This book is the outcome of a new method of investigating the life experiences of health personnel engaged in paediatric oncology. It brings together the results of individual interviews with each member of the medical, nursing and technical staff in the Paediatric Oncology Department of the University Polyclinic of Padua and the Giannina Gaslini Institute of Genoa. The interviews, prepared using an open questionnaire format, were carried out by qualified personnel, after which the results were analysed and illustrated to the group of health care professionals involved. The two experiences, which are extremely significant in view of the distinction of the two centres of excellence involved, are compared and discussed with a view to making an interesting contribution to the debate on the delicate issues of bioethics implicated in problems connected with the end of life during the developmental stage.

The profound cultural transformation that has taken place in Italian seismic studies in the last ten years is distinguished by the growing interest in the problem of assessing the effects of earthquakes linked to local conditions, and in the related issue of a precise definition of the properties of the soil in the sphere of the dynamic and cyclical stresses induced by seismic actions. Despite the profound awareness of the extent to which the nature of the soil contributes to the destructive effects of earthquakes, we are still a long way from the possibility of a realistic forecast of the seismic behaviour of the Italian soils. This is because the identification of the dynamic properties calls for experimental equipment that is technologically complex and costly as well as lengthy observation and qualified personnel. The rare experimental data that have been acquired to date hence represent a fundamental element for scientific reflection. This book has been conceived with a view to setting at the disposal of a broader public the results of the tests conducted on site and in the laboratory on the soil of certain significant seismic areas using the dynamic-type apparatus of the Geotechnical Laboratory of the Department of Civil and Environmental Engineering (DICeA) of the University of Florence. It presents a selection of the works of the Geotechnical section of the DICeA that have been published in various specialist international and national ambits. These studies were largely launched following the seismic sequence in Umbria and the Marches, in collaboration with several Regional Authorities and Research Institutes for the reduction of the seismic risk in Italy (GNDT, IRRS, INGV). In addition to the experimental techniques and the results obtained, the models and the geotechnical procedures adopted for assessing the effects of site and soil instability in certain specific deposits of the Italian territory are also expounded.

Cet ouvrage présente les résultats de ce programme. Les différentes études y soulignent le rôle crucial qu’occupent les proches aidant∙e·s et documentent leur situation de vie et leurs besoins. Illustrant l’engagement de la HES-SO en faveur de la reconnaissance de la valeur stratégique des proches aidant∙e∙s pour faire face aux défis à venir, ce livre présente des pistes pour les intégrer dans les soins formels et différentes mesures de soutien. This chapter reviews the main claims of the arguments of previous chapters, summarizing the core claims of Compassionate Moral Realism and the reasons why it qualifies as a form of moral realism. Several dimensions along which Compassionate Moral Realism might be expanded are also considered. The expansions concern moral reasons, objective goodness, moral virtue, moral rightness, moral permissibility, and moral vice. One surprising potential result is that compassionate pains might be necessary for moral virtue, but themselves, as pains, be morally bad. The chapter concludes with reflections about the significance of the view and of metaethics generally in light of recent political events.

This chapter explores bridge-law non-naturalism: the view that when a particular thing possesses a moral property or stands in a moral relation, this fact is metaphysically grounded in non-normative features of the thing in question together with a general moral law. Any view of this sort faces two challenges, analogous to familiar challenges in the philosophy of science: to specify the form of the explanatory laws, and to say when a fact of that form qualifies as a law. This chapter examines narratives developed during the 1930s that exalted the influence of Spain in Puerto Rican culture in order to counteract the political and economic colonial encroachment of the United States. Hispanophile proponents consider Puerto Rico an offshoot of Spain and Puerto Rican culture a product of Spain's colonizing influence. However, more than a discourse in favor of Spain, Hispanophilia was first and foremost a discourse that sought to differentiate Puerto Rico from the United States. Proponents of Hispanophilia argue that the nation is culturally white. In the context of narratives that distinguish Puerto Rico from the United States, such “cultural whiteness” can be qualified as Spanish or “Hispanic whiteness” vis-à-vis “Anglo-Saxon whiteness.”

I present what I consider to be a weighty set of arguments for the view that instructors in religion at secular public institutions should be neutral in their approach to the truth of the claims of religious traditions they interpret and discuss—a view that I refer to as neutralism. Neutralism has much to recommend it, and from the point of view of religion instructors at secular public institutions there is much that is appealing about it. Then I explore some reasons why neutralism needs to be qualified. The most important reason arises from the fact that the norms within some academic disciplines in religious studies legitimate either (a) defending claims that count for or against the truth of substantive religious claims or (b) arguing explicitly for the truth of substantive religious claims. I consider how best to combine neutralism with recognition of these other disciplinary norms.

This chapter develops a principle that determines when governmental activity constitutes an objectionable form of establishment, either religious or secular. Situated within the theory of public reason liberalism, the principle holds that non-coercive forms of establishment, such as the use of religious symbols in government, are governed by a publicly justified purpose requirement. To be permissible, the relevant governmental act must have a purpose that can be publicly justified to multiple qualified points of view. Given that few acts of establishment, religious or secular, have that purpose, this chapter concludes that public reason liberalism is generally unfriendly to non-coercive establishment.

In the 1980s, New Historicist critics suggested that Renaissance theater was marked by the Reformation; specifically, that it expressed the vanishing of ritual and sacrament from ordinary people’s lives. More recently, critics like Sarah Beckwith have shown how pre-Reformation theater worked as ritual and sacrament by revealing the extent to which it was implicated in the jurisdiction of confession, penance and absolution for sin. This article revisits the question of how the Reformation abolition of annual mandatory confession affected theater. It qualifies both the New Historicist view of Renaissance theater as evacuated ritual and Beckwith’s view of the Protestant abolition of confession as an exteriorization of penance. Reading the first English Renaissance neoclassical comedy in English,Gammer Gurton’s Needle(c.1553-60), the article shows how profoundly its neoclassical concern with proof and evidence is tied in with a rejection of priestly confession and an invitation to parishioners and neighbors to be more skeptical and less credulous in believing the worst of one another.

Of the many philosophical perplexities facing medieval Jewish thinkers, perhaps none has challenged religious belief as much as God’s creation of the world. No Jewish philosopher denied the importance of creation, that the world had a beginning (bereshit). But like their Christian and Muslim counterparts, Jewish thinkers did not always agree upon what qualifies as an acceptable model of creation. Chapter 6 is devoted to attempts of Jewish philosophers to reconcile the biblical view of creation with Greek and Islamic philosophy. By understanding the notion of creation and how an eternal, timeless creator created a temporal universe, we may begin to understand how the notions of eternity, emanation, and the infinite divisibility of time function within the context of Jewish philosophical theories of creation.

To most philosophers, unmet claims based on distributive justice imply a political injustice—some have a complaint of justice against their political system. This article explores a variety of views about how this connection may be grounded or qualified: political institutions may be one tool among others to realize an independent good, distributive principles might regulate the distributive activities of political institutions, or distributive principles might apply in light of a special relation of a political institution and its members. We also consider a view prevalent in the social contract tradition that, in light of reasonable disagreement, one cannot demand that shared political institutions conform to one’s own contentious distributive theory: members must seek terms with which all can live, even though such terms may not be anyone’s most preferred possibility.

Virtue ethics in its contemporary manifestation is dominated by neo-Aristotelian virtue ethics primarily developed by Rosalind Hursthouse. This version of eudaimonistic virtue ethics was groundbreaking but by now has been subject to considerable critical attention. The time is ripe for new developments and alternatives. The target centred virtue ethics proposed in this book (TVE) is opposed to orthodox virtue ethics in two major ways. First, it rejects the ‘natural goodness’ metaphysics of neo-Aristotelian virtue ethics owed to Philippa Foot in favour of a ‘hermeneutic ontology’ of ethics inspired by the Continental tradition and McDowell. Second, it rejects the well-known ‘qualified agent’ account of right action made famous by Hursthouse in favour of a target-centred framework for assessing rightness of acts. The target-centred view, introduced in Virtue Ethics: A Pluralistic View (VEP), is much more developed in TVE with discussions of Dancy’s particularism, default reasons and thick concepts, codifiability, and its relation to the Doctrine of the mean (suitably interpreted). TVE retains the pluralism of VEP but develops it further in relation to a pluralistic account of practical reason. Besides the pluralism TVE develops other substantive positions including the view that target centred virtue ethics is developmental, suitably embedded in an environmental ethics of “dwelling”; and incorporates a concept of differentiated virtue to allow for roles, narrativity, cultural and historical location, and stage of life.

This chapter aims to relate Hume’s discussion of liberty and necessity to central themes in his philosophy, including causation, the self, the distinction between virtue and vice, and naturalism as a response to skepticism. From this perspective, many points of contact with contemporary discussions of free will and moral responsibility emerge. Hume’s account of moral responsibility, with its implications for the conditions under which ascriptions of responsibility are withheld or qualified, is considered in detail. The notion of agent autonomy is linked to Hume’s distinction between the calm and violent passions. The kind of self-determination for which Hume allows here is distinguished from that of the libertarian and is also contrasted with the problematic notion of responsibility for self that leads to skepticism about the very possibility of moral responsibility. Hume’s appeal to “common life” provides a naturalistic response to skepticism in this, as well as in other philosophical contexts.

This chapter analyzes Carl Schmitt’s concept of the political from the vantage point of German Romanticism. For Schmitt, Romanticism wasan intellectual attitude that precluded the concept and practice of “the political.” Through an in-depth reading of a preeminent document of political thought in German Romanticism, Novalis’s Love and Faith, this chapter considers and qualifies this view, arguing that “political theology” can be understood as a reaction to the French Revolution rather than as a tradition reaching back to medieval or baroque times. This chapter also argues that Novalis’s famous essay must be seen as a precursor to Schmitt’s own political theory. Overlap exists both in the blend of conservatism and radical constructivism in Novalis and Schmitt and in the interventionist character of both men’s statements on politics. Read as a precursor to Schmitt, Novalis’s philosophy of politics also offers a meaningful critique of Schmitt’s later theories.

The impulse in Hinduism to attribute divinity to women is well demonstrated in the legend of Sītā. Her unconditional devotion to her husband Rāma qualifies her as worthy of devotion, particularly because as consort to Rāma who is Viṣṇu in human form, Sītā can be regarded as Lakṣmī, to be worshiped jointly with him. Her total surrender to Rāma’s will elevates her in Vaiṣṇava thought as the model for the soul’s passive dependence upon God and as mediator between Viṣṇu and worshipers. But offering a contrary view, Śākta narratives shift redemptive power from Rāma to Sītā. Yet another construction of Sītā, especially in folk culture, highlights her protest against her subjugation. In recent times this has turned her into a locus for the resistance of women to patriarchal oppression, which may free her from the matrix of devotion and refashion her as an icon of resistance worthy of veneration.

The book responds to important questions that are fundamental to improving teaching quality by influencing teaching practice. These questions include: How do we provide high-quality training at scale? How do we ensure that training transfers to change in practice? What methods are most cost-effective? How do we know what works? The book includes case studies describing different approaches to teacher behavior change and illustrates how specific implementation choices were made for each context. Individual chapters document lessons learned as well as methodologies used for discerning lessons. The key conclusion is that no single effort is enough on its own; teacher behavior change requires a system-wide view and concerted, coordinated inputs from a range of stakeholders.

Protection of the environment and natural resources is a key element in the transition from armed conflict to peace. Most academic studies have focused on classical peacetime or conflict situations. The United Nations Environmental Programme (‘UNEP’) qualified the environment as a ‘silent casualty’ of armed conflict. Exploring the protection of the environment in the aftermath of armed conflict and its relationship to sustainable peace is a relatively novel perspective. This chapter establishes the relationship between jus post bellum and environmental protection. It suggests that jus post bellum (1) provides a lens to view environmental protection as continuum throughout cycles of conflict or conflict transformations; (2) strengthens the argument that concerns of environmental protection are not set aside by armed conflict but relevant throughout conflict and its aftermath; (3) strengthens the case for due diligence of actors beyond armed conflict; and (4) allows a differentiated look at the treatment of harm and remedies.

Entre philosophes anticléricaux et théologiens intransigeants, des hommes de Dieu se sont engagés dans une voie médiane entre deux positions a priori irréconciliables. Conformer l’Église et les sociétés catholiques à « l’esprit du temps », tel était le leitmotiv de ces prêtres qui lisaient tour à tour Kant et l’Évangile, et qui se verront plus tardivement qualifiés de Lumières catholiques. Ce courant culturel des XVIIIe et XIXe siècles a marqué l’histoire du monde germanique auquel se rattachait la cité-État de Fribourg en Suisse. Il s’est répandu jusqu’à elle par l’action décisive de deux prêtres qui se sont nourris des idées du catholicisme éclairé dès le temps de leurs études en Allemagne. This chapter considers determinants of product innovation across and within firms. Firms that are innovative in one dimension are also innovative in others; thus both what distinguishes the innovating firm and the literature based upon the analysis of various innovation indicators can give insight into the determinants of product innovation. It is concluded that (i) technological characteristics of industries matter; (ii) firm and market characteristics are related, but not linearly, to innovation; (iii) the two most important firm characteristics are internal finance and sales; (iv) there is an inverted U-curve relationship between competition and R&D; (v) competition in foreign markets is predominantly found to have positive effects on innovation at home; (vi) there are various spillover effects. Survey data on the constraints to innovation indicate that the issues considered to be of main importance are (i) innovation costs; (ii) risk and finance; and (iii) the availability of qualified labour.

In El Techo de la Ballena, María C. Gaztambi depresents an account of the visual arts production of the Caracas-based collective El Techo de la Ballena (active 1961−69). In spite of evident convergences with other global art tendencies, these radicalized artists from Venezuela anchored their multidisciplinary interventions in a fundamental retrograde stance which, in the author’s view, represented a deliberate inversion of an internationallyaligned modernity hinging on the need for constant evolution and progress in the visual arts. El Techo’s against-the-grain position became the basis for a disorderly project of grief that counteracted the swiftness by which Venezuela fast-tracked its modernization (in the sense of material and technological progress) and consumed international modernism (its cultural production). Against this fragmentary development, El Techo deployed an integrated approach to art-making that included artworks with multiple meanings, alternative exhibition spaces, politicized actions, as well as highly confrontational printed materials. All these elements came together into a single, indivisible body of work merging the visual, the poetic, the performative, and the political. Yet Venezuela’s eroded local environment required an outright unsettling through extreme scatological content and strategies that the balleneros qualified as “a biological art, violently exuded from our bowels…” Theirs was a total output that tested the limits of art to provoke an anesthetized local public under the motto of cambiar la vida, transformar la sociedad(to change life, to transform society).

This commentary and new translation of Zechariah 9-14 continues the appraoch adopted in the authors' 1987 Anchor Bible volume (25B) on Haggai and Zechariah 1-8. Authors Carol and Eric Meyers are perhaps uniquely qualified for this work because of their backgrounds in biblical archaeology and the social sciences. Employing the highest standards of pilological, literary, and historical research, they shed light on many enigmatic passages and offer an entirely new perspective on the history of Israel and its religion in the Persian period. Whereas many scholars have viewed this point in the history of Israel as a time of deterioration of the beliefs and practices of biblical religion, the Meyerses paint a picture of an innovative and vibrant community struggling to maintain its identity within a rapidly changing world dominated by the mighty Greeks and Persians. In the face of this the author of Zechariah 9-14 makes extensive and transformative use of earlier biblical writings and of the sayings of previous prophets, and articulates a radically new view of Israel's future. The Meyerses are the first modern commentators to see in these ancient texts the central role played by the Greco-Persian Wars in shaping the postexilic Restoration Community of Israel and its views of an expansive and glorious future. And althought Zechariah 9-14 is often regarded as the swan song of biblical prophecy, the Meyerses clearly demonstrate that the new modes of prophetic discourse found within this text helped biblical religion to meet one of the greatest challenges in its long history.

The collection presents the reports of participants of the Global Food Forum organized by Moscow State University of Food Production (MSUFP) jointly with the Council for Science and Continuing Education of the Eurasian Peoples’ Assembly, with the support of the Federation Council Committee on Agriculture and Food Policy and Environmental Management of the Federal Assembly and the assistance of Moscow Office of the Food and Agriculture Organization. The Global Food Forum 2021 became a venue for wide-ranging discussion of plans and actions realised in the Russian Federation and a number of foreign organisations to achieve the Sustainable Development Goals. A number of proposals were made towards coordination of inter-sectoral actions along the entire chain of food systems (production, transportation, storage, distribution and consumption), drawing special attention to the problems coupled with Sustainable Development Goals in scientific research, their expansion and allocation of necessary resources for these purposes, training of required personnel, including highly qualified staff. The Forum was attended by representatives of 28 universities and research institutes from such countries as: Russia, Belarus, Kyrgyzstan, Iran, Uzbekistan, Germany, Azerbaijan, Turkey, Kazakhstan, China, Tajikistan, Bulgaria and the UAE. The global attention to the Forum is accounted for by the importance of uniting world community efforts for identification and prevention of internal and external threats to food security, for development of common constructive decisions on improvement of food systems, on achieving progress, through the food resource, in respect of all 17 UN Sustainable Development Goals with the view of sustainable reproduction of healthy and full-value life.

Universities and economic development in Africa: Pact, academic core and coordination draws together evidence and synthesises the findings from eight African case studies. The three key findings presented in this report are as follows: 1. There is a lack of clarity and agreement (pact) about a development model and the role of higher education in development, at both national and institutional levels. There is, however, an increasing awareness, particularly at government level, of the importance of universities in the global context of the knowledge economy. 2. Research production at the eight African universities is not strong enough to enable them to build on their traditional undergraduate teaching roles and make a sustained contribution to development via new knowledge production. A number of universities have manageable student-staff ratios and adequately qualifi ed staff, but inadequate funds for staff to engage in research. In addition, the incentive regimes do not support knowledge production. 3. In none of the countries in the sample is there a coordinated effort between government, external stakeholders and the university to systematically strengthen the contribution that the university can make to development. While at each of the universities there are exemplary development projects that connect strongly to external stakeholders and strengthen the academic core, the challenge is how to increase the number of these projects. The project on which this report is based forms part of a larger study on Higher Education and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). HERANA is coordinated by the Centre for Higher Education Transformation in South Africa.

These Guidelines are one of the results of the four-year research project “Open Online Learning for Digital and Networked Society” (2017-2021). The project objective was to enable university teachers to design open and online learning through open and online learning curriculum and environment applying learning analytics as a metacognitive tool and creating open and online learning assessment and recognition practices, responding to the needs of digital and networked society. The research of the project resulted in 10 scientific publications and 2 studies prepared by Vytautas Magnus university Institute of Innovative Studies research team in collaboration with their international research partners from Germany, Spain and Portugal. The final stage of the research attempted creating open and online learning assessment and recognition practices, responding to the learner needs in contemporary digital and networked society. The need for open learning recognition has been increasing during the recent decade while the developments of open learning related to the Covid 19 pandemics have dramatically increased the need for systematic and high-quality assessment and recognition of learning acquired online. The given time also relates to the increased need to offer micro-credentials to learners, as well as a rising need for universities to prepare for micro-credentialization and issue new digital credentials to learners who are regular students, as well as adult learners joining for single courses. The increased need of all labour - market participants for frequent and fast renewal of competences requires a well working and easy to use system of open learning assessment and recognition. For learners, it is critical that the micro-credentials are well linked to national and European qualification frameworks, as well as European digital credential infrastructures (e.g., Europass and similar). For employers, it is important to receive requested quality information that is encrypted in the metadata of the credential. While for universities, there is the need to properly prepare institutional digital infrastructure, organizational procedures, descriptions of open learning opportunities and virtual learning environments to share, import and export the meta-data easily and seamlessly through European Digital Hub service infrastructures, as well as ensure that academic and administrative staff has digital competencies to design, issue and recognise open learning through digital and micro-credentials. The first chapter of the Guidelines provides a background view of the European Qualification Framework and National Qualification frameworks for the further system of gaining, stacking and modelling further qualifications through open online learning. The second chapter suggests the review of current European policy papers and consultations on the establishment of micro-credentials in European higher education. The findings of the report of micro-credentials higher education consultation group “European Approach to Micro-credentials” is shortly introduced, as well as important policy discussions taking place. Responding to the Rome Bologna Comunique 2020, where the ministers responsible for higher education agreed to support lifelong learning through issuing micro-credentials, a joint endeavour of DG Employment, Social Affairs and Inclusion and DG Research and Innovation resulted in one of the most important political documents highlighting the potential of micro-credentials towards economic, social and education innovations. The consultation group of experts from the Member States defined the approach to micro-credentials to facilitate their validation, recognition and portability, as well as to foster a larger uptake to support individual learning in any subject area and at any stage of life or career. The Consultation Group also suggested further urgent topics to be discussed, including the storage, data exchange, portability, and data standards of micro-credentials and proposed EU Standard of constitutive elements of micro-credentials. The third chapter is devoted to the institutional readiness to issue and to recognize digital and micro-credentials. Universities need strategic decisions and procedures ready to be enacted for assessment of open learning and issuing micro-credentials. The administrative and academic staff needs to be aware and confident to follow these procedures while keeping the quality assurance procedures in place, as well. The process needs to include increasing teacher awareness in the processes of open learning assessment and the role of micro-credentials for the competitiveness of lifelong learners in general. When the strategic documents and procedures to assess open learning are in place and the staff is ready and well aware of the processes, the description of the courses and the virtual learning environment needs to be prepared to provide the necessary metadata for the assessment of open learning and issuing of micro-credentials. Different innovation-driven projects offer solutions: OEPass developed a pilot Learning Passport, based on European Diploma Supplement, MicroHE developed a portal Credentify for displaying, verifying and sharing micro-credential data. Credentify platform is using Blockchain technology and is developed to comply with European Qualifications Framework. Institutions, willing to join Credentify platform, should make strategic discussions to apply micro-credential metadata standards. The ECCOE project building on outcomes of OEPass and MicroHE offers an all-encompassing set of quality descriptors for credentials and the descriptions of learning opportunities in higher education. The third chapter also describes the requirements for university structures to interact with the Europass digital credentials infrastructure. In 2020, European Commission launched a new Europass platform with Digital Credential Infrastructure in place. Higher education institutions issuing micro-credentials linked to Europass digital credentials infrastructure may offer added value for the learners and can increase reliability and fraud-resistant information for the employers. However, before using Europass Digital Credentials, universities should fulfil the necessary preconditions that include obtaining a qualified electronic seal, installing additional software and preparing the necessary data templates. Moreover, the virtual learning environment needs to be prepared to export learning outcomes to a digital credential, maintaining and securing learner authentication. Open learning opportunity descriptions also need to be adjusted to transfer and match information for the credential meta-data. The Fourth chapter illustrates how digital badges as a type of micro-credentials in open online learning assessment may be used in higher education to create added value for the learners and employers. An adequately provided metadata allows using digital badges as a valuable tool for recognition in all learning settings, including formal, non-formal and informal.
