Harpobittacus Gerstaecker is the largest of the six genera of Australian Bittacidae. Adults occur in eastern, south-eastern and south-western Australian eucalypt woodland and coastal heathland during spring and summer and sometimes autumn. The genus contains 11 species, which are diagnosed in the present revision: H. australis (Klug) [= australis rubripes Riek, syn. nov., = corethrarius (Rambur), = intermedius (Selys-Longchamps)] (south-east Australia, including Tasmania); H. albatus Riek, stat. nov. (= limnaeus Smithers, syn. nov.) (coastal eastern Australia); H. christine, sp. nov. (inland south-east Queensland); H. tillyardi Esben-Petersen ( = nigratus Navás) (coastal eastern Australia); H. rubricatus Riek (inland south-east Australia); H. scheibeli Esben-Petersen (= brewerae Smithers, syn. nov.) (inland and coastal eastern Australia); H. septentrionis, sp. nov. (coastal north Queensland); H. nigriceps (Selys-Longchamps) (mainland south-east Australia); H. similis Esben-Petersen, H. quasisimilis, sp. nov., and H. phaeoscius Riek (all south-west Western Australia). Cladistic analysis has produced the following hypothesis of relationships: (((australis (albatus christine)) (tillyardi rubricatus)) ((similis quasisimilis) ((scheibeli septentrionis) (nigriceps phaeoscius))). Immediate sister-species show little or no overlap in their geographic distributions.

The genus Planchonia Blume is reviewed for Australia with two species recognised. Planchonia rupestris R.L. Barrett is described as a new species apparently endemic to the sandstone plateaux of the Kimberley region of Western Australia. Lectotypes are designated for Cumbia australis Britten, Planchonia crenata Miers and Planchonia arborea var. australis Benth., each of which are synonyms of Planchonia careya (F.Muell.) Kunth. Illustrations, distribution maps and a key to the Australian species are presented.

The Australian planthopper tribe Eucarpiini is revised taxonomically. Five genera are recognised in the Australia fauna: Bajauana Distant 1907, Dilacreon Fennah, 1980, Kirbyana Distant, 1906, Neocarpia Tsaur & Hsu, 2003 and Nesochlamys Kirkaldy, 1907. Except for Bajauana all of these represent new records for Australia. Eucarpia Walker, 1857 is declared absent from Australia. Twelve species, nine of which are new, are recognised in the Australian fauna: Bajauana acuminata, sp. nov., Dilacreon akethe, sp. nov., D. ispi, sp. nov., Neocarpia rhizophorae, sp. nov., Nesochlamys capensis, sp. nov., N. contrarius, sp. nov., N. jubatus, sp. nov., N. pandikros, sp. nov. and N. yiralli, sp. nov. Except for Bajauana austrina (Kirkaldy, 1907) and D. (D.) granulinervis, all species are endemic to Australia. Lectotypes are designated for Australoma austrina Kirkaldy, 1907, Ptoleria australis Muir, 1913 and P. granulinervis Muir, 1913. New combinations proposed are: Dilacreon (Dilacreon) granulinervis (Muir, 1913) comb. nov. (from Eucarpia), Kirbyana australis (Muir, 1913) comb. nov. (from Eucarpia) and Leptolamia praetextata comb. nov. (from Bajauana, transfer from Eucarpiini to Cixiini). All Australian species of Eucarpiini are described and illustrated and identification keys to genera and species are provided.

Danhatchia novaehollandiae D.L.Jones & M.A.Clem. and D. australis (Hatch) Garay & Christenson were separated at species rank due to differences in petal length and flower opening, with the Australian species having smaller, tardily opening flowers. From this, flower lengths for Australia and New Zealand are expected to be bi-modally distributed with peaks at c. 3 mm and c. 5 mm respectively. Flowers on all available herbarium specimens in AK, CANB, and NSW were measured, and flower length was found to be unimodal, with nearly identical ranges in Australian and New Zealand plants. Flower size variation in Australian and New Zealand Danhatchia specimens has two significant contributing components, inter-individual variation, and ontogenetic variation where flowers increase in size as they age. Dimensions previously recorded for the two species reflect upper and lower limits on the range of variation in flower size present in both New Zealand and Australia, respectively. Within herbarium material, 20% of flowers on New Zealand specimens, and 40% of flowers on Australian specimens exhibited signs of opening. There was no correlation between flower size and opening, as might be expected if the two species were both present in Australia and/or New Zealand. Neither the biogeographic context, pollination system, nor morphological evidence support Danhatchia australis and D. novaehollandiae as distinct species.

In Australia five species of Limnophila are here recognized: L. arornatica, L. chinensis, L. fragrans, L. gratioloides and L. australis. L. gratioloides is an Australian native which has previously been considered conspecific with L. indica. L. australis sp. nov, is an Australian endemic related to L. gratioloides and to the exotic species L. heterophylla and L. aquatica. It has been confused with L. gratioloides and fragmentary material of underwater parts alone may in fact be indeterminable; nonetheless the two species are quite distinct on character-states of seed morphology, types of trichomes on aerial parts, occurrence of submerged cleistogamous flowers, floral morphology and occurrence of aroma in aerial leaves. L. fragrans and L. arornatica have been confused on herbarium specimens in Australia; they are, however, distinct.

The Australian and Papua New Guinean species of the water beetle genus Gymnochthebius Orchymont, 1943, are revised, based on the study of 4,904 specimens. The genus is redescribed, and redescriptions are provided for G. australis (Blackburn), G. brisbanensis (Blackburn), G. clarki (Deane), G. levis (Deane), G. lividus (Deane), G. notalis (Deane), and G. tenebricosus (Deane). Lectotypes are designated for Ochthebius australis Blackburn, 1888, and Ochthebius tenebricosus Deane, 1931. Ochthebius fischeri Deane, 1931, and Ochthebius leai Deane, 1931, are synonymized with Ochthebius australis Blackburn, 1888; Ochthebius flavocinctus Deane 1933, is synonymized with Ochthebius lividus Deane, 1933; and Ochthebius angustipennis Deane, 1931, is synonymized with Ochthebius clarki Deane, 1931. Twenty-nine new species are described, and a key to the 36 species known from Australia and Papua New Guinea is given. High resolution digital images of all primary types are presented (online version in color), the male genitalia are illustrated, and Australian geographic distributions are mapped. Only one species, G. clarki, inhabits both Australia and Papua New Guinea; two species, G. bacchusi n. sp. and G. papua n. sp. are endemic to Papua New Guinea; 33 species are endemic to Australia. Members of Gymnochthebius are found at the gravelly/sandy/silty margins of flowing and standing water. A preliminary grouping of species according to microhabitat substrate is presented. Correspondences between ventral morphology and microhabitat preferences suggest that a few species are evolving toward humicolous habits. The Australian members of Apotomus Illiger are revised. A lectotype for A. australis is designated, and proof is furnished that the single specimen of A. novaehollandiae Castelnau in the MCSN (Genoa) is the holotype of this taxon. However, A. novaehollandiae Castelnau and A. mastersii Macleay are synonymised with A. australis by virtue of their male genitalia and the lack of any stable exterior distinguishing characters. A. minor, sp. nov. from northwestern Australia is newly described. Because A. australis and A. minor are rather distinctly related and their distribution patterns are strikingly different, a double immigration of Apotomus stocks into Australia on separate pathways and at different times is supposed, the A. minor lineage being the younger element.

Given the complex nature of freshwater catchment divides and emerging evidence of high levels of genetic diversity, there is great potential for cryptic species to exist among Australian freshwater amphipod groups. Among the chiltoniid amphipods, two congeneric species, Austrochiltonia australis (Sayce, 1901) and A. subtenuis (Sayce, 1902), have been widely recorded across southern Australia yet are poorly known and contentiously defined. A large fragment of the mitochondrial DNA cytochrome c oxidase I (COI) gene was examined and morphological diversity among populations assessed across the reported geographic range of the two putative species. The results confirmed A. australis and A. subtenuis as morphological and molecular species. In addition, two previously undetected and cryptic species from Tasmania are recognised – sister species to A. subtenuis and A. australis. Working conclusions provide evidence towards a more comprehensive systematic revision of the Chiltoniidae and present species information relevant to conservation and management efforts of Australian river systems. A key is presented to the chiltoniid amphipods of southern Australia.

The present paper deals with the 13 species (in 5 genera) known from Australia. Redescriptions or descriptive notes, illustrations, and keys to adults and nymphs of all species are provided and their distributions recorded and mapped.Tenagogerris pallidusand T. femoratus (both from Northern Territory and Western Australia), Tenagogonus australiensis (Queensland), Limnometra ciliodes (Queensland, Papua New Guinea and Irian Jaya), and Limnogonus fossarum gilguy (Northern Territory, Queensland, South Australia, Western Australia, Indo-Malayan Archipelago, and West Pacific to Samoa and Tonga) are described as new. Limnometra poliakanthinaNieser & Chen is synonymised with L. cursitans (Fabricius) and Hydrometra australis Skuse (= Limnometra skusei Torre-Bueno) with Limnogonus luctuosus (Montrouzier). The evolution and zoogeography of Australian water striders are discussed. Finally, we discuss the ecology of the gerrine water striders of Australia in relation to our present knowledge about habitats, phenology, wing polymorphism, and association between species.

Much academic work concerned with social and cultural processes in Australia takes as its field of inquiry how the lives of Aboriginal Australians have been changed and impacted on by colonisation. Rarely has scholarship attempted to uncover some of the ways Aboriginality and Aboriginal people have become integral in the shaping of the lives of non-Aboriginal Australians. Ths thesis takes to heart the challenge of subjecting oneself and one's own social and cultural position to the rigours of sociological scrutiny and sets out to examine how crucial Aboriginality and Aboriginal people have been in shaping the lives, identities and economies of non-Aboriginal Australians. Drawing on the work of Homi Bhabha the thesis argues that ambivalence, whch underlies much of colonial discourse, can have a tremendously disruptive and unsettling effect on the authority, identities and everyday social lives of non-Aboriginal people. The thesis explores something of the diversity of this ambivalence by focusing attention on five groups of people (One Nation Supporters, retired tourists, 'alternative lifestylers', governmental workers and early colonists); two historical moments(early colonial times and the late 1990s); and two regions (the south-west and Kimberley of Western Australia). The thesis argues that one of the effects of ths ambivalence is that the social worlds of non- Aboriginal Australians are often subjected to challenge and change. In early colonial times many 'settlers' were tom between the will to colonise and economic and cultural reliance on the efforts and knowledge of Aboriginal people. More recently, One Nation supporters attempt to distance themselves from Aboriginal people by constituting them as the barbaric and parasitical other. At the same time, Hansonites indirectly position Aboriginality as central to their own identity and political future. Another group, retired tourists, regularly perpetuate old colonial tropes and publicly express their disdain of Aboriginal people. At the same time, these people yearn for and engage in social practices otherwise associated with Aborigrnal culture. Behind both groups' public attacks on Aborigines as cannibals and the 'Aboriginal Industry' as spongers lies a deep political and cultural reliance on Aboriginality. Romantics and others who aspire to consume and mimic Aboriginal culture are likewise regularly ambivalent and contradictory in their treatment of Aboriginality. It is arguable that many are selfinterested and seek to plunder Aboriginal cultural. However, the very romance that prompts their mimicry can and does act to unsettle the certainty of non-Aboriginal dominance. This prompts people to re-examine their identities and social practices. Ambivalence and complexity is also central to the lives of those involved in the business of Aboriginal governance. On the one hand, these people are clearly implicated in the government and regulation of Aboriginal people. On the other hand, liberal discourse on fairness and equality of opportunity force governmental workers to increase their contact and reliance on Aboriginal people. This often has the effect of provoking changes in non-Aboriginal people's personal and working lives. The thesis concludes that the engagement of colonial discourse with Aboriginalities inevitably leads to an ambivalence that disables the monolithic dominance of non-Aboriginal Australians. In a range of ways this ambivalence can and does produce conditions whch undermine and transform the cultural lives and identities of non-Aboriginal Australians.

This thesis examines how Aboriginality, ‘Asianness’ and whiteness have been imagined from Federation in 1901 to the present. It recovers a rich but hitherto largely neglected history of twentieth century cross-cultural partnerships and alliances between Indigenous and Asian-Australians. Commercial and personal intercourse between these communities has existed in various forms on this continent since the pre-invasion era. These cross-cultural exchanges have often been based on close and long-term shared interests that have stemmed from a common sense of marginalisation from dominant Anglo-Australian society. At other times these cross-cultural relationships have ranged from indifference to hostility, reflecting the fact that migrants of Asian descent remain the beneficiaries of the dispossession of Aboriginal and Torres Strait Islander peoples. This thesis examines the Japanese-Australian clash over the White Australia Policy during the late 19th and the early 20th centuries. It explores the questions as to why Japan strongly objected to the White Australia Policy and why Australia was uncompromising in its position of excluding Japanese immigrants by placing these issues in a broad historical and international context of the time, particularly the development of collective national identities in Japan and Australia. Japan and Australia developed their national identities almost simultaneously in the late 19th century. In the case of Japan, after embarking on a frenzied modernisation and Westernisation in order to achieve equality with the West, it attempted to establish an identity as a “civilised” nation. Australians, for their part, embraced “British race nationalism” as the core foundation of their nation and developed their identity as a white British nation. However, because of their unique historical circumstances—in Japan’s case, because of its status as the only non-white great power in a European-dominated international society, and in Australia’s, because of its peculiar geo-cultural situation of being a white colonial outpost in the Pacific surrounded by people with different race and culture—they were both insecure about the identities they created for themselves, feeling that their national identities were constantly challenged and threatened by external circumstances. This thesis suggests that both nations’ visions of, and anxieties around, national identity greatly influenced their responses to the issue of Japanese exclusion in Australia and argues that the Japanese-Australian clash over the White Australia Policy can be interpreted as a clash between a country which sought to reaffirm its civilised identity by achieving equality with the West even on immigration issues and a country which was determined to defend its identity as a culturally and racially homogeneous white British nation from the perceived threat posed by the rise of a non-white power in the region. In other words, this thesis analyses the Japanese-Australian confrontation over the White Australia Policy as a means of shedding light on how the Japanese and Australians perceived their identities in the late 19th and the early 20th centuries. In so doing, it aims to contribute to the existing literature on Japanese immigration and the White Australia Policy and offer a more comprehensive analysis of the Japanese-Australian clash over the White Australia Policy.

This thesis is an intellectual and personal journey, written not so much to prove a particular point about the relationship between Australia and Japan, but so that I might understand changes which have taken place in my lifetime. As a schoolboy voluntary worker at a military hospital, my earliest impressions of Japan were coloured by meeting victims of the Japanese invasions of Indonesia and New Guinea and the bombing of Darwin. My heroes included members of Sparrow Force, which fought on behind the Japanese lines in Timor, and Julius Tahija, winner of the Orange Cross for a valiant rearguard action in which hundreds of Japanese were killed. By the time I graduated from university my hatred of Japan, like that of most of my generation, had softened as memories of the war faded and Australia entered a period of full employment and rapid growth. Then, while working with a trading house in Indonesia in the late 1950s, I started to relate to Japanese as fellow human beings, as business competitors - and as members of the same golf club. It was not until the 1960s, working in a variety of industries as a management consultant, that I became aware of how much Japan could influence Australia's future: on the one hand as the dominant customer for our wool; and on the other as the maker of such things as synthetic rope which would put Australian rope and twine makers out of business. Upon joining the mining industry, the profitability of my company and my own income were inextricably linked with the success of Japanese industry. And yet my colleagues and I knew little about the country and the people upon whom we were so dependent. The desire to learn more about the strange symbiotic relationship between Japan and Australia was the genesis of this thesis. Its objective is very simple: to trace the history of Australia's relationship with Japan and to identify the role played by governments, the bureaucracy and private individuals as Australia responded to changes in the Japanese economy. It will show that the complementary relationship is dynamic, calling for constant change and adaptation…

Abstract In December 2018, the Council of Australian Governments set a vision (Australia Hydrogen Strategy) for a clean, innovative, safe, and competitive hydrogen industry that benefits all Australians and will be a major global player by 2030. This study will summarize the current and forecast uses and volumes of hydrogen along with estimating the potential future range of hydrogen prices and prices’ key drivers across Australia seven territories. The seven hubs are the basis to understand the range in hydrogen prices combined with the technologies available to produce hydrogen across Australia. These seven hubs are planned as a springboard to large scale production, although hydrogen projects can be outside these hubs as well. The impact of the drivers and price assessment across the green and blue hydrogen technologies were studied. Hydrogen price ranges were calculated and are based on the levelized cost of hydrogen (LCOH) for the different electrolysis technologies as well as, steam methane reforming, black coal and lignite gasification with carbon capture and sequestration. The price is equivalent to a Free on Board (FOB) or at wellhead price. The model was built to replicate the Commonwealth Scientific and Industrial Research Organization (CSIRO) LCOH for the mentioned technologies, which was then used to model the price for green and blue hydrogen across the seven states and territories. Since the model is based on LCOH it does not incorporate additional costs such as transport or company overheads and market forces such as supply and demand. A comparison of the hydrogen price for various generation methods across the states and territories of Australia was generated and analyzed. The key observations from the results include: 1) there is neither a leading technology nor a leading territory for the low or high hydrogen price; 2) variations in energy commodity prices are directly linked to the hydrogen price and the main factor to consider with green hydrogen production; 3) decreases in costs suggest efficiencies in technology across the green and blue hydrogen industry are starting to be realized; 4) short-term volatility is expected as the industry develops but over the longer term the price should stabilize towards the lower end of the range. With Japan is a strong partner aiming to reach hydrogen cost of A$3/kg., Australia must reduce the hydrogen production cost as much as possible to keep its competitive advantage amongst competitors. This paper will describe the hydrogen price calculation process, the variables, and considerations for each of the seven Australian territories to become the top producer and exporter of the region.

Abstract The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural (well) integrity and environmental management for all offshore oil and gas operations and greenhouse gas storage activities in Australian waters, and in coastal waters where regulatory powers and functions have been conferred. The Australian offshore petroleum industry has been in operation since the early 1960s and currently has approximately 57 platforms, 11 floating facilities, 3,500km of pipelines and 1000 wells in operation. Many offshore facilities are now approaching the end of their operational lives and it is estimated that over the next 50 years decommissioning of this infrastructure will cost more than US$40.5 billion. Decommissioning is a normal and inevitable stage in the lifetime of an offshore petroleum project that should be planned from the outset and matured throughout the life of operations. While only a few facilities have been decommissioned in Australian waters, most of Australia's offshore infrastructure is now more than 20 years old and entering a phase where they require extra attention and close maintenance prior to decommissioning. When the NOGA group of companies entered liquidation in 2020 and the Australian Government took control of decommissioning the Laminaria and Corallina field development it became evident that there were some fundamental gaps in relation to decommissioning in the Australian offshore petroleum industry. There are two key focus areas that require attention. Firstly, regulatory reform including policy change and modification to regulatory practice. Secondly, the development of visible and robust decommissioning plans by Industry titleholders. The purpose of this paper is to highlight the importance and benefit of adopting good practice when planning for decommissioning throughout the life cycle of a petroleum project. Whilst not insurmountable, the closing of these gaps will ensure that Australia is well placed to deal with the decommissioning challenge facing the industry in the next 50 years.

[This Proceedings paper was revised and published in the Interdisciplinary Journal of E-Skills and Lifelong Learning (IJELL)] Aim/Purpose: The research investigates the impact of Information and Communication Technologies (ICT) on Iranian refugees’ settlement in Australia. Background: The study identifies the issues of settlement, such as language, cultural and social differences. Methodology: The Multi-Sited Ethnography (MSE), which is a qualitative methodology, has been used with a thematic analysis drawing on a series of semi-structured interviews with two groups of participants (51 Iranian refugees and 55 people with a role in assisting refugees). Contribution: The research findings may enable the creation of a model for use by the Australian Government with Iranian refugees. Findings: The findings show the vital role ICT play in refugees’ ongoing day-to-day life towards settlement. Recommendations for Practitioners: The results from this paper could be generalised to other groups of refugees in Australia and also could be used for Iranian refugees in other countries. Recommendation for Researchers: Researchers may use a similar study for refugees of different backgrounds in Australia and around the world. Impact on Society: ICT may assist refugees to become less isolated, less marginalized and part of mainstream society. Future Research: Future research could look into the digital divide between refugees in Australia and main stream Australians.

Abstract: While there is an abundance of commentary and criticism on Le Corbusier’s effect upon architecture and planning globally – in Europe, Northern Africa, the Americas and the Indian sub-continent – there is very little dealing with other contexts such as Australia. The paper will offer a first appraisal of Le Corbusier’s relationship with Australia, providing example of the significant international reach of his ideas to places he was never to set foot. It draws attention to Le Corbusier's contacts with architects who practiced in Australia and little known instances of his connections - his drawing of the City of Adelaide plan (1950) and his commission for art at Jorn Utzon's Sydney Opera House (1958). The paper also considers the ways that Le Corbusier’s work underwent translation into Australian architecture and urbanism in the mid to late 20th century through the influence his work exerted on others, identifying further possibilities for research on the topic. Abstract Australia has embarked on a fast race to become the leading hydrogen provider in the Asia Pacific, supported by countries such as Japan and South Korea as firm customers. The seven territories of Australia are developing their business strategies to achieve competitiveness and a place in the race. A strategy based on a strengths, weakness, opportunities, and threats (SWOT) analysis has been derived from each territory, considering the current state-of-the-art hydrogen technologies and their main drivers. These strategies have been benchmarked against the Australia Council National Hydrogen Strategy and the Australia Electricity Market Operator Strategy regarding the scenario of a hydrogen superpower for Australia to become an essential player in the hydrogen market using the IBA (Interactive Bundle Analysis) framework. The seven territories’ strategies were analyzed, and a set of recommendations are derived from this analysis with the aim to reinforce each territory strategy, providing the Australian Federal Government a framework to assess which project to finance projects first and assist in de-risking them to attract private capital, which is essential for the country to become a large-scale hydrogen producer and exporter. This analysis recommends that should Australia focus on the development of blue hydrogen first and secures market share via Western Australia using steam methane reformer (SMR) and Victoria with the brown coal gasification, both fitted with the corresponding carbon capture and storage (CCS). In parallel, the Australian Federal government should incentivize Tasmania to produce green hydrogen followed by Queensland and Western Australia while other territories need to develop as per their individual strengths.

In this paper we explore mutual acculturation among Australians from Indigenous, majority, immigrant and refugee backgrounds. Our aims were: to develop Berry’s acculturation scales for use in Australia and from multiple perspectives and to explore acculturation expectations and strategies from these multiple perspectives. We conducted in-depth interviews (<em>n</em> = 38) in Perth, Western Australia. We investigated participants’ views, guided by the two dimensions underlying Berry’s model of acculturation: cultural maintenance and intercultural contact, and models of culture learning. We found that participants had different acculturation expectations for different groups, as well as different preferred strategies for themselves, although most indicated a preference for integration. In particular, the extent to which groups were seen as voluntary to intercultural contact was regarded as an important factor; participants had considerably different expectations of Indigenous Australians than for immigrants to Australia. This was consistent with the strategies of most immigrant participants who regarded the responsibility for integrating as resting with them by virtue of their decision to migrate. The findings highlight the importance of the multi-way approach to investigating acculturation in multiethnic and post-colonial societies such as Australia and have been used to develop acculturation scales for future quantitative studies.

Export education forms a major part of the Australian economy. Australian universities are now not only accepting overseas students into Australian campuses; they are setting up overseas-based campuses. This is often through an arrangement with a local educational institution or organisation. Subjects in these institutions are delivered by a combination of Victoria University Australian-based staff and local faculty. One of the primary programs being delivered overseas by many Australian institutions is the Master of Business Administration (MBA). This paper examines the delivery of the core information technology units, Management Information Systems (MIS), by Victoria University in Australia and overseas (in Bangladesh). The structure of the MBA at Victoria University in Australia and overseas is examined and the MIS subject explained. Results of a survey of MBA students’ views of the content of MIS, conducted in Australia (1997-2000) and Bangladesh (2001) are reported. There is little difference in the attitudes of students of both countries in relation to the topics covered in the subject, nor on the breakdown of the subject between ‘hands-on’ applications and more formal instruction. There are some differences in relation to the level of Internet and e-mail usage, with Australian students tending to use these technologies on a greater basis as a proportion of their overall computer usage.

Australia is an island continent with an essentially linear distribution of population. Approximately 90% of its people are located in 12 main urban centres spread along 30,000 km of coastline. In a recently published book entitles “The Coast Dwellers” by Australian architect and writer Philip Drew (1994), Drew sees Australians as quintessential “verandah people” sitting on the edge of our continent. He feels that those who see Australians in the “Crocodile Dundee” image are missing the point; that nearly all ofus live on the edge communing with the lifegiving sea rather than with the dead heart of the country. He puts forward evidence that seven out of ten Australians live in the narrow corridor of land on the eastern coast between the mountain range and the ocean, one in fifteen Australians lives within fifteen minutes drive of the beach, and most of the rest of the population live within one hour’s drive of the water.

Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

The Trends in International Mathematics and Science Study (TIMSS) is an international comparative study of student achievement directed by the International Association for the Evaluation of Educational Achievement (IEA). TIMSS was first conducted in 1995 and the assessment conducted in 2019 formed the seventh cycle, providing 24 years of trends in mathematics and science achievement at Year 4 and Year 8. In Australia, TIMSS is managed by the Australian Council for Educational Research (ACER) and is jointly funded by the Australian Government and the state and territory governments. The goal of TIMSS is to provide comparative information about educational achievement across countries in order to improve teaching and learning in mathematics and science. TIMSS is based on a research model that uses the curriculum, within context, as its foundation. TIMSS is designed, broadly, to align with the mathematics and science curricula used in the participating education systems and countries, and focuses on assessment at Year 4 and Year 8. TIMSS also provides important data about students’ contexts for learning mathematics and science based on questionnaires completed by students and their parents, teachers and school principals. This report presents the results for Australia as a whole, for the Australian states and territories and for the other participants in TIMSS 2019, so that Australia’s results can be viewed in an international context, and student performance can be monitored over time. The results from TIMSS, as one of the assessments in the National Assessment Program, allow for nationally comparable reports of student outcomes against the Melbourne Declaration on Educational Goals for Young Australians. Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

This is the second of two reports that look at the results of TIMSS 2019 and Australia’s performance. Volume I focuses specifically on the achievement results, detailing Australia’s results within the international context, and presents results for the Australian jurisdictions, and for the different demographic groups within Australia, including male and female students. This report, Volume II, presents the results from the contextual questionnaires, and examines the contexts in which learning and achievement occur, including home, school, and classroom contexts, as well as student attitudes. Each chapter focuses on different indicators that cover the school community, the school learning environment, mathematics and science teacher characteristics, mathematics and science classroom learning environments, and students’ attitudes and beliefs. Together, the different indicators of student and school life illustrate some of the many key aspects that make up the school experience.

Description The Creative Hotspots project, or as it was officially titled Australian Cultural and Creative Activity: A Population and Hotspot Analysis, was an expansive, four-year project funded by an Australian Research Council Linkage grant (LP160101724). This comprehensive national study investigated the contemporary dynamics of cultural and creative activity in largely regional and non-capital cities and towns across Australia before the outbreak of COVID-19 in March 2020. In total, the project conducted fieldwork in 17 creative and cultural hotspots across five states: Queensland, New South Wales, Victoria, Western Australia, and South Australia, examining what makes each hotspot “hot”, identifying the dynamics that underpinned their high concentrations of creative and cultural employment and activity. This White Paper outlines the project's findings and outcomes.

The Australian Child Maltreatment Study (ACMS) is a landmark study for our nation. The ACMS research team has generated the first nationally representative data on the prevalence of each of the five types of child maltreatment in Australia, and their associated health impacts through life. We also identified information about the context of maltreatment experiences, including how old children are when it occurs, and who inflicts it. This knowledge about which children are most at risk of which types of abuse and neglect, at which ages, and by whom, is needed to develop evidencebased population approaches required to reduce child maltreatment in Australia. The concerning prevalence of maltreatment and its devastating associated outcomes present an urgent imperative for nation-building reform to better protect Australian children and reduce associated costs to individuals, families, communities and broader society. The ACMS collected data from 8500 randomly selected Australians aged 16-65 years and older. We included an oversample of 3500 young people 16-24 years of aged to generate particularly strong data about child maltreatment in contemporary Australian society, to assess its associated impacts in adolescence and early adulthood, and to allow future prevalence studies to detect reductions in prevalence rates over time. Our participants aged 25 and over enabled us to understand prevalence trends at different times in Australian history, and to measure associated health outcomes through life. Participants provided information on childhood experiences of each of the five types of child abuse and neglect, and other childhood adversities, mental health disorders, health risk behaviours, health services utilisation, and more. Our findings provide the first nationally representative data on the prevalence of child maltreatment in Australia. Moreover, the ACMS is the first national study globally to examine maltreatment experiences and associated health and social outcomes of all five forms of child maltreatment. Taken together, our findings provide a deep understanding of the prevalence, context and impact of child abuse and neglect in Australia and make an important contribution to the international field. This brief report presents the main findings from the ACMS for a general public audience. These main findings are further detailed in seven peer-reviewed scholarly articles, published in a special edition of the Medical Journal of Australia, Australia’s leading medical journal. Forthcoming work will examine other important questions about the impacts of specific maltreatment experiences to generate additional evidence to inform governments and stakeholders about optimal prevention policy and practice. There is cause for hope. In recent years, there have been reductions in physical abuse, and in some types of sexual abuse. These reductions are extremely important. They mean that fewer children are suffering, and they indicate that change is possible. Policies and programs to reduce these types of maltreatment are having an effect. Yet, there are other concerning trends, with some types of maltreatment becoming even more common, including emotional abuse, some types of sexual abuse, and exposure to domestic violence. And new types of sexual victimisation are also emerging. As a society, we have much work to do. We know that child maltreatment can be reduced if we work together as governments, service sectors, and communities. We need to invest more, and invest better. It is a moral, social and economic imperative for Australian governments to develop a coordinated long-term plan for generational reform. We have found that: 1. Child maltreatment is widespread. 2. Girls experience particularly high rates of sexual abuse and emotional abuse. 3. Child maltreatment is a major problem affecting today’s Australian children and youth – it is not just something that happened in the past. 4. Child maltreatment is associated with severe mental health problems and behavioural harms, both in childhood and adulthood. 5. Child maltreatment is associated with severe health risk behaviours, both in childhood and adulthood. 6. Emotional abuse is particularly harmful, and is much more damaging than society has understood.

An economic and population boom in the 1890s created opportunities for architects to find work and fame in Western Australia. Architecture, therefore, became a viable profession for the first time, and the number of practicing architects in the colony (and then state) quickly grew. Associations such as the Western Australian Institute of Architects were established to organise the profession, but as the number of architects grew and Western Australian society matured, it became evident that a role for government was required to ensure practice standards and consumer protection. In 1921, therefore, the Architects Act was passed, and, in the following year, the Architects Board of Western Australia was launched. This report traces the evolution and transformation of professional architectural practice since then, and evaluates the role and impact of the Board in its first century.

Socioeconomically disadvantaged students (i.e. those whose scores on a constructed measure of social and cultural capital are below a specified cut-off, usually the 25th percentile) have been found to be more likely to drop out of school, repeat a grade, achieve lower levels at senior secondary school, and score lower on tests such as the Programme for International Student Assessment (PISA). Despite this association between socioeconomic disadvantage and poorer outcomes related to education, a percentage of students who come from disadvantaged backgrounds enjoy success at school. This apparent success despite the odds is of interest to researchers and educators alike – what, if any, characteristics do these academically resilient students share, why might this be and what can we learn from this group of students, however small, that might assist in improving outcomes for all students, regardless of their socioeconomic background?
