e18372 Background: The role of advanced practice providers (APPs), nurse practitioners (NPs) and physician assistants (PAs), is expanding in oncology for myriad reasons including improving access to care by closing the gap between demand for services and physician availability. This is especially true in oncology, where the shortage of oncologists and increasingly cited physician burnout is creating challenges for many practices and communities. Methods: We surveyed US physicians to understand their practices’ use of APPs, their role in patient treatment and support as well as their impact on practice workflow. Data were collected using web-based instrument between Sep 2018 and Nov 2018. Responses have been summarized using descriptive statistics. Results: Among 163 oncologists and hematologists surveyed, 74.2% (n = 121) employed NPs, 39.9% (n = 65) employed PAs, and 19.0% (n = 31) did not employ any APPs in their practice. Amongst practices that employed ≥1 APP (n = 132; 81.0%), over 40% of physicians reported a 1:3 APP: physician ratio. Most (62.1%) physicians stated that APPs only evaluated and saw returning patients, whereas 35.6% physicians used APPs to evaluate and see both new and return patients. More than 60% of physicians stated that APPs enhanced their practice efficiency, enabled physicians to focus more on complex patient cases, and made their workload manageable. By employing APPs, 52.3% of physicians were able to increase their patient caseload. The majority (57.6%) of physicians reported that they would employ more APPs in the next 3 years if resources were available, and 41.7% of physicians reported that APPs would likely take on additional responsibility in the next 3 years. Conclusions: Most community oncology practices in the US are employing APPs and are finding significant value in the APP roles by delegating various aspects of patient care to them. Most community practices are considering increasing the number of employed APPs and to expand the breadth of their responsibility. Integrating APPs into oncology practices is likely to have a larger impact on quality of patient care and potential mitigation of physician burnout.

Permeation barriers represent one of the crucial fields in materials development for thermonuclear fusion. Primary objective of the barriers is to suppress the permeation of hydrogen isotopes (mainly tritium) from future thermonuclear fusion facilities. Secondary objective is to reduce hydrogen retention in structural materials, potentially also improving their corrosion resistance. Expected reactor conditions put high demands on the material, as well as on the final barrier quality. Key properties are tritium permeation reduction, absence of defects (especially cracks), high-temperature stability and corrosion resistance, and compatibility with structural materials (mostly ferritic-martensitic steels). Regarding industrial scale production, ability of the deposition method to coat large complex surfaces is desirable. Thin nitride layers, identified as promising permeation barriers, were prepared by diffusion-based nitridation and physical vapour deposition (PVD) and characterized.

Optimization of frame structures is formulated as a non-convex optimization problem, which is currently solved to local optimality. In this contribution, we investigate four optimization approaches: (i) general non-linear optimization, (ii) optimality criteria method, (iii) non-linear semidefinite programming, and (iv) polynomial optimization. We show that polynomial optimization solves the frame structure optimization to global optimality by building the (moment-sums-of-squares) hierarchy of convex linear semidefinite programming problems, and it also provides guaranteed lower and upper bounds on optimal design. Finally, we solve three sample optimization problems and conclude that the local optimization approaches may indeed converge to local optima, without any solution quality measure, or even to infeasible points. These issues are readily overcome by using polynomial optimization, which exhibits a finite convergence, at the prize of higher computational demands.

Анотація:

The increasing importance of railway systems, arising from both national and European strategic documents, leads to increasing demands on its infrastructure. Transport development in the European territory is defined in the strategy summarized in the White Paper, which understands the rail sector as a key sector in terms of sustainability of the transport development due to the suppression of congestions, carbon oxide emissions, reliability and safety of transport. The paper is aimed in the specific technical aspects of rail infrasructure, which emphasize their ability to contribute to an efficient and sustainable transport in Europe and justify motivations for increasing the attractiveness of rail transport. Current challenges for research activities in the field of railway infrastructure that will led to achievement of the objectives which were defined in the White Paper and further specified in the particular requirements of rstakeholders in the railway industry are discussed.

Анотація:

The main advantage of the Wang tiling concept for material engineering is ability to create large material domains with a relatively small set of tiles. Such idea allows both a reduction of computational demands and preserving heterogeneity of a reconstructed media in comparison with traditional cell concepts. This work is dealing with a random heterogeneous material composed of monodisperse circular hard particles within a matrix. The Wang tile sets are generated via algorithm with molecular dynamics and adaptive boundaries approach. Even though previous works proved usefulness of the Wang tiling for material reconstruction, still plenty of questions remain unanswered. In here we would like to provide simulations with emphasis on the overall particle distribution and the ratio of hard disc number to tile size. The results and discussion should followers help with settings of both tile generations and the tiling algorithms when creating samples of various degree of heterogeneity.

Current demands on transport infrastructure are very often associated with the terms of “sustainability, availability and affordability”. The first term directly refers to the basic principles of sustainable construction in transport infrastructure, primarily motorway and railways, and how they are related to a very significant consumption of land, energy and natural aggregates. This paper is focused on the other two terms, availability and affordability. These principles are intended to guarantee proper functioning of communication even in nonstandard situations such as natural hazards, most typically floods. To avoid a total collapse of transport infrastructure, the term robustness is often applied, recognizing that this term is not a substitute for another outcome – namely a more expensive structure. The paper shows the possibilities for elimination of the negative impact of floods on transport infrastructure as they relate to different types of interaction and different types of floods.

Анотація:

Increasing demands on the flexibility of steam turbines due to the use of renewable energy sources substantially alters the fatigue strength requirements of components of these devices. Rapid start-ups as well as the increased number of the load cycles applied to the turbines must be handled by design methodologies. The goal of the work presented in this paper was to provide a computational framework applicable to the thermo-mechanical fatigue (TMF) prediction of steam turbine shafts. The so-called Damage Operator Approach by Nagode et al. has been implemented to the software codes and applied to fatigue analysis of the thermo-mechanical material response computed numerically by the finite element analysis. Experimental program conducted in order to identify the material thermo-mechanical behavior and to verify numerical simulations is introduced in the paper. Some results of TMF prediction of a sample steam turbine shaft are shown.

Анотація:

There is a strong motivation for using ion beams to imitate neutron irradiation damage, mainly in order to reduce costs and time demands linked to neutron irradiation experiments. The long-term goal of the authors is to create an ion irradiation methodology, which could be employed in the development process of innovative nuclear fuel materials. This methodology will be based on combining of a set of ion beams in such a way that the final distribution of irradiation-induced defects in the material structure is similar to the one which would have been introduced by neutrons in a nuclear reactor. The first part of the methodology is represented by an optimization tool described here. The tool uses a third party Monte Carlo code SRIM to simulate ion transport in a target and to determine the distribution of radiation damage. Subsequently, a custom genetic optimization algorithm is applied to a set of damage distribution profiles to find their optimal combination.

Cette thèse adopte une perspective de recherche en sciences sociales pour examiner les usages de l'application SMSlivräddare (eng. SMSlifesaving), devenue Heartrunner, ayant pour objectif de solliciter des bénévoles à proximité de personnes presumées victimes d'un arrêt cardiaque extra-hospitalier. Cette étude de cas sur les usages de cette application médicale et de santé juxtapose les « portraits » publics de l'application, de ses utilisateurs potentiels, de leurs rôles actifs et de leurs pratiques d'usage et les témoignages des utilisateurs bénévoles. Cette analyse explore les dimensions des rôles actifs de l'application et de ses utilisateurs tels qu’ils sont délégués par les « portraits » de la technologie et tels qu’ils sont perçus par ses utilisateurs. Cette analyse rend visibles les aspects des rôles actifs et des pratiques des utilisateurs bénévoles au moment de la mise en œuvre de cette technologie dans deux premières régions, avant son adoption ultérieure dans d'autres régions de Suède ainsi qu’au Danemark. La perspective de la recherche médicale a jusqu'à présent dominé les études sur les applications de secourisme. Ces études ont évalué les résultats de l'usage de l'application par les bénévoles et se sont concentrées sur l'examen de l'efficacité de ces applications, par des indicateurs tels que le nombre d'utilisateurs arrivés sur place et le nombre de ceux qui ont participé à la réanimation des personnes victimes. Dans le même temps, ces travaux ont contribué à la construction de discours prometteurs et à des approches instrumentales appliquées pour comprendre les significations et les usages des applications médicales et de santé. En revanche, en s'appuyant sur l'analyse discursive et thématique du matériel de recherche qualitative, cette thèse cherche à mettre en évidence les perspectives des utilisateurs dans leur co-construction de la technologie de secourisme à travers leurs pratiques d'usage de l'application. Par une approche théorique socio-matérielle, elle explore de manière critique les rôles actifs des utilisateurs tels qu'ils sont délégués par les discours des développeurs du projet, des gestionnaires et des évaluateurs de cette technologie médicale et tels qu'ils sont négociés par les utilisateurs dans leurs pratiques quotidiennes. Cette thèse examine tout d'abord les « portraits » de l'application publiés en ligne, de ses utilisateurs et de leurs rôles actifs, mais aussi dans les pratiques de recrutement des utilisateurs et enfin dans une publication de recherche médicale évaluant cette technologie de secourisme. Ensuite, la thèse examine comment les bénévoles décrivent les motifs de leur décision de devenir usagers de l’application, le contexte social de leurs décisions et les significations qu'ils attribuent à leurs pratiques. Troisièmement, la thèse examine comment les récits des bénévoles, en juxtaposition avec les « portraits » en ligne de la technologie SMSlifesaving, représentent les pratiques d'usage de l'application par les bénévoles aux differentes étapes: avant la réception des notifications les informant des cas d'arrêts cardiaques, au moment de la réception de ces notifications, et après leur acceptation.Contribuant au champ de la recherche sociale critique sur les applications médicales et de santé, la thèse met en relief que les utilisateurs de l'application SMSlifesaving et les technologies qu'ils co-construisent ont des rôles actifs. Elle illustre les rôles actifs délégués et négociés par les utilisateurs ; ces derniers lorsqu'ils surmontent les dépendances quotidiennes de l'application et mesurent l'importance de leur travail bénévole, par l’intermédiaire de leur usage de l’application, par rapport à leur travail rémunéré et à leurs engagements de vie privée, développent un engagement consciencieux envers l'application et redéfinissent les promesses médicales de l'application pour les personnes victimes et leurs familles
This thesis embraces a social science research perspective to examine uses of the app SMSlivräddare (eng. SMSlifesaving), now Heartrunner, dedicated to alert volunteers nearby to assist people suspected to suffer from a cardiac arrest outside hospital. This case study of the uses of the health and medical app juxtaposes the public portrayals of the app, its prospective users, their agencies and use practices with the volunteer users’ own accounts. The analysis explores dimensions of the app’s and its users’ agencies as delegated by the technology’s portrayals and perceived by its users. It renders visible also possibly obscured aspects of the volunteer users’ agencies and practices at the time of the technology’s implementation in the two first regions, before its subsequent adoption in other Swedish regions and in Denmark. A medical research perspective has so far dominated the studies of lifesaving apps. Such research evaluates the patients’ health outcomes resulting from the app use by the volunteers and concentrates on the examination of the efficiency aspects of the app, such as how many users arrived and how many engaged in resuscitating the patients. At the same time, it contributes to the promissory discourses and instrumental approaches applied to understand the meanings and uses of health and medical apps. In contrast, building on the discourse and thematic analysis of the qualitative research material, this thesis seeks to highlight the users’ perspectives in their co-constructing of the SMSlifesaving technology through their app use practices; it embraces a socio-material theoretical approach and critically explores the users’ agencies as delegated by the discourses of the project developers, managers and evaluators of the medical technology and as negotiated by the users in their daily practices. This thesis, first, investigates the public portrayals of the app, its users and their agencies published online, in the user-recruiting practices, and in a medical research publication evaluating the SMSlifesaving technology. Next, it examines how the volunteers’ accounts describe the rationales of their entry into their SMSlifesaving app use practices, the social context embedding their entry and the meanings which they ascribe to their practices. Third, the study investigates how the volunteers’ accounts in juxtaposition to the online portrayals of the SMSlifesaving technology represent the volunteers’ app use before their receptions of the app’s notifications which inform them about cardiac-arrest cases nearby, at the time of reception of such notifications, and following acceptance of such notifications.Contributing to the field of critical social research on health and medical apps, the thesis identifies that both the SMSlifesaving app users and the technologies they co-construct have agencies. It illustrates the users’ agencies delegated and negotiated; the latter when they overcome the app everyday dependencies and judge the app-mediated volunteer work importance versus their paid work and private life commitments, develop dutiful engagement with the app and re-define the app’s medical promises for the patients and their families

Анотація:

A previsão de demanda que combina métodos quantitativos e a opinião de especialistas é uma técnica amplamente utilizada na tentativa de aproximar a previsão da demanda real. A presente dissertação apresenta uma revisão bibliográfica sobre combinação de previsões e propõe um método combinado a partir de métodos quantitativos e opinião de especialistas. A revisão sistemática da literatura foi realizada em trabalhos atuais e de relevância para o tema em estudo, com o auxílio de cinco bases de dados. O referencial teórico, que totaliza 38 publicações, apresenta conceitos teóricos sobre combinação de previsões, bem como exemplifica, através de aplicações práticas, como esta técnica está sendo utilizada pelas empresas. Com base nesta revisão foi possível estruturar um método combinado de previsão de demanda. O método proposto não só combina matematicamente as previsões quantitativas e qualitativas, como também pondera, através da matriz de comparações do método AHP (Analytic Hierarchy Process), a opinião de cada especialista responsável por gerar as previsões qualitativas. Esta dissertação, além de descrever detalhadamente o método proposto, ilustra a aplicação deste através de um estudo de caso realizado em uma empresa metal-mecânica. Tal estudo foi realizado para diferentes modelos de produtos, considerando um horizonte de previsão de doze meses. Ao final, o método AHP mostrou-se uma forma eficiente de ponderação da opinião dos especialistas. O resultado mostra que a previsão combinada proposta apresentou os menores erros entre as previsões analisadas, não só melhorando a acurácia total da previsão em mais de 23%, como também aumentando a acurácia para a maioria dos meses analisados e dos modelos testados. A partir da revisão bibliográfica e do método proposto, oportunidades para estudos futuros foram identificadas.
Demand forecasting that combines quantitative methods and judgmental adjustments is a technique widely used in the attempt to approximate forecast to actual demand. This thesis presents a literature review on combination of forecasts, and proposes a combined method using quantitative methods and expert opinion. A systematic literature review has been carried out analyzing works that were considered relevant to the topic under study, gathered from five databases. The review, which is comprised of 38 references, introduces theoretical concepts about combination of forecast, and exemplifies through practical applications how companies are using this technique. Based on this review it was possible to structure a combination model. The model presented not only combines mathematically the quantitative and qualitative forecast, but also assigns importance weights to experts using the comparison matrices of AHP (Analytic Hierarchy Process). We describe in details the model proposed and illustrate it through a practical application in a manufacturing industry. The case study considers several products in a 12-month forecast horizon. AHP has proven to be efficient for assigning weights to experts. Using the combination model proposed in this thesis we obtained improvements in the overall forecast accuracy of more than 23%; accuracy was also improved for the majority of periods and products analyzed. The literature review and proposed model led to the proposition of several opportunities for future research.

International tourism to South Africa has increased steadily from 1994 to 2008. The year 2009 saw international arrivals to South Africa decline significantly and it became evident that the worldwide recession impacted not only on tourism arrivals in other countries, but also in South Africa. This sudden drop in international tourism sparked renewed interest into the demand for South Africa as a destination. It became evident that understanding the factors that influence foreign countries’ demand for South Africa as a tourism destination is crucial to anticipating future changes and formulating policy. Of particular importance are South Africa’s main tourism markets. From an intercontinental perspective, the United Kingdom is the most important market with 15 per cent of intercontinental tourists stemming from the UK in 2009 (Government Communications of South Africa, 2012). The UK is followed by Germany with 8 per cent, with the USA taking third position with 7 per cent in terms of intercontinental arrivals. As a market that grew substantially in importance over the past decade (moving from fifth position in 1994 to third position in 2009), and due to the size of the potential market, the USA is another market that warrants investigation. An Almost Ideal Demand System (AIDS) and a Rotterdam model is used to examine tourism demand for South Africa by UK and USA tourists This is done to quantify UK and USA tourism demand for South Africa, specifically the elasticities associated with tourism demand. Five other destinations were included along with South Africa (Italy, Malaysia, New Zealand, Spain and USA in the case of UK tourists) to examine the substitute and complementary effects that a change in tourism price brings forth. For the USA case, five destinations were chosen (Italy, Spain, New Zealand, Spain and the UK). The two models are compared to establish whether one model can better explain tourism demand from the UK and the USA to South Africa than the other model. The models provide policy makers with useful information on the sensitivity of tourism demand to changes in relative prices, exchange rates, expenditure, seasonality and the global recession of 2008. Short–term elasticities, that are critical when focusing on policies regarding own–price, cross–price and expenditure elasticities, were derived from both models. iv The results for the Rotterdam model show that price competiveness is important for UK and USA demand for all the countries in the study but, in particular, the long haul destinations ? South Africa and Malaysia. This was expected as these two destinations are seen as ‘luxury’ destinations for both UK and USA tourists. In the South African case, Malaysia, Italy and the UK are seen as substitutes by US tourists and Malaysia, Spain and USA seen as complementary destinations for South Africa by UK tourists. The results for the EC–AIDS model show that, in terms of expenditure elasticities, almost all of the countries are close to unity, which can be attributed to the dynamic nature of the EC–AIDS model, in that tourists’ choices are taken in account. It was also shown that, in terms of price competiveness for the UK and the USA, demand in South Africa is relatively unimportant. This means that tourists are not discouraged from visiting South Africa when prices increase. South Africa is viewed as a substitute destination for Italy, Spain and the USA for UK tourists but as a complement to Malaysia. USA tourists view South Africa as a substitute for Italy, Malaysia and the UK but as a complement to Spain. The two models were compared using a J–test and it was found that the EC–AIDS model dominates the Rotterdam model for UK tourists in the South African case but is indifferent for USA tourists when choosing a model.

Syfte – Syftet med denna studie är att undersöka vilka problem den offentliga organisationen har vad gäller informationsflödet inom organisationen samt föreslå en lösning på detta. För att uppnå syftet kommer följande frågeställningar att besvaras: Vilka problem har en offentlig organisation med informationsflödet? Hur kan en kravspecifikation bidra till en effektivisering av informationsflödet inom en offentlig organisation? Metod – För att uppnå studiens syfte och besvara frågeställningarna har en kvalitativ studie utförts på en offentlig organisation. Först utförs semistrukturerade intervjuer, efter det har det teoretiska ramverket skapats ur litteraturstudier för att ge en kunskapsgrund inom området. Ur detta framkommer riktlinjer för skapandet av en kravspecifikation, som ligger till grund för ett mer effektivt informationsflöde inom en offentlig organisation. Den empiri som insamlats på beskrivet sätt har sedan analyserats och jämförts med den insamlade teorin. Detta för att jämföra verkliga det arbetslivet med teorin. Även litteraturstudier har genomförts eftersom det är viktigt att få en stabil bakgrund gällande metoder, teorier och verktyg. Med sin grund i kravspecifikationen skapandes ett lösningsförslag efter att ett val har gjort vilken typ av lösning som är lämplig för ändamålet. Detta gjordes i samrådande med den berörda organisationen. Kravspecifikationen har analyserats mot empirin och teorierna samt skett i samrådande med den berörda organisationen. En demonstration av den slutliga lösningen och uppföljningsintervju utfördes även för att få feedback lösningsförslaget effektiviserade den berörda organisationen informationsflöde. Resultat – Studiens resultat bygger på den insamlade empirin och den utförda litteraturstudien. Resultatet visar att utvecklandet av en artefakt i form riktlinjer för en kravspecifikation som ligger till grund för en vidareutveckling för att effektivisera informationsflödet, har resulterat i en förbättring av informationsflödet inom en offentlig organisation. Kraven som framkom genom semistrukturerade intervjuer har använts vid skapandet av kravspecifikationen. Detta för att få ett bra resultat som löser den berörda organisationen krav och behov, vad det gäller att effektivisera informationsflödet inom en offentlig organisation. Implikationer – Ambitionen i denna studie är att skapa riktlinjer för en kravspecifikation som ligger till grund för en effektivisering av informationsflödet inom en offentlig organisation. Genom studiens resultat fås riktlinjer fram som borde användas av andra utvecklare eller studenter vid liknade projekt. Blomkvist och Hallin (2015) menar att vissa exjobb ger ett metodologiskt bidrag till forskningen detta genom att på ett nytt sätt lösa en organisations praktiska problem. Detta är denna studies kunskapsbidrag. Kunskapsbidraget vad det gäller forskningen inom ämnet informatik, bidrar den till en förbättring av förmedling av information. Detta genom att ta fram och använda riktlinjer för en kravspecifikation som ligger till grund detta. Studien ges stöd genom att ta fram ett riktlinjer för en kravspecifikation i form av en artefakt som ligger till grund vid utvecklingsarbetet. Ytterligare studier kan ses som önskvärt då denna studie endast har inriktat sig på en organisation och för att forskningen ska bli optimal och behöver ytterligare studier inom området utföras. Begränsningar – En studie utfördes på en offentlig organisation och därför blir studien relevant för denna organisation samt för liknade organisationer. Studiens ämnesområden är av varierande djup, eftersom det inte tidsmässigt varit möjligt att gå lika djupt inom alla ämnen.
Purpose – The purpose of this study is to investigate what kind of problems a public organization has with their information flow and suggest a solution to the identified problems.To achieve the purpose, will the report answer the following questions: What problems do a public organization have with the information flow? How can a specification contribute to efficiency the flow of information within a public organization? Method – In order to achieve the objectives of the study and answer the research questions, a qualitative study is conducted in a public organization. First, semi-structured interviews have been conducted, and then a literature search is performed to provide a knowledge base in this field. From this emerges a specification that forms the basis for a more efficient flow of information within a public organization. The empirical data, which is collected in the manner described, is then analysed and compared with the collected theory. This is to compare the real working life with the theory. Even literature studies have been carried out because it is important to have a stable background current methods, theories and tools. With its basis in the specification, the proposed solutions was developed after an election has made the kind of solution that is fit for purpose. This was done in consultation with the organization concerned. The requirement specification has been analysed by the empirical data and theories, and occurred in consulting with the organization concerned. A demonstration of the final solution and follow-up interviews were also conducted, to get feedback about the solution improvement of the information flow within the public organization. Findings – The study results are based on the collected empirical data and the conducted literature review. The result shows that development of an artefact in the form of guidelines for a set of requirements that form the basis, for further development solution improvement of the information flow has resulted in an improvement of the information flow within a public organization. The requirements that have been identified; with semi-structured interview have been used to create the specification demands. This is done to get a good result that solves the organizations requirements and needs, in terms of information flow in a public organization. Implications – Blomkvist and Hallin (2015) argues that some thesis provides a methodological contribution to research this, a new way to solve an organization's practical problems. This is this study knowledge contribution. Knowledge contribution in terms of research in informatics, it contributes to an improvement in the distribution of information. This is through the development and use guidelines for a set of requirements that underpin it. The study provides support by producing a guidance on a specification in the form of an artefact that is the basis for development. Further studies may be seen as desirable as this study has only focused on the organization and for research to be optimal and needs further studies in the field carried out. Limitations – The study was conducted in a public organization and therefore the results of the study are specifically relevant for this kind of organizations.

In the manual classical numerical methods are considered and algorithms for the decision of systems of the ordinary differential equations (ODE), nonlinear and linear algebraic equations (NAU and LAU), and also ways of ensuring reliability and demanded accuracy of results of the decision. Ideas, which still not are stated are reflected in textbooks on calculus mathematics, namely: decision systems the ODE without reduction to a normal form of Cauchy resolved rather derivative, and refusal from any numerical an equivalent - nykh of transformations of the initial equations of mathematical models and is- the hodnykh of data because such transformations can change properties of models at a variation of coefficients in corresponding urav- neniyakh. It is intended for students, graduate students and teachers of higher education institutions in the direction of preparation "Informatics and computer facilities". The grant will also be useful for engineers and scientists on the corresponding specialties.

This book is the first extended treatment of demand-rights, a class of rights apt to be considered rights par excellence. Centrally, to have a demand-right is to have the standing or authority to demand a particular action from another person, who has a correlative obligation to the right-holder. How are demand-rights possible? Linking its response to central themes and positions within rights theory, Rights and Demands argues for two main theses. First, joint commitment, in a sense that is explained, is a ground of demand-rights. Second, it may well be their only ground. The first thesis is developed with special reference to agreements and promises, generally understood to ground demand-rights. It argues that both of these phenomena are constituted by joint commitments, and that this is true of many other central social phenomena also. In relation to the second thesis it considers the possibility of demand-rights whose existence can be demonstrated by moral argument without appeal to any joint commitment, and the possibility of accruing demand-rights through the existence of a given legal system or other institution construed without any such appeal. The relevance of the book’s conclusions to our understanding of human rights is then explained. Classic and contemporary rights theorists whose work is discussed include Wesley Hohfeld, H. L. A. Hart, Joel Feinberg, Immanuel Kant, Thomas Scanlon, Judith Thomson, Joseph Raz, and Stephen Darwall.

Consequentialist theories of the right connect the rightness and wrongness (and related notions) of actions with the intrinsic goodness and badness of states of affairs consequential on those actions. The most popular such theory is maximization, which is said to demand of agents that they maximize the good, that they do the best they can, at all times. Thus it may seem that consequentialist theories are overly demanding, and, relatedly, that they cannot accommodate the phenomenon of going above and beyond the demands of duty (supererogation). However, a clear understanding of consequentialism leaves no room for a theory of the right, at least not at the fundamental level of the theory. A consequentialist theory, such as utilitarianism, is a theory of how to rank outcomes, and derivatively actions, which provides reasons for choosing some actions over others. It is thus a purely scalar theory, with no demands that certain actions be performed, and no fundamental classification of actions as right or wrong. However, such notions may have pragmatic benefits at the level of application, since many people find it easier to guide their conduct by simple commands, rather than to think in terms of reasons of varying strength to do one thing rather than another. A contextualist semantics for various terms, such as “right,” “permissible,” “harm,” when combined with the scalar approach to consequentialism, allows for the expression of truth-apt propositions with sentences containing such terms.

Iodine is a key component of thyroid hormones. Development of the fetal brain and nervous system are dependent on thyroid hormones supplied by the mother via the placenta, increasing the maternal demand for iodine throughout pregnancy. Women with adequate iodine intake before conception (~150 #amp;#x03BC;g/day) can adapt to the increased demand for thyroid hormones during pregnancy, because the thyroid gland adjusts its hormonal output; but this depends on sufficient availability of dietary iodine and the integrity of the thyroid gland. Iodine deficiency causes congenital hypothyroidism, and in severe form, the irreversible brain damage associated with cretinism. Moderate iodine deficiency in pregnancy is associated with lower learning capacity, reduced IQ, hearing impairment, and increased risk of attention deficit disorder. Pregnant women should take a daily multivitamin that contains 150 #amp;#x00B5;g of iodine, unless they regularly consume concentrated food sources of iodine.

In the case of a worldwide epidemic, a lot of vocabulary learning software and applications have shown up in the online app stores in China. The Study builds a demand system with 8 dimensions and 31 features from three aspects, including content, function and design. On such a basis, users of vocabulary learning platforms are taken as the objects of research. Then, with Kano Model theory and research methods, the statistic analysis of data is conducted to obtain the results of demand evaluation. The satisfaction and dissatisfaction coefficients are calculated as well. On this basis, users’ demands are classified into four-quadrant diagrams and obtain 8 Must-be attributes, 6 One-dimensional attributes, and 11 Attractive attributes. The research prioritizes the platform features and proposes corresponding design strategies. The purpose is to build more individualized online platforms for vocabulary learning and enhance learners’ motivations. Finally, some principles of designing online vocabulary learning platforms are summarized to offer reliable guidance and suggestions on subsequent studies and functional designs in this field.

We create an intention mining system, named AntProphet, for Alipay's intelligent customer service bot, to alleviate the burden of customer service. Whenever users have any questions, AntProphet is the first stop to help users to answer their questions. Our system gathers users' profile and their historical behavioral trajectories, together with contextual information to predict users' intention, i.e., the potential questions that users want to resolve. AntProphet takes care of more than 90% of the customer service demands in the Alipay APP and resolves most of the users' problems on the spot, thus significantly reduces the burden of manpower. With the help of it, the overall satisfaction rate of our customer service bot exceeds 85%.

This paper is the presentation of the results and developed tasks in the framework of the research project titled City without barriers. Tool for the evaluation and visualization of the accessibility into public space, using TLS, GIS and GPS Technologies,1 developed during 2014 and 2015 by the authors and others researchers and technicians in the Centre of Land Policy and Valuations (CPSV) and the Virtual City Modelling Lab (LMVC) of the Technical University of Catalonia (UPC) The main goal of the applied research project was the development of a tool to assess the degree of accessibility and calculate optimal routes in public space, and above all their incorporation into an integral system (tool), with accessibility information, services, and support's content. This tool has been developed in two formats, Web platform and App, and the App can be downloaded in situ and remotely via Web. This has been achieved, by steps, and the first one has been the development of a methodology to facilitate universal access to public space, evaluating and obtaining optimal routes for the users. This methodology has been based in the use of ICT, specifically the terrestrial laser scanner (LTS), a tool of high precision that allows obtain information of the space with a high degree of accuracy and high quality and get measurable information directly, combined with Geographical Information Systems and GPS. The starting premises were: 1. Increasing the information about accessibility to urban spaces, based on new demands, demographic changes, legal requirements or elder people and moving/visual disabilities needs. 2. Developing technological and strategic progresses in order to highlight universal accessibility and its associated information, as a need and an added value to the city.

For many Internet companies, it has been an important focus to improve user retention rate. To achieve this goal, we need to recommend proper services in order to meet the demands of users. Unlike conventional click-through rate (CTR) estimation, there are lots of noise in the collected data when modeling retention, caused by two major issues: 1) implicit impression-revisit effect: users could revisit the APP even if they do not explicitly interact with the recommender system; 2) selection bias: recommender system suffers from selection bias caused by user's self-selection. To address the above challenges, we propose a novel method named UR-IPW (User Retention Modeling with Inverse Propensity Weighting), which 1) makes full use of both explicit and implicit interactions in the observed data. 2) models revisit rate estimation from a causal perspective accounting for the selection bias problem. The experiments on both offline and online environments from different scenarios demonstrate the superiority of UR-IPW over previous methods. To the best of our knowledge, this is the first work to model user retention by estimating the revisit rate from a causal perspective.

Abstract In fulfilling its role as a promotor of critical thinking and of nurturer of students as problem solvers, undergraduate engineering education needs to answer modern educational demands tailoring curricula to meet industry and career requirements and student learning styles. Extended Reality technology, including virtual and mixed reality may enable educators to create tools for multisensory teaching, enhancing learning through guided imagery and haptics. Through undergraduate research, two co-op students explored the VR technology (engine) and developed the framework for a learning module that will present fundamental notions in renewable energy sources, using scenarios based on physical experiments. We developed a virtual reality learning platform and the modeling of the VR framework and applied it to several experimental modules: wind turbine, solar cell (PV) module, a water decomposition and fuel cell module. Students explore concepts as parametric characterizations of the system as well as thermochemical characterization. The module is packed in an executable app, which is downloadable and usable in both VR STEAM immersive environments as well as in a desktop format. Future work will include beta-testing and preliminary assessment of the VR Renewable Lab, followed by its course implementation.

Demands for the safety of the Nuclear Power Plant (NPP) are increasing because of some accidents during decades. For the safety of the NPP, maintaining integrity of the reactor is one of the most important part. For the integrity evaluation of the Reactor Pressure Vessel (RPV), evaluation methods such as Upper Shelf Energy (USE), Pressurized Thermal Shock (PTS), and Pressure-Temperature (P-T) limit curve, etc. have been suggested by the ASME Code with consideration of neutron irradiation embrittlement. Among them, The P-T limit curve suggests limitations for the temperature and pressure during the operation of the RPV. The ASME Code Section XI Appendix G (Sec. XI App. G) suggests a method to generate P-T limit curves of the RPV [1]. There is restriction on the operation procedure; the cooling rate of the reactor is limited to 100 °F/hr or less and the available temperature range for the equations at the ASME Code is also limited to 100 °F/hr. However it is needed to cool down the reactor very fast at the severe accident condition to control the reactor to the stable condition and this sudden temperature drop can cause a thermal shock in the reactor. Therefore it is important to compensate the risk by accurately prepared P-T limit curve with high cooling rate for severe accidents in the NPP. In this study, researchers try to expand the limitation of the cooling rate for the P-T limit curve from 100 °F/hr to 200 °F/hr. Finite Element Analysis (FEA) for integrity evaluation and comparison of results using ASME Code equations were carried out.

Abstract Due to the increased penetration of renewable energy generation sources, and fluctuations of the oil and gas prices, modern coal burning power plants deal with increased variability in the demand for power generation. These varying demands result in their intermittent under-capacity operation (cycling). Periodical ramping down and back up to follow the daily power demands causes damages to the plant components reducing its operational life. In this paper we analyze the impact of cycling on a rotary Ljungstrom air preheater (APH) unit installed at a coal fire power plant in the US. An inefficient air preheater can significantly impact boiler performance. Due to the repeated boiler’s hot-cold start, the APH experiences fluctuating operating conditions that result in accelerated degradation mechanisms, such as dew-point corrosion, fouling/deposition plugging, and air heater leakage. The analysis in this paper utilizes field data related to APH basket replacement, and the number of cycles experienced by the boiler to model the life expectancy of the baskets. The data-driven model enables preventive maintenance strategies for the APH by predicting how long the APH baskets will last in a probabilistic sense. The analysis showed that an increase in cycling for a fixed operation time can reduce the APH basket remaining useful life by about 30%.

Purpose – In last decades, digital technologies have progressively transformed tourism becoming an opportunity to satisfy the demand for cultural tourism, increasingly asking for immersive and interactive experiences. This paper investigates the connections among tourism, cultural heritage, and ICT, by providing an assessment of how these applications can influence customers’ intentions to visit a destination. To this aim, the case of Smart Marca - a mobile tourism app aimed at promoting cultural tourism in Fermo area (Marche Region, Italy)- is presented. Methodology – The Technology Acceptance Model (TAM) has been adopted as a framework to explore customer intentions to adopt tourism apps and visit a destination. A survey on a sample of 128 university students has been conducted. Starting from the TAM framework elaborated by Kuo and colleagues (2019), a grid of 8 influencing factors has been built, in order to investigate young users’ attitudes towards continuing using the app, adopting other similar mobile apps and visiting one or more of the attractions presented within the app. Findings – The survey found that perceived usefulness and perceived ease of use play major roles on attitudes towards continuing to use Smart Marca and adopting other similar applications. Results also show that specific features of a mobile app can positively affect the intention to visit a destination. Contribution – The research highlights that new technologies, and mobile apps, could play a crucial role for the promotion of a destination. Results may be also useful in terms of marketing, to increase the ability of the mobile app to attract tourists.

Application of engineered ceramic materials in high temperature environments of advanced propulsion systems in high performance aircraft; structural demands in ceramic-composite armor; application of high density polyethylene in piping, and reinforced rubber in nuclear power service; and fiber reinforced resin overwraps for piping, all present demanding nondestructive testing challenges. A new technology, Evisive Scan™, has been recently developed that allows condition monitoring in these challenging materials. The internationally patented Evisive Scan™ method is based on microwave interferometry. It utilizes microwaves to interrogate dielectric materials, including material with complex internal structure. The microwaves are reflected at areas of changing dielectric constant. The reflected energy and the interrogating beam are combined to form an interference pattern which is measured in the transceiver as a signal voltage. The method requires access to only one surface, does not require contact or a coupling medium. The signal voltage is sampled at many positions in the inspection area. This point cloud is displayed as an Evisive Scan™ image, which presents volumetric detail of the inspected part. This data is rich with information which is processed in near real time for advanced analysis. The technology has been successfully applied to Ceramic Matrix Composites where it is used to measure density and porosity and identify manufacturing defects. The technology has been demonstrated to be applicable to ceramic composite armor made of monolithic ceramic tiles in complex, multilayer, dielectric structures. The technology is being used to detect manufacturing defects in composite resin structures. The technology has been successfully demonstrated on fiber reinforced resin pipe overwraps, and the technology has been used for condition monitoring of reinforced rubber flexible couplings in nuclear power plants. The nuclear power plant application is performed under a fully qualified, US nuclear quality assurance 10CFR50 App B and NQA-1 compliant program. Examples of these applications are presented, with explanation of the operating principles of the technology and illustrations of the individual applications. Work included in the report is supported by the US Air Force Research Laboratory, US Army Tank-Automotive Research, Development and Engineering Center (TARDEC), US Army Research Laboratory and US Air Force Research Laboratory. Con el apoyo de Gobiernos e instituciones de investigación de América Latina y el Caribe, desde el BID desarrollamos en 2020 la Red de Análisis y Buenas Prácticas en Asociaciones Público-Privadas (Red APP), con el objetivo de mejorar el desarrollo de infraestructura en la región en términos de calidad, sustentabilidad, competitividad, y eficiencia. La Red APP nace con el objetivo de A) conectar las demandas públicas de conocimiento con la investigación aplicada desarrollada (en otras palabras, que los trabajos analíticos en materia de APP respondan a lo que los desarrolladores de políticas y proyectos quieren saber sobre qué funciona y qué no); B) sistematizar la información: mediante la generación de información sistematizada para el análisis de proyectos, desde las decisiones de inversión hasta las de financiamiento; C) generar y coordinar la evidencia existente: mediante el desarrollo de trabajos analíticos a partir de información pública disponible generada por la red, así como conectar la investigación aplicada regional para potenciar sinergias en la generación de conocimiento. A comienzos de 2021, y partir de una Consulta Pública a Gobiernos de la región, se determinaron una serie de temas de interés comunes en el desarrollo de infraestructura mediante APP en torno a cinco grandes áreas: Regulación e Institucionalidad, Factibilidad y Estructuración de Proyectos Sostenibles, Financiamiento de Proyectos, Gestión de Riesgos y Monitoreo, y Evaluación, Desempeño e Impacto. El presente trabajo “Comparación del desempeño en la prestación de servicios de infraestructura vía Asociaciones Público-Privadas y Obra Pública Tradicional: El caso de las infraestructuras de salud, agua y saneamiento" responde a dicha demanda y ha sido seleccionado dentro del área Evaluación Desempeño e Impacto a través de una convocatoria competitiva de propuestas.

This study explores the drivers of participation and the roles women play within their communities in participating both formally and informally in community-based security groups. It seeks to understand how women are involved in community-based security groups by investigating and illustrating, among other things, their motivations and roles, the context, and the dynamics that underpin their participation in both the supply side and demand side of security provision. Based on extensive field research and an original dataset of interviews with a wide range of informal security actors, this research report offers two key findings to inform the work of policymakers and practitioners interested in security provision and peacebuilding. First, while women continue to engage directly and indirectly with community-based armed and informal security groups with a wide range of motivations, their overall place in the landscape of these groups is in flux, and those who participate bear social costs for doing so. Second, women’s influence in shaping the trajectory of community-based armed and security proving groups extends not just to their roles as suppliers of security (or insecurity, in the case of some groups), but as demanders of security. These complex dynamics point to the fact that women’s roles as participants, organizers, and mobilizers/legitimizers in CBAGs in ostensibly post-conflict settings like Côte d’Ivoire are no less complex than in overt conflict settings.
