ABSTRACTThe role of decolonization in the decline of the British empire has received a great deal of attention. In comparison there has been little research or analysis of the process of dedominionization affecting Australia and the other dominions. During the Second World War economic ties were seriously weakened and there were substantial conflicts over economic policy between the British and Australian governments. Australia refused to reduce imports in order to conserve foreign exchange, thus contributing to the United Kingdom's debt burden. The Australian government insisted that the British guarantee Australia's sterling balances and refused to adopt the stringent fiscal policies requested by the Bank of England and the British treasury. Australia also took the opportunity to expand domestic manufacturing industry at the expense of British manufacturers. Economic separation and conflict were complemented by political and strategic differences. In particular, the Australian government realized that British military priorities made it impossible for the United Kingdom to defend Australia. This led the Australians towards a policy of cooperating with the British embargo on Japan, only to the extent that this would be unlikely to provoke Japanese military retaliation. In general, the Australians preferred a policy of compromise in the Far East to one of deterrence preferred by the British.

Abstract:This paper aims to explain why South Australian agricultural land use is focused on continually increasing productivity, when the majority of produce is exported, at the long-term expense of agriculturally-based communities and the environment. A historical analysis of literature relevant to the agricultural development of South Australia is used chronologically to report aspects of the industry that continue to cause concerns in the present day. The historically dominant capitalist socio-economic system and ‘anthropocentric’ world views of farmers, politicians, and key stakeholders have resulted in detrimental social, environmental and political outcomes. Although recognition of the environmental impacts of agricultural land use has increased dramatically since the 1980s, conventional productivist, export oriented farming still dominates the South Australian landscape. A combination of market oriented initiatives and concerned producers are, however, contributing to increasing the recognition of the environmental and social outcomes of agricultural practice and it is argued here that South Australia has the opportunity to value multifunctional land use more explicitly via innovative policy.

Muslims have a long history in Australia. In 2016, Muslims formed 2.6 per cent of the total Australian population. In this article, I will discuss Australian Muslims’ citizenship in two time periods, 2006–2018 and 2020. In the first period, I will examine Australian Muslims’ identity and sense of belonging, and whether their race or culture have any impact on their Australian citizenship. I will also discuss the political rhetoric concerning Australian Muslims. In the second period, 2020, I will examine Australian Muslims’ placement as returned travellers during the COVID-19 period. I conclude that, from 2006 to 2018, Islamophobia was rampant in “othering” many Australian Muslims. And in 2020 the Australian government has adopted a policy of inclusion by repatriating its citizens (both Muslims and non-Muslims), but with the COVID-19 crisis, a new dimension of discrimination has been added onto ethnic minorities – in this case Bangladeshi Australians who are mostly Muslims. They are now looked upon as the “other quarantined” or “detained Australian citizens”.

Even early on, political blogging in Australia was not an entirely alternative endeavour – the blogosphere has seen early and continued involvement from representatives of the mainstream media. However, the acceptance of the blogging concept by the mainstream media has been accompanied by a comparative lack of acceptance of individual bloggers. Analyses and commentary published by bloggers have been attacked by journalists, creating an at times antagonistic relationship. In this article, we examine the historical development of blogging in Australia, focusing primarily on political and news blogs. We track the evolution of individual and group blogs, and independent and mainstream media-hosted opinion sites, and the gradual convergence of these platforms and their associated contributing authors. We conclude by examining the current state of the Australian blogosphere and its likely future development, taking into account the rise of social media, particularly Twitter, as additional spaces for public commentary.

This article draws on previously classified Australian and British archival material to reevaluate Australian Prime Minister Gough Whitlam's foreign policy. The article focuses on the Whitlam government's decision in 1973 to withdraw Australian forces from Malaysia and Singapore—a decision that constitutes a neglected but defining episode in the evolution of Australian postwar diplomacy. An analysis of this decision reveals the limits of Whitlam's attempt to redefine the conduct of Australian foreign policy from 1972 to 1975, a policy he saw as too heavily influenced by the Cold War. Focusing on Whitlam's approach to the Five Power Defence Arrangement, this article contends that far from being an adroit and skillful architect of Australian engagement with Asia, Whitlam irritated Australia's regional allies and complicated Australia's relations with its immediate neighbors. Australia's subsequent adjustment to its neighborhood was not the success story implied in the general histories of Australian diplomacy. Whitlam's policy toward Southeast Asia, far from being a “watershed” in foreign relations, as often assumed, left Australia increasingly isolated from its region and more reliant on its chief Cold War ally, the United States.

Purpose The purpose of this paper is to consider the national and international political-economic environment in which Australian university research grew. It considers the implications of the growing significance of knowledge to the government and capital, looking past institutional developments to also historicise the systems that fed and were fed by the universities. Design/methodology/approach The paper is based on the extensive archival research in the National Archives of Australia and the Australian War Memorial on the formation and funding of a wide range of research programmes in the immediate post-war period after the Second World War. These include the Australian Atomic Energy Commission, the NHMRC, the Commonwealth Scientific and Industrial Research Organisation, the Australian Pacific Territories Research Council, the Commonwealth Office of Education, the Universities Commission and the Murray review. This research was conducted under the Margaret George Award for emerging scholars for a project entitled “Knowledge, Nation and Democracy in Post-War Australia”. Findings After the Second World War, the Australian Government invested heavily in research: funding that continued to expand in subsequent decades. In the USA, similar government expenditure affected the trajectory of capitalist democracy for the remainder of the twentieth century, leading to a “military-industrial complex”. The outcome in Australia looked quite different, though still connected to the structure and character of Australian political economics. Originality/value The discussion of the spectacular growth of universities after the Second World War ordinarily rests on the growth in enrolments. This paper draws on a very large literature review as well as primary research to offer new insights into the connections between research and post-war political and economic development, which also explain university growth.

Representations of First Nation Australian and Torres Strait Islanders (First Nation Australians) in children’s literature have gone through many changes since the first literature for children published in the late 1800s. These representations often conformed to and perpetuated negative stereotypes that have changed with the social and political landscape. Given the degree of cultural investment in children’s and young adult literature it is important to work towards a landscape in which negative stereotypes give way to representations reflecting deeper inter-cultural understandings. In this context, the analysis of contemporary texts representing First Nation Australians has an important role to play. This paper analyses Nanberry: black brother white by Jackie French, published in 2011. Nanberry is of interest as it is a contemporary, critically-acclaimed young adult novel. The aim of this paper is to evaluate the representations of the First Nation Australian characters in the novel with reference to analytical frameworks put forward by Bradford (2001) and Lucashenko (2000/2009). Nanberry introduces alternative narratives about the colonisation of Australia and its impacts by using artistic licence, by the adoption of First Nation Australian perspectives and also the perspectives of other historical figures of whom little to no primary evidence of their lives survives to the present day. Nanberry balances historical research with artistic licence and has an implied young, modern day readership. The intersection of these three factors, has resulted in conflict and incongruities between the characters, the plot and even the cover image. This paper argues that these incongruities and conflicts are highly problematic in relation to the representation of First Nation Australian experience.

This submission groups together four 'TV Hour' documentaries - Red Ted and the Great depression 1994, The Legend of Fred Paterson 1996, The Fair Go: Winning the 1967 Referendum 1999, and Stories from the Split: the Struggle for the Souls of Australian Workers 2005 - researched, developed and produced between1990 and 2005. Each of the submitted documentary films treats an event or individual that made a decisive and lasting contribution to Australian political and social history in the course of the 20th Century. The projects also had the good fortune to win support from institutions such as the Australian Film Commission, the Australian Research Council, the Film Finance Corporation, the Australian Foundation for Culture and the Humanities and the Australian Broadcasting Corporation. The selected films may be viewed as representing a sustained exploration of the relations between documentary modes and production practices, the uses of oral history, the institution of television, and certain understandings of Australian Politics. Taken together, the works exemplify some significant issues in the documentary representation of Australia political and social history. All the films take their content from the field of Australian political and social history; all work within the limits of the 'Television Hour' - from 51 to 60 minutes for public broadcasters; and all emply a mix of interview and archival materials in their construction. Crucially, the films emphasise the experience, opinions and testimaony of participants and witnesses rather than experts. Each film also employs elements of an approach to compilation filmmaking which can be traced to the montage strategy pioneered by the Soviet filmmaker Esther Shub; celebrated by Jay Leyda in his groundbreaking study 'Films Beget Films' (1964).

It assesses their genesis, growth, successes and failures as well as their origins in regard to Australia’s domestic situation and international influences. Various arguments are put forward: groups that emerged in the post World War 2 period are different than preceding groups; the Social Credit movement is in decline; the ideas of neo-Nazi and fascist groups, while powerful, are generally no longer viable; anti-immigration and racial nationalist groups were an attempt to forge an indigenous movement; the role of individual activists are an important element in extreme right political activity; the Confederate Action Party was destroyed by internecine fighting; the Citizens Electoral Council is representative of a movement with the potential to promote dissent in society and may become one of the more important groups of the extreme right; Pauline Hanson’s movement eventually proved damaging to the extreme right. It is concluded that the extreme right has exerted a significant negative influence over Australian society, influencing both national and international trends

This qualitative study investigates the potential for the development of political literacy through the Australian Curriculum subjects of History and Civics and Citizenship. It argues that political literacy is important in the context of the significant challenges facing liberal democracies. Taking a policy trajectory approach, the study analyses the views of curriculum formulators along with its state adaptors and teacher interpreters. Findings indicate acceptance of the importance of political literacy but limited potential for its development. Notably, data indicate the limited implementation of Civics and Citizenship and a disjunction between scholars and teachers over what constitutes political literacy education.

Through the late 20th century, global society experienced waves of unprecedented political and institutional change, but Australia came to be identified as "constitutionally speaking... the frozen continent", unable or unprepared to comprehensively modernise its own fundamental laws (Sawer 1967). This thesis opens up a subject basic to, but largely unexplored in debate about constitutional change: the territorial foundations of Australian constitutional thought. Our conventional conclusions about territory are first, that Australia's federal system has settled around a 'natural' and presumably final territorial structure; and second, that this is because any federal system such as possessed by Australia since 1901 is more decentralised and therefore more suitable than any 'unitary' one. With federalism coming back into vogue internationally, we have no reason to believe our present structure is not already the best. Reviewing the concepts of territory underpinning colonial and federal political thought from 1815 to the present day, this thesis presents a new territorial story revealing both these conclusions to be flawed. For most of its history, Australian political experience has been based around a richer, more complex and still evolving range of territorial ideas. Federalism is fundamental to our political values, but Australians have known more types of federalism, emerging differently in time and place, than we customarily admit. Unitary values have supplied important symbols of centralisation, but for most of our history have also sought to supply far less centralised models of political institutions than those of our current federal experience. Since the 1930s, in addition to underutilising both federal and unitary lines of imported constitutional theory, Australian politics has underestimated the extent to which our institutional treatment of territory has itself become unique. Despite its recent fall from constitutional discourse, territory is also again on the rise. While political debate has been poorly placed to see it, Australia has experienced a recent resurgence in ideas about territorial reform, offering the promise of a better understanding of the full complexity of our constitutional theory and a new 'unfreezing' of the assumption that territorially, Australia will never change. This thesis seeks to inform these vital new debates.

This thesis focuses on the relationship between female politicians and the press in Australia - how they were interviewed and reported on, and how their public image was shaped, between 1970 and 1990. Making use of frame analysis, it examines the way the media framed women elected to parliament, and reveals a pattern of coverage which consistently portrayed women as outsiders in a male political realm. However, it also reveals that the coverage changed over time. There were four major frames through which female politicians were viewed. The ‘iron lady’ frame involved a search for Australia’s first woman Prime Minister, and compared femininity to the exercise of power or authority. The ‘housewife’ frame focused on women politician’s domestic responsibilities, and sprang from an anxiety about the impact of women’s participation in the public sphere on the private sphere. The ‘body’ frame drew attention to women’s weight, appearance and sex lives, often to either explain or query their political success. Finally, the ‘feminist’ frame centered on questions which asked women MPs to define themselves as feminists, and sought their opinions only on narrowly defined women’s issues. Frames were determined by the hook, the headline, and the choice of photograph as well as the narrative of newspaper articles, and repetition of descriptive words. Each frame evolved over time, and each has been shaped by female politician’s criticisms of their treatment at the hands of the press. This thesis shows the previously unexamined relationship between female politicians and the Australian print media is not static or unilateral, but symbiotic, dialogic and constantly changing. As a forum for a broader societal debate about the role of women, the major metropolitan newspapers sustained and shaped, but also undermined a separate spheres ideology. The print media was not monolithic, and competing viewpoints were aired in editorials, articles, comment and opinion pieces. Female journalists in particular played a critical role in introducing and sustaining a debate about a gender bias in political reporting, in the press. I argue analyses must incorporate the agency of women politicians in order to understand the complexities of the women’s responses and resistance to their portrayal as ‘housewife superstars’ in the press, as well as the possibilities for change.

In her book Decolonising Solidarity: Dilemmas and Directions for Supporters of Indigenous Struggles, Clare Land suggest how non-Indigenous people might develop new frameworks supporting Indigenous struggles. Land argues research is deeply implicated with processes of colonisation and the appropriation of indigenous knowledge. Given that architectural archives are central to the research of architectural history, how might these archives be decolonised? This paper employs two disparate archives to develop a framework of how architectural archivists might begin to decolonise these archives. Firstly, these archives are the Grounds Romberg and Boyd Archive (GRB) at the State Library of Victoria (SLV). Secondly, the Greg Burgess Archive is now located at Avington, Sidonia in Victoria. The materials from each of these archives will be discussed in relation to two frameworks. These are the Tandanya-Adelaide Declaration endorsed by The Australian Society of Archivists (ASA) and the Indigenous Cultural and Intellectual Property (ICIP) framework developed by Janke (2019). These archival frameworks suggest how interconnected architectural histories and historiographies might be read, reframed and restored. Decolonising architectural archives will require a continuous process of reflection and political engagement with collections and archives. In pursuing these actions, archivists and architectural historians can begin to participate in the indigenous Reworlding of the archive.

Canada and Australia are remarkably similar countries. Characteristics such as geography, politics, native land issues, and population are notably similar, while the climate may be considered the most obvious difference between the two countries. The pipeline industries are similar as well, but yet very different in some respects too. This presentation will explore some of the similarities and differences between the pipeline industries in both countries. The focus of the discussion will be mainly on long-distance, cross-country gas transmission pipelines. The author of this paper spent 4 years working for TransCanada PipeLines in Calgary in a pipeline design and construction capacity, and has spent 2.5 years working for an engineering consultant firm, Egis Consulting Australia, in a variety of roles on oil and gas projects in Australia. Topics to be addressed include the general pipeline industry organisation and the infrastructure in both countries. The history of the development of the pipeline industry in each country provides insight as to why each is organised the way it is today. While neither system is “better” than the other, there are certain advantages to Canada’s system (nationally regulated) over Australia’s system (currently state-regulated). The design codes of each country will be compared and contrasted. The pipeline design codes alternate in level of detail and strictness of requirements. Again, it cannot be said that one is “better” than the other, although in some cases one country’s code is much more useful than the other for pipeline designers. Construction techniques affected by the terrain and climate in each country will be explored. Typical pipeline construction activities are well known to pipeliners all over the globe: clear and grade, trench, string pipe, weld pipe, coat welds, lower in, backfill and clean up. The order of these activities may change, depending on the terrain and the season, and the methods of completing each activity will also depend on the terrain and the season, however the principles remain the same. Australia and Canada differ in aspects such as climate, terrain and watercourse type, and therefore each country has developed methods to handle these issues. Finally, some of the current and future opportunities for the 21st century for the pipeline industry in both countries will be discussed. This discussion will include items such as operations and maintenance issues, Canada’s northern development opportunities, and Australia’s national gas grid possibilities.

In the decades following the war, the spread of international luxury chain hotels was instrumental in shaping the global image of modernity. It was not simply the export of modernist architecture as a style, but rather a process which brought about an overall transformation of the industry and culture surrounding modern domesticity. For Adelaide, well before the arrival of large brand hotel chains like Hilton and Hyatt, this process was initiated by the construction of its first international style hotel in 1960 – Australia Hotel. The proposed paper traces the history of this structure and its impact not only on local design and construction industries but also on domestic culture and lifestyle after the shadow period of recovery after the war. This paper looks at three specific enduring legacies of this structure that went well beyond the modernist aesthetics employed by its original designers, the local firm of Lucas, Parker and Partners. The hotel was one of the first to employ the new technology of lift-slab construction and was recognised by the Head of Architecture at the University of Adelaide, Professor Jensen, as the outstanding building of 1960. It is argued that it was the engagement with such technological and process innovations that has allowed the building to endure through several renovation attempts. In her study of Hilton International hotels, Annabelle Wharton argues how architecture was used for America’s expansion to global economic and political power. Following on from her arguments, this paper explores the implications of the acquisition of the Australia Hotel by the Indian hotel chain Oberoi Hotels in the late 1970s when it became Oberoi Adelaide. The patronage of Indian hotelier Mohan Singh Oberoi came alongside the parallel acquisition of Hotel Windsor in Melbourne, heralding a new era of engagement with Asia. Finally, the paper also highlights the broader impact of this hotel, as a leisure venue for the burgeoning middle class, on the evolving domestic culture of Adelaide.

Originated from New Village Ideal in Japan, New Village was introduced to China in the early 1920s and became a byword for social reform program. Many residential designs or projects whose name includes the term “Village” or “New Village” had been completed in China since that time. This paper uses the Textual Criticism method to sort out the introduction and translation of New Village Ideal theory in China, and to compare the physical space, life organization and concepts of the New Village practices in ROC with in early PRC of Tianjin. It is found that the term “New Village” continued to be used across several historical periods, showing very similar spatial images. But the construction and usage of New Village and the meaning of collective life changed somewhat under different political positions and social circumstances: New Village gradually became an urban collective residential area which only bore the living function since it was introduced into modern China. The goal of its practice changed from building an equal autonomy to building a new field of power operation, a new discourse of social improvement and a new way for profit-seeking capital. With the change of state regime, the construction had entered a climax stage. New Village then became the symbol of the rising political and social status of the working class, and the link between the change of urban nature and spatial development. Socialism collective life and the temporal and spatial separation or combination between production and live constructed the collective conscience and identity of residents. The above findings highlight the independence of architecture history from general history, help to examine the complexity of China’s localization New Village practice and the uniqueness of Tianjin’s urban history, and provide new ideas for the study of China’s modern urban housing development from the perspective of changes in daily life organization.

A tide of conservatism is rising. Despite bushfires and a global epidemic, many are unwilling or unable to grapple with the facts behind these catastrophes. What is not said drifts in and out of public consciousness. In present silences and lacunae, past stories wait to be told anew. In this presentation, I reflect on discontinuity and continuity in the curious silence around the Joh Bjelke-Petersen era in Queensland history, a time remembered for corrupt politicians and cops, but otherwise culturally (and conveniently) forgotten in literary fiction. I discuss my creative response to this era, and outline processes that are saving me from drowning in entwined political, cultural and personal silences as I write an exegesis and novel.

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

Drawing on Milbank and Agamben, a politico-juridical anthropology matrix can be drawn describing the relations between ius and bios (justice and political life) on the one hand and dominium and zoe (private power and ‘bare life’) on the other hand. Mapping movements in the basic configurations of this matrix over the long sweep of Western cultural history enable us to see where we are currently situated in relation to the nexus between politico-juridical authority (sovereignty) and the emergency use of executive State powers in the context of biosecurity. The argument presented is that pre-19th century understandings of ius and bios presupposed transcendent categories of Justice and the Common Good that were not naturalistically defined. The very recent idea of a purely naturalistic naturalism has made distinctions between bios and zoe un-locatable and civic ius is now disappearing into a strangely ‘private’ total power (dominium) over the bodies of citizens, as exercised by the State. The very meaning of politico-juridical authority and the sovereignty of the State is undergoing radical change when viewed from a long perspective. This paper suggests that the ancient distinction between power and authority is becoming meaningless, and that this loss erodes the ideas of justice and political life in the Western tradition. Early modern capitalism still retained at least the theory of a Providential moral order, but since the late 19th century, morality has become fully naturalized and secularized, such that what moral categories Classical economics had have been radically instrumentalized since. In the postcapitalist neoliberal world order, no high horizon of just power –no spiritual conception of sovereignty– remains. The paper argues that the reduction of authority to power, which flows from the absence of any traditional conception of sovereignty, is happening with particular ease in Australia, and that in Australia it is only the Indigenous attempt to have their prior sovereignty –as a spiritual reality– recognized that is pushing back against the collapse of political authority into mere executive power.
