Purpose The purposes of this exploratory study were to examine the variability among prerequisite courses required by speech-language pathology graduate programs and to explore how faculty in leadership positions within graduate programs approach decision making about these courses. Method This research involved gathering data about the number and type of prerequisite course requirements from American Speech-Language-Hearing Association–accredited speech-language pathology master's degree programs ( n = 272) and conducting interviews with a small sample of speech-language pathology department faculty ( n = 12). Results The large majority of speech-language pathology graduate programs required the same four general education prerequisite courses. The number of prerequisite courses specific to communication sciences and disorders ranged from three to 17. The rationale for which and how many courses to include as prerequisites varied across programs. Issues related to student preparation and foundation for graduate coursework, the composition of the student body, administrative and logistical factors, and traditions and history of each program influenced how faculty made decisions regarding prerequisites. Conclusion While there is not a clear consensus across programs about the number and type of prerequisites necessary to start graduate school in speech-language pathology, most programs feel their ongoing decision making in this area has set up students within their own programs for successful outcomes.

Aim. Based on an analysis of current trends in the development of the marketing communications mix, the presented study aims to determine the prerequisites for its efficient use by organizations for maximum impact on the consumer.Tasks. The authors identify trends in the development of the marketing communications mix; consider an algorithm for the formation of the marketing communications mix in an organization; substantiate the prerequisites for its efficient implementation in an organization.Methods. This study uses general scientific methods of cognition to investigate trends in the development of the marketing communications mix at the present stage, as well as the algorithm and prerequisites for the formation and implementation of the marketing communications mix.Results. According to the results of the study, the following trends in the development of the marketing communications mix can be identified: promotion of Internet communications following the growth of online commerce and mobile commerce, strengthening of customer centricity and development of interactive communication tools, expansion of direct producer consumer communications due to some manufacturers departing from resellers when selling goods, development of omnichannel sales, synchronization of different marketing promotion channels, etc.Conclusion. The study reveals that the prerequisites for an efficient marketing communications mix include a systemic communicative impact on the consumer, formation of a marketing communications mix based on consumer knowledge and continuous testing of the communication campaign, further development and application of modern tools for interaction with the consumer, creation of personalized, relevant, and interactive content based on a marketing strategy and a competent content plan.

Departing from a systemic perspective, the paper aims to contribute to a better understanding of ordinary citizens’ everyday political talk from a deliberative democratic point of view. Drawing on unique survey data collected in Germany it examines three prerequisites of deliberative democracy as a model of democracy that is rooted in political discussions among the citizenry at large: (1) The prerequisite of inclusivity expects citizens’ engagement in everyday conversations to be widespread and egalitarian. (2) The prerequisite of publicity demands citizens to be mutually aware of each other’s political perspectives. (3) The prerequisite of heterogeneity necessitates that the standpoints to which citizens are exposed when communicating about politics reflect society’s political pluralism. Analyses of citizens’ communicative engagement in their overall and core networks suggest basically positive diagnoses for all three prerequisites, but with severe limitations on closer inspection. The paper furthermore shows that with regard to everyday political talk social inequality gives rise to political inequality, and demonstrates how these effects are mediated by variations in citizens’ endowment with cultural and social capital.

Visualization is a lean tool and in order to strive to become a lean company applying the lean philosophy in all these parts of the organization is necessary. A company that does not understand the philosophy and culture behind lean production, even though applying lean tools, is not a lean business and has a long way to production excellence.

 

Implementing and becoming a visual organization means change which includes the organizational culture, collective attitude and beliefs. The difference between success and failure is about the ability to provide knowledge, information and to create prerequisites for participation and engagement at all levels in the organization with a clear and direct leadership.

 

In many companies communication is lacking sufficient and official channels, and the inadequacy in the information systems are usually due to functional thinking and strict boarders at all levels in an organization. New ways of communication are the result of process orientation, demanding new prerequisites for information systems which companies needs to develop and thus become more visual. Knowledge and information needs to become more accessible and objective in order for decision to be taken based on facts not be the result of interpretations of reality. Visualization enables people to see and develop an objective and common reality. It further contributes to the organizations ability for improvement and aligns the employees to fulfill the overall business objectives and strategies.

 

The Company in this case that wants to be anonymous will further be called Company X. Company X objective is to develop a visual communication system to increase the information sharing and flow throughout the organization. However, this is not an easy task and many companies lack sufficient prerequisites to carry out a successful implementation. The research result at Company X has in this study shown weaknesses in core areas as in clear and direct leadership, vision and strategy development and communication as well as a low level of knowledge transformation at all levels in the organization in order to create engagement for the change process which an implemetion of this kind is.

 


Visualisering är ett lean verktyg och i sträva att bli ett lean företag måste lean filosofin tillämpas i alla delar av organisationen, vilket är en nödvändighet. Ett företag som inte förstår filosofin och kulturen bakom lean produktion, trots att man tillämpar lean verktyg, är inte ett lean företag och har en lång väg från optimering av produktion. Förutsättningarna att bli en visuell organisation innebär förändringar som omfattar organisations kultur, kollektiva attityder och föreställningar. Skillnaden mellan framgång och misslyckande handlar om förmågan att ge kunskap, information och att skapa förutsättningar för delaktighet och engagemang på alla nivåer i organisationen, detta genom ett tydligt och direkt ledarskap.

 

Kommunikation på många företag saknar ofta tillräckliga och officiella kanaler och bristen på information beror många gånger på funktionstänkande och strikta gränser, på alla nivåer i organisationen. Nya sätt att kommunicera är resultatet av processorientering vilket krävs för att företag ska kunna skapa förutsättningar för informationssystem och bli mer visuella. Kunskap och information måste bli mer tillgängligt och objektivt för att beslut som är baserade på fakta och inte på tolkningar av verkligheten ska kunna fattas. Visualiseringen möjliggör för människor att se och utveckla en objektiv och gemensam verklighet. Detta bidrar till organisationers möjlighet till förbättringar och möjlighet för de anställda att uppfylla de övergripande affärsmålen och strategierna för organisationen.

 

Det studerade företaget som valt att vara anonymt kommer hädanefter kallas för Företag X. Företag X målsättning är att utveckla ett visuellt kommunikationssystem i syfte att öka utbytet av information och dess flöden . Men detta är inte en lätt uppgift och många företag har inte tillräckliga förutsättningar för att kunna genomföra en framgångsrik implementering. Resultaten från studien på företaget X visar på svagheter inom kärnområden som ett klart och tydligt ledarskap, utvecklandet och kommunikationen av vision och strategier samt en låg nivå rörande kunskapsspridandet på alla nivåer i organisationen för att skapa engagemang för förändrings process som en implementering av detta slag innebär.

L’objectif de cette thèse est d’évaluer les effets d’un travail principalement vocal en musicothérapie active sur les aspects relationnels d’enfants porteurs de Troubles du Spectre autistique (TSA). Il s’agit également de définir les modalités d’application les plus pertinentes et de dégager quelques principes pour le travail autour de la voix en musicothérapie avec ces enfants. Afin de circonscrire au mieux notre objet, nous nous appuyons sur divers champs disciplinaires tels que la musicothérapie, la psychologie développementale, la musicologie et l'ethnomusicologie, l'anthropologie, la phoniatrie, les neurosciences ou la psychanalyse. À partir d’une première étude exploratoire, nous avons élaboré des couplages gestuelle-voix (GLM) et tenté de repérer quelles en étaient les composantes les plus pertinentes pour générer l’intérêt des enfants. Nous avons gardé les couplages les plus efficients et les avons intégrés à un dispositif de musicothérapie axé sur la voix, les gestes et des jeux rythmiques. Notre étude principale a été réalisée à partir de matériel vidéo clinique recueilli dans le cadre des soins courants en musicothérapie sur une année scolaire. Elle concerne seize enfants porteurs de TSA, âgés de 2 à 8 ans, accueillis en hôpital de jour. À partir des films, nous évaluons les effets des séances de notre dispositif de musicothérapie sur l’évolution des comportements autistiques des enfants accueillis, grâce à la grille d’Évaluation des Comportements Autistiques (ECA-R, Barthélémy, Roux, Adrien et al., 1997). Nous comparons par ailleurs l'impact des propositions vocales associées à une gestuelle (GLM) à celui des activités rythmiques ou des comptines, concernant plus spécifiquement le regard, l’imitation et le partage émotionnel. Dans une troisième étude, nous évaluons les effets des couplages voix-geste sur un jeune enfant autiste non verbal en situation de musicothérapie active individuelle. Dans cette étude, nous réalisons une analyse de films vidéo recueillis dans le cadre des soins courants, et cherchons à évaluer l’évolution des manifestations vocales, des comportements d’approche spontanée et d’évitement de l’enfant. Notre quatrième étude s’intéresse à l’utilisation des couplages voix-geste auprès d’un enfant autiste non verbal et déficient visuel sévère en musicothérapie individuelle. À travers cette étude de cas, nous essayons de comprendre les processus que les couplages GLM permettraient de mettre à l’œuvre. L'ensemble de nos résultats soutiennent l’hypothèse que la voix associée à une co-modalité, telle qu’elle est présentée dans nos couplages GLM, présente un réel intérêt pour travailler la sphère relationnelle avec des enfants porteurs de TSA à partir d’une expérience vocale
The aim of this thesis is to evaluate the effects of a mainly vocal work in active music therapy on the relational aspects of children with Autism Spectrum Disorders (ASD). It is also a question of defining the most relevant modalities of application and to draw some principles for the work around voice in music therapy with these children. In order to best circumscribe our object, we rely on various disciplinary fields such as music therapy, developmental psychology, musicology and ethnomusicology, anthropology, phoniatrics, neurosciences or psychoanalysis. On a first exploratory study, we developed gesture-voice coupling (GLM) and tried to identify what were the most relevant components to generate the interest of children. At the end of this step, we found that the laryngeal mechanisms at work in the couplings could be a determining factor. We kept the most efficient couplings and integrated them into a device of music therapy focused on voice, gestures and rhythmic games. Our main study was based on clinical video material collected as part of the current care in music therapy program over a school year. It concerns sixteen children with ASD, aged 2 to 8 years, who were admitted to a day hospital. From the films, we evaluate the impact of the sessions of our music therapy device on the evolution of the autistic behaviors of the children, thanks to the Revised Behavior Summarized Evaluation Scale (BSE-R), (Barthélémy, Roux, Adrien et al., 1997). We also compare the impact of gesture-voice couplings (GLM) with that of rhythmic activities or nursery rhymes, more specifically concerning gaze, imitation and emotional sharing. In a third study, we evaluate the effects of voice-gesture coupling on a young non-verbal autistic child in a situation of individual active music therapy. In this study, we perform an analysis of video films collected as part of routine care, and seek to evaluate the evolution of vocal manifestations, spontaneous approach behaviors and avoidance of the child. Our fourth study focuses on the use of voice-gesture couplings in non-verbal autistic children with severe visual impairment in individual music therapy. Through this case study, we try to understand the processes that GLM couplings would put into action. Overall, our results support the hypothesis that voice associated with co-modality, as presented in our GLM couplings, is of real interest for working in the relational sphere with children with ASD

Library automation is approaching its 90th birthday (deduced from Pace, 2009:1), and many librarians no longer remember the inefficiencies of the manual systems that were previously in place. For some, however, automation has not gone nearly far enough. In this second decade of the new millennium some libraries in Lesotho face multiple challenges in automating their services while libraries internationally are staying relevant by rapidly adapting their services to address the needs and demands of the clients. It was anticipated that full library automation is a prerequisite for delivering 21st-century library services and the researcher embarked on a process to establish whether libraries belonging to the Lesotho Library Consortium (LELICO) have automated to the extent where they will be able to provide the services that are currently in demand. The purpose of this study was to analysewhether full library automation is indeed a prerequisite for libraries to offer the services required in the current millennium. The study focused on LELICO member libraries. Benchmarking was done with selected South African academic libraries. Data were collected by means of interviews with all respondents, namely, LELICO member libraries, librarians from South African libraries and with international system vendors operating from South Africa. The study found that LELICO member libraries are indeed lagging behindin terms of service provision. LELICO member libraries do not appear to understand; which library services are possible when state-of-the-art technology is fully implemented. The study found furthermore that the laggard status is caused by factors such as a lack of funding, too few professional staff and ineffective support from management. These and other findings helped formulate recommendations that would underpin a renewal strategy for LELICO. The proposed recommendations include that LELICO should deliver a more meaningful service to its current members. LELICO member libraries should be using technology more effectively in their operations and good relationship between a system vendor and its clients should be seen as an asset that should be maintained.LELICO should be playing a key role in making change a reality.

This article discusses the vast literature focusing on the historical evolution of multinational businesses. A broad consensus prevails among most students of the history of multinational enterprise that the modern multinational dates from the mid or late nineteenth century — that it is in fact a post-industrial revolution phenomenon. Only with steamships, railroads, and cables was it possible for managers to exercise control over business operations across borders in a meaningful manner. Transportation and communication revolutions were prerequisites for the existence of effective coordination within an individual firm. Over the years, however, this consensus has been challenged. Indeed, for decades it has been recognized that certain aspects of the modern multinational enterprise have had a long history. The research on pre-industrial age multinational enterprise adds new insights into the nature and history of this most important organization.

AbstractIndeed, deterrence, as Freedman and Mazarr recount in this volume in respectively Chaps. 10.1007/978-94-6265-419-8_1 and 10.1007/978-94-6265-419-8_2, aims to dissuade an opponent from taking undesirable actions. Clear communication of demands (a red line for instance), coupled with a credible threat to inflict pain if necessary, and demonstration of resolve are some obvious essential elements for creating effective deterrence. Success crucially also depends on whether the opponent receives the intended signal, interprets it as intended, and has the perception that the message is congruent with reality, i.e., that the opponent can make good on her threats. Success furthermore assumes that the demands communicated are acceptable. If those prerequisites exist, theory suggests a rational actor will back down, after weighing the benefits of the envisioned actions versus the potential costs that may result when the threat is executed. This chapter offers a synthesis of insights that have appeared since the 1980s that fundamentally challenge that assumption of rationality. This contribution about the workings of the human mind concerns the various filters and cognitive shortcuts that colour the incoming stream of information and the processes to digest it and come to a decision.

Therefore, this chapter starts with a description of some new plant breeding technologies relevant for communicating, in general terms, the science behind plant improvement. This is followed by selected examples of the application of these techniques to improve current and future crop varieties. Finally, key messages gathered from the European iPLANTA project for policy makers, non-specialists and specially interested citizens are communicated. This is to show a wider audience how RNAi can contribute to sustainable food solutions and food security with minimal environmental impacts.

A two-campus master in Music, Technology and Communication is being developed as a joint project between The Norwegian University of Science and technology (NTNU) and the University Of Oslo (UIO). Half the students are in Trondheim at the Music Technology Department of NTNU, while the other half will be in Oslo at the Department of Musicology at UIO. The departments at each University will be paired through several types of networked services, supporting sharing of local and remote resources. A "Portal" between the two locations, will facilitate the sharing of resources, audiovisual communication and collaboration in physical and virtually common workspaces. Students can bring their own devices and interconnect with each other and available online resources. Each topic in the master programme will be taught in real time on both locations, with the best local resources that fits the purpose Available resources in the form of teachers, facilitators, equipment and labs are all necessary building blocks in the new master design, as well as the technology behind the "portal" for interconnection between people and resources. Nevertheless, to facilitate and create student active learning, we need adapted pedagogy and related applied methods to the two-campus learning space. We must support and grow a good social and safe learning culture/atmosphere between the students on both locations. This is a prerequisite to facilitate and obtain effective cross-disciplinary teamwork and collaborative skills between the students. Hence, campuses need to be contemplated as a complete network of connected learning environments, where learning happens within a range of different types of pedagogies, spaces and technologies, which we can define as the learning spectrum. In this paper, we will present and discuss different pedagogical approaches related to a learning spectrum defined by the two-campus master, which can be applied and developed to provide the students with the 21st century soft and core skills.

Sociocultural communication is considered as a process of interaction between the library and its users. The content of the work of the Department of Socio-Cultural Communications of the Library of Omsk State Technical University is analyzed: the prerequisites for the formation of the department, goals and objectives, roles and responsibilities of employees are described. The main directions of the department's work are outlined, including cultural and educational activities, promotion of the library in the information space, and information and library services. Three aspects of the department's activities at different stages of project implementation are considered: delegation of authority, functionality, planning. The work plan of the Department of Socio-Cultural Communications of the OmSTU Library in the preparation of one of the projects is given.

INTRODUCTION Cognitive tools could be defined as computational applications that are designed to support, extend and enhance thinking processes (Elsayed & Qiu, 2006). Representations of different kinds are also supposed to reduce cognitive load of learners. The aim of an educational representation is about communicating a specific message from an expert to a novice. According to Jakobson’s communication model (1960), there are six factors of communication that are needed to occur: context, addresser, addressee, contact, common code, and message. Although the model was developed to describe verbal acts of communication, it has a more general field of application, as it involves common code. In communication, we are not limited to using words and can actually use anything that functions semiotically, e.g. in instruction different kinds of visual representations are widely used to communicate knowledge. As context plays an important role in communication, it is crucial that while developing new digital learning objects (LOs), we supply them with sufficient contextualization elements. Visual literacy advocates stress that although in schools teachers are dealing with communication of new knowledge to students, verbal information is the one dominantly used to convey messages. However, in overall communication we heavily use visual modality, and therefore this should be the case in learning and instruction as well. Advocates of learning styles (visual, auditory, kinesthetic-tactile) would probably add that auditory modality is best for auditory learners, however visual learners are then somewhat neglected. Speaking about fields of natural sciences, e.g. chemistry, we are talking about a visual science. And without being visually literate it is very hard to understand the essence of chemistry at its sub-microscopic level. As communication is about manipulating signs, one of our aims was to see how well the students were able to make sense of the LOs they saw on the screens. Our second aim was to find out if students were able to translate information from a model which is more familiar to them applying more abstract and unfamiliar LOs of another model. METHODS The sample was composed of 100 students of 8th grade (age 14-16). Two interactive web-based models (Chemical Bonds http://bio.edu.ee/flash/keemside/index.htm and Oxides http://mudelid.5dvision.ee/oksiidid) were used in the study together with student worksheets of Chemical Bonds and Oxides. Learners were provided with specific instructions and tasks which they had to follow in a prescribed order and answer content-specific questions in-between and during the tasks. Such tasks were meant to help learners to create referential connection between the symbolic and sub-microscopic levels of representations. On the worksheets, learners were provided with tasks involving LOs from one model and were asked to map referential features of those onto LOs of the second model. This method was used in order to foster development of coherent understanding of the chemistry domains which is possible only when learners are able to translate visual information from language of one presentation to that of another using adequate domain-specific context. FINDINGS Our findings clearly show that even though before the application of models and worksheets the majority of students (66%) did not cope with translation of visual information from one model to another, the situation was different after the treatment. The post-test results clearly show that the students were statistically significantly (p<0.001) better in encoding information using visual code of an unfamiliar kind, as 69% of students succeeded. This finding gives us the prove which is also hinted at by other researchers, that actually visual literacy is and should be developed through curriculum which enables learners to manipulate visuals in a more intensive manner. At the same time, the fact that students were able to translate information from one model to another also showed that students developed a coherent understanding in and across studied topics as the tasks were both visual and domain-specific. Special attention in our models was on providing learners with sufficient context prior to the usage of models. However, do the students possess sufficient awareness of the contextual information? If context as one of the communication factors is left out, then this leads to miscommunication and development of misconceptions. In this respect our findings showed statistically significant (p<0.001) development in understanding of chemistry in both topics studied. From this, we concluded that students were able to gain sufficient awareness of the learning objects in the models. This finding is in good accordance with Jaakkola and Nurmi (2004) and Heyes (2006) studies, where creating appropriate context for LOs was found to be crucial aspect in increasing the effectiveness of learning. Overall we may conclude that while developing and applying new LOs, the decisive focus should be on supplying them with sufficient contextualization elements as well as supporting development of visual literacy.

Evincing the importance of preparing the engineering students for successful professional communication in formal meetings in a company in English, this paper enlarges upon the necessity of a series of communication tasks, methodological approaches and e-learning for addressing the students' learning needs and for accomplishing our teaching objectives. We argue that English language courses and seminars in a technical university should meet the students' learning needs in terms of effective communication and socializing skills for promising careers in our 21st century companies or multinationals. Teaching the students how to act and communicate in a formal meeting in a company or in a formal academic meeting, how to agree and to disagree with their interlocutors' views in a tactful, respectful manner, what communication strategies to use to convince their interlocutors of the importance of their proposals and encouraging the students to resort to e-learning represent key issues for preparing the students for promising careers in a company or in a multinational in our 21st century society. This paper will enlarge upon: 1) e-learning as a necessary condition for successful performance in formal meetings in a future career in a company; 2) the importance of communication activities, such as simulated meetings and videoconferences, for developing the students' formal speaking skills and self-confidence; 3) the engineering students' perspective on the role of e-learning in developing their communication competence in the English language courses for their future successful performance in formal meetings at work and 4) the necessary methodology. The most complex form of socializing and the most competitive and stimulating work environment for making decisions and solving problems in a company or in the real world, meetings for various purposes test the participants' communication and behavioural competence, their open-mindedness and flexibility, urging them to prepare their roles for having their objectives successfully accomplished. With a view to preparing the engineering students for professional communication in a future work environment in a company in our multicultural society, the English language courses and seminars in a technical university should approach the concept of meetings from a theoretical perspective, presenting the various manners of communication across different cultures, as well as from a practical perspective, taking meetings for interactive classroom activities meant to motivate the students to develop their English language competence, their manners of communication and behaviour, their ability to be flexible and tolerant. The blended learning approach will be presented as a necessary condition for meeting the students' learning needs and for accomplishing our teaching objectives.

Reaching the goals of the Kunming-Montreal Global Biodiversity Framework requires commitment at all political levels and in all sectors. The State of Saxony also has to contribute its share. Saxony has a great potential, but also faces particular challenges. Almost half of the land area is used for agriculture, mainly for arable farming. However, only around eight percent of the land is farmed ecologically4. Intensification and monotonization of agriculture, as well as the use of pesticides and fertilizers, significantly contribute to the loss of biodiversity. Agriculture plays a crucial role as a habitat for biodiversity5. It is indispensable to promote biodiversity-friendly use, increase the proportion of land under organic farming, and establish corresponding methods in conventional agriculture. As a producer of fossil fuels, especially by the Lusatian and Central German lignite mining regions, Saxony is also strongly affected by the energy transition. The expansion of renewable energies needs to be nature-compatible and in harmony with the protection of biodiversity. Approaches to multifunctional landuse may provide support in this regard. Prof. Dr. Edeltraud Günther, Director of UNU-FLORES, emphasizes the need to consider biodiversity in the resource nexus. Saxony has good prerequisites to meet these challenges. With its Saxony Biodiversity 2030 Program, it has a revised biodiversity strategy to meet the global targets. In addition, Saxony is home to major research institutions that intensively focus on biodiversity. Research, education, and science communication play a central role in this context. Prof. Tshilidzi Marwala, Rector of UNU and Under-Secretary- General of the UN, emphasized the key role of education in his opening address of the DNCi 2023: 'Education is the key to unlock our potential. It empowers us to become stewards of our environment by providing us with a deep appreciation for biodiversity and inspiring sustainable practices in every aspect of our lives. By integrating transformative education at the international, national, and local levels, we can create profound change in attitudes, knowledge, and behaviors.' The DNCi 2023 participants had a hands-on experience of the importance of education and science communication on biodiversity thanks to a guided tour of the Botanical Garden. Many thanks to Prof. Dr. Christoph Neinhuis, Director of the Botanical Garden, and Dr. Barbara Dietsch, Scientific Director of the Botanical Garden, for these valuable insights. As part of the DNCi 2023, co-organized by UNU-FLORES, the IOER, and TU Dresden, we succeeded in bringing together different stakeholders from science, government, civil society, and the private sector to create a dynamic platform for exchange and collaboration on the topic of biodiversity. The communication of naturally complex issues like climate change, tipping points, socio-ecological systems, and their interaction with the hydrological cycle and water security is equally important as it is challenging. Beyond the complexity, the long-term and often delayed characteristics furthermore do not match with either political election cycles or quarterly business reports. Academic institutions are at the forefront to assess, reveal and understand such complex systems, but certainly more engagement is needed to effectively transfer the most urgent derivations in practice and policy on the one hand, but also invest into a continuing effort in creating a general understanding and susceptibility to crucial stakeholders of those characteristics on the other. Transformative interaction, and hence closing the gap between knowledge generation and best practice application needs to be eased down to an implementable level, but without any oversimplification. A prerequisite for such an approach in successful multilateral cooperation would be a common baseline – a mutual Water Culture among all stakeholders when addressing water security with meaningful climate adaptation measures.

Whereas at the end of the 20th century there were still high expectations associated with the use of new media in terms of a democratisation of social discourse and new potential for citizens to participate in political decision-making, disillusionment is now spreading. Even today, the internet is often seen only as a technical tool for the transmission of information and communication, which serves as a structural supplement to "real" discourse and decision-making processes. In fact, however, the use of new media can open up additional, previously non-existent possibilities for well-founded and substantial citizen participation, especially at regional and supra-regional level. According to the results of this study, the informal, mediative procedures for conflict resolution in the context of high-risk planning decisions, which are now also increasingly used at the regional level, have two main problem areas. Firstly, in the conception and design chosen so far, they do not offer citizens direct access to the procedure. Citizens are given almost no opportunities to exert substantial influence on the content and procedure of the process, or on the solutions found in the process. So far, this has not been remedied by the use of new media. On the other hand, it is becoming apparent that the results negotiated in the procedure are not, or only inadequately, reflected in the subsequent sovereign decision. This means that not only valuable resources for identifying the problem situation and for integrative problem-solving remain unused, but it is also not possible to realise the effects anticipated with the participation procedures within the framework of context or reflexive self-management. With the aim of advancing the development of institutionally oriented approaches at the practice level, this study discusses potential solutions at the procedural level. This takes into account legal implications as well as the action logics, motives and intentions of the actors involved and aims to improve e-government structures. It becomes evident that opening up informal participation procedures for citizen participation at the regional level can only be realised through the (targeted) use of new media. However, this requires a fundamentally new approach not only in the participation procedures carried out but also, for example, in the conception of information or communication offerings. Opportunities for improving the use of the results obtained from the informal procedures in the (sovereign) decision-making process as well as the development of potentials in the sense of stronger self-control of social subsystems are identified in a stronger interlinking of informal and sovereign procedures. The prerequisite for this is not only the establishment of suitable structures, but above all the willingness of decision-makers to allow citizens to participate in decision-making, as well as the granting of participation opportunities and rights that go beyond those previously granted in sovereign procedures.
