The Western Balkans and the Visegrad Group are two macro-regions within the larger Eastern European area. Geographically and historically close, both regions share comparable characteristics on a macro-regional level as well as among the region's individual countries on a national level. However, when it comes to identities, the national level seems unavoidable: politically speaking, identity means national identity first and foremost. The authors of this book, who come from both regions, examine the ways in which the very sense of regional belonging might—or might not—override the shortcomings of and the obstacles erected by national identity. This chapter looks at the intersection of race, gender, and migration in the Western Balkans. Immobilizing mobile bodies from the Global South has increasingly been the focus of criminological inquiry. Such inquiry, however, has largely excluded the Western Balkans. A difficult place to research, comprising countries of the former Yugoslavia and Albania, the region is the second-largest route for irregular migrants in Europe (Frontex 2016). Indeed, EU expansion and global developments such as wars in Syria, Afghanistan, and Iraq have had a major impact on mobility and migration in the region. The chapter outlines racialized hierarchies in play in contemporary border policing in the region, and how these racialized and gendered practices target racially different Others and women irregular migrants and asylum seekers. Finally, this chapter maps the impact of such practices and calls for a shift in knowledge production in documenting and addressing such discriminatory practices.

This book draws on a wealth of material, much of it previously available only in Hebrew, to trace the history of Jewish hymnography from its origins in the eastern Mediterranean to its subsequent development in Western Europe (Spain, Italy, Franco-Germany, and England) and Balkan Byzantium, on the Grecian periphery, under the Ottomans, and among the Karaites. Focusing on each region in turn, the book provides a general background to the role of the synagogue poets in the society of the time; characterizes the principal poets and describes their contribution; examines the principal genres and forms; and considers their distinctive language, style, and themes. The copious excerpts from the liturgy are presented in transliterated Hebrew and in English translation, and their salient characteristics are fully discussed to bring out the historical development of ideas and regional themes as well as literary forms. The book is a valuable source-book for students of synagogue liturgy, Jewish worship, and medieval Hebrew poetry. It provides new perspectives for students of religious poetry and forms of worship more generally, while enabling the general reader to acquire a much-enriched appreciation of the synagogue services.

Central Europe and the Non-European World in the Long 19th Century explores various ways in which inhabitants of the Austro-Hungarian Monarchy perceived and depicted the outside world during the era of European imperialism. Focusing particularly on the Czech Lands, Hungary, and Slovakia, with other nations as comparative examples, this collection shows how Central Europeans viewed other regions and their populations, from the Balkans and the Middle East to Africa, China, and America. Although the societies under Habsburg rule found themselves (with rare exceptions) outside the realm of colonialism, their inhabitants also engaged in colonial projects and benefited from these interactions. Rather than taking one “Central European” approach, the volume draws upon accounts not only by writers and travelers, but by painters, missionaries, and other observers, reflecting the diversity that characterized both the region itself and its views of non-Western cultures.

The articles written by friends, colleagues, former students, and one current doctoral student collected in this celebratory volume dedicated to the doyen of Ottoman studies in Croatia, Professor Nenad Moačanin, are divided into three main chapters entitled “Ottoman Bosnia, Turkish Croatia, and Turkey in Europe,” “Distant Borders and Regions,” and “Glimpses Beyond the Ottoman Border: Habsburg Croatia and the Republic of Dubrovnik.” The first section consists of the articles predominantly dedicated to the main fields of interests of Nenad Moačanin, namely social and economic history of the Ottoman Empire, with special focus on Ottoman Bosnia, the Balkans and Central Europe, as well as the Ottoman borderland in Croatia. The second section entitled “Distant Borders and Regions” brings three articles which are geographically remote from the Western Balkans and Central Europe, such as Crimea, Syria, and Palestine, but nevertheless fit well into the conception of the volume by offering a possibility for comparison of distant regions. The third section “Glimpses Beyond the Ottoman Border: Habsburg Croatia and the Republic of Dubrovnik” contains five articles which provide an important insight into the situation on “the other side.” The volume also includes a biographical overview of Professor Moačanin’s scientific and educational career at the beginning, and the bibliography at the end of the volume.

Though the existence of Jewish regional cultures is widely known, the origins of the most prominent groups, Ashkenaz and Sepharad, are poorly understood, and the rich variety of other regional Jewish identities is often overlooked. Yet all these subcultures emerged in the Middle Ages. Scholars contributing to the present study were invited to consider how such regional identities were fashioned, propagated, reinforced, contested, and reshaped — and to reflect on the developments, events, or encounters that made these identities manifest. They were asked to identify how subcultural identities proved to be useful, and the circumstances in which they were deployed. The resulting volume spans the ninth to sixteenth centuries, and explores Jewish cultural developments in western Europe, the Balkans, North Africa, and Asia Minor. In its own way, each chapter considers factors — demographic, geographical, historical, economic, political, institutional, legal, intellectual, theological, cultural, and even biological — that led medieval Jews to conceive of themselves, or to be perceived by others, as bearers of a discrete Jewish regional identity. Notwithstanding the singularity of each chapter, they collectively attest to the inherent dynamism of Jewish regional identities.

This book offers the first comprehensive legal analysis and empirical study of accountability concerning the EU’s peacebuilding endeavours—also referred to as civilian crisis management. Since 2003, the EU has launched more than twenty civilian missions under the CSDP in conflict-torn regions in Eastern Europe, the Western Balkan, sub-Saharan Africa, the Middle East, and South East Asia with the aim of restoring stability and security. Mission mandates cover a broad range of multidimensional tasks, such as border monitoring, rule of law support, police training, law enforcement capacity building, and security sector reform. In light of these numbers and tasks and given (recent) alarming insights from practice, it begs the question who is accountable (to whom) for the EU’s manifold extraterritorial peacebuilding activities. With a view to answering this question, this book combines tools of legal scholarship with insights from political science research, both in analytical and conceptual terms. The thorough analysis of the law and practice of political, legal, and administrative accountability in civilian CSDP leads to the following conclusion: when scrutinizing the institutional and procedural framework set out by law, the accountability assessment is sobering, but when approaching it from a practice angle, the verdict is promising—in particular as regards accountability at the EU level.

The book, derived from the Balzan musicology project ‘Towards a global history of music’, describes cultural traditions and communication patterns of music, dance and theatre in the world region between India and the Mediterranean in the last 2000 years. The new metaphor of the ‘Music Road’—the western half of the ‘Silk Road’—refers to the travels of musical songs, instruments and ideas across both space and time. The book has an introduction and 16 chapters, each by a different author. Highlighted are the following cultural traditions: ancient Gandhāra (first centuries ce); traditions of the Alexander legend; the musical philosophy and practice of Muslim societies; colonial India and the West; Greek music and nationalism (19th–20th centuries); travelling music-theatre companies in the Eastern Mediterranean; the ‘Gypsy rhapsody’ in European art music. The keynote chapter by Martin Stokes reviews the work of Villoteau and Lachmann, advocating a fusion of historical thought and ethnomusicology. The book offers case studies not only on music per se, but also on fine art, dance, musical theatre, on the theology, philosophy, historiography and literature of music, and on East–West relations in the musical practice of colonial and modern times. It is argued in the introduction and implied elsewhere that the musical culture of this world region, and its interactions with the West, have always been on the move, that its diversities and disruptions are counterbalanced by numerous internal and external linkages, and that the reifying term of ‘orientalism’ might be replaced by ‘the East–West imagination’.

Many experts had gloomy forecasts about violent Islamist extremism and terrorism in Serbia. Sanjak - the southwest region in Serbia populated by Muslim majority - was even dubbed Jihadist hotbed, as it was the center for further spreading ultra-conservative Salafism from the neighboring Bosnia and Herzegovina into Serbia, and a region where the recruitment of Syrian foreign fighters took place. Among the most influential militant Salafi leaders in Vienna who maintained contacts with ISIS there were individuals from Sanjak. However, despite these forecasts and the presence of both push and pull factors of violent extremism, Sanjak has proved to be very resilient to violent Islamist extremism. Compared to other countries in the Western Balkans, a relatively small number of people from Serbia (49 of them including women and children) joined militant Islamist groups in Syria. Only a few incidents involving militant Salafis and failed terrorist plots happened. People in Sanjak showed both resilience to violent extremism and to the spread of the ultra-conservative interpretation of Islam. In this paper, we first identify the cases of violent extremism and then map and analyze factors that make Sanjak enabling environment for extremism. The second part of the paper is dedicated to understanding key resilience factors to violent extremism showcased in Sanjak. Ethno-nationalism and far-right extremism are only analyzed as possible drivers of Islamist radicalization. This report is based on extensive field research in Belgrade, Novi Pazar, Sjenica, and Tutin between July and September 2021, during which a total of 25 interviews were conducted.

Tekstovi koje objelodanjujemo u ovom zborniku izvorno su nastali kao produkti sudjelovanja njihovih autora u različitim aktivnostima projekta Kula Jankovića: spomenik kulture, pokretač održivog razvoja Ravnih kotara (Jankovic Castle: historic site, generating sustainable development of the Ravni Kotari region). Riječ je o projektu koji je na temelju aplikacije Sveučilišta u Zagrebu odobrila Europska komisija iz sredstava svojega programa „Preparatory actions for preserving and restoring cultural heritage in conflict areas in the Western Balkans for the year 2010“. Projekt je postao moguć nakon višegodišnjih uspješno realiziranih inicijativa u vezi s obnovom i revitalizacijom Kule Stojana Jankovića u Islamu Grčkom u suradnji s njezinim vlasnicima, potomcima književnika Vladana Desnice, od 2005. do 2011. godine. Ove su inicijative redovito poticale s Filozofskog fakulteta u Zagrebu (Centar za komparativnohistorijske i interkulturne studije, Odsjek za etnologiju i kulturnu antropologiju, Odsjek za informacijske i komunikacijske znanosti itd.), a napose u vezi s Desničnim susretima. Programom društveno-humanističkih i kulturoloških istraživanja, posvećenih književniku Vladanu Desnici, baštiniku Kule... U završnoj fazi rada na Projektu, u svibnju i početkom lipnja 2014. godine, na području Ravnih kotara održane su tri aktivnosti/radionice koje su rezultirale i objavom ovoga zbornika, a koje su tematizirale pitanja tradicijske kulture, njezine revitalizacije i korištenja u suvremenosti, turističkih i kulturnih resursa i potencijala ovog područja, izazova suprotstavljenih predodžbi o kulturnoj baštini i sl.

esistance features a selection of overtly non-conformist positions in the contemporary visual art scene of Albania vis-à-vis the most recent social, political, and economic turmoils in the Western Balkans – a region marked by the dark side of political governances that have remained “democratic” in their outward appearance (especially toward the European Union), while dramatically leaning toward autocratic regimes in the eyes of their own citizens. Regardless of their citizens’ primary interests, and despite some positive signals surfacing in the international media, almost every attempt to establish lasting conditions for democratic governance in the Western Balkans has been shrouded in the veil of profit-driven political scandals, personal greed for more and more power over the people’s rights, and the extinction of public property in pursuit of social elite’s corporate and private interests. Additionally, and more specifically related to Tirana, artists and citizens have, over the years, been involved in various types of revolt, expressing their disagreements with the ongoing destruction of public property in the name of “modernization and development”: a movement led by local political powers through financially and strategically motivated processes of architectural cannibalism – not only at the expense of erasing Albanian cultural heritage or long-term residents’ habitats, but also at the expense of taking human lives under the pretext of “urbanization.” The most obvious instance of this economy of destruction was the complex of buildings linked to the National Theater of Albania in downtown Tirana that has served as a symbolic and material place of citizens’ resistance: for more than two years, together with local artists, they have been opposing the government’s plans to demolish the old complex in order to build a new one – until this finally happened in Spring 2020, in the midst of the ongoing COVID19 pandemic. Rooted in the atmosphere of the National Theater Protests in Tirana, RESISTANCE was conceived in Summer 2019 by ZETA Center for Contemporary Art as the International Artists-in-Residence Program, in cooperation with three partner organizations from Kosovo, Serbia and North Macedonia (Stacion – Center for Contemporary Art in Prishtina; Ilija & Mangelos Foundation in Novi Sad; and Faculty of Things That Can’t Be Learned in Bitola) and supported by Swiss Cultural Fund in Albania, a project of the Swiss Agency for Development and Cooperation. Gradually, the project expanded into an exhibition (Heterotopias of Resistance, curated by Blerta Hoçia and featuring works by Lori Lako, Fatlum Doçi, Edona Kryeziu, Nina Galiç, Darko Vukiç, Nikola Slavevski, and Natasha Nedelkova) and a series of interviews and panel discussions (with contributions by Lindita Komani, Edmond Budina, Ervin Goci, Ergin Zaloshnja, Pleurad Xhafa, Gentian Shkurti, Stefano Romano, Luçjan Bedeni, HAVEIT, Leonard Qylafi, Jonida Gashi, and Fatmira Nikolli). The results of both have been collected and presented in the format of a publication that, besides serving as an indispensable reading material concerning visual arts and politics in contemporary Albania, especially to those abroad, functions by itself as a form of resistance against contagious cultural policies in weak post-socialist “democracies” in Southeastern Europe.
