Recent technological advances in computer hardware, software, and image processing have led to the development of an automated license plate reader (ALPR). This equipment was developed primarily for enforcement and security applications, such as monitoring parking garages or border crossings. Because license plate data are used in several transportation planning studies, ALPRs have the potential to increase the quality and efficiency of many typical activities of transportation planning agencies. The key performance attributes of an ALPR with respect to the specific needs of transportation planning are determined. The following general needs are investigated: ( a) the specific license plate data requirements of transportation planning studies; ( b) the effect of the equipment on traffic operations and safety; and ( c) special equipment characteristics required because of the temporary nature of transportation planning and the constraints of transportation planning agencies. In addition, an existing ALPR was tested in situations likely to be encountered in transportation planning applications. Technical specifications for an ALPR for transportation planning are developed. These specifications can be used to provide motivation and direction for the future development of an ALPR for transportation planning. Finally, the technical challenges to developing the ALPR are discussed.

Floral visitors of seven species of Oxypetalum were registered in Viçosa, State of Minas Gerais. O. appendiculatum, O. banksii subsp. banksii, O. alpinum var. alpinum and O. pachyglossum are pollinated by wasps, being Polybia ignobilis (Vespidae) a pollinator of these four species. It seems that P. ignobilis promotes interspecific pollinations mainly between O. alpinum var. alpinum and O. pachyglossum, two species with very similar floral morphology. O. jacobinae, O. mexiae and O. subriparium are pollinated by bees. Wasps and bees carry one, two, three or several pollinaria in the mouthparts. O. mexiae, an endemic species in Viçosa, seems to present reproductive limitations, since its flowers are seldom visited.

The phenology of flowering was studied in an experimental garden, on diploid and tetraploid populations of Anthoxanthum alpinum A. & D. Löve and of A. odoratum L. of central and southern Europe and also in situ in a contact zone between diploid A. alpinum and tetraploid A. odoratum. In the experimental garden, the phenological parameters were studied at the individual level (onset of flowering) and at the population level (dates on which each population showed opened anthers for the first time on 40, 50, 60, 70, or 80% of the plants). Anthoxanthum alpinum flowered earlier than A. odoratum, regardless of the respective ploidy level of the two taxa. The average time lag between the appearance of the stigma and that of the stamens was about 2 days for the two A. alpinum taxa and 6 days for those of A. odoratum. Flowering was spread over the longest period for the tetraploid A. odoratum, which shows the great phenological variability of this taxon. The in situ study confirms the precocity of A. alpinum. The phenological differentiation within this polyploid complex probably coincides with the individualization of the two diploid taxa but precedes their respective polyploidization phases.

Two apomictic, polyploid (x=9) species in Hieracium sect. Alpina are described from the Western Bieszczady Mountains, Eastern Carpathians, Poland, and illustrated with photos of the holotypes. These are H. jasiewiczii (4x) which combines the morphological features of H. alpinum and H. bifidum, and H. wojcickii (4x) of presumably hybrid origin between H. alpinum and H. pseudobifidum. Both new species are probably relicts originated from diploid, sexual H. alpinum with a wider primary range covering also the Western Bieszczady Mountains, which presently occurs only in the Romanian and Ukrainian Carpathians.

Hieracium alpinum var. tubulosum Tausch (1828: 63) was raised to species rank as H. tubulosum (Tausch) Tausch (1837: 68), an illegitimate homonym of H. tubulosum Lamarck (1786: 367). The latter is a different, unrelated species pertaining to the H. intybaceum aggregate and described from the Alps, whereas Tausch’s taxon is endemic to the Sudetes and belongs to the H. alpinum aggregate (Chrtek, 1997). Hieracium tubulosum (Tausch) Tausch differs from other central European species of the H. alpinum aggregate by having tubular florets, so that the replacement name proposed below is etymologically appropriate.

O gênero Polytrichastrum (Polytrichaceae) está distribuído em ambos hemisférios e é composto por quatorze espécies, dentre elas Polytrichastrum alpinum (Hedw.) G.L. Esta planta apresenta gametófito robusto, podendo ser simples ou ligeiramente ramificado e na região do limbo do filídeo são encontradas lamelas, estas taxonomicamente importantes para a identificação da espécie e diferenciação das demais plantas do gênero e da família. Segundo a literatura, esta espécie possui distribuição bipolar intermediária, ocorrendo nas regiões polares e em regiões tropicais de altas altitudes. O objetivo deste estudo foi investigar com mais profundidade a morfologia de espécimes de P. alpinum oriundos dos hemisférios Norte e Sul, a fim de verificar o status de bipolaridade proposto. Para isso foram utilizadas ferramentas morfológicas: Microscopia Eletrônica de Varredura (MEV) e anatomia, além de observados os caracteres taxonômicos que definem esta espécie. Através das ferramentas morfológicas citadas foram comparadas amostras advindas de ambas regiões polares e foram encontradas pequenas diferenças morfológicas entre os espécimes que ocorrem na Antártica quando comparados aos do hemisfério Norte. No entanto, estas diferenças podem ocorrer por serem ambientes diferentes e estas podem ser adaptações desta planta às condições extremas que são encontradas na Antártica. _______________________________________________________________________________________________ ABSTRACT
The genus Polytrichastrum (Polytrichaceae) is distributed in both hemispheres and consists of fourteen species, among them Polytrichastrum alpinum (Hedw.) GL. This plant has robust gametophyte and can be simple or slightly branched and lamellae are found in leaf limb region, these taxonomically important for species identification and differentiation from other plants of the genus and family. According to the literature, this species have intermediate bipolar distribution, occurring in the polar regions and in tropical regions of high altitudes. The objective of this study was to investigate in more depth the morphology of P. alpinum specimens coming from the northern and southern hemispheres, in order to check the status of proposed bipolarity. We used morphological tools: scanning electron microscopy (SEM) and anatomy, as well as observing the taxonomic characters that define this species. Through the aforementioned morphological tools samples were compared arising from both polar regions and found minor morphological differences between species that occur in Antarctica when compared to the Northern Hemisphere. However, these differences can occur are different environments and they may be adapted to the extreme conditions of the plant that are found in Antarctica.

O corpus constituído para o Atlas Lingüístico do Paraná, embora já tenha sido explorado por inúmeros pesquisadores e acadêmicos (de graduação e pósgraduação) das diversas áreas de estudo da linguagem, não foi totalmente cartografado. As comunicações, artigos, dissertações corroboram a necessidade de sistematização e apresentação, em forma de cartas lingüísticas, dessa parte do corpus ainda inédito. Desta forma, o objetivo geral deste trabalho é cartografar os dados coletados para a pesquisa de Aguilera (1994) não contemplados no Atlas Lingüístico do Paraná, dando, assim, continuidade aos estudos iniciados por essa pesquisadora e possibilitando o acesso à totalidade dos dados coletados. As questões inéditas, 54% do questionário aplicado, são o objeto deste projeto de pesquisa. A exemplo da obra de Aguilera (1994), as cartas apresentam informações semântico-lexicais, fonético-fonológicas e notas das ocorrências únicas para reproduzir as variantes registradas nos 65 pontos de estudo. As transcrições das entrevistas, foram revisadas e armazenadas em MD marca Sony de 74 min. A análise das respostas, feitas através do método dialetométrico, discute, por meio dos Índices Relativos de Distância e Identidade (IRD e IRI, respectivamente), a diversidade lexical apresentada pela localização geográfica e pela colonização local.
Even innumerable researchers and academics in several areas of the study of language (graduation and after-graduation) has already explored the data about the corpus of Atlas Linguistic of Paraná, the information collected has not been mapped. The oral presentations, articles, papers corroborate the necessity of systematization and presentation in order to show this unknown corpus, in a linguistic letters form. In this way, the main objective of this paper is to map the data collected by Aguilera (1994) in his research and not contemplated in Atlas Linguistic of Paraná, giving, thus, continuity to the studies initiated by this researcher and making possible the access to the totality of collected data. The unknown questions, 54% of the applied questionnaire, are the object of this project of research. As the example of the Aguilera?s work (1994), the maps presents semantic-lexical information, phonetic-fonologicals and notes of the only occurrences to reproduce the variants registered in the 65 points of study. The transcriptions of the interviews had been revised and stored in Sony MD with 74 minutes each one. The analysis of the answers, made through the dialetometric method using the Relative Indices of Distance and Identity (RID and RII, respectively) argues the lexical diversity presented by the geographic localization and the local settling.

Leontopodium alpinum (Edelweiss, Flor de las nieves, Estrella alpina) es una planta herbácea perenne de la familia de las Asteráceas. Se trata de una especie protegida que en España se localiza en áreas del sistema pirenaico de Aragón y Cataluña, en altitudes entre 1.500 y 2.800 m. La planta de edelweiss tiene un gran atractivo ornamental gracias a su característica flor en forma de estrella. Su carácter emblemático hace que sea una flor muy apreciada, por lo que sus poblaciones se han visto amenazadas por recolecciones indiscriminadas. En la tradición alpina, además se ha venido utilizando como planta medicinal como remedio frente a diversas enfermedades. Los extractos de la planta son, de hecho, una importante fuente de principios activos tales como antioxidantes y otras sustancias con propiedades anti-inflamatorias y citoprotectoras que confieren a edelweiss un gran interés farmacológico y biotecnológico. Las principales limitaciones para poder comercializar las plantas de edelweiss con un propósito ornamental se encuentran en las necesidades de localización de cultivo en altitudes elevadas de montaña para asegurar la calidad de la flor y en la estacionalidad de la producción. Asimismo, su condición de planta protegida limita la disponibilidad de materiales para la extracción de compuestos fitoquímicos de interés. En el presente trabajo se han desarrollado dos protocolos de micropropagación de plantas de L. alpinum pertenecientes a la población española de esta especie. En el primero de ellos, se partió de flores maduras aisladas de plantas silvestres recolectadas en campo. Estas flores se implantaron en cultivo in vitro y se indujo, mediante regeneración organogénica indirecta, la formación de brotes adventicios que se incorporaron posteriormente a un proceso de multiplicación y enraizamiento de gran eficiencia. Mediante este protocolo se garantiza la producción de un gran número de plantas clonales que pueden utilizarse con un fin comercial o como material de partida para la extracción y purificación de metabolitos de interés, sin amenazar a las poblaciones naturales. Asimismo, puede plantearse como herramienta complementaria para los proyectos de conservación de esta especie. En el segundo de los protocolos establecidos, se utilizó como material de partida hojas de plantas micropropagadas cultivadas in vitro. Este tipo de explante, cuya utilización no ha sido descrita con anterioridad en edelweiss, mostró una elevada capacidad organogénica en medios de cultivo con tidiazurón (TDZ). A la vista de los resultados, este protocolo proporciona un método de regeneración de plantas in vitro eficaz y reproducible que puede suponer un primer paso para el abordaje de la transformación genética de plantas de L. alpinum Por otro lado, se ha estudiado la floración de las plantas micropropagadas y cultivadas en condiciones de invernadero a nivel del mar, mediante la aplicación de distintas condiciones de inducción basadas en la temperatura de cultivo, el fotoperíodo y la aplicación exógena de giberelinas. Como resultado de estos estudios se plantea un sistema alternativo de obtención de flores de edelweiss basado en el tratamiento de plantas micropropagadas con giberelinas, que permite la obtención de inflorescencias en invernadero de manera sincronizada y sin restricciones estacionales.

Automatic License Plate Recognition (ALPR) has been a frequent topic of research due to many practical applications, such as border control and traffic law enforcement. This work presents an efficient, robust and layout-independent ALPR system based on the YOLO object detector that contains a unified approach for license plate detection and layout classification and that leverages post-processing rules in the recognition stage to eliminate a major shortcoming of existing ALPR systems (being layout dependent). We also introduce a publicly available dataset for ALPR, called UFPR-ALPR, that has become very popular, having been downloaded more than 650 times by researchers from 80 different countries over the past two years. The proposed system, which performs in real time even when there are 4 vehicles in the scene, outperformed both previous works and commercial systems on four public datasets widely used in the literature. The entire ALPR system (i.e., the architectures and weights), along with all annotations made by us are publicly available at https://web.inf.ufpr.br/vri/publications/layout-independent-alpr/.

Vehicles are a common sight on the road. Tracking and monitoring suspicious vehicles for identification due to high similarity in structure and form leads to difficulties in differentiating between them. The unique identity of a vehicle, the license plate is used here for this purpose. License plate detection is considered as an object detection task. Transfer learning on pre-trained state of art object detection models is an approach, which can perform this with better accuracy in terms of mean average precision. However, setting the right hyper-parameters needs multiple experiments. In this research, an evolutionary algorithm, genetic algorithm is used, which can optimize the hyper-parameters to achieve the best accuracy for the object detection model, YOLOv5. Further, the license plate was identified using OCR. This study concluded that hyper-parameter tuning achieved high accuracy in terms of mean average precision, achieving 98.25%, compared to 80% in initial parameter set providing an automated optimization. This license plate detected can be stored in a secure location and retrieved for re-identification. A decentralized storage or a secure cloud can be used to store the license plate. The application of this is most relevant to surveillance in high security locations where suspicious vehicles must be tracked.
