AbstractThis article explores the role of women investors in the Virginia Company during the early seventeenth century, arguing that women determined the success of English overseas expansion by ‘adventuring’ not just their person, but their purse. Trading companies relied on the capital of women, and yet in seminal work on Virginia Company investors women have received no attention at all. This is a significant oversight, as studying the women who invested in trading companies illuminates broader issues regarding the role of women in the early English empire. This article explores why and how two women from merchant backgrounds, Rebecca Romney (d. 1644) and Katherine Hueriblock (d. 1639), managed diverse, global investment portfolios in the period before the Financial Revolution. Through company records, wills, letters, court depositions, and a surviving church memorial tablet, it reconstructs Romney's and Hueriblock's interconnected interests in ‘New World’ ventures, including in Newfoundland, the North-West Passage Company, Virginia colony, and sugar trade. Studying women investors reveals how trade and colonization shaped economic activity and investment practices in the domestic sphere and also elucidates how women, in their role as investors, helped give birth to an English empire.

Abstract We present a kinematic model for the evolution of the central Appalachian fold-thrust belt (eastern United States) along a transect through the western flank of the Pennsylvania salient. New map and strain data are used to construct a balanced geologic cross section spanning 274 km from the western Great Valley of Virginia northwest across the Burning Spring anticline to the undeformed foreland of the Appalachian Plateau of West Virginia. Forty (40) oriented samples and measurements of >300 joint orientations were collected from the Appalachian Plateau and Valley and Ridge province for grain-scale bulk finite strain analysis and paleo-stress reconstruction, respectively. The central Appalachian fold-thrust belt is characterized by a passive-roof duplex, and as such, the total shortening accommodated by the sequence above the roof thrust must equal the shortening accommodated within duplexes. Earlier attempts at balancing geologic cross sections through the central Appalachians have relied upon unquantified layer-parallel shortening (LPS) to reconcile the discrepancy in restored line lengths of the imbricated carbonate sequence and mainly folded cover strata. Independent measurement of grain-scale bulk finite strain on 40 oriented samples obtained along the transect yield a transect-wide average of 10% LPS with province-wide mean values of 12% and 9% LPS for the Appalachian Plateau and Valley and Ridge, respectively. These values are used to evaluate a balanced cross section, which shows a total shortening of 56 km (18%). Measured magnitudes of LPS are highly variable, as high as 17% in the Valley and Ridge and 23% on the Appalachian Plateau. In the Valley and Ridge province, the structures that accommodate shortening vary through the stratigraphic package. In the lower Paleozoic carbonate sequences, shortening is accommodated by fault repetition (duplexing) of stratigraphic layers. In the interval between the duplex (which repeats Cambrian through Upper Ordovician strata) and Middle Devonian and younger (Permian) strata that shortened through folding and LPS, there is a zone that is both folded and faulted. Across the Appalachian Plateau, slip is transferred from the Valley and Ridge passive-roof duplex to the Appalachian Plateau along the Wills Mountain thrust. This shortening is accommodated through faulting of Upper Ordovician to Lower Devonian strata and LPS and folding within the overlying Middle Devonian through Permian rocks. The significant difference between LPS strain (10%–12%) and cross section shortening estimates (18% shortening) highlights that shortening from major subsurface faults within the central Appalachians of West Virginia is not easily linked to shortening in surface folds. Depending on length scale over which the variability in LPS can be applied, LPS can accommodate 50% to 90% of the observed shortening; other mechanisms, such as outcrop-scale shortening, are required to balance the proposed model.

Abstract The Virginia Geriatric Education Center’s GWEP recruited 195 of Virginia's 273 eligible nursing homes, using two Project ECHO Nursing Home Training Centers located at George Mason University and Virginia Commonwealth University. These sessions promoted collaboration, allowed for sharing of successes and challenges, and nurtured quality improvement projects. Our next steps are to survey Virginia’s nursing homes to see if they are interested in future ECHO sessions with other topics. We plan to share these results with the Institute for Healthcare Improvement so that we may be able to continue to enhance this national network of Training Centers with faculty and staffing dedicated to quality assurance and performance improvement. The program has initiated new collaborations with nursing homes across many healthcare disciplines, strengthened connections between nursing homes and research institutions, and will help foster innovative ways to collaborate in this post-pandemic virtually connected world.

In this Part, the Authors will discuss and analyze major decisions issued by the West Virginia Supreme Court of Appeals, as well as decisions by the United States District Courts for the Northern and Southern Districts of West Virginia.

The non-profit organization Scenic Virginia is dedicated to identifying and showcasing the state’s scenic landscapes. Recently, the state incorporated a “scenic” element into its new Conserve Virginia land conservation strategy. Consequently, there is a need for a standardized assessment tool that both citizens and professionals can use to identify and evaluate the scenic value of publicly accessible viewsheds in Virginia. This paper outlines the rationale behind developing a scientifically robust protocol, which is based on an extensive literature review and photographs from Scenic Virginia’s annual photo contest. The protocol serves as a scenic assessment tool designed to encourage local citizen participation in identifying significant scenic resources in Virginia. Local communities will utilize this new tool to help them identify and evaluate their scenic assets. The protocol was reviewed by a panel of experts, and its implementation is currently underway.

Abstract We used existing collection records to summarize the current understanding of freshwater crayfish diversity in Virginia. Virginia includes both Atlantic slope drainages and tributaries of the Tennessee and Ohio Rivers which flow to the Gulf of Mexico via the Mississippi River. The state’s varied topography produces a wide range of freshwater habitats from mountain-side springs and seeps to rushing mountain streams to warm, turbid rivers and the lentic habitats of the coastal plain. We report distributional patterns of 31 species and one subspecies. About 20% of the species reported are introduced, one native species is federally listed as threatened, and several other taxa are species of conservation concern. A number of yet-to-be-described taxa with highly limited distributions will likely need protection. We hope the data included will prove useful in future efforts to understand the diversity of these fascinating and ecologically important animals in Virginia and will further the resolution of Virginia’s complete crayfish fauna.

This Article summarizes and discusses important cases, legislation, and regulations issued or enacted pertaining to the oil and gas jurisprudence of West Virginia between September 1, 2010, and August 31, 2011. The Authors acknowledge that the term "important" is subjec- tive; nevertheless, they endeavor to discuss the most germane cases and regulations affecting the oil and gas industry. This Article is divided into two parts. Part One discusses a very important regulation promulgated by the Office of Oil and Gas, a division of the West Virginia Department of Environmental Protection, regarding water use by the oil and gas industry when drilling horizontal wells. Noticeably absent from this Part is any discussion of major legislation affecting the oil and gas industry. During the requisite period, no significant legislation was enacted, which the Authors subjectively deemed worthy of discussion. Nevertheless, the legislature introduced numerous bills, which if enacted, would have substantially impacted the oil and gas industry. Part Two of this Article discusses developments in West Virginia's case law regarding oil and gas. In this Part, the Authors will discuss and analyze major decisions issued by the West Virginia Supreme Court of Appeals ("Supreme Court of Appeals"), one important case litigated in the Circuit Court of Monongalia County, West Virginia, and the United States District Courts for the Northern and Southern Districts of West Virginia.

On May 25, 2020, Mr. George Floyd, a Black man, was murdered by Derek Chauvin, a White police officer in Minneapolis, Minnesota. In response to this disgusting display of police brutality, thousands of people all over the world began protesting Mr. Floyd’s killing. The Capital of the Confederacy, Richmond, Virginia, became one of many flashpoints for the public’s rage against white supremacy and systemic racism as thousands of people flooded the historic Monument District to topple, dismantle and re-frame Confederate monuments with protest slogans. Policing in the United States is rooted in the historical memory of enslavement, the unrestrained and authorized misuse of power by law enforcement, and conflicting values of discourse community. Protestors employed historical memory, which includes resistance, tolerance and strength in the face of tremendously difficult circumstances (Corredor, Wills-Obregon, Asensio-Brouard, 2018, 184). This groundswell of protests merged with those that sprang up for Ahmaud Arbery, Breonna Taylor and others slain by police violence, producing a demand for racial justice that could not be stymied. Racial disparate treatment is embedded in police brutality and in all societal institutions. This movement calls into question social justice accountability within social work education, practice, and policy. Have the protests been enough? Will the profession of social work address its own complicity in maintaining racism?
To advance anti-racist social work education, the CSWE Task Force for Advance Anti-Racism was conceptualized in summer 2020 to center anti-racism pedagogies and anti-racist learning environments. Several diverse social work leaders, educators, researchers, community organizers, and students came together to explore how the profession should be re-imagined as a profession that advances anti-racism and the decentering of whiteness. The task force members met to develop, discuss, and refine recommendations for CSWE on Education Policy and Accreditation (EPA). Employing content analysis, the authors identified major themes that emanated from the work of the Task Force. Content themes include how racism, white supremacy and ethnocracy underscores social work as an applied social science that maintains information structures, paradigms, theories, and practices ensconced in academia. The praxis recommendations of the task force include adapting theoretical frameworks for anti-racist social work education; incorporating anti-racism and critical theories, such as Critical Race Theory; updating social work competencies; promoting equitable approaches to hiring and retaining BIPOC (Black, Indigenous and People of Color) faculty in different positions; and, creating a new anti-racism commission to continue anti-racism work.

Digging in the Crates: Hip Hop Studies at Virginia Tech, or VTDITC, is a pedagogical model that exists to foster a sense of community among artists, fans, and scholars. Based in our campus’ main library, we hope to model that students’ and community members’ personal interests are worthy of academic study and further establish Hip Hop Studies’ presence at Virginia Tech, the academy, and in the larger community. To that end, the VTDITC community has designed, taught, and assessed more than 150 community-based media literacy workshops over the past half decade. We have demonstrated, explained, and created opportunities for a wide variety of learners to experience the science, technology, engineering, art, and mathematics inherent to the hip hop culture. We have learned alongside a diversity of audiences—from elementary school children to adults. To name just a few of our partner organizations, we have worked with the 4H Virginia Congress, the Boys & Girls Clubs of Southwest Virginia, Higher Achievement, Inc., a variety of public libraries including our regular collaborator Roanoke Public Libraries, the Science Museum of Western Virginia, Virginia’s Summer Residential Governor's School for Humanities, and the West End Center for Youth. In our contribution to The Global Drumbeat: Permeations of Hip Hop across Diverse Information Worlds, we will outline and explain an example lesson plan from one of our workshops. We will provide our learning outcomes as well as our assessment plan. Additionally, we will detail the theoretical underpinnings and guiding principles that inform our pedagogical decision making. Our workshops take a hands-on, practitioner-minded, and co-creation approach to teaching media literacy. Inasmuch, this contribution will also provide a recommended list of music creation equipment and other appropriate classroom technology that will accommodate a variety of budgets. Furthermore, we will include several promising practices and recommendations gained from more than 50 years of collective experience creating hip hop music and 10 years of collective experience teaching the hip hop arts. Our hope is that this contribution will inspire other library workers and educators to remix our workshops to suit the needs of their communities.

Virginia, Britain's most populous and arguably most important North American colony, once seemed the perfect fit for the “consensus” interpretation of the War of Independence. Indeed, the percentage of white colonists who became loyalists was probably lower in Virginia than in any other rebelling colony. The widespread agreement on secession from Britain should not, however, be mistaken for social consensus. The reality was that revolutionary Virginia was frequently in turmoil. One of the most intriguing of the local insurrections broke out in the northern county of Loudoun just five months before the Declaration of Independence. In February 1776, the county erupted into a heated confrontation pitting gentlemen against their less wealthy neighbours. Lund Washington, who was managing Mount Vernon, warned his cousin, General George Washington, who was outside Boston training his fledgeling patriot army, that the “first Battle we have in this part of the Country will be in Loudon” – not against British soldiers, but against fellow patriots. Within a week, the revolutionary government in Williamsburg, the Committee of Safety, felt compelled to send troops to quell the disturbances. Yet, for months afterwards, gentry Virginians worried that their effort to suppress the rebellion had failed. In mid-May, Andrew Leitch told Leven Powell of Loudoun, “I really lament the torn and distracted condition of your County.” The “troublesome times,” as another gentleman called them, were slow to abate.

Abstract Recent interest in producing energy from woody biomass has raised questions about the coexistence of wood-to-energy markets and the traditional forest products industry in Virginia. This study examined recent trends in the forest products industry and the wood-to-energy market, as well as the potential for competition between the two industries. Results indicate that the forest products industry has struggled recently, whereas wood-to-energy markets have expanded. Current opinion varies as to whether or not the wood-to-energy market will negatively affect the forest products industry. At present, 75% of Virginia's pulpmills are located within 50 miles of a wood-to-energy facility, and all pulpmills are within 75 miles. Recent trends in pulpwood prices, fuel chip prices, and Virginia law indicate that competition for raw material is unlikely in the short term. However, this research indicates that in the longer term, depending on government policies and technological progress in conversion technologies, competition between forest industry and wood-to-energy companies is possible.

With a focus on seafood industries, this study provides a framework for economic contribution assessments, outlines Virginia’s seafood supply chain components, and evaluates the direct, indirect, and induced economic impacts of Virginia’s seafood industry in 2019. Utilizing an analysis-by-parts method in IMPLAN, primary expenditure data from watermen, aquaculture farmers, processors, and distributors were collected through surveys. The efficacy of obtaining primary data through stakeholder surveys heavily relies on the investigator’s interpersonal skills to establish trust and elucidate the study’s benefits, particularly its potential to inform policy decisions. In 2019, the Virginia seafood industry’s estimated total economic contributions amounted to USD 1.1 billion, supporting 7187 individuals. This impact encompasses 6050 direct jobs, 523 indirect jobs, and 614 induced jobs, primarily benefiting watermen and coastal communities. Furthermore, the industry’s influence extends beyond its immediate economic sphere, supporting diverse sectors such as polystyrene foam manufacturing, boat building, sporting and athletic goods, and commercial and industrial machinery. Wages and salaries disbursed throughout the seafood supply chain ripple to Virginia’s economy, benefiting nondepository credit intermediation, owner-occupied dwellings, and real estate sectors. Future research focusing on seafood sales in restaurants and retail outlets will complete the understanding of the seafood industry’s broader economic impact on the state.

Since 1995, the Library of Virginia’s Digital Library Program (DLP) has created digital images of more than 700,000 original document pages, 1,100 maps, 36,000 photographs, and 1.6 million catalog card images, and has created 32 bibliographic databases with more than 330,000 MARC records, 50 electronic card indexes, and numerous electronic finding aids. The bulk of the DLP’s funding comes from the Library Services and Technology Act (LSTA) federal program, but in 1997 the Library received a grant from the Andrew W. Mellon Foundation to catalog and digitize the Virginia Historical Inventory Project (VHI). After an introduction to the DLP and VHI, this article will discuss the costs and benefits of creating the online version and will compare the one‐time development cost and subsequent delivery of the digital resource to the long‐term costs and benefits of providing access to these materials via traditional means.

ABSTRACTIn 1779, Thomas Jefferson proposed the use of nose-cutting to punish women convicted of specific offences, and the use of retaliation (lex talionis) for anyone who deliberately disfigured another person. These punishments were intended to replace the death penalty for these crimes, and as such formed part of Jefferson's attempt to rationalise the Virginian law code in line with eighteenth-century reform principles. Jefferson drew on British laws from the Anglo-Saxon period to the Coventry Act for his bill, but his proposals contrast strikingly with British movements away from corporal marking as punishment used against their own citizens. This article examines the origins and fates of equivalent crimes and punishments in the law codes Jefferson examined, and compares the legal and wider connotations of facial appearance and disfigurement that made these proposals coherent in Virginia when they had long ceased elsewhere. Tracing examples and discussion of these intersecting cases will greatly increase our understanding of Jefferson's proposals, and the relationships between facial difference, stigma and disability in eighteenth-century America.

While the Latin poet plays a fundamental role in the Commedia, he occupies a markedly less exceptional position in these earlier works, despite respectful references to his mastery of poetic style. A shift occurs in the Convivio's fourth book, which accords special importance to the figure of Aeneas and to the catabasis that will become a decisive source of inspiration for the Commedia. In Convivio IV, moreover, Virgilian references are fundamental to Dante's presentation of his new intuition that Providence authorized the foundation of the Roman empire by a divinely-elected people. Only after this decisive "Virgilian turn" does it become possible for Dante to imagine an imperial poem, with Virgil acting as guide for its protagonist along a journey through the afterworld. Il contributo esamina la presenza di Virgilio nella Vita nova e nel Convivio. Se nella Commedia una tale presenza sarà fondamentale, nelle prime opere di Dante, Virgilio, pur citato con rispetto come maestro di stilistica poetica, non assume invece un rilievo eccezionale. La svolta si ha nel IV trattato del Convivio, dove acquistano uno spazio speciale la figura di Enea e la sua catabasi, episodio che sarà decisivo nell'ideazione della Commedia. In questo trattato i riferimenti virgiliani svolgono poi una funzione basilare nella presentazione delle nuove idee di Dante sulla provvidenzialità della fondazione dell’impero e sulla divina elezione del popolo romano a tale missione. Solo dopo una tale "svolta virgiliana" diventa possibile per Dante immaginare un poema imperiale in cui Virgilio guida il protagonista in un viaggio nell'aldilà.

The April 16, 2007, shooting rampage on the Virginia Polytechnic Institute and State University (Virginia Tech) campus, carried out by Seung-Hui Cho, was the worst gun-related massacre in the history of the United States. The purpose of this article is twofold. First, it examines the emergency management literature on interagency communication, collaboration, and coordination as it relates to the Virginia Tech mass casualty incident (MCI). Second, the article presents a single instrumental case study that focuses on the bounded case of the Virginia Tech MCI. Through multiple sources of data collection to include observations, interviews, and document analysis, this study found that 14 law enforcement agencies and 13 emergency medical services agencies responded to the Virginia Tech MCI. With only two exceptions, the law enforcement agencies involved in the response to this MCI responded informally or self-deployed (arrived without being dispatched). However, all of the emergency medical services agencies that responded were formally dispatched. Lessons learned from the emergency management literature review and the case study will be discussed. In conclusion, policy recommendations, which will be generalizable to other rural university campuses and rural organizational settings, will be made.

The issue of price variability has become an interesting debate in the Virginia tobacco economic chain. The existence of marketing institutions in the Virginia tobacco economic chain, on the one hand, provides price certainty for farmers, on the other hand, if the marketing chain is longer, the distribution of profits obtained by farmers will be smaller. This research aims to analyze marketing channels and marketing efficiency of Virginia tobacco farming in Central Lombok Regency. The method used in this research is the descriptive method. Virginia tobacco marketing channel analysis uses a descriptive analysis approach, while Virginia tobacco marketing efficiency uses marketing margin, farmer's share and profit distribution analysis. The results of the research show that there are 2 types of marketing channels for Virginia tobacco in Central Lombok Regency, namely Marketing Channel I: Farmers - Collectors - Wholesalers; and Marketing Channel II: Farmers – Wholesalers. Marketing channels I and II of Virginia tobacco in Central Lombok Regency are declared to be efficient because the farmer's share value is 95% with a margin of IDR 2,333 and the profit distribution value is 1 in marketing channel I; and the farmer's share value is 100% in marketing channel II.. Southern Appalachian streams host a rich diversity of fishes, but the Southern Appalachian Assessment concluded that 70% of stream locations showed significant fish community degradation, partly due to acid deposition. About 40% of total Southern Appalachian trout stream length occurs in Virginia. Our research in Shenandoah National Park, Virginia, has documented both chronic and episodic acidification in streams and brook trout (Salvelinus fontinalis) mortality during acid episodes. Here, we analyze a representative sample of 60 Virginia brook trout streams on noncarbonate bedrock with minimal human disturbance in their watersheds. Of more than 300 such streams in Virginia, only about 50% are currently suitable for brook trout, based on their acidification status. For the population of brook trout streams to which this analysis applies, model-based projections indicate that continued sulfate deposition at 1991 levels will result in about 70 additional streams becoming chronically acidic and unsuitable for brook trout. A 40% reduction will result in about 48 additional chronically acidic streams. Even a 70% reduction will likely result in about 15 additional streams becoming acidified. We conclude that reductions in sulfate deposition greater than 70% (relative to 1991 levels) are needed to prevent more brook trout stream losses in Virginia.

Abstract Research was conducted in North Carolina and Virginia from 1997 through 1999 to compare runner and virginia market-type peanuts as influenced by cultivar selection, fertility practices, and pest management strategies. The runner market-type cultivar Georgia Green yielded and provided gross market value equivalent to the virginia market-type cultivar NC-V11 under a wide range of edaphic and environmental conditions. Calcium (as gypsum) applied at initial pegging increased the percentage of extra large kernels, the percentage of total sound mature kernels, and market value (c/kg) of the virginia market-type cultivar Gregory. The runner market-type cultivars Georgia Green and GK-7 were less responsive to calcium. Response of both market types was dependant upon environmental conditions. Pest management strategy affected pod yield, gross value, and economic return of peanut similarly for both virginia and runner market types. Results from these studies suggest that runner market-type peanut can provide pod yield, gross value, and economic returns similar to commonly grown virginia market-type peanut when grown in the Virginia-Carolina region. However, the peanut industry in the Virginia-Carolina region is designed for virginia market-type peanut used for the in-shell market, and popularity of growing runner market-type peanut in this region will most likely depend upon market pressures rather than agronomic potential.

Analyses of sand samples collected along and across the Atlantic Ocean shore of Virginia Beach, Virginia, suggest that sand placed on the shore should have a minimum median diameter of 0.20 mm to efficiently benefit the beach. Size analyses and shoreline change data show that the existing long-term beach replenishment by mechanical bypassing across Rudee Inlet and by truck-hauled sand from land sources is effective and necessary to maintain the shore along the commercial segment of Virginia Beach. The data also indicate that the northern segment of Virginia Beach shore, occupying more than half the distance between Rudee Inlet and Fort Story, is gaining sand. About two million cubic meters of sand to be dredged from the Atlantic Ocean Channel offshore of Virginia Beach will be suitable for placement on the beach.

As threats from climate change become more urgent, the US Supreme Court has responded by erecting a new roadblock to effective climate policy. Last month, it struck down the Clean Power Plan, the Obama administration’s never-implemented regulation of greenhouse gas emissions from existing power plants. The ruling [ West Virginia v. Environmental Protection Agency (EPA)] is a blow to climate action and could signal the court’s hostility to a wide range of future regulations within and beyond the climate and environmental sphere, including those related to consumer protection and worker safety. Although the immediate effects on US climate policy aren’t pervasive, EPA now needs to evaluate the emissions-reduction potential and legal risks of alternative regulatory approaches for the power sector.

Abstract Tobacco production in Indonesia continues to increase along with the number of requests tobacco industry due to the shift in consumer tastes from smoking kretek cigarettes to white. Virginia’s domestic tobacco has not been able to cover the needs of the tobacco industry, so part of this is fulfilled from imported tobacco. In terms of cultivation, the emergence of flowers resulted in stunted growth and decreased quality of tobacco. Increasing tobacco production and quality can be done by applying Good Agriculture Practices (GAP) by cutting the top (topping) and removing side shoots (suckering). The timely application of topping and suckering can increase the production of tobacco leaf accompanied by an increase in the quality of the tobacco leaves produced. Based on the research results, it is known that topping and suckering treatment can increase production by 60-80% and nicotine levels by 40-60%. The application of suckericide can reduce labour costs without reducing the yield, quality, and chemical content of tobacco. The impact of increasing production and quality of Virginia tobacco will increase farmers’ bargaining power and economy.

This Article will thus consider major differences and similarities in United States oil and gas extraction via hydraulic fracturing through a comparison of the experiences in North Dakota and West Virginia. Although there are other parts of the country experiencing growth in oil and gas extraction, Pennsylvania and Texas are two good examples, North Dakota and West Virginia are particularly apt for comparison. Both states have relatively small populations, meaning that the impact of large-scale energy extraction in each state is likely to have a large impact on the state, economically, environmentally, and socially. There are three main areas worth considering in this comparison. In Part II, this Article will discuss the impact of the oil industry in North Dakota and the gas industry in West Virginia. Part II will also consider some of the financial, environmental, and social impacts of the hydraulic fracturing boom. Part III will then consider the legislative and regulatory landscape of both states and how each state's approach to enforcement and planning can and is likely to impact development in the state. Finally, this Article concludes that the North Dakota and West Virginia experiences can and should inform state and federal policy with regard to hydraulic fracturing and energy policy generally and provides some suggestions about how best to maximize the value of the lessons already learned.

PBE is a teaching method that provides meaningful instruction for students by transforming their community or place into their classroom. PBE can teach students how to truly inhabit their places and become contributing citizens by helping their communities or places improve and eradicate any prevalent issues. The coal industry is still predominant in West Virginia even though it continues to bring destruction to the land and controversy among the residents. The coal industry was a prime example for PBE focus while I was student in K-12 schools in West Virginia, and I will present information for why it should continue to be a focus for PBE.

Twenty open-pollinated families from a virginia pine (Pinus virginiana) seed orchard in South Carolina were planted and managed as Christmas trees at three sites. Retail value and related traits were assessed once the tests reached marketable size (4 years in the field). All traits assessed (except survival) proved to 1) be under a moderate degree of genetic control (family mean heritability = 0.68 for retail value) and 2) have a large range among open-pollinated family means ($11.42/tree to $22.00/tree, retail value) suggesting that they will response well to the traditional tree improvement approach of selection, breeding and testing. The retail value of the best five families tested averaged an increase of $3.47/tree or 20.7% more than the average. At a 6 × 6 ft (1.8 m) spacing [1,210 trees/acre (2,990 trees/ha)], these families would produce an increase in revenue of almost $4,200/acre ($10,387/ha). Much of this increase in value is a result of reducing the cull rate from 14.5% to 8.1%. Survival, height, crown density and straightness of these five families also exceeded the average of the 20 families tested.

Virginia abolished the death penalty in 2021 and welcomed a new governor in 2022. Meanwhile, widespread media reports that the crime rate goes up in 2022 compared to last year and before. The new Republican governor seriously claimed his Democrat predecessor to have made Virginia dangerous till today. In this article, whether it is a fact or a partisan battle that constructs a narrative will be investigated. Also, the five main topics of the news in the last year and a half will be summarized through the adoption of tools like Python and LDA (Latent Dirichlet Allocation). The review of the theories that explained the effects of media, especially on political policies, and Foucault’s theories on human subjection and involvement in political life, explained the significance of the research. This paper concludes that “Virginia is becoming more dangerous” tends to be a narrative constructed through media by politicians to operate power. People cannot avoid being involved in the media, which has great effects on them in modern times. The narrative surrounding the Virginia crime rate is an example of it. Media runs through the process of “subjectivation” but can only make people be trapped in “the fine meshes of the web of power”.

One of the most distinguished of psychiatric genetic epidemiologists, he is Rachel Brown Banks Distinguished Professor of Psychiatry, Professor of Human Genetics, and Co-Director of Virginia Institute for Psychiatric and Behavioral Genetics at the Medical College of Virginia, Virginia Commonwealth University. He has been a contributor of papers to Psychological Medicine for many years, and a member of the Editorial Board since 1995.The proportion of papers which we publish from the Americas has been gradually increasing. They are now nearly one-third of all papers, mostly from the USA. There will be an additional editorial office in Richmond, Virginia and Dr Kendler will deal with submissions from the Americas, together with all submissions in psychiatric genetics, whatever their origin. Revised submission instructions are included in this issue. Our high standards for publication will continue.We also announce an additional smaller change. From now on each volume will include eight rather than six issues. The total number of pages per year will be unchanged, with issues slightly slimmer and a little more frequent. The ideal of a cosmopolitan person’s being a ‘citizen of the world’ is multifaceted encompassing both conflicts between individuality and universality, affiliations to community, family and conflicts, plus displacements from home to home. This paper attempts to analyze Woolf’s feminist and modernist works Three Guineas and Mrs. Dalloway in the context of cosmopolitanism. Among the inconsistencies and contradictions in Woolf’s works, the question of how her cosmopolitanism can be compatible with her Englishness requires also a reexamination of related topics such as her alleged anti-Semitism and patriotism. Firstly, in order to advance the study of cosmopolitanism in Woolf’s modernist literature I will compare the speculations of Kwame Anthony Appiah’s rooted cosmopolitanism and Martha Nussbaum’s Stoic cosmopolitanism. Secondly, attentive especially to her eloquent statement in Three Guineas , “As a woman I want no country. As a woman my country is the whole world”, I will analyze the significance of Woolf’s contentions as to how marriage, nationality, and patriotism relate to the desire for world citizenship. Finally, in Mrs. Dalloway, focusing on the daily lives of immigrants, expatriates and foreigners living in the cosmopolitan city, London, I will interpret Woolf as being inseparably associated with feminist and pacifist patriotism and performing the ethical practice of cosmopolitanism—doing kindness to strangers—through her modernist narrative techniques and strategies.

An infestation of pepper weevil, Anthonomus eugenii Cano (Coleoptera: Curculionidae), was detected in bell pepper in Virginia Beach, VA in summer 2007. To our knowledge, and based on our examination of pertinent insect collections, this is the first state record of this pest species in Virginia. The source of the outbreak is unknown, and the authors will monitor for this insect pest again in 2008. Accepted for publication 8 November 2007. Published 18 January 2008.

Endogenous growth theories suggest that market integration will be more conducive to economic development when the previously isolated regions have large stocks of human capital. This paper uses the level of per capita patenting in nineteenth-century Virginia to measure this human capital. By the end of the 1870s, the rail network of the Old Dominion was rapidly being integrated with the rest of the nation. Inventiveness spread throughout northern Virginia, but the former plantation areas of the state fell behind.

Background: Data regarding outpatient antibiotic prescribing for urinary tract infections (UTIs) are limited, and they have never been formally summarized in Virginia. Objective: We describe outpatient antibiotic prescribing trends for UTIs based on gender, age, geographic region, insurance payer and International Classification of Disease, Tenth Revision (ICD-10) codes in Virginia. Methods: We used the Virginia All-Payer Claims Database (APCD), administered by Virginia Health Information (VHI), which holds data for Medicare, Medicaid, and private insurance. The study cohort included Virginia residents who had a primary diagnosis of UTI, had an antibiotic claim 0–3 days after the date of the diagnosis and who were seen in an outpatient facility in Virginia between January 1, 2016, and December 31, 2016. A diagnosis of UTI was categorized as cystitis, urethritis or pyelonephritis and was defined using the following ICD-10 codes: N30.0, N30.00, N30.01, N30.9, N30.90, N30.91, N39.0, N34.1, N34.2, and N10. The following antibiotics were prescribed: aminoglycosides, sulfamethoxazole/trimethoprim (TMP-SMX), cephalosporins, fluoroquinolones, macrolides, penicillins, tetracyclines, or nitrofurantoin. Patients were categorized based on gender, age, location, insurance payer and UTI type. We used χ2 and Cochran-Mantel-Haenszel testing. Analyses were performed in SAS version 9.4 software (SAS Institute, Cary, NC). Results: In total, 15,580 patients were included in this study. Prescriptions for antibiotics by drug class differed significantly by gender (P < .0001), age (P < .0001), geographic region (P < .0001), insurance payer (P < .0001), and UTI type (P < .0001). Cephalosporins were prescribed more often to women (32.48%, 4,173 of 12,846) than to men (26.26%, 718 of 2,734), and fluoroquinolones were prescribed more often to men (53.88%, 1,473 of 2,734) than to women (47.91%, 6,155 of 12,846). Although cephalosporins were prescribed most frequently (42.58%, 557 of 1,308) in northern Virginia, fluoroquinolones were prescribed the most in eastern Virginia (50.76%, 1677 of 3,304). Patients with commercial health insurance, Medicaid, and Medicare were prescribed fluoroquinolones (39.31%, 1,149 of 2,923), cephalosporins (56.33%, 1,326 of 2,354), and fluoroquinolones (57.36%, 5,910 of 10,303) most frequently, respectively. Conclusions: Antibiotic prescribing trends for UTIs varied by gender, age, geographic region, payer status and UTI type in the state of Virginia. Each fall, the nation’s newspapers’ Sunday comic sections include a classic representation of unfailing optimism confronting harsh reality. Lucy Van Pelt, the crabby protagonist of “Peanuts” fame, once again offers the eternally hopeful Charlie Brown the opportunity to relish the thrill of place-kicking a football into the crisp autumn air. Though he knows he’s been cruelly tricked before, each year Charlie Brown finally succumbs to the possibility that this will finally be his year. As he races toward the ball, Lucy once again snatches it off the ground, leaving our hero flat on his back, ruing his gullibility. Every four years, Virginia’s Democrats approach the Presidential election with much the same script. With varying degrees of encouragement from presidential candidates and national party leaders, the only question confronting them seems to be how close they can get to the ball before it is snatched away. In 2004, the ball stayed on the ground longer than usual, but ultimately Virginia once again cast its electoral votes for the Republican ticket in the national election. President George W. Bush defeated Senator John F. Kerry by a margin of 53 to 45 percent, almost identical to the 2000 election results despite a significant expenditure of resources on behalf of Kerry.

While the how and why of the Chesapeake and Ohio (C&O) Canal’s birth are important, and it is with much thanks that students of inland waterways (few are we in number) are able to access this accumulated knowledge, it is somewhat shocking that the major role this canal played in developing the Potomac River valley and, most importantly, the country’s capital region, is overlooked. This article will address the pivotal role the C&O Canal played in forming and developing the two main ports that serviced the greater District of Columbia area (encompassing northern Virginia), and, to a lesser extent, the middle Atlantic region.
Bien que le comment et le pourquoi des débuts du canal Chesapeake et Ohio (C&O) soient importants et que les amateurs des voies navigables intérieures (peu nombreux sommes-nous) soient très reconnaissants de pouvoir accéder aux connaissances acquises, il est étonnant que le rôle majeur qu’ait joué ce canal dans le développement de la vallée de la rivière Potomac et, plus important encore, de la région de la capitale nationale des États-Unis ait été laissé de côté. Abstract One hundred and twenty-three open-pollinated families from 38 stands of Virginia pine were tested in Oklahoma. Height and survival data at age 5 for two Christmas tree plantations and at age 5 and 7 for two progeny test plantations were analyzed. In the Christmas tree tests, four stands from North Carolina, three from Tennessee, and one each from Alabama, Kentucky, South Carolina, and Virginia were identified as good seed sources for Christmas tree production. The progeny test analyses identified two stands from each of North Carolina, Tennessee, Virginia, and Georgia, and one each from Kentucky and South Carolina as good seed sources based on age 7 data. One stand from each of North Carolina, South Carolina, and Tennessee were exceptional in both test types. Significant family in stand differences for both height and survival suggests that selection of the best families in the best stands will be an important component of improvement of Virginia pine for Christmas tree production. Based on both height and survival data, and a regression of height on average yearly minimum temperature at the source, the best performing sources and families were from North Carolina, eastern Tennessee, northern Georgia, northern South Carolina, southern Virginia, and southeast Kentucky, all located near or between minimum temperature isotherms of 0° and 5°F. In 1775, Lord Dunmore, the royal governor of Virginia, offered freedom to any African American who fought for the British cause against the colonial rebels in his province. Dunmore's plan to reconquer Virginia with his “Ethiopian Regiment” ended in failure, not due to a lack of willing volunteers but because of a familiar eighteenth-century killer: smallpox. Five years later, similar proclamations were issued in South Carolina. Yet smallpox again hindered British designs, devastating the eager African Americans who flooded to their lines. This paper uses primary source material and research on smallpox to analyze the experiences of African Americans who actively sought freedom with the British during the Revolutionary War. Focussing on the differing regions of Virginia and South Carolina this paper will assess the impact of smallpox on British military designs for runaway slaves while also evaluating the reasons why the disease had such a devastating effect on African Americans during the period. Overall, this paper will show how smallpox, so common in eighteenth-century Europe, put a fatal end to the first widespread push for emancipation on the American continent and helped derail one of Britain's best hopes for turning the tide in the Revolutionary War.

Dr. Homer M. LeBaron is Senior Research Fellow in the New Technology and Basic Research Department of CIBA-GEIGY Corporation, where He has the responsibility for coordinating and directing outside basic research on all of CIBA-GEIGY agricultural products. He has been employed in various R&D positions with Geigy and CIBA-GEIGY for 27 years. From 1960 to 1964, Dr. LeBaron was employed as a plant physiologist at the Virginia Tech Experiment Station in Norfolk, Virginia, mainly researching weed problems in vegetables and fruit crops.LeBaron was born May 13, 1926 in Southern Alberta, Canada, the third in a family of 10 children, and grew up on a diversified irrigation farm. He obtained his B.S. and M.S. degrees from Utah State University in 1955 and 1957. He received his Ph.D. degree from Cornell in 1960.LeBaron, in addition to WSSA, is a member of the American Society of Agronomy, American Chemical Society, Entomological Society of America, American Phytopathological Society, CAST, Sigma Xi, Aquatic Plant Management Society, European Weed Research Society, and all of the regional weed science societies.He has held numerous positions in several of these and other scientific societies. Homer served as president of NEWSS in 1969–70 and as president of the SWSS in 1986–87. He served on several WSSA committees, including the Executive Board of Directors. In 1978, Dr. LeBaron was elected a Fellow in the WSSA, and received the Distinguished Service Award in the SWSS in 1984.He is author of over 70 scientific publications, and has been editor and author of five books on herbicide and pesticide resistance and biotechnology. He is currently serving on the parent Herbicide Resistance Action Committee (HRAC) under GIFAP, as well as on the ALS/AHAS Inhibitors Resistance Working Group and as Chairman of the Triazine Resistance Working Group. He is on the Planning Committee and Co-Chair of the Weed Resistance Management Working Group within the International Organization for Pest Resistance Management (IOPRM). In addition to his busy professional schedule, Dr. LeBaron has always been involved in church and community affairs. He has 7 children and 20 grandchildren.
