The purpose of the article is to develop recommendations for choosing image compression method based on wavelet transformation, depending on image type, quality and compression requirements. Among the wavelet image compression methods, Embedded Zerotree Wavelet coder (EZW) and Set Partition In Hierarchical Trees (SPIHT) are considered, and the Haar wavelet and wavelet transformation in the oriented basis with the first, third, fifth and seventh decomposition levels is used as the base wavelet transform. These compression methods were compared with each other and with the standard JPEG method on the following parameters: mean square error, maximum error, peak to noise ratio, number of bits per pixel, compression ratio, and image size. The proposed methods can be successfully applied in the transmission of seabed relief images obtained from satellites or sea buoys.

In signal processing, several applications necessitate the efficient reprocessing and representation of data. Compression is the standard approach that is used for effectively representing the signal. In modern era, many new techniques are developed for compression at the sensing level. Compressed sensing (CS) is a rising domain that is on the basis of disclosure, which is a little gathering of a sparse signal’s linear projections including adequate information for reconstruction. The sampling of the signal is permitted by the CS at a rate underneath the Nyquist sampling rate while relying on the sparsity of the signals. Additionally, the reconstruction of the original signal from some compressive measurements can be authentically exploited using the varied reconstruction algorithms of CS. This paper intends to exploit a new compressive sensing algorithm for reconstructing the signal in bio-medical data. For this purpose, the signal can be compressed by undergoing three stages: designing of stable measurement matrix, signal compression and signal reconstruction. In this, the compression stage includes a new working model that precedes three operations. They are signal transformation, evaluation of [Formula: see text] and normalization. In order to evaluate the theta ([Formula: see text]) value, this paper uses the Haar wavelet matrix function. Further, this paper ensures the betterment of the proposed work by influencing the optimization concept with the evaluation procedure. The vector coefficient of Haar wavelet function is optimally selected using a new optimization algorithm called Average Fitness-based Glowworm Swarm Optimization (AF-GSO) algorithm. Finally, the performance of the proposed model is compared over the traditional methods like Grey Wolf Optimizer (GWO), Particle Swarm Optimization (PSO), Firefly (FF), Crow Search (CS) and Glowworm Swarm Optimization (GSO) algorithms.

For dynamic analysis in seismic design, selection of input ground motions is of huge importance. In the presented scheme, complex Continuous Wavelet Transform (CWT) is utilized to simulate stochastic ground motions from historical records of earthquakes with phase disturbance arbitrarily localized in time-frequency domain. The complex arguments of wavelet coefficients are determined as phase spectrum and an innovative formulation is constructed to improve computational efficiency of inverse wavelet transform with a pair of random complex arguments introduced and make more candidate wavelets available in the article. The proposed methodology is evaluated by numerical simulations on a two-degree-of-freedom system including spectral analysis and dynamic analysis with Shannon wavelet basis and Gabor wavelet basis. The result shows that the presented scheme enables time-frequency range of disturbance in time-frequency domain arbitrarily oriented and complex Shannon wavelet basis is verified as the optimal candidate mother wavelet for the procedure in case of frequency information maintenance with phase perturbation.

This dissertation presents the research for the basis function analysis in the Daubechies wavelet transform. The goal of this research is to analyze the characteristics of the basis function and generate a new orthonormal bases set to attenuate the frequency responses of the cascaded filter banks without the regularity and the vanish conditions. A new parameter is introduced into the response polynomial to move the zero pair of 4-tap filter on unit circle and to control the behaviors of the cascaded filter banks. The new scaling coefficients are derived and solved by using the orthonormal conditions Moreover, this new parameter allows the new orthonormal basis to improve the octave frequency spacing of subband filters. The optimal value of new parameter is determined by using the minimax optimization to minimize the sidelobes of the cascaded filter banks. The sensitivity of the new parameter is investigated as well. The scaling coefficients for the optimal value are used to perform several thresholding schemes and uniform quantization. A best tree structure based on the minimum entropy criterion for the optimal value of the new parameter is presented to analyze signals. The optimal value of the new parameter is presented to analyze signals. The optimal value of wavelet packets are applied to describe the performance and compared with the standard Daubechies wavelets The comparison of the Daubechies wavelets and the new scaling coefficients is made by using scalogram and energy distribution to show components of signals which are localized in both domains. The achievement of the new scaling coefficients give more freedom and better attenuation to control the behaviors of the subband filters

Zustandsveränderungen von Maschinensystemen äußern sich in der Erhöhung, Verschiebung oder Häufung von Schwingungsamplituden. Die dynamische Datenerfassung war schon immer das Herzstück jeder Schwingungsmessung. Es reicht aber nicht aus, nur Daten zu erfassen, sondern es muss auch möglich sein, die Rohdaten zu analysieren, zu verarbeiten und in aussagekräftige Inhalte zu interpretieren, um Rückschlüsse auf den Qualitäts-, Wartungs- und Schädigungszustand ziehen zu können. One of the most fascinating developments in the field of multirate signal processing has been the establishment of its link to the discrete wavelet transform. Indeed, it is precisely this link that has been responsible for the rapid application of wavelets in fields such as image compression. The objective of this chapter is to provide an overview of the wavelet transform and develop its link to multirate filtering. The birth of the field of wavelet transforms is now attributed to the seminal paper by Grossman and Morlet (1984) detailing the continuous wavelet transform or CWT. The CWT of a square integrable function is obtained by integrating it over regions defined by translations and dilations of a windowing function called the mother wavelet. The idea of representing functions or signals in terms of dilations can be found even in engineering articles dating back by several years, for example, Helstrom (1966). However, Grossman and Morlet’s formulation was more complete and was motivated by potential application to modeling seismic data. The next step of significance was the discovery of orthogonal wavelet basis functions and their role in defining multi-resolution representations (Daubechies 1988; Meyer 1992). Daubechies also provided a method for constructing compactly supported wavelets. Mallat (1989) established the fact that coefficients of orthogonal wavelet expansions can be obtained through multirate filtering which paved the way for widespread investigation of using wavelet transforms in signal and image processing applications. The objective of the chapter is to provide an overview of the relationship between multirate filtering and wavelet transformation. We begin with a brief account of the CWT, then go through the discrete wavelet transformation (DWT) followed by derivation of the relationship between the DWT and multirate filtering. The chapter concludes with an account of selected applications in digital image processing.

This involves either cross-place arbitrage which is trade or cross-time arbitrage which is speculation. Modern economies driven by globalisation and fierce competition in which competitiveness is no longer determined by the possession of scarce capital and abundance of cheap labour but the utilisation of knowledge asset which improves with usage. In that context, knowledge-intensive services organisations stand to thrive and prosper testimony of the structural shifts in the sectoral contributions to GDP of many countries. Through conceptual analysis of documents, articles and reports, this paper suggests that emerging economies with abundant highly educated and skilled manpower coupled with natural resources endowment can leverage knowledge management as a core competency to catapult their services industry. This goal requires an understanding of critical success factors that drive successful organisational knowledge management strategies.

The purpose of the study is to provide a methodological basis for the development and application of an innovative general pedagogical technology (called by the authors SRH-technology) of organizing the pedagogical process at a university, aimed at increasing the effectiveness of teaching bachelors through the use of innovative forms – research studies, networking with the work of students in reading groups, hackathon and foresight sessions aimed at developing hard-skills and soft-skills among undergraduate students. The scientific novelty of the research lies in the development of an innovative general pedagogical technology for teaching undergraduate students (called by the authors SRH-technology), based on a combination of personality-oriented, activity-based and systemic approaches. As a result, the effectiveness of the use of SRH technology in the educational process has been proved, and the main recommendations for the effective organization of work with students in the framework of the listed forms of classes are given.

This essay defines meditation as an “attention-based technique for inner transformation”. This generic definition establishes a common point of reference for the cross-cultural study of meditation, and it serves as a basis for discussing cross-cultural issues relating to the foci and modes of meditative attention, the attitudes toward the technical nature of meditation, and the relation between short-term changes of “state” and long-term changes of “trait” in the inner transformation that meditation brings about. Meditation is distinguished from related phenomena that sometimes go by the same name, but are non-technical, state- rather than trait-oriented, or mechanical in a way that fails to modify the mode of attention of the meditator, as in the automated and ritualistic repetition of mantras. The essay also discusses the fuzzy borderlines between meditation and a number of other practices, including prayer, mysticism, ritual, shamanism, medicine, martial arts and modern-day relaxation techniques and psychotherapy.

Large multimedia databases and digital image archival systems are being created in government, academia, military, hospitals, digital libraries, and businesses. Efficient methods to retrieve images from such large databases have become indispensable. In this chapter, the authors present a novel Wavelet Packet (WP)-based method for image identification and retrieval that enables the recovery of the original image from a database even if the image has been subjected to geometric transformations such as size-conserving rotation or flipping operations. The proposed method uses the correlation of wavelet packet coefficients to create an image signature. This signature is comprised of two parts. The first part is a short signature, SS, that represents the location of specific values of the WP coefficient correlations in each frequency band. The second portion is the basis signature of the image, which is a long signature, LS, of 1296 correlation points produced by summing up the correlation values along all frequency bands. Computer simulation results show that the method is extremely fast, has a perfect image retrieval rates (100%), and perfect geometric transformations recognition, if any. In addition, the simulation results show that target images are perfectly identified from an image database of 7500 image signatures within a short period of time (nearly 8 seconds on the average). This method is robust against geometric transformation and requires minimal data transfer and can be used for online image retrieval.

We have shown the framework is widely applicable to any kind of organization. Here our focus is on the articulation of further research needed for the IT-enabled business innovation, resilience and effectiveness. At a high level, see Figure 1, the related research topics are 1) ACE Co-engineering Theory which covers the development of context- based methods for the conceptualization, prioritization, and implementation of service-oriented solutions; 2) Knowledge Infrastructure for delivery of services, 3) Integrated Development Environment for service life-cycle management and continuous improvement of highly distributed complex systems, and 4) Transformation and Innovation Practice. While it is true that technology research in emerging trends like bio-info-nano integration will increase in importance, there is also a fundamental realization that the management of complexity will itself become a critical area of research. This is especially true since other related IT trends like virtualization, miniaturization, and distribution will also increase the complexity of deployed systems. Here we will explore the underlying challenges.

Disclosure of the main objectives of the study was carried out taking into account the peculiarities of the social nature of management, its place and role in the life of the state and society and led to the use of a set of general and special methods. The main approaches and research methods are systemic, structural-functional, classification, formal-logical. The system method allowed to reveal the basic elements and theoretical foundations of the formation of professional activation, components of an effective personnel management system. Firstly, the article examines the basic theoretical foundations of the system genesis of activity. Based on the system approach, it is generalized that it is a system of internal and external processes aimed at its deployment and improvement, sustainable transformation from lower forms (mainly management of professional activities from the outside) to higher (self-activation and professional selfrealization). The authors of the article talk about the potential of the civil servant profession, which consists of formalized and informal potentials of professional environments of public administration bodies to ensure the activities of public servants, in particular, in terms of activation measures for the latter. It is noted that activators in the profession are external and internal (self-activators). These two components – the potential of the civil servant profession (professional environment of public service) and the professional potential of public servants can be considered as subsystems in the genesis system of professional activity of the latter. In this regard, the authors substantiate the task of studying the aspect of activation in professional management in particular, the management staff of public administration. A systematic approach and socio-professional analysis of management activities form the methodological basis of the article and are used to solve most research problems. The article introduces a new concept of «functional system» of professional activation of the public administration body, which is an institutional means of activating the influence of the subject of personnel management on the object of management (or labor entity, public servant). The main directions of action of this system are defined. Secondly, the article considers professional activation in the professional structure of the subject of activity. This study emphasizes the development of functional mechanisms of personnel management, which researchers do not always pay attention to focusing on the operational mechanisms of the professional structure of the civil servant (often – the operational sphere of professionalism) which consists of a variety of personal and professional qualities. Indicating, inter alia, his «self» in the profession or activity. Structural and logical modeling was used by the authors during the generalization of the analyzed material and during its synthesis for the implementation of generalizations, conclusions, formulation of recommendations. The authors of the article clearly define the criteria (and indicators) for assessing the internal activity of a public servant as a business entity. The following levels of professional activation are also proposed: adaptive; stimulus-productive; heuristic, creative. The interdisciplinary nature of the problem also led to the use of formallogical methods (when formulating generalizations and conclusions) and a comprehensive method (when developing the author’s proposals on ways to improve personnel management in the public service of Ukraine). The authors define and describe the functions of external professional activation (from the standpoint of the activity approach). The application of the structural-functional method, in this case, made it possible to take into account most of the features of managerial work (civil service, service in local governments) and focus on the main competencies of managers and areas of staffing. Conventionally, these functions can be divided into six groups: information-oriented; value-psychological; activation and mobilization; structuring; integrated; compensatory. Using the classification method, the classification of professional activators in the generalized system-genetic form was carried out.

Radial Basis Functions (RBF) are popular for interpolating scattered data. In this context, the solution of the system of linear algebraic equations (SLAE) is the most time-consuming operation. Techniques fail with large point sets consisting of more than several thousands of points when direct methods and global support are used. In this paper we demostrate that the solution of the SLAE in the wavelet domain is suitable for the problem of image interpolation by means of Compactly-Supported Radial Basis Functions (CSRBF). The iterative solution of SLAE with highly irregular matrices cannot be accelerated by wavelet transformation and subsequent sparcification if the transformed matrix is still highly irregular. To solve the SLAE in the wavelet domain, the ordering of the samples defines the spacial relationship and the energy of the coefficients in the low frequency domain. Two sorting algorithms for the wavelet domain solution are tested and compared with the spacial solution of the SLAE. Examples of image interpolation by means of CSRBF demostrate the superiority of the solution in the wavelet domain using GMRES iterative method.

Abstract A Multistage Elliptical Parametric (MEP) method is developed in this research for damage size evaluation in anisotropic composite laminates. The Lamb waves are actuated and sensed using piezoelectric (lead zirconate titanate, PZT) transducers arranged as a network of square cells. The dynamic response signals are processed using a continuous wavelet transformation (CWT) based on the Gabor wavelet for accurate time of flight (ToF) measurements. A numerical method is developed for the construction of non-elliptic path loci for each actuator-sensor pair. The damage is localized first using the least squares method, and then the damage edge points are located on each non-elliptic path loci as points which have the minimum distance from the damage location. The MEP method based on the damage edge points is implemented in multiple stages for damage size evaluation in a cross-ply laminate. Each stage is designed on the basis on excitation of specific prearranged transducers inside the square cell. The results indicate that the MEP method can quantitatively estimate the size of an elliptical damage in cross-ply laminates.

"In psychological science, the concept of contemplation is not included in the most important categories of psychology, such as activity, consciousness, personality. The dictionary meanings of the term “contemplation” are ambiguous. In psychology, in addition to the categorical analysis of contemplation (S.L. Rubinstein) and its attribution to fundamental concepts (A.V. Brushlinsky), there are also interpretations of contemplation, which are synonymous to intuition (A. Bergson) and meditation (V.F. Petrenko, Han F. De Wit), insight (preconceptual thinking - T.K. Rulina), mystical states (W. James, P.S. Gurevich). Contemplation, unlike intuition, meditation and insight, does not have a previous reportable history. In our studies, contemplation is considered as an unconscious mental phenomenon that exists in the forms of a process, state, and also the properties of an individual (contemplative personality). Not coinciding with the processes of attention, memory, perception, thinking, etc., contemplation, however, is activated on their basis. The difference lies in the uncontrollability of this process, since its contents are not presented to consciousness. Therefore, contemplation is also different from dreams, experiences, intentions and other internally substantive mental phenomena. Despite the fact that consciousness does not have access to the content of contemplation (access-consciousness), the process itself is realized by man. In this we see the difference between contemplation as unconscious activity and Freudian understanding of the unconscious. Other differences are: involuntary entry and random exit from the state of contemplation; emotional equipotentiality of contemplation, i.e. the invariability of the emotional background of contemplation from the beginning to the exit from it. In ontogenesis, contemplation is most clearly represented in infancy, in youth, and in old age, as well as during periods of age and other life crises. Reminiscences of students record the age range from 11 to 17 years as the most saturated with contemplation; least at the age of 6-8 years (L.S. Akopian). Contemplation as an unconscious activity periodically replaces purposeful activity, contributing to the maturation, correction, transformation of the person’s life meanings in their micro-, meso- and macro-macro dimensions. Contemplation also fulfills the function of partially liberating oneself from an excess of affairs, concerns, plans, aspirations, and other forms of conscious activity. The development of practice-oriented forms of actualization of contemplation will expand the range of psychotherapeutic methods."

This article investigates how Theories of Change for transformation-oriented R&I programmes can be designed to better grasp system transformation processes and thereby set the basis for a deeper understanding of transformative impact mechanisms and programme learning. The analysis is based within the realm of the energy system, which is an area of specific concern for socio-technical transformation. It focuses on the “7th Energy Research Programme” (EFP) of the German Federal Ministry of Economic Affairs and Climate Action, which is the key R&I policy instrument contributing to the transformation of the energy system in Germany. The article shows how a programme theory approach can be combined with multi-level perspective innovation system thinking and the concept of transformative outcomes to increase the evaluability of complex, transformation-oriented R&I programmes.

Innovative technologies have an impact on the countries socio- economic development, the structure of labor market and educational services transformation. Rapid IT industry development constantly requires qualified programmers capable of professional self-improvement throughout life, the driving force of which is the individual motivation which activates the individual self-development process, optimizes thinking and develops special professional qualities, moral and ethical values. The main article purpose is to analyze the state of the form of motivational readiness for future programmer’s professional self-improvement, to identify problems of its formation in colleges and to determine the ways of its increase as one of the main factors of quality improvement. To achieve it, a complex of theoretical and empirical methods was used, with help of which a number of problems were revealed which slow down the process of improving the quality of future programmers professional training. To eliminate them, a system of phased motivation for future specialists professional self-improvement has been developed on the basis of general secondary education, which can be integrated into the teaching of both general education and professionally-oriented disciplines; ways of improving the quality of the educational process through the creation of a cloud of oriented environment, the introduction of innovative teaching technologies, special training of teachers in the system of professional development.
