A new approach for the development of problem-solvers for combinatorial problems is proposed in this thesis. The approach combines incremental knowledge acquisition and probabilistic search algorithms, such as evolutionary algorithms, to allow a human to rapidly develop problem-solvers in new domains in a framework called HeurEAKA. The approach addresses a known problem, that is, adapting evolutionary algorithms to the search domain by the introduction of domain knowledge. The development of specialised problem-solvers has historically been labour intensive. Implementing a problem-solver from scratch is very time consuming. Another approach is to adapt a general purpose search strategy to the problem domain. This is motivated by the observation that in order to scale an algorithm to solve complex problems, domain knowledge is needed. At present there is no systematic approach allowing one to efficiently engineer a specialpurpose search strategy for a given search problem. This means that, for example, adapting evolutionary algorithms (which are general purpose algorithms) is often very difficult and has lead some people to refer to their use as a ???black art???. In the HeurEAKA approach, domain knowledge is introduced by incrementally building a knowledge base that controls parts of the evolutionary algorithm. For example, the fitness function and the mutation operators in a genetic algorithm. An evolutionary search algorithm ismonitored by a human whomakes recommendations on search strategy based on individual solution candidates. It is assumed that the human has a reasonable intuition of the search problem. The human adds rules to a knowledge base describing how candidate solutions can be improved, or why they are desirable or undesirable in the search for a good solution. The incremental knowledge acquisition approach is inspired by the idea of (Nested) Ripple Down Rules. This approach sees a human provide exception rules to rules already existing in the knowledge base using concrete examples of inappropriate performance of the existing knowledge base. The Nested Ripple Down Rules (NRDR) approach allows humans to compose rules using concepts that are natural and intuitive to them. In HeurEAKA, NRDR are significantly adapted to form part of a probabilistic search algorithm. The probabilistic search algorithms used in the presented system are a genetic algorithm and a hierarchical bayesian optimization algorithm. The success of the HeurEAKA approach is demonstrated in experiments undertaken on industrially relevant domains. Problem-solvers were developed for detailed channel and switchbox routing in VLSI design and traffic light optimisation for urban road networks. The problem-solvers were developed in a short amount of time, in domains where a large amount of effort has gone into developing existing algorithms. Experiments show that chosen benchmark problems are solved as well or better than existing approaches. Particularly in the traffic light optimisation domain excellent results are achieved.

Improvements to highway safety have become a high priority for highway authorities due to increasing public awareness and concern of the high social and economic costs of accidents. However, satisfying this priority in an environment of limited budgets is difficult. It is therefore important to ensure that the funding available for highway safety improvements is efficiently utilized. In attempt to maximize the overall highway safety benefits, highway professionals usually invoke an optimization process. The objective of this thesis study is to develop a model for the selection of appropriate improvements on a set of black spots which will provide the maximum reduction in the expected number of accidents (total return), subject to the constraint that the amount of money needed for the implementation of these improvements does not exceed the available budget. For this purpose, a computer program, BSAP (Black Spot Analysis Program) is developed. BSAP is comprised of two separate, but integrated programs: the User Interface Program (UIP) and the Main Analysis Program (MAP). The MAP is coded in MATLAB and contains the optimization procedure itself and performs all the necessary calculations by using a Binary Integer Optimization model. The UIP, coded in VISUAL BASIC, was used for monitoring the menu for efficient data preparation and providing a user-friendly environment.

From 2010 to 2030, the number of instrument flight rules aircraft operations handled by Federal Aviation Administration en route traffic centers is predicted to increase from approximately 39 million flights to 64 million flights. The projected growth in air transportation demand is likely to result in traffic levels that exceed the abilities of the unaided air traffic controller in managing, separating, and providing services to aircraft. Consequently, the Federal Aviation Administration, and other air navigation service providers around the world, are making several efforts to improve the capacity and throughput of existing airspaces. Ultimately, the stated goal of the Federal Aviation Administration is to triple the available capacity of the National Airspace System by 2025. In an effort to satisfy air traffic demand through the increase of airspace capacity, air navigation service providers are considering the inclusion of advisory conflict-detection and resolution systems. In a human-in-the-loop framework, advisory conflict-detection and resolution decision-support tools identify potential conflicts and propose resolution commands for the air traffic controller to verify and issue to aircraft. A number of researchers and air navigation service providers hypothesize that the inclusion of combined conflict-detection and resolution tools into air traffic control systems will reduce or transform controller workload and enable the required increases in airspace capacity. In an effort to understand the potential workload implications of introducing advisory conflict-detection and resolution tools, this thesis provides a detailed study of the conflict event process and the implementation of conflict-detection and resolution algorithms. Specifically, the research presented here examines a metric of controller taskload: how many resolution commands an air traffic controller issues under the guidance of a conflict-detection and resolution decision-support tool. The goal of the research is to understand how the formulation, capabilities, and implementation of conflict-detection and resolution tools affect the controller taskload (system demands) associated with the conflict-resolution process, and implicitly the controller workload (physical and psychological demands). Furthermore this thesis seeks to establish best practices for the design of future conflict-detection and resolution systems. To generalize conclusions on the conflict-resolution taskload and best design practices of conflict-detection and resolution systems, this thesis focuses on abstracting and parameterizing the behaviors and capabilities of the advisory tools. Ideally, this abstraction of advisory decision-support tools serves as an alternative to exhaustively designing tools, implementing them in high-fidelity simulations, and analyzing their conflict-resolution taskload. Such an approach of simulating specific conflict-detection and resolution systems limits the type of conclusions that can be drawn concerning the design of more generic algorithms. In the process of understanding conflict-detection and resolution systems, evidence in the thesis reveals that the most effective approach to reducing conflict-resolution taskload is to improve conflict-detection systems. Furthermore, studies in the this thesis indicate that there is significant flexibility in the design of conflict-resolution algorithms.

In 2001, the ACM and IEEE Computing Curriculum stated that it was necessary to address "the need to develop implementation models that are international in scope and could be practiced in universities around the world." With increasing connectivity through the internet, the move towards a global economy and growing use of technology places software internationalization as a more important concern for developers. However, there has been a "clear shortage in terms of numbers of trained persons applying for entry-level positions" in this area. Eric Brechner, Director of Microsoft Development Training, suggested five new courses to add to the computer science curriculum due to the growing "gap between what college graduates in any field are taught and what they need to know to work in industry." He concludes that "globalization and accessibility should be part of any course of introductory programming," stating: A course on globalization and accessibility is long overdue on college campuses. It is embarrassing to take graduates from a college with a diverse student population and have to teach them how to write software for a diverse set of customers. This should be part of introductory software development. Anything less is insulting to students, their family, and the peoples of the world. There is very little research into how the subject of software internationalization should be taught to meet the major requirements of the industry. The research question of the thesis is thus, "Is there a framework for software internationalization that has been validated against industry requirements?" The answer is no. The framework "would promote communication between academia and industry ... that could serve as a common reference point in discussions." Since no such framework for software internationalization currently exists, one will be developed here. The contribution of this thesis includes a provisional framework to prepare graduates to internationalize software and a validation of the framework against industry requirements. The requirement of this framework is to provide a portable and standardized set of requirements for computer science and software engineering programs to teach future graduates.

The author of the Highway Safety Manual (HSM) Part B developed a predictive method for safety management. A software tool for highway safety system analysis called the SafetyAnalyst is developed basing on HSM Part B. The author describes an effort to evaluate the feasibility of SafetyAnalyst in Oregon. Seven sample highway sections in Oregon are selected to demonstrate the SafetyAnalyst network screening application. The purpose of this research is to assess if the SafetyAnalyst is compatible with current Oregon Department of Transportation (ODOT) databases such as the Highway Inventory Detail Report, Lane Report, etc. The author also presents an effort to identify current data deficiencies and identify a feasible solution for addressing these deficiencies. SafetyAnalyst requires hundreds of input variables. Not all of these variables are included in the current Oregon database. Those input variables that require additional data collection are described as well. This thesis also includes a sensitivity test for input variables to prioritize required variables. Finally, the author determines that the SafetyAnalyst can be used in Oregon. This research also provides a variable priority for the SafetyAnalyst users.
