Urban environments can satisfy the habitat requirements of a variety of wildlife species. It has been shown that urban residents enjoy wildlife near their homes. The goal of this study was to determine if urban wildlife distributions could be predicted by metropolitan planning variables, so that opportunities for urban residents to enjoy wildlife near their homes could be enhanced. Three hundred one random points, stratified into seven zones, based on intensity of urbanization and vegetation type, were chosen in the Tucson metropolitan study area. Birds were censused with the variable circular plot method. Sign of selected mammal species were searched for at a subset of these points. Native bird species diversity declined steadily as housing density increased. The study area still supports a high diversity of native species because of the high levels of natural open space still found intermixed with residential development. The amount of land covered in residential development and the amount of paloverde-saguaro vegetation types with associated riparian areas were the best predictors of native bird species diversity. The data also suggest that plant cover created by man-maintained vegetation is not as attractive to native bird species as naturally occurring vegetation. Ground nesters and insectivores tended to drop out at higher housing densities while seed-eaters were retained. Three patterns of avian response to variables describing the intensity of urbanization and the amount of natural vegetation emerged: urban, suburban, and exurban. Native Sonoran desert birds appear to be highly sensitive to urbanization, as minor increases in residential housing densities lead to declines in diversity. Mammal species appear to be most sensitive to the size of open space areas and fragmentation and isolation of natural lands. Metropolitan planning processes may be limited in their ability to retain high species diversities. The impacts of urbanization on wildlife diversities may be mitigated through sensitive open space planning.

This study takes as its starting point the hypothesis that the Table Valley area of Cape Town is in need of fresh policies and planning. It avoids preconceptions by looking critically at the work, methods and principles of present-day planning in South Africa, and sets out to establish far broader standards for the good life by returning to fundamentals: man's need for being part of a human community and his need of a rich and varied life. It then sets out to measure the environment of Table Valley against these values to ascertain both subjectively and objectively whether it is a satisfactory place to live in, and if not, what its shortcomings are. In the course of this assessment, it considers both the built and natural environment, and looks at selected components in detail when appropriate, providing a small research component. In identifying the shortcomings and problems It is not content to consider only the negative issues, but also the many positive opportunities apparent. Finally, it outlines suitable overall policy for Table Valley, making It clear what role this area should play in the future, and also the roles of subareas in an around it. It then puts forward an energetic programme for action to achieve the desired ends and overcome the problems, outlining briefly the tasks and responsibilities of some of the professional planners and designers who would next become involved.

In a little more than a decade regional planning has emerged as a vital component of the development planning process in Saudi Arabia. From its limi ted beginnings in physical planning its scope has rapidly widened and the latest plans attempt comprehensive regional planning within the context of a multi-level development planning effort. This experience has been rich and varied, and various innovatory approaches and techniques have been introduced. This study was conducted with a view to evaluating Saudi experience and placing it in an international perspective. With these aims in mind, a comprehensive planning model has been developed and a number of key questions posed, the answers to which reflect the acceptability and practicality of the planning system. The model is based upon a review of international experience of countries with different political, social and cultural settings, and at different stages of development. The model consists of four main components: planning activities, plan making bodies, decision making bodies and implementing bodies with a feedback from the public and private sectors. The model was tested against the planning experience of three countries with widely differing political, social and economic settings: Canada with its laissez-faire economy, the United Kingdom with its mixed economy, and Poland with its command economy. It was concluded that the model is sufficiently robust to act as a framework wi thin which to describe and analyse the Saudi experience. The context for regional planning in Saudi Arabia was analysed. The study included the political and administrative systems, the economy,the settlement structure, the sectoral planning process, the spatial planning process, and the past experience in regional planning. Then, the current regional planning experience which includes the National Settlement Strategy and the Regional Comprehensive Planning Project were discussed and analysed, taking the five comprehensive regional development plans (Hail, Qassim, Baha, Tabuk and Makkah) as case studies. This "current" experience was evaluated against the comprehensive planning model and the key questions for an acceptable planning system. It has been found that the Saudi planning system is fairly well developed at the national and local scales. However, at the regional scale, although there is political commitment there is little in the way of administrative arrangements for plan making and implementation. A set of proposals for improving the planning system has been presented for future action.

This research is focused on the issue of urban development within the context of regional planning in Thailand. The study's main question is how national policy should attempt to shape the emerging urbanisation pattern in Thailand. In the past the country's development plans have emphasised industrialisation which has led to an acceleration in the growth of Bangkok, creating a dual economy and widening regional disparities. The Government's past efforts to decentralise economic activity have been relatively ineffective. This thesis considers a new approach, using the public service sector as the leading economic base for the development of a selected regional centre, Chonburi, in the Eastern Seaboard Sub-region. The study's analysis indicates that it is economically and administratively feasible to implement a Government work dispersal scheme. The analysis also indicates the necessity of controlling the large regional leakages which would otherwise reduce the regional multiplier effects. Overall, the study confirms that a growth pole approach can be initiated by public employment relocation and suggests that there is a viable alternative to nearly all of Thailand's growth being concentrated in Bangkok. However, the study also confirms that if private investment in the growth pole is to be achieved, this approach must be supplemented by long term public investment commitments and subtle co-ordination of private and public programming and planning measures.

ENGLISH ABSTRACT: The urban designer works within an environment characterized by constraints. Control mechanisms are part of these constraints. They were created out of necessity because the control of the urban environment became strained as cities grew in size. In the beginning control mechanisms regulated the urban environment to create better public safety. This objective evolved to include aesthetics and sustainability of the environment. Controls, however, tended to become standardized and were often blindly applied irrespective of changed circumstances and contexts. Control mechanisms include inter alia height, density, bulk, and aesthetic controls, which can be applied to regulate form, space and behavioural or activity patterns. These control mechanisms generally embrace a system of codes embodied in legislation enforceable in law. Urban designers should realize and take full advantage of the potential of the law as an urban design control element. This study examines the nature of control mechanisms as applied to town planning in general and urban design in particular and their efficacy in achieving and maintaining a range of human and social objectives. To this end, attention is paid to examining historical precedent, examples reflecting different cultures and approaches and resultant urban forms. On the basis of the aforementioned this study aims to identify a range of urban design principles and to propose suggestions as to how control mechanisms as part of a system of law can best be applied. A case study of central business district sites in Durbanville, Western Cape is researched.
AFRIKAANSE OPSOMMING: Die stadsontwerper funksioneer binne 'n omgewing wat gekenmerk word deur beperkings. Beheermeganismes maak deel uit van hierdie beperkings. Dit het ontwikkel uit noodsaak, want die beheer van die stedelike omgewing het onder druk gekom soos stede in grootte toegeneem het. Aanvanklik het die beheer-maatreëls die stedelike omgewing gereguleer om sodoende openbare veiligheid te verseker. Hierdie doel het egter ontwikkel om estetiese ontwerp en volhouding van die omgewing in te sluit. The formation of ‘Urban Networks’ has become a wide-spread phenomenon around the world. In the study of metropolitan regions, there are competing or diverging views about management and control of environmental and land-use factors. Especially in China, these matters, regulatory aspects, infrastructure applications, and resource allocations, are important due to population concentrations and the overlapping of urban areas with other land resources. On the other hand, the increasing sophistication of models operating on iterative computational power and widely-available spatial information and techniques make it possible to investigate the spatial distribution of urban territories at a regional scale. This thesis applies a Scenario Cellular Automata (SCA) model to the case study of the Changjiang Delta Region, which produces useful and predictive scenario-based projections within the region, using quantitative methods and baseline conditions that address issues of regional urban development. The contribution of the research includes the improvement of computer simulation of urban growth, the application of urban form and other indices to evaluate complex urban conditions, and a heightened understanding of the performance of an urban network in the Changjiang Delta Region composed of big, medium, and small-sized cities and towns.

Este trabalho está apoiado na hipótese que considera os polos urbanos e eixos rodoviários elementos estruturantes da organização territorial do estado de São Paulo e que, orientados pela lógica da atividade industrial, constituem uma região qualificada para o desenvolvimento. A análise sobre a relação entre as ações planejadoras e a urbanização paulista comprova que as regionalizações administrativas e a provisão infraestrutural (principalmente rodoviária) gradativamente integraram-se no espaço influenciando a organização do território. Através dessas ações, entre os anos 1930 e 1960, as principais cidades constituíram-se em polos urbanos e as principais rodovias, em eixos rodoviários caracterizando o processo de urbanização na escala urbana e regional. A associação entre os polos e os eixos equipou uma região historicamente mais dinâmica, aqui denominada Região dos Vetores Produtivos, através da permanência das ações planejadoras que a transformaram em um território da rede urbana paulista qualificado às decisões locacionais produtivas.
The hypothesis that guides this work considers urban poles and road axes structural elements of the territorial organization of the state of São Paulo who, guided by the logic of industrial activity, built a qualified region for development. The analysis of the relationship between urban and regional planning and urbanization in São Paulo shows that the administrative regionalization and infrastructural provision (mainly road) gradually integrated in the space and acting in the organization of the territory. Through these actions, between 1930s and 1960s, major cities were set up in urban poles and major highways, in road axes featuring in the process of urbanization in urban and regional scales. The association between the poles and the axes equipped a historically most dynamic region, called Region of Productive Vectors, through the permanence of planners actions that qualified a territory in state urban network to productive locational decisions.

Despite their fluctuating characteristics, urban economies of the U.S. during the last three decades exhibited relative steadiness in terms of the changing direction of general urban structure. Such changing characteristics of the urban system are expressed as structural convergence because economies of urban places have become more and more alike. This study explores the structural changes and growth factors of the Arizona urban system, using various analytic methods with the U.S. census data for 1970, 1980, and 1990. The results from the factor analyses of Arizona towns indicate that while the Arizona urban system has grown fast through inmigration and urbanization processes since the 1960s, its basic structural properties have been quite stable. It is also found that specific factors affecting urban growth have changed over time, though the general structure of the urban system has been stable. The results from the analyses of urban industrial structure indicate that the economies of Arizona towns have become more diversified and the level of industrial specialization has become increasingly associated with the size of urban population and employment over time. From the analyses of nonemployment income sources, it is found that nonemployment income has become more important in the economic bases of towns over time, and the elderly population and metropolitan proximity are associated with the increase of nonemployment income of the communities. Further, it is revealed that nonemployment income significantly increases nonbasic income. Specifically, nonbasic income of larger town is more affected by investment income and that of smaller town is more affected by transfer income. Along with the industrial diversification trend, the fact that nonemployment income has become increasingly important in urban economies confirms that urban economies are becoming more and more alike.

Environmental degradation, automobile dependence, anticipated rapid population growth and spatial inequity have combined to form the basis for recent North American regional plans advocating a physical alternative to diffuse, uncoordinated development. To provide a physical place in which development can be re-channeled, a number of regions have promoted a network of sub-regional centers in designated locations along existing or planned rapid transit lines. These centers are the urban embodiment of an ecologically sustainable, economically diverse, pedestrian-oriented region in which a variety of housing types is available, jobs are located close to population centers, and social groups are less stratified in enclaves dominated by a single form of development. This paper critically assesses the planning, design and development of designated regional centers in North America during the past two decades, focusing specifically on the promotion of regional centers for Metropolitan Portland, Oregon and Greater Vancouver, British Columbia. Through case studies, comparative analysis, and assessment of real estate trends and urban design, the paper provides a window into the initial success of intentional centers in both regions. Design and development outcomes across the centers of both regions vary dramatically, but a number of consistent themes emerged from the research: the number and size of sub-regional centers planned for both regions appears far too ambitious;
(cont.) a lack of market analysis prior to the designation of centers can presage their failure; limited local and regional support in curtailing traditional suburban forms of development that compete with centers has reduced their attraction; and the consistency of local planning approaches - both to centers and other parts of the region - appears to influence the success of centers. The paper argues that a more refined approach balancing multiple growth forecasts, aggressive coordination of transportation and land use, the unique geometries of individual places and political considerations must be taken to the formulation and implementation of plans for centers if they are to truly emerge as the new nuclei for economic and cultural activities in the suburbs of North American regions. Future directions for research suggested by this paper include closer analysis of the viability of various plan-making processes, the relationship between different modes of public transit, land use regulations and transit-oriented development, and the role of local morphologies in supporting or impeding the implementation of regional planning objectives.

Until recently food insecurity has been thought to be a primarily a rural problem. Local, national and international food security agendas have focused primarily on agricultural production as a means to addressing food insecurity. However more recent analyses of urban food insecurity indicate that is not a result of food shortage but rather food access and affordability. This research focuses on Cape Town as a case study as its rapidly rising urban population, especially amongst the lower income groups, is placing further pressure on the urban food system as the poor are often unable to purchase sufficient food throughout the month due to income constraints. Nevertheless, enhanced food production still remains the cornerstone strategy to alleviate food insecurity and even poverty in Cape Town. The interviews revealed that urban food insecurity is absent from urban planning agendas which has consequently caused food insecurity to proliferate in the city environment, especially amongst the urban poor. Considering that urban food insecurity is a relatively new concept, especially for South Africa, it is important to understand how it manifests itself within urban contexts and understand the determinants of it in Cape Town. The research identified that food moves through the city differently between formal and informal markets and that informal markets tend to have higher unit prices. Regardless of the higher prices of products from informal markets they were still found to be key food sourcing strategy for the urban poor as supermarkets were found to be, for the most part, absent from the Cape Flats area. The challenge for urban planners in Cape Town is to understand how food insecurity manifests itself spatially and to consider what policy approaches are available to them to improve food access and thus food security throughout Cape Town. The intention of this research is to understand the extent of these problems in Cape Town and to develop an Urban Food Security Plan to place urban food systems planning on the planning agenda.

This study has presented a Planning Support System (PSS) design which is an integrated collection of computer technologies, and models, organized in the form of a toolbox to enhance and improve the planning practice. Such a system combines and facilitates different technologies in one well-designed environment to solve planning problems. Theses problems could address both routine (managerial) and non-routine (forecasting, location-allocation) activities.My goal in this thesis is to conceptually design a PSS from a regional planning perspective. If a Planning Support System is designed for the most complex planning problems (which typically concern regional planning issues), it would be adaptable to the other, more managerial types of activities.The process of Planning Support System would be similar, but not identical to the flow of strategic planning. The PSS would consist of five phases and each phase would include different combination of databases and workflows supported by recent and appropriate computer technology packages.

The Earth's climate is changing and cities are facing a warmer future. As the locus of economic activity and concentrated populations on the planet, cities are both a primary driver of greenhouse gas emissions and places where the human health impacts of climate change are directly felt. Cities increase local temperatures through the conversion of natural land covers to urban uses, and exposures to elevated temperatures represent a serious and growing health threat for urban residents. This work is concerned with understanding the interactions of global trends in climate with local influences tied to urban land covers. First, it examines temperatures during an extended period of extreme heat and asks whether changes in land surface temperatures during a heat wave are consistent in space and time across all land cover types. Second, the influences of land covers on temperatures are considered for normal and extreme summer weather to find out which characteristics of the built environment most influence temperatures during periods of extreme heat. Finally, the distribution of health vulnerabilities related to extreme heat in cities are described and examined for spatial patterns. These topics are investigated using meteorology from the summer of 2006 to identify extremely hot days in the cities of Atlanta, Chicago, Philadelphia, and Phoenix and their surrounding metropolitan regions. Remotely sensed temperature data were examined with physical and social characteristics of the urban environment to answer the questions posed above. The findings confirm that urban land covers consistently exhibit higher temperatures than surrounding rural areas and are much more likely to be among the hottest in the region, during a heat wave specifically. In some cities urban thermal anomalies grew between the beginning and end of a heat wave. The importance of previously recognized built environment thermal influences (impervious cover and tree canopy) were present, and in some cases, emphasized during extreme summer weather. Extreme heat health health vulnerability related to environmental factors coincided spatially with risks related to social status. This finding suggests that populations with fewer resources for coping with extreme heat tend to reside in built environments that increase temperatures, and thus they may be experiencing increased thermal exposures. Physical interventions and policies related to the built environment can help to reduce urban temperatures, especially during periods of extremely hot weather which are predicted to become more frequent with global climate change. In portions of the city where populations with limited adaptive capacity are concentrated, modification of the urban landscape to decrease near surface longwave radiation can reduce the chances of adverse health effects related to extreme heat. The specific programs, policies, and design strategies pursued by cities and regions must be tailored with respect to scale, location, and cultural context. This work concludes with suggestions for such strategies.

Provincial borders and metropolitan theories are insufficient to explain the scale and dynamics of İstanbul’s contemporary urban development. The mega projects of the Justice and Development Party (JDP) such as the İzmit Bay Bridge, the Northern Projects, the Marmaray Project and the İstanbul-Ankara High Speed Train point to a scalar shift. Triggered by mega projects, these emerging spatio-temporal relations transcend İstanbul’s administrative borders. In the light of these developments, this study will use the term “region” to explain the emerging scale in and around İstanbul; and therefore will propose a new terminology and method to represent this new scale. The study will begin with an introduction to urban theories and concepts that explain contemporary “planetary urbanization” (Lefebvre, 2003; Brenner 2014) beyond fixed-monocentric models and constructed dichotomies such as urban-rural or built environment-nature. This theoretical framework will be followed by a discussion on the method and will then continue with a summary of the urban governance structure in Turkey and the urban planning history of the Marmara Region. Subsequently, the land-use-based analyses which enabled the researcher to demonstrate the transformation of the Marmara Region between 1990 and 2015 from different angles will be discussed. The dissertation will conclude with an overall evaluation of the findings.

This thesis compares the landscape planning goals and procedures of Pima County and Landkreis Hannover as they enter regional planworks. The literature provides three significant approaches to landscape planning, from which are extracted significant valuation criteria including biophysical and sociocultural landscape characteristics as well as data handling and implementation considerations. Landkreis Hannover employs a landscape and a comprehensive planwork, the latter coordinating the missions of all spatial disciplines and the first representing a conservation component. Pima County develops a comprehensive plan based on pro-growth policy which attempts primary issue integration. Both counties demonstrate strengths and weaknesses uncovered by assessment of the valuation criteria. Learning from each other, Hannover can improve in data handling whereas Pima County can improve in organizational cooperation and promotion of the concept of sustainable development.

Urban transformation and the production of urban-rural difference have been defining characteristics of reform-era China. In recent years, the Chinese state has taken measures to relieve urban-rural inequity and coordinate urban and rural development. Beginning in 2003, these efforts took the form of “urban-rural coordination,” a national regime of policy reform that included local experiments throughout China. One of the earliest and most significant of these experiments was located in Chongqing, a provincial-level municipality in China’s southwest. In this dissertation, I explore Chongqing’s urban-rural coordination program as part of a larger process through which urban-rural difference is produced, contested, and mobilized in China. I pursue this project through an investigation of Hailong, a peri-urban village that has undergone rapid transformation over the last decade. An experiment within an experiment, Hailong is a site of intense contestation, as planners, party and state leaders, and residents advance alternately competing and complementary visions of Hailong’s future. Far from a typical village, Hailong’s experimental status and peri-urban liminality clarify the contestation of urban and rural, exposing the politics of urban-rural production. While the specifics of Hailong’s transformation are unique, the village therefore offers a window into urban-rural dynamics common across China, making it a privileged case for investigation. Through my investigation of Hailong, I pose the following question: How is urban-rural difference produced, and to what ends? Using a combination of ethnography and spatial analysis, I explore the spatial, temporal, and social dimensions of the political processes that produce urban-rural difference. My investigation reveals urban-rural difference as both an expression of the spatio-temporal unevenness of power and a means to consolidate and contest that power. This contradicts the predominant view that urban-rural difference is a natural outcome of economic unevenness—or, more specifically in the case of China, marketization. Rather, institutions such as markets and planning constitute tools of coordination and discipline mobilized to enforce compliance with actors’ power projects, or alternatively, to contest them. Through this analysis, urban-rural coordination emerges as a political project that simultaneously expands state power and depoliticizes that expansion through its representation as a technical question of market relations. The dissertation is divided into two parts. In Part I, I consider the rationalities and practices of the principal actors involved in Hailong’s transformation: village planners, village leaders, and village residents. In Part II, I investigate the intersection of these various projects in Hailong’s ongoing planning and redevelopment, and I conclude with a discussion of the role of the village collective as a crucial institution in the contestation of urban-rural difference.

This thesis examines the possibility of applying the concept of interest to public urban land use system planning, although it is not intended that the idea should be limited to urban planning. The concept is considered in detail, as is the question of who can have interests. The conclusion on that is that individuals and the public are the only true categories of interest holders, although interest groups need to be recognised for practical reasons. Corporations and governments cannot be true interest holders. The application of the concept was assessed in relation to the subject-matter of urban land use planning, and a typical land use planning process. The possibility of applying it to a hypothetical system of planning using the pragmatic method was also considered. The final part looked at the ‘institutions’ of planning, that is, law, politics, professional planning, administration, and administrative tribunals, to see how they would likely relate to a planning system based on the use of the concept of interest. The conclusion was that there would be no insurmountable difficulties even If not all of these institutions would readily embrace the concept. The idea was found to be plausible in so far as a comprehensive theory of interest-based urban land use planning was able to be worked out. By considering practical issues throughout, a strong presumption was raised that it would be feasible, although testing and further development of the idea would be necessary. Finally, the advantages and disadvantages of the proposed method were reviewed. The expected benefits were ensuring that public urban land use system planning was humanistic, and providing a concept, or theme, around which a comprehensive theory of such planning could be constructed. Likely areas of difficulty were misunderstanding due to the lack of agreement on the meaning of the concept, although the meaning that should be adopted for the proposed purpose was spelt out. Secondly, a conservative attitude towards the use of concepts other than interest in planning and related disciplines could cause resistance to the adoption of the proposed method. It was shown how the idea is largely novel, but that recently there has been increasing use of the concept of interest in the land use planning literature.

This study focused on using a mapping tool, Space Syntax, to analyze the connectivity of the Cache County road network and its use to plan for bicycles. Space Syntax is being compared to another method that is already used by city planners called Bicycle Level of Service, or BLOS. The two analyses used data from Cache County and, after they were modeled and evaluated, a statistical analysis was done to see how similar one is to the other. The analyses were done at both a regional and a local scale. At both scales the analyses were not similar. Data was added to the Space Syntax analysis at both scales to see if it would influence making it more similar to BLOS. Adding the data had no effect in making them similar. It was determined that Space Syntax and BLOS are not similar and more research would need to be done to attempt to make them similar. They both have advantages and disadvantages to them when being used for planning for bicycles. One is not necessarily better than the other, as they are two different methods that could be used.

As the concept of sustainability gains prominence in the U.S., municipal governments have begun adopting official sustainability plans to outline their goals for a sustainable future. However, with an absence of national guidelines or a streamlined definition of sustainability, these plans contain infinitely diverse goals, policies and motivations. One aspect of sustainability which has a diverse array of benefits and challenges is urban green space. This research uses content analysis and coding of municipal sustainability plans to gain insight into how U.S. cities conceptualize urban green space in the forms of parks, tree canopy and urban gardens and in the greater context of sustainability. This thesis specifically looks at the creation of municipal sustainability plans, how cities organize green space, how cities value green spaces, the kinds of green space goals and benchmarks that cities set, and the inclusion of equity in the realm of green spaces. The 20 case study cities have shown green spaces are an important component of sustainability planning and are conceptualized and included in varying and unique ways. The way a plan is created, the people involved or excluded from the plan creation process and the agreements or groups that cities join can impact how cities envision sustainability and how they conceptualize green space within the plan. The concepts of sustainability and green space appear to be best articulated and operationalized in the context of many voices, viewpoints and opinions. In the categorization of green space, this research found that only a few cities had headings specific to green space, but instead associated it primarily with other aspects of the natural environment. This research also found that the language used to describe green space is broad and varied. Standardization or concrete definitions of these terms may make plans more accessible. Cities discussed environmental, economic and social benefits of green spaces in their plans. Overall, cities valued environmental benefits the most and the majority of benefits identified in the plans are anthropocentric in nature. Some of the best practice green space goals identified within the plans were the inclusion of green corridors, native vegetation, increasing the tree canopy, changing zoning codes to include urban agriculture and goals related to equity and access. Overall, both the goal setting and measurement processes of urban green space serve as beneficial ways for cities to achieve their broader sustainability goals. However, these goals cannot be fully realized when their distribution and access are unequal across the city and when decisions are made without the input of local residents. This research found that there is a gulf between equity being mentioned in a plan, and the depth to which it is explored in the context of green space, leaving room for cities to improve their incorporation of equity in their planning for green spaces. This research has shown that cities conceptualize green spaces in a variety of ways and while there are several successes, there is also a lot of room for improvement in both green space planning and sustainability planning.

This thesis explores how architecture can be designed to react to changing conditions. In the design I address how the occupants of a building may change the exterior façade based on a change of events or on group size. This creates an architectural language on the façade for pedestrians and motorists to read those activities that are occurring. The design project is a hybrid recreational center and plaza that is designed for the use of small groups and can be adapted for larger groups. By manipulating the ground plane I create spaces where the spectator becomes the display and the display becomes the spectator. The public spaces at the center are a casual stage for movement, while private spaces at the edge offer places for spectators to overlook events. The movements at the center and edge are displayed on the façade creating a system of information.

Regions are an intricate network of communities, geographies and economies that together impact the long-term growth and stability of one other. Cooperation between municipalities within the same region is vital in order to achieve sustained growth, both economically and in the built environment. The research question states: What is the value of regional planning bodies in ensuring effective communication and collaboration among region-wide governmental and non-governmental agencies? This research report includes a detailed history of the role and significance of regional planning bodies in the United States, as well as a case study involving the regional planning body in Houston, Texas and the Gulf Coast Region. The Houston-Galveston Area Council is the lead participant in a 25-member coordinating committee working together to complete a regional sustainability plan under the federally funded Sustainable Communities Regional Planning Grant Program. The interviews included in this report give conclusions and recommendations to the success of the region working together in terms of communication and collaboration. The challenge of establishing effective collaboration among a variety of agencies in the Gulf Coast Region is proving to be difficult and slow moving, however, there are signs of improvement as the three-year grant program moves forward. The conclusions from the literature review and case study show that regions with an unbiased planning body benefit both from the communication and social capital gained by working together on a shared goal.

Over time, the lack of coherent thought concerning the potential roles of urban open spaces has resulted in the necessity of urban management to become vigilant with regard to the collective aspects of city life. Urban open spaces are especially significant in this regard. In giving attention to the scale, continuity, distribution and status of public open space in Cape Town and indeed, in all South African urban centres, developing the role of public spaces in the lives of the urban poor is especially crucial. This study examines the concept of the ability of multifunctional urban open space in playing the role of a socio-economic developmental tool. In this endeavour, two fundamental approaches are used. The first investigates the significance of open space and examines the history of open space and park development. Cases of successful park developments are presented so as to identify central conceptual ideas and certain key success factors. The second uses a local park proposal, the Cape Flats Urban Park, as an instrument with which to explore the concept. This involves integrating the notions of natural process needs and human needs so as to inform use. Accordingly, a natural systems analysis discovers the particular ecological needs of the area through factors of opportunity and constraint and a potential park user analysis discovers the characteristics and needs of human users, in order to discern what role the urban park could play in enabling socio-economic development and improving quality of life. Consequently, resultant guidelines for planning successful multifunctional open spaces are summarised, and further considerations and guiding principles for multifunctional open space planning are presented. These insights are applied and determine broad distributional tendencies, which may assist towards the creation of a successful plan for the Cape Flats Urban Park and other open spaces. The procedure in which these investigations were followed through was primarily through an extensive literature survey, supplemented by personal observation, map surveys and informal interviews. The findings of this study endorse the proposal for a multifunctional Cape Flats Urban Park, as this park could play conservation, resource preservation, flood control, productive, economic, ceremonial, cultural, educational, health improving, recreational and community-building roles. As such, urban open spaces have the potential to become multifaceted resources, with both intangible and tangible benefits for nature and for people, all of which can improve the quality of life for city dwellers, by improving the quality of the environment in which they live.

Though there has been a rapidly growing body of texts that is concerned with understanding the consequences of HIV/AIDS on urban development planning (Harber, 2001; Tomlinson, 2001; Van Donk, 2003), the translation of this knowledge into tangible improvements of people's lives has not happened yet, due to a nonexistent or very slow policy response and poor implementation. Besides political obstacles, this lack of response is equally caused by the absence of clearly defined targeted intervention strategies based on a comprehensive, realistic and holistic analysis of the situation. So far HIV/ AIDS has been understood and responded to as mainly a medical problem. This dissertation pulls together the diverse dynamics and impacts of HIV/AIDS on urban development and poverty in South Africa and uses this information to develop context sensitive intervention models and implementation strategies.

Foreign-Trade Zones (FTZs) are defined as designated areas in the United States where foreign merchandise is considered to be international commerce and not subject to U.S. customs duties unless or until it enters into the U.S. market. The original purpose of the FTZ program was to generate new business and employment in the United States by encouraging foreign trade, especially export and transshipment trade. Since the early 1980s, the program has grown in popularity in terms of the number of FTZs established and the value of goods traded through them. Meanwhile, the program has shifted its primary function from export promotion to import promotion. Today, offshoring manufacturers, such as oil refineries and auto-assembly plants, are the major beneficiaries of the program. They can reduce the payment of customs duties by converting high-duty imported materials into low-duty finished products under FTZ procedures. This import-oriented activity is enabled by the liberality of the FTZ Act and administrative support from the FTZ Board. FTZ #27, located around Boston Harbor, is not an exception. Since the late 1990s, this zone has amplified its function in import promotion by accommodating several distributors, including BOSFUEL and Reebok. Under FTZ procedures, these firms can benefit considerably from duty exemption and deferral. I estimated that the cost savings reach 940,000 dollars at BOSFUEL and 1.1 million dollars at Reebok. However, FTZ #27 has failed to generate employment both at the local and regional levels. The number of workers in the zone has declined by 61% since 1999 because employment loss at existing manufacturers has outpaced the increase at BOSFUEL and Reebok.
(cont.) Also, I estimated that the import promotion of jet fuel and footwear creates only limited employment in Greater Boston. This is mostly because FTZ #27 lacks locational incentives and supply-chain linkages that would initiate regional economic growth. This case study indicates that, through the functional shift, the FTZ program is losing its economic significance for regional economies. This suggests that the program requires substantial modifications in policy and administration to improve its efficacy.

The Pearl River Delta (PRD) has been one of the fastest growing regions in China for the past 15 years. This tremendous economic expansion, fueled by the opening of Chinese markets to foreign investment, has created a number of complex planning issues in the region. While the PRD has become more urbanized, and its local economies more interdependent, planning functions within the region, for the most part, lack coordination and regional focus. Instead, the autonomy granted to PRD municipalities over local economic development decisions has intensified competition among localities. This drive by officials to maximize development opportunities leaves little room for regional planning initiatives. Fortunately, there has been an increasing awareness among some PRD stakeholders that the fundamental undertakings necessary to improve living standards across the region, such as infrastructure construction, economic development, housing, and environmental regulation, transcend municipal boundaries and are most efficiently addressed through the adoption of regional strategies. One of the most important regional planning decisions facing the PRD centers on inter-regional mobility. Compared to other regions of its land size and population, the PRD lacks a highly developed road and rail network. The absence of transportation infrastructure offers PRD decision-makers the unique opportunity to plan regional growth around a transportation network that offers the greatest potential for systematic and measured development. This research will examine the impact that land-use and transportation planning have on the spatial development and form of the urban region. Through a review of the literature on four topics directly connected to land-use and transportation planning-urban and regional decentralization, sprawl, transitoriented development, and automobile policies-the interaction between land-use and transportation planning, as they pertain to regional development, will be examined. Next, transportation and land-use planning will be examined in two regions-metropolitan Tokyo and New York City-to highlight the impact that varying policies have had on the spatial development of these regions. It is hoped that PRD decision-makers can draw lessons from the literature review and the policy decisions made in the two case study regions.

In this dissertation I explore how globalization and ethnic regionalism collide in the planning of the contemporary European city. Political-economic restructuring is making Europe simultaneously more integrated and regionalized. An emerging literature approaches such restructuring as a matter of geographic 'scale,' refraining globalization as 'rescaling' or 'reterritorialization,' often contested through a 'politics of scale.' These innovative approaches, however, need to be elaborated through case study. More, they fail to account for how globalization is not merely resisted, but is negotiated locally, particularly in the politics and landscapes of European cities where ethnic regionalism is resurgent. I ask: How may local politician and planners balance the external imperatives of globalization with the internal politics of regionalism, particularly in the cultural landscapes upon which a rescaled Europe must necessarily be constructed? I approach this question through case study of the city of Valencia, capital of the autonomous region the Comunitat Valenciana, emblematic of the European regionalization at which Spain is at the vanguard. Analyzing secondary literature, archival research of planning documents and newspapers, semi-structured interviews, and participant observation, I show politics in Spain to have long been defined by the politics of scale, revolving around issues of regional, cultural difference. Planning in capital cities like Valencia is thus central to efforts to consolidate regional territory, but the rescaling of urban space usually implies the transformation of traditional, cultural landscapes, like the irrigated croplands of the Horta that surround the city of Valencia. The politics of scale are both more contested and 'cultural' than the existing literature suggests, and they unfold in and through the cultural landscape. Globalization must necessarily be negotiated through what I call the cultural politics of scale, which are struggles to define the meaning of economic restructuring in political discourse and the material landscape. In Valencia, political leaders attempt to strike a balance between entrepreneurialism and regionalism in an ideology of entrepreneurial regionalism, which is manifest in both political discourses and new landscapes of economic development meant to materialize them. In the process, the cultural politics of scale remake local places and the global political economy simultaneously.

A personal social learning experience in itself, the thesis articulates the territory/function dialectic as an alternative, social learning paradigm of regional development planning. The current crisis affecting this activity is firstly diagnosed, the underlying problem is then traced to the prevailing orthodoxy, and, in its place, a new paradigm is offered. The story behind the thesis is told via a characterisation of the overall study process as a transition from objective empiricism to empirical subjectivism. The story features highlights of the main case study experiences as well as those insights gained during the actual creation, that is, in the writing, of the ultimate thesis. After identifying the desirable qualities in a contending paradigm, and elaborating the basic elements of the territory/function dialectic, particular attention is given to the significance of territory. This is complemented by a discussion of the fundamental change in the thinking of John Friedmann, who must be credited with originating the subject dialectic. A literature review is presented featuring a consideration of competing paradigms. A detailed contrast of the centre-periphery and territory/function conceptualisations is also presented before concluding with some critical revelations and key insights. The territory/function dialectic is seen to possess the attributes of both a substantive and methodological paradigm. The special paradigm status is bolstered by a consideration of geography's role in relation to the key concept of territory. The paradigm as a whole is seen to underpin an alternative epistemology combining critical science and social learning. The lessons from a social learning experience are elaborated in a revisitation of the original objectives-cum-working hypotheses. These lessons feature: the pursuit of more real theory; the social value of underdevelopment theory; the explicit role of the state as manifest in official practice; and the significance of learning through collective action. The territory/function dialectic is seen to provide the necessary link between theory and practice in an all encompassing manner. The thesis concludes with a review of certain basic, dialectical, dualities. There is also specific consideration of planning and social learning, entailing further distinctions between not only theory and practice, but also between scientific practice and social practice.

In our fast changing times, where political, religious economic structure are failing to meet the need for equitable and caring world. New radical approaches are called for. The challenges before us are unprecedented both within our country and globally. The challenges of our time include the fast changing climate conditions, persisting poverty and inequality. Due to the raising urban poverty and environmental uncertainties, the planning profession globally, has begun to engage with sustainable urban food system and policies. In the past urban agriculture was view as a rural activity hence it was not planned for in cities. Urban agriculture has been largely advocated as the primary strategy for poverty alleviation, improving food security and for economic opportunities. The city of Cape Town UA policy views Urban Agriculture as an economic opportunity and a livelihood strategy. However, the benefits of UA are more than economic opportunities. In the literature reviewed, urban agriculture has many benefits associated with health and social wellbeing and social cohesion, For this reason, a case study of the Two Rivers Urban Park, present opportunities of turning vacant and disused spaces into urban farming.

Cities in South Africa are currently experiencing rapid urbanisation, especially Cape Town. Infrastructure development has long been a critical component with a large amount of money invested in the development of hard infrastructure. However, in light of excessive stormwater runoff, the increased deterioration of surface water resources, degraded water quality, and the rapid progression of climate change around the global, many cities including Cape Town have progressed towards more sustainable forms of infrastructure development. Discourse surrounding sustainable development often encourages the improvement of the quality of urban areas without compromising the carrying capacity of ecosystems. This is a fairly new model in South Africa, which challenges the underlying principles of conventional infrastructural design and management. There is particularly an enthusiastic interest in the promotion of green infrastructure as a water sensitive design strategy in the management of stormwater and surface water. Presently, drainage systems for urban areas in Cape Town are constructed using principles of hard infrastructure, which often consist of complex man-made networks of underground tunnels and pipes that gather and direct stormwater runoff towards a surface waterbody. However, the extensive development of drainage infrastructure has led to increased stormwater runoff volumes, flooding, and flows. Urban stormwater runoff is known to be one of main sources of pollution and degradation of waterbodies, which has in turn resulted in the degradation of other environmental assets. Therefore, the planning, design, and implementation of infrastructural solutions there is a need to move towards a more sustainable and water sensitive model, in order to remediate these problems. Green infrastructure in this respect offers an opportunity to better manage both stormwater and surface water in a more holistic, cost-effective, efficient and ecological sound manner. The main objective of green infrastructure urban water management is to mimicking the natural hydrological cycle through various stormwater management interventions, in order to achieve what conventional drainage systems currently do and beyond their existing capacity. This dissertation uses Paarden Eiland as a case study and experimental project site in order to assess and investigate how green infrastructure can be utilised to effectively manage stormwater runoff and surface water within a heavily developed urban area. It explores the potential benefits this method of management provides in comparison to a conventional infrastructural approach of management. This study also highlights some of the critical issues and barriers that urban practitioners need to take into account when implementing such systems. A green infrastructure urban water management framework and conceptual layout are presented in order to demonstrate potential green infrastructure tools and strategies that may be used in retrofitting heavily developed areas, as well as provide guidance on how spatial planning can be utilised as a tool in the planning, design, and implementation of green infrastructure as well as in overcoming identified financial, technical, and institutional barriers.
