This paper presents estimation of the traffic accident costs in Serbia, based on original dominant costs model. Dominant costs model uses human capital approach and this model is developed for simple and quick calculation of the traffic accidents costs, because other simple methods as 1 million rules, are not suitable for estimation of the traffic accident costs in the countries with a low GDP per capita. Knowing the costs of traffic accidents is of crucial importance for establishing traffic safety to the level defined by the size of costs made as a consequence of unsafely. So, politicians, decision makers and stakeholders in the field of traffic safety often need quick estimation of the traffic accident costs and economic effects of the particular measures which are applied for decreasing the number and severity of traffic accidents. The estimation of the level of the traffic accidents costs in Serbia, based on the official data (from the Ministry of Interior of the Republic of Serbia) about traffic accidents in Serbia for 2008 is shown in this paper and the comparison between predicted and calculated value of the traffic accident costs for 2009 is also presented.

The cost of accidents is one of the basic segments of economic evaluation. In addition, the cost of accidents represents a significant financial burden for each budget. By knowing the cost of traffic accidents for each road, it is possible to determine which roads have the highest cost of traffic accidents, ie on which roads would give the best results in terms of improving the level of traffic safety and reducing the cost of traffic accidents. The paper presents the calculation of traffic accident costs for all roads of the first order in the Republic of Serbia, and separately identifies the costs per kilometer of road.

Traffic safety is an important topic because of serious economic burden which is linked to the problem (damage costs, health care costs, administration costs and costs resulting from loss of future output). In this paper, we model damage to property and accidents involving deaths and injuries in the Slovak Republic. Using secondary data, it was found out that accidents involving deaths and injuries, accidents caused by animals and accidents caused by speeding have a strong impact on damage to property. Interesting finding is, that number of registered drivers have a negative impact on damage to property. On the other hand, accidents caused by animals and accidents caused by speeding have a negative impact on accidents involving deaths and injuries. Moreover, expressways seriously diminish number of accidents involving deaths and injuries.

The number of road traffic casualties is still very high, even though the number of fatalities in European countries is falling. In road traffic accidents involving personal injury, economic resources are destroyed and the productivity of economy is correspondingly impaired. Costs resulting from traffic accidents represent the largest single part of the overall cost of traffic in economus. Knowledge about the harm it does to economy is essential if measures to reduce road traffic accidents are identified and introduced. Economic evaluation of road safety measures using cost‐benefit analysis is based on the costs incurred as a result of road accidents. The avoidance of such costs represents the economic benefit of road safety measures. Road safety audit is a formal procedure for independent assessment of the accident potential and likely safety performance of a specific design for a road or traffic scheme - either new construction or alteration of an existing road.

They include: losses resulting from the long-lasting or temporary impossibility of creating GDP, expenses on the treatment and rehabilitation of people injured in the accidents, costs of emergency services involvment, payment of compensations and benefits, financial losses or emotional suffering of the accidents' victims and perpetrators' relatives, leading to reduce their economic activity. Statistical data presented in the point out to the high risk of road accidents. Also causes of unsatisfactory level of the road safety improvement in Poland were presented.

Road Traffic Accidents in developing countries are a serious concern in terms of safety and economy. RTAs share a considerable amount of overall life, resource, and productivity losses. It has become essential to monetize RTAs to aid the policymakers, economists, and the state government to efficiently select the cost-effective countermeasure for the safety of road users. The costs can be utilized in framing cost-effective safety measures and policies. This paper focuses on estimating the overall costs of Road Traffic Accidents in the city of Rawalpindi/Islamabad, Pakistan, by using the Human Capital Approach to estimate the monetary amount that the Road Traffic Accidents have cost to the cities in the year 2016. The research has categorized the costs into 5 main components, namely: medical costs, property damage costs, loss output, human loss, and administrative costs. A total of 10187 incidents have been recorded in the cities involving 12573 victims and 18136 vehicles. Results suggested that a total of pkr 2.183 billion has been incurred by the State of Pakistan with a loss of about 0.0074% to the GDP. The breakdown of the costs was as follows: Medical costs (pkr 93,898,640), and it comprises 4.26% of the total cost; Property damage costs include vehicular and property damage repair (pkr 214,840,463), and it comprises 9.84% of the total cost; Loss output (pkr 1,316,000,000), and it comprises 60.27% of the total cost; Human costs (pkr 473,584,345), and it comprise 21.69% of the total cost; Administrative costs (pkr 85,730,725), and it comprises 3.92% of the total cost.

Abstract This study aims to identify the characteristics and costs of traffic accidents that occurred in Garut Regency in period of 2012 until 2017. The focus of the study was accidents involving buses, as a public transportation mode. In this study, a descriptive approach is used, and for the cost of traffic accidents, the Gross Output Method is used. The results obtained show that the proportion of traffic accidents involving buses in the Regency of Garus is 3.5%, with humans being is the dominant factor causing the traffic accidents. In addition, the cost of traffic accidents involving these buses reaches 0.15% of the Gross Regional Domestic Product of Garut Regency. Keywords: traffic accidents, accident costs, public transportation, accident characteristics Abstrak Penelitian ini bertujuan untuk mengidentifikasi karakteristik dan biaya kecelakaan lalu lintas yang terjadi di Kabupaten Garut pada tahun 2012 hingga tahun 2017. Fokus penelitian adalah kecelakaan yang melibatkan bus, sebagai moda transportasi publik. Pada studi ini digunakan pendekatan deskriptif dan untuk biaya kecelakaan lalu lintas digunakan metode Gross Output. Hasil yang didapat menunjukkan bahwa proporsi kecelakaan lalu lintas yang melibatkan bus di Kabupaten Garut adalah 3,5%, dengan manusia merupakan faktor penyebab yang dominan. Selain itu, biaya kecelakaan lalu lintas yang melibatkan bus ini mencapai 0,15% terhadap Produk Domestik Regional Bruto Kabupaten Garut. Road Traffic Accident (RTA) is a growing public issue and fall among the four top causes of mortality and morbidity globally. The main objective of this study was to identify the causes and protective measures of road traffic accidents in Bahawalpur City. Primary data was gathered through a structured questionnaire during a field survey in selected five public places as sample sites i.e. Larry Ada, University Chowk, Bahawal Victoria Hospital (BVH), One Unit Chowk, and Melad Chowk. Secondary data of road accidents was gathered form National Highway and Motor Way Police (NH&MP) while primary data was gathered from 150 respondents (30 from each study site) and analyzed in SPSS software by applying descriptive statistics and road accident risk index (RARI). Findings revealed that the main causes of these accidents include increase in population (62.66%), increase in demand for vehicles (22%), bike drivers (69.33%), overtaking of the vehicles (51.33%), over speed and hustle to reach the destination (34.66%). One wheeling is also a major reason, which results in the death of teenage drivers (52%), violation of the traffic rules (25.33%). RARI results also suggest the relationship between the affected persons and the road traffic accidents. Lastly, few suggestions were proposed to overcome the ratio and severity of road traffic accidents because these accidents are predictable and largely preventable through multi-disciplinary coherent strategies.

The aim of this evaluation is to verify the telling value of the Cost and Benefits Analysis (CBA) of regional roads modernisation based on an ex-post evaluation of the investments and their impacts on the incidence of traffic accidents. A set of 144 projects were the subject of evaluation. The analysis of the actual investment costs confirmed the assumption that the majority of projects were planned with a sufficient provision. When compared with the costs foreseen for the entire set of projects, the total reduction of actual costs spent was over 11%. The investigation of project impacts on traffic accidents was based on an analysis done prior to and after construction by using the Czech Police database. The measurement results show only minimum changes in the incidence of traffic accidents in the scenario prior to and after project completion. This however strongly contradicts the project goals declared, because the projects were anticipating almost zero accidents with a fatality and a 50% reduction of accidents with health consequences. However, a slight increase in road fatalities and in light and serious injuries was measured. These facts have a significant impact on the Net Present Value (NPV) and the weighted profitability index for the entire set of projects dropped from 16.7% to −2.8%. The key recommendation is to eliminate the impact on traffic accidents in the case of project evaluations processed ex-ante for projects focused only on a reconstruction or modernisation of existing roads.

With the ever-increasing number of vehicles on the road, traffic accidents have also increased, resulting in the loss of lives and properties, as well as immeasurable social costs. The environment, time, and region influence the occurrence of traffic accidents. The life and property loss is expected to be reduced by improving traffic engineering, education, and administration of law and advocacy. This study observed 2,471 traffic accidents which occurred in central Taiwan from January to December 2011 and used the Recursive Feature Elimination (RFE) of Feature Selection to screen the important factors affecting traffic accidents. It then established models to analyze traffic accidents with various methods, such as Fuzzy Robust Principal Component Analysis (FRPCA), Backpropagation Neural Network (BPNN), and Logistic Regression (LR). The proposed model aims to probe into the environments of traffic accidents, as well as the relationships between the variables of road designs, rule-violation items, and accident types. The results showed that the accuracy rate of classifiers FRPCA-BPNN (85.89%) and FRPCA-LR (85.14%) combined with FRPCA is higher than that of BPNN (84.37%) and LR (85.06%) by 1.52% and 0.08%, respectively. Moreover, the performance of FRPCA-BPNN and FRPCA-LR combined with FRPCA in classification prediction is better than that of BPNN and LR.

Understanding the temporal and spatial dynamics of traffic accidents are a key determinant in their mitigation. This article leverages big data and a Poisson model with fixed effects to understand the causality of traffic congestion on road accidents in ten cities in Latin America: Bogota, Buenos Aires, Lima, Mexico City, Montevideo, Rio de Janeiro, San Salvador, Santiago, Santo Domingo, and Sao Paulo. Analyzing over 10 billion observations in 2019, results show a positive non-linear causality of congestion on the number of accidents. Overall, the results suggest that a 10% reduction in traffic delay would reduce accidents by 3.4%, equivalent to over 72 thousand traffic accidents. Sao Paulo and Mexico City would be particularly benefited, with reductions of 5.4% and 4.7%, respectively. The results of this paper aim to support policymakers in emerging economies in implementing measures to reduce congestion and, with it, the related direct and indirect costs borne by societies.

The presented methodology for accounting the costs caused by road accidents is based on the fact that a person who died or was injured in a traffic accident will not contribute to the economic wealfare of the country anymore or his/her contribution will reduce. Broken vehicles, damaged cargoes or defected road constructions cause huge losses to the state. A financial assessment of material losses caused by road accidents enables providing a feasibility report in respect of efficiency of newly introduced traffic safety measures. The aim of the presented methodology is an establishment of the road accident costs that would conform to the todays economic level of Lithuania. The developed methodology for accounting road accident costs will enable more precise assessment of a necessity, perspectives and priorities of investment projects in the transport system as well as an accomplishment of funding allocation tasks.

Traffic accidents impart both economic and social costs upon communities around the world, hence the desire for accident rates to be reduced. For this reduction to occur, the factors influencing the occurrence of accidents must be understood. The role of congestion in modifying accident risk has been widely studied, but consensus has not been reached, with conflicting results leaving open questions. An inverse relationship between accidents and congestion would imply a benefit of congested conditions for road safety, posing a difficult situation for traffic management. This paper assesses articles that reveal the shape of the relationship between traffic accidents and congestion. We find a positive linear response to dominate the literature. However, studies with higher numbers of statistical units tend to show a U-shaped relationship. This suggests an important role of high spatio-temporal traffic data in understanding factors causing accidents and identifying the combination of real-time conditions which may lead to increased accident risk. Modern advancements in traffic measurement systems provide the ability for real-time alleviation of accident-prone conditions before they can fully develop.

Road transport safety is a major concern across Europe due to the human and socio-economic costs associated with work-related traffic accidents. Traditional approaches have adopted regulatory and technical measures to prevent road accidents leaving aside the organizational factors that might contribute to road transport safety. However, contemporary sociotechnical systems theory acknowledges the need to take into account organizational factors. This study adopts a sociotechnical approach and it examines the relationship between a number of organizational factors (organizational learning and training) and road traffic accidents in the organizations under study. Our sample was composed of 107 road transportation organizations from Spain. Binary logistic regression analyses were carried out to test our hypotheses. Organizational size and type of transport (goods or passengers) were included in the model as control variables. Results showed that in those organizations where organizational learning was supported, the occurrence of traffic accidents was less likely. Unexpectedly, the relationship between training and the occurrence of traffic accidents was not significant. Thus, findings partially supported the formulated hypothesis. Future research should shed light on the relationship between training and traffic accidents taking into account potential intervening variables.

Road safety is a complicated scientific field of transport research due to the random nature of accident occurrence. Traffic accidents impose serious problems to society in terms of medical costs, economic costs (productivity losts), property damage costs, and human costs. Traffic accidents are increasing and still become the main problem of road transport in Indonesia. One effort to improve transportation safety is by determining and handling the black spot locations. The method that used to identify black spot locations is the frequency-crash method. The aim of this research is to identify black spot locations using Upper Control Limit (UCL) method. The study location is in Purbalingga, Central Java, Indonesia. Database of traffic accidents from 1 January 2010 to 31 December 2015 were obtained from Purbalingga Police. Using the equivalent accident number for death victims or fatality is 10, a severe injury is 5, a minor injury is 1, and property damaged only is 1. Seven roads have accident number value greater than the upper control limit value and identified as a black spot location. Black spot location in Purbalingga regency are Jalan Raya Bayeman, Tlahab Lor; Jalan Raya turut Desa Penolih, Jalan Raya turut Desa Bobotsari, Jalan Raya turut Desa Bojongsari, Jalan Raya turut Desa Jetis, Jalan Raya turut Desa Kembangan, and Jalan Raya turut Desa Panican.

Traffic problems become very important to minimize the number of accidents. Recorded in 2017, the death toll from accidents reached 703 people. While in 2018 503 people died or fell by 28%. This figure is considered to be the third largest killer, under coronary heart disease and tuberculosis / tuberculosis. Among several causes of accidents such as against the flow of traffic, stops on the road, pedestrians and speeds that are too low compared to other vehicles. Even though the traffic signs are already installed. The low level of awareness of road users will increase the number of accidents. A detection system for potential accidents is needed to reduce the risk and can be used for the investigation process if an accident occurs. The application of a traffic accident prediction system will be a solution to provide a warning of potential accidents. Early detection of incidents is very important to limit consequences such as delays for other road users, lower costs, less time commitment to emergency services, as well as to prevent accidents. Video processing obtained from CCTV installed at intersections, highways, bridges and tunnels will detect pedestrians and oncoming cars automatically. Detection is done by processing each video frame to determine the foreground by the Gaussian mixture models method of each video frame.

Driven by the high social costs and emotional trauma that result from traffic accidents around the world, research into understanding the factors that influence accident occurrence is critical. There is a lack of consensus about how the management of congestion may affect traffic accidents. This paper aims to improve our understanding of this relationship by analysing accidents at 120 intersections in Adelaide, Australia. Data comprised of 1629 motor vehicle accidents with traffic volumes from a dataset of more than five million hourly measurements. The effect of rainfall was also examined. Results showed an approximately linear relationship between traffic volume and accident frequency at lower traffic volumes. In the highest traffic volumes, poisson and negative binomial models showed a significant quadratic explanatory term as accident frequency increases at a higher rate. This implies that focusing management efforts on avoiding these conditions would be most effective in reducing accident frequency. The relative risk of rainfall on accident frequency decreases with increasing congestion index. Accident risk is five times greater during rain at low congestion levels, successively decreasing to no elevated risk at the highest congestion level. No significant effect of congestion index on accident severity was detected.

The accident rate in Indonesia tends to be quite high when compared to other countries in Asean. Traffic accidents are one of the causes of death in the world (8th rank), and the main cause of death of young people aged 15 to 29 years. Accidents can be prevented by various technical countermeasures, this needs to be done so that unnecessary accident costs can be reduced. Against this background, it is necessary to conduct socialization early on about good and correct traffic procedures especially for young children at the elementary school level, so it is expected that our children already have the provision of information and techniques about traffic in our country.

These problems can be solved by a traffic control system by continuously sensing and adjusting traffic lights timing according to the actual traffic load which is called an Intelligent Traffic control System. The Intelligent Traffic Control Systems reduces congestion, operational costs, provides alternate routes to travelers and increases capacity of infrastructure.

Traffic accident cost analysis is needed to predict potential losses of nation due to the emergence of traffic accident victims. The cost of traffic accidents in Indonesia is based on the characteristics of the City of Bandung in 2003, and it is shown that the cost of traffic accidents can vary according to regional characteristics. This study tries to compare the analytical approach in Bandung in 2003 with the Consumer Price Index and Human Development Index approaches for an area with medium accessibility, namely East Lombok, West Nusa Tenggara Province. The location of traffic accidents greatly influences the cost of traffic accidents, because the costs on inter-city roads are relatively higher compared to those on roads in the city. This study shows that the cost of traffic accidents is related to accessibility of health facilities. This analysis can be developed for all regions in Indonesia, so that it can be used as a reference for traffic stakeholders in assessing the performance of the traffic safety programs implemented. Analisis biaya kecelakaan lalu lintas diperlukan untuk memprediksi potensi kerugian negara akibat timbulnya korban kecelakaan lalu lintas. Biaya kecelakaan lalu lintas di Indonesia dibangun berdasarkan karakteristik kota Bandung tahun 2003, dan diperlihatkan bahwa biaya kecelakaan lalu lintas dapat bervariasi sesuai dengan karakteristik wilayah. Penelitian ini mencoba membandingkan pendekatan analisis di Bandung tahun 2003 dengan pendekatan Indeks Harga Konsumen dan Indeks Pembangunan Manusia untuk suatu wilayah dengan aksesibilitas menengah, yakni Lombok Timur, Provinsi Nusa Tenggara Barat. Lokasi kecelakaan lalu lintas sangat mempengaruhi biaya kecelakaan lalu lintas, karena biaya di jalan antar kota relatif lebih tinggi dibandingkan dengan biaya di jalan dalam kota. Penelitian ini meperlihatkan bahwa biaya kecelakaan lalu lintas terkait dengan aksesibilitas fasilitas kesehatan. Analisis ini dapat dikembangkan untuk semua wilayah di Indonesia, sehingga dapat dijadikan acuan bagi pemangku kepentingan lalu lintas dalam menilai kinerja program keselamatan lalu lintas yang dijalankan.

ABSTRACT Objective: To describe the epidemiology of patients with thoracolumbar spine fracture submitted to surgery at Hospital Cristo Redentor and the related costs. Methods: Prospective epidemiological study between July 2014 and August 2015 of patients with thoracolumbar spine fracture with indication of surgery. The variables analyzed were sex, age, cost of hospitalization, fractured levels, levels of arthrodesis, surgical site infection, UTI or BCP, spinal cord injury, etiology, length of stay, procedure time, and visual analog scale (VAS) . Results: Thirty-two patients were evaluated in the study period, with a mean age of 38.68 years. Male-female ratio was 4:1 and the most frequent causes were fall from height (46.87%) and traffic accidents (46.87%). The thoracolumbar transition was the most affected (40.62%), with L1 vertebra involved in 23.8% of the time. Neurological deficit was present in 40.62% of patients. Hospital stay had a median of 14 days and patients with neurological deficit were hospitalized for a longer period (p<0.001), with an increase in hospital costs (p= 0.015). The average cost of hospitalization was U$2,874.80. The presence of BCP increased the cost of hospitalization, and patients with spinal cord injury had more BCP (p= 0.014) . Conclusion: Public policies with an emphasis on reducing traffic accidents and falls can help reduce the incidence of these injuries and studies focusing on hospital costs and rehabilitation need to be conducted in Brazil to determinate the burden of spinal trauma and spinal cord injury.

SUMMARY: The basic objective of this research is to explore the contribution of motorway network development in minimizing accident costs. Results of the study are based on Croatian experience. The likelihood of a statistically negative correlation between the total motorway length and traffic accident costs will be investigated through observation of variations in the total length of motorways and the number and type of accidents that occurred. The results are based on statistical methods of regression and correlation analysis. The analysis spans the period between 2000 and 2013. The conducted regression analysis has confirmed that one newly constructed kilometre of motorways results in a decrease of social accident costs by 761,488 €. The gathered data suggest that the expected effects of further construction of Croatian motorway network on traffic safety are lessening, so in order to increase traffic safety further measures to improve traffic culture of all traffic participants should be implemented with more vigour.

Traffic accidents in Jordan represent a serious problem, where every day about 2 persons die by road accidents, and the country loses between 2-3 percent of its gross domestic products (GDP) due to this problem. This research aims to estimate the total and unit costs (per crash severity and vehicle type) of road accidents in Jordan during three years (2011 through 2013) using human capital approach, and also to estimate the value of statistical life in Jordan for risk reduction of person’s death by road accident using willingness-to-pay approach. The results revealed that Jordan is still suffering from a continuous rise in its road accidents’ costs without a sufficient improvement accompanied with the dramatic increases in its number of vehicles and population (during the study period), especially after the crisis of Syrian refugees who enter the Jordan during this period. The estimated total costs of accident in the years 2011, 2012 and 2013 were about US $ (3814, 4718 and 5146, respectively, which constituted 2.5%, 2.3% and 2.25% of the total country’s GDP for the same years.

A well-functioning transport network is a key element of a successful economy. One of the biggest problems in transportation is the large number of vehicles, which leads to congestion. Traffic congestion negatively influences the social and economic environment: it creates pollution and causes many accidents. A variety of innovative technologies are being applied in all areas. Different countries use Intelligent Transport Systems to create a safer, more efficient, and sustainable transport system to monitor and manage traffic flow. The application of Intelligent Transport Systems helps solve problems in the transport sector: Intelligent Transport Systems helps manage traffic flows, reduce accident rates, environmental pollution, and inform drivers and passengers about the traffic situation. Consequently, Intelligent Transport System improves the efficiency of the transport system, the quality of services, increases mobility, reduces energy consumption, and reduces the negative impact of vehicles on the environment. As reported by the Department of Statistics data in Lithuania, the number of road vehicles in the Vilnius region increases every year. Traffic accidents remain constant, and long-lasting traffic jams occur. Due to these reasons, Vilnius and its residents incur economic costs, and the transport system is used inefficiently. This article examines the importance of Intelligent Transport System application in solving congestion, pollution and accidents in Vilnius. A cost-benefit analysis of the Automatic Incident Detection System installation in Vilnius is performed.

Rapid economic growth has led to high demand for travel in the City, and rapid urbanization is one of the causes of traffic congestion. Traffic congestion is a characteristic of urban areas caused by increased economic activity, increased productivity of population movement, and inadequate facilities. Traffic congestion causes lost travel time, losses due to vehicle emissions, and increases traffic accidents. This study discusses the amount of costs incurred by vehicle users who pass Jenderal Sudirman street when experiencing congestion. This study aims to provide an overview for private vehicle users of the amount of costs incurred when using a private vehicle when passing Jenderal Sudirman street. The method used in determining Vehicle Operational Costs (VOC) is a method developed by the Institute for Affiliation and Research and Industry (LAPI) ITB 1997, while getting lost costs due to congestion is reviewed based on VOC and time value with the Income Approach method. The results show a high difference in operational costs and the loss of time value which is the total cost loss due to congestion on the road. Semarang ABC toll road is an inner-city toll road of Semarang connecting the West, East, and South areas of Semarang City. The toll road is a crucial road for land transportation in Java and yet passed by many overloaded and over-dimension vehicles. Overloaded and over-dimension vehicles (ODOL) on toll roads is categorized as a traffic violation that harms various parties such as disrupting the smooth traffic flow due to low speeds and affecting toll road maintenance costs due to ODOL vehicle loads, and Accident rates involving overloaded vehicles. This study aims to examine the effect of ODOL vehicles on the Accident rate on toll road. The study used a regression test with SPSS software. The results of the study show there is an influence between ODOL vehicles and the level of traffic accidents on toll road by 32%. From the JM Digimap application, case studies of accidents involving ODOL vehicles on toll road can disrupt the smooth traffic flow and reduce the average passing speed by up to 12%. Several statistics concerning the occurrence of accidents on the most important fraction of the Mexican highway system (basic network) are given. The involvement of cargo trucks in these accidents is discussed. The factors that contribute most to the occurrence of accidents are identified. Among these factors, those related to the speed of the vehicles that make up the traffic flows stand out. An economic analysis to determine the optimum speed limits and highway design speeds is provided. This analysis is based on depicting, for a given road section, the trend of vehicle operating costs (VOCs), accident costs, and the sum of both with respect to speed. The trend of accident costs is determined from assessment of the average cost per accident in the basic network and prediction of the variation of accident rate with respect to mean flow speed. The VOC trend is obtained by using the World Bank VOC model, calibrated for Mexican conditions. Some recommendations for improving existing speed laws and the enforcement of the regulating system are presented. Other actions for generating a national road safety program are mentioned.

Traffic accidents are a serious problem in every society. Traffic safety is a science that analyzes road accidents with material damage, lightly injured, severely injured and killed persons. This paper proposes that road safety investment can be optimised by the development of a road safety management model. Road safety strategies typically include a basket of engineering, enforcement and education/training measures but there does not appear to be any management model which permits the optimisation of road safety investment. The proposed model utilises linear programming to predict changes in road safety resulting from safety interventions. It is mainly based on research in the areas of engineering and enforcement since there is little published research on the correlation between education and accident reduction. The model output provides the accident reduction and associated costs resulting from feasible road safety strategies. This should benefit policy makers when allocating resources. This example will be good experience for Traffic safety management system in the Republic of Macedonia.

Traffic accidents are serious public health problems, account for profound economic costs to individuals, families, and societies. The social impacts range from physiological to economic causes, which could be a serious negative effect, especially in undeveloped countries. To further elucidate this problem, the prevalence of injuries caused by traffic accidents in a Santa Ana Health Centre, Portoviejo, Ecuador, was studied. This registry-based retrospective study analyzed data on Santa Ana, from Enero 2016 to Diciembre 2019, and the medical records of patients who had been admitted were extracted and analyzed. Passengers cars, motorcycles, and bicycles involved in collisions were included, and the information collected was relating to sex, age, and type of injuries. In total, 75%±6.34 patients victims of road traffic injuries were males, and their mean age was 20 and 49 years. There was a cooperative agreement between total injury occurrence (%) and type of vehicle. Bus and car accidents had lower relation (R2 = 0.44, 078) (p = 0.063, 0.005) with total occurrence. The highest relation was found in motorbikes (R2 = 0.98 p = 2e-05), since it's the primary or most popular means of transportation in the city. The best of our knowledge is the first study to reporting data on road traffic injuries in the Province of Manabí, the third-largest province in extension in Ecuador. Additional studies with larger populations are thus necessary to construct a robust data system in undeveloped countries that can facilitate the flow of reliable information about road traffic injuries.

The price of ensuring the conditions of continuous, safe and convenient movement of public roads of Ukraine should be based on general patterns of development of society and the country's economy, taking into account the financial and tax policy of the state, the specifics of the road economy, speed, density and intensity of traffic – the main components of road productivity, cost and terms of construction and costs for maintenance and repair. roads, demand for road traffic, other socio-economic indicators, including material losses from road accidents (accidents), as well as the severity of their consequences. The developed methods of assessing the conditions for continuous, safe and convenient traffic on highways establish the priority of planning and implementation of road works aimed at ensuring transport accessibility of different territories of Ukraine, as well as improving safety and improving road convenience 259 through extraordinary, priority and regular improvement of road conditions on those sections of the road network that do not meet the requirements of traffic flows, as well as to provide further development of the road network through the improvement of their transport and operational condition to meet the demand of users for their movement. Improving road conditions both in the most dangerous areas and on highways in general, leads not only to a decrease in the number of accidents and their consequences, but also increases the level of convenience of traffic flows, which is beneficial for the country's economy and society as a whole. Road traffic accidents (RTAs) have turned out to be a huge global public health and development problem causing enormous economic and social costs. Therefore RTA has become a major concern and analyzing accident data has been an important look out to the analysts in order to find the major factors related to the accidents, and to predict the future road accidents in order to mitigate and/or eliminate them in the future.The study revealed that the main contributing factor is the human. The predominant type of crashes was run over with 53% of the total crashes.Approximately, 53% of crashes occurred on major roads, 58% of crashed occurred during day time, drivers with group ages between 24 – 29 years’ experience more crashes, and single vehicle accidents result in more casualty (fatality and injuries) compared to multi-vehicleaccidents. The most important resultobtainedfrom this study, a prediction model which link accidents with the number of registered vehicles and population.

Elimination of connection between an increase in transport and economic growth has been the main aim of the transport policy of the EU for a few years and it has not been accomplished yet. Transportation causes considerable external costs that have concrete originators but are not paid by them. The biggest external costs are connected with emissions, noise, accidents and congestions. In this contribution, the problem of congestions, which currently bother drivers in EU was analysed, together with possibilities for their solving, since the congestions' reduction is one of the priorities of the EU’s transport policy. The task was to observe a relation between the basic traffic flow characteristics on the specific section of the road no. I/65 and to identify effects on traffic in general, as well as to specify reasons and conditions within the traffic congestions that occurred. These results are a basis for the theoretical proposal of possible solutions of the issue.

The elimination of the connection between the increase of transport and economical growth has been the main aim of transport policy of the EU for a few years, which has not been accomplished yet. The volume of transport in the EU has been growing at more or less the same rate as economy or more, by nearly 20 % with passenger transport and by approximately 30 % with freight transport haulage. Transportation causes considerable external costs that although have got concrete originators, are not paid by them. The biggest external costs are connected with emissions, noise, accidents and congestions. In our contribution we would like to characterize congestions and possible solutions.

OBJECTIVETraumatic brain injury due to road traffic accidents occurs mainly in the younger age group in which injury-related disability leads to long-term impact on employment and economic and social consequences across the lifespan. This study was designed to assign a monetary cost (in Malaysian ringgits [RM]) to the treatment of patients with surgically treated isolated traumatic head injury as determined up to 1 year after injury.METHODSRelevant resource items used were identified and valued using the direct measurement of costs method, cost accounting methods, standard unit costs method, fees, charges and/or market prices method. These values were then tabulated to generate the total costs for each patient, via a combination of macro-costing and micro-costing methods. Malaysian currency values were converted to US dollars according to the average conversion rate for the period from January to May 2016: RM1 = US$0.2452.RESULTSThis costing study analyzed data from 49 patients. The estimated cost for the 1st year of care for all patients was RM1,471,919.80 (US$360,914.735), with a mean (± SD) cost per case of RM30,039.18 ± 22,986.25 or $7365.61 ± $5636.23. The mean cost of care per case was RM11,041.35 ± 10,936.88 or $2707.34 ± $2681.72 for mild head injury, RM32,550.00 ± 20,998.76 or $7981.26 ± $5148.90 for moderate head injury, and RM36,917.86 ± 23,697.34 or $9052.26 ± $5810.59 for severe head injury. Severe head injury (p = 0.001), sustaining 2 or more intracranial pathologies (p = 0.01), having a poor Glasgow Outcome Scale (GOS) score (GOS score 1–3) (p = 0.02), requiring a tracheostomy (p < 0.001), and contracting pneumonia (p < 0.001) were significantly associated with higher cost. Logistic regression analysis revealed that cost of care increased by RM591.60 or $145.06 per year increment of age (β = RM591.60, p = 0.05).CONCLUSIONSThe mean cost of treatment for traumatic head injury is high compared to the per capita income of RM37,900 in 2016. The cost values generated in this study provide baseline cost estimates that the authors hope will be used as a guide to determine where adequate funding should be allocated to provide timely and appropriate delivery of care.

Accident costs are an important component of external costs of traffic, a substantial part is related to fatal accidents. The evaluation of fatal accident costs crucially depends on the availability of an estimate for the economic value of a statistical life. This paper aims to develop a model for road accident through systems dynamics approach. To build an accident model, various factors causing the road accident and cost were identified. This model is capable of calculating the accident rate and its costs for the future. In this study the accident caused by bus alone is considered. The cost model is dealt more in this study as it requires more complex assessment. The accident model is built on the year 2000 data and predicted the accidents up to 2020 for every 5‐year interval. The accident model is valuated by comparing the predicted and actual accident data for the year 2005. Three scenarios were studied by changing the income growth rate and discount rate. Finally, best scenario is suggested for implementation. The outcome of the study is highly useful for the planners, administrators and police to make their decisions effectively for road safety investment projects.

Guidelines for right-turn treatments at unsignalized intersections and driveways on rural two-lane and four-lane highways are presented. Two types of treatments, full-width lane and taper, were considered over the do-nothing radius treatment. The guidelines indicate the design hourly traffic volumes for which the benefits of right-turn treatments exceed their costs. The benefits used in the economic analysis were the operational and accident cost savings provided by right-turn treatments. The costs used in the development of the guidelines were the costs of constructing full-width right-turn lanes and tapers. The operational effects were estimated in terms of delay and excess fuel consumption experienced by through traffic due to right-turning vehicles. To account for the safety effects, the relationship between speed differential and accidents was used to estimate the reduction in right-turn, same-direction, rear-end accidents that would be expected to result from the provision of a right-turn treatment. The guidelines indicate the right-turn design hourly volume required to justify a right-turn treatment as a function of the following factors: ( a) directional design hourly volume, (b) highway operating speed, and ( c) number of lanes on the highway. Comparisons with other guidelines indicate that the range of guidelines developed are reasonable. In addition, they are more definitive than other guidelines because they account for highway operating speed and address taper treatments as well as full-width turn lanes.

The motorcycle accident, its social and economic costs to society are topics widely debated and discussed today, since the trauma disease is responsible for numerous cases of hospitalization, injuries in target organs and sequelae. In addition, it presents itself as the main cause of death in young people and the economically active population. The present study aims to characterize the profile of hospitalizations due to traffic accidents involving motorcyclists in Brazil, reported in the DATASUS database. This is an epidemiological, retrospective, descriptive and analytical study of a historical series from 2011 to 2021. Education and prevention is essential in actions to control motorcycle accidents, seeking to reduce mortality and physical disability of victims after trauma. Epidemiological surveillance and preventive campaigns must be active and continuously intensified, seeking to eliminate accidents for the benefit of the individual and society.

The potential costs of road traffic accidents (RTAs) to society are immense. Yet, no study has attempted to examine the impact of climate change on RTAs in Saudi Arabia, though RTA-leading deaths are very high, and the occurrence of climatic events is very frequent. Therefore, this study aims to assess the impact of climate change on RTAs in Saudi Arabia and to recommend some climate change mitigation and adaptation policies to make roads safe for all. This study employed annual data from 13 regions of Saudi Arabia, from 2003 to 2013. The data were analyzed on the basis of panel regression models—fixed effect, random effect, and the pooled ordinary least square. The findings show that temperature, rainfall, sandstorms, and number of vehicles were statistically and significantly responsible for RTAs in Saudi Arabia in the study period. This study also found that RTAs both inside and outside cities significantly caused injuries, but only RTAs inside cities significantly caused death. Furthermore, the death from RTAs injuries was found to be statistically significant only for motor vehicle accidents. The findings will assist policymakers in taking the right courses of action to mitigate the negative impacts of climate change through understanding climate influence on RTAs.
