Global disparities in the quantity, distribution, and skills of health workers worldwide pose a threat to attainment of the Sustainable Development Goals by 2030 and deepens already existing global health inequities. Rwanda and other low-resource countries face a critical shortage of health professionals, particularly nurses and midwives. This article describes the Human Resources for Health (HRH) Program in Rwanda, a collaboration between the Ministry of Health of Rwanda and a U.S. consortium of academic institutions. The ultimate goal of the HRH Program is to strengthen health service delivery and to achieve health equity for the poor. The aim of this article is to highlight the HRH nursing and midwifery contributions to capacity building in academic and clinical educational programs throughout Rwanda. International academic partnerships need to align with the priorities of the host country, integrate the strengths of available resources, and encourage a collaborative environment of cultural humility and self-awareness for all participants.

Abstract Breast cancer is emerging as a major global public health problem. Incidence and mortality continues to rise in low- and middle-income countries (LMICs). A significant and growing disparity exists between high-income countries and LMICs in the availability of screening services and associated preventable mortality. However, population imaging-based screening programs are not appropriate for all settings. Planners should perform a thorough assessment of the target setting prior to implementing any breast cancer detection program, as appropriate guidelines vary according to the resources available. Financial, social, and cultural barriers to breast cancer care need to be addressed to sustainably improve the morbidity and mortality of the populations and make efficient use of available services. Creative approaches, such as mobile and portable imaging and bundling of services, can facilitate the installation of early breast cancer detection programs in LMICs. While image-based screening programs are not initially resource-appropriate in many LMICs, planners can work towards this goal as part of their comprehensive breast cancer detection strategy.

BACKGROUND: Quality midwifery education globally is essential to improving maternal and infant outcomes worldwide.PURPOSE: Determine midwife educators’ perceptions of the need for an international recognition program identifying a midwifery educational program having met the International Confederation of Midwives’ (ICM) Global Standards for Midwifery Education.STUDY DESIGN: A descriptive web-based survey available in English, French, and Spanish. Midwife educators were asked about (a) perceived need for a recognition program identifying programs meeting ICM Education Standards, (b) ability and resources to complete a self-evaluation report, (c) kinds of verification activities expected and needed resources, and (d) willingness of local educators to be trained as evaluators.RESULTS: Surveys completed from 52 countries and all four ICM regions (n = 197) with 14% from low-/lower middle income countries. Majority of respondents (79%) endorsed a need for a recognition program. Most were capable of creating a self-evaluation report (88%), only 18% identified not needing any additional resources. The vast majority favored an on-site process to verify the report with over 81% stating local midwife educators would volunteer to be trained as validators.CONCLUSION: There is a perceived need for an international process that recognizes midwifery education programs that meet the ICM Education Standards.

Agencies incorporating new technology inevitably face challenges in the implementation process. In response to the passage of Proposition 83, which mandated lifelong supervision of people convicted of sex offenses in California, San Diego County initiated a pilot program assessing Global Positioning System (GPS) monitoring of such offenders considered high risk for reoffending. Using interviews of parole agents and administrators, parole agent records of supervision, and GPS monitoring data, we assess the challenges and lessons learned from the program which help inform the current policy context of electronic monitoring. Results show that rigorous GPS supervision involves substantial workload and resource increases for parole agencies, and may not be appropriate for all individuals convicted of sex offenses. The ethical and legal challenges of electronic monitoring, more generally, require further attention. The future of GPS monitoring will depend on how programs are implemented and resources are managed, as well as how ethical issues are addressed.

Background: Globally, tobacco can be attributed to more than 7 million deaths each year. To address this potentially avoidable mortality, The University of Texas MD Anderson Cancer Center has engaged its Global Academic Program´s (GAP) sister institutions (SI) by conducting an inaugural tobacco control assessment survey. A similar survey was done with our University of Texas academic and health science center affiliates that led to improved adoption of tobacco control policies as well as prevention and cessation services on all campuses. The baseline data collected will serve as a mechanism to develop a tobacco prevention and control strategy within a global cancer center network. Aim: To assess SI laws and policies regarding tobacco use, existing screening and cessation services. Strategy/Tactics: Qualtrics was used to administer a 27-item survey to our GAP SI from April-October 2017. Survey questions focused on key areas of tobacco prevention and control: policy, tobacco use screening, and cessation services. A survey link was emailed to 34 institutions in 23 countries. Program/Policy process: Survey GAP SI to determine current tobacco prevention and control measures being implemented. Convene GAP SI in May 2018 to share tobacco control best practices across the network and identify resources and supports to strengthen tobacco control efforts at each institution. Build collaborations aimed at progressive actions in tobacco control policies, educational programs and cessation services culturally appropriate to the needs and resources of the GAP network. Outcomes: Of the 34 GAP SI, 26 responded to the survey (76% response rate). Key findings among the 26 responding institutions: policy - 96% are located in cities with laws regulating the sale and/or use of tobacco products by minors and 77% of the cities have laws regulating the use of tobacco in the workplace; 42% of the campuses have designated smoking areas; tobacco use screening - 65% screen for and document patients´ tobacco status, however only 27% screen “all the time”; cessation services - 19% offer telephone counseling as a cessation service; 38% offer cessation services to the community; 46% offer cessation services to employees. What was learned: The baseline assessment identified areas of institutional needs: cessation services and campus policies. Further discussion with the SI will help engage them in further efforts to address gaps in tobacco control. Collectively, we aim to develop action steps to collaborate and enhance existing services by creating a global platform in which tobacco control best practices and resources can be shared.

Abstract Local TV meteorologists are optimally positioned to educate the public about the local implications of global climate change: They have high public trust as a source of climate science information, local TV is the #1 source of weather information in America, and most weathercasters have relevant scientific training and excellent communication skills. Surveys show that most TV meteorologists would like to report on climate change, but lack of time, lack of broadcast-quality graphics, and lack of access to appropriate experts are barriers that inhibit such coverage. With funding from the National Science Foundation and philanthropic foundations, we developed Climate Matters as an educational resources program to help interested local TV meteorologists educate their viewers about the local impacts of global climate change. Currently, the program provides more than 160 participating weathercasters nationwide with weekly localized broadcast-ready graphics and script ideas, short videos, and opportunities for brief (hour-long webinars) and more intensive (day-long seminars) professional development sessions—at no cost to participating weathercasters. We aim to more than double participation in the program over the next several years. This article will chronicle the development of Climate Matters over the past five years—beginning with a pilot test at a single news station in Columbia, South Carolina, that was shown to be effective at helping viewers better understand climate change and culminating in a comprehensive national educational resource program that is available to all interested weathercasters.

Currently, there is no intervention model for autism spectrum disorder (ASD) that addresses all levels and factors of the International Classification of Functioning, Disability and Health (ICF, WHO). The most researched programs focus on naturalistic, developmental and behavioral approaches to socio-communication. Less attention has been paid to motor and environmental reactivity aspects (behavior/interest restriction and sensory reactivity). The evidence rationale for the Global Integration Method (MIG, “Método de Integração Global”), a model addressing sensorimotor reactivity in addition to socio-communication, is presented. MIG is an integrative, interdisciplinary, family-oriented intervention and naturalistic program that addresses all levels and moderating factors of ASD’s impact. MIG’s theoretical rationale is based on the predictive coding impairment and embodied cognition hypotheses. MIG incorporates both bottom-up (flexible therapeutic suit, social-motor synchronization) and top-down (schematic social information processing, narratives, imagery) strategies to promote the building and use of accurate, flexible and context-sensitive internal predictive models. MIG is based on the premises that predictive coding improves both socio-communication and environmental reactivity, and that the postural stabilization provided by the flexible therapeutic suit frees information processing resources for socio-cognitive learning. MIG builds on interdisciplinary, professionally and parentally mediated work based on behavioral principles of intensive training in a situated environment.

Because of the increasingly globalized world we live in, companies today are very interested in going overseas to develop and utilize global engineering resources. By doing so, they hope to take advantage of new global product development (GPD) enablers and motivators such as the internet, new collaborative information technology tools, access to new markets, and the increasing availability of low-cost engineering talent. While globalization has significantly decreased barriers so that more companies are hurrying to move engineering activities to its global sites, it is no secret that GPD teams pose significant coordination challenges. Cost savings from lower labor rates abroad can easily be eaten up by the increased coordination costs required to manage overseas interactions between local and global activities. This paper introduces a model that maps a project's coordination structure to help managers decide which activities should be allocated to a global site and which ones should be kept at home. It introduces a new multi-site coordination matrix based on the Design Structure Matrix and an optimization model that chooses where to locate activities to minimize project coordination costs.
(cont.) A key principle the model relies on is the modularization of activities at each site for efficient organization design. This method was employed to design a GPD plan for the Advanced Manufacturing Engineering department at Honeywell Aerospace.

AbstractAvailability and sustainable management of the sewerage system are extremely important as sanitation infrastructure to achieve Sustainable Development Goal 6. Japan has become a depopulated society since 2010, and therefore sewerage systems in Japan will face difficulties because of the decrease in human resources, deterioration of the facilities, and limited budgets. Although innovative sanitation technologies to overcome these issues are strongly required, various barriers inhibit the development, implementation, and technology diffusion. The author and his research group have developed “dual dissolved oxygen control system in oxidation ditch process” through three-way university–industry–government partnerships. This chapter summarizes the history of the development, social acceptance, and expansion to other cities of the technology and analyzes the social integration and acceptance process. The key elements behind the success of this project are as follows: (1) enthusiasm of all stakeholders toward the shared goal, (2) win-win relationships among stakeholders and respect for each other, (3) research and development considering future applications and technology diffusion, (4) participation of local governments as important stakeholders, (5) agreement of the municipal parliament of Konan City, and (6) registration of the technology to “JS Innovation Program,” by Japan Sewage Works Agency.

AbstractThe sudden surge in COVID-19 cases during the second wave highlighted India’s lack of preparedness for critical care requirements in terms of infrastructure and human resources. It is the need of the hour to make efforts to build resilient and responsive health systems that are well prepared to handle the current COVID-19 pandemic and similar future threats. The challenges in the healthcare system during the second wave of COVID-19 included overstressed human resources in tertiary facilities, lack of trained healthcare workers, inadequate infrastructure at secondary-level facilities, and a shortage of beds, ventilators, medicines, and other requirements for tertiary-level care. Other challenges were lack of resources/capacity for setting up intensive care units (ICUs), unutilized ICU equipment at secondary-level facilities, and lack of operational planning, coordination, and support. Through the United States Agency for International Development (USAID) supported Reaching Impact, Saturation, and Epidemic Control (RISE) Program, Jhpiego is providing technical assistance in 20 states across India to respond to the urgency and magnitude of the second wave of COVID-19. It is identifying areas and modalities of implementation and aligning these to the country’s response to the surge. The project’s focus is on health system preparedness for present and future waves of COVID-19 including activities for strengthening critical care services, medical oxygen management, strengthening molecular testing laboratory, strengthening the health system to respond to future waves, and enabling effective planning and management of critical logistics. This is being done in coordination with the Government of India (GoI) and state governments and by involving both public and private sector/faith-based institutions and non-government organizations (NGOs).

AbstractItaly is striving to bridge its gap in defense Artificial Intelligence (AI) despite being a latecomer in the field. This pursuit aligns with broader efforts towards digitalization and modernization, particularly within its Armed Forces. Acknowledging AI’s potential benefits and threats, Italy emphasizes human involvement in decision-making processes while advancing modernization initiatives. Italy sees defense AI as a force multiplier, enhancing Armed Forces capabilities through sensor sophistication, automation, data fusion, and decision-making support.The commitment to modernize dates back to the early 2000s, notably with the Forza NEC program launched in 2007. Aimed at integrating military assets into a network-centric framework by 2031, this initiative seeks to enhance computation, communication, and situational awareness. In 2021, the Ministry of Defense allocated €190M for AI development until 2035, marking a significant investment exclusively focused on defense AI. However, several programs, including the ambitious Global Combat Air Programme (GCAP) and Robotics and Autonomous Systems Experimentation Campaign (RAS), are going to involve AI technologies.The Italian Armed Forces collaborate and synergize on their key projects with the country’s whole AI ecosystem, which includes academic institutions, civil and military research labs, startups, and private and public high-tech companies. In addition, most Italian defense AI development projects are designed to optimize resources while also ensuring integrability and interoperability among its Armed Forces branches as well as NATO allies and platforms—this is also true for AI and training. The Italian Armed Forces have set their key goals for 2035, but it remains to be seen if they will be able to accomplish them by that year.

AbstractThe adaptation to the multiple facets of climate/global change challenges the conventional means of water system planning. Numerous demand and supply management options are often available, from which a portfolio of adaptation measures needs to be selected in a context of high uncertainty about future conditions. A framework is developed to integrate inputs from the two main approaches commonly used to plan for adaptation. The proposed “top–down meets bottom–up” approach provides a systematic and practical method for supporting the selection of adaptation measures at river basin level by comprehensively integrating the goals of economic efficiency, social acceptability, environmental sustainability, and adaptation robustness. The top-down approach relies on the use of a chain of models to assess the impact of global change on water resources and its adaptive management over a range of climate projections. Future demand scenarios and locally prioritized adaptation measures are identified following a bottom-up approach through a participatory process with the relevant stakeholders and experts. Cost-effective combinations of adaptation measures are then selected using a hydro-economic model at basin scale. The resulting adaptation portfolios are climate checked to define a robust program of measures based on trade-offs between adaptation costs and reliability. Valuable insights are obtained on the use of uncertain climate information for selecting robust, reliable, and resilient water management portfolios. Finally, cost allocation and equity implications are analyzed through the comparison of economically rational results (cooperative game theory) and the application of social justice principles.

AbstractThe increase in life expectancy and emphasis on self-reliance for older adults are global phenomena. As such, living healthily in the community is considered a viable means of promoting successful and active aging. Existing knowledge indicates the prevalence of health illiteracy among the older population and the impact of poor health literacy on health outcomes and health care costs. Nevertheless, e-health literacy is a critical issue for a rapidly aging population in a technology-driven society. Intergenerational studies reported that older adults enjoy engaging with younger people and benefit from the social stimulation by improved social behaviours, intergenerational social network, and participation.An Intergenerational e-health Literacy Program (I-HeLP) is developed to draw upon the IT-savvy strength of the youth, and teach older adults to seek, understand and appraise health information from electronic sources and apply knowledge gained to address the health problem. I-HeLP is an evidence-based program, which provides comprehensive coverage on relevant health-related e-resources. I-HeLP aims to engage youth volunteers to teach older adults regarding e-health literacy, and enhance older adults’ sense of coherence, e-health literacy, physical and mental health, cognitive function, quality of life, and intergenerational communication. I-HeLP promotes social participation, health, and wellbeing of older adults, and empowers the younger generation to play an active role in society. Furthermore, I-HeLP aligns with the ‘Smart Nation’ initiative by the Singapore government to empower citizens to lead meaningful and fulfilled lives with the use of technology.

AbstractThe integral role of the timber industry in sustaining local reforestation efforts is often overlooked. The processing and retail sectors of the timber industry are significant in that they add value to forest resources, providing local jobs and lumber supplies. This study examines these sectors in Riau, Indonesia, where deforestation and degraded peatlands have been accelerating. Based on a field survey of randomly selected molding mills and timber kiosks in Pekanbaru, the author examines the nature and scale of timber production, sales, and supply chains. Both the molding mills and timber kiosks could be classified into three types: those that function as subcontractors of large pulp and paper companies, those that operate independently and provide timber supplies for local construction needs, and those that specialize in higher-end wood processing. Those providing local timber supplies demonstrated more adaptability in terms of meeting market demands. Depending on the level of the operation’s independence, timber supply chains were more diversified in terms of the relationships among loggers, distributors, and retailers. To develop the timber sector in the context of local reforestation, it is necessary to consider how local people connect with the local timber processing and retail sectors and how to improve local timber supply chains. Reforestation programs must construct sustainable management systems that restore forests while at the same time using forest resources. This includes developing land ownership and use systems to produce timber sustainably and replanting tree species that are useful as timber.

Competency Based Education (CBE) is considered an alternative to face the lack of individuals with the appropriate labour abilities. A state of the art on CBE in terms of the practices being performed by main worldwide universities/colleges is presented. Main promoted competencies include effective communication, critical thinking and lifelong learning. Also, teaching and practice activities are determined such as real life situations and simulations. Regarding competency assessment techniques, a mix of them is used to guarantee the desired competency level. Achievements of competencies are reported with a pass or not pass grade and with narrative transcripts. CBE benefits from student's perspective are also determined. The main advantage of CBE is that measures what a student can do after completing a program. It is also flexible, as universities/colleges of any size/age can incorporate it at different levels, which depends on their resources and strategies. Even though CBE has proven to solve a global problem, the gap between the supply and demand of skillful people can only be reduced if all the concerned parties work together in a coordinated manner.

This study addresses the conflicting views of the role of English as a means of global communication. Responding to the growing need to foster communicative abilities in English, schools in Indonesia are driven to make their students proficient in English. However, the majority of English teachers themselves might not be adequately prepared to use English as a means of communication; improving their English proficiency and the willingness to communicate in English (Clement, 2003) has thus become a matter of concern amidst the prevailing resistance to English as the language of the imperialist. The present study focuses on teachers’ English proficiency, which has been recognized as an important qualification for successful English teaching. Thirty secondary school teachers of English who were participating in an in-service professional development program were asked to self-assess their English proficiencies based on the ACTFL guidelines as well as to identify their challenges and resources. The teachers assessed their proficiencies in interpersonal communication, presentational speaking, presentational writing, interpretive listening, and interpretive reading. The study also conducted in-depth interviews of selected teachers. This study found that teachers strive to build their willingness to communicate in English despite challenges, and still grapple to improve their proficiency. They employ various resources to overcome the prevailing challenges.

As globalization continues to make cross-cultural interactions more of a reality, the need to develop the cultural competence of students and staff is imperative. The University of Sydney has included cultural competence in its 2016-20 strategic plan, necessitating the embedding of cultural competence across all functions of the University. The National Centre for Cultural Competence (NCCC) at The University of Sydney was created to lead the thinking on cultural competence, which includes creating teaching and learning resources to guide University students and staff on their cultural competence journey. In this paper, we discuss a cultural competence seminar developed and delivered by the NCCC to students participating in a broader program designed to educate and prepare them to be global citizens. We will examine the efficacy of our approach to cultural competence training with this particular cohort of students.

The expansion of low-cost and traditional carriers has enhanced the reach, breadth, and frequency of traditional passenger-carrying services. Due to the growing need for highly trained professionals in Intelligence Human Systems, airline recruiters are under pressure to find new ways to attract and communicate with potential candidates. This study intends to include CBTA into aviation personnel planning, training, and management of the Intelligence Human Systems Integration - transformation. Research objectives include a theoretical study of the CBTA framework, an examination of human resources planning, training, and operations, identification of aviation Subject Matter Experts performance gaps, and a recommendation for adopting the CBTA framework in aviation human resources framework and Intelligence Human Systems Integration. When building the worldwide CBTA framework for the aviation industry, the authors studied the governing variables and trends in the industry, suggesting a global strategy to managing HSI-change.The pandemic's effects were addressed when implementing CBTA. According to a recent research, aviation programs should stimulate learning beyond the ab initio basic knowledge requirements, give chances for ongoing education, and stress quality over quantity (e.g., developing pilot hours, integrating new technology) (AI). Organizational culture, opposition to technological progress, and employment laws affect demand. In the following study, a synthesis of the Lean Six Sigma (L6) strategy and CBTA framework is offered as an alternative to the prevailing method in many countries, which inhibits change management and increases organizational pressure. Implementing verified CBTA – EBT / psychological applications during installation and change management can help airlines become an employer of choice in the sector and speed up intelligence human systems integration."Competency" is a human performance attribute used in aviation to predict job success. When a person engages in behaviors that draw on the proper knowledge, abilities, and attitudes to complete activities or tasks within set parameters, they demonstrate and demonstrate a competency. Research follows ICAO's description of knowledge, abilities, and attitude (ICAO, 2022):• "Knowledge is particular information needed to acquire and apply skills and attitudes needed to recall facts, recognize concepts, apply rules or principles, solve issues, and think creatively at work,"• "Knowledge is particular information needed to acquire and apply skills and attitudes to recall facts, recognize concepts, and apply rules or principles (ICAO, 2022)." Attitude is a learned mental state or disposition that determines a person's conduct toward any item, person, or event. Positive or negative attitudes can evolve. Attitudes are affective, cognitive, and behavioral. Aviation SME must "know how to be" in each circumstance to have the "right" attitude.Purdue's professional flying program acknowledged both technical and nontechnical competencies based on IATA requirements. Furthermore, Purdue research employed qualitative and quantitative methods to confirm the idea that combining Competency-Based Training Assessment with a structured recruitment and selection plan increases organizational performance.The chosen inductive research method focuses on reducing delays in pilot hiring and training by incorporating personnel capabilities that reduce performance differences. The study also examines how Lean Six Sigma personnel planning and training effect airline operating expenses. Removing superfluous processes from the recruitment process can help airlines save money and time on recruitment and employee training. Purdue Research roadmap focuses on AI certification (FAA, EASA), AI training following a change management approach, and AI standards in the worldwide AI aviation ecosystem. In conclusion, the outcomes of this study project indicate that the firm must rethink its organizational culture, adopt an integrated CBTA approach, and use the proposed Lean Six Sigma Recruitment process.

Abstract Pre-college project-based learning programs are essential means to increase the students’ interest toward STEM (science, technology, engineering, and mathematics) disciplines and careers. Engineering-based projects have shown significant impact on the students’ interests. Therefore, developing countries are investing strategically in their emphasis to attract students to careers in STEM fields, specifically engineering and medicine. That resulted in a steady expansion of their educational pipeline in STEM; and while that emphasis remains, there is a new and urgent need for expertise in agriculture, environmental science, life sciences and sustainability to support the agriculture industry, which is working to secure independent sources of food for their population. New interventions must be devised to stimulate broader interest in STEM fields while also increasing students’ academic readiness for advanced studies in those areas. To target the requirement of increasing people’s competencies in STEM fields, various programs have been created and designed to inspire and broaden students’ inquisitiveness toward STEM. This paper presents an integrated science-engineering program, called Qatar Invents, designed to support and enhance students’ learning of science concepts while also increasing students’ understanding of global challenges in food and water security. This goes with close connection to the desire to increase in the domestic production of agricultural resources in developing countries in recent years. Qatar Invents would engage students into learning and applying fundamental engineering skills onto relatable real-world issues: namely, in the design of hydroponics systems. Qatar Invents challenges students to develop critical thinking and problem solving skills in solving modern problems through the use of the engineering design process. With hands-on challenges, modeling, and communication training, students are motivated to tackle problems related to food security where they create hydroponics projects. Qatar Invents’ learning objectives included: teamwork, using proper toolbox skills, understanding what is engineering, the process of brainstorming, creating successful innovative designs, building prototypes, and developing presentation skills. Throughout this program, the participants were equipped with hands-on knowledge and critical thinking skills that helped them achieve their objectives. Utilizing the engineering design process, the students worked in small teams to brainstorm ideas and create inventions. The topics covered during the program included the importance of an engineering notebook and documentation, principals of engineering graphics, basics of agricultural science, foundations of hydroponics, the brainstorming practice, generating a decision matrix, proof of concept, and pitching ideas. At the end of the program, the students came up with novel solutions to serious problems wherein unique hydroponics projects were produced and presented to a panel of experts. This program attempts to build bridges between developing countries’ STEM education pipeline and the new demand of talent in the agriculture sector. All pertinent details including the preparation, instructional materials, prototyping materials, and case studies are presented in this paper.

Fossil fuels are continuously depleting while the global energy demand is growing at a fast rate. Additionally, fossil fuels based power plants contribute to environmental pollution. Search for alternate energy resources and use of industrial waste heat for power production are attractive topics of interest these days. One way of enhancing power production and decreasing the environmental impact is by recuperating and utilizing low grade thermal energy. In recent years, research on use of organic Rankine cycle (ORC) has gained popularity as a promising technology for conversion of heat into useful work or electricity. Due to simple structure of ORC system, it can be easily integrated with any energy source like geothermal energy, solar energy and waste heat. A computer program has been developed in engineering equation solver (EES) environment that analyzes and selects appropriate working fluid for organic Rankine cycle design based on available heat sources. For a given heat source, the program compares energy and exergy performance of various working fluids. The program also includes recuperator performance analysis and compares its effectiveness on the overall thermal performance of the Rankine cycle. This program can assist in preliminary design of ORC with respect to best performing refrigerant fluid selection for the given low temperature heat source.

Abstract Integrity management and life assessment is very demanding in all industrial applications and, in high deep subsea, to keep the structural integrity of all components safe is critical. Failure is a process that has time on its side and, if catalyzed by aggressive media, temperature, and pressure, leads to many possible combinations of damage mechanisms. One can easily visualize the corrosion in metals or degradation in polymers, which may result in crack nucleation and its subcritical growth. Fatigue is also part of the life reduction process, associated or not with environmental effects. The damage process is not constant in time, but changes as the well reservoir is depleted and with the action of the environment itself. For instance, the presence of high quantities of CO2in Santos Basin (pre-salt) and its effecton structural integrity and corresponding life assessment demands a great deal of studies (for the past-used pieces of equipment and future ones – such as TCP). Failure can happen in localized parts, not necessarily leading to the whole component malfunction, but it will shorten its operation life. The failure process begins at the namo or microscale, a locus of metallurgical and materials engineering expertise, where small-scale samples are tested and evaluated; and then moves to structural macroscale analysis, where medium/large scale tests and analysis/modeling are conducted, the locus of mechanical, civil, or naval engineering. To skill a metallurgical/materials engineering to understand global structure behavior is as important as to skill a mechanical/civil/naval engineering with microscale behavior in a major/minor academic formation. To tackle this demand in Brazil's oil & gas sector, the Brazilian Petroleum Agency (ANP) established a human resource program to support the Integrity Management & Life Assessment in subsea operations and renewable energies, named PRH 7.1. This paper will report on the PRH 7.1 academic structure to supply human resources for the oil & gas sector, focused on Integrity Management & Life Assessment. It will also show three examples of ongoing research in the program: Case 1: Design and construction of a permeation cell and the measurement of CO2 permeation in PVDF; Case 2: Theoretical and finite element analysis of a laminated composite pipe under combined axisymmetric loading; and Case 3: Study of nonlinear structural behavior during the operation of installation of subsea equipment.

Abstract Axial cracking inspections have become common place on a global level within pipeline operator’s integrity management programs. As technology continues to improve, operators are presented with more accurate assessments of the assets that are in current operation. However as more information is collected more threats are being identified and need to be assessed in a manner that is more applicable to their specific morphology. It is well known that vintage ERW manufacturing techniques can suffer from a wide range of potential threats such as lack of fusion or inclusions within the steel forming hook cracks during the rolling and welding process. Current In-line inspection technologies that are designed to detect, Identify and size cracklike flaws in pipelines are very proficient at doing so. However, due to the physical principals of the Ultrasonic pulse echo technology, deep features approaching, or above pulse echo saturation amplitudes pose challenges in determining accurate depth sizing. In 2015 a Canadian pipeline operator determined the need to inspect one of their 16” assets for axial crack-like indications. During the analysis of this inspection data set, a number of saturated crack-like indications were reported. Saturated cracklike signals present a challenge to operators as they have to be considered in a conservative manner as 4mm or deeper which in turn leads to difficulties in the prioritization of resources associated with the excavation program. The operator approached NDT Global in 2017, after the release of NDT Global’s Enhanced sizing depth algorithm to reevaluate the features that were present in the previous crack inspection data set. Working together with the operator, NDT Global applied the Enhanced sizing methodology to all features of significance in the pipeline segment and compared the results to lab measurements and in field NDE measurements. The outcome of the reanalysis using the most up to date software algorithms utilizing enhanced sizing showed great benefits by increasing the accuracy of the crack depth sizing as NDT Global was now able to report full through wall depth sizing, however there were still some limitations on the ability to accurately size crack-like features as the primary threat is believed to be a result of hook cracks. As a final step in this program NDT Global was provided sample spools that were cut out of the pipeline segment to perform a pull testing campaign utilizing the newest crack detection technology that was specifically targeted towards accurately sizing tilted and skewed crack like features. The authors will briefly discuss the pipeline system and inspection campaign and in detail will discuss the benefits of using technology that has been developed to help pipeline operators better understand the threats in their integrity management program.

This report critically examines, for the first time, the capacity of Canada’s water sector with respect to meeting and helping other countries meet the water-related targets of the UN’s global sustainable development agenda. Several components of this capacity are examined, including water education and research, investment in water projects that Canada makes internally and externally, and experiences in water technology and governance. Analysis of the water education system suggests that there is a broad capability in institutions of higher learning in Canada to offer training in the diverse subject areas important in water. In most cases, however, this has not led to the establishment of specific water study programmes. Only a few universities provide integrated water education. There is a need for a comprehensive listing of water-related educational activities in universities and colleges — a useful resource for potential students and employers. A review of recent Canadian water research directions and highlights reveals strong and diverse water research capacity and placed the country among global leaders in this field. Canada appears to be within the top 10 countries in terms of water research productivity (publications) and research impact (citations). Research capacity has been traditionally strong in the restoration and protection of the lakes, prediction of changes in climate, water and cryosphere (areas where water is in solid forms such as ice and snow), prediction and management of floods and droughts. There is also a range of other strong water research directions. Canada is not among the top 10 global water aid donors in absolute dollar numbers; the forerunners are, as a rule, the countries with higher GDP per capita. Canadian investments in Africa water development were consistently higher over the years than investments in other regions of the global South. The contributions dropped significantly in recent years overall, also with a decline in aid flow to Africa. Given government support for the right business model and access to resources, there is significant capacity within the Canadian water sector to deliver water technology projects with effective sustainable outcomes for the developing world. The report recommends several potential avenues to elevate Canada’s role on the global water stage, i.e. innovative, diverse and specific approaches such as developing a national inventory of available water professional capacity, and ranking Universities on the strength of their water programmes coordinating national contributions to global sustainability processes around the largest ever university-led water research programme in the world – the 7-year Global Water Futures program targeting specific developmental or regional challenges through overseas development aid to achieve quick wins that may require only modest investments resolving such chronic internal water challenges as water supply and sanitation of First Nations, and illustrating how this can be achieved within a limited period with good will strengthening and expanding links with UN-Water and other UN organisations involved in global water policy work To improve water management at home, and to promote water Canadian competence abroad, the diverse efforts of the country’s water sector need better coordination. There is a significant role for government at all levels, but especially federally, in this process.

The Global Meeting on Postabortion Care: Advances and Challenges in Operations Research was held at the Population Council’s New York office on January 19–21, 1998, to review progress made by three regional operations research (OR) projects in improving delivery of postabortion care. The resources of the three OR contracts were pooled, and, in collaboration with Ipas and the Ebert Program, approximately 65 researchers, senior program managers, and government officials from Africa, Latin America, the Middle East, and Southeast Asia were convened. Three objectives guided the planning of the meeting: review progress in the development of OR methodologies pertaining to postabortion care, identify elements in the design of new postabortion care services, and suggest future areas for postabortion care OR. The meeting was organized around the presentation of 20 papers distributed to all participants several weeks earlier. Discussants presented critical syntheses of the papers and indicated directions for future OR studies. This report presents a summary overview of the principal themes and key points drawn from the papers and discussions, organized according to the theme of each session.

Trade and regional integration in Latin America and the Caribbean (LAC) have been constant goals of the Inter-American Development Bank (IDB, or Bank) since its inception. While the Bank has historically had a very active role in policy discussions with and technical assistance to countries on these issues, it has not had a substantial regional lending program in this area. Indeed, the trade and integration portfolio is divided between the nonlending part, mostly led by the Trade and Integration Sector, and the infrastructure integration part (where the bulk of the lending is concentrated), led by the infrastructure sector. However, this lending portfolio is composed almost exclusively of national projects with typically no proven regional benefits beyond the purely national ones. The main reason for the paucity of projects with regional benefits is that working regionally is associated with higher transaction costs for both the Bank and the countries, and the Bank still lacks a concessional lending instrument. Under the IDB-9 Agreement, the Bank reiterated regional integration as one of the priorities, attaching a specific lending target to it. Management was required to produce a new regional integration strategy and an action plan to guide the actions of the Bank. The new Integration Strategy has a thorough understanding of the nature of the challenges to regional integration and contains a complete and sound diagnosis of trade issues in LAC. Although the diagnosis of infrastructure integration and regional public goods is weaker, the Strategy remains relevant to identify the main challenges and the recent evolution of trade and integration in LAC. The Strategy and Action Plan provide little guidance, however, beyond outlining the main ideas. Although a first draft identified the need for concessional instruments, the final version proposed only a "smart mix" of existing instruments. The Strategy does not clearly define and build on the Bank¿s comparative advantage or record of past experience. The definition and classification of "regional integration projects" are confused; depending on the source chosen, regional integration projects represent between 0.6% and 25% of Bank lending in 2011. The baseline for lending in the IDB-9 Agreement (10%) is unrealistic given the Bank's historic performance, and projects without any connection with either regional integration or the Integration Strategy are being labeled as regional. The Strategy and the Action Plan mostly describe what the Bank currently does rather than provide strategic leadership or direction. The Bank is now at a crossroads. Different options are available depending on the risk appetite of Governors and the willingness of the LAC Region to advance toward regional integration. Instead of pursuing the current low-risk and low-payoff strategy, Governors may wish to tackle the problems that have precluded lending for regional integration, including providing preferential access to resources for regional integration projects with clear eligibility guidelines. In any case Management should revisit its classification system for regional lending and provide a more transparent and more accurate picture of actual Bank work in this area.

The 2008-2012 Country Program Evaluation for Guyana concludes that the Bank's strategy was aligned with the development objectives and economic priorities of the government. Nevertheless, its program has produced mixed results. In infrastructure, progress was achieved by consolidating the primary road network and extending the electrical grid to unserved areas; however, efforts to reduce losses in the electricity sector did not meet their target. In competitiveness, the financial and judicial sectors benefitted from institutional and structural reforms, and the business environment was strengthened through the adoption of streamlined procedures. However, key initiatives to deepen the financial market and increase access to credit have met with less success. Gains have also been made towards the achievement of the Millennium Development Goals; however, the absence of updated data in the social sectors hinders the evaluation of results. The average age of the loan portfolio is 4.56 years, the oldest in the Bank. With the launch of the Low Carbon Development Strategy, Guyana has an opportunity to benefit from global commitments for rainforest conservation and climate change. The Bank should continue to support new initiatives that lie within the LCDS, and should work closely with Guyana to enhance its national capacity to monitor and report the results. Although Guyana has shown the greatest improvement among D-2 countries in terms of its Country Institutional and Policy Evaluation score, FSO resources available to the country under the current program were 32% less than the allocation under the previous program. The sustainability of the Bank¿s work and its relevance in Guyana could be affected by a further reduction in future FSO allocations. The CS emphasized the strengthening and use of national systems by Bank projects. Several operations use the Integrated Financial Management System for accounting, and the intention is to use this for all new Bank-funded operations. Given the findings in this CPE, OVE recommends that the Administration: (i) take advantage of the current period of stability and growth to support Guyana on its path toward becoming a green economy; (ii) seek to leverage declining FSO resources; and (iii) continue strengthening Guyana's national systems.

The global data community has made—and is continuing to make—enormous strides toward collecting, analyzing, and using sex-disaggregated data to improve international development programs. Historically, however, sex-disaggregation has been—and largely continues to be—a binary representation of cisgender female and cisgender male populations. This binary interpretation excludes transgender and gender-nonconforming people and further perpetuates marginalization and discrimination of these populations. In a world where disparities are increasing, it is paramount to highlight and share the experiences of marginalized populations so we are better able to serve all beneficiary needs and end disparities. To this end, we call for a paradigm shift from binary sex-disaggregation to multinomial gender-disaggregation, which is more inclusive and equitable. This call to action is aimed particularly at surveyors, researchers, program implementors, policy makers, and gender rights advocates in both resource-sufficient and resource-constrained settings. The lack of adequate gender-disaggregated data is a universal problem.

Higher education related to water is a critical component of capacity development necessary to support countries’ progress towards Sustainable Development Goals (SDGs) overall, and towards the SDG6 water and sanitation goal in particular. Although the precise number is unknown, there are at least 28,000 higher education institutions in the world. The actual number is likely higher and constantly changing. Water education programmes are very diverse and complex and can include components of engineering, biology, chemistry, physics, hydrology, hydrogeology, ecology, geography, earth sciences, public health, sociology, law, and political sciences, to mention a few areas. In addition, various levels of qualifications are offered, ranging from certificate, diploma, baccalaureate, to the master’s and doctorate (or equivalent) levels. The percentage of universities offering programmes in ‘water’ ranges from 40% in the USA and Europe to 1% in subSaharan Africa. There are no specific data sets available for the extent or quality of teaching ‘water’ in universities. Consequently, insights on this have to be drawn or inferred from data sources on overall research and teaching excellence such as Scopus, the Shanghai Academic Ranking of World Universities, the Times Higher Education, the Ranking Web of Universities, the Our World in Data website and the UN Statistics Division data. Using a combination of measures of research excellence in water resources and related topics, and overall rankings of university teaching excellence, universities with representation in both categories were identified. Very few universities are represented in both categories. Countries that have at least three universities in the list of the top 50 include USA, Australia, China, UK, Netherlands and Canada. There are universities that have excellent reputations for both teaching excellence and for excellent and diverse research activities in water-related topics. They are mainly in the USA, Europe, Australia and China. Other universities scored well on research in water resources but did not in teaching excellence. The approach proposed in this report has potential to guide the development of comprehensive programmes in water. No specific comparative data on the quality of teaching in water-related topics has been identified. This report further shows the variety of pathways which most water education programmes are associated with or built in – through science, technology and engineering post-secondary and professional education systems. The multitude of possible institutions and pathways to acquire a qualification in water means that a better ‘roadmap’ is needed to chart the programmes. A global database with details on programme curricula, qualifications offered, duration, prerequisites, cost, transfer opportunities and other programme parameters would be ideal for this purpose, showing country-level, regional and global search capabilities. Cooperation between institutions in preparing or presenting water programmes is currently rather limited. Regional consortia of institutions may facilitate cooperation. A similar process could be used for technical and vocational education and training, although a more local approach would be better since conditions, regulations and technologies vary between relatively small areas. Finally, this report examines various factors affecting the future availability of water professionals. This includes the availability of suitable education and training programmes, choices that students make to pursue different areas of study, employment prospects, increasing gender equity, costs of education, and students’ and graduates’ mobility, especially between developing and developed countries. This report aims to inform and open a conversation with educators and administrators in higher education especially those engaged in water education or preparing to enter that field. It will also benefit students intending to enter the water resources field, professionals seeking an overview of educational activities for continuing education on water and government officials and politicians responsible for educational activities

This resource toolkit has been produced by K4D in partnership with the Health Systems Team in the Foreign, Commonwealth & Development Office (FCDO) Human Development Department and renowned global health systems expert Prof. Sophie Witter (Queen Margaret University, Edinburgh). The toolkit is aimed at FCDO’s network of health advisors, and policy and programme managers based in country offices and central teams. The purpose of this toolkit is to summarise and present key messages from the latest evidence on ‘what works’ for health systems strengthening (HSS) to help embed a stronger HSS approach into all of our work on health as outlined in FCDO’s position paper Health Systems Strengthening for Global Health Security and Universal Health Coverage (FCDO 2021). The toolkit draws extensively on more detailed pieces of work analysing the evidence in more depth, which were disseminated through the health network in FCDO (and previously the Department for International Development) between 2019 and 2022 titled Evidence Review of What Works for Health Systems Strengthening, Where and When? (Witter et al. 2021). This toolkit also links back to a multitude of resources and recorded sessions collected as part of K4Ds previous learning journey on HSS.

Coastal topography was ranked as one of the most important variables for monitoring following a review of potential vital signs in the coastal parks of the Northeast Coastal and Barrier Network (NCBN). Changes in coastal topography, whether caused by erosion or accretion, vary both spatially and temporally. Understanding these variations is key to early recognition of potential problems affecting natural and cultural resources in coastal parks. For managers, understanding spatial and temporal patterns of geomorphologic change is basic to optimal management of any coastal park because the interface of marine and land systems 1) is highly dynamic and driven by multiple forcing mechanisms, 2) results in alterations to resource patterns and dynamics at habitat and ecosystem levels, and 3) can eventually result in the loss of static resources. The establishment of local, long-term monitoring programs help us to understand the processes that are driving coastal change of beaches, dunes, and bluffs within the parks. This Coastal Topography Monitoring Protocol has been developed for use in the Northeast Coastal and Barrier Network parks. Monitoring is accomplished with survey-grade Global Positioning System (GPS)/Global Navigation Satellite Systems (GNSS) equipment that collects topographic data along pre-established transects spaced at regular intervals, augmented by more intense data-collection in areas of special concern to the parks. A network of high-quality survey control monuments (often referred to as benchmarks), used as accuracy assessment reference is located within each of the NCBN parks, providing a robust basis for long-term monitoring. Spring and/or fall surveys conducted in accordance with standard operating procedures generate coastal topography datasets that are organized and assembled by the NCBN data manager into a database for analysis and archival purposes. Dimensional parameters are measured to describe the beach-dune-bluff system, and attributes are compared and analyzed in a cross-shore and alongshore perspective, providing information about the temporal and spatial changes on beach-dune-bluff morphologies in the parks. The overall goal is to create a replicable means of data gathering that is efficient, adheres to scientific principles, and meets the management needs of the coastal parks.

Although the Caribbean's Small Island Developing States (SIDS) minimally contribute to global greenhouse gas emissions, they face disproportionate climate risks and are particularly susceptible to systemic economic threats posed by climate change and subsequent increases in climate variability. Historically, strategic programs and investments have sought to develop more robust and adaptive engineered systems to absorb climate threats. However, such initiatives are limited and under-resourced in the SIDS’ context. This article reviews existing climate strategies in the Caribbean and then critically examines current gaps and barriers relating to climate impact knowledge, needs, and implementation. This examination can assist Caribbean SIDS leadership to identify opportunities to transition from a vulnerability-reducing mindset to one of resilience and transformative adaptation to improve long-term economic outlooks, social welfare, and environmental stewardship despite recurring and escalating climate risks.

The COVID-19 pandemic outbreak affected most universities, and it severely disrupted their face-to-face teaching and learning processes. The University of Gondar (UoG) and the University of Rwanda (UR) were no exceptions. Before the pandemic, E-learning was not an education norm in both institutions. Education was mainly face-to-face, inside a four-wall classroom experience. As COVID-19 restricted such experience, the two universities adopted a range of online platforms to support teaching, learning, and access to learning resources. Across the globe, E-learning solutions promise institutional resilience and innovative teaching and learning activities in tertiary education – but only if their development is embedded within enabling institutional culture, structure, policy, and processes. Against this backdrop, we designed a study to explore leadership and policy perspectives, institutional contexts, potentials/prospects, challenges, and best practices of educational digital solutions. In this exploratory study, we used accessibility and inclusivity as key motifs to frame discussions of results. We used a cross-sectional design and employed qualitative methods to collect data, i.e., document reviews, key informant interviews, and focus group discussions. We adopted a descriptive thematic analysis procedure to organize, analyze, and interpret the data. Overall, the results indicate that education leaders, faculty, and students were not equipped to smoothly transition from face-to-face learning to e-learning in the aftermath of the COVID-19 pandemic. Not only meeting technological requirements, the accelerated deployment of E-learning tools implied a change in pedagogy. We found that institutional policies were not designed to fully accommodate the change (except for some guidelines proposed during COVID-19). The lack of an e-learning strategy and resource limitations have hindered and continue to impact e-learning uptake in both institutions. We also found that poor internet connectivity, lack of tech devices and software, inadequate leadership commitment, power interruptions or outages, inadequate pedagogical training, low community perception, and poor administrative and technical skills are the challenges of the two institutions to effectively manage full-fledged e-learning programs. These challenges were usually amplified by the nature of national, local, and institutional contexts (e.g., a multi-campus, multi-college setting of UR and a war outbreak in northern Ethiopia). Noting that face-to-face education is still seen as premium, there is a need for a blended approach to e-learning and policies that would improve accessibility to and affordability of E-resources to diverse groups of staff and students. With varying degrees, we found that the two institutions are engaging in activities to promote e-learning. For instance, groups of e-learning Champions are advocating in both institutions for engagements in accelerated change efforts (be it on an e-learning platform, capacity building, access devices, and strategy). Both institutions have units that coordinate e-learning uptake and ensure its inclusivity. Both institutions could also benefit from increased governmental and development partners’ attention to the possibility and support of digital education. However, the issue of social equity and e-learning ecosystem management remains paramount in launching e-learning programs. In sum, we observed that e-learning is still in its nascent stages at both institutions although not at the same level. Their respective e-learning initiatives must integrate global best practices and specific local contexts and priorities. This requires that state and institutional leaders embrace and encourage co-creation, knowledge, and expertise sharing among institutions in low-resource and similar settings.
