On September 19, 2016, the United Nations General Assembly adopted a set of commitments to enhance the protection of refugees and migrants, known as the New York Declaration for Refugees and Migrants. In the Declaration, all 193 member states of the United Nations reaffirmed the importance of the international protection regime and committed to strengthening and enhancing mechanisms to protect people on the move. They also agreed to work toward the adoption of a global compact on refugees and a global compact for safe, orderly and regular migration. These two compacts were drafted through separate processes over eighteen months in 2017–18 and formally adopted by the General Assembly in December 2018. One hundred and fifty-two states voted in favor of the adoption of the Migration Compact, while twelve countries abstained from the vote (Algeria, Australia, Austria, Bulgaria, Chile, Italy, Latvia, Libya, Liechtenstein, Romania, Singapore, and Switzerland), and five countries voted against (Czech Republic, Hungary, Israel, Poland, and the United States).

Purpose Essays on social responsibility call the United Nations Global Compact (UNGC) “by far the world’s largest corporate responsibility initiative”. The authors look at two avenues to encourage responsible business behavior. First, at law, where law is not the answer and, second, at the UNGC. This paper aims to increase awareness of the UNGC, an umbrella organization supporting corporate good conduct. Findings The goal is to make corporations socially responsible. Law by nature addresses misconduct. The UNGC is more positive, encouraging responsible behavior in ten areas. The UNGC could be more effective. The authors suggest that social media and management education can help the UNGC positively impact corporate behavior. Practical implications The UNGC represents a significant opportunity. If the UNGC lives up to its potential, corporate misconduct may be lessened and corporate good behavior could be publicized, rewarded and increased. Originality/value The time has come to let readers start thinking about the UNGC and its goals. This can help bring greater social responsibility in tomorrow’s businesses.

On September 19th, 2016, the United Nations (UN) General Assembly adopted Resolution 71/1, the text of the New York Declaration for Refugees and Migrants (the “New York Declaration”). Resolution 71/1 is the outcome document of the high-level plenary meeting on addressing large movements of refugees and migrants, held at the UN headquarters. The New York Declaration reflects how UN member states have decided to address the challenge of large movements of people in two main legal categories: asylum seekers/refugees and migrants. Resolution 71/1 includes an annex titled “Towards a Global Compact for Safe, Orderly and Regular Migration” (the “global compact for migration” or “global compact”). This document is comprised of several thematic issues related to international migration that will be the basis of a globally negotiated agreement on how member states should respond to international migration at the national, regional, and international levels, as well as to issues related to international migration and development. The global compact for migration is intended to be adopted at a conference on international migration and development before the inauguration of the 73rd annual session of the UN General Assembly in September 2018. This paper addresses how UN member states should plan to address international migration in the future. It does not refer to refugees and asylum seekers: a global compact on refugees will be drafted by the United Nations High Commissioner for Refugees (UNHCR) in 2018, and to be presented to the UN General Assembly for states' consideration during its 73rd annual session, which starts in September 2018.1 For those who have been involved in migration issues within the United Nations, the fact that member states have finally agreed to convene an international conference on international migration represents a major achievement. It is the result of an extended process that started decades ago and was made possible by a long chain of efforts by many state delegations and other stakeholders. The global compact for migration will not be the first outcome document dealing exclusively with international migration. A declaration2 adopted at a high-level meeting at the United Nations in October 2013, for example, paved the way for the 2018 conference. Nonetheless, the global compact represents a unique opportunity to address international migration comprehensively and humanely. This paper contributes to the discussion on the elements that should be included in the global compact for migration. The paper is divided into two sections. The first section analyzes the main elements of Annex II, “Towards a Global Compact for Safe, Orderly and Regular Migration,” and the criteria that needs to be adopted in order to achieve a substantive outcome. In particular, participants in the negotiation process should aim to balance the concerns of states and the members of host societies, on one hand, with the needs and rights of migrants, on the other. The second section includes proposals to enrich the final global compact for migration and takes into account two documents written by two different actors within the UN system, the Special Representative of the Secretary-General on Migration, and the Special Rapporteur on the Human Rights of Migrants. In particular, the paper proposes that the global compact for migration: • sets forth principles that can inform the actions of governments in relation to international migration at all levels; • enunciates a clearer definition of state protection responsibilities in relation to migrants in crisis situations and so-called “mixed flows”3; affords a substantive role to civil society organizations, the private sector, and academic institutions in the global compact's follow-up and review process; • defines the institutional framework for the implementation and follow-up of the global compact within the United Nations, including through the work of the UN High-level Political Forum on Sustainable Development (HLPF); • establishes a mechanism to fund migration policies for states that lack enough resources to invest sufficiently in this task; and • builds a cooperation-oriented, peer-review mechanism to review migration policies. The paper has been conceived as an input for those who will take part in the negotiation of the global compact for migration, as well as those who will closely follow those negotiations. Thus, the paper assumes a level of knowledge on how international migration has been addressed within the United Nations during the last several years and of the complexities of these negotiation processes. The author took part in different UN negotiation processes on international migration from 2004 to 2013. The paper is primarily based on this experience.4

Purpose Recent research has emphasized the need for engaging non-financial companies in combating money laundering for the efforts to be efficient and effective. To incentivize engagement, several options are available, such as regulation, voluntary disclosure or commitment to international principles such as the United Nations (UN) Global Compact. The purpose of this paper is to analyze how anti-money laundering fits the aim of the UN Global compact and how anti-money laundering can support the other principles of the UN Global Compact. Furthermore, this paper addresses the necessity to include anti-money laundering in the core principles to reach the overall goal of sustainability by the UN Global Compact. Such an inclusion will incentivize the signatories of the UN Global Compact to include anti-money laundering as a part of their social responsibilities, helping the financial sector in combating money laundering. Design/methodology/approach The methodology of this paper is a functional approach to law and economics. It seeks to enhance the efficiency of the regulatory framework combating money laundering by including economic incentive theory and addressing new areas of law. Findings The paper finds a strong relationship between the UN Global Compact and anti-money laundering. Furthermore, it is concluded that it is necessary to include anti-money laundering as a core principle in the UN Global Compact if the Global Compact is to be efficient and effective in terms of its sustainability goals. The reason being that money laundering to a great extent supplies operational finances to the illegitimate sector related to core issues of the UN Global Compact such as human trafficking, child labor and corruption. Originality/value The paper identifies a significant missing element with regard to the core principles of the UN Global Compact. Although most research within anti-money laundering concerns the financial sector and thereby does not address the UN Global Compact, the focus of this paper is the link between anti-money laundering and the UN Global Compact. Furthermore, most research related to the UN global compact does not connect the core principles to the illegal financing of the businesses contradicting the principles. This paper addresses both of the neglected areas and combines them to improve the overall combating of money laundering while supporting the UN Global Compact sustainability goal.

Research background: This article presents the results of a study of non-financial reporting in the field of sustainable development of Russian companies within the United Nations Global Compact initiative. Purpose of the article: The purpose of this study is to identify preferred direction of companies. We put their reports on sustainable development in Triple bottom line (TBL) areas: social, environmental and economic. In this article I also disclose conceptual foundations of sustainable development, which served as theoretical and methodological basis of the study. Methods: Analysis of the companies activities in the field of sustainable development, the results of which are reflected in corporate reports on sustainable development for 2018, 2019, 2020, which passed the non-financial audit procedures of the Russian Union of Industrialists and Entrepreneurs and are published in the reports register. Findings & Value added: The study made it possible to identify companies through the positioning of their reports on sustainable development. The study confirmed the hypothesis that non-financial reports on sustainable development are social in nature, focusing on the interests of staff and consumers, while environmental and economic aspects are given less importance. The articles also disproves the hypothesis, that the direction of the company has a significant impact on the positioning of the company. In the course of the study, it became possible to assess the companies’ support for the Global Compact initiatives.

Abstract For many decades, the United Nations Convention on the Law of the Sea (unclos) has provided the legal framework for the development of regulations for the protection of the oceans and marine resources. Further to that, and in an ever-changing policy and legal landscape, the United Nations Global Compact (ungc), with its sub-principles for the protection of the oceans, refers to one of the many United Nations (UN) voluntary initiatives that seeks to provide a framework for responsible business practices across maritime sector. In addition, and as a move to comply with the recent United Nations Sustainable Development Goals (sdg s), the ungc has been revised to meet the requirements of sdg 14 for underwater protection and sustainable ocean business conduct. In the wake of such trends, this study explores the context of Norway’s governance framework and, in particular, the extent to which this regime has addressed the principles of the United Nations Global Compact for Sustainable Oceans. Framed by a socio-legal methodological approach, it achieves this by reviewing and contrasting Norwegian ocean policy and regulatory structure with ungc principles for sustainable ocean and marine resource use. We conclude that Norwegian ocean policy and legal status indicate positive transitional standards and perspectives for their harmonization with the ungc principles and, consequently, with the requirements of the sdg 14.

Purpose The purpose of this study is to document the concrete practices put in place by United Nations Global Compact (UNGC) affiliated firms and their application of the UNGC Communication on Progress (COP). Design/methodology/approach The paper examines the practices implemented by firms on the Fortune 500 list that have affiliated with the UNGC and issued a COP separate from their annual report or a sustainable development report. According to the UNGC, the COP policy sets out a description of practical actions the company has taken or plans to take to implement the ten principles. Findings The findings tend to show that firms affiliated with the UNGC use a variety of practices to integrate these principles. Many adopt policies based on an international standard relating to a UNGC principle. However, the reporting process supported by the UNGC does not seem to fully promote the widespread application of these practices. Originality/value The documentation of these practices will serve as a reference for any business interested in adopting the UNGC principles or for government and non-government organisations, including accounting standard setters, aiming to promote and support the universal principles on human rights, labour, the environment and anti-corruption. In addition, the study reveals weaknesses in the UNGC COP policy that could limit more extensive application of these practices.

Purpose – The purpose of this study is to evaluate whether the global policy on sustainability, United Nations Global Compact (UNGC), is in alignment with the complexity of the sustainability landscape utilizing complex adaptive system (CAS) theory and theory of change. Design/methodology/approach – An original Complex Adaptive Policy System (CAPS) framework is used as a qualitative instrument with a constant comparison of 11 CAS themes in analyzing 117 UNGC speeches listed on the Global Compact Web site. Findings – Although this study is intended as a preliminary study, the findings raise important questions regarding the long-term impact of the Global Compact as a global policy on sustainability. Research limitations/implications – The limitations of the study include the preliminary study design and limited source of information. Future research should include a comprehensive evaluation of the UNGC to yield specific recommendations for aligning policy with the landscape. Originality/value – The study offers an original systems framework to evaluate public and private organizational polices on sustainability.

The presence of multinational corporations as one subjects of international economic law has had a significant influence in international economic relations. A corporation certainly can give a big contribution in social, economic, and cultural progress. But, on the other side, we are also faced by many processes which bring adverse impact to societies, loss the sources of the society life or at more serious level is the violations of human rights in the sector of corporate activity. This article aims to see how the international community’s effort in issues related to the company in the business filed when dealing with human rights. One of efforts undertaken by the international community was made an initiative name with United Nations Global Compact. Author use juridical-normative research method with literature studies. According to the result of studies, can be seen that the ultimate goal of initiative is to create a sustainable world economy. By the presence of this initiative, we hope that businesses which run a multinational company may enforce the values and principles that have been established in United Nations Global Compact, on of which is the respect of human rights.

On September 19, 2016, the United Nations (UN) General Assembly adopted the New York Declaration for Refugees and Migrants. This document launched a two-year process to develop a Global Compact on Responsibility Sharing on Refugees (“Global Compact on Refugees”) and a Global Compact for Safe, Orderly, and Regular Migration. With a record 65 million displaced persons in the world, the global community must come together to fashion a stronger protection regime for persons on the move. This paper outlines broad themes and specific recommendations that the Global Compact on Refugees should adopt on how to strengthen the global refugee protection system. The recommendations fall into several categories: (1) responsibility sharing for the protection of refugees; (2) filling in protection gaps; (3) balancing and replacing deterrence strategies with protection solutions; (4) refugee resettlement; and (5) building refugee self-sufficiency. Some of the key recommendations include: • the development of a responsibility-sharing formula to respond to large movements of refugees; • the development of an early warning system to identify and respond to nations in crisis; • the adoption of principles included in the Nansen and Migrants in Countries of Crisis initiatives; • the use of temporary protection measures to protect populations that flee natural disaster; • the adoption of model processes that ensure safe and voluntary return; • cooperation between destination and transit countries to expand refugee protections; • the provision of asylum and due process protections at borders; • the use of development assistance to ensure the self-sufficiency of refugees; • the adoption of a goal to resettle 10 percent of the global refugee population each year; • the establishment of a refugee matching system between refugees and resettlement countries; and • the adoption of coherent strategies, involving all sectors, to address large movements of refugees. This paper draws heavily, albeit not exclusively, from a series of papers published as a special collection in the Journal on Migration and Human Security1 on strengthening the global system of refugee protection.

Since 2016, the United Nations Global Compact (UNGC), one of the most prominent worldwide corporate social responsibility and sustainability initiatives, has been linked to the Sustainable Development Goals (SDGs). However, despite the enormous scholarly interest in the UNGC since the very beginning, its impact on the integration of the SDGs into the business activities, risk management and reporting of its participants remains understudied. This paper examines support and action for the SDGs among companies from the Visegrad Four (V4) countries. It attempts to find out whether the recent UNGC efforts result in their mobilisation towards the SDGs’ implementation or merely creates a new space for instrumental adoption to improve image and reputation. The paper adopts qualitative content analysis of 42 Communications of Progress (COPs), submitted by 25 companies from the V4 in 2017–2019. The related self-assessments in the UNGC Participation Database were also used. It reveals that the companies obviously fulfil their obligation to report their activities related to SDGs but fail to provide relevant details. Moreover, divergences between the challenges faced by V4 countries and the priorities of the companies related to individual SDGs are also identified. This raises serious concerns about the UNGC’s practical effects.

Business and public partnerships in socially responsible behavior have become a central pillar of global governance, but one that is unevenly developed in different countries. Despite the transnational character of business operations, national context is of theoretical as well as policy significance. To explain cross-country variation in corporate commitment to social responsibility we investigate the political conditions that encourage firms to participate in the United Nations Global Compact. Drawing on a theory of corporate social responsibility as motivated by self-interest and external pressure, we examine the influence of external actors and the locally specific mobilization of bias. Analyzing participation levels in 145 countries, we find that a democratic regime and Global Compact participation by countervailing groups are associated with higher levels of business participation in the program. Contrary to earlier studies relying on smaller numbers of countries, we find no evidence that a country's relationship with the UN or the domestic political strength of environmental interests account for cross-national variation in corporate engagement with the Global Compact.

BackgroundThe United Nations Global Compact (UNGC), a UN initiative to engage corporations in supporting the UN’s mission, sets out principles that companies should follow for more ethical business practices. Since its inception in 2000, at least 13 tobacco companies, subsidiaries and tobacco industry affiliates joined the UNGC. In a September 2017 integrity review, the UNGC Board excluded from UNGC participation companies who derive revenue from tobacco production or manufacturing.ObjectiveTo determine, from the tobacco industry’s perspective, tobacco companies’ motives for joining the UNGC.MethodTobacco industry documents search using the Truth Tobacco Industry Documents Library, and search of published reports and documents on the tobacco industry and the UNGC.ResultsTobacco companies sought to join the UNGC for two reasons: (1) to improve their reputation, in keeping with other corporate social responsibility efforts; (2) to gain proximity to UN agencies and weaken the WHO’s influence, part of an overall strategy to undermine the WHO Framework Convention on Tobacco Control.ConclusionsExcluding tobacco manufacturers from UNGC participation is an important step to limit the tobacco industry’s ability to influence the UN and promote its image and, by extension, its deadly products. It is important to monitor enforcement of this policy and resist the engagement of tobacco industry front groups, such as industry-funded foundations, with the UNGC.

The 2030 Agenda for Sustainable Development recognizes for the first time the favorable contribution of migration to sustainable development. This document is called the “declaration of interdependence”, which is especially true for migration, which connects countries of origin and destination countries and has a huge impact on the lives of millions of migrants and their families. In the context of globalization, international migration has become a key challenge for both global development as well as for some state actors. At the present time there are several attractive centers on the planet for migration, which include highly advanced European Union countries, the United States, Canada and others. Although a number of issues of the migration process from the Central Asian republics to the United States are considered to be typical for any nation in the context of globalization, there are some regional peculiarities. The issue of immigration of the Central Asians to the United States is undoubtedly relatively a new and less studied phenomenon. The article provides a comparative analysis of the causes and consequences of the migration movement “overseas” in a country context, and its impact on diaspora relations. The goal of the article is to analyze of the migration process from the Central Asian republics to the United States in connection with international migration trends in the context of the Sustainable Development Goals (SDGs), and the Global Compact for Safe, Orderly and Regular Migration (GCM).

This study empirically assesses the impact of nonprofit organizations (NPOs) on multi-actor global governance initiatives. Multi-actor global governance initiatives have emerged to strengthen joint action among different societal actors to tackle transnational social and environmental issues. While such initiatives have received a great deal of academic attention, previous research has primarily focused on businesses’ perspectives. In light of the important role of NPOs within such initiatives, critically addressing NPOs’ role by assessing their impact on the effectiveness of such initiatives is crucial. This article builds on the United Nations Global Compact (UNGC)—the largest multi-actor global governance initiative in the world—and offers a panel analysis on a unique dataset including 820 NPOs from 68 different countries. The findings suggest that NPOs have indeed strengthened the UNGC over time, yet their engagement explains only a small fraction of differences in UNGC activity across countries. This study contributes to the emerging research on nonprofits’ social responsibility by fostering the actorhood thesis, which places higher responsibility for the impact and requirements for accountability on NPOs. Furthermore, the study supports discussions about the increasing political role of NPOs by providing the first empirical evidence for their political leadership and impact in multi-actor global governance initiatives.

This paper outlines the academic architecture of CityLab as graduate program course initiative and Principles of Responsible Management Education (PRME) capstone exemplar. When the United Nations launched the Millennium Goals in 2000 to focus global development on humanity rather than GDP, the Global Compact was launched as a collateral effort, challenging business, government, and social sector leaders to transform the global economic system. In 2007, the Six PRME focused on business schools, challenging them to reorient their curricula towards preparing students to lead the world in building “an inclusive and sustainable economy.” CityLab is an example of innovating the learning experience and challenging learners to take leadership roles in efforts to enhance the value of livable cities as the foundation of an inclusive and sustainable global economy for the Urban Century.

In recent years the European Union, along with other international organizations has attempted to address the globally relevant problem of Corporate Social Responsibility (CSR). In doing so, the EU has restricted itself to the voluntary mechanisms advocated by business as a means of tackling the issues. This is in direct contrast to other organizations relevant in the European context such as the OECD and the UN. This article compares these three different regulatory frameworks for CSR. It asks which of them is most effective at reconciling the inherent tension between voluntarism and the case for hard regulation as its polar opposite. To this effect, the article examines the EU, the OECD and the UN’s most recent initiatives; that is, the Global Compact and the Norms on the Responsibility of Transnational Corporations and Other Business Enterprises with regard to human rights.
