General Consulate of the Republic of Poland established in Odessa in 2003 is the third Polish diplomatic mission in the Black Sea region of present – day Ukraine. The second Polish consulate, representing the reviving Polish statehood, functioned at the Black Sea between January 1919 and the beginning of February 1920, with almost a 5-month-long break, during the first Bolshevik occupation of Odessa. Zenon Belina Brzozowki was the consul in office during the period of January, 4, 1919 to March, 3, 1919 and then again since the end of August, (between April and August he stayed in Istanbul), in October and November, 1919 he was replaced by Stanisław Srokowski, a diplomat in the rank of I class consul, i.e. the present general consul. The consulate changed its location few times, and in different months the number of its employees varied from a few people to over a dozen. The consulat functioned in Odessa until March, 3, 1920 when it was evacuated along with a large group of Polish citizens because of the inevitability of the Bolshevik takeover of the city. Consulate staff and archives reached Warsaw in March 1920. Not many archival materials regarding the functioning of Polish consulat in the Black Sea region were saved.

After the Russo-Japanese War, Russia's Ministries of Foreign Affairs and of Trade and Industry tried to reorganize the country's shipping on a more commercial basis by creating steamship lines and exploiting various trade opportunities. Because Singapore was a major halting point for Russian ships using the sea route from the Black Sea to the Far East, Consuls there were in the forefront of trade issues. Based on records of the Singapore Consulate and other materials at the archive of the Ministry of Foreign Policy in Moscow, the article explores plans for the commercialization of Russian shipping and the problems faced by Consuls in advancing Russian economic activity in the region.

AbstractThe charismatic Consul-General Hanmer Warrington held his post in Tripoli for thirty-two years, during which time he cultivated a good, if tempestuous, working relationship with the Bashaw and the other foreign consuls. The large Warrington family was raised there. When they outgrew the Consulate building, which dated from 1774, the Consul designed a country house, and had it built two miles outside the town. It was near this house, and by the sea, that in 1830 he and the other consuls founded a walled Protestant Cemetery for the burial mainly of Europeans. This cemetery was rediscovered and studied by Abdulhakeem Amer Tweel of Tripoli, who is in the process of publishing a book on the subject.

Qasr Shemamok, a large tell situated about 30 km southwest of Erbil, close to the village of Tarjan, is a well-known site of Iraqi Kurdistan. It has been identified as the remains of the ancient city of Kakzu (or Kilizu) since the 19th century. In 2012, a French archaeological Mission, guided by O. Rouault with a European team, and funded by the French Ministry of Foreign Affairs, came to work in Erbil, answering an invitation from the Kurdish authorities, and from the Erbil Salaheddin University, thanks to the strong support of the local French Consulate. The text presents the first results of the anthropological work at Qasr Shemamok, conducted in the 2012 season.

Анотація:

The article discusses the causes of illegal emigration of the Mennonites from the Black Sea region, identifies the main routes and shows the role of Mennonite mutual aid in the implementation in the 1920s-1930s. Mennonite memoirs show that the main causes of emigration were repressions against the wealthy layers of the village, the anti-religious struggle that affected wide circles of Mennonites. Young Mennonites suffered from the inability to obtain a higher or secondary specialized education, while maintaining their religious beliefs; they were afraid to be arrested as members of the families of the anti-Soviet element. The main routes of illegal emigration passed through the western regions of Russia to the Baltic countries, to Poland and Germany; through Central Asia to China, through Transcaucasia to Turkey and Iran, through the Far East to China and further to the countries of North and South America, to Germany. The Far East was the most successful channel of illegal mass emigration in the region of Blagoveshchensk, where refugees were supported by local Mennonite communities, the Harbin Refugee Assistance Committee, Protestant missionaries, the German consulate in China, and co-religionists in the United States and Canada. Mutual assistance at the interpersonal level, as well as between relatives and communities in different regions, continued to play the role of an effective support mechanism, maintaining ties within the Mennonite community.

The cephalopod fauna in Colombian Caribbean waters is poorly known. This work gives an overview of the species found in the area. For elaborating this list, the most relevant natural history collections where the material of the area’s is material is deposited were consulted, identifications were verified compared with type material and original descriptions and redescriptions. In the Colombian Caribbean Sea 48 cephalopod species are present in different environments, represented in 17 families and 33 genera. There is one Spirula, seven sepiolids, 21 squids, and 19 octopod species. Most animals are from shallow coastal waters.

Uno de los paradigmas normativos de la política pública actual es la inclusión de los ciudadanos en el proceso de su diseño, aprobación, implementación y evaluación. Sin embargo, la intervención por sí misma no necesariamente tiene impactos positivos, sea en la consolidación de una cultura política democrática o en un mejor diseño de las políticas públicas. De ahí la necesidad de reflexionar sobre los mecanismos de participación ciudadana que aseguren que ésta sea inclusiva, deliberativa y efectiva, características que potencian sus efectos positivos. Este artículo presenta los resultados de un estudio cuyo objetivo fue comprobar si el método Compass aplicado a las consultas ciudadanas logra una participación con las características ya mencionadas.Inicia con un breve panorama de los beneficios que ofrece la participación ciudadana, distinguiendo entre el enfoque pragmático, propio de la teoría de la gestión pública, y el axiológico, que recoge los planteamientos de la teoría de la democracia. Enseguida, se incluye una revisión de los mecanismos de la intervención ciudadana más comunes, para presentar después el diseño de la consulta, así como el contexto de su aplicación. Finalmente, se analizan las ventajas y las limitaciones del método Compass aplicado a la interacción entre la ciudadanía y las autoridades.

During a survey of benthic diatoms from the Bulgarian Black Sea coast near the historic town of Sozopol, we found a high diversity of Amphora sensu lato taxa at a single site and on a single type of artificial substratum. A total of 40 taxa from the current genera Amphora, Halamphora, Seminavis and Tetramphora were recognized during light microscopy (LM) and scanning electron microscopy (SEM) observations. We were able to identify with a high degree of certainty only 6 taxa based on the literature, whereas for 19 taxa (or almost 50% of all taxa) we could not find even sufficiently similar species, and they remained unidentified to species level. Many of the species had small valve dimensions. The paper presents all taxa with short morphometric data and microphotographs under LM and SEM, where possible. All taxa are discussed and compared with similar known taxa. The illustrative materials in earlier works from the Black Sea and species descriptions, where such were available, were also consulted. Diversity of Amphora sensu lato in the Black Sea coastal waters seems to be underestimated, whereas some of the past records are uncertain. A discussion on the current state of knowledge of Amphora sensu lato species from the Black Sea is given.

ABSTRACT Urban Consulate is an exploration of urban exchange and growth within the 21st century paradigm. This dissertation investigates the potential of reclaimed civic space within the city as urban catalyst for participation and growth – a platform with which to regenerate meaningful participation within the urban environments and ensure densification without negation and destruction. The suburb of Brixton is one of the oldest suburbs in Johannesburg. Located to the west of Braamfontein and viewed as a compartmentalized fragment within the city of Johannesburg, this urban suburb forms the laboratory of investigation for the dissertation. Currently in flux, the area is rezoned for urbanisation and densification within the Johannesburg City plan. There are various proposals to relink the suburb back to the city. The chosen site of investigation is concerned with harnessing both the local condition and its potential to connect to the city of Johannesburg. In an attempt to redefine concepts of territory and boundary in civic architecture, the investigation is contextually located between urban fragments of suburbia, urban conditions and veld (natural environment). The site is a lost urban asset on the edge of Brixton next to the Sentech Tower. The urban intention is to reprogram the site as part of a productive public landscape, while the programmatic intentions are to enable the urban condition of city growth through facilitating local needs and desire lines. The dissertation therefore blurs the present day distinctions of ‘public’, ‘social’, ‘productive’, and ‘natural’ space while at the same time placing focus on local and socio-economic conditions. It investigates how the support of community and local conditions enables the urban. The architectural intentions are to “blur” the physical and perceived boundaries between the dweller and the city, the suburban and the urban. The scheme seeks to find how architecture as an enabler of “structures of enchantment” – the ordinary and extraordinary that make up a city – can facilitate individual and collective memory and couple the idea of city and the fantastical with that of home-finding and the everyday. In short, the 21st century approach to design and city-making must shift towards a participative approach in terms of urban exchange and place-making.

Wireless Sensor Networks (WSNs) are communication networks composed of geographically distributed devices (sensor nodes) which can be used to monitor a variety of physical phenomena in real time. Due to the nature of these devices, WSNs have computational restrictions in terms of data processing and storage, and they are usually prone to failures. The main critical point of these networks, however, is in the way the levels of energy available in the sensor nodes are consumed; if this is done properly, the operational lifetime of the WSN can be prolonged. This work presents an approach for adapting query processing in WSNs based on notions of quality of query service and novelty detection (ND). While the former concept captures the idea of possibly having different queries serviced in different ways by the same WSN, the latter relates to a machine learning technique embedded in the WSN components that allows them to modify their query processing behaviours in a dynamic fashion. This approach aims at the intelligent consumption of the limited resources available in these networks while still trying to deliver the data quality as expected by their users. In this context, four classes of quality of query service have been specified having in mind distinct levels of requirements in terms of accuracy and temporal behaviour of the sensed data. Moreover, a new ND-based algorithm, named AdaQuali (ADAptive QUALIty control for query processing in wireless sensor networks), is introduced in detail as a way to control the activities of sensor nodes through the adjustment of their rates of data collection and transmission. For validation purposes, experiments with a prototype have been conducted over real data, and the results achieved point to gains in terms of energy consumption reduction that vary from 1.73% to 42.99% for different classes of quality of query service in the experiment that varies the number of sensor nodes of the network. Redes de Sensores Sem Fio (RSSFs) são redes de comunicação compostas por dispositivos de sensoriamento distribuídos geograficamente, nós-sensores, que podem ser empregadas para monitorar fenômenos físicos em tempo real. Devido à natureza física desses dispositivos, as RSSFs são usualmente propensas a falhas e possuem restrições computacionais para armazenar e processar dados. Apesar disso, o ponto crítico dessas redes está no modo como a energia disponível nos nós-sensores é consumida; se isso for feito apropriadamente, a vida operacional da RSSF poderá ser prolongada. Este trabalho apresenta uma abordagem para adaptar o processamento de consultas em RSSFs baseada em noções de qualidade de serviço das consultas e detecção de novidades. Enquanto o primeiro conceito captura a idéia de se possivelmente ter diferentes consultas servidas de diferentes maneiras em uma mesma RSSF, o segundo refere-se a técnicas de aprendizado de máquina embutidas nos seus componentes para possibilitá-los alterar dinamicamente seus comportamentos durante o processamento de consultas. Além disso, um novo algoritmo baseado em detecção de novidades, nomeado AdaQuali (ADAptive QUALIty control for query processing in wireless sensor networks), é introduzido em detalhe como uma forma de controlar as atividades dos nós-sensores, através da adaptação de suas freqüências de coletas e transmissões de dados. Para propósitos de validação, experimentos foram conduzidos com um protótipo sobre dados reais, e os resultados apontam para ganhos de conservação de energia que variam de 1,73% a 42,99% para diferentes classes de qualidade de serviço no experimento que varia o número de nós-sensores da rede. Анотація:

This paper analyses the rise of Swedish trade and shipping in the Mediterranean in the eighteenth century. It focuses on three factors that shaped Sweden’s role in the area: foreign policy interest, foreign trade policy (mercantilism), and commodity demand and supply. The foreign policy interest is represented by attempts to build an alliance with the Ottoman Empire against Russia. An outcome of this was the short-lived Swedish Levant Company. The second factor relates to Sweden’s mercantilist policy in the Mediterranean, embodied in the Swedish Navigation Act, trade and peace treaties with the North-African states, and the consular services in southern Europe. Sea salt was in the core of this policy—a strategic commodity in northern Europe. Southern Europe, too, was important market for Swedish exports goods: iron, tar and pitch, and planks.

Анотація:

O processamento paralelo e distribuído é uma alternativa para melhorar o desempenho de consultas sobre um data warehouse. Ultimamente, vem-se dando ênfase ao uso da técnica de agrupamento prévio no processamento de consultas com agregados em sistemas centralizados. A sua aplicação permite maior eficiência no processamento da consulta, com a execução do agrupamento antes da junção. Neste trabalho, propõe-se uma arquitetura de software para a execução de consultas com agregados explorando o paralelismo e o agrupamento prévio. Essa arquitetura traz novos recursos ao CDBS (Concurrent Database System) e viabiliza um ambiente para a análise de consultas com agregados. Os resultados mostram que a aplicação do agrupamento prévio num ambiente paralelo pode diminuir o tempo de execução da consulta e os acessos a disco. Porém, essa técnica deve ser evitada quando o número de grupos gerados por uma consulta é muito grande. Para tanto, deve-se identificar quando essas situações ocorrem utilizando-se algum critério, por exemplo, estimar custos.

A automedicação sem orientação médica pode vir a acarretar pro- blemas de saúde por meio da intoxicação.O objetivo deste estudo consiste em apresentar MediBot - um chatbot para consulta de informações sobre medica- mentos e seus riscos. O MediBot permite a realização de consultas através de linguagem natural, transformado-as em consultas SPARQL sobre um Lin- ked Data Mashup envolvendo dados sobre medicamentos providos pelas fontes ANVISA e Sider. Por fim, MediBot apresenta-se como instrumento oportuno na promoção do acesso à informação por parte do público geral.

Dados complexos, como vídeo, imagem e áudio, requerem formas particularizadas de consulta, armazenamento e indexação que SGBDs comerciais ainda não provêm. Uma das formas dos SGBDs oferecerem suporte a dados complexos é estender operadores relacionais para representar consultas por similaridade. Consultas por similaridade recuperam dados baseando-se em relações de similaridade entre dados armazenados, que são derivadas do conteúdo intrínseco dos dados. Um tipo importante de consulta por similaridade é a junção por similaridade, que retorna pares de elementos de dois conjuntos de entrada que atendem à condição de junção definida, que pode ser, por exemplo, se são mais próximos do que um dado limiar (junção por abrangência) ou se um elemento é um dos k-vizinhos mais próximos do outro (junção k-NN). Algoritmos existentes para a execução de junções por similaridade essencialmente consideram que os conjuntos/relações de entrada são lidos diretamente do disco. Contudo, a junção é uma das operações mais custosas em uma consulta e por isso atrasá-la no plano de execução e efetuar a junção sobre dados filtrados em memória normalmente gera ganho de desempenho. Neste artigo são apresentados algoritmos de junção por abrangência desenvolvidos para operar sobre dados filtrados em um SGBD comercial. A proposta é permitir a execução de junções por similaridade em posições diferentes no plano de consulta e avaliar como algoritmos distintos comportam-se em situações variadas. Resultados apresentados mostram que as melhores opções desenvolvidas são o algoritmo estado-da-arte DBSimJoin para entradas com filtros altamente seletivos e um algoritmo de junção baseada em índice para consultas em que a seletividade de junção é alta e um índice apropriado está disponível.

Gerenciadores de documentos (GDs) ou document stores, como MongoDB e CouchDB, têm se tornado cada vez mais populares devido à flexibilidade em carregar e recuperar dados em larga escala usando documentos semi-estruturados, pois evitam a necessidade de definição de esquemas antes da ingestão de dados. Por outro lado, especificar consultas neste tipo de sistema é uma tarefa complexa, ainda mais que em sistemas relacionais, devido à natureza semi-estruturada dos documentos e à possibilidade de aninhar itens de dados complexos. Para lidar com esse problema, apresentamos uma abordagem chamada SEREIA, que permite a execução de consultas por palavras-chave sobre coleções de documentos armazenados em GDs sem necessidade de conhecimento da estrutura das coleções. Nossa abordagem é baseada na geração de Candidate Join Networks que representam diferentes interpretações da consulta fornecida, a fim de ranqueá-las e escolher a alternativa mais adequada. Experimentos realizados em um banco de dados representativo, contendo diversas coleções de documentos, mostram que nossa abordagem foi eficaz em gerar consultas estruturadas que satisfazem a intenção original do usuário expressa na consulta por palavras-chave, alcançando valores de Precisão e MRR de 1.0 e 0.98, respectivamente.

Siemens Energy began the design of its H-class SGT5-8000H gas turbine in October of 2000. Validation testing of the SGT5-8000H prototype gas turbine began in December of 2007 at E.ON Energie’s Irsching, Germany power plant. The innovative turbine and secondary air system was designed by an international team of engineers, drawing on experience from Siemens and Westinghouse as well as experience from aero engines and academia. At the onset of the design, customers were consulted to identify features and functions they considered important. The result is a design that incorporates proven technologies from the current fleet of Siemens engines as well as numerous advanced technologies to create a simple, robust turbine design with H-class efficiency. The paper describes key features of the secondary air system including extractions, pre-swirlers, sealing systems and multi-use cooling. The SGT5-8000H turbine design has many unique features that promote high efficiency, excellent operability and improved maintainability. The paper describes features such as thermal barrier coatings, hydraulic clearance optimization, fast startup capability and stage 1 component removability via the combustor shell. The design is also being applied to the 60 Hz version of this product.

O ato de realizar pesquisas na Web tem sido o mesmo por anos. O usu´ario realiza uma consulta composta de termos, e o motor de busca ´e respons´avel por encontrar as melhores respostas `aquela consulta. Frequentemente, existem informa¸c˜oes subjetivas que o usu´ario n˜ao consegue transmitir em sua consulta, mas que ele espera que o motor de busca seja capaz de inferir. Isso leva a resultados que s˜ao relacionados `a sua consulta, mas n˜ao aos seus interesses. Uma forma de mitigar esse problema foi a introdu¸c˜ao da Web Semˆantica, que visa a permitir que os dados dispon´ıveis na Web tenham um sentido, ou seja, uma semˆantica. Diversas abordagens de busca na Web Semˆantica tˆem sido propostas e implementadas nos ´ultimos anos, bem como abordagens para classifica¸c˜ao (ranking) de resultados. Esta revis˜ao sistem´atica da literatura tem por objetivo identificar as tendˆencias na ´area de ranking de relacionamentos na Web Semˆantica. De um total de 1.194 artigos inicialmente retornados em nossa pesquisa, foram selecionados e analisados 10 estudos prim´arios nesse tipo de ranking, dando-se especial aten¸c˜ao `as caracter´ısticas das t´ecnicas adotadas e aos experimentos realizados. Observou-se ent˜ao que novas solu¸c˜oes promissoras envolvem o uso de algoritmos de aprendizado de m´aquina para realizar o ranking dos resultados das consultas.

A ferramenta utiliza dados abertos e aplica algoritmos de comparação textual para aumentar a abrangência dos resultados da busca.

.- Objetivos: Los objetivos a tratar en este trabajo son: El primero: la influencia ambiental, en relación a la presión del entorno en la realización de los consumos. El segundo: la violencia de género sumergida. .- Material y métodos: El motivo porque decidimos realizar este trabajo es por la presencia de casos que nos estamos encontrando en los últimos meses, principalmente, en el caso de mujeres que consumen diferentes tóxicos, como alcohol, cocaína, nicotina… que acuden a nuestras consultas con la finalidad de recibir tratamiento para cuadros afectivos, que durante la entrevista objetivamos un consumo de larga data e identificando los motivos que llevaron al consumo y cuales lo perpetúan. Cuando nos encontramos con una gran carencia en el apoyo tanto familiar, como en su entorno social, ya que ambos apoyan el consumo, sin ser conscientes de la afectación que les genera a las personas que consultan. Encontrándonos con situaciones en las que prefieren que el consumo continúe, para que poder seguir manejando a esta persona a su conveniencia o no abandone el círculo social. .-Resultados y conclusiones: En estos casos, intentamos trabajar la conciencia del daño del consumo tóxico, a la vez que buscamos la recuperación y estabilización del cuadro afectivo, por el cual acuden. Muchas veces con sus relatos e intervención de algunos familiares los cuales acuden como acompañantes, observamos las relaciones disfuncionales que presentan con estos, a la vez que así lo manifiesta la persona que consulta, como otros familiares acompañantes, como hijos, hermanos… Por ello, debemos de realizar un abordaje conjunto, y siempre investigar como son las relaciones familiares y sociales que presenta una persona con adicciones, porque el entorno puede ayudar a que salga del consumo o fomentarlo.

Diversas técnicas são capazes de garantir a privacidade de dados, em especial em Sistemas de Gerência de Banco de Dados (SGBDs). Entretanto, nos dias atuais muitas organizações armazenam os dados em seu formato bruto em data lakes. Como os dados podem ser encontrados em múltiplos formatos, os sistemas Polystore são utilizados para conseguir consultá-los de forma integrada. Porém, os mesmos não consideram questões de privacidade, delegando essa responsabilidade para os SGBDs subjacentes. Nesse artigo, propomos uma abordagem chamada DIMPLY para integrar mecanismos de privacidade em sistemas Polystore. Os usuários do DIMPLY submetem consultas na sintaxe do sistema Polystore e recebem os resultados anonimizados. Como técnica de privacidade, escolhemos a privacidade diferencial. Para avaliar o DIMPLY, utilizamos um dataset de exames de casos suspeitos de Zika no Brasil.

Imagine que tinha acordado esta manhã e tinha feito chichi na cama. O que fazia? Lavava-se, vestia roupa lavada, mudava a roupa da cama e punha-a a lavar na máquina? Podia ir à loja e comprar pensos para incontinência. E, se soubesse que havia ajuda disponível para a incontinência urinária, talvez marcasse uma consulta médica na próxima semana e depois continuasse o seu dia, sem que a sua dignidade fosse afectada. Agora imagine que tinha acordado esta manhã e tinha feito chichi na cama. Mas, para se lavar ou para lavar a roupa e a roupa de cama, tinha de caminhar durante uma hora para ir buscar água. Imagine que tem medo de ir sozinho buscar água, o caminho é íngreme e custa-lhe a servir-se da bomba manual.
