The present study aims to analyze the end of the Wellfare State, and the emergence of the Neoliberal model and the withdrawal of various obligations of the State towards citizens, the legal order and government plans in the most several countries. Moving on to the Brazilian case, it can be seen that the Federal Constitution of 1988 was against Neoliberalism as far as social rights are concerned, establishing a series of devices that assure citizens of the basics necessary for their dignified existence. Thus, the present work verifies that a new model of state is needed that can reconcile the market freedom of the neoliberal model with the social rights of Welfare State, in order to comply with the constitutional precepts. To do so, it starts from the Concept of State, as well as its origins and evolution, from the absolutism to the Neoliberalism, passing through the Classic Liberal State and the Welfare State or Social State. Subsequently, the Social Constitutions, the Economic and Social Order in the Constitution of 1988, the principle of solidarity in the Constitution, solidarity capitalism in the economic view are discussed. Finally, the Brazilian oil sector, with its regulation and its importance in the development of the proposal of Solidary Capitalism
O presente estudo tem como objetivo analisar o fim do Estado do Bem-Estar Social (Wellfare State), e o surgimento do modelo Neoliberal e a retirada de diversas obrigações do Estado para com os cidadãos, do ordenamento jurídico e dos planos de governo nos mais diversos países. Adentrando no caso brasileiro, verifica-se que a Constituição Federal de 1988 foi na contramão do Neoliberalismo quanto aos direitos sociais, estabelecendo uma série de dispositivos que assegurem aos indivíduos todo o básico necessário para a sua existência digna. Assim, o presente trabalho verifica ser necessário um novo modelo de Estado que consiga compatibilizar a liberdade de mercado do modelo neoliberal com os direitos sociais do Welfare State, de modo a se cumprir com os preceitos constitucionais. Para tanto, parte-se do Conceito de Estado, bem como suas origens e evolução, desde o Absolutismo até o Neoliberalismo, passando pelo Estado Liberal Clássico e o Welfare State ou Estado Social. Posteriormente, são abordadas as Constituições Sociais, a Ordem Econômica e Social na Constituição de 1988, o princípio da solidariedade na Constituição, o capitalismo solidário na visão da economia. Por fim, apresenta-se o setor petrolífero brasileiro, com sua regulação e sua importância no desenvolvimento da proposta de Capitalismo Solidário

International redistribution studies vary in scope from those which investigate the full range of all benefits and costs of the fiscal system to others restricting their coverage to the distributive impact of a single expenditure or tax. In South Africa relatively little research has been directed to the distributive consequences of state spending and taxing policies. The few existing studies have mainly concentrated on race as an explanatory variable in analyzing budget incidence. This thesis adopted a new technique of measuring the incidence of benefits obtained from state spending and the burdens imposed by tax payments. The first step involved constructing household-level microdata files for sample households. Secondly, allocation routines were developed for selected expenditures and taxes whereby the benefits and costs of fiscal action could be assigned to households. Lastly these routines were applied separately to the files of each household. The distributive effects of the expenditures and taxes could then be analyzed with respect to any relevant household variable.

This thesis explains differences in changes to family formation and stability in France, Norway, the FRG and the GDR based changes to family- and housing policy. Focus is on developments from the 1960s to the early 2000s. Previous research has focused on more recent developments from the 1980s onwards. A new conceptualization of family policy is introduced that enables a distinction between policy that alleviate the care giving role of mothers (de-familialization) and policies that intervene more directly in the caring responsibility within the family, aiming for a more equal share of childcare between women and men (de-genderization). Findings show that higher educated women are more likely of entry into marriage, when family policy provides more de-familalization (France, GDR) or de-genderization (Norway). But higher educated women are less likely of entry into marriage in the FRG where family policy remained conservative, forcing these women to choose between family and career. In the FRG where family policy remained conservative, with low support for female employment, married women with low levels of education became more likely of entry into divorce. A difference between women with different educational levels is not observed where family policy has included more de-familialziaiton and de-genderization. Findings for changes to housing policy are less convincing. Soft deregulation of rent control and tenure security has a positive effect on entry into consensual union in all countries, making a two person income household better equipped to cover the cost of rent increases that this change introduced. But results for the influence of support for home-ownership show little effect on entry into a marriage and divorce in all four countries. This may be because the full effect has not manifested itself yet. Extending the time period of analysis may provide more insights on the influence of these changes.

Given the increased interdependency caused by ongoing task differentiation and precarious formal employment, this thesis asks why the stigmatisation of unemployed citizens and the retraction of unemployment benefits have received such widespread support in Australia. I contend that the concepts of dependency and independence, as reflexive but mutually exclusive dual values, are increasingly used as a framework for welfare discourse. I argue that this framework has ethical ramifications for collective well-being in Australia since it discourages citizens from acknowledging their own social and economic vulnerability. Using a combination of critical theory and discursive analysis, this thesis analyses discourses relating to poverty, unemployment and social welfare. It tracks the contradictions of this value dualism through selected forms of policy and media discourse literature and will challenge the negative moral valence associated with dependency, offering possible alternatives in the areas of moral anthropology, welfare discourse and social provision in order to reverse the stigmatisation of unemployed citizens.

The research undertaken represents an in-depth study of gender and economics from a multi-disciplinary perspective. By drawing on economic, social policy and political science literature it makes an original contribution to the disciplines of economics and feminist economics by advancing ideas on a feminist theory of policy change and institutional design. Equally, the study develops a framework for a multi-method approach to feminist research with applied policy focus by establishing a pragmatic feminist research paradigm. By espousing multiple research philosophies, it extends understanding of gender differences in policy outcomes by connecting theories from feminist economics, feminist historical institutionalism and ideational processes. Jointly funded by the Economic and Social Research Council UK and the Scottish Government, this project attempts to answer three key questions: What is the relative position of men and women in the Scottish economy and how do childcare responsibilities influence these? Which institutions, structures and processes have been instrumental in embedding gender in Scottish economic policy? To what extent and how is the Scottish Government’s approach to economic policy gendered? Quantitative analysis reveals persistently disproportionate differences in men and women’s position in the labour market. Women remain over-represented in part-time employment and in the public sector in the 10years under investigation. Using panel data, the multinomial logistic regression estimation of patterns in labour market transitions equally reveal disproportionate gendered patterns, with families with dependent children 0-4years at a disadvantage to those without. Qualitative analysis indicates that these differences are partly explained by the fact that the unpaid economy still remains invisible to policymakers despite changes in the institutional design, policy processes and the approach to equality policymaking undertaken in Scotland. Unpaid childcare work is not represented as policy relevant and the way gender, equality and gender equality are conceptualised within institutional sites and on political agendas pose various challenges for policy development on unpaid childcare work and gender equality in general. Additionally, policymakers in Scotland do not integrate both the paid and unpaid economies in economic policy formulation since social policy and economic policy are designed separately. The study also establishes that the range of institutions and actors that make-up the institutional setting for regulating and promoting equality, influence how equality issues are treated within a national context. In Scotland, equality regulating institutions such as parliament, the Scottish Government, equality commission and the law are instrumental variables in determining the range of equality issues that are embedded in an equality infrastructure and the extent to which equality issues, including gender, are consequently embedded in public policy and government budgets. Significantly despite meeting all the attributes of an equality issue, unpaid care is not classified as a protected characteristic in the Equality legislation. These institutions can ameliorate, sustain or perpetuate the delivery of unequitable policy outcomes for men and women in the mutually dependent paid and unpaid economy. Thus, economic, social and political institutions are not independent from one another but are interrelated in complex ways that subsequently have material consequences on men and women in society. In summary, there are interlinkages between the law, labour market, the unpaid economy, the welfare state and gendered political institutions such that policy or institutional change in one will be dependent on or trigger change in another. These institutions are gendered, but are also interlinked and underpin the gender structure of other institutions to the extent that the gendered norms and ideas embedded in one institution, for example legislation or political institutions, structure the gendered dimensions of the labour market, welfare state, and the unpaid economy. By shedding light on institutional and political forces that regulate equality in addition to macroeconomic forces, the analysis reveals the important role of institutions, policy actors and their ideas as instrumental forces which constantly define, redefine and reconstruct the labour market experiences of men and women with significant material consequences.

Rawls emphasizes in his later writings that his theory of justice as fairness is not a defense of welfare-state capitalism. He argues that welfare-state capitalism cannot be an acceptable regime for justice as fairness because its ideal institutional description fails to satisfy the two principles of justice in various ways. Against Rawls, I argue in this thesis that his rejection of welfare-state capitalism is not justified. I begin by clarifying an ambiguity regarding what arrangements and policies according to Rawls are essential to satisfy the two principles of justice through closely studying the institutional arrangements of property-owning democracy and liberal socialism—the two regimes thought by Rawls as capable of fully satisfying the two principles of justice. After that, I show that the fundamental reason behind Rawls’s rejection of welfare-state capitalism is his assumption that welfare-state capitalism does not aim to realize justice as fairness. I argue that this assumption held by Rawls is not justified because the essential institutional features of welfare-state capitalism can be compatible with the arrangements and policies necessary to satisfy the principles of justice. I also argue that if Rawls’s assumption regarding the aim of welfare-state capitalism cannot stand, he should not rule out welfare-state capitalism as an acceptable regime for justice as fairness. Finally, I examine different arguments that provide alternative reasons to justify Rawls’s rejection of welfare-state capitalism. I argue that all of them are unsuccessful because they either are based on problematic interpretations of the two principles of justice or fail to conclusively rule out welfare-state capitalism. By showing that welfare-state capitalism can be an acceptable regime for justice as fairness, this thesis proves that a just society does not need to be the one that entitles every citizen to a substantive right to own real capital. Also, in the process of arguing for welfare-state capitalism, this thesis also indirectly contributes to the recent debates between Rawlsians on the left and right over the proper interpretations of the first principle of justice and the Difference Principle.

The purpose of this paper is to analyze the series of events and legislation that has led to the current system of welfare and wealth redistribution in the United State. I begin with a background of the origins of the welfare state in England and the United States, and discuss the social movements which gave rise to the modern welfare state. I discuss how wars, economic theories, and recessions have influenced policy, and how such policy has affected poverty and unemployment rates since the Great Depression. I have found that social welfare spending has steadily increased since the Great Depression, and that the current trend of deficit spending and expansion of the social safety-net is a product of the legislation passed during the Great Depression and the ‘Great Society’ of the 1960s. Although there have been many attempts to secure a minimum standard of living through social welfare spending, the problems of poverty and unemployment persist.

This study examines the relationship between economic and monetary integration culminating in Economic and Monetary Union (EMU) and welfare state trajectories focusing on the cases of Belgium, Italy, and Greece in the 1990s. The conventional wisdom on this relationship expected that EMU would lead to across-the-board downsizing of the European welfare states through imposing macroeconomic austerity in general and budgetary restraint in particular. The study questions the validity of this prediction which is represented by the austerity hypothesis. Based on an analysis of social expenditure data in the run-up to EMU the study reveals that spending levels remained largely stable and therefore that the welfare states of the EMU-candidates largely escaped radical retrenchment. Avoiding significant and systematic expenditure retreat was possible not only in the face of powerful fiscal pressures but also during a period when policymakers had the opportunity to justify even the most draconian measures in the name of achieving EMU membership. Hence the study addresses the following puzzle: How could Europe's welfare states largely avert across-the-board downsizing during the 1990s despite fiscal pressures they faced on the road to EMU? Through an examination of episodes of welfare reform in three critical cases (Belgium, Italy, and Greece) which needed to go through drastic budgetary cutbacks for EMU membership, the study shows that the Maastricht criteria did compel successive governments in these member states to propose radical welfare reforms, vindicating the conventional wisdom's expectations. In episodes of welfare reform, however, governments discovered that their reform capacities were largely limited due to domestic opposition from an alliance of entrenched interests. The convergence period was marred with recurrent mass mobilization of unions against welfare reforms which forced governments to scale back their original ambitions or scrap them altogether. This shows that the expectations of the conventional wisdom that EMU would actually lead to massive retrenchment of Europe's welfare states, however, are not borne out by the evidence on welfare state trajectories in the 1990s.

The theoretical argument of this study is that economic globalization, by default, exerts a downward pressure on the social policies of states largely through the operations of transnational corporations. However, since globalization’s effect on social policy is conditional on endogenous political forces such as regime type, democratization, electoral competition and political participation, its proclivity to retrench the welfare state is averted by the preferences of political actors and institutions to expand social spending. This argument found consistent empirical support via a series of cross-section regressions that estimated the interactive effects of economic globalization and various measures of domestic political institutions and affiliations for a sample of 120 countries from 1970 to 2002. Case studies of South Korea, Chile and Spain provided additional qualitative evidence for the study’s theoretical argument.

This thesis has two aims. The first aim is to set out an argument for social insurance in the form of compulsory income insurance in the event of sickness or unemployment, and to explore two lines of arguments for social insurance policies that are commonly associated with an active welfare state that seeks to prevent or reduce reliance on social insurance. The second aim is to outline and defend an account of legitimacy that takes moral autonomy seriously by making legitimacy partly dependent on our entrenched values and preferences. The first aim is relevant for articles I-VI. In article I it is argued that the extent to which behavioural responses to social insurance is seen as ethically problematic, it is primarily a problem that concerns the institution rather than the morality of the individual whose behaviour is influenced by social insurance. Thus, insofar as behavioural responses to social insurance are an ethical problem, it is a problem for political philosophy rather than individual ethics. In article II an argument for social insurance in the form of compulsory income insurance in the event of sickness or unemployment is presented, viz. the argument from autonomy. It is based on a concern for the protection of our identity according to what is called a “thick” conception of the person, which holds that our identities as separate persons are constituted by our central aims and commitments. It is also argued that contrary to what has been claimed by its opponents; social insurance needs not lead to the bad risks exploiting the good risks, or be head-on in conflict with individual freedom. Article III identifies normative issues that deserve attention in relation to in relation to a general introduction of prevention policies in social insurance and market insurance. It is argued that the importance of these issues suggests that arguments and distinctions drawn from moral and political philosophy should play a more prominent role both in the debate on the shift towards an active welfare state and the use of prevention policies in market insurance. Article IV is a response to comments from Professor David Buchanan initiated by article III. Article V explores what is called the argument from autonomy for reduced compensation rates in social insurance or making compensation from such insurance conditional on different kinds of requirements such as participation in rehabilitation or vocational training. It is argued that such policies are justified if they tend to ensure an adequate level of autonomy, where autonomy is understood in the sense of a “thick” conception of personal autonomy based on Norman Daniel’s extension of the principle of fair equality of opportunity. Article VI discusses the objection that arguments pertaining to the principle of fairness often are irrelevant since the principle of fairness is based on the acceptance of the relevant benefits. It is argued that this objection from non-acceptance fails because we can – and do – accept the benefits form such institutions on a practical level and this is enough to ground obligations pertaining fairness. The implications of this argument for policies associated with the active welfare state are explored, taking a reform of the Swedish sickness insurance as an example. The second aim is relevant for article VII. In article VII it is argued that an account of legitimacy should satisfy three conditions. The justification thesis and the legitimacy thesis are presented as accounts of justification and legitimacy respectively. It is argued that the proposed accounts satisfy these conditions. An account of political obligations is also given.

Most LDC regimes, especially those with a colonial past, suffer from a deficit in legitimacy. Basing their rule on the personality and achievements of one person, these regimes have failed to pass on their legitimacy to their successors, or sometimes even secure legitimacy for the state. They have drawn up a social contract with their populations that entailed obligations to achieve objectives such as industrialisation, national and economic independence, and welfare of their societies. In return, their populations were expected to support their regimes, and surrender their political rights and liberties. In this research, we focus on the social contract in Egypt, as an example of an LDC state where the regime has suffered from a lack of legitimacy since the country gained its independence in 1952. Over the last five decades, Egyptian regimes have forged a social contract with their populations in order to legitimise their rule. The social contract encompassed achieving objectives adopted by the regime on the domestic and international level according to their visions. The formula of the social contract has been modified by the regime in response to changes in domestic and international factors. One of the main obligations that the regime has committed itself to since 1952 has been welfare provision by the state. The commitment of the regime to provide welfare for the population has been an effective tool to generate legitimacy. Thus, the maintenance of a 'welfare state' has constituted a central component of the social contract since 1952. However, a social contract based on welfare provision has not been durable; this type of contract has secured the regime legitimacy only as long as it has been able to deliver welfare products. As industrialisation failed to take off, Egyptian regimes found it difficult to sustain the welfare state. Their attempts to withdraw from welfare provision, without compromising their legitimacy, have been unsuccessful. This is because the regime has marketed welfare provision by the state as a right of the public based on citizenship; the populace has proved resilient in defending this right. Hence, the regime had to rely upon aid and or external borrowing to postpone the crisis; and modify the social contract by introducing some measures of political liberalisation.

The New Right's critique of the welfare state has generated considerable interest in the history of alternative forms of welfare provision. Recent work has focused upon the continued existence of voluntarism alongside the growth of twentieth century state welfare. In doing this, it has reacted against the tendency of post-war social welfare writing to concentrate exclusively on the statutory social services. This thesis, therefore, adds to a growing body of writing on inter-war voluntary social action. However, it differs from the work of others by focusing upon the interplay of voluntary and statutory sectors in the face of war, industrial unrest and mass unemployment: in other words the upheavals of the early twentieth century. The main body of the research not only deals with the part played by both sectors in the delivery of social services, but also places voluntarism in a wider social context by exploring its ideological response to working-class assertiveness. Indeed, the belief in a British national community with interests that transcended class or sectional divisions was a common feature in voluntarism's attitude towards the above challenges and their implications for social stability. Thus, by highlighting the class objectives of the middle-class volunteer, this thesis avoids treating voluntary groups as simply the deliverers of social services in partnership with the state. As middle-class organisations operating within civil society, the charities covered in the pages ahead are placed alongside the state and capital in the defence of the existing economic and social order. Differences may have existed amongst charities over the correct mix in the statutory-voluntary welfare mix, but, as this thesis seeks to prove, this should not blind us to voluntarism's commitment to an over riding class interest.

O presente estudo tenta compreender as causas das trajetórias divergentes de três diferentes modelos de Welfare State: o liberal, o conservador/corporativista e o social-democrata. Para tanto são selecionados três países que representam tipos ideais destes modelos: Reino Unido, França e Suécia, respectivamente. São utilizadas as ferramentas do institucionalismo com o objetivo de estabelecer uma relação entre o enraizamento dos valores em cada sociedade selecionada e suas instituições formais. As trajetórias são analisadas no contexto de uma crescente integração econômica e da pressão da União Europeia para a convergência dos modelos de proteção social. Pode-se perceber a partir da pesquisa que alguns modelos de Welfare State são mais resilientes que outros e que as trajetórias são dependentes das trajetórias passadas (path dependency). Os modelos e suas transformações refletem os valores socio-culturais dos países selecionados, e essa relação não determinística faz a convergência das políticas sociais, obejetivo da União Europeia, difícil e improvável de ser realizada no curto/médio prazo. Para a análise dos valores culturais são usadas as respostas dos questionários da World Values Survey. A partir destes dados, é estabelecida a relação entre a cultura/valores e os indicadores socioeconômicos relacionados com o Welfare State. O trabalho busca demonstrar que o Welfare State é um reflexo de um processo cumulativo e que o objetivo das instituições supranacionais de convergência dos modelos vai enfrentar restrições institucionais.
The present study tries to understand the causes of the divergent trajectories of three different models of Welfare State: the liberal, the conservative/corporatist and the social-democratic. To reach this goal it is selected three countries that are ideal types of these models: United Kingdom, France and Sweden respectively. Using the tools of the institutionalism is established a relationship of the embeddedness of the values in each selected society and its formal institutions. The trajectories are analyzed in the context of an increasing economic integration and pressure from the European Union to converge the models of social protection. It can be perceived from the research that some models of Welfare State are more resilient than others and that the trajectories are path dependents. The models and its transformations reflect the cultural embeddedness in the selected countries, and this non deterministic relationship makes the convergence of the social policies aimed by the European Union difficult and improbable in the short/medium term. To analyze the cultural values it is used as proxies the answers from questionnaires in the World Values Survey. From these data is established the relationship between the culture/values and the socioeconomic indicators related to the Welfare State. The work found out that the Welfare State is a reflection of a cumulative process and that the aim of the supranational institutions to converge the models will face institutional constraints.

The issue of ensuring the legal protection of the economy for the Ukrainian state was oneof the key issues, along with such issues as territorial integrity, sovereignty of the authorities, ensuring real defense capability, etc. It is worth agreeing with the view of L. Korchevskaya, who argues that the economic aspect of security is closely linked to trade relations that have been traced throughout human history [1, p. 38], which undoubtedly could not bypass Ukraine, given its territorial location, the availability of many tangible and intangible resources and existing trade and financial ties. At the same time, as historical experience has shown, the inability to develop a fully-fledged and comprehensive, self-interest legal system, owing to frequent changes in territorial structure and the frequent objective need to subordinate the will of certain other entities, significantly hindered the development.

This thesis comprises three essays in the field of applied microeconomic theory. In the first essay we present a generalized Nash model of household decision making that does not restrict a priori the household's location on the Pareto frontier and that allows the opportunity cost of household membership to influence the intrahousehold allocation of resources. This approach generalizes both the collective and the symmetric Nash models of household decision making. Formally, we derive the restrictions on household demands implied by the generalized Nash model and we show that the collective model, the symmetric Nash model and the traditional (unitary) model of the household are all special cases of the generalized Nash model. In the second essay we analyze the optimal risk-sharing contract to emerge between two risk averse individuals under repeated double moral hazard. Several interesting properties of the optimal contract emerge. First, the contract is less sensitive to the performance of any single individual than would have been the case under single moral hazard. Second, a well-known condition describing the optimal level of intertemporal consumption smoothing under repeated single agency is generalized to take account of the double incentive problem. In particular, when both individuals face binding incentive constraints then the expectation of the ratio of person i's to person j's marginal utility in period t is strictly greater than the known ratio of person i's to person j's marginal utility in period t - 1, i,j = 1,2, i /= j. In the final essay we examine the optimal balance between the provision of income insurance through family networks and provision through the redistributive tax system. We demonstrate that even when there is full risk-sharing within the family there are nevertheless further welfare gains to be achieved through an appropriate level of government intervention. We also demonstrate that where intra-family moral hazard implies that only partial risk-sharing is achieved within the family, the existence of further welfare gains from government intervention will depend on the effects of such intervention on the intra-family income transfer and on effort incentives.

This thesis is concerned with rights-based justifications for redistribution. Orthodox views are critically examined in three of the chapters. The case against fundamental moral rights to welfare, not derived from other more fundamental moral rights or principles, is pressed in chapter three. Chapter five distinguishes between rights-based and equality-based justifications for redistribution and argues that Ronald Dworkin's idea of a right to equal respect and concern is best understood as an equality-based justification. The enabling model of rights and deprivation is introduced in chapter six. This model says that liberty rights require that others ensure that the right-holder enjoys the means to do what he or she has the right to do as well as not interfere with him or her doing what he or she has the right to do. It is found to break down because it is unable to accommodate the right to do wrong. The other four chapters are concerned with defending an alternative model of rights and deprivation. The groundwork for this alternative model - the development model of rights and deprivation - is laid in chapters two and four. Chapter two presents a person-affecting theory of rights. The two principal conclusions of the development model of rights and deprivation are defended in chapter seven. It is argued, first, that from both of the abstract moral rights to liberty introduced in chapter four flow certain derivative rights against others to have one's needs met and, second, that the state is required to promote and protect particular forms of culture as well as to meet certain sorts of personal needs including special needs, collective needs, and the unmet personal needs that arise when the prevailing methods of meeting those needs breaks down. The final chapter discusses two general issues relating to the development model of rights and deprivation.

The economic, fiscal and environmental crises evident in contemporary political economy carry a set of interconnected, profound and largely unacknowledged sustainability challenges for the welfare state. This is particularly the case if the environmental crisis constitutes a severe set of limitations upon further economic expansion or demands that post-industrial societies begin to normatively question the primacy of pursuing ad infinitum economic growth. The crisis narratives identified are conceptualised here as a triple crisis afflicting welfare state sustainability, and this more holistic and innovative understanding of the current conjuncture is the starting point of an analysis which interrogates the tensions and inter-dependencies between the fiscal and environmental sustainability of the welfare state. This research agenda prompts a dialogue between two literatures which have largely remained segregated from each other up to this point, despite them both being embraced by progressives. The first is the literature on the fiscal sustainability of the welfare state, which is invariably predicated upon assumptions of future growth either to manage demographic changes or to rationalise counter-cyclical spending during economic downturns. The second is the scholarship on post-growth, which has enjoyed a notable resurgence in recent years due to its environmental and social critique of societies dedicated to pursuing economic growth. Bringing these literatures together has implications for the study of welfare state sustainability. On the one hand, if the fiscal sustainability of the welfare state is predicated upon the public expenditure extracted from an environmentally-unsustainable growth dynamic it is surely necessary to problematise the concept of sustainability conventionally used in the welfare state scholarship. Meanwhile, the prospect of pursuing environmental sustainability through challenging the economic primacy of economic growth would mean a suppression of monetised economic activity, severe fiscal implications for the capitalist state and an uncomfortable degree of welfare state retrenchment. The post-growth literature’s assertion that growth no longer impacts positively on wellbeing, therefore, is challenged by highlighting the potential effects of the absence of growth on the institutions of the welfare state. This constitutes a paradox for welfare state sustainability, and it is only complicated further by the evidence suggesting that welfare states can potentially be conducive to environmental governance more directly through facilitating decarbonisation strategies, maintaining monetarily and ecologically efficient public welfare services, and promote notions of the ‘public good’. This would mean that any post-growth transition may ironically be counter-productive if it does produce a conflagration of public welfare programmes. These are a set of paradoxes for welfare state sustainability which will be difficult to negotiate within the current political settlement. As such, my research speaks to debates concerning how progressives can map out a policy direction in the 21st century which meets both our social sensibilities – which are typically met through those state mechanisms financed by monetised economic activity – and our environmental imperatives – which may require us to question economic growth. This thesis, therefore, contributes to both bodies of scholarship under examination through exploring the intractability of the tensions and inter-dependencies between their discourses and the implications of this for welfare state sustainability and progressive politics more broadly.

Part I comprises three chapters (2-4) that analyse the optimal combination of a universal benefit (B≥0) and categorical benefit (C≥0) for an economy where individuals differ in both their ability to work and, if able to work, their productivity. C is ex-ante conditioned on applicants being unable to work, and ex-post conditioned on recipients not working. In Chapter 2 the benefit budget is fixed but the test awarding C makes Type I and Type II errors. Type I errors guarantee B > 0 at the optimum to ensure all unable individuals have positive consumption. The analysis with Type II errors depends on the enforcement of the ex-post condition. Under No Enforcement C > 0 at the optimum conditional on the awards test having some discriminatory power; whilst maximum welfare falls with both error propensities. Under Full Enforcement C > 0 at the optimum always; and whilst maximum welfare falls with the Type I error propensity it may increase with the Type II error propensity. Chapters 3 and 4 generalise the analysis to a linear-income tax framework. In Chapter 3 categorical status is perfectly observable. Optimal linear and piecewise-linear tax expressions are written more generally to capture cases where it is suboptimal to finance categorical transfers to eliminate inequality in the average social marginal value of income. Chapter 4 then derives the optimal linear income tax for the case with classification errors and Full Enforcement. Both equity and efficiency considerations capture the incentives an increase in the tax rate generates for able individuals to apply for C. Part II (Chapter 5) focuses on the decisions of individuals to work when receiving C, given a risk of being detected and fined proportional to C. Under CARA preferences the risk premium associated with the variance in benefit income is convex-increasing in C, thus giving C a role in enforcement.

This dissertation offers a study of everyday relations between residents and the state on a post-industrial council estate in England. Drawing upon historical and ethnographic data, it analyses how, often under conditions of sustained exclusion, residents rely upon the state in their daily struggles for security and survival. My central ethnographic finding is that residents personalise the state alongside informal networks of support and care into a local sociality of reciprocity. This finding can be broken into three interconnected points. First, I argue that the reciprocal contract between citizens and the state emerged in the post-war years when the residents on the newly built estates negotiated their dependence upon the state by integrating it into their on-going social relations. A climate of relative material affluence, selective housing policies, and a paternalistic regime of housing management all created conditions which were conducive for this temporary union between residents and the state. Second, however, I argue that with the decline of industry and shifts towards neoliberal policies, residents increasingly struggle to hold the state accountable to its reciprocal obligations towards local people. This becomes manifest today both in the material neglect of council estates as well as in state officials' reluctance to become implicated in social relations with and between residents. Third, I argue that this failure on the part of the state to attend to residents' demands often has onerous effects on people's lives. It not only exacerbates residents' exposure to insecurity and threat, but is also experienced as a moral affront which generates larger narratives of abandonment and betrayal. Theoretically, this dissertation critically discusses and challenges contrasting portrayals of the state, and of state-citizen relations, in two bodies of literature. On the one hand, in much of the sociological and anthropological literature on working class communities, authors have adopted a community-centred approach which has depicted working class communities as self-contained entities against which the state emerges as a distant or hostile entity. I argue that such a portrayal is premised upon a romanticised view of working class communities which neglects the intimate presence of the state in everyday life. On the other hand, the theoretical literature on the British state has adopted a state-centred perspective which has seen the state as a renewed source of order and authority in disintegrating communities today. My suggestion is that this portrayal rests upon a pathologising view of social decline which fails to account for the persistence of informal social relations and the challenges that these pose to the state's authority from below. Finally, moving beyond the community-centred and state-centred perspectives, I argue for the need to adopt a middle ground which combines an understanding of the nature and workings of informal relations with an acknowledgement of the ubiquity of the state. Such an approach allows us to recognise that, far from being a hostile entity or, alternatively, an uncontested source of order, the state occupies shifting positions within an overarching sociality of reciprocity and its associated demands for alliances and divisions. I refer to such an approach as the personalisation of the state.

This thesis consists of four independent chapters each of which addresses the relationship between clientelism and social policy in relation to welfare state development from different perspectives. The overarching research question examines whether the adoption of such policies leads to de-clientelisation, and, if so, to what extent. The research extensively draws upon both cross-national data and that from Thailand between 2000-2012 during which populist welfare policies have gained significant influence on political development. Chapter 1 employs a global dataset of developing countries to offer a comparative perspective on the subject and shows that political parties generally trade-off between social policy and their engagement in clientelism. The latter three chapters take Thailand as a case study empirically investigate clientelist mechanisms at different geographic levels. Focusing on the household level, Chapter 2 evaluates the role of patron-client relations in determining access to the Thailand Village Fund based on the Socio-Economic Household Surveys. The provincial level is examined in Chapter 3 which studies economic and political determinants of two types of provincial-level distributive transfers: social policy spending and discretionary spending. Chapter 4 examines the clientelist mechanism at the national level through an assessment of the electoral linkage dynamics by measuring changes in personal votes. The findings show some degree of resilience of clientelist relations as they intervene with social policy allocation, particularly at local level. The global trend contrasts with the case of Thailand where, as in-depth analyses of the latter three chapters have shown, clientelist relations often persist and convert into a new form, for example the southern model of welfare regimes.

Les pollinisateurs sont en déclin dans de nombreuses régions du monde. Quelles sont donc les conséquences de ce déclin pour la société ? Pourquoi devrions-nous agir ? Cette thèse propose l'évaluation économique afin d’aider à la prise de décision. Elle évalue les impacts du déclin des pollinisateurs sur le bien-être humain à travers des aspects économiques et nutritionnels. Pour les aspects économiques, elle se concentre autant sur les impacts marchands que non marchands et pour les aspects nutritionnels, elle intègre autant les apports quantitatifs que qualitatifs des nutriments. La contribution des pollinisateurs au marché mondial des produits alimentaires, aux territoires et aux paysages locaux dans différents contextes est examinée. Plus précisément, trois études de cas ont été abordées, chacune à une échelle spatiale différente : le commerce international, le territoire du Comminges dans le sud-ouest de la France et le district de Huye dans le sud du Rwanda. Inspirée de l'économie du bien-être, notre analyse est basée sur l'approche de la fonction de production, qui intègre le ratio de dépendance de la production agricole aux pollinisateurs, les nutriments, et l'approche des préférences déclarées. Les méthodes proposées combinent des approches analytiques, des enquêtes de terrain et des simulations. Le chapitre 1 souligne les approches existantes en matière d'évaluation économique des bénéfices des pollinisateurs, la nécessité de prendre en compte les différentes échelles spatiales des causes et des impacts du déclin des pollinisateurs, et les réponses politiques existantes concernant la dégradation des pollinisateurs. Le chapitre 2 analyse les marchés agricoles mondiaux dans leur ensemble et montre les incidences du déclin des pollinisateurs dans le commerce international des produits alimentaires et leurs impacts sur le bien-être social mondial. Le chapitre 3 analyse l'importance que les gens accordent aux pollinisateurs et leurs préoccupations quant à leur déclin en évaluant la volonté du grand public de payer pour les avantages des pollinisateurs. Le chapitre 4 porte sur la contribution de la pollinisation par les insectes sur la production et la consommation de qualité nutritionnelle dans un cas particulier des ménages de petites exploitations où l'agriculture de subsistance reste importante. Les résultats montrent que le déclin des insectes pollinisateurs peut induire une diminution du surplus du consommateur, du profit du producteur et de la valeur commerciale, donc une perte globale du bien-être humain à l'échelle mondiale. Ces résultats attirent l'attention sur une perte de l'apport mondial en nutriments, notamment dans les régions où la pénurie alimentaire est déjà présente. Le grand public du Comminges est prêt à payer environ 516 € par ménage et par an pour éviter les scénarios de déclin des pollinisateurs et ainsi maintenir la diversité de la nourriture, de la flore et de la faune locales. Dans les ménages agricoles du district de Huye, les cultures dépendant des pollinisateurs représentent environ 20 % de la valeur de leur production et ont une part importante pour l'auto-approvisionnement en micronutriments. La thèse défend que tous les pays puissent être affectés par ce déclin soit en tant qu'exportateurs, soit en tant qu'importateurs de cultures dépendant des pollinisateurs. In fine, le déclin des pollinisateurs peut avoir un impact sur la diversité et la sécurité alimentaire des consommateurs de par le monde, sur les moyens de subsistance des ménages agricoles, et sur la biodiversité locale. Ainsi, l’arbitrage entre les décideurs locaux, les organismes nationaux et internationaux, et le grand public est nécessaire pour atténuer le déclin des pollinisateurs. Pollinators are threatened in many parts of the world. This alarming phenomenon; for which Human is mainly responsible, raises the following questions: what are the consequences of this decline for society? Should we take action? This thesis proposes economic valuation as a decision-making tool. It evaluates the impacts of the decline of pollinators on human well-being through economic and nutritional perspectives. The focus is on marketed and non-marketed benefits for the economic aspects and the quantitative and qualitative dimensions of nutrient intake for the nutritional aspects. The contribution of pollinators to a global food market, territories, and local landscapes in different contexts is examined alternately. More specifically, three case studies were treated each on different spatial scales: the international trade, the Comminges territory, in southwestern France, and the Huye District, in southern Rwanda. Inspired by welfare economics, our analysis builds on the production function approach, which integrates the dependence ratio of agricultural production on pollinators, the nutrients contained in crops, and the stated preferences approach. The proposed methods combine analytical approaches, field surveys, and simulations. Chapter 1 reviews the existing economic valuation approaches of the benefits of pollinators, highlights the need to consider various spatial scales of causes and impacts of pollinator decline, and reviews the existing policy responses regarding pollinator degradation. Chapter 2 analyzes global agricultural markets as a whole and shows the implications of pollinators' decline in international food trade and their impacts on global social welfare. Chapter 3 analyzes the importance people place on pollinators and their concerns about their decline by assessing the general public’s willingness to pay for the marketed and non-marketed benefits of pollinators. Chapter 4 values the contribution of insect pollination on the quantity of production and nutritional quality of consumption in the case of smallholder farm households where subsistence agriculture remains dominant. The thesis shows that the decline of insect pollinators could have significant consequences on human well-being at local and global scales. Under defined assumptions, results show that an average world price of crops will be 186% higher if pollinators are extinct on a global scale. They show that the decline of insect pollinators can induce a decrease in consumer surplus, producer profit, and trade balance value, thus an overall loss of human well-being on a global scale. In particular, these results draw attention to a loss of global nutrient intake, especially in regions where food scarcity is already present. The general public in the Comminges is willing to pay about €516 per household per year to avoid pollinator decline scenarios in order to maintain the diversity of local food, flora, and fauna. In smallholder households in the Huye District, pollinator-dependent crops account for about 20% of the total production value and have a significant share in the self-supply of micronutrients. This thesis argues that all countries can be impacted by this decline either as exporters or as importers of pollinator-dependent crops even if the impacts of this decline may be heterogeneous across countries due to differences in initial endowments. In fine, the decline of pollinators threatens the diversity and food security of worldwide consumers, the livelihoods of farm households, and local biodiversity. Therefore, arbitration among local decision-makers, national and international governmental bodies, and the general public is necessary to mitigate the decline of pollinators. In conclusion, this thesis points to the need to combine economic and nutritional aspects in shaping economic valuation literature and public policies and initiatives regarding ecosystem services and pollinators

Regulations to reduce the consumption of tobacco products have dual effects on economies. Economies that are net consumers of tobacco products experience welfare enhancing effects as a result of these regulations. However, these regulations can have adverse welfare effects among net producing economies. Many studies have explored these welfare effects on net consuming economies, whereas the impacts among net producing economies have been neglected. This research paper examined the adverse welfare effects of smoking regulations on small tobacco exporting economies with, a comparative advantage in tobacco production.

Since its inception in 1993, nearly 90,000 high school dropouts have completed the National Guard Youth Challenge Program, a youth diversion program for unemployed high school dropouts. As of 2008, 27 states have partnered with the military to implement this residential program for at-risk youth. There is limited research on this new social welfare program despite its representing a dynamic military-state-welfare relationship. This study examines state-level conditions and looks to answer three research questions: 1) Under what conditions do states start a ChalleNGe program?; 2) What role do time-varying social and economic factors have in influencing states to initially adopt the program?; and 3) To what extent does the racial composition of program sites reflect the racial composition of its host state's young high school drop-outs? I examined state-level social and economic conditions using data from a variety of federal agencies and public opinion surveys. I examined social and economic circumstances that may have influenced state-level participation. Due to the nature of time-dependent variables and states' launching programs as various times since 1993, I used an event history analysis to predict the timing of initiation of a ChalleNGe program. The results of this research indicate that high unemployment rates and low high school graduation rates increase the likelihood that a state will create a ChalleNGe program. The results from this study provide insight into the creation and expansion of the ChalleNGe program as well as the changing role of military as a part of the welfare state.

Entrepreneurship is distinguished by its developmental and transformative qualities, particularly in the context of emerging economies. Entrepreneurship plays an important role in developing the economy of a country as the entrepreneur sparks economic activities through his/her entrepreneurial decisions. These entrepreneurial decisions lead to the creation of new business activities which in turn are a driving force in economic growth, creating jobs and enhancing fiscal credibility. However, the role of entrepreneurship in economic development varies from economy to economy and depends on the availability and accessibility of material resources, the industrial climate and the effectiveness of the political system underpinning the economy. In South Africa, there are major challenges that contribute to the unstable state of the economy. Retrenchments, the high failure rate of new businesses and the lack of growth in existing ones give credence to the summation that the South African economy is not expansively equipped to meet the challenges of a sustainable growth environment. A thriving entrepreneurial environment has significant benefits for job creation and the equitable distribution of economic wealth. In recent years, South African economists have been scrambling for solutions to the static economy that has seen a decline in new businesses of 34% from 2013 to 2014, resulting in continuing economic instability. Considering the trend highlighted above, the researcher was intrigued to examine the state of entrepreneurship and its socio-economic impact in the Cape Metropole Area. The researcher made use of a mixed-method research approach with an explanatory purpose, employing triangulation to achieve complementary results. The research invoked both interpretivist and positivist paradigms, though leaning towards the collection of qualitative data using semi-structured interviews and open-ended and closed questionnaires. The confidentiality of the information from respondents was ensured. The findings revealed that most entrepreneurs experience difficulty in accessing crucial entrepreneurial framework conditions, which hinders their activities. The findings also revealed that South Africa is at present not realising its job-creation potential and is therefore making little progress with unemployment and poverty reduction. In conclusion, entrepreneurs are essential to the economy and the society in any country regardless of its economic development. Their entrepreneurial decisions give hope to the growing number of unemployed people in South Africa. However, entrepreneurial activities are more fruitful in an environment that is condusive to buineess growth. Unless a favourable entrepreneurial environment is created, the entrepreneurial and labour classes will be incapable of realising their potential as a major engine for job creationand catalyst for economic growth. In South Africa, only a vigorous performance of the SMME sector and entrepreneurship, creating millions of sustainable jobs can stimulate economic growth and make it possible to reduce unemployment and for millions to escape the poverty trap. It is therefore recommended that the government and independent organisations work together to initiate programmes enabling existing and potential entrepreneurs to excel and initiate successful entrepreneurial activities. In general, there is a need for a macroeconomic environment that is friendly to labour-intensive investment, in order to generate spill-over growth effects, because entrepreneurs are more likely to invest productively, create jobs and contribute to poverty reduction.

This thesis examines three different aspects of education policy to ascertain their effects on individual outcomes, both in the classroom and in the labour market. The goal is to provide new empirical evidence using robust identification strategies that can inform better policy. The first chapter looks at the role of pre-primary education in Germany using the German Socio-Economic Panel data set (GSOEP) to determine if attending an early education programme for longer increases the probability of attending a higher-level secondary school at age fourteen. I employ family fixed effects estimation and quasi-experimental analysis to control for selection. The results of the family fixed effects estimation show a small and negative impact of attending early education for more years. In the quasi-experimental analysis, based upon a federal law change in 1996, I find no impact of more years of early education on later schooling outcomes. In the second chapter of this thesis, I again use the GSOEP to examine the recent German reform to extend the length of the primary school day. I exploit the quasi-experimental roll-out of reform to assign treatment to women and look at whether increasing school hours increases the likelihood that mothers enter into employment or extend their hours if already working. I find that the policy has an effect at the extensive margin, drawing more women into the labour market, but that there is no significant impact of the policy at the intensive margin. In the final chapter I turn my attention to how peers' non-cognitive traits impact an individual's learning outcomes. Using an educational panel from Flanders, Belgium, I use the linear-in- means model of peer effects as well as several non-linear models to see how peers' personalities in a classroom affect Dutch and math scores. The results show that having more conscientious peers on average positively impacts Dutch and math scores, but that a greater dispersion of conscientiousness hurts Dutch outcomes. I also find that having more extroverted peers on average hurts math performance.

The interweaving of China's "reform and opening-up" policy of 1978 with globalisation has shifted the landscape of Chinese economic geographies (CEGs). With influential economic, social, and ideological functions, state-owned enterprises (SOEs) vividly illustrate the multiple political economic, geographic, and socio-cultural dimensions of these changes. Regions with concentrations of SOEs have been particularly impacted. This includes North East (NE) China, which historically held the highest proportion of employment in SOEs and has witnessed the closure of many SOEs and regional decline. Explanations of these changes emphasise the structural and institutional mechanisms of reform under globalisation. I argue this extensive literature regards workers as passive factors of production and limits discussions of space and time. Drawing on scholarship on Global Production Networks (GPNs) and Assemblages, I propose a new conceptual framework that positions the everyday life of each worker at the heart of SOE transformation. My central research question is: "how are workers" everyday lives implicated in SOE transformation?" I explore this by re-reading transformation as the coming together of reform under globalisation with the lived experiences, practices, and affective encounters of workers' everyday lives. The novelty of this framework leads me to sketch three general research propositions rather than setting formal hypotheses. I address the research question and demonstrate my framework by using qualitative research methods and building grounded theory. To explore the differentiated ways in which SOEs are transforming, I studied 13 SOEs from three major cities of NE (Harbin, Changchun, and Shenyang). A three-phase research design was deployed. I completed 62 individual and 8 group interviews. To increase the reliability and replicability of the results, I triangulated data by considering in-depth interviews, public policy documents, internet forums, movies and magazines, and on-site field observation. The empirical findings are presented in three chapters which depict, respectively, the lived experiences, practices, and affective encounters of everyday life. First, I explore workers' lived experiences of social relations in the context of reform and their link to specific spatial arrangements. I characterise interdependent social relations and spatial arrangements constitute the socio-spatial formations. The next chapter further explores workers' mobile and immobile practices and the changing meanings of time and space of SOE socio-spatial formation. Third, I describe how encounters and affects give rise to intensity of feelings which reproduces practice and impacts the SOE socio-spatial formation. In a nutshell, understanding SOEs as socio-spatial formations implies that transformation is not "meted out" by a state or abstract market force but an "always already present"process of mutual constitution of lived experiences, practices, and affective encounters in everyday life. Overall, my thesis expands economic geographic knowledge by highlighting the ongoing and processual nature of space and time and, more specifically, by valorising worker agency. I reflect on implications for CEG to combine with cultural and social geographies. I conclude by calling for an ontological shift of focusing on the emergence and contingency of CEGs.

This thesis aims to examine some aspects of Algerian state capitalism and to situate it within a theoretical context derived from similar experiences in the Third World. The main emphasis has been placed on the state's policies towards agriculture, the most socially, economically, and politically important sector in Algerian society. The thesis looks at state capitalism in general as a transitional phase which, although involving approaches identified by some writers as 'socialist', leads ultimately to the development of 'conventional' capitalism. Algeria is viewed as a country which, despite having had the opportunity to erase much of its past and to reconstruct its economy on entirely new lines, has ended up developing according to capitalist laws. This development is traced to the nature of the socio-political forces that took over the leadership of the anti-colonial struggle and subsequently of the Algerian state. The analysis extends to include various aspects of the National Liberation Movement under colonialism and its development after independence. The thesis then describes the main characteristics of the economy immediately before and after independence and the major steps taken towards social and economic reconstruction. The state's agrarian policies are considered in the context of the social and political objectives of the ruling strata. These include attitudes to the self-management movement as a whole and in agriculture in particular, and the various measures of agrarian reform applied in the private sector. The reform is viewed as an essential precondition of the full incorporation of the agricultural sector into the state capitalist economy.

The government of Zimbabwe started implementing its fast track resettlement programme in July 2000, the objective being to accelerate both land acquisition and land redistribution. This programme witnessed a massive movement of people from various localities into mainly large-scale commercial farms in search of agricultural land. Under this programme, people were settled under the A1 model (which involves villages and land use pattern similar to those found in communal areas) as well as the A2 model, which involves commercial farming. This study investigates, documents and analyses the opportunities and constraints currently being faced by newly resettled crop production farmers in one example of an A1 model resettlement project (Fair Ranch Estate in Masvingo Province). A questionnaire was used to gather data on livelihood sources, income, assets and also aspects of the associational life of crop production farmers. Seventy households were interviewed, and a number of key informant interviews were undertaken with both government officials and the local leadership. The greatest opportunity that A1 crop production farmers in Fair Range Estate experienced was the fact that they now have access to land that they can call their own, without having to go through the market to try to acquire such land. In terms of crop production, however, farmers in Fair Range Estate face a number of challenges and constraints: they lack adequate access to tillage and livestock
the supply of inputs is inadequate
generally negative socio economic conditions prevailing in the country have led to sharp increases in prices of all basic commodities, including inputs such as fertilisers and seeds
they lack tenure security
the amount of rainfall received in the area is generally not sufficient for crop production
and many lack crop production skills. Measures to reverse this decline must include the availability of foreign currency to buy spare parts for tractors, rebuilding of the national herd, which was greatly affected by both drought and the disturbance of commercial agriculture as a result of the controversial land reform programme. Fuel should also become more readily available, and urgent policy measures be put in place to revamp institutional frameworks in the agricultural sector to make them more farmer-oriented.

This dissertation disputes conventional interpretations of the comparative political economy literature on higher education. In particular, I challenge the common assumption that access to higher education is structured by income. Instead, based on insights from the relevant psychology, sociology and economics literature, I argue that a child's probability of entering higher education is predominantly a function of her abilities, and that her abilities are strongly related to her parents' level of education. I develop a theory of the distributive politics of higher education solidly grounded in this relationship. The result of this model is the counter intuitive hypothesis that the initial expansions of higher education benefit the children of more highly educated parents. Moreover, more highly educated families are the net beneficiaries of free higher education and generous subsidies. Extensive survey evidence from Britain, Australia, Canada and Sweden of higher education policy preferences confirms this picture of the politics of higher education as a zero-sum distributive game between highly and lesser educated families. In order to analyse the consequences of these preference patterns for higher education policy, I develop a theoretical and empirical measure of voting power for multi-party systems. Voting power measures how many votes a party stands to gain from converting and mobilising voters by distributing resources from one group to another. Using data from 15 EU countries, I show that parliaments and cabinets, on average, stand to win more votes from pleasing highly educated voters than from targeting less educated voters. Furthermore, the conversion imperative is much stronger than the mobilisation imperative. Statistical analyses show that variations in the voting power of highly educated individuals over the government help to explain variations in higher education policy across countries and within countries over time. All in all, the theoretical and empirical analyses presented in this dissertation represent a significant contribution towards understanding the specific distributive politics of higher education, and the political economy of redistribution more generally.

The broad objective of the study was to determine the socio-economic importance, health and welfare aspects of donkeys used for carting in a peri-urban area. A survey was conducted among 71 donkey owners in Joza, a peri-urban area near Grahamstown in the Eastern Cape Province (ECP) of South Africa to investigate their perceptions on socio-economic importance, health and welfare aspects of donkeys used for transport. Two hundred and seventy-one donkeys used for carting were assessed through direct observation of health and behaviour parameters to determine their welfare status. Results revealed that donkeys are indeed of immense value to people, being used daily (54.93%) for income generation activities and at least once per month (7.08%) for domestic chores. Most of the respondents (32%) earned R 600.00 per week while 11% earned at least R 200.00 per week from carting using donkeys. Donkeys were used for carting of goods (90.14%) more than for manure (16.9%). Gender and age of owners significantly (P < 0.05) influence perceptions on source of income while education level influenced their perceptions on carting firewood, goods and water. Results on management practices and health problems encountered by working donkeys showed that most of the owners managed their animals poorly. Most donkeys were being beaten (74.65%) during work, made to travel long distances (43.66%), worked long hours (52.11%) without adequate water (59.10%) and feed supplements (83.10%). Wounds (95.97%), coughing (75.65%) and lameness (64.79%) were some of the health problems encountered by donkeys. Significant relationships (P ˂ 0.05) were observed between owners’ perceptions on management practices and health problems encountered by donkeys. Among the observed animals, 61% were thin and mostly apathetic (26.2%) than medium and fat animals. Responses to observer approaches were significantly associated with sex and body condition score (BCS), with stallions in good body condition being more aggressive. Donkeys having a BCS of 3-5 avoided chin contact either by kicking out or moving away. Results further showed that most of the donkeys were suffering from external injuries, with the hindquarters (39.85%), shoulder (32.10%) and spine (21.77%) being the mostly affected areas. The prevalence of wounds on tail-base, belly, flank and neck were seen in less than 13% of the animals. The prevalence of wounds was influenced by age and BCS of the animals. Young donkeys with good BCS were less affected than old donkeys. Lameness, poor coat condition, external parasites, abnormal mucous membrane and dental problems were observed in less than 30% of the animals. It was concluded that donkeys play a pivotal role economically and socially to the livelihoods of people in a peri-urban area (Joza) in terms of income generation and transportation. However, these animals are experiencing multiple health and welfare problems. Therefore, more access to veterinary services, training on donkey use and management, health and welfare promotion programs are of paramount importance in solving the problem of poor health and welfare in donkeys.

The central concern of this study is to determine the role of return migration in the changing economic and noneconomic determinants of state in-migration. It was hypothesized that the transition from primarily economic to noneconomic determinants of in-migration in the United States in the last decade was directly related to changes in the components of the migration stream itself; that is, that an increasing proportion of return migrants in the in-migration stream contributes to the movement toward noneconomic reasons for migrating. This study compares the selective characteristics of lifetime and five-year non migrants, and primary, secondary and return migrants using Public Use Sample data for 1960, 1970, and 1980. In addition, it analyzes four economic and six noneconomic determinants of migration for 1970 and 1980 usinq a data set that includes published data on state migration and socioeconomic characteristics. An analysis of the selectivities of migration has both supported and rejected existing literature. In a comparison of migrants and non migrants, migrants tend to be younger, better educated persons from white collar occupations with higher incomes and smaller households than non migrants. When migrant types are compared, return migrants tend not to be as well off as other migrants socioeconomically. They tend to have lower education, come from blue collar occupations, have larger households, be a little older and have less income than other migrants. The most significant finding is the distinction of five-year from lifetime nonmigrants. The regression analysis on the determinants of state in-migration reveals that there has been a shift from economic to noneconomic reasons for migrating from 1970 to 1980. In addition, the relative proportion of primary, secondary and return migration has changed over time. Contrary to the hypothesis, however, the trend from economic to noneconomic determinants of migration has not been related to changes in the proportion of return this study points to the relationship migration in the stream. Rather, further research that investigates between secondary migration and the changing determinants of state in-migration.

ENGLISH ABSTRACT: Women’s rights to property have still not been recognised in many countries as a basic individual right. Furthermore, women have often been excluded in the policies that govern land reform, that is, the economic restructuring programmes and land distribution policies. It is important to understand how women's rights in and access to land are being addressed, and the ways in which institutional reforms have benefited or disadvantaged women, given the importance of women as agricultural producers in sub-Saharan Africa, as well as the commitment to gender equality adopted by many governments. The determination of the criteria used to target land beneficiaries for land reform in South Africa is largely unclear and undocumented. Furthermore, there is a limited focus in existing literature on the actual impact of land reform on its beneficiaries. Land reform in South Africa is only benefiting a small proportion of the population. The findings of this research also indicate that there is a conscious attempt by the state to address racial injustices of Apartheid, with the majority of recipients of land in South Africa being African/black, and Coloureds following closely. Furthermore, the beneficiaries of land appear to be largely uneducated and unmarried. The research indicates that women in South Africa have equal, if not more opportunity than men to gain access to land through land reform. However, it does appear that males are heading most of the households with access to land through land reform and women in male-headed households have more access to land through land reform than those in female-headed households. This suggests that unmarried women are still at a disadvantage for accessing land through land reform, which further validates the findings of existing literature that customary practices may still be prevalent in South Africa and women’s primary access to land is through marriage. The findings of the research also indicate that generally people with access to land through land reform are more likely to have better household welfare than those with no access to land through land reform. Therefore, with only 2.5 per cent of the population accessing land, there is a significant limitation on the number of households whose welfare can be improved by land reform. The results also indicate that males without access to land have better household welfare than females without access to land therefore implying that women are more vulnerable without land access and they are more likely to face poverty when they are not afforded the opportunity to access land through land reform. Furthermore, it appears that females with access to land have better household welfare than males with access to land, which implies that females are an essential contributor to household welfare, more so than their male counter parts. Similar to existing literature, these findings further validate the need for the state to address gender inequality in land reform and ensure that women are included in the process. Nevertheless, with the majority of the land beneficiaries in this research being female, household welfare in South Africa is expected to improve in the future due to land reform.

This thesis examines how the Narmada damming project in India is constituted and contested by the state, affected tribal peoples ( adivasis), and a transnational advocacy network led by the Narmada Bachao Andolan (Save the Narmada Movement). Based on ethnographic fieldwork, and employing critical anthropological perspectives on development and globalization, the power relations underlying dominance and resistance are mapped out. The conflicting discourses, strategies and practices of Narmada proponents and opponents are conceptualized within local, regional, national, and transnational sites and modalities. Further, the negotiation of state dominance and adivasi resistance is analyzed through contradictory practice and shifting political alignments. Lastly, this thesis delineates how the Narmada conflict is permeated by complex symbolic and moral mechanisms activated by both state authorities and activist resistors.

This thesis examines the growing debate around the concept of social capital. The concept has been heralded by many as a means of uniting the social sciences, particularly economics and sociology, and of overcoming ideological divisions between left and right. However, critics argue that the concept is poorly theorised and provides little insight. More radical critics have claimed the concept may be a neo-liberal ‘Trojan horse’, a mechanism by which the atomistic thinking of neoclassical economics colonises social theory. I examine these more radical claims by exploring the origins of the concept of social capital within rational choice economics. I argue that we should differentiate between two types of potential colonisation. The first is a form of methodological colonisation, whereby overly abstract, reductionist and rationalist approaches (which I term modernist) are extended into social theory. The second is a form of ideological colonisation, whereby a normative commitment to individualism and the market is extended into social theory. I argue that the concept of social capital has been the product of a trend within rational choice economics away from the extremes of modernism. In this sense the concept represents an attempt to bring economics and social theory closer together, and a willingness on the part of rational choice theorists to take more seriously the techniques and insights of the other social sciences. However, I argue that this trend away from modernism has often been associated with a reaffirmation of rational choice theorists’ normative commitment to individualism and the market. In particular, I argue the concept of social capital has been strongly influenced by elements of the Austrian economic tradition, and forms part of a spontaneous order explanation of economic and social systems. I then apply these insights to the Australian social capital debate. I argue that initially the Australian social capital debate continued an earlier debate over economic rationalism and the merits of market-orientated economic reform. I argue that participants from both sides of the economic rationalism debate used the concept of social capital to move away from modernism, but continued to disagree over the role of individualism. Finally, I argue that confusion between moving away from modernism, and moving away from market ideology, has led some Third Way theorists to misconstrue the concept as a means to overcome ideology.

This thesis examines the growing debate around the concept of social capital. The concept has been heralded by many as a means of uniting the social sciences, particularly economics and sociology, and of overcoming ideological divisions between left and right. However, critics argue that the concept is poorly theorised and provides little insight. More radical critics have claimed the concept may be a neo-liberal ‘Trojan horse’, a mechanism by which the atomistic thinking of neoclassical economics colonises social theory. I examine these more radical claims by exploring the origins of the concept of social capital within rational choice economics. The emergence of the global economy has forced the Australian government to revise economic strategies and to seek institutional changes. Higher education's new roles in research and human resource development, have been manifested in university commercialization activities. Mindful that Universities are prestige rather than profit maximizers, this study applies Schumpeter's (1942) theoretical model for the survival of a firm under financial stress. The model's responses, extended to education by Leslie and Miller (1973), include new products, new markets, restructuring, increased productivity and new supply factors. University entrepreneurial activities have monetary and non-monetary impacts. The non-monetary costs and benefits of Australian university enterprise were studied by Leslie (1992) and Leslie and Harrold (1993). In this study, academics at Curtin University of Technology (Perth, Western Australia) were selected as entrepreneurial or non-entrepreneurial subjects and surveyed on the non-monetary costs and benefits of entrepreneurial activities affecting Curtin's teaching, research and public service mission. This data were analyzed and subsequently compared with data obtained by Leslie (1992). Differences in academic perceptions were found among the Curtin respondents by gender, academic status, discipline area, entrepreneurship and non-entrepreneurship, and entrepreneurial revenue importance. Using the Leslie data inter-institutional differences were examined and an order of entrepreneurial institutional types proposed, with Curtin University described as a frontier entrepreneurial university. The taxonomy of costs and benefits developed by Leslie (1992) was revised with the addition of personal social costs, stress, networking and professional development. An estimate was made of the dollar value of non-monetary items; non-monetary benefits were three times the dollar value of monetary benefits; non-monetary costs were less than half the monetary cost levels. The ratio of non-monetary costs to benefits was 1:3.5. Academics in the disciplines of engineering and science had more favorable perceptions of entrepreneurial costs and benefits than respondents in business studies. Health science respondents were described as having pessimistic perceptions. Future research may look at the levels of commercial revenue and investigate the effects of the amount of financial success or failure on the entrepreneurial efforts of academics. In university enterprise successes seem to foster success and the favorable perceptions of academics.

This report provides an extensive overview of the history of the Swedish pension system. Starting with the implementation of the world's first universal public pension system in 1913, the report discusses the political as well as the economic background to each major public pension reform up until today. It presents the rules and the institutional details of these reforms and discuss their implications for retirement behavior, the general state of the economy and the political environment. Parallel to the development of the public pension system, a comprehensive and quite complex occupational pension system has emerged. This report describes the historical background and the institutional details of the four largest agreement-based occupational pension schemes in Sweden.

La tesi si snoda lungo tre piani di analisi per esaminare i rapporti fra Unione europea e welfare state. Innanzitutto, essa guarda alla CEE come organizzazione sorta principalmente per perseguire l’integrazione economica degli Stati membri senza interferire sulla loro funzione di welfare. Nel ripercorrere l’evoluzione delle competenze sociali dell’Unione europea, la tesi suggerisce come i sussistenti limiti procedurali e sostanziali evidenzino quella logica. In secondo luogo, la tesi ricorre alla categoria di costituzione economica europea al fine di spiegare la limitazione di sovranità cui gli Stati membri sono andati incontro per favorire l’attuazione del principio di libertà economica. Su questa base, vengono enucleati taluni effetti prodotti dalla costituzione economica europea sul welfare state. Un’attenzione particolare è dedicata ai riflessi della costituzione economica in materia pensionistica. Infine, la tesi guarda alle innovazioni apportate dalla Strategia di Lisbona e dal Trattato di Lisbona, con particolare riguardo al rafforzamento del metodo aperto di coordinamento ed all’entrata in vigore della Carta dei diritti fondamentali. In questa luce, si coglie la tendenza all’edificazione di un modello sociale europeo. Avendone discusso genesi e sviluppo, vengono illustrati i suoi tratti distintivi ed i suoi riflessi sulle politiche nazionali di sicurezza sociale e del lavoro.
The thesis examines the relationship between European Union and Welfare State under three different perspectives. Firstly, it looks at the EEC as an organization pursuing economic integration of Member States while not interfering with their welfare function. In tracing the evolution of the social competences of the European Union, it is highlighted how the original logic still underlies the existence of procedural and substantive limits to those competences. Second, the thesis draws on the category of European economic constitution to explain how Member States bounded their sovereignty in order to give full effect to economic freedom. On that basis, the thesis describes some of the inroads made by the European economic constitution into national welfare states, with special attention to its effects on pension systems. Finally, the thesis looks at some of the innovations introduced by the Lisbon Strategy and the Lisbon Treaty, focusing on the strengthening of the Open Method of Co-ordination and the entry into force of the Charter of Fundamental Rights. In this perspective, the thesis captures the emergence of a European social model. Having discussed origins and development of the European social model, its main distinctive features and reflexes on domestic social policies are spelled out.
