The 1996 Personal Responsibility and Work Opportunity Act (PRWORA) significantly affected many families by changing public assistance from an entitlement program to a work program for recipients and imposing a 60 month maximum period for receiving assistance. Unanticipated outcomes created deleterious results for many single parents. This multiple case study explored the experiences of four African American single mothers in the mid-Atlantic region of the United States receiving assistance regarding welfare reform, the welfare system and their perceptions of welfare advocacy. Black feminist and empowerment theories framed the study to examine how welfare policy changes affected African American women's families and their abilities to advocate. Data were collected from narrative interviews and artifacts provided by 4 participants and analyzed using thematic content analysis. The key findings demonstrate recipients who had no prior interest in Temporary Assistance to Needy Families advocacy found their voices when invited; offering insights about system challenges and successes as well as strategies for improvement This study will impact social change by informing policymakers, think-tank researchers, community program developers, and public assistance caseworkers for policy discussions regarding PRWORA. Women may also learn strategies for advocacy and organizing from the analysis.

Welfare reform has been an issue in America for many years. The need to make positive changes to the welfare system escalated to the point that federal legislation was passed in 1996. This legislation mandated that each state establish welfare-to-work programs and require that welfare recipients begin to work or face loss of benefits after two years. Virginia responded to this mandate through its Virginia Initiative for Employment Not Welfare (VIEW), which requires welfare recipients to seek work opportunities. The purpose of this study was to examine employers' perceptions of factors contributing to their participation in VIEW and factors they felt affected welfare recipients' entry into the workforce. The theoretical framework of this study is based on two theories of organizational change: are the innovations and diffusion of innovations models. Interviews were conducted with twelve people who were in decision making roles in businesses that participated in VIEW. The following research questions were used to guide this study: 1. What factors encourage employers to participate in Virginia's Initiative for Employment Not Welfare (VIEW)? Interviews with employers were recorded, transcribed, and coded using the Nud.ist qualitative research software program. Twelve factors were identified: mass media, social services agencies, the Virginia Employment Commission (VEC), other information sources, employability skills, qualifications, work experience, education and training, child care, lack of funds for transportation and appropriate clothing, welfare policies, and a support system or monitoring plan. The first four factors affected employers' decisions to be a part of VIEW; the others were factors they felt affected workforce entry. This study confirms portions of the review of literature relative to research regarding factors that affect the entry of welfare recipients into the workforce. Two major conclusions emerged from the findings: the majority of employers interviewed suggested that welfare policies and child care significantly affected the employment of welfare recipients. Further study is needed to determine what changes are needed in welfare policies and preparation for those entering the workforce. Research should involve both welfare recipients, employers, social services personnel, and job training providers.

With the imposition of lifetime limitations on an individual's ability to receive cash assistance, there is a group of long-term Temporary Assistance for Needy Families (TANF) recipients that have approached the lifetime limitation without becoming gainfully employed. Many long term TANF recipients report low levels of self-efficacy which inhibits their ability to successfully transition off welfare and into the workforce. However, most welfare-to-work programs do not address the emotional or psychological well-being of their clients, instead they focus on job placement and job readiness skills. The purpose of this sequential–exploratory mixed methods study is to identify the primary barriers to employment that have a negative effect on long term TANF recipient's self-efficacy. Albert Bandura's self-efficacy theory was the theoretical foundation for this study. Semi structured interviews with 20 long term TANF recipients helped answer the central research questions regarding barrier identification. The participants agreed that support for completing GED, as well as a more holistic approach to addressing their barriers is most effective in helping them transition off welfare and into the workforce. Hong's Employment Hope Scale (EHS-14) was used to collect the quantitative data for this study. The quantitative data were analyzed by multiple regression analysis and found that level of education has a statistically significant moderating effect on length of time on welfare and level of self-efficacy. This study may inform welfare-to-work providers and programmers on the importance of addressing TANF recipients' psychological needs, such as low self-efficacy before attempting to transition them into the workforce.

Individuals and families in poverty face an abundance of barriers to self-sufficiency with the lack of higher education being the most prominent of them. The California Work Opportunity and Responsibility to Kids (CalWORKs) program has been the primary intervention to aid poverty following the welfare reform of 1996. Through their work first approach the CalWORKs program intends to set recipients on the path to self-sufficiency. Although education is the biggest weapon against poverty, CalWORKs recipients face a plethora of barriers while pursuing a college degree, as CalWORKs regulations are rigid and unsupportive toward higher education. Due to the minimal research focusing particularly on CALWORKs recipients, there was a need to further examine the barriers these recipients face while pursuing higher education. This qualitative study explored the barriers hindering CalWORKs recipient’s progression toward college completion. This study administered 11 face to face interviews with active and former CalWORKs recipients in Riverside County, California. The data gathered were transcribed and analyzed to identify recurrent themes regarding barriers toward college completion among CalWORKs recipients. The major themes identified by the study were: lack of knowledge, conflicting roles, lack of self-confidence, and unrealistic requirements by the CalWORKs program. The implications of these findings for CalWORKs stakeholders were discussed.

Families living on welfare in low-income impoverished neighborhoods encounter multiple barriers that need mitigating before seeking work to reach self-sufficiency. Many welfare recipients' self-sufficiency barriers are unnoticeable to caseworkers due to lack of data sharing to assess clients' needs through information technology processes. The purpose of this exploratory descriptive phenomenological qualitative study was to understand welfare recipients' viewpoints on socioeconomic barriers to living self-sufficiently and gain perspectives from human services caseworkers and technical resources on data sharing issues that impact recipients' ability to live independently from government assistance. Data collection and observational field notes resulted from in-depth interviews of 11 participants to capture welfare recipients' lived experience on human services barriers to achieve self-sufficiency, as well as, caseworker and technical resources views on welfare systems data sharing issues. The analysis of semistructured interviews revealed that welfare systems data sharing is an enhancement needed to help caseworkers identify and mitigate welfare recipients' self-sufficiency barriers. The common assessment framework model provided a contextual view to exploring research questions to elicit participants' perceptions of data sharing in welfare systems processes. The data analysis showed that the lack of data sharing impacts caseworkers' ability to assist recipients with self-sufficiency barriers. Results indicated the need for caseworkers to use data sharing to understand client's socioeconomic barriers and to make effective decisions to lead them to self-sufficiency. The impact on positive social change is using automated data sharing to identify and mitigate recipients' barriers to self-sufficiency.

With many families in poverty in need of assistance in the United States, the government has implemented stricter work requirements to get individuals off welfare and to work. Recipients must now work a state specified number of hours per week to receive aid. Some research suggest that these policies may increase employment rates amongst recipients, yet not lead to their economic growth and independence. This study examines the effect of TANF work requirements on various socioeconomic outcomes for individual recipients, including employment, job quality and income. Data on TANF recipients come from 2014 Survey of Income and Participation. Results suggest a negative reserve effect than what policy-makers intended for, yet are inconclusive of the net effect of work requirements. Other factors, such as race, sex and educational attainment play a significant role in various outcomes.

Анотація:
This case study examines the educational needs of students attending two social affairs schools in Quebec. The aim was to determine why these youths continue to do poorly academically and why they fail to thrive once they leave the child welfare system, as described in the literature. Individual and environmental factors that hinder academic progress were investigated ethnographically. The chronic under-achievement characteristic of youths attending the social affairs schools appears to be due to a number of individual factors such as frequent school changes as well as to the mental health model that guides the social affairs schools. This model views educational difficulties to be secondary to psycho-social familial problems. As a result, appropriate educational assessments are not conducted and little attention is given to remediating learning difficulties that may prevent successful reintegration of students into regular schools and often exacerbate family dysfunction.

Objective: To compare the risks of developing type II diabetes after initiation of different antipsychotic drugs. Methods: Adult welfare recipients in Quebec who filled a prescription for an antipsychotic(s) drug between 1993 and 2004 were included in this study. Exposure was measured across 6 antipsychotic drug groups: clozapine, olanzapine, quetiapine, risperidone, low-potency typical drugs and other typical drugs. Cox proportional hazard models were used to estimate the risk of diabetes after exposure, adjusting for age at study entry, sex, obesity before drug initiation, schizophrenia and entry year. Results: Risk of diabetes associated with one more standard monthly dose was significantly higher for: clozapine (RR 1.14 (95% C.I.: 1.04, 1.24)); olanzapine (1.09 (1.04, 1.14)) and low potency typicals (1.08 (1.03, 1.13)). Conclusions: Consistent with many prior studies, clozapine, olanzapine and low potency typical drugs pose a higher risk for diabetes than other antipsychotic drugs. This risk also increases with dosage.
Objectif: Comparer les risques de developper le diabète de type 2 après l'initiation de différents antipsychotiques.Méthodes: L'étude inclut les adultes bénéficiares de l'aide sociale au Québec qui ont obtenu une ordonnance pour un antipsychotique entre 1993 et 2004. L'exposition a été mesurée dans 6 groupes d'antipsychotiques: la clozapine, l'olanzapine, la quétiapine, la rispéridone, des médicaments typiques à faible teneur et d'autres médicaments typiques. Des modèles "Cox proportional hazard" ont été employés pour estimer le risque de diabète contrôlant pour l'âge lors de l’entrée à l'étude, le sexe, l'obésité avant l'initiation des médicaments, la schizophrénie et l'année de l'accès. Résultats: Le risque de diabète associé à un mois supplémentaire à dose standard était plus elévé pour les médicaments suivants: clozapine (RR 1.14 (95% C.I.: 1.04, 1.24)); olanzapine (1.09 (1.04, 1.14)) et les antipsychotiques typiques à faible teneur (1.08 (1.03, 1.13)). Conclusions: En accord avec plusieurs études antérieures la clozapine, l'olanzapine et les antipsychotiques à faible teneur présentent un risque pour le diabète plus élevé que les autres antipsychotiques. Le risque augmente aussi avec la dose.

In August of 1996, welfare policy in the United States went through the most significant transformation since the New Deal. Once a theoretical notion and popular political agenda, welfare reform came to fruition in the United States with bipartisan support. President Clinton signed the Personal Responsibility and Work Opportunity Reconciliation Act, which made good on his promise to "change welfare as we know it". The Personal Responsibility Act mandates that welfare recipients can only receive benefits for a limited period of time, also, all nonexempt recipients must work for their benefits. Furthermore, the law gives individual states much more autonomy in creating their own welfare policy and in determining who is eligible for benefits. The federal government rewards states decreasing the number of families on welfare and for reducing the number of out-of-wedlock children born to women on welfare. The states are given the power to reduce the grant amount given to recipients who do not meet the work requirements and other regulations. Several states, like Massachusetts, have used this new found "autonomy" to create welfare reform rules that are more stringent than the regulations developed at the federal level. As clients make the transition off welfare, they encounter barriers and victories at three critical phases in the transition. Phase one is the period of time when the welfare recipient is still receiving Temporary Aid to Needy Families (TANF) benefits, but is scheduled to lose the benefits in less than 24 months. The second phase occurs during the recipient's first year without benefits. The final phase begins at the start of the former recipient's second year without benefits and lasts until the recipient is eligible for benefits again or achieves economic self-sufficiency. The welfare recipient's survival during each of the phases is dependent her strategy or approach to the transition, her level of preparation for the workforce, the support she receives from her family and advocate organizations, and her access to jobs and child care. Organizations that provide housing support can play a pivotal role in a TAFDC recipient's transition off welfare, since these organizations have the capacity to supply affordable housing and a "safety net" during each of the phases. As the number of "former" welfare recipients increases, it is imperative that policy makers and direct service providers uncover the barriers and successes that TAFDC recipients encounter as they journey from welfare dependency to a life without benefits. Equally significant is the need for an understanding of the welfare system from the perspective of the welfare recipient. The recipient's "bottom-up" perception sheds light on the complexities of the journey from welfare to a life without TANF benefits. If used properly, this knowledge can ensure that welfare reform becomes a policy that lifts poor families out of poverty instead of sentencing them to a life of low wages.

Анотація:
This dissertation presents three essays on foreign aid effectiveness. Chapter 1 presents the role of monitoring procedures in improving the effectiveness of foreign aid. It analyzes how monitoring procedures influence the government’s effort and improve the effectiveness of foreign aid. The chapter considers two cases, the case in which the donor has unrestricted aid budget and the case where the donor has a fixed aid budget. The main concern in this chapter is determining the optimal contract for the donor that maximizes the effectiveness of the aid given her aid budget when she dealing with aid-recipients in the presence of moral hazard problem. The model analyzes the monitoring procedures between two players, donor and recipient in a one-shot game. It assumes that the decision to monitor and the choice of the recipient's action are taken simultaneously. It suggests that with a fixed aid budget the donor is unlikely to invest heavily in monitoring cost and reward payment since the primary purpose of such aid is to help the poor in the recipient country. The reward payment which provides incentives for the recipient to work does indeed have a stronger effect on the likelihood of project success. It also shows that both the probability of monitoring and the optimal reward respond differently to change in monitoring cost. Chapter 2 studies the effect of aid-recipient governance on the allocation of foreign aid. It examines the hypothesis that better governance can reduce aid transaction cost which increases the assistance received by developing countries. The following questions were the main concern of this chapter, does better governance increase the amount of foreign aid delivered to developing countries? Do donors consider the levels of recipient’s governance when they allocate their funding? The chapter adopts annual data on a group of 67 developing countries covering Africa, and South Asia for the period from 2003 to 2014. It shows a positive relationship between two of our six governance indicators and the quantity of foreign aid. In fact, only control of corruption and voice and accountability have statistically significant effect on the amount of aid. It also shows that control variables have important effect in the determinate of foreign aid expect GDP per capita. Chapter 3 studies the impact of aid-recipient governance on aggregate welfare in developing countries. It investigates whether the effect of foreign aid on human development depends on the level of governance in recipient countries. These relationships are explored in an econometric analysis, 2SLS estimation, of panel data for the period from 2003 to 2014 in a sample of 67 developing countries. Our hypothesis is that better governance provides a better environment for foreign aid donor to achieve their goals. The main findings show that aid has a positive impact on human development only when it interacts with two out of the six indicators of governance: control of corruption and political stability. Aid by itself and military expenditures have a negative impact on the human development index.

This thesis studies qualitative data to examine the lived experiences of Kentucky Transitional Assistance Program (K-TAP) recipients in Appalachian Kentucky. This research suggests that PRWORA legislation utilize the importance of place-based analyses to implement and evaluate poverty policy. For women who are attempting to meet PRWORA’s goals, the local services available to the women and the barriers they face to employment highlight the role place has in this national policy discussion. Of the women interviewed, recipients who resided in economically distressed areas had fewer opportunities to participate in employment activities than women in at-risk or transitional areas. While many strived to transition from PRWORA aide to economic independence through education and employment, others sought to exit through disability insurance. Nevertheless, the women interviewed had adopted PRWORA’s goals of economic independence.

This case study investigated eight welfare recipients and their perceptions of the effectiveness of the job training programs in which they participated in an effort to understand the domains in which welfare-reliant individuals exhibit a commitment to work. Specific issues addressed by this qualitative study included the individuals' perceptions of (1) the program effects on escaping poverty and becoming self-sufficient; (2) the impact of the program focus on the participants' achievement and empowerment; (3) employment and the prospects of getting off welfare, both before and after program completion; and (4) recommendations for improvement in designing such programs. It is clear that all participants in the study found resolution to the tensions in their lives through the programs. Life skills training was critical in enhancing the self-esteem of the participants, providing them the tools necessary to overcome their fear of independence and allowing them to experience their own definition of success. Each participant in the study wished for more time in the program. Most participants felt the program was a gift and verbalized the value of supportive services on-site.

This study examines the extent to which the educational component of the 1996 Welfare Reform Act impacted African-American TANF recipients' access to postsecondary education in Jackson, Mississippi in 2011. This study was based on the premise that policies within the legislation restrict opportunities for welfare recipients to pursue postsecondary education as a pathway to self-sufficiency. For welfare recipients who often believe that college is inaccessible due to financial means, access is especially important for them. Participants in this study were thirty-two African-American women receiving TANF benefits from the State of Mississippi who were either enrolled in a college program or participated in the job readiness training supported by the Mississippi Department of Human Services. A qualitative research methodology was used to analyze the data. The data revealed that there is total consensus among the participants on the importance of postsecondaryeducation as a measure of future economic well-being for themselves and their families. Findings specifically revealed that many of the participants strongly believe that policies associated with welfare reform have prevented or denied them full access to education and that some of the policies should be changed. The conclusions drawn from the findings suggest that the 1996 Welfare Act impacted access to postsecondary education for TANF recipients in Jackson, Mississippi to some degree; and that after 15 years of stagnated welfare reform policies, specifically policies associated with work requirements, TANF recipients in Mississippi are longing for better educational opportunities that will allow them to enjoy a self-sustaining lifestyle.

The purpose of this study was to investigate two underlying questions related to welfare reform and its impact on participants in the Cumberland Plateau Region: (1) What are the training and other noneducational needs of the participants in the VIEW program? and (2) What is the projected success of the impact of the training on the lives of the participants? The research study included 47 interviews with four distinct groups of individuals--VIEW participants, case managers, administrators, and trainers. Three focus group interviews were conducted with individuals who were participants in the VIEW program or professionals actively involved in the administration and implementation of the program. All the individuals interviewed in the study identified four difficulties to the successful implementation of the VIEW program: (1) the lack of economic development in the region, (2) the abbreviated time frame for the implementation of VIEW, (3) an excessive amount of paperwork, and (4) the lack of transportation. The participants cited the following difficulties: (1) child care, (2) inappropriate dress for interviews, (3) attitudes and busyness of case worker, (4) penalties associated with securing employment, and (5) limited opportunities for training. The training personnel identified three areas posing difficulties for participants: (1) motivation, (2) attitudes of the participants, and (3) leadership development. In summarizing the responses of all the individuals interviewed in this study, the two viable remedies emerged as options available to assist participants: (1) seeking additional help from family members or friends, and (2) taking the initiative to investigate other avenues of assistance outside the scope of the Departments of Social Services. The training component of the VIEW program was considered the most favorable among all the individuals interviewed in this study. The-proposed outcome of the training received for all participants in the VIEW program was the attainment of full-time or part-time employment. All the interviewees felt to varying degrees that the VIEW program would assist participants in securing employment. The administrators and case managers ultimately viewed the employment as the measure of success of the training. However, most of the participants were very unsure if they would secure employment in the Cumberland Plateau Region.

This study examines the impact of welfare reform on Georgia Temporary Assistance to Needy Family (TANF) recipients’ labor force entry and self-sufficiency following passage of the Personal Responsibility Work Opportunity Reconciliation Act(PRWORA) of 1996. The study was based on the premise that the use of the cultural explanations of poverty theoretical framework was deficient in explaining the impact of welfare reform on Georgia TANF recipients’ and based on a review of the existing literature and the experiences of Georgia leaver cohorts at multiple time points. A longitudinal case study analysis approach was used to analyze data gathered from Georgia leaver studies from 1997 to 2007 to provide a secondary analysis of the impact of welfare reform on Georgia’s welfare recipients’ entry into the labor force, workforce attachment, household earnings and the ability to lift their families above the poverty level. The researcher found that the political-economic structure of poverty theories should be the theoretical framework used to explain how welfare reform has impacted Georgia’s TANP leavers following the passage of the PRWORA. This study’s findings and the researcher’s review of the literature reveal that in order for Georgia’s TANF population to maintain an acceptable standard of living, they will need access to job opportunities, expanded safety net programs, and increased wages which are strategies that are purported by political economic structural theorist. In turn, this information should be used to inform programmatic and policy changes that will best meet the needs of those transitioning into the labor force and self-sufficiency.

This research examines the relationship between poverty and social capital, based on the experiences of current and former welfare recipients in the Chilesolidario Programme. Poverty is conceptualized as the lack of social relations that, acting persistently and permanently over time, restricts the transfer of economic and non-material resources to disadvantaged people. Qualitative research was carried out in Villa San Luis 3, Maipú, Chile, which included 42 interviews conducted with welfare recipients, social workers, local public administrators of the Programme, and experts and academics on poverty. Three aims are addressed in this research. Firstly, the study looks at the types of social relations enjoyed by participants within Villa San Luis 3 and outside it. This thesis contends that familial relations are the basis for social interactions. It finds that beneficiaries of the Programme maintain only a few social relations beyond the family, whilst friends, acquaintances and contacts do not have the capacity to help in creating better social networks for recipients. Secondly, this thesis investigates whether or not the Programme successfully enables people to reduce poverty. It shows that there are no significant differences between current and former beneficiaries in terms of social relations enjoyed, income received, or capacity to generate social capital, and therefore the programme does not produce an effect in the long-term. Thirdly, this thesis suggests that self-employment is of limited use in reducing poverty, because Chilesolidario participants do not demonstrate the use of this means to deal permanently with their every day needs, and such independent work is not useful in the long-term. Overall, this research tends to support Bourdieu's theory of social capital and social inequality, suggesting that poor people in Villa San Luis 3 engage in few social relations, and these do not produce or reproduce social capital so as to reduce poverty. In this respect, the Chilesolidario Programme is not an aid to reducing poverty, and seed capital is not an appropriate instrument to be used by a group of people without the skills or social relations required to maintain self-employment in the long-term.
