The urgency of the research on the institutional provision of water transport in Ukraine is confirmed by the program documents of the Government: the draft National Transport Strategy of Ukraine for the period up to 2030; Association Agreement between Ukraine and the EU; Ukraine 2020 Sustainable Development Strategy. The purpose of the article is to determine the main provisions for improving the methodology of institutional provision of water transport on the basis of international experience in the context of globalization and integration processes. As a result of the research the following provisions are formulated: - formalization of aspects of port studies (space, time, socio-economic, functional, institutional, organizational level); - definition of ports as clusters of rules, norms and behavior patterns as opposed to researching them as infrastructure objects and nodes of retail networks; - expediency of researches of institutionalization of relations between "actors" that interact with water transport; - representation of the port as a technological and economic point of contacts and contracts; - the need to "measure" the influence of stakeholders on the functioning and performance of the port; - сonsideration of competition of ports from the point of view of construction of target chain systems (supply chains); - taking into account institutional changes in the port industry through the emergence of multinational corporations, multinational global terminal operators; - research of ports as part of the ecological system; - formulation of port administration functions: landlord function, regulator, operator and manager responsible for the entire port cluster; - consideration of ports as market firms, taking into account the inter-functional integration of their business processes in a chain of values.

This paper propounds a practised understanding of transport provision. While transport geography tends to focus on the effects of planning, mobilities studies view transport provision as framing backdrops of mobile lives. Neither has fully addressed how transport provision is a derivative of mundane practices that contingently lay transport’s structural foundations. This paper argues that delineating these practices imputes a much-needed ‘livingness’ to transport’s formal production and allows for more congruous conversations between transport provision and use. Through a three-part examination, I foreground what potentially goes on during transport’s planning and operations, and highlight the contingencies of these less-than-unitary processes.

Inequalities in the provision of public transport and the accessibility of both public transport services and key facilities can impact wellbeing and increase social exclusion. This study explores the relationship between the provision of public transport services, mobility and social exclusion by utilising loyalty card transaction data to estimate the activity spaces of the older population in the West Midlands (England) metropolitan area. Bus time table data were used to calculate bus service provision and travel times to retail areas. Regression analyses were then used to quantify the impacts that the provision and efficiency of public transport services have on the area of older cardholders’ activity spaces. The provision of public transport services was found to have a significant impact on the size of these activity spaces, along with several sociodemographic variables, including age, deprivation and health. The results suggested that access to reliable public transport increased the mobility levels of the older population and allowed for a wider range of retail opportunities to be accessed. Inequalities in the provision of public transport could therefore exacerbate the wider social issues that affect some of the most vulnerable groups of the population.

Modern approach to transportation system research is based on the system theory. System analysis is relevant. The purpose of this study is to explore the implementation of provisions of the domestic air transport regulations provided in the 2009 Civil Aviation Act. The method is a library research that study the scheduled air transportation including the requirement of the establishment of airlines; capital of air transport business entities, aircraft ownership and operation requirements, share holder composition, bank guarantee requirements, aviation human resources; tarif’s regulations including passenger’s tariff, passengers’ protection, best practices; non-scheduled air transportation; general aviation and air transportation pioneer has been fully implemented and compliances with the airlines. It is concluded that the provision of air transport regulation provided in the Civil Aviation Act of 2009 has been fully implemented and compliances with the airlines in Indonesia.

The demand for public transport on the example of Lviv city is analyzed in the paper. The aim of the trip, the duration of the trip, vehicle occupancy rate, walking approach to the stop, and the choice of public transport mode are determined as the main impact factors. The questioning of 1100 users of public transport is carried out. During the formation of transport strategy of public transport system functioning in large cities, it is necessary to consider such factors of functioning as optimal, from the view of transport provision, location of places of work and study, trips are up to 45 min; vehicle occupation rate is up to 80% (on the most routes); the walking distance is up to 600 m; vehicles of large capacity. The provision of these indicators in transport systems will provide an opportunity to increase the effectiveness and enlarge the demand for public transport services as a result of qualitative functioning.

The article highlights the current problems of the transport system of Ukraine, as well as identifies areas for the development of relevant legislation. It is noted that current geopolitical conflicts, the challenges of world trade, the pandemic caused by COVID-19, have affected global supply chains, led to the transformation from traditional approaches for doing business to digital ones. It is highlighted that Ukraine as a logistics hub between the Europe and Asia faces the global economics challenges and needs to realize comprehensively its export and transit potential. However, according to the International Trade Administration data, only 25-30 % of the country's transit potential is currently used. In terms of the Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other part, Ukraine's transport system should ensure synergy of all modes. The current trends for smart-port infrastructure development, uberization in the transport industry, new mode of logistics management – 4th generation logistics (4PL) are being discussed. The author emphasizes that the development of domestic legislation on public-private partnership is the priority task concerning transport industry. In addition, the author states that the priority development areas’ model should be applied for developing ports and logistics hubs in Ukraine providing non-fiscal incentives. The researcher concludes that a balanced legal policy is needed, taking into account the interests of the state, private investors, the environment and society. In addition, the appropriate legal basis should be provided for the sustainable development of Ukraine's transport system. It is concluded that the priority tasks are as follows: The proposed steps are as follows: adopting the specific Laws of Ukraine “On Railway Transport”; “On Multimodal Transport”, “On Inland Waterway Transport”, forming an independent regulatory body for natural monopolies in the field of transport, providing fair economic competition in the field of rail freight transportation.

Information provision can mitigate the drawbacks of electric vehicle use. In this paper, we elaborate an integrated Information Service (IS) for Plug-in Electric Vehicle (PEV) users that cover each process of use. The system elements and their relations are modelled. We deduce the functions from the negatives of electric vehicles compared to conventional ones. The information management processes are elaborated in detail. We focus on the charging and recharging periods considering dynamic electricity rates in the Smart Grid in order to minimalize the cost of charging from the user’s perspective. We elaborate a cost saving method and evaluate the effects of dynamic tariff and forethoughtful behaviour. Since our proposed information, service covers each phase of use and reduces charging costs the presented solution simplifies electric vehicle use and improves efficiency. Furthermore, we elaborate the automatic charging scheduling methods that significantly reduce the charging cost and the fluctuation of the electricity demand.

The article aims at developing approaches to the formation of an efficient system of legal regulation of the transport services market. It is established that to create an efficient system of legal regulation of the transport services market, it is necessary to formulate and consolidate the main provisions of the national transport policy. It is proposed to provide for certain specifics that combine state regulation and supervision of transport activities with the contractual principle of the transport services and works provision. It is determined that, according to the general rule, transport obligations should be based on the freedom-of-contract doctrine. In this case, the parties will always have the autonomy of will in deciding whether to enter or not into a contractual relationship, except for the cases where the services are provided by public transport and mediated by a public contract.

The transport accessibility of the Arctic zone is of strategic interest for Russia from the point of view of the possibility of mineral exploration and ensuring further systemic development of this part of the national territory.The objective of the study is to carry out a spatial analysis of the transport system of the Republic of Sakha (Yakutia), to identify its topological properties and restrictions that impede providing sufficient logistics services. Based on the method of spatial analysis, the conducted study of the state of the transport system of the Republic of Sakha (Yakutia) allowed to assess transport provision within its territory for three types of transportation: transport provision of internal regional (local) transportation, transport provision of accessibility (entry and exit) of the territory of the region, and transport provision of transit transportation across the region.The study showed that air transport is the main mode for passenger transportation, while seasonal water and winter road transportation are the main modes of freight haulage.The regions of Yakutia with access to traffic arteries and isolated from them have been identified. Calculations based on the Engel’s coefficient allowed to proceed with a mathematical assessment of the transport system of the region, which indicates its insufficient development due to the lack of year-round transportation routes in the areas of the Far North and the Arctic zone. The transport infrastructure of this part of the region are represented by seasonal winter roads and waterways, which prevents from assessing their general year-round potential. For its assessment, it is necessary to consider seasonal availability of each individual section of the network.

Abstract International road transport is a specific service within the frame of services provided in the European Union. It is because the conditions of being active on the market are influenced by the states where businessmen operate, but services can be provided throughout the whole year in other member states of the European Union. The aim of the contribution is to highlight the existing problems in international road freight transport sector. These problems persist despite the fact that market access was exempted from the national law of individual member states and regulated directly by EU regulations. Despite the unification of market access, tax and social harmonization is not ensured in international road freight transport. An unequal tax burden on carriers and different requirements of wage regulations create a discriminatory environment among entrepreneurs. The contribution identifies the factors that deform the equal operating conditions in single market. The aim of the contribution is also to provide the readers with the answers to the questions: Is it possible under current EU conditions to harmonize tax and social conditions? What impact would this harmonization have on business environment?

There is a strong need to reduce emissions from transport and logistics. Electrification and use of greener energy carriers and fuels provide a ready way to reduce emissions, but these technologies are generally more expensive than the conventional ones they are replacing. Fortunately, some shippers are willing to pay the extra cost to ship their goods using net zero emission transport solutions. To capture this demand, carriers need to decarbonize a part of their operations related to the transport volumes of the “green” shippers. This paper proposes a mass-balancing method based on carbon footprinting to equip the carriers with a verifiable way to market net zero emission services without creation of operational inefficiencies and physical separation of conventional and low emission transport. The paper shows feasibility and rather “easy” data requirements of the method in an application case on real world data of a deep-sea carrier.

The paper is devoted to the study of the features of the formation and calculation of indicators of transport accessibility of regions from the point of view of the provision of inland water transport services in the passenger transport segment. The key area of the research is to determine the parameters of accessibility of river transportations in the context of the spatial development of the country and the course taken on the social economy. The research is based on scientific works in the field of economics, management, economic geography, and regional economics. The paper analyzes domestic and foreign publications on the subject of the study. Based on the systematization of the research results, the authors propose a description of the transport accessibility indicator, and determine regional accessibility indices for river passenger transportation. The result of the research is the development of theoretical positions in the field of economics and management of inland water transport in the context of spatial development. The obtained results and conclusions of the study can be the basis for the formation of a planning methodology of passenger transportation by inland water transport, and also to control the process of investing in transport infrastructure in the regions, the formation of target strategic parameters of transport provision in the context of spatial development of the country.

The purpose of the article is to study and justify the need to use information technologies (IT), in particular financial, logistics provision and in the management of business processes. This will increase competitive advantages, improve the quality of logistics services and reduce the cost of their implementation. In accordance with the goal, such interrelated tasks are solved: peculiarities of development of integrated logistics providers are defined and studied; priority directions in the work of providers are determined; the foreign and Ukrainian experience of implementation of services in the field of logistics are analyzed; necessity of using virtual logistics providers in the market of transport and logistics services is substantiated. Scientific novelty of the conducted research consists in theoretical substantiation and experimental confirmation of methods and tools for development, management and organization of information support of logistics provider activity. The particular attention in the research is paid to modeling and designing of information support systems for innovative forms of logistics providers. Their activities are based on the automation of the implementation of logistics business processes, as well as capabilities of artificial intelligence when making managerial decisions in the field of logistics to improve the financial position of enterprises. The practical significance of the research is to develop an innovative virtual logistics provider in the market of logistics services and expand financial possibilities of using innovative logistics provider tools to improve processes of information support management for logistics operating activities.

Paper contains results of the analysis of the European rail transport safety level in the context of the objectives set for Poland indicated by the European Union (CSI value) as improvement areas.

For many years issues of the free provision of transport services, including urban public transport, were outside the main trends of transport economics considerations. However, nowadays, the discussion is ongoing related to usefulness and limitations of the free urban public transport implementation. Protection of the city environment, reduction of personal cars traffic, and increased accessibility and mobility in cities are given as premises for such solution introduction. However, assessments of introduced solutions may not necessarily confirm the assumptions made. Financial problems and those in provision of services - characteristic of goods and services provided for free - add to that. The paper has undertaken the issue related to premises and limitations related to introduction of the fare free urban public transport in regard to the pursuit of effectiveness in the public management.

A promising way of applying experimental legal regimes in the field of digital technologies to improve the practice of providing public services in the field of ensuring transport security in railway transport is considered. An overview of the work carried out in federal government bodies related to the preparation for the transition to the provision of public services for the approval of the results of vulnerability assessment, transport security plans, certification of transport security forces in electronic form using modern information technologies is presented. The state needs to ensure the regulation of public relations, for which the possibility of interaction between subjects in digital form or using digital technologies is provided. In particular, the necessary legal basis should be created for the provision of public services in electronic form. The most relevant areas of possible application of experimental modes that can improve the quality of public services provided are given. After the transformation of individual administrative processes in the system of agency, relevant proposals for the formation of experimental regimes for the provision of public services for the approval of vulnerability assessments and transport security plans, as well as on the certification of transport security forces can be prepared in the 4th quarter of 2020 – the 1st quarter of 2021.
