There are two prevailing views today about our forests and natural resources. Both views are considered the "right" view, each position comprising a set of values by which we make decisions and choices about using our natural resources. The "dominant world view," is anthropocentric and agriculturally based, with a strong belief that we can "fix" environmental problems through the use of technology. The key result of this view is a belief in the efficiency of economic expansion and its continued growth. The second view maintains we are part of nature, not masters of it, and that we have developed an arrogant attitude toward nature, believing we have the right to do as we wish regardless of the consequences. The result of this view is a belief in the interconnectedness of all life, thus all life has rights. This work argues that the "dominant" worldview shaped the policies of the U.S. Forest Service (USFS). Consistent with this worldview, the USFS management. paradigm was to provide the greatest return, a commodity-driven focus. However, when public values changed towards a more ecocentric view, the USFS should have reevaluated its method of doing business. Instead, it remained entrenched in its management objective- timber production. After the courts enjoined the USFS against cutting in the Pacific Northwest, aftet struggling with confrontational environmentalists and increased activism within the agency, the USFS attempted to re-write its management paradigm. However even though the policy sounds eco-friendly, the USFS is still mandated by Congress, and forced by appropriations approved by Congress, to cut trees. Different ideologies are accommodated only when they do not conflict with economics. Thus, in spite of changing values, it is still business as usual.

This qualitative study of representative bureaucracy examines the extension and limitations of liberal democratic rights by connecting environmental and social history with policy, individual decision making, gender, race, and class in American history. It documents major cultural shifts in a homogeneous patriarchal organization, constraints, advancement, and the historical agency of women and minorities. "Creating a Multicultural Forest Service" identifies a relationship between natural and human resources and tells a story of expanding and contracting civil liberties that shifted over time from women and people of color to include the differently-abled and LGBT communities. It includes oral history as a key to uncovering individual decision points, relational networks, organizational activism, and human/nature relations to shape meaningful explanations of historical institutional change. With gender and race as primary categories, this inquiry forms a history that is critical to understanding federal bureaucratic efforts to meet workforce diversity goals in natural resource organizations.

This dissertation traces the history of cattle grazing at Saguaro NP, Organ Pipe Cactus NM and Fort Bowie NHS in southern Arizona. This collection of studies examines the factors affecting that use, the ranchers who made their living from the landscape, and the federal land managers responsible for sustaining the natural and cultural resources.

A dominant industry on arid public lands since the Civil War, grazing was altered by a variety of influences: environmental and human-derived. Ranching communities developed from homesteading settlements. Success was determined by climate, topography, and natural resources; social and cultural pressures; economic events and political legislation; and later federal regulations and decisions.

The first agency to oversee grazing, USFS was under constant pressure to maximize short-term human benefits. The NPS Organic Act of 1916 mandated conservation of natural resources "by such means as will leave them unimpaired for future generations" and yet approved cattle grazing, an extractive use, under USFS management. Park managers were frustrated by grazing practices not under their control. Parks were at a cultural and social disadvantage. Residents and politicians often expressed displeasure at park reservations; communities feared that parks would interfere with local industries.

Park employees supervised visitors and developed recreation infrastructure; they came with little experience to manage livestock. Lack of funding for research, limited manpower, and political and administrative interference allowed cattle grazing to continue unregulated for decades altering vegetation and enhancing erosion. In the 1960s, changing values from the environmental movement, the waning power of the livestock industry, and the rise of activist scientists impelled NPS to act. Without monitoring data, NPS turned to legal opinions to terminate grazing.

Now grazing is regulated and carefully monitored. NPS is mandated to incorporate research results into management decisions. Older grazing permits are being retired, but land acquisitions for park additions add new management challenges. Purchasing permits offers a new but financially limited opportunity to protect sensitive lands. Grazing has ended at all three parks, yet ecological changes and historic structures remain. As cultural and administrative legacies, those remnants offer opportunities to interpret a significant regional tradition and an untold controversy.

Pluralism, the dominant theory in citizen involvement in the United States Forest Service since the 1950s, has prolonged the process of determining the public interest by promoting the use of appeals and lawsuits. The advent of more collaborative public involvement strategies in the past fifteen years offers the opportunity to assess whether participatory democracy offers a better paradigm for determining the public interest. This research focused on four cases of reported successful collaboration in Region One of the Forest Service and involved in-person interviews with 17 Forest Service officials and 24 citizen and interest group leaders. The researcher translated pluralist and participatory democracy paradigms into characteristic human actions and behavior in the setting of Forest Service public involvement, then analyzed reported actions and behaviors accordingly. Interviewees were asked to choose between two contrasting descriptions of group culture to characterize interactions with the Forest Service, one drawn from the rational choice model in the pluralist paradigm, the other from collaborative literature in the participatory democracy paradigm. Collaboration was rejected as a term for analysis because it lacked specific definition among both Forest Service and public interviewees. Instead, the researcher analyzed the cases using characteristics of participatory democracy drawn from civic republican theorists that also encompassed the characteristics contained in textbook descriptions of collaboration. Two of the cases had all characteristics and provided empirical examples of participatory democracy at work. Another of the cases used stakeholder negotiation that contained some of the aspects of participatory democracy, but lacked the characteristics of being voluntary and of fostering a sense of community. The last case used informed consent and was found to be a combination of participatory culture and synoptic administration. Based on these cases, the researcher concluded that public involvement that uses a participatory democracy paradigm has the potential to increase public trust in the Forest Service and to minimize appeals and lawsuits by creating strong diverse support for Forest Service decisions. The research also examined characteristics of the leadership in the cases and found trust and integrity to be essential to creating a participatory democracy paradigm.

This is a historical study of the intersection of political economy with natural resources management, as played out on the national forests between 1945-1991. Specifically, it focuses on two core national forest management policies; sustained yield and multiple use. These two policy directives represent an attempt by the public and elected officials to apply principles of sustainable development to publicly-owned forest lands, and to ensure that a wide variety of both market and nonmarket forest values are preserved for the benefit of present and future generations. Interest groups, the Forest Service, and policy makers have conceived of sustained yield and multiple use in different and evolving ways over the years. This study explores how these principles have been variously defined and either implemented or thwarted. After World War Two, with escalating demands on national forest resources, the U.S. Forest Service turned to "intensive management" as a technological method of enhancing natural forest productivity and mitigating the environmental effects of increased use. But the agency's optimistic vision of efficient, sustained production of forest commodities through technical mastery over nature has met overwhelming fiscal, environmental, technical, and political obstacles. Nevertheless, agency leaders, industry advocates, and politicians have consistently promulgated an optimistic faith that intensive applications of labor, capital, and technology can maximize and harmonize multiple uses, rehabilitate damaged resources, and sustain high levels of outputs in perpetuity--despite repeated failures to achieve balanced multiple use management and to manage grazing and timber extraction at sustainable levels. The conspiracy of optimism ideologically justifies continued unsustainably high levels of resource extraction. Changing public values since the 1960s and the popularization of ecology have initiated a growing skepticism toward the premises of intensive management. At the same time, field level forest managers have grown frustrated with top-down imposition of resource production quotas and the lack of adequate political, fiscal, and organizational support for sound forest management. As the last old growth forests fall to the chainsaw, and as the federal subsidies required to access these remote timber stands on the national forests escalate, public controversy deepens. In this decade of the national forest centennial a revolt of conscience has erupted among grassroots Forest Service personnel, and a strong challenge from the environmental community has gained momentum. Another major period of policy evaluation and revision appears to be taking place. Whether the conspiracy of optimism can continue to sustain the old status quo is questionable.

Over the last three decades, collaboration has come to the fore as a way to address natural resource management problems that are often complex and contentious. As such, a new way of doing business has emerged for the United State Forest Service (USFS) as it engages community members in collaborative governance arrangements created to address forest management issues. USFS field-level personnel and the community stakeholders involved in collaborative governance arrangements expend valuable and limited resources to obtain collaborative outcomes. Field observations suggest that in order for collaborative outcomes to be durable and maintain longevity, changes must occur at the organizational level. However, few existing studies that document organizational changes made by natural resource land management agencies as a result of the agency’s engagement in collaborative governance arrangements with community stakeholders. This dissertation provides theoretical and practical insights into the organizational changes occurring at three USFS field offices.

This exploratory, qualitative study employs a case study approach and semi-structured interviews were conducted with agency personnel and non-agency stakeholders. Document analysis of meeting minutes and personal observation data were also conducted. The data yielded the richest results when interpreted through three overarching theoretical lenses: organizational change, public administration, and collaborative governance. The results revealed that organizational changes are occurring at the field-level as a result of the actions of individual actors as they cross organizational boundaries. The outcomes of these changes can be beneficial to the agency, but a cautionary tale is presented suggesting that collaborative processes may impede, if not derailed, by power imbalances. The role of trust, or more accurately, the lack thereof, and its ability to change organizational boundaries and create power imbalances in the shared decision-making arena emerged as finding of importance to land managers and collaborative governance theory.

This dissertation advances the scholarly and practical knowledge of organizational change by presenting empirical evidence of the impact of community collaboration on federal natural resource agencies. It is necessary for the leadership of the USFS to understand their role in the collaborative process and to understand how and why these changes are taking place if they are to be sensitive to the added pressures and tensions that collaboration brings to their individual staff members. Managers in the USFS will need to be cognizant of the attributes of trust and should encourage their staff to build trust with stakeholders if they wish to maintain equitable power positions in the shared decision-making process. Future research that provides evidence of the linkage between organizational change, trust, and power would be useful in further understanding how the collaborative process and the collaborative behavior of individuals in natural resource management links to the outcomes of collaboration.

The United States Forest Service planning processes, which are driven in large part by the requirements of the National Environmental Policy Act (NEPA), are a part of all major (and some minor) land management decisions by the agency. The outcomes of these processes are the result of multiple factors, many related to the manifold smaller incremental decisions made by agency personnel directing the processes. Through qualitative review of 21 NEPA documents and 5 case study processes in which we interviewed decision makers, team leaders, and team members, this study examines those incremental decisions and the factors that drive them. Risk emerged as a dominant lens through which agency personnel weigh and make process-related decisions. We identify the different types of risk perceived by agency actors and the risk management strategies they employ. Our interviews suggest that different actors within the agency tend to assume responsibility for responding to different forms of risk associated with particular tasks. Most time and energy appears to be focused on minimizing process-related risks, especially those caused by external entities in the form of public opposition and threats of appeal/litigation, rather than resource-related threats. We discuss the potential implications of this focus and its associated strategies on organizational and social learning within agency planning processes, on adaptive ecosystem management, and internal agency relationships and morale.

Using ecological literature and an ethnohistorical approach, this dissertation examines the nature and extent of environmental change resulting from European colonization in Virginia, the Carolinas, and Georgia.;European explorers in the Southeast saw mixed hardwood forests, pinelands, savannahs, marshlands, and inland swamps. These diverse habitats were home to an infinite variety of wildlife, including whitetailed deer, black bears, wild turkeys, buffalo, elk, and beaver. The landscape had been shaped by long-term ecological change and by varying patterns of topography, rainfall, and fire.;The environment had also been altered by Indians. Southeastern Indians were neither despoilers nor conservators of nature. Seeking subsistence and survival, they fished, farmed, hunted, and periodically burned the woods, all of which affected the various ecosystems.;Early contact between natives and Europeans introduced Old World diseases into the Southeast which killed Indians by the thousands. With their culture torn apart by depopulation, the natives ensured their survival by finding a place within the European system. Indians willingly supplied colonists with animal skins, meat, and medicinal plants, a systematic trade which led to the extinction of buffalo and elk and nearly wiped out beaver, deer, and ginseng.;Agricultural clearing by colonists reshaped local climates. Selective cutting of white and live oak, white cedar, and baldcypress made those trees scarce in settled regions. Naval stores production reduced sizeable tracts of pinelands to patches of scrubby hardwoods.;Commercial agriculture exhausted and eroded soils. Domestic animals destroyed native grasses and woody plants. European grasses and weeds, carried by transplanted livestock, replaced indigenous species. Agriculture and ranching simplified existing relationships between plants and animals, creating an ecologically unstable "new South.".;Attributing such changes solely to European capitalism is an oversimplification. Since his arrival in North America, man has been alienated from nature. The innovations of a capitalist economy triggered complex cultural interaction between Indians, colonists, slaves, and the land itself, a dialectic which pushed all three groups toward exploitation of the environment.

Many products are harvested from the forests of the United States in addition to timber. These non-timber forest products (NTFPs) are plants, parts of plants, or fungi that are harvested from within and on the edges of natural, disturbed or managed forests. Often, NTFPs are harvested from public forests for the socio-economic benefit they provide to rural collectors. Social science and market research methods were used to examine the extent that NTFPs are addressed in national forest management plans, identify and explore issues that affect their management, and determine the attitudes and perceptions of forest managers at various levels within the U.S. Forest Service. Non-timber forest products have not been considered in national forest management plans to the extent that have other forest resources. Fewer that 25 percent of the current management plans for the national forests of eastern United States address NTFPs. However, the Forest Service Directive System provides sufficient policy and procedural direction at the national and regional level for the management for NTFPs and legislation enacted in 2000 directs the Forest Service to develop a pilot program to beginning managing for these products. Managers with expertise and education in botany, wildlife, recreation, and wilderness had significantly more positive attitude toward managing for NTFPs than did managers with a more traditional (timber-based) educational background. A regression model of intention to include NTFPs in the forest management plans was developed using data from forest managers and based on the Theory of Reasoned Action. Both attitude and perception were found to be significant determinants of behavior intention. A common perception among forest managers is that NTFP management is not an issue of public concern. Also, managers do not perceive that the lack of management is a problem. Without a visible and vocal constituency, the impetus for change must necessarily come from within the organization. Efforts by the U.S. Forest Service to manage for NTFPs will be hampered by a lack of information and expertise. But, the activities of more progressive national forests suggest that sufficient knowledge does exist for the agency to take a more proactive approach to management.

In the early twentieth century, reformers within the U.S. War Department attempted to create a more robust and formalized reserve system to augment the regular army. While many regular officers advocated a federalized reserve, they were opposed by members of the National Guard Association, who insisted that state troops remain the nation’s second line of defense. In 1903, Congress passed the Dick Act, which stipulated that militia and National Guard units would continue to serve as the primary reserve to the regular army. To ensure Guardsmen were up to the task, Congress also required that state units conform to the regular army’s organization, armament, and discipline. This thesis examines the changes facilitated by the Dick Act within Pennsylvania’s National Guard, by focusing specifically on a single unit- the 1st Regiment of Infantry. It begins by exploring failed efforts by federal and state officials to change the 1st Regiment by 1908. It then examines the effects of increased federal funding and oversight on the regiment after 1908, and how these factors led to changes in the way the unit trained. Annual reports from the Adjutant General of Pennsylvania and the Chief of the Division of Militia Affairs provided the majority of the information for this thesis. Contemporary periodicals and documents maintained in the First Regiment Infantry Museum also helped to shed light on the activities of the 1st Regiment between 1903 and 1912. This thesis concludes that by 1912 the 1st Regiment achieved relative parity with the regulars in terms of organization and equipment, the type of field training it conducted, and the type of training its officers attended.

ABSTRACT The purpose of this paper is to evaluate and discuss the evolution of forest management practices in the United States. The paper discusses the trends in forest management that have occurred within the United States in general, and specifically within the western (Oregon) and southern (North Carolina and Florida) United States. The trends discussed include the three (3) to four (4) epochs of management and use that are generally accepted within the forest management literature, with the exception of North Carolina that is in the process of a fifth (5). The comparative analysis within the paper discusses the western model of management which tends to be distinctly different from the southern model in terms of regulatory approaches. The western model (i.e. Oregon) tends to be highly regulated, while the southern model is primarily voluntary, and quasi-regulatory in terms of using alternative mechanisms of regulation (i.e. Best Management Practices that regulate water quality). The paper also discusses the role of professionalism within the various forest services in each state, although the regulatory mechanism is the most important explanatory variable. In general, each state's forest services tend to be highly professional with licensing requirements, educational services and cooperative management. The two models are also distinctly different in terms of ownership, with Oregon being owned (nearly 50%) by the public, whereas the southern states are dominated by Nonindustrial Private Forest Owners (NIPF).

During the period of the late 1920s through the late 1940s, a most remarkable event in the history of American social work emerged: the development of a vital radical trade union organizing effort known as the ''rank and file movement." Born within the growing economic crisis of the 1920s and maturing in the national economic collapse and social upheaval heralded by the Great Depression, the rank and file movement would attract the support and membership of thousands of professional social workers and uncredentialed relief workers in efforts to organize social service workers along the lines of industrial unionism. Within its relatively short life span, the rank and file movement would grow in sufficient number and influence to challenge both the prevailing definitions of social work as a profession - its form and identity and the essence of its function - its practice. It is the thesis of this study that an understanding of the rank and file movement is central to a modem understanding of our profession. The origin, development and demise of the rank and file movement reflects more than the historical curiosity of a momentary tendency in the evolution of a profession; rather, it reveals the enduring legacy of individuals, organizations and collective intellectual discourse in common struggle for the possibilities of a more just and democratic social order. And, perhaps unlike any other profession, the domain of social work is historically one uniquely born of this struggle, encompassing the self-imposed imperatives and paradoxes of morality, socially purposive service and scientific rationality. Consequently, this study seeks to inform the terms of this enduring legacy within the dynamic world of social work. It does so by: 1) locating the history of the rank and file movement within the context of an evolving profession; 2) analyzing this specific history of a profession within the context of broader social and political forces that defined both the limits and potentials of that evolution; and 3) assessing the implications of this history for social work in terms of its past, present and future.

The study of women at Southwestern Louisiana Institute — now the University of Louisiana at Lafayette — during World War II on the American home front serves to show how young women responded to wartime necessities while at the same time reacting to the evolving and often contradictory meaning of womanhood and the sexual division of roles on the home front. On Southwestern's campus women's visible presence and expanded education included the areas of war work, athletics, and leadership within academic circles on campus. Women on campus used their war efforts to claim expanded opportunities on campus that allowed them to be not only “Victory Belles“ who sold war bonds by looking pretty — in keeping with more traditional feminine roles — but also to participate in athletic competition and military training, gaining access to more institutional resources. As Victory Belles, female students at Southwestern initially responded to the war by making defense work part of their traditional female social spaces but worked toward fostering an environment conducive to recruitment, as women began to consider joining the war effort off campus. In order to prepare themselves physically for the war effort, women at Southwestern also approached athletics with wartime goals in mind. Women on university grounds, although pursuing expanded educational opportunities, did not reject domesticity. Women at Southwestern rather sought to broaden their academic circles and educational goals by becoming leaders and challenging initial stereotypes of women that existed before the war that categorized women's worth as primarily domestic. These young women, as campus officials concentrated on adjusting to a war–centered environment, used the war to go beyond the established curriculum to widen their sphere of influence at Southwestern during the mid–1940s. The expanded opportunities women pursued helped Southwestern in the postwar environment embrace co-education within numerous social spaces at the university.

Between 1913 and 1964, automobile roads appeared throughout the Cascade Mountains around Mount Hood, just east of Portland, Oregon. From elaborate scenic highways to primitive dirt trails, each had its own story. Many of them are gone today, decommissioned and decomposing with the rotting understory soil of the forest. However, some remain as the most utilized spaces in Mount Hood National Forest, one of the most popular public land units for recreation in the country, owned and managed by the United States Forest Service. "Seeing the Forest for the Roads" uncovers the history of why roads were built, who planned them, and how they were used. At the same time, it seeks to answer the question, how do roads shape the way that people view wild nature? As places that are simultaneously easily accessible and "untrammeled," wilderness has much to do with roads. But it has even more to do with the people that envisioned, constructed, and used the roads. The story that follows is divided into four sections, from the Progressive Era, through the Roaring Twenties, New Deal years, and into the mid-twentieth century. It concludes with the Wilderness Act of 1964, a profound, important statement about the relationship between technology, nature, and human beings, which singled out roads as the most visible, damaging threat to the existence of wilderness as modern Americans know it. I argue that in order to understand wilderness as both a legal term and a social construct, scholars must look at the roads themselves, particularly from a local, on-the-ground perspective. In the end, what results is a more nuanced understanding of the twentieth-century history of technology and nature, as well as the social, cultural, and intellectual context that produced both sides of the same coin in wilderness.

On 23 April 1964, five months after assuming the office of President of the United States, Lyndon B. Johnson launched the "More Flags" program as United States policy. While the publicly stated purpose of.the "More Flags" program was to obtain as much non-military free world aid for the Republic of Vietnam as possible, the program's principle goal centered around Lyndon Johnson's desire to obtain an international consensus for America's policies toward Vietnam and Southeast Asia. The "More Flags" program continued to serve both goals for the remainder of Johnson's presidency. Although started with high expectations of success, the "More Flags" program never succeeded in achieving the levels of international cooperation Lyndon Johnson desired. In fact, the program's significant lack of success necessitated a number of changes, during the program's first year, in both its stated goals and in the methods used to prosecute it's implementation. The most important of these changes would be Washington's use of the program's beneficent objectives to mask it's use as the means through which the United States would purchase mercenary troops to fight in South Vietnam. "Mercenaries in Service to America: The 'More Flags' Foreign Policy of the United States," presents the available history of the "More Flags" program during the years of the Johnson Presidency, with an emphasis on the documentation of the program's use as a disguise for America's obtaining mercenary forces from the Republic of Korea, the Philippines, and Thailand. The non-mercenary troop contributions from Australia and New Zealand are likewise examined. The majority of documentary evidence comes from the original sources documents in the Lyndon Baines Johnson Presidential Library in Austin, Texas.

The American Revolution was a war of movement over great distances. Timely intelligence regarding the strength and location of the enemy was vital to the commanders on both sides. Washington gained his early experience in intelligence gathering in the wilderness during the French and Indian War. By the end of the American Revolution, Washington had become a skilled manager of intelligence. He sent agents behind enemy lines, recruited tory intelligence sources, questioned travelers for information, and initiated numerous espionage missions. Many heroic patriots gathered the intelligence that helped win the War for Independence. Their duties required many of them to pose as one of the enemy, and often incur the hatred of friends and neighbors. Some gave their lives in helping to establish the new American nation. It is possible that without Washington's intelligence service, American independence might not have been won.

This dissertation is a case study of a public policy decision, the decision to shift the military manpower policy of the United States from conscription to a policy of complete volunteerism--the all-volunteer force. The case study approach is largely historical and is concentrated on the turbulent period between 1965, when the United States' combat role in South Vietnam escalated sharply, and 1973, the year of American withdrawal from the war and the last Selective Service System draft call. A brief history of the military manpower policy of the United States is outlined in order to set the case study period within the proper context and to permit a fuller understanding and appreciation of the policy decision. In order that the case study may have potential application to the study of other public policy decisions, a theoretical model for changes in public policy-making is developed based on the research of public policy-making theorists. This model, which is largely adapted from the theoretical work of ~he Agenda-Building Theorists, is compared to the events and inter-actions of key players in the case study. Although conclusions about a wider applicability of the model is not possible, it can be concluded that the theoretical model does fit the events and circumstances contained in the case study. In addition to attempting to derive a working theoretical model of change in public policy-making, a secondary purpose of the research is to address the nonnative aspects of the shift in policy from conscription to volunteerism. Based on the pattern of American military manpower policy, it appears that Anglo-Saxon liberalism, rooted in the freedom of the individual, is an extremely strong strain in American thinking, and that the relatively long period of conscription in the United States after World War II was an anomaly in the history of American military manpower policies.

Gouverneur Morris had an influence on the foreign policy of the Washington administration. This thesis will be focusing Morris' career as foreign minister to France. Morris served as the American minister to France during the French Revolution and reported to the Washington Administration on the events that transpired during that event. This thesis intends to show what impact Gouverneur Morris had in keeping the Washington administration neutral during this tumultuous time from his own point of view and various others with whom he corresponded with during his time as minister, most notably, George Washington. Morris' private diaries and letters will be used to show the information that Morris was relaying to Washington during the revolution. Along with this, Washington's diaries and letters will show how that information influenced his decision on how to pursue a foreign policy in regards to Europe, in particular France.

This project seeks to include the historical significance of women in the Foreign Service and subsequently the United States Department of State between 1942 and 1964. Using the life and experience of Margaret Parx Hays, one of fewer than three hundred female foreign service officers before 1960, this study explores the importance of examining women at the "ground level." This narrative examines the life of Hays at several different duty stations and her experience navigating a male-dominant workplace congruent to the political and diplomatic missions of each stations. Hays was stationed in Buenos Aires, Argentina (1942-1945); Bogota, Columbia (1945-1947); Rio de Janeiro, Brazil (1948-1950); Washington D.C., U.S. (1951-1954; 1959-1962); Manila, Philippines (1954-1956); Mexico City, Mexico (1956-1958); and Hong Kong, China (1962-1964). Throughout the deployment at each station, Hays was confronted with major political events in her duty station's history or in the intersection of American foreign and domestic policy. Through the use of Hays's archived collection of personal papers, including letters and newspapers, this thesis presents a more representative story about women and about the Department of State as a larger whole than previous scholarship that has ignored how gender affected diplomatic history.

The public tends to think of war memorials as fixed monuments, but I argue that the American and Canadian Legions served as living memorials that acknowledged veterans’ war-time service by providing service to veterans and to the public. This dissertation focuses on how Legionnaires interacted with one another and with their local communities during the interwar years to construct memories of the First World War. By analyzing local chapter records from Michigan, New York, and Ontario, Canada, this case study highlights the contrast between the organizations’ national and local activities. The local posts’ and branches’ wide range of activities complicated the national organizations’ collective memories of the First World War. A new way to construct a holistic depiction of veterans’ organizations is to study them as living memorials. From this perspective, all of their day-to-day activities fulfill the larger purpose of preserving and perpetuating the memory of their war experiences. At the national level, the American and Canadian Legions advocated for legislation to benefit veterans, but it was primarily at the local level where rank-and-file members shaped the Legions’ collective memories of the war. This study explores elements of those memories, including sacrifice, service, and camaraderie, through the tensions that sometimes arose between the national leadership and the local chapters and compares the American and Canadian Legionnaires’ experiences.

The analysis is intended to show that only a nominal amount of artifacts stored at WACC are actually subject to NAGPRA guidelines regarding funerary objects and perhaps more importantly that the curation procedures and conditions surrounding the acquisition of these objects has negatively impacted their research value.

Using a wealth of secondary and primary sources; such as town records, diaries, tax valuations, and genealogical data, this project will attempt to shed light on the reaction of Dedham, Massachusetts, and its middle class, to military service during the American Revolution. Although extremely responsive during the opening months of the war, Dedham's middle class became reluctant to contribute its fathers and sons to the military cause when the war moved outside of their periphery, and for good reason, they needed them back home. This study determined that the lack of zeal on the part of the town's middle class was part and parcel of historical, economical, and political factors that combined to keep the fathers and sons of Dedham from serving in the war. Although declining to serve in the Continental Army, Dedham was able to continue its support for the war effort by hiring others to do the fighting for them.

This study investigates the current bureaucratic struggles that exist within the U.S. intelligence community as a result of the Intelligence Reform and Terrorism Prevention Act (IRTPA) of 2004. The first part of this research examines the history of intelligence reform in the United States beginning with the National Security Act of 1947. The second part provides an in-depth discussion of the 2004 legislation as well as an examination of the main bureaucratic conflicts that have arisen between the Director of National Intelligence (DNI) and the rest of the U.S. intelligence community. This study used the bureaucratic politics model to explain the development of the current disagreements, the reasons behind the DNI's struggle for power, and the intelligence community's inability to adapt to the reform. This research determined that the current conflicts have occurred as a result of the unclear authorities issued to the DNI by IRTPA and have been further exacerbated by interest-driven intelligence agencies and a well-developed culture that has proven difficult to abandon. This research also provides insight into several alternative approaches that can be used to explain the current U.S. intelligence reform process. Additionally, recommendations were made for reducing the bureaucratic friction that currently exists within the intelligence community and to strengthen the overall authority of the Director of National Intelligence.

This PhD examines the role of British intelligence in Anglo-American relations during the period of American neutrality in the First \Vorld \Var. Unbeknownst to the Americans, British intelligence began to intercept and decrypt virtually all American diplomatic telegrams between Washington and U.S. diplomatic outposts throughout Europe. Although several studies of Anglo-American relations in this period exist, none consider British intelligence's role. Providing an analysis of the relevant cod.es and cryptographical developments during the war, the thesis traces British intelligence's progress in deciphering these various diplomatic codes and offers an analysis of the distribution and use of this intelligence material. Through an exploration of this intelligence aspect, this thesis challenges existing interpretations of British and American policy in this period. A crucial conflict at the heart of British policy-one missed by previous historians-existed over the importance of the United States. Presaging America's international role later in the twentieth centu1y, many of Britain's leaders came to seriously doubt that, without the United States, the war remained winnable at all. Yet these officials contended with a second, powerful faction that remained wedded to outmoded ideas of America's limited relevance on the global stage and that refused to accept the existence of practical limits to British power. This conflict play~ out in several areas of British policy-over diplomatic, military, financial, and political affairs. Intelligence, however, provea a favoured weapon. Intercepted communications, sometimes ripped from their context, caused serious but spurious paranoia that the Americans were collaborating with Germany. Previous scholars, however, by ignoring the weapon, have failed to see the battle. Until it entered the war, American policymakers worked t:u:elessly to achieve a peaceful settlement. Previous historians have entirely dismissed the significance of these efforts, casting them as well-intentioned but futile. In reality, however, those British leaders who understood Britain's dependence on the United States tended to favour these proposals as a useful way of ending an unwinnable war that was bleeding the country d17- This PhD makes a significant contribution to the history of British intelligence, British policy, and American diplomacy during the period of American neutrality during the First World War.

This thesis examines the policies and procedures created during and after the First World War that provided the foundation for how the United States commemorated its war dead for the next century. Many of the techniques used in modern times date back to the Great War. However, one hundred years earlier, America possessed very few methods or even ideas about how to locate, identify, repatriate, and honor its military personnel that died during foreign conflicts. These ideas were not conceived in the halls of government buildings. On the contrary, concerned citizens originated many of the concepts later codified by the American government. This paper draws extensively upon archival documents, newspapers, and published primary sources to trace the history of America’s burial and repatriation policies, the Army Graves Registration Services, and how American dead came to permanently rest in military cemeteries on the continent of Europe. The unprecedented dilemma of over 80,000 American soldiers buried in France and surrounding countries at the conclusion of the First World War in 1918 propelled the United States to solve many social, political, and military problems that arose over the final disposition of those remains. The solutions to those problems became the foundation for how America would repatriate, honor, and mourn its military dead for the next century. Some of these battles persist even today as the nation tries to grapple with the proper way to commemorate the nation’s participation in the First World War on the eve of the conflict’s centennial.
