions such as the ADB, World Bank and IMF or enter into bilateral agreements within and outside the region for assistance. The fundamental problem was that because of an effort to appease the US and the IMF and the use of the IMF as a foil against the dominance of a regional power like Japan, the regional arrangement was not a real alternative to traditional sources of balance of payments support. In particular, access to significant financial assistance under the arrangement required a country to be supported first by an IMF program and be subject to the IMF’s conditions and surveillance. The failure of the multilateral effort meant that a specifically Asian safety net independent of the US and the IMF had to be one constructed by a regional power involving support for a network of bilateral agreements. Japan was the first regional power to seek to build such a network through it post-1997 Miyazawa Initiative. But its own complex relationship with the US meant that its intervention could not be sustained, more so because of the crisis that engulfed Japan in 1990. But the prospect of regional independence in crisis resolution has revived with the rise of China as a regional and global power. This time both economics and China’s independence from the US seem to improve prospects of successful regional cooperation to address financial vulnerability. A history of tensions between China and its neighbours and the fear of Chinese dominance may yet lead to one more failure. But, as of now, the Belt and Road Initiative, China’s support for a large number of bilateral swap arrangements and its participation in the Regional Comprehensive Economic Partnership seem to suggest that Asian countries may finally come into their own.

This paper demonstrates that good governance in one country can influence governance improvements in neighboring countries and highlights that regional political and economic cooperation can benefit institutional development across borders. Governance has a spatial dimension due to spillovers and resource flows across juridical boundaries. This paper finds that governance in a given country—manifested most clearly through voice and accountability—exhibits a positive relationship with those in neighboring countries. Feedback mechanisms are traced in that any change in the income level of a country can affect its governance performance and also impact the governance scores of neighboring countries. This phenomenon is observed in the “Arab Spring,” “Me Too,” and “Black Lives Matter” cross-border movements

Анотація:
Despite their remoteness from each other, Japan and Mexico share a critical characteristic: the seismic hazard. In the past, both nations have been hit by great earthquakes that have caused serious human and material losses. Although the prediction of earthquakes is not yet possible, the development of early warning systems and their constant innovation is a priority, especially the studies of the horizontal-to-vertical spectral relationship of microseisms, which can help the study and understanding of earthquakes’ nature, as well as their impact on infrastructure. It is for mutual benefit to Japan and Mexico that cooperation between university institutions specialized in seismological studies increases to jointly create study and innovation mechanisms.

This report critically examines the nature of the distinction between traditional inter-state diplomacy and sustainable development diplomacy. It then sets out the institutional changes which are necessary for the achievement of sustainable development diplomacy. Multi-stakeholder partnerships have been identified as a key means of implementation for the Sustainable Development Goals (SDGs). Given the increasing centrality of the United States (US)–China relationship in global development cooperation, understanding the modalities of their engagement may provide useful insights into how partnerships may be cultivated and deepened to realise the SDGs. The Covid-19 pandemic and climate change have demonstrated the interconnection of the world, as well as the interconnection of challenges of the world. Sustainable development diplomacy is needed now more than ever to prioritise development strategies of different states and work on common shared challenges. Sustainable development diplomacy can only work when different actors recognise the value of the common goals and are willing to make an effort to accomplish them. Global sustainable development diplomacy requires a stronger policy agenda and greater cohesion. This report explores the idea of sustainable development diplomacy and, through two sectoral case studies, explores the nature, function, and rationale for interactive engagement. The form and structure of multi-actor relationships are a response to complex, trans-border political, social, economic, and environmental challenges which require a more nuanced and varied management approach than narrowly defined state-led development. However, the power dynamics, the modalities, and experiences of engagement that underpin these dynamic relationships, remain understudied, especially with regard to their impact on sustainable development.
