Coalition is defined as abnormal bridging between two bones, and the connection can be osseous or nonosseous. Most coalitions in the foot involve the hindfoot. Intermetatarsal coalition is thought to be much rarer than the more common hindfoot coalitions and has only been reported sporadically in the orthopedic literature. We present two patients with nonosseous intermetatarsal coalition presenting with nonspecific dorsolateral foot pain and describe the imaging findings of intermetatarsal coalition with different modalities. We suspect that whilst rarely described, intermetatarsal coalition is quite likely a more common underrecognized entity than a rare entity. This report is aimed at increasing the awareness of coalition in this location, in the radiology community, particularly the nonosseous ones, given that this condition can be debilitating but treatable.

Tarsal coalition is defined as an abnormal bony, cartilaginous, or fibrous union of two or more tarsal bones. The incidence of tarsal coalition is approximately 2% in the general population. Talocalcaneal and calcaneonavicular coalitions are the most common. The talonavicular coalition is a rare entity with an incidence of approximately 1.3% among patients with tarsal coalitions. We present a case of a 12-year-old girl who had talonavicular and talocalcaneal coalitions associated with a recurrent ankle sprain. The talonavicular coalition was asymptomatic, and the talocalcaneal coalition was the cause of ankle pain and recurrent sprain. Surgical resection of the talocalcaneal coalition led to successful clinical and functional outcomes. In conclusion, the possibility of multiple tarsal coalitions should be considered in tarsal coalition patients, and the talocalcaneal coalition should be considered as a differential diagnosis in an adolescent patient with a recurrent ankle sprain.

AbstractTarsal coalitions have an incidence of 2% and are often underdiagnosed. These are considered to be one of the causes of chronic ankle and foot pain. Among all tarsal coalitions, the talonavicular type represents a rare and uncommon condition. The purpose of this article was to present the case of a 35-year-old male patient with a bilateral talonavicular coalition treated conservatively. A review of the literature was also performed to understand the management of this rare condition.

Dense deployment of femtocells can cause serious intra-tier interference in femtocell networks. In this paper, a new cooperative interference management approach which allows the femtocell user equipment (FUE) to merge into cooperative groups, that is, coalitions, for the uplink transmissions in a femtocell network is proposed, so as to reduce the intra-tier interference and improve the system performance. Taking into account the power cost for cooperation, we claim that all the FUEs are impossible to merge together, and we formulate the proposed cooperative problem as a coalitional game in partition form with an externality due to the interference between the formed coalitions. To get the solution, a novel distributed coalition formation algorithm that takes advantage of the characteristics of femtocell network and allows the FUEs to interact and individually decide on which coalitions to participate in is proposed. Furthermore, we analyze the convergence and stability of the proposed algorithm. Simulations are conducted to illustrate the behavior and the performance of the proposed coalition formation algorithm among FUEs. Results show that the proposed algorithm can improve the system performance with much lower complexity than some previously proposed coalition formation algorithms.

Tarsal coalitions are abnormal fibrous or bony connections between the tarsal bones of the foot. While not always symptomatic, coalitions can cause pain, alterations in forefoot and hindfoot morphology, and alterations in foot and ankle biomechanics. Previous research has described the association of tarsal coalitions with fractures of the lower extremity. Multiple reports of acute fracture in the presence of tarsal coalition have been presented, as have reports of stress fractures of the foot and ankle with concomitant coalition, insidious in onset and thought to be related to aberrancies in foot and ankle biomechanics. The purpose of this review is to discuss the biomechanics seen in tarsal coalitions and to describe reports of fracture occurring concomitantly with tarsal coalitions. We will discuss diagnostic options and treatment approaches in the setting of fracture with preexisting tarsal coalition.

Introduction. Cubonavicular coalitions represent a relatively rare condition with less than forty cases described in the literature, the majority of which are fibrocartilaginous. To our knowledge, cubonavicular osseous coalition associated with osteoarthritis of the midfoot has never been described. Case Presentation. We present the case of a 26-year-old man with bilateral Achilles tendinosis, in whom radiological studies show an incidental finding of a complete osseous cubonavicular coalition, as well as a partial osseous cubo-third cuneiform coalition and a fibrous band between the first and second cuneiforms of the right foot, associated with arthritic changes of the tarsometatarsal joint. A nonosseous calcaneocubonavicular coalition was found on the left foot. These multiples coalitions were asymptomatic in this case. Discussion. Cubonavicular coalition, even asymptomatic, can cause midfoot osteoarthritis in young patients. We may therefore suspect that the immobility of the cubonavicular joint causes additional stress on the midfoot.

Tarsal coalition is a bridging between the tarsal bones of the foot. The bridge may be composed of bone, cartilage, fibrous tissue, or a combination of these. When symptomatic, patients usually present with hindfoot pain and frequent sprains as children, adolescents, or young adults. The classical appearance is a rigid flatfoot with heel valgus and abduction of the forefoot. Flexible cavus feet have been reported. The incidence in the general population is less than 1%, and the most common types are talocalcaneal and calcaneonavicular coalitions. The cause is attributed to failure of segmentation and differentiation of the primitive mesenchyme. Calcaneonavicular coalitions can be diagnosed with an oblique radiograph of the hindfoot. Most talocalcaneal coalitions require computerized tomography for diagnostic confirmation. Magnetic resonance imaging may be useful for cartilaginous and fibrous coalitions. Casting is the usual initial treatment for the symptomatic individual. With treatment failure, in the absence of degenerative changes, resection of the coalition can be performed with good results. Isolated subtalar fusion may be performed for failed talocalcaneal resections. Failed subtalar fusions and failed calcaneonavicular resection may be treated with triple arthrodesis.

Whilst osseous coalitions of the lunate and the triquetrum are known to be asymptomatic, fibrocartilage lunate-triquetral coalitions can present an uncommon cause for ulnar-sided wrist pain. To diagnose this condition a high degree of suspicion is needed. We present a case with painful post-traumatic disruption of a fibrocartilage lunate-triquetral coalition that was primary misdiagnosed to be a disruption of the interosseous lunotriquetral ligament and was initially treated arthroscopically. Persistent symptoms lead to X-ray examination of the opposite wrist, revealing a complete osseous lunate-triquetral coalition. CT and MRI investigations demonstrated the fibrocartilage coalition of the affected wrist. Subsequently, lunotriquetral fusion using a cannulated Herbert screw was performed and settled the symptoms completely.

The basic idea of this article is to examine the policy advocacy process on Winongo settlement arrangement riverbanks in Yogyakarta. Problems settlements along the river Winongo become increasingly critical as more densely populated to cause the symptoms of poverty and slums. This condition is then ignited the presence Arkom and FKWA to show arrangement ideas through policy advocacy process. Therefore, this article will focus on answering two things, there are how the coalition framework was formed and how the coalition manage their belief system, resources and strategies. To answer that questions above, this research was escorted by theory Advocacy Coalition Framework (ACF) of Sabatier and Jenkins Smith. Through the case study method, this research will explore the case of advocacy of policies Winongo settlement on the riverbanks. The results of the research shows that there are two coalitions in structuring settlements along the river Winongo, they are River coalitions and “Right to the city” coalition. Both are proven to stand on two legs, as a member of the coalition and as a policy broker. This shows that the policy is not just a stage of systemic and technocratic, but the policy is a political process that allows each actor to act politically.

This thesis is a case study of the Solidarity Coalition, a social protest movement which united labour and community groups In opposition to right-wing restraint legislation. It considers why this unprecedented extra parliamentary force failed to persuade the government to withdraw the offending legislation and attempts to explain the dominance of the labour agenda in the modest successes it did achieve. Interviews with participants in the Coalition and other significant political actors provide the information used in the analysis of this protest phenomena. The thesis incorporates a detailed study of the evolution of the Coalition and its organizational structure and Internal processes within the context of the larger political system and with reference to theoretical literature concerning protest movements. I argue that the emergence of the Coalition as a diverse and broad based movement in reaction to a right wing attack on the social contract is predictable, however, the outcomes of the protest action are less so. Analysis of the Coalition suggests that organizational contradictions within its structure, external and unforseen circumstances, and the strength of government intransigence were influential factors shaping both the development of the protest movement and the outcomes of its actions. The commitment to common cause, fuelled by moral outrage and espoused by labour and community groups, was not sufficient to withstand the divisive tendencies inherent in the structure of the Coalition, or the Inertia that must be overcome by large groups to achieve collective goods. Labour proved to be the more powerful actor within the Coalition due to its financial and organizational resources and its significant noticeabilIty factor as a member of the CoalItion. I argue that consistent with the theory of the logic of collective action that the labour agenda eventually dominated within the Coalition, influencing the parameters of the settlement achieved, and in part, accounting for the failure of the Coalition to meet Its collective goal of withdrawal of the restraint legislation.

Les deltas constituent des environnements combinant atouts et vulnérabilités. Milieux propices à la navigation, aux échanges maritimes et au commerce, fertiles pour l'agriculture, et riches en eau et biodiversité, leurs caractéristiques environnementales posent aussi des contraintes spécifiques. Au fur et à mesure que Bangkok s'est urbanisée et co-transformée avec son environnement deltaïque, la mégapole a dû gérer son exposition aux crues et aux marées, à l'érosion du littoral, à l'intrusion d'eau salée, à la pollution des eaux ainsi qu'à l'affaissement du sol et au problème d'alimentation en eau potable.Afin d'identifier les contraintes physiques et institutionnelles à une urbanisation durable, la thèse se donne comme objectif la compréhension des transformations conjointes ─ à la fois environnementales et sociopolitiques ─ induites par les enjeux de l'eau, à travers une analyse de la gouvernance 'en acte', manifestée par des processus de décision dans un contexte de pluralité d'acteurs, institutions, ramifications écologiques, échelles spatiales et administratives, normes, récits discursifs, représentations et imaginaires. Cette gouvernance multi-niveaux (on considère les interactions 'verticales' entre les acteurs globaux, l'État, la BMA (Bangkok Metropolitan Administration) et les collectivités locales) intersecte et se fond avec une gouvernance 'horizontale', qui associe des acteurs privés (industries, bureaux d'études, lobbies), la société civile (ONGs, collectifs), et le secteur académique.L'hypothèse centrale de cette thèse est que l'explicitation de la gouvernance, au prisme des processus décisionnels autour de projets et politiques publiques liés à l'eau, permet de rendre compte de la dimension anthropique des transformations environnementales et socio-politiques au service du maintien du développement et de la prospérité de la capitale face aux aléas du delta et aux impératifs économiques imposés par la compétition entre les mégapoles globales. Ces transformations sont explicitées à travers trois études de cas illustrant la formulation de problèmes publiques et leurs controverses : 1) la mise en valeur des berges de la rivière Chao Phraya à travers un projet de promenade ; 2) la gestion des eaux souterraines en lien avec le phénomène de subsidence ; 3) la protection de la capitale des inondations par des projets de canaux, extérieurs à la ville, permettant de dériver les débits de crue.L'eau par sa fluidité relie l'atmosphère, le sous-sol et les surfaces urbanisées aux habitants humains et non-humains du delta, et constitue un témoin matériel qui nous permet de saisir empiriquement la complexité des interactions hydro-sociales. La transformation environnementale de Bangkok n'est pas seulement la conséquence d'une urbanisation présentée comme incontrôlée ou inéluctable, elle est aussi le résultat de faisceaux d'intérêts politiques et financiers qui remodèlent constamment le flux et la distribution spatiale des bénéfices et des coûts associés à la transformation de l'environnement aquatique et du cycle hydrologique. L'analyse met en relief la faible autonomie décisionnelle de la BMA face à un État centralisé qui garde l'essentiel du pouvoir d'influence sur les politiques publiques, révèle l'importance centrale du monde universitaire dans les débats et prise de décision, fait ressortir le rôle du médium visuel dans l'enrôlement d'acteurs (processus d'imaginierie), et souligne la nature multi-scalaire de la composition des coalitions d'acteurs et de leurs reconfigurations
Deltas are environments that combine opportunities and vulnerabilities. They are ideal places for shipping, maritime trade and commerce, fertile for agriculture, and rich in water and biodiversity, but their environmental characteristics also pose specific constraints. As Bangkok has urbanised and co-evolved with its deltaic environment, the megalopolis has had to manage its exposure to floods and tides, coastal erosion, saltwater intrusion, water pollution, land subsidence and the supply of drinking water. In order to identify the physical and institutional constraints to sustainable urbanisation, this thesis aims to understand the joint transformations ─ both environmental and socio-political ─ induced by water challenges, through an analysis of governance 'in action', manifested by decision-making processes unfolding in a context of a plurality of actors, institutions, ecological ramifications, spatial and administrative scales, norms, narratives, representations and imaginaries. This multi-level governance (we consider the 'vertical' interactions between global players, the State, the BMA (Bangkok Metropolitan Administration) and local administrations) intersects and merges with 'horizontal' governance, which brings together private players (industries, consultancies, lobbies), civil society (NGOs, collectives) and the academic sector.The central hypothesis of this thesis is that the clarification of governance, through the analysis of decision-making processes around water-related projects and public policies, makes it possible to account for the environmental and socio-political transformations geared towards maintaining the capital's prosperity in the face of the hazards of the delta and the economic competition between global megacities. These transformations are explained through three case studies that illustrate the formulation of public problems and their controversies: 1) the enhancement of the banks of the Chao Phraya River through a promenade project; 2) the management of groundwater in relation to the phenomenon of land subsidence; 3) the protection of the capital from flooding through canals designed to divert flood flows away from the city.The fluidity of water links the atmosphere, the underground and urban surfaces to the human and non-human inhabitants of the delta, and constitutes a material witness that enables us to empirically grasp the complexity of hydro-social interactions. The environmental transformation of Bangkok is not only the consequence of urbanisation, presented as uncontrolled or inevitable, but also the result of a bundle of political and financial interests that are constantly reshaping the flow and spatial distribution of the benefits and costs associated with the transformation of the aquatic environment and the hydrological cycle. The analysis highlights the BMA's limited decision-making autonomy in the face of a centralised state that retains most of the power to influence public policy, reveals the central importance of the academic sector in debates and decision-making, highlights the role of visual media in enlisting stakeholders (the imagineering process), and underlines the multi-scalar nature of the composition of stakeholder coalitions and their reconfigurations

There has been a recent expansion of community-based coalitions to address issues related to youth substance use. Research on their overall effectiveness, however, has produced mixed results. Recommendations to improve coalition success have emphasized the high-quality implementation of evidence-based programs targeting specific community needs. Coalitions vary extensively, however, in their organization and functioning. In addition, the lack of a universally accepted theoretical framework to understand coalition functioning has led to inconsistencies in the coalition research and the specific constructs used to describe coalition functioning. Purpose of the Study: To address these gaps, the current study used a case study approach to describe the organization and functioning of four local substance abuse coalitions and to identify factors related to coalition high-quality implementation of evidence-based programs. Methods: Using constructs based on Community Coalition Action Theory, the current study used coalition member surveys and key leadership interviews to produce separate case study descriptions of four participating community substance abuse coalitions. An exploratory factor analysis was conducted to examine the structure of the survey measure. Univariate statistics were used to describe coalition functioning and attitudes toward evidence-based practice and implementation. One-way analysis of variance tests were employed to examine differences across the coalitions and Pearson's product-moment correlations were used to identify coalition characteristics associated with attitudes toward evidence-based practice. A thematic analysis of interview data was conducted for an in-depth examination of coalition functioning and perceptions of evidence-based practice. Results: Coalition members and leaders reported high levels of functioning across all of the included domains. However, several differences in coalition background and structure were discussed. Community support was described as a major functioning challenge across both surveys and interviews. Interview results also revealed several different coalition belief patterns surrounding evidence-based practice and quality implementation. Coalition members and leaders generally indicated positive attitudes toward the use of evidence-based prevention programs and strategies. However, varying levels of knowledge and experience with evidence-based practices was identified across interviews. Interviews also highlighted several factors that influence coalition decision-making and identified several perceived challenges associated with the use of evidence-based practices. Results include a discussion of coalition knowledge, perceptions, and experiences with program implementation. Conclusions and Implications: Taken together, these findings form a basis for better understanding the current environment surrounding community substance abuse coalition functioning and implementation of evidence-based practices. Several factors were shown to influence coalition decision-making processes and overall functioning. In addition, the present study highlights strengths and gaps related to coalition leadership knowledge, attitudes, and implementation of evidence-based programs and strategies. These identified relationships can be used to guide future research and community practice. With their growing popularity, it is likely that community coalitions will take on a major role in future community-based prevention efforts across the country. As such, there is a need to design substance abuse prevention programming with coalitions in mind and to identify alternative avenues to disseminate information surrounding community-focused evidence-based practices. Identifying new ways to measure and build coalition processes, leadership skills, and structures could result in greater coalition capacity to plan for and support prevention activities, including use of evidence-based practices.

En el seu primer paper, aquesta tesis ofereix un marc teòric per entendre aquesta variació, amb la intenció d’identificar les condicions sota les quals és més probable un tipus de governança coalicional o altra. El segon paper testa empíricament les implicacions d’aquests arguments sobre la manera com els membres d’una coalició es vigilen mútuament mitjançant l’ús de mecanismes de control. Finalment, en el tercer paper s’ofereix un exercici empíric on s’analitza fins a quin punt els votants jutgen de manera diferent cada un dels socis de govern en funció del tipus de coalició a què s’enfronten.
At an extreme, coalition partners can divide tasks and individually decide policy in their ministerial jurisdictions in a compartmentalized way. At the other extreme, parties sharing office can compromise and collectively set policy in each dimension regardless of portfolio allocation. In its first paper, this dissertation provides a theoretical account of this variation, trying to unravel the conditions under which one type of governance is more likely than the other. The second paper tests empirically the implications of these arguments on the way coalition partners keep tabs on each other through the establishment of control mechanisms. Finally, an empirical exercise is offered in the third paper to study the extent to which voters assess each coalition partner differently depending on the type of coalition they face. Variation in the types of coalition governance, we conclude, is an important factor to take into account in political science research in the field.

A case study of the first 35 years, 1945 to 1980, of the Swedish nuclear institution. The purpose is to discover which actors that have shaped the Swedish nuclear institution. By using the theories of historical institutionalism and advocacy coalition framework I have analyzed these 35 years in three separate parts. Historical institutionalism puts emphasis on the creation of an institution, and so have I. The creation phase goes from 1945 to 1972. The following two parts are critical junctures that spans the years 1973-1978 and 1978-1980. The first critical juncture deals with the Centre Party's reversal in their opinion on nuclear power, the 1976 election and the outcome of that election. The third juncture starts with the Harrisburg accident and ends after the 1980 referendum. Using the advocacy coalition framework to analyze the actions or actors and coalitions during these three phases, I have come to the conclusion that the industry actors, those that have built the reactors, have been the most successful in pushing their coalition's agendas, over the years. Their influence was considerable during the years of institutional creation, while the coalitions that opposed nuclear power were quite weak during this time frame, which is consistent with historical institutionalism's focus on the creation, and path dependence.

International social movement coalitions are a promising instrument to address systemic problems in a globalizing world. This thesis explores the issue of maintenance of these coalitions by examining the factors that have facilitated or inhibited the maintenance of the Hemispheric Social Alliance as an example. This thesis is based on a qualitative case study; data includes some content analysis but mostly consists of direct interviews. The main finding is that factors such as resources, internal relationships, external conditions and management all affect the maintenance of an international social movement coalition. The thesis argues for increased links between social work and social movement coalitions, and offers insights for social work policy, research and practice.

When companies go trough a merger or an acquisition all involved parties within the organisations becomes affected. These changes can affect the company in many areas which could create tensions and anxiety among employees which could create strong negative forces at the end and prevent the new organisation to function at its best. In service companies this could be of great importance to overcome since they often are dependent on functional organisations to help them create a wanted quality. This study will address this problem and will do so in a case study performed on a transportations company which have gone trough a number of mergers. Due to these mergers, the company has also grown in both numbers of employees and in financial conditions.

The applied thesis statement is: “How should a small expanding company manage the integration of acquired companies and at the same time maintain a sought identity within the organisation, in order to reach their main strategic objectives? “. The ambition is to be able to understand how the studied company has developed and also to analyse its organisational transition. Furthermore we also want to create proposals for organisations that are facing future organisational transitions, based from our findings in this study.

This study has been conducted with a hermeneutic scientific ideal and an abductive approach. The empirical collection was done inside the studied organisation in a qualitative manner. We conducted nine interviews, one with the manager (co-owner) and the other eight with employees inside the company. We wanted to be able to see both parties’ sides of the mergers. Therefore the interviews where conducted at two separate offices in different cities.

The theoretical framework consists of a number of theoretical areas, who together creates a holistic view over the entire research area. The theoretical parts consist of: Organisation, network, mergers, acquisitions, family firms, corporate culture, identity, social identity, service quality and Human Resources.

Our main conclusion is of the studied company shows that the biggest problem which the organisation faces today is the lack of communication between the manager and the employees. Although we claim that the merger has played a mayor impact on the company in many areas. Some of the main difficulties which we identified were the fact that the merger never was discussed thoroughly between the management and the employees. We also claim that the company when divided between the two offices have created a cultural gap between the wanted culture and the actual culture. We argue that the quality thinking permeates trough the entire organisation and all of the respondents have described the importance of achieving a high quality service within the organisation.

AbstractOver a 20-year period, Peter Berck and Jonathan Lipow coauthored six papers that focused on defense and national security, including three that can be regarded as influential contributions. The first of the important contributions responded to the argument that conscription is a suboptimal use of human resources and showed that conscription can be more efficient than an all-volunteer army under many, and perhaps even most, circumstances. The second contended that the real appreciation of the Iraqi dinar relative to other currencies, rather than the “surge” of coalition forces to Iraq in 2008–2009, explained the defeat of the insurgency, because the insurgents depended on foreign funding. The third showed that African-Americans were far less likely to be deployed to Iraq and Afghanistan and explored various explanations for this—concluding that the most likely cause was not racial discrimination within the military but continued racial discrimination in the civilian labor market.

Cognitive radio is a far effective method to solve the problem of limited spectrum resources in the wireless communication in cloud manufacturing, involved in kinds of networks. Cooperative spectrum sensing, as a research hotspot in cognitive radio, can improve the sensing quality in cognitive radio networks, but it will also bring in extra cost when forming coalitions and conduct cooperative spectrum sensing. Although CSS based on coalition formation games can significantly conquer this problem by improving the sensing quality and at the same time reducing extra cost, it is much too complex with many nodes. In this paper, we analyze the complexity of the proposed coalition formation (CF) algorithm, and then present an enhanced Selecting SUs and Coalition Formation (SSCF) algorithm where coalition formation and cooperative spectrum sensing is carried out with SUs selected before. In addition, it is shown that SSCF can lower the complexity of CF by reducing the number of nodes for coalition formation while hardly bringing down the sensing quality of CF with at most 0.5% decrease of utility in common case and at average 3% increase of that.

We investigate hedonic games under enemies aversion and friends appreciation, where every agent considers other agents as either a friend or an enemy. We extend these simple preferences by allowing each agent to also consider other agents to be neutral. Neutrals have no impact on her preference, as in a graphical hedonic game.Surprisingly, we discover that neutral agents do not simplify matters, but cause complexity. We prove that the core can be empty under enemies aversion and the strict core can be empty under friends appreciation. Furthermore, we show that under both preferences, deciding whether the strict core is non-empty, is NP^NP-complete. This complexity extends to the core under enemies aversion. We also show that under friends appreciation, we can always find a core stable coalition structure in polynomial time.

Sudden fluctuations that occur as results of politicians’ manipulation on the macroeconomic variables during the election period are called as Political Business Cycle. In recent years, exchange rate also has become an important subject of many studies in this framework. Before the elections, to gain the public’s votes, politicians firstly put pressure on the exchange rates to prevent currency depreciation, and then this can lead to manipulative fluctuations. In this respect, during the 1992:01-2014:12 periods in Turkey, the impact of the entire local and general elections on the real exchange rate volatility is examined using E-GARCH method. On the other hand, political variables such as independence of Central Bank, exchange rate regime, the number of representatives of the ruling party in the parliament and coalition are included to the model while the pre and after election period from the 1st to the 6th month as dummy variables. Based on the results of the analysis, it can be said that the elections and the political variables affect the real exchange rate and its volatility in Turkey. However, there is no significant evidence whether the politicians act opportunistic behavior to be reelected. Since the uncertainty during the election period cause outflow of the capital and deferral of the investment decisions of the investors until after the election, it may well be said that the politicians fail to influence the real exchange rate for their self-interests.

In multi-party democratic systems, where there is no absolute majority, the political parties are forced to cooperate. The cooperation is built on negotiations that result in several side effects including also concessions and compromises in the program. This analysis focused on the fulfillment of the coalition party promises in the Czech Republic, specifically on Prime Minister Bohuslav Sobotka´s government. The input data of the research consisted of a prepared set of testable political promises from the pre-election programs of selected political parties. The promises were compared with the contents of the coalition agreement, the government’s policy statement. It was found that coalition political parties selected by the government within the framework of coalition cooperation managed to enforce approximately 36 % of their election promises. At the program level, 24 % of promises were enforced. In areas that increase the personal budget of voters, government political parties have pushed 76 % of promises. Regardless of their cooperation, they made approx. 52 % of the election promises during the parliamentary term. The dominant party of the government was the CSSD.

Drawing on a case study of recent reforms in the Dominican Republic, this technical note derives lessons about strategies to professionalize the civil service. As in other countries with less professionalized civil services, the Dominican Republic's political economy is biased against reform: promises of public employment tend to be important to successful electoral mobilization. Nonetheless, passage of a new public service law and its partial implementation were achieved. The case study finds that the construction of a broad societal coalition demanding reform may account for this puzzle. For legislative approval, alliance formation extended to not only traditional reform allies, such as the international community, NGOs, business associations, the media, progressive governing legislators and a politically influential minister, but also novel allies, including opposition parties. Reform implementation was fostered by the periodic and well-publicized societal monitoring of an achievable set of reform objectives aligned with the strategic priorities of the Ministry of Public Administration. As a result, political incentives were tilted towards legal reform passage and incremental compliance in civil service subsystems such as organizational structures, information systems and training not perceived as threatening to core electoral mobilization interests, yet not in more politically contentious subsystems, such as recruitment and selection. The case study underscores the desirability of constructing broad societal coalitions to enable civil service professionalization particularly in contexts where potential societal veto actors with vested interests, such as public sector unions, are largely absent. It also underscores the continued weight of political economy constraints in conditioning the subsystems in which civil service reform implementation may be achieved.

Between 1988 and 2008, tax legislation was changed 83 times, fiscal federal rules 14 times, and budgetary institutions sixteen times. Tax and budgetary reforms moved from centralizing revenue sources and spending authority in the federal government to mild decentralization lately. Fiscal federal rules combined centralization of revenues and management in the federal government with short-term compensations for the provinces. This paper contends that reform activism can be explained by the recurrence of economic and policy shocks while reform patterns may be accounted for as consequences of the decreasing political integration of national parties in a polity whose decisionmaking rules encourage the formation of oversized coalitions. The decrease in political integration weakened the national party leaderships ability to coordinate intergovernmental bargaining, and strengthened the local bosses and factions needed to form oversized coalitions.

The Semiconductor Industry Association (SIA) is promoting the Creating Helpful Incentives to Produce Semiconductors (CHIPS) for America Act, introduced in Congress in June 2020. An SIA press release describes the bill as “bipartisan legislation that would invest tens of billions of dollars in semiconductor manufacturing incentives and research initiatives over the next 5-10 years to strengthen and sustain American leadership in chip technology, which is essential to our country’s economy and national security.” On June 8, 2021, the Senate approved $52 billion for the CHIPS for America Act, dedicated to supporting the U.S. semiconductor industry over the next decade. As of this writing, the Act awaits approval in the House of Representatives. This paper highlights a curious paradox: Most of the SIA corporate members now lobbying for the CHIPS for America Act have squandered past support that the U.S. semiconductor industry has received from the U.S. government for decades by using their corporate cash to do buybacks to boost their own companies’ stock prices. Among the SIA corporate signatories of the letter to President Biden, the five largest stock repurchasers—Intel, IBM, Qualcomm, Texas Instruments, and Broadcom—did a combined $249 billion in buybacks over the decade 2011-2020, equal to 71 percent of their profits and almost five times the subsidies over the next decade for which the SIA is lobbying. In addition, among the members of the Semiconductors in America Coalition (SIAC), formed specifically in May 2021 to lobby Congress for the passage of the CHIPS for America Act, are Apple, Microsoft, Cisco, and Google. These firms spent a combined $633 billion on buybacks during 2011-2020. That is about 12 times the government subsidies provided under the CHIPS for America Act to support semiconductor fabrication in the United States in the upcoming decade. If the Congress wants to achieve the legislation’s stated purpose of promoting major new investments in semiconductors, it needs to deal with this paradox. It could, for example, require the SIA and SIAC to extract pledges from its member corporations that they will cease doing stock buybacks as open-market repurchases over the next ten years. Such regulation could be a first step in rescinding Securities and Exchange Commission Rule 10b-18, which has since 1982 been a major cause of extreme income inequality and loss of global industrial competitiveness in the United States.

This study describes the main actors (formal and informal) involved in the budget-making process in Ecuador, and presents evidence regarding the main political and economic determinants of fiscal performance. It also discusses whether different political and institutional arrangements governing the budget process affect incentives for the composition of the budget. This paper seeks to fill a gap in the scholarly literature by analyzing the formal rules, incentives, and coalition dynamics of the relevant budget players behind the process of design, approval, execution, and oversight of budgets. The current research agenda requires a systematic analysis of the different arenas and stages in which budgets are made. The variable of interest is the quality of budget outcomes, a composite notion that seeks to evaluate four dimensions of budget performance: whether budgets allocations are representative of the interests of the majority, are sustainable over time, are efficiently allocated, and can be adaptable to changing economic circumstances. The paper tests the validity of the proposed analysis of budget dynamics in Ecuador, a country where major political and economic transformations of recent years, including the adoption of considerable constitutional reforms in 1998 and the move to dollarization in 2000 should have altered the representative, efficiency, flexibility, and sustainability of budget outcomes.

This report offers a systematic analysis of Slovenian political parties in online campaigning during the 2024 EP elections. It draws on a dataset of political parties and their online representations, selected from official party websites and dominant social media platforms, such as Facebook, Instagram and TikTok, in May 2024. The results show that Slovenian parties’ communication during the 2024 EP campaign was quite self-referential, accompanied by images of the candidates, indicating a high degree of personalization of politics. Moreover, the results show the “non-European orientation” of the campaign, as domestic issues dominated the parties’ social media profiles and websites. Furthermore, the content analysis of the parties’ websites revealed five issues where some cross-party differences in attitudes were observed: 1) agreement in party attitudes towards the environment; 2) on Ukraine and Palestine, parties on the right took different positions; 3) the centre-left coalition supported the government’s domestic policy the most; 4) right-wing actors tended to frame migration and minority rights in a restrictive way; actors with a left-wing orientation took a more humanitarian approach; and 5) left-wing actors were most tolerant vis-à-vis gender and reproductive rights. The results, therefore, imply a clear distinction between Slovenian parties of the left and right during the 2024 EP campaign.

Russia’s military intervention in Georgia in 2008 has forever changed the security environment for Tbilisi. Borderization, Russian military and semi-military bases on Georgian territory, and Moscow’s unofficial annexation policy in two regions of Georgia are among the issues Tbilisi faces due to the Kremlin’s five-day war against Georgia. Moreover, more than 200 000 thousand people remain Internally Displaced Persons in Georgia, waiting to exercise their right of dignified return to occupied regions currently remaining under illegal Russian control. This paper analysis ongoing Geneva International Discussions involving Georgia and Russia and the prospects of reaching a consensus on a dignified return of Internally Displaced Persons to their homes. The paper concludes that currently, the Georgian Government does not hold leverage against Russia to alter the course of the negotiations process. Official Tbilisi should concentrate on the long-term objective – building trust with the representatives of Georgia's occupied regions to consider coalition-building in negotiations in case favorable changes affect power asymmetry between Georgia and Russia and the opportunity window for Georgia to affect occupied regions' decisions without Russian interference appears.

This paper focuses on the implementation of corporate sustainability, or Environment, Social and Governance, reporting. The introduction from 2023 of mandatory reporting is a key milestone in sustainability. Adopting a comparative case method, we identify as related case studies Materiality (in reporting), Transition (in corporate strategy), and Stewardship (in fund management). We compare these by applying the theory-led themes of system openness, the agency or power of coalitions in producing and acting upon reports, contests in the qualification of key data, and through business exchanges related to or enabled by sustainability reports. Drawing on a two-year applied project, we elaborate upon policy, regulation, business and industrial markets, and business relationships. We find that Materiality is the most stable and well-framed system. It produces key outcomes in depicting a reporting company’s sustainability risks and opportunities. Transition is the most open, influenced by global and jurisdiction task forces, for example tasked with achieving net zero policy obligations. Stewardship in the UK articulates a set of principles, which guide fund managers in engaging with investee companies. We conclude that sustainability policy is at the same time setting in progress the forming of three systems, corresponding to this paper’s three case studies. Each has its own development, function and sets of facts, though each is beginning to achieve its function through interactions and exchanges with the other two.
