Abstract This article analyses the question of a relationship between biodiversity and climate change. The legal framework for the protection of biodiversity from climate change is contained in the climate change system of treaties, i.e. the 1992 United Nations Framework Convention on Climate Change; the 1997 Kyoto Protocol; the 2015 Paris Agreement, on one hand; and the 1992 Convention on Biological Diversity on the other. There are also important global Conventions which contribute to combating of impacts of climate change on biodiversity, such as the Desertification Convention and the Ramsar Convention. The article discusses the principle of common but differentiated responsibilities within the context of climate change and biodiversity. The case study is the Arctic, which illustrates the impact of climate change on biodiversity.

The United Nations Framework Convention on Climate Change accepted in 1992 at the Earth Summit in Rio de Janeiro provides principles and framework for cooperative international action on mitigating climate change. But it soon became clear that more radical targets were needed to encourage particular countries to reduce greenhouse gas emissions. In response, countries that have ratified the United Nation Framework Convention on Climate Change accepted the Kyoto Protocol in 1997. The rulebook for how the Kyoto Protocol will be implemented – the Marrakech Accord, was agreed in 2001. This paper describes political instruments and facilities of mitigating climate change by forestry proposed in those political documents.

Abstract On the ground that climate change poses a great threat to societies and economies, it became evident for policy makers that attention should be given to the problem of adaptation, i.e. adaptation measures should be undertaken to minimize the adverse impacts of climate change. As the debate on the adverse impacts of climate change advanced at international level, states are taking actions at national, regional and local levels. Along with the increase awareness regarding importance of adaptation, regulations designed to prepare states to strengthen their resilience to climate change, has been developed in climate change treaties. Paris Agreement seems to be the first global agreement which addresses adaptation as one of its key goals and links it with mitigation efforts. The purpose of this article is to discuss the most important regulations and programmes within the regime established by the Framework Convention and the Paris Agreement concerning adaptation to climate change.

Arild Underdal has been at the center of an important community of scholars studying global environmental governance. Since the 1990s that community, along with many other scholars globally, has offered important insights into the design and management of international institutions that can lead to more effective management of environmental problems. At the same time, diplomats have made multiple attempts to create institutions to manage the dangers of climate change. This essay looks at what has been learned by both communities—scholars and practitioners—as their efforts co-evolved. It appears that despite a wealth of possible insights into making cooperation effective very few of the lessons offered by scholars had much impact during the first two decades of climate change diplomacy. Indeed, basic concepts from cooperation theory and evidence from case studies—many developed in Arild’s orbit—can explain why those two decades achieved very little real cooperation. The new Paris agreement may be changing all that and much better reflects insights from scholars about how to build effective international institutions. Success in the Paris process is far from assured and scholars can contribute a lot more with a more strategic view of when and how they have an impact.

This study examines the political processes through which the Framework Convention on Climate Change was negotiated and the initial efforts of the United States, the Netherlands, and Japan to adopt national policies and measures to implement it. Using the Advocacy Coalition Framework (ACF) as a theoretical lens, it looks in particular at coalition behavior in the policy processes at the international, national, and sub-national levels, and the nature of cooperation and coordination both within and between these levels. In doing so, it attempts to shed additional light on the capacity and propensity of national governments to implement international environmental agreements.

Climate change is the most important issue of our time due to its potential to very seriously disrupt the life sustaining systems of planet Earth as well as its intersec-tions with other important challenges facing humanity. The United Nations Frame-work Convention on Climate Change is the key platform upon which the political process of international climate change politics takes place. The aim of this work is to produce an analysis of the role of transnational climate change advocacy networks in this political process and their internal power dynamics and thus contributing to the understanding of a crucial aspect of this political process. To advance this aim, this thesis engages with two objectives. First, a detailed ethnography is developed which serves to illustrate the political work of the environmental advocacy NGOs involved within this process, especially those that are members of Climate Action Network International (CAN-I). This approach is suitable to uncover the internal dynamics and structures of that NGO network as well as its complex and multi-layered relationships within the larger political configuration of the UNFCCC treaty process. Secondly, the investigation is advanced by analysing this ethnography through the lens of a critical theory of the public sphere. In particular, this analysis features more contemporary conceptualisations of the public sphere which stress the multiplicity of the public sphere concept including notions such as internal and external public spheres, counterpublics, and nested public spheres. Owing to this research design, the thesis has a degree of hybridity: it is expressly both an empirical thesis, with strong empirical flavour imparted by the focus on the detailed ethnographic account, as well a theoretical thesis offering an original contribution that is advanced throughout the thesis. The main theoretical thesis and contribution is that the theory of the public sphere is appropriate to analyse the political practice of civil society engagement on a transnational level if it is further developed to allow for greater degree of multiplicity and a broader conceptualisation of the notions of the “centre of authority” and the translation of the public opinion.

Almost twenty years after the signing of the United Nations Framework Convention on Climate Change and negotiations over mitigation and adaptation strategies to reduce greenhouse gas emissions began, the negotiations continue to fall short of scientific goals to curb warming. Current UNFCCC procedures do not provide for mediation in the process of negotiations. Public policy mediation has been used often at local, national, and regional levels to resolve environmental disputes. The characteristics of the climate change negotiations suggest that mediation may provide a number of benefits to the negotiations. Scholars and practitioners have developed criteria for determining the suitability of applying mediation to a dispute. The UNFCCC negotiations meet the majority of these criteria. However, the urgency of the issue, its complexity, the number of stakeholders, institutional capacity, and the power parity of the parties suggest mediation may be most beneficial if applied on a small scale at the UNFCCC negotiations.

The Swedish government is legally obliged to conduct climate policy work that will protect nature and humanity from the harmful effects of climate change. Obligations related to the environment arise under Swedish domestic law, European law and international law. This thesis investigates the possibilities for the Swedish public to initiate climate change litigation against the Swedish government due to insufficient climate actions. I examine three climate change litigation approaches from selected jurisdictions, including Germany, the Netherlands, Norway and the United Kingdom. By transposing the three litigation approaches into the Swedish legal order I seek to discuss the possibilities for the public to challenge the Swedish state's responsibility in climate matters. This thesis claims that the possibilities for the concerned public to address climate change are restricted. International obligations derived from the European Convention on Human Rights and the Aarhus Convention have given individuals substantive rights and procedural rights in matters related to the environment. However, the implementation of the international obligations are not always enshrined in the national law.

Global warming is a current topic on the international agenda. The rise of temperature in the atmosphere threatens populations living on island, deltas and coastal areas, and people living nearby the Arctic and areas covered by permafrost are threatened. In turn this leads to the people in these areas being projected to be homeless or displaced due to climate change and the rising numbers of natural disasters. Those people are what you can label as climate refugees. According to IOM and Brown (2001) climate refugees are persons who for compelling reasons of change in the environment which change their living conditions have to escape their homes, either within their country or abroad.The United Nations Refugee Convention is the binding legislation followed by 147 (in 2008) of the UN member states. Either the UN Refugee Convention or any other international law recognizes climate refugees, and those people are due to that not granted any legal status. Who will protect these people when they have to escape their homes? This paper aims to explore what distinguish climate refugees from the refugees embraced by the UN Refugee Convention by a comparative literature review, for in this way be able to recognize the assumptions that make the United Nations to not classify climate refugees with refugee status. Both groups of refugees has in common that they live under the pressured decision they have to make as they flee their native homes to ensure their own and their families survival according to Grove (2006).In the long run both climate refugees and the UN Refugee Convention embraced refugees face the same traumatic experiences escaping their homes and have due to that the similar right to get the same mental help and be protected under international law. But populations facing the effects of global warming do not want to leave their land and believe it is an issue of human rights.

The objective of this thesis is to analyze the process of the development of climate change regime within the context of international environmental politics. In this context, this thesis aims to scrutinize how principles, norms, rules and decision-making procedures concerning climate change regime have been created during the course of the climate change cooperation. To this end, having started with the explanation of the emergence of environmental issues as a topic of international politics, the thesis focuses on the general assessment of climate change in terms of science and environmental politics. Then, international climate change negotiations together with the United Nations Framework Convention on Climate Change and the Kyoto Protocol that constitute the basis for climate change regime are studied in this thesis. Finally, the thesis will elaborate on the positions and policies of the key players in relation to climate change for the purpose of clarifying their roles in the formation of climate change regime. This thesis concludes cooperation on climate change constitutes an example of a regime established within the scope of international environmental politics.

The Framework Convention on Climate Change has yet to deal with tropical deforestation although it represents an important source of greenhouse gas emissions. In December 2005 negotiations on a possible regime to reduce emissions from deforestation resume under the impulse of a regime proposal based on the concept of compensated reduction. Over the course of 2006 Panamanian policy-makers working within the National Environmental Authority (ANAM) determine that such a regime is in the interest of Panama given that the integrity of the Kyoto Protocol's existing flexibility mechanisms is protected. However reducing its deforestation rate is not currently possible for Panama due to ANAM's limited institutional capacity to act on the field and limited political capacity to influence the national agenda. Important up-front flows of funds from developed countries combined with the adoption of a progressive project based compensation mechanism could contribute to reverse this trend.

AbstractThe need to heighten climate action momentum is a key outcome of the Climate Action Summit organized by the United Nations (UN) in September, 2019. The same concern reverberated in most of the presentations and discussions at the twenty-fifth Conference of Parties (COP 25) – the annual climate summit under the United Nations Framework Convention on Climate Change (UNFCCC). This chapter seeks to investigate the relevance of the call for more climate action in terms of what further climate priorities and strategies are required in the context of the existing climate change partnership between Africa and the European Union (EU). It relies on liberal institutionalism as its theoretical framework and data from a range of purposely selected secondary sources as reference points. Beyond arguing the case for more climate action to further strengthening the Joint Africa-EU Strategy (JAES), particularly in the area of environmental partnership, this chapter emphasizes the need to align the required further climate action with the mitigation goals of the Paris Agreement and the UN transformative initiatives on the global climate action. It concludes with an insight into some policy recommendations, including the need for a dedicated and regional-based approach in tackling Africa’s climate change beyond the conventional worldwide UNFCCC (United Nations Convention on Climate Change) framework that has failed to deliver tangible results for some time past.

Global warming and extreme weather events reported in the last years have attracted a lot of attention not only in academia and media but also in the shipping industry. Three important questions have been in focus: will occurrence of extreme weather events increase in the future, which geographical locations will be most affected, and to what degree will climate change affect future ship traffic and design of ship structures. Observed and projected changes in wave conditions are expected to have the largest effect on ship design and operations in comparison to other environmental phenomena. The present study briefly summarizes recent investigations addressing changes of significant wave height in the North Atlantic, including the last findings of IPCC (Intergovernmental Panel on Climate Change), and discusses how these changes can be included in environmental description used for ship design. It is also interesting to notice that climate changes resulting in some ocean regions in increase of storm activity (intensity, duration and fetch) and changes of storm tracks may result in secondary effects such as increased frequency of occurrence of abnormal waves, also called rogue or freak waves. This study shows how the scientific findings on climate change and rogue waves can be incorporated in the risk-based approach used in current design practice of tankers, and ships structures in general. Further, it demonstrates the effect of climate change and rogue waves on tanker design, particularly on the safety level of current design practice. Finally, the present paper discusses how structural design of ships can be upgraded to account for climate change and rogue waves but economic consequences do not need to be significant.

Ocean going ships are exposed to the environmental forces from waves and wind and the expected environmental loads over the life cycle of the ship need to be taken into account in the design. Classification societies have, by gathering historical observations of met-ocean conditions, developed rules based on semi-analytical models for response and strength, empirically modified to obtain agreement with observations. The safety level of existing ship structures is thus, to a large extent, defined by failure statistics and proven by successful operational experience. The fundamental assumption behind this practice is that observed data are stationary and ergodic. Because of climate change this no longer holds, however, and within a climate change perspective, the historic data will not represent a valid met-ocean description of future conditions. Therefore, the effect of climate change needs to be considered in ship design and operations. Even though there is general agreement among the majority of the world’s leading climate scientists that the world is experiencing climate change, there are still large uncertainties related to any climate projections and this uncertainty must also be taken into consideration. In this paper, the potential effect of climate change on the ocean wave climate is investigated and the possible impacts on safety of ships are demonstrated using the wave induced bending moment as an example. In particular, projections of the wave climate for a location in the North Atlantic Ocean will be analyzed and related uncertainties will be presented. The results will be discussed in the perspective of a risk-based framework for climate change adaptation, which is adopted in order to evaluate different design options.

The shipbuilding industry is considered a very traditional business that experiences long transitional periods to implement major changes, especially in its approach and execution of major business and cultural changes. This reluctance to adopt major changes is mainly due to the industry’s long product development and build cycles compared to other industries, such as automobiles and airplanes. The loner ship cycle, which can be as long as 10-20 years for military builds, is much longer than the cycles typically found in other industries, which are on the order of 1-5 years. Pressure to change in the shipbuilding industry has typically been forced due to economic conditions, wartime efforts or the introduction of new and improved technologies required by customers. Sequestration has recently placed increasing pressure to reduce the cost and number of military ships sponsored by the Federal Government. The key driver to this is our country’s overall economic climate, as well as the global economy. Consequently, this global cost pressure is affecting both military and commercial construction worldwide. Every day, our industry news sources discuss our Government’s shortage of naval shipbuilding funds and the need to cut the number of and the cost of each of these designs. Global shipbuilding orders are down due to overcapacity and reduced customer demand. The US shipbuilding industry is facing some very critical challenges, both domestically and internationally. These challenges must be addressed so that our industry can maintain its national strategic capability.

Economic factor and stringent emission standards are imposing constraints on current and future operation of power plants in the maritime industry. Hence, research institutions have intensified investigation on technologies for emission control and economy using alternative and sustainable/renewable fuels to achieve friendly environment. In this study, the combustion characteristics of natural gas and hydrogen fuelled compression ignition engine operated under stable condition using either neat or emulsified rapeseed methyl ester (RME) for pilot ignition were investigated. Ignition delay and rate of cylinder pressure rise at 1000 and 1500 r/min were obtained at various gas flow rates while the emission of NOx, CO2 and HC were measured. NOx concentrations were compared with the regulated IMO MARPOL73/78 and United States Environmental Protection Agency (EPA) Tier 3 standards and were observed to be lower than the MARPOL 73/78 level at both speeds and the EPA standard at 1500 r/min for the minimum specification of category 1 engines. Emulsified RME fuel pilot injection reduced NOx emission at all test conditions using natural gas. The use of hydrogen subscribed mainly in the reduction of particulate matters (PM) and CO2 and hence will contribute in the reduction of greenhouse effect (climate change) on the environment.

The Green Climate Fund (GCF), established in 2010 at the 16th Conference of Parties (COP16) under the United Nations Framework Convention on Climate Change (UNFCCC), is now the world’s largest climate financing institution. It has a current investment portfolio of 43 approved projects totaling around US$2 billion, and has 48 Accredited Entities (AEs) to support implementation, including UN agencies, banks, NGOs, and private companies. Through its investments, the GCF aims to achieve a paradigm shift in developing countries, toward low-emissions development and climate resilience. GCF investments must indicate whether and how they could impact Indigenous Peoples, local communities, and women who are most at risk from the adverse effects of climate change (e.g. via environmental and social management plans). These goals, however, are currently being challenged by inadequacies in the Fund’s policies and frameworks. GCF safeguards fail to recognize the critical contributions of rural peoples to the maintenance of ecosystem services that are essential to international climate and development objectives, and to offer adequate protection for their land and resource rights. Drawing on international standards and GCF policy documents, this report traces the adequacy and implementation effectiveness of the Fund’s current institutional frameworks across a representative sample of approved projects. Noting critical gaps in nearly every aspect of the Fund’s operational modalities and project approval processes, the report calls on the GCF to take progressive steps to make Indigenous Peoples’ and local communities’ rights a key part of its climate actions going forward.

Could the future of our planet be decided on Zoom? The feasibility of “online climate negotiations” was the issue the OnCliNe project initially set out to assess. However, experiences over the last 18 months illustrated that many of the diverse activities organised under the umbrella of the United Nations Framework Convention on Climate Change (UNFCCC) could be held online, albeit with challenges. The real question was whether they could be held in ways that increase the effectiveness, inclusiveness and transparency of the UNFCCC process. This report reflects the sentiment of many stakeholders that there is an opportunity to harness the interruption and introspection that the pandemic imposed into a “positive disruption” of the process. If actions taken now can transcend the tendency to return to “business as usual” as soon as circumstances allow, and instead work towards a meaningful transformation of the climate talks, the UNFCCC process can be made more fit for purpose for tackling one of humanity’s greatest challenges. This will require creativity, courage, and active and decisive leadership.

The interconnections between countries in a globalizing world continue to deepen and are central to the modern international economy. Yet, governance efforts to build resilience to the adverse risks and impacts of climate change are highly fragmented and have not sufficiently focused on these international dimensions. Relationships between people, ecosystems and economies across borders change the scope and nature of the climate adaptation challenge and generate climate risks that are transboundary (Challinor et al., 2017). Climate impacts in one country can create risks and opportunities – and therefore may require adaptation – in other countries, due to cross-border connectivity within regions and globally (Hedlund et al., 2018). These Transboundary Climate Risks (TCRs) may develop in one location remote from the location of their origin. This dynamic necessitates examining the governance structures for managing climate change adaptation. For example, with regard to trade and international supply chains, climate change impacts in one location can disrupt local economies and vulnerable people’s livelihoods, while also affecting the price, quality and availability of goods and services on international markets (Benzie et al., 2018). Coffee is one of the most traded commodities in the world with an immensely globalized supply chain. The global coffee sector involves more than 100 million people in over 80 countries. Coffee production and the livelihoods of smallholder coffee farmers around the world are at risk due to climate change, threatening to disrupt one of the world’s largest agricultural supply chains. The coffee supply chain represents an important arena for public and private actors to negotiate how resource flows should be governed and climate risks should be managed. Currently, neither governments nor private sector actors are sufficiently addressing TCRs (Benzie & Harris, 2020) and no clear mandates exist for actors to take ownership of this issue. Furthermore, the United Nations Framework Convention on Climate Change (UNFCCC), the main body for climate change policy and governance, does not provide any coherent recommendations on how to manage TCRs. This governance gap raises questions about what methods are likely to effectively reduce climate risk and be taken seriously by coffee market stakeholders. This policy brief explores different ways to govern TCRs, and how public and private actors view their effectiveness and legitimacy. Focusing on the Brazilian-German coffee supply chain, the brief presents a deductive framework of five governance pathways through which TCRs could be managed. It is based on 41 semi-structured interviews with 65 Brazilian and German public and private experts, including roasters, traders, cooperatives, associations and certification schemes, as well as government ministries, international development agencies, international organizations and civil society representatives.

In December 2015, the Paris Agreement was adopted at the 21st Conference of the Parties (COP21) of the United Nations Framework Convention on Climate Change (UNFCCC). Five years after the submission the NDC proposals and their initial implementation, signatory countries had to update and share the progress of their NDCs in 2020. This study carried out by Asociación Ambiente y Sociedad, ONAMIAP (National Organization of Andean and Amazonian Indigenous Women of Peru) and RRI analyzes the degree that human rights, women’s rights, and the rights of Indigenous Peoples and Afro-descendants are included in the NDCs of Colombia and Peru, as well as in the processes related to updating them.

Countries globally are committing to achieve future greenhouse gas emissions reductions to address our changing climate, as outlined in the Paris Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties. These commitments, called nationally determined contributions (NDCs), are based on projected anthropogenic greenhouse gas (GHG) emissions levels across all sectors of the economy, including land use, land use change, and forestry (LULUCF) activities. Projecting LULUCF emissions is uniquely challenging, and the uncertainty of future LULUCF emissions could require additional mitigation efforts in the land use sectors to reduce the risk of NDC noncompliance. The objectives of this paper are to provide critical information on what forest sector mitigation activities are currently underway in the United States on private lands, review recent literature estimates of the mitigation potential from these activities (and associated economic costs), identify gaps in the literature where additional analytical work is needed, and provide recommendations for targeted mitigation strategies should US emissions approach or exceed targeted post-2020 NDC levels.

Faced with growing environmental threats, governments and the international community have sought ways to halt biodiversity loss and ecosystem degradation and realize global climate and development priorities. Today, expanding the global network of protected areas is a key approach for achieving the goals of the Convention on Biological Diversity (CBD), the 2030 Agenda for Sustainable Development, and the Paris Agreement on climate change. But human pressure is increasing in and around protected areas, and far from improving the lives of those affected by the growing number of conservation initiatives, land and forest sequestration through “fortress” conservation approaches is creating chronic patterns of abuse and human-rights violations. In a context where many protected areas are underfunded and therefore limited in their capacity to deliver climate or biodiversity outcomes, the push for still more and even larger parks and conservation areas only stands to exacerbate the existing funding gap and the potential for injustice. Yet, despite widespread poverty and insecure resource rights, evidence shows that Indigenous Peoples and local communities are nevertheless spending their limited resources on conservation efforts and achieving outcomes that are at least equivalent to those of government-funded protected areas. As this brief shows, there is an urgent need to replace the fortress-conservation model with rights-based approaches to both improve conservation outcomes and end human-rights abuses committed in the name of conservation.

The need for a managed transition away from fossil fuel production raises the question of whether and how countries are addressing this need in their national communications to the UN Framework Convention on Climate Change (UNFCCC). A previous 2019 analysis of the first round of nationally determined contributions (NDCs) and long-term, low-emissions development strategies (LT-LEDS) found that few countries discussed how they would address fossil fuel production as part of their climate mitigation activities. Here, we examine new and updated NDCs and LT-LEDS, finding a growing number of NDCs and LT-LEDS that address fossil fuel production as part of mitigation. For the first time, several countries incorporate policies and/ or pathways for a managed decline of fossil fuel production. In contrast, many others foresee continued or expanded fossil fuel production, with no mention of efforts to prepare for a transition. Opportunities remain for countries to make better use of NDCs and LT-LEDS to align fossil fuel production with the Paris Agreement, including by more comprehensively reflecting on the equity implications of their plans, as well as addressing how countries plan to diversify their economies, ensure a just transition for workers, and cooperate internationally on a managed wind-down of fossil fuel supply. As COP26 approaches, this window of opportunity is still open, but it is rapidly closing.

The subject of carbon pricing is rising up the global policy agenda, as countries take action in the aftermath of the United Nations Framework Convention on Climate Change’s Conference of the Parties 26 summit in November 2021. South Africa is the only country in sub-Saharan Africa to have enacted a carbon tax to date, and, globally speaking, was ahead of the curve when it started to consider its implementation at the start of 2010. With a historically energy-intensive and carbon-intensive economy as a core feature of its minerals-energy complex, South Africa is the world’s 14th largest emitter of greenhouse gases, and the largest emitter on the continent. Its electricity grid is the world’s most carbon-intensive, and its primary energy consumption is ranked 17th globally. While the country’s gross domestic product is the 30th highest in the world, it is also one of the most unequal. It has a legacy of socioeconomic and political exclusion, and marginalisation created by the apartheid history that has persisted in the decades since the democratic transition in 1994. This paper asks to what extent and in what way has South Africa’s political economy shaped the process and implementation of its carbon tax? In answering this question, the report explores and analyses the design and implementation of the tax; the key criticisms to which it has been subjected; the effectiveness of the tax, not least in light of the considerable allowances and exemptions that have been included in its design; the relationship between the carbon tax and other existing climate change policies; and the potential relevance of South Africa’s experience for other countries on the continent.

IMOU 5107 aims to gain new insight into slow-moving landslides and the influence of climate changes through testing conventional and emerging monitoring technologies along strategically important sections of the national railway network in the Thompson River valley, British Columbia, and the Assiniboine River valley along the borders of Manitoba and Saskatchewan. The results of this research will be applicable to other sites in Canada, and elsewhere around the world where slowmoving landslides and climate change are adversely affecting critical socio-economic infrastructure.
