Objective. As an important content of the modernization of college physical education, the intelligent physical education in colleges and universities is a main form of the progress and development of college physical education. The authors studied the influencing factors, design ideas, and model choices of the construction of smart sports in colleges and universities, aiming at promoting the reform, innovation, and information management of college sports. Methods. The related problems of the construction of intelligent sports in colleges and universities were studied by the methods of literature and logical analysis. Results. Smart sports in colleges and universities is a new type of college sports based on information technology. At present, the construction of smart sports in colleges and universities is still in its initial stage, and there are many problems. The construction of smart sports in colleges and universities not only highlights the charm of college sports and expands and enriches the connotations of college sports but also shapes the brand image of college sports with health. The influencing factors of the development of smart sports in colleges and universities mainly include macro development environment, decision-makers’ behavior, and government support. In the process of the construction of smart sports in colleges and universities, the overall planning and design should follow certain overall ideas and specific ideas, and new development models of smart growth, demand, integrated governance, and integrated development can be chosen. Conclusion. As a refined management method of college sports, smart sports in colleges and universities is of great significance to innovate and deepen the reform of college sports. We must always pay attention to the development dynamics of relevant factors and understand the development trend of smart sports in colleges and the change of influencing factors, so as to seize the opportunity, timely adjust and change the development model of smart sports in colleges and universities, accurately improve the physical health of college students, and promote the intelligent development of college sports.

This research aims to identify quality standards in physical education colleges in Libyan public universities, in relation with educational literature and the most important drivers of interest in implementing the quality assurance and accreditation system in universities. To achieve the research objectives, the descriptive method using the survey method was used. The sample consisted of ninety (90) individuals from the executive management in the colleges, thirty-eight (38) quality coordinators in the departments in the colleges, and fifty-two (52) department heads. In this research, a questionnaire form was applied that included four (4) axes and fifty-eight (58) statements, and statistical treatments were applied using the SPSS version 2020 software. The most important results of this study are that the college sets its goals based on its vision and mission in line with the needs of society through effective strategies announced in a public place to be a reference for evaluating progress in the college. It was also concluded that the college’s human resources (trainers and administrators) are sufficient to perform the tasks assigned to them through the work of committees and work teams and writing periodic reports on achievements, work performance, and development. The College Council also makes its decisions according to clear and specific tasks with the formation of distinguished work teams. One of the most important recommendations of the research is the college council’s approval of formulating the college’s vision and mission, the need to emphasize the presence of a quality and accreditation office in every college and unit for every department in the organizational structure of physical education colleges in Libyan public universities, and the necessity of developing a guideline for quality standards for accreditation in physical education colleges in Libyan public universities.

Capstone engineering design courses have been a feature at research universities and four-year schools for many years. Although such classes are less common at two-year colleges, the experience is equally beneficial for this population of students. With this in mind, Madison College introduced a project-based Engineering Design course in 2007. This paper explores Madison College’s experience over the past decade offering this class. Unique challenges and opportunities for engineering design courses at two-year colleges are discussed. Our findings include several recommended practices to benefit colleges and universities at any level that are creating new engineering design courses.

The quality of higher mathematics teaching in colleges and universities is related to a variety of influencing factors, and the changing laws are very complex, which makes the current model unable to accurately evaluate the quality of higher mathematics teaching in colleges and universities. In order to solve the deficiencies in the current teaching quality evaluation process in colleges and universities and improve the correct rate of college teaching quality evaluation, a quality evaluation method based on big data is proposed, which reforms the information model of college teaching quality evaluation. The literature related to mathematics teaching quality evaluation is researched and analyzed, and the influencing factors of higher mathematics teaching quality evaluation in colleges and universities are established. Then, collect the data of the influencing factors of higher mathematics teaching quality in colleges and universities, and establish a learning sample of college teaching quality evaluation through the star rating of the teaching quality of colleges and universities by experts. Finally, the neural network and decision tree of big data technology are introduced to train the learning samples to form an evaluation model of higher mathematics teaching quality in colleges and universities. The results show that our method can achieve high accuracy.

The reform of the personnel system will continuously optimize the proportion and structural allocation of teachers’ resources in colleges and universities, improve the quality and efficiency of running schools, enhance the competitiveness and attractiveness of schools, and better achieve the school’s school-running goals. In order to obtain higher signal reconstruction accuracy and satisfy random matrix with a relatively small compression ratio, this paper combines QR decomposition, which is used to increase the column independence of random matrix, and gradient descent method, which can reduce the cross-correlation between random matrix and sparse matrix. Based on the actual situation of a certain university, this paper studies and designs a set of perfect and reasonable teacher performance appraisal system that meets the requirements of the college, analyzes and researches the current situation of teacher performance appraisal in the college, and finds out the problem. Combining the advanced concept of being good at performance appraisal with the actual situation of the college, it analyzes the problems in the teacher performance appraisal system, summarizes the reasons for the formation of the problem, further redesigns the teacher performance appraisal index system, and gives the relevant implementation of the system. The basic characteristics presented in the organization of colleges and universities will not change. With the continuous adjustment of the organization of colleges and universities, the goals of colleges and universities are also being adjusted. Colleges and universities should continuously improve the performance appraisal system of teachers to make the goals of teachers consistent with the development goals of colleges and universities, so as to continuously improve the basic quality and realization of college teachers.

Scientific and technological innovation ability of students is an important part of scientific and technological innovation in higher vocational colleges. There are few scientific and technological innovation achievements and low scientific and technological content of technical application achievements in higher vocational colleges at present, which are mainly caused by the single innovation organization form and weak innovation knowledge sharing ability. It is of great significance and value to explore the knowledge flow of scientific and technological innovation in colleges and universities and the collaborative innovation of college students. There is little research on the relationship between knowledge flow of scientific and technological innovation and collaborative innovation of college students in the existing literature, so this article has carried out relevant research. This article constructs the mathematical model of knowledge flow of scientific and technological innovation in colleges and universities, analyzes the stability of the mathematical model of knowledge flow of scientific and technological innovation in colleges and universities, and gives the framework of collaborative innovation ecosystem for college students. This article accurately measures the embedding of scientific and technological innovation resources in colleges and universities, the knowledge flow of scientific and technological innovation and the collaborative innovation performance of college students, and empirically tests the direct influence effect of embedding scientific and technological innovation resource network in colleges and universities on the collaborative innovation performance of college students and the moderating effect of the knowledge flow of scientific and technological innovation in colleges and universities. Finally, the corresponding experimental analysis results are given.

ABSTRACT In order to strengthen the physical education of college students, it is necessary to reasonably allocate university sports public service resources. In order to improve the allocation of university sports resources, this study constructs the Data Envelopment Analysis (DEA) model by analyzing the proportion of public sports service facilities in colleges and universities. Through the selection of input index and output index of sports public service facilities in colleges and universities, as well as selecting 20 colleges and universities as decision-making units, this paper constructs a DEA model, and studies the use of the DEA Tobit two-stage method to evaluate the matching efficiency of public sports service facilities in colleges and universities. The results show that the pure technical efficiency of sports public service facilities in colleges and universities is effective, and the scale efficiency of most colleges and universities is relatively high, and the proportion of sports facilities is relatively reasonable. However, there are still large problems in the proportion of public sports service facilities in colleges and universities, so it is necessary to adjust the proportion and scale of sports facilities allocation reasonably. This study verified the effectiveness of the DEA model in evaluating the proportion of public sports service facilities in colleges and universities, hoping to provide certain reference for improving the proportion of public sports service facilities in colleges and universities.

In view of the outstanding problems of cognitive bias, inaccurate positioning, one-sided means, and disregard of results in the process of shaping labor spirit in applied colleges and universities, the university should grasp the three key words of local, applied, and open system construction in the stage of spirit generation, use specific tactics to promote the combination of educators, educated and educational influence in the stage of spirit strengthening, and form the overall style and action of interpreting labor spirit by the struggle in the stage of spirit sublimation. However, at present, teaching, scientific research, and social services are mainly used as the important basis for teacher evaluation in college talent evaluation. The evaluation mechanism is not perfect, the evaluation standard is single, the evaluation methods are convergent, and evaluation mechanism of the academic circles on evaluation, etc. The research on the problem is still very weak, and the development of college teachers is increasingly affected. It is urgent to build a set of accurate classification and evaluation systems for college talents. It optimizes the development space for graduates of higher vocational colleges. While the enrollment of junior college graduates for degree programs is expanding, the education system of degree programs for junior college graduates and higher vocational colleges in China has also ushered in a new round of challenges and development opportunities. At present, the education system for degree programs for junior college graduates is not sound enough, and the interface with higher vocational colleges is not close enough. Moreover, there are problems such as poor communication of students moving from higher vocational colleges to universities for undergraduate education and fluctuating quality of personnel training and education. Therefore, it is of significance to study the problems of major offerings in higher vocational colleges. In our study, we took higher vocational colleges in Xiamen as an example. And we systematically study and then analyze the universities offering degree programs for junior college graduates and their majors. Finally, the problems in the connection between the majors of higher vocational colleges and those of universities with degree programs for junior college graduates are discussed, and suggestions are given for the study. Moreover, the universities should respond to the real-time development policy of the country and cultivate interdisciplinary personnel with solid theoretical foundation, innovation skills, research capabilities, professional expertise, and practical skills for social development.

A mathematical model for assessing the efficacy and usefulness of classroom activities in colleges and universities is constructed. Teaching contents, teaching attitudes, teaching methods, teaching effects, test results, and students’ performance are introduced as comprehensive evaluation factors, and a decision-making model for assessing the success and efficiency of classroom activities in colleges and universities is established by adopting scientific, reasonable, and systematic teaching methods. Through the grey correlation analysis of classroom teaching quality, the delay characteristic analysis and the adaptive parameter adjustment method are adopted. This paper constructs the optimal Apriori algorithm model of college teaching classroom activities, constructs the optimal evaluation function model of college teaching classroom activities effectiveness evaluation by the method of support-confidence joint estimation, extracts the optimal quality parameter set of college teaching classroom activities by the optimization detection method and association rule mining, and realizes the effectiveness evaluation and multi-dimensional parameter estimation of college teaching classroom activities by the optimized Apriori algorithm. The test outcomes confirm that this technique is reliable in evaluating the effectiveness of classroom activities in colleges and universities, and the directional distribution of association rules of classroom quality in colleges and universities is significant, which meaningfully advances the classroom teaching levels and quantitative evaluation abilities.

The test results show that the fitness level of using this method to evaluate the effect of art education in colleges and universities is high, the score of the evaluation effect of art education in colleges and universities is significant, and it is in a good state in the evaluation index score table, indicating that the evaluation effect is accurate and reliable.

With the explosive development of the Internet information age, the “post-1995” college students in the growth and development period are easily misled by some bad culture. Colleges and universities need to improve the level of red culture education to avoid college students’ lack of recognition of the value of red culture to different degrees.Therefore, when carrying out moral education, college teachers should take college red culture as a means of moral education and use local red resources to guide students correctly, so as to improve the effect of ideological and political education of college students.Taking the red culture in Nie Er’s hometown as the starting point, this paper gives a detailed definition of the connotation and importance of red culture education in colleges and universities, and analyzes the situation of red culture education in Nie Er ’s hometown and the problems it faces, using various research methods such as literature, field research and questionnaire. From the value-oriented effect, patriotic classroom position construction, psychological exchange platform, the expansion of moral education team in colleges and universities to explore the innovative way of red culture education in colleges and universities in Nie Er’s hometown.

English education has gained greater popularity due to the demands of international economy as well as international politics. College English education is also a part of national English education. However, the English education mode in colleges and universities has certain defects, and it still adopts traditional English education methods to impart knowledge to college students. This limits the interest of college students in learning English. The class hours and assessment mode of English education in colleges and universities limit the time for English learning in colleges and universities, which is also one of the reasons for the disadvantages of college English. Today, with the development of information technology, college English education should consider more technological elements to improve quality of English education in colleges and universities. Micro-video technology is a kind of video with interactive and real-time characteristics, which can be free from geographical restrictions. There are also many English education videos in the micro-video technology, which has a richer background of English knowledge and local customs. This research uses micro-video technology to assist English class level in universities. This research also considers big data theory to extract relevant features in micro-video technology to improve level of college English education. The research results show that micro-video technology can improve learning interest of English students in colleges and universities. CNN and LSTM methods can better predict student grades, student performance characteristics, and teacher performance characteristics. The hybrid CNN-LSTM algorithm has higher accuracy in predicting relevant features of college English teaching compared to the single CNN method. This also shows that the micro-video technology has great temporal characteristics in English teaching. This is a friendly study for improving the quality of English teaching.

Abstract We present a method of ranking U.S. undergraduate programs based on students’ revealed preferences. When a student chooses a college among those that have admitted him, that college “wins” his “tournament.” Our method efficiently integrates the information from thousands of such tournaments. We implement the method using data from a national sample of high-achieving students. We demonstrate that this ranking method has strong theoretical properties, eliminating incentives for colleges to adopt strategic, inefficient admissions policies to improve their rankings. We also show empirically that our ranking is (1) not vulnerable to strategic manipulation; (2) similar regardless of whether we control for variables, such as net cost, that vary among a college’s admits; (3) similar regardless of whether we account for students selecting where to apply, including Early Decision. We exemplify multiple rankings for different types of students who have preferences that vary systematically.

In the network environment, two-course educators must enhance the awareness of the times, take the initiative to occupy the network position, and carry out two-course education for college students in the new position. At present, the educational needs of colleges and universities are integrated with information technology. In order to promote the establishment of the “Two Courses” education and teaching evaluation system in colleges and universities, this paper adopts some college evaluation theories to analyze the ideological education evaluation in colleges and universities. It constructs a model to promote the development of teaching evaluation in colleges and universities. At the same time, the evaluation of college teaching under the background of Internet is analyzed by neural algorithm. Through the optimization of the existing evaluation system, the optimization of the corresponding work is completed. This article has carried on the simulation verification; through the time characteristic analysis of the verification system, it provides the reference value for the establishment of the evaluation system of two-course education.

With the development and progress of network technology, the teaching mode of college physics experiment is also increasing, which speeds up the pace of experimental teaching reform. After analyzing the feasibility of online and offline hybrid teaching, combined with the characteristics of college physics experiment teaching, the online and offline hybrid teaching mode is applied to college physics experiment. The experience of online experimental teaching is summarized, and the online and offline mixed teaching mode is reflected and prospected. The mixed teaching is gradually and widely applied to the network teaching in colleges and universities, which can effectively make up for the shortcomings of the current traditional classroom teaching in colleges and universities, and promote the reform of the teaching mode in local colleges and universities.
