Response time and waiting time were key performance indicators in the emergency department of a hospital. This study will shed light on important factors contributing to service quality in emergency department of Indonesian public hospital by utilizing a cross-sectional design. About 117 patients were selected by simple random sampling techniques. Data observation sheets and a modified service quality instrument were used to measure health services in this department. Findings revealed that 83.8% patients felt satisfied with the services provided by emergency staff. Based on Kendall’s Tau test, waiting time had a significant relationship with service quality (p<0.05) compared to response time (p>0.05). The results of logistic regression test showed that waiting time had a higher value for Exp(B)= 3.522. In conclusion, waiting time was the most important factor affecting service quality in emergency department of Indonesian public hospital.

This paper introduces an extension of the MQTT protocol to reduce communication overhead in real-time location-based service system where mobile MQTT clients move and change their administrative district location frequently. The MQTT protocol was extended to handle UNSUBSCRIBE and SUBSCRIBE processing with a single step and the LBS server was revised to handle the extended protocol. Instead of directly processing SUBSCRIBE and UNSUBSCRIBE, mobile clients need to send their GPS location to the LBS server. LBS Server communicate with MQTT Broker to using extended protocol on behalf of each client. In an environment where large number of clients frequently move, the extended MQTT protocol can drastically reduce the number of messages between MQTT Broker and clients. This is mainly because clients do not need to issue SUBSCRIBE and UNSUBSCRIBE request to MQTT Broker. In addition, in contrast to our previous study where clients receive new administrative area name after sending its GPS location to LBS server, in this research, using extended MQTT protocol, mobile clients do not need to receive new administrative name even though they move across different district areas and as a result, the number of message exchanges can also be reduced. The LBS system applying the extended MQTT protocol can be used as a real-time location-based information service for large-scale mobile devices, such as real-time pedestrian population and vehicle traffic analysis, and location-based message delivery.

We consider a two-stage supply chain with one supplier and one retailer. The retailer sells a product to customer and the supplier provides a product in a make-to-order mode. In this case, the supplier’s decisions on service time and service level and the retailer’s decision on retail price have effects on customer demand. We develop optimization models to determine the optimal retail price, the optimal guaranteed service time, the optimal service level, and the optimal capacity to maximize the expected profit of the whole supply chain. The results of numerical experiments show that it is more profitable to determine the optimal price, the optimal guaranteed service time, and the optimal service level simultaneously and the proposed model is more profitable in service level sensitive market.

A proactive librarian has a significant role to provide effective library service as well as saving users' time. This study aimed to explore the mechanism applied to save the time of the user, and to describe users' perspectives on time saving library services from Gyan Bikas Community library (GBCL). This research is based on primary data collected from the users, who had visited the library. The questionnaires and field observations tools were used. GBCL had provided different kinds of library services, particularly categorized as library service and community service. During both services, this study found that the time saving mechanisms of GCBL are proactive librarian, GBCL executive members along with field experts. The librarian was aware to internalize the value and importance of the Fourth Law of Library Science 'Save the time of the reader and practice them while offering the library services.

Service Oriented Architecture allows developing complex business applications from existing services. Given that many services are available with the same functionality and with different Quality of Service (QoS) attributes, one common challenge is to select the best service combination regarding user's requirements. Existing solutions often consider static QoS values for candidate services. Nevertheless, in real world applications, QoS values can change during time. In addition, besides structural constraints, several QoS and temporal constraints can also be specified at the business level. Considering time-dependent QoS values associated with business level constraints makes the selection process a very complex and time consuming decision problem given the large number of service combinations to be compared. To deal with this issue, in this paper, the authors propose a novel service selection approach based on QoS and temporal pruning techniques to reduce the number of candidate services. The proposed approach allows pruning uninteresting services based on a set of local thresholds. These latter are measured using constraint optimization models while dealing with general flow structures including sequential, parallel, choice and loop patterns and different types of QoS and temporal constraints. Experimental studies show the benefits of the proposed approach in particular in terms of computational time.

New web technologies have encouraged the deployment of various network applications that are rich with multimedia and real-time services. These services demand stringent requirements are defined through Quality of Service (QoS) parameters such as delay, jitter, loss, etc. To guarantee the delivery of these services QoS routing algorithms that deal with multiple metrics are needed. Unfortunately, QoS routing with multiple metrics is considered an NP-complete problem that cannot be solved by a simple algorithm. This paper proposes three source based QoS routing algorithms that find the optimal path from the service provider to the user that best satisfies the QoS requirements for a particular service. The three algorithms use the same filtering technique to prune all the paths that do not meet the requirements which solves the complexity of NP-complete problem. Next, each of the three algorithms integrates a different Multiple Criteria Decision Making method to select one of the paths that have resulted from the route filtering technique. The three decision making methods used are the Analytic Hierarchy Process (AHP), Multi-Attribute Utility Theory (MAUT), and Kepner-Tregoe KT. Results show that the algorithms find a path using multiple constraints with a high ability to handle multimedia and real-time applications.

The transition to adulthood can be a difficult process for any youth. This paper explores an outcome-impact assessment of the Intensive Transitions Treatment (ITT) Program. This service system works with youth facing the challenges of mental illness, substance abuse, and involvement with CYS or Court Supervision Services, with little, if any, support for the transition to adulthood. The primary adult living domains of education, housing, and employment are examined both qualitatively and quantitatively at different points of program involvement. The findings indicate program achievements, opportunities for improvement, and the need for additional research regarding intensive services and relevant supports. Implications for comparable youth programs and resources, service staff, policymakers, and community members are discussed.

The Photonic Service represents a new type of multi-domain, end-to-end network service. This type of service also enables IP, real-time and non-data transmission over photonic networks. The concept of photonic services was verified on a specialized metrology application of accurate time transfer distance of 1100km. The paper discusses networking definition of Photonic Service with its implementation, laboratory and field experiments and verifications.

As essential services are also housed on cloud platform, it is necessary to ensure continuous availability by implementing all necessary measures. Windows Active Directory is one such service that Microsoft developed for Windows domain networks. It is included in Windows Server operating systems as a set of processes and services for authentication and authorization of users and computers in a Windows domain type network. The service is required to run continuously without downtime. As a result, there are chances of accumulation of errors or garbage leading to software aging which in turn may lead to system failure and associated consequences. This results in software aging. In this work, software aging patterns of Windows active directory service is studied. Software aging of active directory needs to be predicted properly so that rejuvenation can be triggered to ensure continuous service delivery. In order to predict the accurate time, a model that uses time series forecasting technique is built.</p>

This paper presents the analysis of a discrete-time renewal input multiple vacations queue with state dependent service and changeover times under (a,c,b) policy. The service times, vacation times, and changeover times are geometrically distributed. The server begins service if there are at least c units in the queue and the services are performed in batches of minimum size a and maximum size b (a≤c≤b). At service completion instant, if the queue size is less than c but not less than a secondary limit a, the server continues to serve and takes vacation if the queue size is less than a-1. The server is in changeover period whenever the queue size is a-1 at service completion instant and c-1 at vacation completion instant. Employing the supplementary variable and recursive techniques, we have derived the steady state queue length distributions at prearrival and arbitrary epochs. Based on the queue length distributions, some performance measures of the system have been discussed. A cost model has been formulated and optimum values of the service and vacation rates have been evaluated using genetic algorithm. Numerical results showing the effect of model parameters on the key performance measures are presented.

Turnaround Time (TAT) is the time between the blood request form arriving at the blood bank and when it is issued by the bloodbank. Blood Bank RSWS standard on the TAT of Stat blood service is <45 minutes and is regularly <60 minutes. The aim of this researchwas to know the TAT of blood services at the Blood Bank of the Dr Wahidin Sudirohusodo Hospital, Makassar. The research was carriedout by cross sectional study between August until November 2013. The data were divided into two (2) categories, which were Stat andregular blood service. The blood service was divided into three (3) service times, morning (08:00–14:00), afternoon (14:00–21:00) andevening (21:00–08:00). The statistical method used was Independent Samples T Test. There were 1.366 blood services consisting of 831Stat blood service with average TAT about 37.15 minutes (82.9% complied to standard) and 535 regular blood service with averageTAT about 45.73 minutes (96.1% complied to standard). There were significant differences between morning and afternoon (p=0.000)and between afternoon and evening Stat TAT (p=0.003), but there was no significant difference between morning and evening StatTAT (p=0.196). No significant difference was found in regular TAT between the morning and afternoon session (p=0.915), as well asnoon and evening (p=0.490); and morning and evening session (p=0.428). The TAT blood service at the Dr. Wahidin SudirohusodoHospital Blood Bank which was carried out by gel method should shorten the waiting time of Stat and regular blood service, but not upto 100% yet. Based on this study, the researchers recommended to do some regulation changes in the blood service system especiallyfor the morning and evening Stat sessions.

In this paper, a new vision is presented for highly personalized, customized, and contextualized real-time recommendation of services to mobile users (consumers) by considering the current consumer-, network-, and service context. A smart service recommendation system is elaborated, which builds up and dynamically manages personal profiles of consumers, aiming to facilitate and optimize the service discovery and recommendation process, in support of consumers’ choices, thereby achieving the best quality of experience (QoE) as perceived by those consumers when utilizing different mobile services. The algorithm-driven recommended mobile services, accessible anytime-anywhere-anyhow through any kind of mobile devices via heterogeneous wireless access networks, range from typical telecommunication services (e.g., outgoing voice calls) to Internet services (e.g., multimedia streaming). These algorithms also may be further enriched by their being adapted and expanded to cover more sophisticated services such as helping the consumer’s health and security needs, an example being the finding (with subsequent dynamic changing, if required) of the most 'healthy' or 'secure' driving/biking/jogging/walking route to follow so as to avoid areas posing particular, consumer-specific, health or safety risk.

Fast and accurate services are essential in the Emergency Departement (ED). Services in the emergency room will be hampered if it is are full of patients. If this is not managed well, the right services cannot be implemented. In turn, it will have a bad effect on patient satisfaction. To analyze the correlation between response time and waiting time with patient satisfaction during service at the Emergency Department of the Banyumas Regional General Hospital.This research is quantitative research. The sampling technique in this study used purposive sampling of 96 respondents. The statistical test used is the chi square test.Most respondents percieved the responding time in ER is fast; most of them also rated that the waiting time in ER is short. Most of them are also satisfied with ER services. The chi square test results in p value of <0.05 for each variable. It means there is a relationship between response time and waiting time with patient satisfaction during service at the Emergency Department of Banyumas Regional General Hospital.Response time and waiting time are related to patient satisfaction during service at the Emergency Department of Banyumas Regional General Hospital.

With the advent of “Internet of Everything” (IoE) age, an excessive number of IoE services are emerging on the web, which places a heavy burden on the service selection decision of target users. In this situation, various recommendation techniques are introduced to alleviate the burden, for example, Collaborative Filtering- (CF-) based recommendation. Generally, CF-based recommendation approaches utilize similar friends or similar services to achieve the recommendation goal. However, due to the sparsity of user feedback, it is possible that a target user has no similar friends and similar services; in this situation, traditional CF-based approaches fail to produce a satisfying recommendation result. Besides, recommendation accuracy would be decreased if time factor is overlooked, as IoE service quality often varies with time. In view of these challenges, a time-aware service recommendation approach named Ser_Rectime is proposed in this paper. Concretely, we first calculate the time-aware user similarity; afterwards, indirect friends of the target user are inferred by Social Balance Theory (e.g., “enemy’s enemy is a friend” rule); finally, the services preferred by indirect friends of the target user are recommended to the target user. At last, through a set of experiments deployed on dataset WS-DREAM, we validate the feasibility of our proposal.

Customers expect satisfaction when employing a service. We have explored the applicability of two elements of service satisfaction: time and quality. The time element utilized two measures: consumption time and waiting time. The five elements of quality we utilized were: courtesy, attentiveness, ability, accuracy, professionalism. We found that the time factor was somewhat more significant than the quality factor in determining consumers satisfaction in the service experience situation and in the service accomplishment. Although this study was based on banking services the time and quality dimensions are generally present in all service industries.

IoT service recommendation techniques can help a user select appropriate IoT services efficiently. Aiming at improving the recommendation efficiency and preserving the data privacy, the locality-sensitive hashing (LSH) technique is adopted in service recommendation. However, existing LSH-based service recommendation methods ignore the intrinsic temporal feature of IoT services. In light of this challenge, we integrate the temporal feature into the conventional LSH-based method and present a time-aware approach with the capability of privacy preservation for IoT service recommendation across multiple platforms. Experiments on a real-world dataset are conducted to validate the advantage of our proposed approach in terms of accuracy and efficiency in recommendation.

Customer expectation has been an important issue across different academic fields. Customer expectation management enables service providers to provide customers with suitable services in order to achieve high customer satisfaction especially in real-time dynamic service contexts. Understanding actual customer expectations is the primary step before managing customer expectations. However, to our knowledge, there is no research investigating how to measure real-time customer expectations during service delivery. Hence, this study proposes a customer expectation measurement mechanism and evaluates its feasibility and reliability through simulations. Simulation results show that the proposed mechanism offers researchers and service providers a feasible approach to measuring and managing real-time customer expectations at service encounters for building satisfactory customer experiences.

This article describes how incorporating temporal constraints in web service composition results in more complex models and makes the verification of temporal consistency during the modeling and execution crucial. This article proposes a model named H-Service-Net based on the time petri net model to control and manage temporal consistency; the model also supports time constraints and exception handling. First, this approach proposes a modular approach for modeling composition using Extend Time Unit System, Allen's interval algebra, and comparison operators in a time petri net model to consider all types of temporal constraints. Subsequently, this article presents algorithms on checking temporal consistency and mechanism for exception handling and validating the system in an implementation tool (H-Service-Editor) based on the proposed approach that uses BizTalk Server 2013 to evaluate the implementation of temporal constraints and timeout exception handling. Finally, an exhaustive performance experiment is presented to assess the scalability of the authors' approach.

This study aims to analyse the Implementation of Counseling Services for Students in Pandemi Time. This study uses a type of qualitative research method. Bogdan and Taylor define qualitative methods as research procedures that produce descriptive data in the form of written words orally from people and observable behavior. Kirk and Miller define that qualitative research is a particular tradition in social science that is fundamentally dependent on human observation both in its field and in terminology. The conclusion that the researchers got from this mini-research or observation is that in providing guidance and counseling services, not all counseling teachers provided this service to students during a pandemic, and some did not even provide the service, if any, the service provided by the guidance teacher. Counseling to service students is only in the form of a warning if the student's hair is long, a warning for being late or not paying tuition fees, a warning regarding students who rarely attend school, informing students who have received scholarships, and also guidance if there is a competition. That's all the services provided.

Web Services represent a number of standard technologies and methodologies that allow developers to build applications under the Service-Oriented Computing paradigm. Within these, the WSDL language is used for representing Web Service interfaces, while code-first remains the de facto standard for building such interfaces. Previous studies with contract-first Web Services have shown that avoiding a specific catalog of bad WSDL specification practices, or anti-patterns, can reward Web Service publishers as service understandability and discoverability are considerably improved. In this paper, we study a number of simple and well-known code service refactorings that early reduce anti-pattern occurrences in WSDL documents. This relationship relies upon a statistical correlation between common OO metrics taken on a service's code and the anti-pattern occurrences in the generated WSDL document. We quantify the effects of the refactorings — which directly modify OO metric values and indirectly alter anti-pattern occurrences — on service discovery. All in all, we show that by applying the studied refactorings, anti-patterns are reduced and Web Service discovery is significantly improved. For the experiments, a dataset of real-world Web Services and an academic service registry have been employed.

Nowadays, Cloud Computing is considered one of the important fields in both research and industry. Users enjoy membership of cloud providing effective services called time-limited services. This paper addresses time-limited services offering an attribute-based access control method and time-limited attributes providing users' time-limited membership in cloud service. The proposed method authenticates users for specific time limit after which they are considered invalid. This method is decentralized resistible against backward and forward attacks. Moreover, this approach compared to other approaches reduces calculation and communication overhead.

Purpose The need to understand work processes and end-users has become an issue in corporate real estate and workplace management. Flexible work practices and technological advancement allow end-users to move outside the building boundaries. This influences workplace management to become more service-oriented and demand-driven, and better serve the needs of end-users. For that, this paper aims to investigate the ways in which new workplace services support the knowledge creation processes of mobile workers. Design/methodology/approach This study is exploratory and follows a multiple-case study strategy. Literature is reviewed on workplace and knowledge theories, and the market analysis consists of data from 57 firms that offer services to support the mobile knowledge worker. Findings Workplace services were categorized into three new groups that support knowledge creation processes for the mobile knowledge worker in various work environments. The analysis indicated that new services are driven by technological development and community formation around the physical or virtual place. Practical implications The proposed service groups can be examined as new business opportunities by workplace service providers, and the results suggest that the CRE managers should re-think their service portfolios, boost their collaboration with the service providers and invest in building a community. Originality/value This paper categorizes workplace services from a mobile knowledge worker perspective and follows a service-oriented approach to workplace management.

In many services, promise of specific response time is advertised as a commitment by the service providers for the customer satisfaction. Congestion on service facilities could delay the delivery of the services and hurts the overall satisfaction. In this paper, congestion service facilities location problem with promise of response time is studied, and a mixed integer nonlinear programming model is presented with budget constrained. The facilities are modeled as M/M/c queues. The decision variables of the model are the locations of the service facilities and the number of servers at each facility. The objective function is to maximize the demands served within specific response time promised by the service provider. To solve this problem, we propose an algorithm that combines greedy and genetic algorithms. In order to verify the proposed algorithm, a lot of computational experiments are tested. And the results demonstrate that response time has a significant impact on location decision.

Tide data plays a key role in many marine scientific research fields such as seafloor topography measurement and navigation safety. To obtain reliable tide data, various methods have been proposed, e.g., tide station measurement, satellite altimeter measurement, and differential global positioning system (GPS) buoy measurement. However, these methods suffer from the limitation that continuous observations at different areas might not be always available. In order to provide high-precision as well as continuous real-time tide data, we propose a method based on real-time precise point positioning (RT-PPP) by using International GNSS Service (IGS) real-time service (RTS) products. Firstly, compared with the IGS final products, the accuracy of the RTS satellite orbit and clock is evaluated. Secondly, the positioning performance of RT-PPP is compared with the IGS ultra-fast products. Finally, a robust Vondrak filter is proposed to eliminate the influence of high-frequency noise and errors and to obtain tide results. Experimental results show that three-dimensional (3D) accuracy of the RTS orbit is better than 0.05 m, and also has 0.22 ns less clock bias. An improvement of 60% is achieved for positioning accuracy using RTS products compared to IGS ultra-fast products. Compared with the post-processing PPP method, the double difference (DD) method and tide gauge data, the root mean square (RMS) values of RT-PPP tide are 0.090, 0.194 and 0.167 m, respectively.

Youth mental health is a rapidly developing field with a focus on prevention, early identification, treatment innovation and service development. In this perspective piece, we discuss the effects of COVID-19 on young people’s mental health. The psychosocial effects of COVID-19 disproportionately affect young people. Both immediate and longer-term factors through which young people are affected include social isolation, changes to the delivery of therapeutic services and almost complete loss of all structured occupations (school, work and training) within this population group. Longer-term mechanisms include the effects of the predicted recession on young people’s mental health. Opportunities within this crisis exist for service providers to scale up telehealth and digital services that may benefit service provision for young people’s mental health in the future.

Background: Medical services provided within the Indonesian National Health Insurance programme or Jaminan Kesehatan Nasional (JKN) have been continuously improving for the past several years. One of them is pharmaceutical service in the Pharmacy Store for JKN patients at one hospital with the highest number of visitors in Surabaya. However, one preliminary study points out that patient waiting time for prescription services in the Pharmacy Store for JKN patients is longer than the national standard.Aim: This study aims to investigate the causes for such delay in prescription services as one of pharmaceutical services in the Pharmacy Store for JKN patients at one hospital in Surabaya.Methods: This is an observational descriptive research with a reference to the Theory of Constraints. The research was conducted from August 2017 to February 2018. The data were obtained from observations, interviews with one pharmacist and four pharmacy technicians, and waiting time for prescription service. Results: The study finds that the longer waiting time is caused by inefficient division of jobs and workers and the lack of worker’s discipline to work on time. The behaviors and habits of pharmacist and pharmacy technicians in drug preparation greatly affect patient waiting time, since the services still highly depend on manual human labor.Conclusions: Patient experience in prescription drug services is significantly influenced by the time spent waiting for the service provider. This study provides useful insights about constraint identification in pharmaceutical services, especially waiting time.Keywords: Pharmaceutical service, Theory of Constraints, Patient waiting time.

This study examined differences in student access to health services between schools with nurses 2 days/week ( n = 7) compared to schools with nurses 5 days/week ( n = 7). The study found statistically significant differences in numbers of nurse visits per 100 students. Of the 30 health conditions/activities investigated, 28 were statistically significantly higher with full-time school nurses than with part-time school nurses. It would be expected that 5-day/week nurses would be involved in health service activities 2.5 times as often as 2-day/week nurses. However, this study found that 21 of the 30 health service activities in schools with 5-day/week nurses were accessed by students more often than the expected 2.5 times that of the schools with nurses 2 days/week. This suggests a significant unmet need for access to health care services in schools with only 2-day/week nurses.
