ABSTRACTThe role of decolonization in the decline of the British empire has received a great deal of attention. In comparison there has been little research or analysis of the process of dedominionization affecting Australia and the other dominions. During the Second World War economic ties were seriously weakened and there were substantial conflicts over economic policy between the British and Australian governments. Australia refused to reduce imports in order to conserve foreign exchange, thus contributing to the United Kingdom's debt burden. The Australian government insisted that the British guarantee Australia's sterling balances and refused to adopt the stringent fiscal policies requested by the Bank of England and the British treasury. Australia also took the opportunity to expand domestic manufacturing industry at the expense of British manufacturers. Economic separation and conflict were complemented by political and strategic differences. In particular, the Australian government realized that British military priorities made it impossible for the United Kingdom to defend Australia. This led the Australians towards a policy of cooperating with the British embargo on Japan, only to the extent that this would be unlikely to provoke Japanese military retaliation. In general, the Australians preferred a policy of compromise in the Far East to one of deterrence preferred by the British.

Indigenous Australian studies, also called Aboriginal and Torres Strait Islander studies, is an expanding discipline in universities across Australia (Nakata, 2004). As a discipline in its own right, Indigenous Australian studies plays an important role in teaching students about Australia's colonial history and benefits both non-Indigenous and Indigenous students by teaching them about Australia's rich and shared cultural heritage (Craven, 1999, pp. 23–25). Such teaching and learning seeks to actively discuss and deconstruct historical and contemporary entanglements between Indigenous and non-Indigenous Australians and, in doing so, help build better working relationships between Indigenous and non-Indigenous Australians. As educators in this discipline, it is important for us to find pedagogical approaches which make space for these topics to be accessed, understood, discussed and engaged with in meaningful ways.

Immigration has always been a key of the Australian social and economic development. Australia administers separate Migration and Humanitarian Programs. The Migration Program has two streams: Family and Skill. The smaller Special Eligibility stream includes groups such as former Australian citizens and former residents who have maintained ties with Australia. The Skill stream of Australia's Migration Program is specifically designed to target migrants who have skills or outstanding abilities that will contribute to the Australian economy. The migration to Australia of people with qualifications and relevant work experience can help to address skill shortages in Australia and enhance the size, skill level and productivity of the Australian labour force. Skilled migrants were mainly employed in managerial, administrative, professional or paraprofessional occupations or as traders. Permanent movement represents the major element of net overseas migration. Australia has experienced not only permanent influx of skilled but longterm movement as an affect of globalisation of business, the creation of international labour and education markets and cheaper travel. The level of longterm movements is strongly influenced by both domestic and international conditions of development, particularly economic conditions. More Australians are going overseas to work and study and foreigners are coming to Australia in larger numbers for the same reasons. Skill migration in FRY is mostly correlated with the economic situation in the country. Skill stream from FRY to Australia has been significantly increased since 1990. In the Australian official statistics separate data for the FRY has been available since July 1998. Prior to July 1998. FRY component was substantial proportion of total Former Yugoslav Republics. Estimated Serbian skill stream is around 4500 people.

The difference between how multicultural Australia is ‘in real life’ and ‘in broadcasting’ can be seen through data from the Census, and from Screen Australia’s most recent research into on screen diversity. In 2016, these sources of data coincided with the Census, which takes place every five years. Conducted by the Australian Bureau of Statistics, this presents a ‘snapshot’ of Australian life. From the newest Census figures in 2016, it appears that nearly half of the population in Australia (49 percent) had either been born overseas (identifying as first generation Australian) or had one or both parents born overseas (identifying as second generation Australian). Nearly a third, or 32 percent, of Australians identified as having come from non-Anglo Celtic backgrounds, and 2.8 percent of Australians identify as Indigenous (Aboriginal or Torres Strait Islander). Nearly a fifth, or 18 percent, of Australians identify as having a disability. Screen Australia is the government agency that oversees film and TV funding and research. Conducted in 2016, Screen Australia’s study looked at 199 television dramas (fiction, excluding animation) that aired between 2011 and 2015. The comparison between these two sources of data reveals that with one exception, there is a marked disparity between diversity as depicted in the lived experiences of Australians and recorded by the Census, and diversity as depicted on screen and recorded by the Screen Australia survey.

The text of the Australia–United States Free Trade Agreement (AUSFTA), released in early March 2004, makes more concessions than many in Australia's audiovisual and cultural industries might have hoped, but less than they feared. Its precise impact will depend on how ‘new media’ replaces, subsumes or supplements ‘old media’, and how quickly. AUSFTA institutionalises much lower aspirations about the level of Australian content in emerging media systems than Australians have come to expect in broadcast television. Some will interpret this simply as an articulation of the policy impotence which will inevitably flow from technological change. Others will recognise it as a partial, but historic, concession of Australian policy capacity and a broad acceptance of the long-standing US agenda for the information economy — long and tough protections for intellectual property rights, but increasingly liberal global markets for trading them. This article explains the provisions of AUSFTA and examines their effect on Australian audiovisual and cultural activities.

In Australia, one of the top three causes of death is cardiovascular disease (CVD). For those who already have or are at risk for CVD, a healthy dietary pattern is a critical CVD prevention strategy. Following a diet that complies with the healthy eating guidelines of the Australian government can lower the incidence of cardiovascular disease in Australians. Thus, this study will analyze nutrient, food groups, diet pattern, socioeconomic states of Australian and how they relate to CVD risk as well as other CVD risk factors such as high blood pressure, dyslipidemia, type 2 diabetes mellitus, obesity, and overweight. This study found that low socioeconomic Australians are more likely to have low levels of diet and are at higher risk of cardiovascular disease. In addition, the majority of Australians consume nutrients and food groups that do not meet Australia's healthy eating guidelines, and long-term adherence to this unhealthy diet have a greater risk of developing cardiovascular disease.

This paper is a biographical case study that explores the distinct experiences of three Australian-born Japanese (hereafter, Nikkei-Australians) who volunteered for Australian military service during World War II: Mario Takasuka, Joseph Suzuki and Winston Ide. It examines the social and political context in which these soldiers lived, concluding that they faced a disconnect between the way they were viewed by the government, their local communities and themselves. Notions of identity and nationalism are also explored in the context of World War II and the White Australia Policy, and are compared with the experiences of non-European soldiers in Australia and Nikkei soldiers abroad. The paper also highlights the ambiguous position of Nikkei-Australian soldiers with respect to military enlistment. At the time, legislation allowed for Nikkei-Australians to be variously classified as loyal citizens capable of enlistment, as not sufficiently ‘Australian’ for duty, or as enemy aliens, depending upon how it was applied in each case. Because there was no uniform approach within the government for applying these laws, the experiences of Nikkei-Australians vastly differed, as illustrated by the stories of the individuals profiled in this study. These stories are important as they add to the growing body of knowledge around non-white Australians who served in World War II, and remind us of how the pro-white, anti-Japanese atmosphere within Australia at the time affected those within the community who did not fit the mould of the White Australian ideal.

Introduction: While the history and epidemiology of Dupuytren's disease (DD) is well documented, its aetiology and risk factors, pathogenesis and treatment to this day are still being studied. This paper explores and summarises the significant contributions Australian researchers have made to the understanding of DD and its treatment methodologies. Methods: We performed a systematic search on EMBASE from 1947 until March 2019 to identify all English literature using keywords: ‘Dupuytren/Dupuytrens/Dupuytren’s disease’ and ‘Australia/Australian/Australasian’. Relevant articles were also identified through bibliographic links. A separate search was conducted using Google Scholar, Research Gate and PubMed using the same keywords. In total, 40 articles were identified. A library search was also conducted, with one book identified with an Australian author. The Royal Australasian College of Surgeons Journal of Surgery was also analysed for published abstracts pertaining to DD from conference presentations between 2014 to 2019. Results and discussion: We present a narrative discussion of Australian research that has contributed to the understanding of DD from its aetiology to treatment methodologies. Conclusion: Numerous Australians have made significant contributions to the understanding of DD, its pathogenesis, development and multiple treatment modalities, both non-surgical and surgical. Dupuytren’s disease is a progressive disease that reoccurs despite our best efforts and will continue to be a topic of focus for some time to come.

Indonesia and Australia have always been helpful partners since Indonesian Independence in 1945. However, the relationship was worsened after Bali Bombings in 2002 and 2005 as well as Australian embassy bombing in 2004 that killed many Australians. Thus, using Australian perspective, this article attempts to examine the response of Australian government in dealing with terrorism problems in Indonesia as well as the feedback from Indonesia. The research reveals that given the fact that Australia has many interests in Indonesia added with the geographical proximity, it is naturally urged to resolve the terrorism issues in Indonesia. The study found out that Australia proposed some programs to Indonesia due to its domestic interest and international factors. At the same time, Indonesia was also the main beneficiary of Australian counter terrorism policy.

Indigenous curricula content, including particular narratives of Australian colonial history are highly contested in contemporary Australia. How do white Australians understand Australia’s colonial past and its relevance today? An empirical study was conducted with 29 rural Australians who self-identified as white. Critical race and whiteness studies provided the framework for analysis of the interviews. I argue that they revealed a delimited understanding of colonial history and a general inability to link this to the present, which limited their capacity to think crossculturally in their everyday living - activities considered crucial in the contemporary move to Reconciliation in Australia. The normative discourse of white settler Australians to be ‘Australian’ is invested in the denial of Indigenous sovereignty to protect white settler Australian claims to national sovereignty. The findings support arguments for a national curriculum that incorporates Indigenous history as well as an Indigenous presence throughout all subject areas.

The extent of Australian Indigenous employment disadvantage has been quantitatively established by researchers since the 1970s. Indigenous Australians have higher unemployment and lower participation rates, they are occupationally concentrated in low skill, low paid jobs, and their income is significantly lower on average than that of other Australians. The explanations given for this disadvantage largely focus on skills deficit and geographical location of Indigenous people. However these explanations do not stand up to scrutiny. Indigenous employment disadvantage remains irrespective of where Indigenous Australians live or how well they are qualified. Alternative explanations are clearly needed. A clue to the direction of research is given by the same researchers who acknowledge the legacy of history in creating the situation of disadvantage faced by Indigenous Australians. However, to date the nature of this legacy has not been explored. It is this history which is the focus of this thesis. The research questions which the thesis addresses are: 1. Are there identifiable 'invariant elements' which underpin the institutional forms which have regulated the treatment of Indigenous Australians within the economy, particularly in relation to employment, from colonisation until recent times? 2. Do these invariant elements help explain the continuing employment disadvantage of Indigenous Australians? To examine the history of the treatment of Indigenous Australians in relation to employment, four concepts were developed from the regulation school of economic theory and the work of Appadurai. These concepts are econoscape, reguloscape, invariant elements and institutional forms. The notion of 'scape' allows for recognition that when Australia was colonised, there already existed a set of economic arrangements and social and legal system. The conflict between the introduced economy and legal and social systems can be conceived as a conflict between two econoscapes and reguloscapes. Analysis of the econoscape and reguloscape from international, national and Indigenous perspectives for the period from colonisation to 1850 has enabled the identification of 'invariant elements' which describe the ways of thinking about Aborigines brought to the Australian colonies and adapted to the realities of the Australian situation. The four invariant elements identified are summarised as belief in 1) Aboriginal inferiority; 2) Aboriginal laziness, incapacity and irresponsibility; 3) the need for white intervention in Aboriginal lives; and 4) disregard for Aboriginal understandings, values and choices. The fourth invariant element is conceptualised as the foundation on which basis the other three developed and were able to be perpetuated. Analysis of the laws pertaining to Aborigines promulgated between 1850 and the 1960s in four jurisdictions shows that the same invariant elements influenced the nature of the institutional forms used to limit the freedom of movement and of employment of Indigenous Australians. Although during the period from the 1850s to the 1960s there was ostensibly a change in policy from one of protection to one of assimilation of Indigenous Australians, in fact little changed in terms of perceptions of Aborigines or in the institutional forms which, by the 1920s in all jurisdictions surveyed, controlled every aspect of their lives. Confirmation of the influence of the invariant elements was sought through closer study of two particular cases from the beginning and end of the above time period. These case studies involved examination of the institutional forms within the context of the econoscape and reguloscape of different times, in the first case in Victoria in the 1860s-1880s, and in the second case in the Northern Territory in the 1960s. The analysis indicates that the invariant elements had a continuing influence on perceptions and treatment of Indigenous Australians at least to the referendum of 1967. This thesis establishes, through rigorous analysis based on a robust theoretical and methodological foundation, that identifiable ways of thinking, or invariant elements, have underpinned continuous Indigenous employment disadvantage and help explain this continuing disadvantage. The common explanations of Indigenous disadvantage are also consistent with these invariant elements. The thesis concludes by recommending further research based on the findings of this thesis be conducted to scrutinise policy and practice over the last three to four decades in relation to Indigenous employment. It also emphasises the importance of redefining the problem and finding solutions, tasks which can only be done effectively by Indigenous Australians.

This thesis examines the Japanese-Australian clash over the White Australia Policy during the late 19th and the early 20th centuries. It explores the questions as to why Japan strongly objected to the White Australia Policy and why Australia was uncompromising in its position of excluding Japanese immigrants by placing these issues in a broad historical and international context of the time, particularly the development of collective national identities in Japan and Australia. Japan and Australia developed their national identities almost simultaneously in the late 19th century. In the case of Japan, after embarking on a frenzied modernisation and Westernisation in order to achieve equality with the West, it attempted to establish an identity as a “civilised” nation. Australians, for their part, embraced “British race nationalism” as the core foundation of their nation and developed their identity as a white British nation. However, because of their unique historical circumstances—in Japan’s case, because of its status as the only non-white great power in a European-dominated international society, and in Australia’s, because of its peculiar geo-cultural situation of being a white colonial outpost in the Pacific surrounded by people with different race and culture—they were both insecure about the identities they created for themselves, feeling that their national identities were constantly challenged and threatened by external circumstances. This thesis suggests that both nations’ visions of, and anxieties around, national identity greatly influenced their responses to the issue of Japanese exclusion in Australia and argues that the Japanese-Australian clash over the White Australia Policy can be interpreted as a clash between a country which sought to reaffirm its civilised identity by achieving equality with the West even on immigration issues and a country which was determined to defend its identity as a culturally and racially homogeneous white British nation from the perceived threat posed by the rise of a non-white power in the region. In other words, this thesis analyses the Japanese-Australian confrontation over the White Australia Policy as a means of shedding light on how the Japanese and Australians perceived their identities in the late 19th and the early 20th centuries. In so doing, it aims to contribute to the existing literature on Japanese immigration and the White Australia Policy and offer a more comprehensive analysis of the Japanese-Australian clash over the White Australia Policy.

This thesis is an intellectual and personal journey, written not so much to prove a particular point about the relationship between Australia and Japan, but so that I might understand changes which have taken place in my lifetime. As a schoolboy voluntary worker at a military hospital, my earliest impressions of Japan were coloured by meeting victims of the Japanese invasions of Indonesia and New Guinea and the bombing of Darwin. My heroes included members of Sparrow Force, which fought on behind the Japanese lines in Timor, and Julius Tahija, winner of the Orange Cross for a valiant rearguard action in which hundreds of Japanese were killed. By the time I graduated from university my hatred of Japan, like that of most of my generation, had softened as memories of the war faded and Australia entered a period of full employment and rapid growth. Then, while working with a trading house in Indonesia in the late 1950s, I started to relate to Japanese as fellow human beings, as business competitors - and as members of the same golf club. It was not until the 1960s, working in a variety of industries as a management consultant, that I became aware of how much Japan could influence Australia's future: on the one hand as the dominant customer for our wool; and on the other as the maker of such things as synthetic rope which would put Australian rope and twine makers out of business. Upon joining the mining industry, the profitability of my company and my own income were inextricably linked with the success of Japanese industry. And yet my colleagues and I knew little about the country and the people upon whom we were so dependent. The desire to learn more about the strange symbiotic relationship between Japan and Australia was the genesis of this thesis. Its objective is very simple: to trace the history of Australia's relationship with Japan and to identify the role played by governments, the bureaucracy and private individuals as Australia responded to changes in the Japanese economy. It will show that the complementary relationship is dynamic, calling for constant change and adaptation…

It has long been established that in Australia contemporary (post-contact) Aboriginal history has suffered as a result of the colonisation process. Aboriginal history was seen as belonging in the realm of prehistory, rather than in contemporary historical discourses. Attempts have now been made to reinstate indigenous history into local, regional and national historical narratives. The field of heritage interpretation however, still largely relegates Aboriginal heritage to prehistory. This thesis investigates the ways in which Aborigianl history can be incorporated into the interpetation of contemporary or post-contact history at heritage sites. The thesis uses the principle of 'shared history' as outlined by the Council for Aboriginal Reconciliation, as a starting point in these discussions.

This thesis examines the role of photography in visualising a post-war ‘imagined community’ in a study of The Australian Women’s Weekly magazine, the highest-circulating weekly publication in the country, between the end of the Second World War in 1945 and the introduction of television in 1956. In its examination of these photographs, the thesis asks: What narratives of national identity were evident in the photographs? What subject matter and framing techniques were frequently employed to construct a national photographic language? And what does this reveal about the values the Weekly’s publisher and editors attached to being Australian? I argue that the Weekly was not passively depicting or reflecting a national community and its ‘Way of Life’, but that it actively constructed an Australian identity through the thousands of photographs it published, while simultaneously instructing its readers what good citizenship looked like—and how to perform their belonging to the nation. Visual analysis of over 200 photographs highlights the predominant narratives during the period, including an emphasis on the practice of family photography to reinforce ideals of urban, family life as centred within the modern home. Representations of immigration and Aboriginal Australians, the repetition of photographs of families participating in community events, and a valorisation of the rural worker’s relationship with the land were intertwined with the concepts of ordinariness and of the ‘Australian Way of Life’. These core ideals were deployed to enable multiple and potentially oppositional narratives to coexist on the pages of the magazine. Analysis of a series of readers’ colour travel photographs published in the later years of the study foregrounds the Weekly’s encouragement of its readers as collaborators by providing them with an opportunity to demonstrate their performance of national identity. The magazine thus became a platform through which readers contributed to the visual narrative of Australianness, via the medium of photography as a form of participatory citizenship. The thesis foregrounds the implementation of a high-speed printing press in 1950 as a turning point at which readers saw a significant increase in the publication of colour photographs of native flora and fauna, and specifically photographs of ordinary Australians within the landscape. I argue that Alice Jackson and Esme Fenston, the Weekly’s editors during the period of study, positioned it as the mediator of knowledge about Australia, and constructed a relationship with readers based on notions of intimacy and authority. Situated within the multidisciplinary field of visual culture, and drawing from photography studies, visual anthropology, cultural history and media studies, the thesis highlights the cultural work of photography in the process of imaging, and imagining, post-war Australia.

[Abstract]: The incidence of cattle heat stress is a significant production and welfare issue for the feedlot industry. It is hypothesised that the presence and physical nature of feedlots causes significant microclimatic variations compared to the external environment.In order to test this hypothesis, data was collected using a series of automatic weather stations located in the external environment surrounding two Australian feedlots. Comparison of this data with regional Bureau of Meteorology sites was undertaken to verify the quality of these ‘control’ sites. To determine the climate within the feedlot separate automatic weather stations were placed within the cattle pens at each site, with one station located in an unshaded pen and one directly under an artificial shade structure within an adjacent pen.This dissertation reports the collection and analyses of detailed climatic data from the surrounds and within the cattle pens of these two Australian feedlots. The project also sought to determine microclimatic differences within the feedlot pen area that may be caused by the presence of the shade structures.It was found that the presence of a feedlot does create significant microclimatic variations. Specifically, it was determined that the albedo values of the feedlot pen surface are significantly lower (ranging from 0.13 to 0.19) than those of the external feedlot environment (typically 0.15 to 0.25). This is a result of the surface changes arising from the establishment of clay based manure covered pens. Under wet conditions the differences in albedo values were further increased. It was found that the short wave radiation reflection from the external feedlot environment was 4% greater than that from the unshaded feedlot pen surfaces under dry conditions and 10% greater under wet conditions. The increased adsorption of solar radiation by the feedlot pen surface created ground temperatures that were on average 2 to 4°C warmer than those of the feedlot surrounds. The re-radiation of heat from the pen surface was found to create warmer air temperatures within the feedlot pens compared to the external environment, particularly overnight. Between the hours of 4am to 6am it was found that on average the air temperatures of the shaded and unshaded feedlot pens were 0.7°C and 0.5°C warmer than the external feedlot environment.It was found that feedlot pen infrastructure and cattle significantly reduce wind speeds under a height of 10 metres. The average 2 metre wind speeds of the external feedlot environments were found to be 29% and 9% higher than those recorded in the unshaded pens at the northern and southern feedlots respectively.Shade structures within feedlot pens were found to be effective in reducing incoming solar radiation with the galvanised sheeting reducing incoming solar radiation by 76% and the shade cloth providing a 72% reduction. These reductions provided both lower ground temperatures and a significant reduction in radiant heat loads under the shade. It was determined that the environment under shade structures was more humid compared to that of the unshaded pens with humidity levels recorded being 8 to 12% higher. Shade structures also restrict horizontal wind movement with the 2 metre wind speeds in the shaded pens being on average 11% and 0.5% lower than those recorded in the unshaded pens for the Queensland and NSW feedlots respectively.Research has shown that microclimatic variations such as increased air temperatures, increased humidity and restricted air movement can have an adverse effect on cattle health. It is concluded from this project that in order to mitigate these effects a number of feedlot design concepts be implemented, and management practices should be adopted. Maintaining minimal quantities of manure on the pen surface will provide lower ground temperatures, dryer pen conditions and inhibit the re-radiation of heat and evapotranspiration from the pen surface. Adequate air flow should be maintained by siting feedlots in areas of suitable topography, and designing feedlot infrastructure and shade structures to maximise air movement. Shade structures need to aim at providing dryer pen surfaces to minimise humidity levels. Incorporation of these recommendations into feedlot design and management will assist in optimising the feedlot microclimate.

AbstractThe sudden switch to learning exclusively at home during the COVID-19 pandemic revealed the extent of low levels of digital inclusion for many low-income and socially disadvantaged families and children in Australia. Many students and families struggled with access to, and the affordability of, devices and data, along with having the required digital skills and mentoring to learn at home. The Australian Government recognises that “socially vulnerable children are over-represented among the group of students who are educationally vulnerable” and the Australian Digital Inclusion Index shows there is a “substantial digital divide between richer and poorer Australians” (Thomas J, Barraket J, Wilson C, Cook K, Louie Y, Holcombe-James I, Ewing S, MacDonald T, Measuring Australia’s digital divide: the Australian digital inclusion index 2018. RMIT University, for Telstra, Melbourne, 2018). This combination of digital and social disadvantage has far-reaching consequences for the educational outcomes of children from low-income families in Australia. Additionally, as social, government, education and commercial services move rapidly towards ‘digital by default,’ digital inclusion and in particular, digital ability, are critical for social and economic participation in society (Dezuanni M, Allan C, Pittsworth stories: Developing a social living lab for digital participation in a rural Australian community. AbstractTwo forms of energy justice provide insight on Australia’s petroleum and coal problematic policy issues. First, distributive justice is used to cover the implications of low revenues from critical energy minerals; and fair allocations of resource income. Unfortunately, calls for true reform by the Australian community has resulted in a weak response from government. Second, cosmopolitan justice is used to consider the global effects of Australia’s fossil fuel extraction and use. Petroleum and coal exports result in GHG being emitted beyond the borders of the source country. However, there is now pressure in Australia to limit the opening of coal mines that supply the export market, but no such limit is applied to gas exports.

This study compared cultural variances in the understanding of depression, help seeking and management strategies between Anglo-Australians and Sri Lankan immigrants with depression, one of the fastest growing immigrant communities in Australia. From 2012-2104 Sri Lankan (n=18) and Anglo-Australians (n=30) participants living with depression took part in semi-structured interviews. Participant eligibility was verified by significant levels of depression on the DSM IV and K10. Sri Lankans and Anglo-Australians expressed overlap in the experience in symptoms, yet differences in beliefs related to the etiology of depression; in general, Sri Lankan migrants attributed depressive symptoms to ongoing social problems whereas Anglos-Australians generally conceptualized depression as a biomedical disorder. These disparities in illness beliefs influenced help seeking trajectories; Sri Lankans favored self-directed behavioral interventions, and in many cases were hesitant take medication to address mental health issues as this was seen as an admission of “madness.” In contrast early intervention via primary care was common for Anglo-Australians. However, while a significant proportion of Anglo-Australians would use pharmaceutical interventions, many were also prepared to try complementary and alternative therapies. Across both groups stigma still presents a significant barrier to help-seeking, however stigma was particularly noted in the Sri Lankan community. Preliminary analyses suggest important differences in help-seeking strategies that may have implications for improving access to mental health services and the development of culturally salient interventions in the Australian context to cater for the growing Sri Lankan migrant community. The outcomes of this study will provide greater insight into cultural variances of depression and help seeking of Sri Lankan immigrants. These results may further provide valuable information that can be used more broadly in countries receiving Sri Lankan, and possibly other South Asian migrants.

Export education forms a major part of the Australian economy. Australian universities are now not only accepting overseas students into Australian campuses; they are setting up overseas-based campuses. This is often through an arrangement with a local educational institution or organisation. Subjects in these institutions are delivered by a combination of Victoria University Australian-based staff and local faculty. One of the primary programs being delivered overseas by many Australian institutions is the Master of Business Administration (MBA). This paper examines the delivery of the core information technology units, Management Information Systems (MIS), by Victoria University in Australia and overseas (in Bangladesh). The structure of the MBA at Victoria University in Australia and overseas is examined and the MIS subject explained. Results of a survey of MBA students’ views of the content of MIS, conducted in Australia (1997-2000) and Bangladesh (2001) are reported. There is little difference in the attitudes of students of both countries in relation to the topics covered in the subject, nor on the breakdown of the subject between ‘hands-on’ applications and more formal instruction. There are some differences in relation to the level of Internet and e-mail usage, with Australian students tending to use these technologies on a greater basis as a proportion of their overall computer usage.

Australia is an island continent with an essentially linear distribution of population. Approximately 90% of its people are located in 12 main urban centres spread along 30,000 km of coastline. In a recently published book entitles “The Coast Dwellers” by Australian architect and writer Philip Drew (1994), Drew sees Australians as quintessential “verandah people” sitting on the edge of our continent. He feels that those who see Australians in the “Crocodile Dundee” image are missing the point; that nearly all ofus live on the edge communing with the lifegiving sea rather than with the dead heart of the country. He puts forward evidence that seven out of ten Australians live in the narrow corridor of land on the eastern coast between the mountain range and the ocean, one in fifteen Australians lives within fifteen minutes drive of the beach, and most of the rest of the population live within one hour’s drive of the water.

Abstract The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural (well) integrity and environmental management for all offshore oil and gas operations and greenhouse gas storage activities in Australian waters, and in coastal waters where regulatory powers and functions have been conferred. The Australian offshore petroleum industry has been in operation since the early 1960s and currently has approximately 57 platforms, 11 floating facilities, 3,500km of pipelines and 1000 wells in operation. Many offshore facilities are now approaching the end of their operational lives and it is estimated that over the next 50 years decommissioning of this infrastructure will cost more than US$40.5 billion. Decommissioning is a normal and inevitable stage in the lifetime of an offshore petroleum project that should be planned from the outset and matured throughout the life of operations. While only a few facilities have been decommissioned in Australian waters, most of Australia's offshore infrastructure is now more than 20 years old and entering a phase where they require extra attention and close maintenance prior to decommissioning. When the NOGA group of companies entered liquidation in 2020 and the Australian Government took control of decommissioning the Laminaria and Corallina field development it became evident that there were some fundamental gaps in relation to decommissioning in the Australian offshore petroleum industry. There are two key focus areas that require attention. Firstly, regulatory reform including policy change and modification to regulatory practice. Secondly, the development of visible and robust decommissioning plans by Industry titleholders. The purpose of this paper is to highlight the importance and benefit of adopting good practice when planning for decommissioning throughout the life cycle of a petroleum project. Whilst not insurmountable, the closing of these gaps will ensure that Australia is well placed to deal with the decommissioning challenge facing the industry in the next 50 years.

In this study we tested social identity complexity theory (Roccas & Brewer, 2002) in relation to attitudes towards diversity and the associated variables of nationalism, religiosity, and aggression in a cross-cultural study of 397 Malaysian and 240 Australian students. Australians reported higher positive attitudes towards diversity than Malaysians. Diversity was positively associated with nationalism, religiosity, and aggression in Malaysians. Traditional nationalism was negatively associated with diversity in Australians. These results support social identity complexity theory and partially support associated predictions for Australian, while contradicting predictions for Malaysians.

The early Permian Patchawarra Formation is one of the principal gas producing intervals of the South Australian Cooper Basin (Government of South Australia., 2022). The gross depositional environment (GDE) for this interval is reported to be dominantly fluvial plain (Strong et al., 2002 and Stephens et al., 2014). However, recent logging and interpretation of 296 m of the Patchawarra Formation from seven wells (Dullingari 39, Fly Lake 2, Halsam 1, Le Chiffre 1, Moomba 194, Pando 1 and Talaq 1), from the South Australian Cooper Basin, indicate the presence of significant lacustrine depositional environments, including shoreface, possible lacustrine turbidites and potential incised valleys, all of which may alter exploration and development strategies.

In Australia, 6000 military personnel leave the military each year, of whom at least 30% become unemployed and 19% experience underemployment, figures five times higher than the national average (Australian Government 2020). Believed to be one of life's most intense transitions, veterans find it difficult to align their military skills and knowledge to the civilian labour market upon leaving military service (Cable, Cathcart and Almond 2021; AVEC 2020). // Providing authentic opportunities that allow veterans to gain meaningful employment upon (re)entering civilian life raises their capability to incorporate accrued military skills, knowledge, and expertise. Despite acknowledging that higher education is a valuable transition pathway, Australia has no permanently federally funded post-service higher education benefit supporting veterans to improve their civilian employment prospects. Since World War II, American GIs have accessed a higher education scholarship program (tuition fees, an annual book allowance, monthly housing stipend) (Defense 2019). A similar offering is available in Canada, the UK, and Israel. // We are proposing that the AVSP would be the first comprehensive, in-depth study investigating the ongoing academic success of Australia's modern veterans as they study higher and vocational education. It consists of four distinct components: // Scholarships: transitioning/separated veterans apply for one of four higher education scholarship options (under/postgraduate): 100% tuition fees waived // $750/fortnight living stipend for the degree duration // 50/50 tuition/living stipend // Industry-focused scholarships. // Research: LAS Consulting, Open Door, Flinders University, over seven years, will follow the scholarship recipients to identify which scholarship option is the most relevant/beneficial for Australian veterans. Stress Corrosion Cracking (SCC) in pipeline steel occurs when an aggressive environment and tensile stresses act on a susceptible microstructure. Typically, SCC in gas pipelines tends to travel perpendicular to the hoop stresses in the through wall direction. Studies conducted on the TransCanada pipeline where a rupture had occurred revealed the incidence of SCC cracks whose crack path deviated at an angle from the normal. These inclined cracks have also been found in a pipeline in Australia which has lead to an increased need to better understand inclined SCC. This paper, based on the Australian pipeline, investigates the incidence rate, morphology, and observed interactions of inclined SCC in the Australian pipe.

In its pilot phase ASPIRE partnerships have strengthened collaboration between Australian and Indo-Pacific institutions and promoted the value of Australian expertise in remote teaching and learning to key counterparts in government, tertiary institutions, community organisations and teachers.

This report examines changes in the production and commissioning of Australian television drama from 1999–2019, a period marked by notable changes in the business of television in Australia and globally. More production companies now make drama in Australia; however, the fact that more companies share less than half the annual hours once produced raises concerns about sustainability. Several major Australian production companies have been acquired by foreign conglomerates and challenge the viability of domestic companies that lack access to international corporate capital and distribution. The decrease in adult drama hours commissioned by commercial broadcasters has reshaped Australian television drama more than any other change. The national broadcasters have increased their role in commissioning, particularly in children’s drama. Titles have not decreased nearly as significantly as the number of episodes per series. Commercial broadcasters’ drama decreased from an average of 21 episodes per title in 1999 to seven in 2019, a 60 per cent decrease that, along with the increasing peripheralization of soaps, has diminished available training grounds and career paths in the Australian scripted production industry.

The Trends in International Mathematics and Science Study (TIMSS) is an international comparative study of student achievement directed by the International Association for the Evaluation of Educational Achievement (IEA). TIMSS was first conducted in 1995 and the assessment conducted in 2019 formed the seventh cycle, providing 24 years of trends in mathematics and science achievement at Year 4 and Year 8. In Australia, TIMSS is managed by the Australian Council for Educational Research (ACER) and is jointly funded by the Australian Government and the state and territory governments. The goal of TIMSS is to provide comparative information about educational achievement across countries in order to improve teaching and learning in mathematics and science. TIMSS is based on a research model that uses the curriculum, within context, as its foundation. TIMSS is designed, broadly, to align with the mathematics and science curricula used in the participating education systems and countries, and focuses on assessment at Year 4 and Year 8. TIMSS also provides important data about students’ contexts for learning mathematics and science based on questionnaires completed by students and their parents, teachers and school principals. This report presents the results for Australia as a whole, for the Australian states and territories and for the other participants in TIMSS 2019, so that Australia’s results can be viewed in an international context, and student performance can be monitored over time. The results from TIMSS, as one of the assessments in the National Assessment Program, allow for nationally comparable reports of student outcomes against the Melbourne Declaration on Educational Goals for Young Australians. There is a vast international literature exploring the consequences of low interest rates for various banking sectors. In this paper, I explore how this international literature relates to the Australian banking sector, which operates differently to other jurisdictions. In the face of low rates, the profitability of Australian banks has likely been less adversely affected than what the international literature would predict, but the flip side to this is that the pass-through of monetary policy to lending rates may have been more muted. I then use a recent advance in macrofinancial modelling to explore whether pass-through in Australia could turn negative – the so called 'reversal rate' – and find that the features of the Australian banking system mean a reversal rate is highly unlikely to exist in Australia.

The Australian Child Maltreatment Study (ACMS) is a landmark study for our nation. The ACMS research team has generated the first nationally representative data on the prevalence of each of the five types of child maltreatment in Australia, and their associated health impacts through life. We also identified information about the context of maltreatment experiences, including how old children are when it occurs, and who inflicts it. This knowledge about which children are most at risk of which types of abuse and neglect, at which ages, and by whom, is needed to develop evidencebased population approaches required to reduce child maltreatment in Australia. The concerning prevalence of maltreatment and its devastating associated outcomes present an urgent imperative for nation-building reform to better protect Australian children and reduce associated costs to individuals, families, communities and broader society. The ACMS collected data from 8500 randomly selected Australians aged 16-65 years and older. We included an oversample of 3500 young people 16-24 years of aged to generate particularly strong data about child maltreatment in contemporary Australian society, to assess its associated impacts in adolescence and early adulthood, and to allow future prevalence studies to detect reductions in prevalence rates over time. Our participants aged 25 and over enabled us to understand prevalence trends at different times in Australian history, and to measure associated health outcomes through life. Participants provided information on childhood experiences of each of the five types of child abuse and neglect, and other childhood adversities, mental health disorders, health risk behaviours, health services utilisation, and more. Our findings provide the first nationally representative data on the prevalence of child maltreatment in Australia. Moreover, the ACMS is the first national study globally to examine maltreatment experiences and associated health and social outcomes of all five forms of child maltreatment. Taken together, our findings provide a deep understanding of the prevalence, context and impact of child abuse and neglect in Australia and make an important contribution to the international field. This brief report presents the main findings from the ACMS for a general public audience. These main findings are further detailed in seven peer-reviewed scholarly articles, published in a special edition of the Medical Journal of Australia, Australia’s leading medical journal. Forthcoming work will examine other important questions about the impacts of specific maltreatment experiences to generate additional evidence to inform governments and stakeholders about optimal prevention policy and practice. There is cause for hope. In recent years, there have been reductions in physical abuse, and in some types of sexual abuse. These reductions are extremely important. They mean that fewer children are suffering, and they indicate that change is possible. Policies and programs to reduce these types of maltreatment are having an effect. Yet, there are other concerning trends, with some types of maltreatment becoming even more common, including emotional abuse, some types of sexual abuse, and exposure to domestic violence. And new types of sexual victimisation are also emerging. As a society, we have much work to do. We know that child maltreatment can be reduced if we work together as governments, service sectors, and communities. We need to invest more, and invest better. It is a moral, social and economic imperative for Australian governments to develop a coordinated long-term plan for generational reform. We have found that: 1. Child maltreatment is widespread. 2. Girls experience particularly high rates of sexual abuse and emotional abuse. 3. Child maltreatment is a major problem affecting today’s Australian children and youth – it is not just something that happened in the past. 4. Child maltreatment is associated with severe mental health problems and behavioural harms, both in childhood and adulthood. 5. Child maltreatment is associated with severe health risk behaviours, both in childhood and adulthood. 6. Emotional abuse is particularly harmful, and is much more damaging than society has understood.

This Evidence Check review, commissioned by Dementia Training Australia, aimed to identify existing education and training standards frameworks that may be used to support development of a national standards framework for education and training of the dementia workforce in Australia. The report identified thirteen frameworks and key elements which would be relevant and useful to development and implementation of a framework in the Australian context. Three frameworks (from Northern Ireland, the UK and Scotland) were identified for use as a starting point and as most adaptable to the Australian context. Based on analysis of the various frameworks the authors make a series of recommendations for an Australian framework and identify gaps to be addressed.
