Personnel training is an important strategic objective of innovative economy. The use of scientific and technological potential and the development of innovations ensure the economic growth of the modern economy. Only highly qualified specialists can make these factors work. The present research featured the problems of scientific and technical personnel training in Vologda region. The article presents a methodological basis that can be used to study innovative economic development. The number of researchers, engineers, and technical personnel has been going down for the last 25 years. The Vologda Scientific Center of the Russian Academy of Sciences conducted a survey among students and heads of local schools and colleges to analyze the conditions for the training of scientific and technical personnel in the region. The results can be used by the regional authorities to develop measures to improve the system of training, which will provide a smooth passage to innovative economy.

A study was conducted among 150 agricultural extension personnel from five districts of Kerala to identify the constraints faced by the agricultural extension personnel in using information and communication technologies (ICTs) in transfer of technology and suggested strategies for their capacity building. Lack of proper training facility was recorded as the most experienced constraint with a mean score value of 9.48, followed by inadequate computer facility (8.82) available to them. The other major constraints experienced by the extension personnel were poor technical know how and conducting trainings at inappropriate times with a mean score of 8.32 each and lack of financial resources formain taining the ICT tools with the mean score of 8.03. It is suggested to categorise the extension personnel into two groups viz., those extension personnel who need the basics of ICTs and those extension personnel who require the knowledge on advanced ICTs. Target specific training modules, hands on experience, well established infrastructure, adequate funds and personnel for repair and maintenance, computer based trainings and advanced circulation of annual training calendars among extension personnel by the training organizations are the suggested strategies for the capacity building of extension personnel of Kerala in using ICTs.

The quality of biospecimens stored in a biobank depends tremendously on the technical personnel responsible for processing, storage, and release of biospecimens. Adequate training of these biobank employees would allow harmonization of correct sample handling and thus ensure a high and comparable quality of samples across biobank locations. However, in Germany there are no specific training opportunities for technical biobank staff. To understand the educational needs of the technical personnel a web-based survey was sent to all national biobanks via established e-mail registers. In total, 79 biobank employees completed the survey, including 43 technicians. The majority of the participating technical personnel stated that they had worked in a biobank for less than three years and had never participated in an advanced training. Three-quarters of the technicians indicated that they were not able to understand English content instantly. Based on these results and the results of a workshop with 16 biobank technicians, 41 learning objectives were formulated. These learning objectives can be used as a basis for advanced training programs for technical personnel in biobanks. Setting up courses based on the identified learning objectives for this group of biobank staff could contribute to harmonization and sustainability of biospecimen quality.

As the transhipment of goods is a major cost factor within multimodal transport there is high potential in optimizing transhipment processes at container terminals and thus to reduce transportation costs. One aspect thereby is to improve efficiency of ports ́ personnel, optionally by using port vehicle simulators for training. The paper ́s aim is to identify the demand for port-transcending vehicle simulator training at container terminals in the Danube Region and to examine the feasibility of its practical implementation. Results suggest high basic interest of container terminals in simulator training. Currently, simulators were mainly operated by crane and reach stacker (simulator) manufacturers. However, caused by the high technical and organizational expenses it is yet not possible or at least not profitable for container terminals itself to offer port-transcending simulator training.

The created virtual model vKAD-400 reproduces almost all the actions performed by the master diagnostician in determining the technical condition of a diesel engine. In the process of modeling using the editor, the algorithm of the "Diesel-Diagnostics" program was developed using the method of digitizing existing waveforms. Effective extension work depends upon competent and well-trained extension personnel. Horticulture extension personnel (Horticulture Development Officers and Horticulture Technicians) occupy the focal position in transfer of technologies to the orchardists in Jammu and Kashmir. Given this a study entitled “Training needs of horticulture extension personnel in Jammu region of Jammu and Kashmir” was undertaken. Data was collected from 200 horticulture extension personnel (30 horticulture development officers and 170 horticulture technicians) working at gross root level in all ten districts of Jammu region. Training need important score was categories in to three categories viz. least important, important, most important by using mean ± S.D technique. The finding reveals that horticulture development officer and horticulture technicians’ categories Pests /disease identification and their control measures as most important training areas in technical skills where time and methods of planting was placed as least important. Similarly in case of communication skills demonstration technique was rated highest important training need area and script writing as least important. Motivation technique and programme planning were also categories as most important training need areas of supervisory skills by horticulture development officers. Two factors viz. trainings attended and information utilization sources were significantly affecting the training needs of horticulture extension personnel.

Previous international comparisons of workforce skills by the National Institute have focussed on the relative shortage of craft skills in Britain. The present study is concerned with the next higher level of supervisory and technician skills; on the basis of visits to factories and technical colleges in Britain, France and Germany, and analysis of labour force statistics, it compares and contrasts the provision and deployment of these intermediate skills in manufacturing industry in the three countries. At supervisory level only Germany undertakes a significant amount of training and to standards adequate to the increased complexity and technical demands of modern manufacturing. At technician (Higher National) level, the numbers acquiring comparable qualifications in Britain and France are substantially higher than in Germany: in part this reflects the allocation of a large proportion of technical support functions in German industry to craft-trained personnel. After examining the relative distribution of training costs between employers, individuals and the public authorities in the three countries, the paper makes proposals for a more cost-effective mix of craft- and technician-level skills in British manufacturing which might, in the process, reduce the need for over-qualified personnel to ‘plug the gaps’ in skills among shopfloor workers and supervisors.

The article considers issues relating to existing system of personnel training for tourism and hospitality. In connection with the active development of this sector of the economy has appeared the need for clear interaction between the system of professional education and the labor market. The authors highlight perspectives joint activities of sectoral employer and of profile educational institutions, and define the factors influencing on the personnel training in field of tourism and hospitality. The problems in the traditional and modern approach personnel training and possible solutions are considered. In the traditional approach in personnel training have been identified such basic methods of training as training in the workplace and outside the workplace. With the modern approach to personnel training were considered the methods of outsourcing and outstaffing and the competency approach. Tourism and hospitality industry is a special sphere of business activity, which is differs by integrated character of functioning of various enterprises. The modern model of professional tourism education suggests in its basis multilevel, geographically distributed system of continuous training, retraining and advanced training of tourism personnel. Currently, however, had not solved the problems connected with the quality of personnel training. The specific of tourist education lies in its multifaceted, because personnel training carried out in different directions of technical and technological, economic, administrative and scientific profiles.

The article, using the historical experience of Tula Arms Factory as an example, examines the problem of training workers on the job in the 1920s, insuffi ciently covered in historical science. Based on a review of a signifi cant amount of archival sources, a detailed description of various forms of technical training at the enterprise is given, supported by statistical data. The dependence of the activities of the plant management on training workers on specifi c production needs is noted. The author also pays attention to the problems of material, technical, personnel and organisational order, which reduced the quality of training. It was noted that due to staff turnover in the fi rst years of its existence, technical studies and advanced training were inextricably linked with the training of new employees. As a result, it is concluded that the technical education network at Tula Arms Factory had been successfully established by the end of the specifi ed period, the main channels of which included advanced training circles, vocational courses, individual and brigade apprenticeships. This provision is confi rmed by consideration of the private aspects of the training process, by identifying the role of graduates in the recruitment of the Tula Arms Factory by skilled workers. The materials of this study are intended to supplement the picture of the positive experience of training personnel for the Russian arms factories

This study constructed professional competence indicators for technical personnel in fire safety equipment that can be used to guide curriculum planning of fire-protection-related programs in colleges and universities; training of technical personnel in fire safety equipment in the industry; and the mandatory national examinations for technical personnel in fire protection. To achieve the purpose of this study, document analysis, expert interviews, and the Delphi technique were used to verify that there are three first-level dimension indicators. These three primary indicators were categorized as knowledge, skills, and attitude, with an additional 12 second-level orientation indicators and 61 third-level detailed indicators. Furthermore, in relation to the importance–performance analysis, the falling point distribution of the detailed indicators of technical personnel in fire protection in the four quadrants of the IPA model chart was obtained in order to provide a reference for the industry, government, and academia.

The article deals with the issues of training professional and pedagogical personnel for the system of vocational education, analyzes the methods used to attract teaching staff in the USSR in the 1970s–1980s and in the system of intra-company corporate training in the modern period. Determining potential candidates for involvement in teaching activities in technical schools and colleges of the country, special emphasis is proposed to be placed on employees of industrial enterprises as well as winners and prizewinners of professional skills championships. The involvement of such categories of personnel requires the development of innovative education techniques that allow to eliminate professional deficits in the field of pedagogical and psychological knowledge effectively and in the shortest possible time. The paper focuses on the problem of the ship operation when it is necessary to provide survivability for the ship to overcome the effects of the external environment during the voyage, failures of technical equipment, and errors of the human factor. To maintain the ship’s survivability, the guidance documents recommend providing the emergency squad with the resource that is necessary to maintain the ship’s survivability in emergency situations. It is said that in the struggle for survivability of the ship each member of the emergency squad in real time should evaluate not only the technical and organizational equipment of the squad, but also the degree of readiness of the human factor, especially practical skills. The approach to the model of fighting for survivability of a ship associates functioning of the emergency squad first of all with the reliability of preventive measures of technical means and the effectiveness of professional training of emergency squad personnel. Within the framework of the policy of constant and comprehensive training of the emergency squad personnel, the ship and company authorities need to reduce using technical and organizational resources to a minimum level. The costs of training shipboard specialists from the emergency squad should also be minimized, but to the point where the specialist, obtaining the sufficient skills to fight for survivability justify the costs incurred

Abstract Globalization and Ukraine association with EU imply including Ukrainian universities into the world scientific space. The aim of this article is to analyze the problem of drawing standards teaching, based on the experience of Ivano-Frankivsk National Technical University of Oil and Gas (Ukraine) and to summarize the experience of post Soviet states in a field of the new technical standards implementation. Experience of post Soviet states showed necessity to gradual transition to new standards. Based on this experience, main fundamental principles for new standards and technical regulations harmonization have been presented. The main directions of improving the system of personnel training and retraining in this field are: changing the educational institutions syllabuses to in-depth study of new standards and regulations and the skills to apply them in practice, monitoring the quality of educational programs of secondary and higher educational institutions; development of training programs for engineers and other technical personnel of basic new standards and regulations; compliance training programs and syllabuses for engineers, relevant to international training programs and syllabuses (taking into account the laws and traditions of the technical education in Ukraine); development of the national standards of education and certification on the basis of international standards.

The article is devoted to the development and verification of a model for psychodiagnostic forecasting of readiness of military personnel of information and technical units of the Russian aerospace forces to perform combat duty. The longitudinal study used standardized test tools (the method "Motivational profile of the individual", the personal questionnaire "Big five", the method of diagnosing the tendency to deviate behavior, the multi-level personal questionnaire" Adaptability", the method of studying the features of thinking), a questionnaire and expert assessment. Participants were 119 experts and 255 military personnel serving under a contract. The main difference in subgroups of military personnel of various degrees of readiness for combat duty was the presence of purposefulness and awareness of activity. In the regression model of predicting military readiness, the success of activity is associated with the presence of adaptive abilities, consciousness and intellectual potential. Combat readiness is reduced due to the soldier's tendency to aggression and violence, power and recognition, as well as utilitarian motivation. The results of the research allow us to improve the procedure for professional psychological selection of candidates for military service under a contract and preventative work with personnel, optimize training and combat training of military personnel, and ultimately increase the combat readiness of units and formations of constant readiness.

Testing was carried out on a sample of 71 respondents. The sample method used was purposive sampling. data collection was carried out by direct survey. Information and Communication Technology (ICT) becomes not only the major platform but also sustains the existence and running most business. Retail business becomes more dependent on technology. Small Business Enterprises (SME) have to jump and become savvy in ICT. The SME supply chain and marketing environment are moving toward ICT based platforms. On the other side the penetration of social media tool especially smartphone is widely spread. It can be safely assumed that every job holder whether entrepreneur, employee, or professionals or craftspeople is familiar with smartphones. The gap that must be bridged is using smartphone for business purposes. One of the business requirements that are not easy to replace is face to face communications. As Internet is ubiquitous and smartphones can easily access the Internet, there are numerous application that can resides both in computers and smartphones. The application that is closely similar to face to face meeting is known as Video Conference call. With this application it is possible to perform business briefing any time and anywhere provided there is Internet access. As business communication is not limited to technically savvy parties, a supportive system must be selected and introduced to them. We select Zoom as the application and develop a simple training syllabus. The syllabus has been implemented to a retail chain.

The reliability of the human operator is an essential indicator of the safe operation of nuclear power plants. Mistakes can be made during performance checks, maintenance, at the stage of accident management, etc. A number of different factors affect the stability of a nuclear power plant: level of organization of the project, quality of equipment in operation, selection and training of competent personnel, maintaining the qualifications of NPP workers, and etc. In the “man-machine” system, the reliability of the technical component is calculated by known methods and in accordance with established reliability standards. However, the “human” component cannot be technically and accurately determined, therefore, it is necessary to undertake systematic efforts to increase and subsequently maintain the achieved level of reliability of this component. The contribution of the human factor to emergencies at technosphere facilities is significant: 70% of air crashes, 50% of disasters in the fleet occur precisely due to incorrect actions (low reliability) of personnel. According to statistics, the main causes of accidents are improper actions (low reliability) of personnel (60-70%), technical reasons (20-30%), adverse effects of external factors, etc.

The purpose of this research was to identify the advantages of technical assistance in continuous training processes and its effects on the performance of health professionals who care for children under 3 years of age in the Growth and Development Control (CRED). The research showed that by incorporating the Technical Assistance (TA) variable, continuous training programs are more efficient, that is, when capacities are strengthened in the field of professional action. The study design was quantitative, according to its depth it is explanatory of a quasi-experimental type, aimed at identifying the causal relationship or effect of technical assistance on professional performance, comparing an experimental group and a control group. The general results show significant differences, the experimental group, reaching an average of 51.67, while the control group only reached 26.53, applying the non-parametric Mann Whitney U test: p≤.01. Although continuous training generates progress in both groups, when incorporating the AT variable, a significant jump is evidenced compared to the control group, concluding that technical assistance improves the performance of the health personnel who attend to the CRED Control, strengthening and increasing their capabilities.

The paper highlights the changes in the requirements for training of engineering personnel in connection with the rapid development of new machine-building technologies. Along with traditional engineering knowledge and skills, this training should provide the development of students’ competencies in the field of computer technology for design automation, production preparation. It is noted that the rich practical experience of engineers and teachers of the older generation in new conditions becomes obsolete; they can hardly acquire the rapidly changing computer systems of scientific research of subject areas, new technologies, such as 3D graphics and engineering analysis of structures, the system digitalization of production technologies as a whole. To train specialists of a new generation, technical universities should provide: modern educational and laboratory facilities including various computer and controller systems; applicants who have sufficient basic background and technical aptitude; high-skilled teaching staff specialized in modern computer technology willing to upgrade their teaching skills and personal qualifications. The paper dwells on the state support measures for universities to improve personnel training for high-tech industries, which include as a priority the system of personnel training for the military-industrial complex. The authors present an accumulated experience of the Aerospace Institute of the Orenburg State University in the area of stage-by-stage construction of modern educational and laboratory facilities, the formation of student contingent, retraining and raising qualification of the teaching staff, interaction with employers and partners.

The elaborated innovative shipboard training procedure of combining the work with the Ship Power Plant simulator, fire accident in the engine room, forecasting and alignment / reconciliation of the scenarios for the development of the fire and counter-action on a real fire field has no analogue.

Purpose The purpose of this paper is to develop new state standards of higher education for training digital personnel in the conditions of Industry 4.0 by the example of modern Russia. Design/methodology/approach An overview and a critical analysis of the expert and analytical report of the research institute “Higher School of Economics” on the results of digital modernization of the modern Russian economy entitled “Indicators of the digital economy” in the part “Human resources of the digital economy” is performed. Findings It is proved that formation of the personnel infrastructure for digital modernization of economy requires standardization of the process of training of digital personnel. The new state standards of higher education for training digital personnel in the conditions of Industry 4.0 by the example of modern Russia are created on the basis of the existing directions of the master’s program. Originality/value An authors’ classification of digital personnel according to the criterion of performed functions for application of digital technologies is offered, and two categories of them are distinguished: technical specialists and narrow sectorial specialists – which allowed specifying the scientific and methodological provision of the process of training and statistical accounting of digital personnel in Russia. The authors determine the perspective directions of training of digital personnel within the directions of the master’s program, which are implemented in modern Russia, and the corresponding categories of digital personnel. The authors also offer additional requirements to the results of mastering of the main educational programs of the master’s program, the structure of the main educational programs of the master’s program and the conditions of implementation of the main educational programs of training of masters within training of digital personnel. The authors’ conclusions and recommendations ensure the information support for training of digital personnel of modern Russian universities, as well as monitoring and control of this process of state regulators.

In the course of the study, it was revealed that the criteria for the effectiveness of training engineers is the compliance of their competencies formed in the process of training with the requirements of the production in General and the employer in particular. Aims of the present study: to identify the main global trends in engineering education, determine the criteria for the effectiveness of training engineering personnel and analyze the compliance of graduate training with these requirements. Methodology, methods. The study was conducted among graduates; teachers of engineering areas of training of the Crimean engineering and pedagogical University named after Fevzi Yakubov, as well as among managers of enterprises of the Republic of Crimea, potentially being employers for the studied special-ties during 2019 A total of 412 respondents were interviewed. Of these, there are 248 graduates of engineering training areas (final courses), 92 teachers of engineering training areas, and 72 employers. The experimental object of the study was engineering education in higher education. Results: Engineering education is a continuous process of accumulating General cultural and professional competencies in the direction of secondary education – secondary vocational education – technical University. The criterion for the effectiveness of training engineers is the compliance of their competencies formed in the process of training with the requirements of the production in General and the employer in particular.

The article reveals the issues of personnel training for the formation of a system of comprehensive rehabilitation and habilitation of disabled / disabled children, early assistance to children and their parents, accompanied living, social and vocational rehabilitation, psychological rehabilitation, technical means of rehabilitation of disabled people. The purpose and main task of our research is to study the issues of personnel training from the standpoint of regulatory, scientific, methodological and practice-oriented support. The presented materials are relevant and significant at the present time. In the light of the modernization of federal and regional legislative acts, the need to provide quality assistance to persons with disabilities is increasing, which in turn requires the training of highly qualified personnel. The materials of the article use statistical data on the needs of all constituent entities of the Russian Federation in the preparation of their leaders and leading specialists for the implementation of these types of activities. The study analyzes the need for training personnel for the education system, health care, and social protection. The value of the materials presented will make it possible to develop new technologies and approaches to the personnel training system. The areas of work given in the article are of great practical value and indicate that the technologies offered by Saint-Petersburg Postgraduate Institute of Medical experts, employees are effective and can be multiplied on the territory of the Russian Federation. Анотація:
The possibility of applying a new form of personnel training on the principle of an open system that includes training modules that are embedded in the educational program based on «best practices» has been analysed. When implementing the educational program, the circle of participants has been expanded. The participants are partner universities and enterprises that provide access to new technologies and material and technical base. The proposed practice-oriented model of education allows us to form a rational mechanism for co-financing educational programs by all its participants. An approach to personnel training with a reserve of high professional growth based on a practice-oriented educational environment has been proposed. The conducted analysis of normative legal acts has made it possible to determine the most effective forms of interaction between participants in the educational platform and new principles for organizing advanced training. The role of innovative scientific and technological centers in the formation of a new model of personnel training has been determined.
