Анотація:
The thermal and structural performance of building elements can be significantly impaired by the presence of excess moisture. At present, designers have available only simplistic steady-state techniques to predict such effects, for example that presented by Glaser in 1959. These simple models recognise moisture transport in vapour form only and do not allow information on material moisture content to be obtained directly. They are also based on the assumption that the material transport properties are independent of the prevailing environmental conditions, whereas they are in fact complex functions of parameters such as relative humidity. This research has been carried out to develop a set of model equations which account for both liquid and vapour transfer through porous structures, and which enable material moisture content profiles to be produced. The equations generated in this work are transient and enable the effects of moisture and thermal capacity to be considered. An experimental investigation has also been carried out to produce a methodology which can be used to obtain the required material properties. These equations and material properties have been combined with realistic boundary conditions to produce a finite difference model which enables simple wall structures to be analysed in terms of temperature, vapour pressure, relative humidity, moisture content and moisture flow rate. The use of this FORTRAN 77 computer code is illustrated by application to traditional and timber-framed wall constructions. The results illustrate the applicability and flexibility of such an approach and confirm the importance of its further development in the future.

Although the low-bid system has played a major role in public building construction sector for a long time, this system has arguably delivered work of low quality, an continued and rising number of claims within the industry. With these challenges in mind, the Korean government has sought to examine and possibly adopt best-value procurement as an alternative approach to delivering public building construction projects within Korea. The reality however is that although delivering arguably a number of advantages, best-value does present the government with its own peculiar challenges because of a lack of a precise understanding of what 'best-value' means. Hence, in this study, the author seeks to examine the concept of best-value and its application to Korean public building construction. To achieve the stated objectives, the author draws upon extant literature in 'value' procurement to critically examine the impact of 'best-value' concepts in Korean public building procurement. Data is obtained from a survey of 180 managers involved in the procurement and management of public buildings in Korea. Utilising 'best-value' criteria drawn from literature, the author employs Analytic Hierarchy Process (AHP) to weight 'best-value' criteria identified through the survey. Based on the results of the AHP exercise, the following are found; (i) value depends on the state of each individual building which can be defined from a 'need' perspective, (ii) the primary criteria for 'best-value' in Korea public construction projects were 'serviceability', 'safety', 'comfort' 'environmental friendliness', 'economical feasibility' and 'artistry' and finally that (iii) the importance of each primary criteria was dependent on the building type.

The purpose of this dissertation is the delineation of a new approach, or, more precisely, a new â roleâ and â methodological system,â for those persons engaged in building and managing multi-actor structures, or â networks,â for the purpose of policy implementation. As policy formulation and implementation can be viewed increasingly as taking place inter-organizationally, and consisting of individuals, special-interest groups, public organizations, private organizations, non-profits, etc., none of whom have the individual power to autonomously determine the strategies and actions of all the other actors, policy processes can no longer be viewed as the implementation of ex ante formulated goals, but instead must be seen as an interaction process in which actors exchange information about problems, preferences and means, and trade-off goals and resources. That is, the context of â getting things doneâ in the public sector is changing from a singular organizational context to a multiple-organization network context. Managerially, we must respond accordingly. While there has been an increasing recognition in the literatures of at least three distinct fields of enquiry [political science, organization theory, and policy science] that such networks are becoming the â realityâ of daily operation, much less has been written attempting to aid the acting administrator to function successfully within this new setting. Even less has been written concerning how to actually build and use a network setting to oneâ s advantage in an implementation endeavor. We are left in need of a new way to successfully approach implementation through complex multi-actor settings. As it becomes increasingly difficult to administer policy implementation through a single, public organization, the need for new tools and understanding that will enable us to achieve public ends in such complex settings becomes apparent. Such an approach must work to successfully accommodate the increased role of extra-organizational actors, a new role of the administrator as â network facilitator,â and still afford the ability to plan for and carry out project implementation. Because the invention of such an approach will require the accommodation of a different view of the administrative world (i.e. a more dynamic context, ephemeral definitions, new roles and responsibilities, and a new method to approaching work life), its development cannot constitute a straightforward reshuffling of the boxes of the administrative process, or the simple adoption of some new buzzwords. It demands, instead, that we begin by asking some fundamental ontological (what is reality) and epistemological (how can we know it) questions. It is after addressing these fundamental concerns that this volume will work to build a new approach to functioning proactively in a network setting. Following a discussion on what the role of â network facilitatorâ means in relation to current understanding of public management, this treatise will describe a new methodological system for use by the administrator playing such a role. The â methodological systemâ for building implementation networks that is advocated here is composed of three overlapping methodologies: 1) â Contextual Assessmentâ - Mapping a Networkâ s Political-Economy; 2) â Stakeholder Analysis & Managementâ â Understanding Who Should be at the Table and Furthering the Conditions for Cooperation; and, 3) â Joint Visioningâ â The Facilitation of Project Planning in a Network Setting. In the chapter on â contextual assessment,â the reader will be introduced to a method that uses the political economy framework of Wamsley and Zald to derive an interview instrument for use by a recently appointed network facilitator (somebody appointed the responsibility of â getting something doneâ cross-organizationally). Combining the political economic framework with other standard qualitative methods, including gaining entrance, selecting interview type, snowballing, and quota sampling, one should be able to assess the existing political and economic environment surrounding a potential implementation network and, further, begin to select from that environment a first set of stakeholders in the budding implementation network. This method will result in a â conceptual mappingâ of the environment from which one may begin to select potential resources to build an implementation network. Following that, the reader will be introduced to two methods, that when used together, will allow for the analysis, categorization, and selection of network stakeholders. Taken together, these methods can be referred to as â stakeholder analysis.â It is the successful selection and management of these stakeholders that will result in the formation of a young implementation network. Finally, the reader will be introduced to a method of â joint-visioning,â a process for working with a set of stakeholders to create a shared understanding of the social/organizational and technical/functional systems required for a new implementation network to function. While the theoretical conception here of joint-visioning is new, the techniques suggested to support this method are probably the least original of the techniques associated with the three methods introduced in this volume (in that they are based on recognized methods of group facilitation). The joint-visioning method proposed here is probably most remarkable for what it is not, corporate strategic planning. A discussion about the problems of adopting corporate strategic planning in the public sector will begin this section, followed by a discussion of why something else, like joint visioning, is probably more appropriate. Each methodology has been constructed from the ground up by appropriating parts of different methodologies that have been advocated in different areas of application. Specifically, methods, approaches, and understandings have been appropriated from the literatures of corporate management, stakeholder analysis, action research, political economy, community facilitation, knowledge engineering and management, and strategic planning. These methods have been combined and modified to better serve as tools for network establishment and management. This methodological system has been developed as much from experience as from scholarly analysis. Accordingly, a case study, one that has directly led to the development of many concepts in this system, will be discussed and used for â real-worldâ elaboration of the concepts described. Specifically, each of these methods will be accompanied by an in-depth discussion on how it was applied in the â Travel Shenandoahâ case study. Benefits, as well as problems with the proposed methods will be highlighted. Where appropriate, possible modifications to a method will be suggested.

Research on public support for green building has, to date, been incomplete. Understanding the demographics of individuals that support green building has remained secondary to merely determining real opinions on the topic. The identity of supporters and the motivation behind their support is the focus of this research. Specifically, is support for green building dependent on the way in which the issue is framed? This research aims to focus on those that are spreading the message about green building, industry experts, and the mass public. By exposing how green building experts talk about the issue, we may begin to understand why public support for green building has yet to reach the kind of mainstream acceptance other planning and design techniques have,such as New Urbanism. I predict that green building experts perceived low levels of public awareness, with the exception of those within the Northwest region, which I believ will perceive higher levels of awareness. In addition, I assume that industry experts will be most focused on energy efficiency as a primary concept of green building. As for the public, I hypothesize that those aware of green building and individuals age 50 and older will be more likely to support green building. With the introduction of source cues, I expect that support for green building will decrease when respondents received either an environmentalism cue or a government program cue. Using survey instruments, I was able to determine that all green building experts perceive public awareness as low and do, in fact, focus their efforts on energy efficiency. With regards to the public, support was highest among those that are aware, as well as those age 50 and older. In addition, insertion of source cues decreased support for green building, with the government program source cue providing the lowest levels of support for green building.

The poor quality of public buildings in the Botswana construction industry has been surrounded by controversy and strongly held opinions. The work reported here attempts to indicate some salient issues affecting the quality management system, with particular reference to the construction phase. Three propositions are addressed by the work. First that quality problems related to public building processes in Botswana are primarily due to an inappropriate project organizational structure. Secondly, that the traditional building procurement system provides a poor quality management system. The third proposition is that the traditional building procurement system does not facilitate derived quality levels as defined by the contract drawings and specifications. Five objectives of this study are identified and various issues which are fundamental to the research are reviewed. The first is the way in which the Botswana public building sector is organized, focussing on the building construction process. The second is the review of quality management theories both in the manufacturing and construction industries. The third is the relationship between the project management structure and project quality management, and the quality of building. The fourth is the proposal of a conceptual framework of an appropriate quality management system. Finally, recommendations about how to deal with organization of public building projects in order to select appropriate quality management systems are given. Information is obtained on the research areas through the use of the following methods: 1. Consultations with quality management practitioners and review of the Quality Management literature. 2. Questionnaires to architects, quantity surveyors, engineers, construction firm executives, contracts managers, site managers, trade foremen and skilled tradespersons, on quality management problems and procurement systems. 3. Case studies investigating approaches to site quality management in general and the adequacy of quality management documents. 4. Semi structured interviews investigating public building clients views on the quality management system and project procurement systems. The data collected are analysed using triangulation (qualitative and quantitative methodologies) methodology and the main results are reported below. The primary conclusion to be drawn is that the quality management system purported to be in use in the Botswana public building sector differs significantly from that recommended in the theory, resulting in poor quality buildings. This is primarily due to the use of an inappropriate building procurement system. In general the traditional building procurement system in the Botswana public building sector is used as a 'default system'. There are indications to suggest that it is used merely because the clients and consultants have failed to consider the issue of appropriateness. An appropriate quality management model for the construction phase is proposed with a proviso that the Botswana public building sector should establish appropriate methods of selecting appropriate procurement systems as a prerequisite in formulating appropriate quality management systems for various projects.

The focus of this report and the study for which it was written involves two specific types of user charges: Building permit fees are fees that cover the cost of administering the document (the building permit) and the cost of inspecting the construction for which the permit was issued. This report examines the issues, both legal and procedural, surrounding regulatory fees and their effects on building fees within the City of San Bernardino. As elements of the larger study, various smaller studies such as time and motion studies of the building inspector's activities and fully Burdened Hourly Rate Study were completed.

Coordination and cooperation on public projects, as well as trust among society members are important for economic, social and political activities. This dissertation presents essays on the role of gradualism - increasing the stakes of projects slowly over time rather than starting with large-stake projects immediately - in coordination and trust building under various settings. The first two essays are on simultaneous coordination games when there are multiple equilibria in the one-shot game; the third essay is on sequential trust games when the only subgame perfect equilibrium in the one-shot game predicts that no cooperation occurs at all. The first essay, One Step at A Time: Does Gradualism Build Coordination? (joint with Sam Asher, Lorenzo Casaburi, and Plamen Nikolov), uses a multiple-period binarychoice weakest-link coordination experiment and finds that gradualism leads to better coordination in high-stake projects. The findings point to a voluntary mechanism to promote coordination when the capacity to impose sanctions is limited. This second essay, Gradualism, Weakest Link and Information: Theory and Coordination Experiments, extends the first essay and compares the effects of gradualism under various information and payoff structures. It proposes a belief-based learning framework to explore why and when gradualism may help coordination. It compares the role of gradualism in two weakest-link games under two different information structures: a limited information structure when subjects are only informed whether all group members contribute, and a richer information structure when they are informed exactly how many group members contribute. It finds that richer information feedback facilitates later coordination for the big-bang approach when a group is close to success, thus shrinking the advantage of gradualism. Finally, in a third experiment it finds that allowing free riding worsens coordination in all treatments, and gradualism with imperfect monitoring does not perform better. The third essay, Does Gradualism Build Trust? Evidence from A Multi-round Experiment, examines the effect of gradualism in trust building using a multi-round binarychoice trust (investment) experiment. It finds that gradualism leads to higher trustworthiness at the beginning and higher subsequent trust. However, trustworthiness and trust for all treatments sharply decrease in the end; even gradualism cannot avoid this end-of-game effect.

Wireless networks introduce a whole range of challenges to the traditional TCP/IP network, especially Virtual Private Network (VPN). Changing IP address is a difficult issue for VPNs in wireless networks because IP addresses are used as one of the identifiers of a VPN connection and the change of IP addresses will break the original connection. The current solution to this problem is to run VPN tunnels over Mobile IP (MIP). However, Mobile IP itself has significant problems in performance and security and that solution is inefficient due to double tunneling. This thesis proposes and implements a new and novel solution on simulators and real devices to solve the mobility problem in a VPN. The new solution adds mobility support to existing L2TP/IPsec (Layer 2 Tunneling Protocol/IP Security) tunnels. The new solution tunnels Layer 2 packets between VPN clients and a VPN server without using Mobile IP, without incurring tunnel-re-establishment at handoff, without losing packets during handoff, achieves better security than current mobility solutions for VPN, and supports fast handoff in IPv4 networks. Experimental results on a VMware simulation showed the handoff time for the VPN tunnel to be 0.08 seconds, much better than the current method which requires a new tunnel establishment at a cost of 1.56 seconds. Experimental results with a real network of computers showed the handoff time for the VPN tunnel to be 4.8 seconds. This delay was mainly caused by getting an IP address from DHCP servers via wireless access points (4.6 seconds). The time for VPN negotiation was only 0.2 seconds. The experimental result proves that the proposed mobility solution greatly reduces the VPN negotiation time but getting an IP address from DHCP servers is a large delay which obstructs the real world application. This problem can be solved by introducing fast DHCP or supplying an IP address from a new wireless access point with a strong signal while the current Internet connection is weak. Currently, there is little work on fast DHCP and this may open a range of new research opportunities.

The local building committee is responsible for handling building permits. The committee consists partly of elected politicians that, among other things, make decisions regarding building permits. When a building permit case arrives at the municipality it is reviewed by the public officials, who then forwards the case to the elected politicians of the building committee that make the decision. The elected politicians generally decide as suggested by the public officials, but not always. We have studied how frequently the decisions differs between the elected politicians and the public officials suggestions. In our study we’ve chosen four municipalities in Stockholm County to find out how the frequency varies between different municipalities. Our chosen municipalities are Stockholm, Huddinge, Södertälje and Nykvarn. We have found that in one third of all our studied cases the decisions from the elected politicians in Stockholm do not follow the suggestions from the public officials. In Huddinge the equivalent part is circa 2 %. The elected politicians of the building committees in Södertälje and Nykvarn decide according to the public officials suggestions in all of our studied cases. Furthermore we have studied what the differences are based on. Generally it comes down to a question of judgment within the law, such as whether a deviation from the local plan could be considered as small. We have however found one case where the judgment from the elected politicians is outside the law. One of our hypotheses prior to this thesis was that the elected politician’s right to decide would be superfluous if we’d found that the decision always would follow the suggestions from the public officials. Our studies however show that this is not the case and due to the fact that the elected politician’s decisions sometimes differs from the suggestions of the public officials we find them both important, why their right to decide should remain.

De förtroendevalda beslutar oftast som tjänstemännen föreslår, men ibland skiljer sig de förtroendevaldas beslut från tjänstemännens förslag. Vi har undersökt hur ofta de förtroendevaldas beslut skiljer sig från tjänstemännens förslag. I vår undersökning har vi valt ut fyra kommuner i Stockholms län för att ta reda på hur frekvensen varierar mellan olika kommuner. Våra utvalda kommuner är Stockholms stad, Huddinge kommun, Södertälje kommun och Nykvarns kommun. Vi har funnit att i ca en tredjedel av våra undersökta fall följer de förtroendevalda i Stockholms beslut inte tjänstemännens förslag. Motsvarande andel är i Huddinge kommun ca 2 %. De förtroendevalda i Södertälje och Nykvarns byggnadsnämnder beslutar i alla våra undersökta fall enligt tjänstemännens förslag. Vidare har vi undersökt vad skiljaktigheten grundar sig i. Oftast handlar det om bedömningsfrågor som uppenbart är inom lagens ramar, såsom huruvida en avvikelse från detaljplan är att klassa som liten. Vi har emellertid funnit ett fall där de förtroendevaldas bedömning uppenbart gått utanför lagens ramar. En av våra hypoteser inför arbetet var att de förtroendevaldas beslutanderätt inte skulle behövas om vi funnit att beslutet alltid följde tjänstemännens förslag. Våra undersökningar visar dock att så inte är fallet och eftersom att de förtroendevaldas beslut ibland skiljer sig från tjänstemännens förslag är de viktiga, varpå deras beslutsrätt bör kvarstå.

Waterfront cities have historically evolved through conditions generated by reciprocity between water and landscape. Just as water gives form to the natural landscape, it provokes form in the built environment. Today the relationship has become less apparent. The intention of this thesis is to explore the reintegration of a city with its waterfront through the building of public space and access. This thesis proposes a design as an investigation of the following: -- how spatial and visual access between inland and waterfront public places can enrich one's experience and understanding of a city -- how waterfront structures and built landscape can intensify the exchange between land and water -- how pier and warehouse vocabulary may be transformed and reinterpreted; and finally -- how programmatic balance of public and private, utilitarian and commercial developments may help to redefine and revitalize an urban waterfront.

Philip Scott Cronin Character Education in Public Schools: Building an Effective Program Educational leaders, families, and politicians debate the methods for teaching, the materials taught, and the content learned (Benninga, Berkowitz, Kuehn, and Smith, 2006; Kohn, 1997). These stakeholders all agree, however, that a major goal for education is to produce learned, productive members of society (DeRoche and Williams, 2001). The goal of this research is to develop a framework that provides schools and division-level leaders with essential elements to resolve character education issues and to provide the means for implementing and evaluating those programs. I used the Delphi research method to collect information from notable researchers and practitioners in the educational world (Keeney, McKenna, and Hasson, 2010). Many of the panelists were selected because their previous research on character education formed a large part of my literature review in Chapter 2. The practitioners are current superintendents, principals, or program directors in representative school systems. The study itself consisted of three rounds of questionnaires; the first round consisted of three open-ended questions that then elicited responses on which the other two rounds were based. The panelists indicated that clearly defined goals and values, stakeholder buy-in, and inclusion of social/emotional issues were the essential elements needed for an effective character education program. Shared responsibilities by stakeholders and student-driven debates were seen as the keys to implementing said program. Finally, the panelists concurred that attendance and discipline data and surveys were the best tools/methods for evaluating character education programs.

Throughout the past five years a flood of international attention has been paid to Uganda. This focus has to do with the proposal, passage, and annulment of the Anti- Homosexuality Bill (AHB). In its original form, the AHB prescribed the death penalty for some acts of homosexuality, mandated prison sentences for the ‘promotion of homosexuality’, and required Ugandans to report ‘offenders’ to the authorities. Overwhelmingly the predominant frames found throughout the international press, attribute the Legislation to two main factors, the influence of the North American evangelical movement, and/or the ruling party—the National Resistance Movement—using local homophobia to obscure broader trends of restricting human rights and democratic freedoms. While both explanations have degrees of validity they underplay the tangible religiousity of the context, demonstrated in the discursive influence of the Ugandan Pentecostal-Charismatic (PC) movement, at the heart of the Legislation. Yet, PC influence is demonstrated far beyond the Legislation alone, and it is changing the nature of Ugandan politics, governance, and the formation of citizenship. This thesis examines the influence of PC discourse on processes of governance and citizenship by using the PC engagement with sexuality in the public sphere to understand its political impact. I argue that PC discourse in the public sphere—which functions by reinscribing the past, present, and future—reveals tensions in the Ugandan public sphere, the negotiation of citizenship, and perpetuates the indistinct boundaries between religion, politics, and governance. Through an extended ethnographic approach conducted at four local PC churches over the course of fourteens months in Kampala—including Miracle Centre, One Love, Watoto, and Covenant Nations—analysis of church-produced discourse collected through participant observations and interviews elucidates the impact of moral narratives on political governance and citizenship. In church-produced discourse homosexuality is positioned as inherently un-African, a practice learned from the West that undermines local tradition and morality, and is a threat to the up-and-coming generation charged with transforming the nation. Consequently, for the PC community the Legislation functions as a display of autonomy from Western influence, and a stride towards nation building by establishing a moral citizenry reflective of PC tenets of sexual purity, by a religious community that has taken on the role of development actor. The implications of the study cannot be understated. PC discourse has profound implications for Ugandans living outside of the bounds of PC identity. The AHB reflects the newfound political influence and impact of PC discourse in the public sphere. Consequently as members of the local lesbian, gay, bisexual, transgender, and intersex (LGBTI) community, a community seen as incompatible with this newly aligned moral national identity, is rendered not to belong to Uganda. In turn the boundaries between the political and the religious are made more and more indistinguishable, and the Ugandan LGBTI community without a distinguishable country.

For several years there have been lots of structural changes in the construction process, discussions on how to find new ways to collaborate have been developed to avoid problems, with lack of trust, high prices, environment and quality problems.

Partnering is not a new form of contracting, only a new way for contractor, owner and designer to work together. The main benefits of this new thinking have been to change from transaction- to relationship businesses. The customer and the project are always in focus. To achieve these results there has to be total sincerity and openness from all of the project participants. Common goals with trust, reliance and openness are the main factors in making this partnership functional.

With the introduction of this new form of collaboration, discussions have been made on how partnering will be affected by public procurement. The purpose with this study is to increase my knowledge about partnering and to acquire knowledge on how partnering should be publically procured. The objective of this study is to investigate how partnering should be publically procured accordingly to the Public Procurement Act (LOU).

To achieve this goal, information retrieval and research has been done at the University library. A draft was made of already accomplished local partnering procurements, and where handed out to two owners and contractors. It was later followed up with dialogues och interviews. The owners and contractors were united in the opinion on how the drafts should be made, but there was a difference of opinion on how the draft was to be made applicable to public procurement.

The study showed that the draft was based on soft criterias, which could allow an influenced subjective judgement from the owner. The public offices have to prove open competition, fair judgement and none discrimination. Before choosing partnering as a collaboration form, the public buyer has to have a proper organisation and must be prepared for the hard work that will follow. Reference objects should be studied so that the Public Procurement Act will be followed.


Under många år har byggbranschen varit i stora strukturella förändringar och i diskussioner har det framkommit behov av att hitta nya samarbetsformer för att komma från problem med höga kostnader, brist på förtroende och andra kvalitets- och miljöproblem.

Partnering är ingen ny entreprenadform utan ett nytt sätt att samarbeta för beställare, entreprenörer och konsulter. Den stora skillnaden som partnering medför är nytänkandet som frångår de traditionella transaktionsaffär och övergår till relationsaffär med kunden med projektet i fokus. För att ett partneringsamarbete skall fungera måste samtliga aktörer tänka på ett helt nytt sätt. Detta uppnås bland annat genom att samtliga parter tillsammans arbetar fram gemensamma mål och arbetar med total öppenhet kring ekonomi, teknik, kvalitet, miljö och konflikter. Samarbetet skall vara baserat på öppenhet, förtroende och tillit. Genom att diskutera fram de bästa lösningarna för projektet skall kompetensen från samtliga aktörer lyftas fram och förhoppningsvis kommer detta att leda till en bättre produkt. Arbetssättet stimulerar alla inblandade parter och det ges utrymme för nya innovativa idéer.

Vid införandet av den nya samarbetsformen har diskussioner uppkommit om hur dessa projekt upphandlas vid offentlig upphandling. Syftet med arbetet är att ge större kännedom om hur offentlig upphandling av partnering bör genomföras. Målet med examensarbetet är att utreda hur en samverkansentreprenad bör upphandlas enligt lagen om offentlig upphandling.

För att utreda om offentlig upphandling av partnering går att tillämpa av offentliga beställare gjordes först en litteraturstudie där byggprocessen och tidigare genomförda samverkansentreprenader studerades. Utifrån den ökade kunskapsnivån kunde en anbudsförfrågan utarbetas och prövas i det lokala näringslivet genom samtal och intervjuer. Anbudsförfrågan har tagits fram utifrån referensobjekt som lokala offentliga beställare använt vid upphandling av partnering. Åsikterna från näringslivet om hur anbudsförfrågan skall vara utformad var relativt enhetliga. Däremot skiljde sig åsikterna i om förfrågan går att tillämpa vid offentlig upphandling.

Studien visar att anbudsförfrågan baseras på mjuka kriterier, vilket kan medge stor inverkan av subjektiv bedömning från beställaren. Den offentliga beställaren skall visa på sund konkurrens, rättvis bedömning samt kunna påvisa icke-diskriminering, likabehandling och proportionalitet. Innan en offentlig beställare väljer att upphandla ett partneringsamarbete bör organisationen vara väl utvecklad för ett samarbete som kräver mycket av beställaren. Referensobjekt av samma typ bör studeras och vidare utveckla bedömningsverktyg som följer LOU:s regelverk klart och tydligt.

In the late 19th and early 20th centuries famous scientists like Boltzmann, Loschmidt, Maxwell and Einstein tried, unsuccessfully, to find the link between the time-reversible equations of motion of individual molecules and irreversible thermodynamics. The solution to this puzzle was found in 1993, and the link is now known as the Fluctuation Theorem (FT). In the decade that followed theory and computer simulation tested the FT and, in 2002, an experiment indirectly demonstrated the FT.¶ This thesis describes original experiments that demonstrate the FT directly using Optical Tweezers. A related expression, known as the Kawasaki Identity, is also experimentally demonstrated. These experimental results provide a rigorous demonstration that irreversible dynamics can be obtained from a system with time-reversible dynamics.

In recent years, the energy shortage has become a barrier to social development as there is a shortage of resources, especially non-renewable resources. In order to improve the current situation of human settlement for future generations, a series of environmental protection activities and rational utilizations of natural resources have been carried out at a global level on the theme of "Sustainable Development". Along with the quantitative growth of Chinese public buildings, especially the Large-Scale Public Buildings, the levels of energy consumption are rising and this phenomenon has been seen as a key point of energy management from a national view. This paper discusses the realities of energy consumption and the energy-saving policies of public buildings in the world’s major developed countries, and sums up the current condition of Chinese energy consumption in relation to public buildings. With regard to these factors, this paper tries to find approaches for solving the existing problems in each construction section. Less developed construction technology in China leads to a waste of materials and labor force. There is a lack of professional personnel to handle the operational management and a lack of consideration for energy efficiency in the designing process. There is not a suitable framework for compiling statistics and data on energy consumption. There are still many management problems such as inadequate policy standards in operability or implementation, unclear positioning in governmental management, ineffective incentive or punitive mechanisms, and a defective state system which results directly in an undeveloped service system for energy efficiency. Based on all of the problems listed above, this paper suggests solutions in four areas, namely Policy, Energy Statistics, Management and Education, in order to give academic support for the overhaul of Large-Scale Public Buildings towards greater energy efficiency in China.

This thesis attempts to prove how the flexible application of public procurement has the potential to realise a social model of integration in the European Union wherein the European citizen is the key actor in the integration process. The integration dynamics of the European Union have been promoted by recourse to neoliberal economic theories where market integration features as a crucial imperative. In this respect the regulation of public procurement plays a vital role in the programme of the Single European Market. Preferential procurement alongside state aid reflects on market intervention on the part of the public sector commensurate with neo-liberal principles and less on the distributive objectives of societal welfare. However, this thesis presents a fundamental departure from such logic for it argues on the basis of a social just alternative that takes into account the distributive objectives of societal welfare albeit in a limited manner in so far public procurement contracts are concerned. The question of poverty across the EU is put into context as its persistent levels are perceived as indicative system-failures of market regulation that are too heavily based on neo-liberal economics. On a plane of practical reasonableness the thesis argues for optimal use of public procurement as a dynamic policy instrument by institutionalising a balance both domestically and EU-wide. Such balance needs to be guided by a public interest function where the key umbrella concept that corresponds to embracing the fight against poverty namely, respect for human dignity, equality and freedom for participatory action is incorporated. As a powerful socio-economic lever public procurement should not be regarded as a barrier to EU economic growth but as a crucial safety valve at the disposal of Member States for the benefit of the EU citizen and not in the least EU integration aims.

A profile of urban public schools in the United States reveals under-utilized, outdated buildings set in a neighborhood with little or no ties to the surrounding community. A rising trend in urban school reform models is the community school concept where schools serve as centers of communities. These schools are open throughout the year and include a diverse set of programs to enrich the learning experience. They can also provide adult learning opportunities in the evenings and health services for students and their families. The key to providing programs such as these is through the creation of partnerships with surrounding institutions. This thesis discusses three case studies of community schools in Paterson, New Jersey, Brooklyn, New York, and New York City and applies the lessons learned from these schools to the redevelopment of a former Catholic school into a public school in Lawrence, Massachusetts. The school district, Lawrence Public Schools, and a grassroots community development corporation, Lawrence Community Works, are identified as the two key partners in this project. This partnership forms the core of a leadership team responsible for creating a community school in the North Common neighborhood in Lawrence. Recommendations are made for other potential partnerships and key challenges for the two main partners are identified.

A public private partnership is an alternative to procurement of the facility by the public sector, using funding from tax revenues or public borrowing. In a typical public sector procurement, the public authority sets out the specifications and design of the facility, calls for bids on the basis if this detailed design, and pays for construction of the facility by a private sector contractor. The public authority has to fund the full cost of construction, including cost overruns. Operation and maintenance of the facility are handled by the public authority and the contractor takes no responsibility for the long term performance of the facility after the construction warranty period has expired. In a public private partnership, on the other hand, the authority specifies its requirements in terms of outputs, which set out the public services which the facility is intended to provide, but which do not specify how these are to be provided. It is then left to the private sector to design, finance, build and operate the facility to meet the longterm output specifications. The project company receives payments over the life of the PPP contract, which are supposed to repay the financing costs and give a return to investors. The payments are subject to deductions for failure to meet output specifications, and there is no extra allowance for cost overruns which happen during construction or in operation of the facility.

Since 1962, Myanmar has experienced stagnant economic growth despite its rich natural resources, demographic strength, and being located at the crossroad of Asia. To improve policy and regulation, Myanmar's private sector must advocate policy or administrative course of action to the government. Therefore, the purpose of the research was to evaluate the public-private dialogue (PPD) before and after the change of the government, and change of UMFCCI leadership during major reforms in Myanmar. Research questions were focused on the design, implementation, and benefits and risks of PPD. This qualitative case study, based on cross-sector collaboration theory, included semistructured interviews with 26 key participants who have deeply involved in the PPD building process since very beginning. Data were categorized for thematic analysis and the PPD building process was compared before and after April 2016 because there was a change of government and Union of Myanmar Federation of Chambers of Commerce and Industries leadership. Findings included differing levels of conceptualization, capacity constraints, and the need to coordinate among development partners. Additionally, differing commitment level among local and foreign businesses indicated that creating the right conditions and being able to establish a collective purpose are important for successful cross-sector collaboration. This study contributes to positive social change for policy makers and collaborators interested in creating a positive regulatory environment through collaboration.

This research explored how my own life experiences and leadership journey have informed my professional practice in Indigenous capacity building. The relationship between Indigenous capacity building and the promotion of Ieadership development is the underlying basis of my research. This is an increasingly important area in Aboriginal Affairs and public policy given the currency of debates around Indigenous capacity building as a strategy towards overcoming entrenched disadvantage experienced by so many Indigenous people. This is juxtaposed with the increasing recognition of the need to promote new and emerging Indigenous leadership as a strategy to ensure the future survival and growth of strong, self-determining Aboriginal communities. A key element of my research is the development and construction of a model which describes the key characteristics or determinants of Indigenous capacity building through developing Indigenous leadership. This has been constructed from my own experiences, research and analysis and reflects the primacy of leadership in debates around Indigenous capacity building. The model demonstrates that there are three key separate yet interrelated components of Indigenous capacity building through promoting leadership development. Interwoven through and between each of these components is the importance of culture which is the all permeating centre of the model and cannot be underestimated. The first component in the model focuses on the importance of internally based capacity building which I have described as 'intra capacity building.' This represents a cluster of interdependent characteristics that combined together, contribute towards building stronger 'internal' capacities as a necessary strengthening factor which builds resilience and are all essential leadership qualities. They includes attributes such as the development of self knowledge, self confidence and self awareness, cultural identify and healing from the impacts of colonisation. The second component in the model focuses on the importance of the more externally developed 'inter capacity building' which explores the importance of connection to supportive and quality relationships, an increase in the building of networks and their application to the workplace as well as pathways to employment and education. The third component of the model focuses on the combined impact of intra-personal and inter-personal capacity development on the broader Aboriginal community through contributing towards growing and sustaining the leadership base and ensuring on-going community engagement through governance arrangements. This exegesis will provide a major contribution to the growing amount of work on Indigenous capacity building and recognition of the integral role of leadership development in this context. The project element of my research will further contribute to this by promoting key learnings from my research by making available a training resource guide for use in education, training and community settings. My conclusion acknowledges the significant life experiences and leadership journey I have personally experienced, which are parallel in nature to the experiences of the many Koorie leadership participants.

Анотація:
Starting from an analysis of the character of the city of Turin (Italy), the project intervenes in the historical urban context with ta proposal for a multimedia library and archive space in a plot left vacant after WW2 bombings. The project includes the reuse of an existing building, formerly a theatre but currently in a state of ruin after the war destructions, as well as the creation of a new wing and public spaces. Its aim is to develop an architectural language that can be an interpretation of the city’s features, sitting halfway between contemporaneity and tradition. The main sources of inspiration are baroque architecture, porticoed public spaces, formal front facades in contrast with more messy and autonomous internal courtyards. The resulting building mixes these influences in a complex combining archive spaces for the nearby Museum of Cinema, offices connected to it, a public library and consultation spaces, multifunctional and lecture rooms, and an independent café with indoor and outdoor seating.

The aim of this thesis is to improve our understanding of the causes of organisational crisis. As crisis genesis research is still in its infancy, the main objective is to develop a theoretical framework that is well-grounded in data of crisis-causal processes. The first part of the literature review examines the need for crisis-causal research and comes to the following conclusions: Crises are significant phenomena for organisations. During crises, a company�s survival is threatened and its central functions are deeply affected. Although interest in crisis research developed strongly over the last decade, the field is still in a pre-paradigmatic stage that requires an inductive logic of inquiry. In addition, the majority of research in this field is focused on the consequences of crises. This preponderance towards crisis consequences leaves crisis-causal research under-theorised. Hence, theory-building on the genesis of organisational crisis represents an important gap that needs to be addressed. The second part of the literature review presents the small field of extant causal research on crises as well as on crisis-related phenomena such as disasters. Insights of these studies are used to pre-specify potentially relevant constructs as well as to develop methodological implications for the subsequent theory-building task. In this thesis a case study methodology is employed. Four cases of crisis-causal processes in large U.S. public companies were examined in-depth. Firstly, a within-case analysis was conducted. Secondly, the results of each case were compared in an across-case analysis. For both analyses, four analytical strategies were employed, namely a quantification strategy, a narrative strategy, a visual mapping strategy and, most importantly, a grounded theory strategy. The results of the analysis are five well-grounded constructs that aim to explain the crisis-causal process common across cases. These constructs are the building blocks for two theoretical frameworks developed in this thesis. While the first framework presents a simple graphic depiction of these constructs, the second framework demonstrates how these constructs are linked. In general, the results suggest that a crisis is caused by a combination of company-specific factors and underlying dynamics that evolve through three distinct phases in an exponential fashion: a phase of stability (pre-crisis stage), a phase of increasing instability (crisis onset) and a phase of resolution (crisis and its aftermath). By setting up positive feedback loops that continually magnify the severity of problems generated by events, a self-reinforcing vicious cycle is established that increases the onset of crisis at an exponentional rate. The results suggest that a crisis unfolds due to a problem structure which becomes increasingly intractable. This is accompanied by an increasing number of events that the organisation needs to deal with as it approaches the crisis point. In addition, three underlying dynamics were identified as crisis-contributing factors: a process of increasing denial, a process of decreasing degrees of freedom and a process of decreasing support of key players. The thesis closes with a summary and discussion of the results. It is illustrated to what extent the theory developed in this work links to concurring and conflicting findings of the extant body of crisis knowledge.

As a component of the regulatory structure controlling building construction and land development in Australia, the system of building regulation was reformed during a period of significant restructuring of the Australian economy. The microeconomic reforms aimed to find efficiencies in government and industry sectors, and with respect to the latter, facilitate the development of competitive trade structures across national and global markets. The research provides a critical narrative account of the development and outcomes of the microeconomic reform of building regulation between 1990 and 2003. The microeconomic reform process is examined in the context of the vastly differing approaches of two Australian states, Victoria and New South Wales, with respect to the national reform agenda which was initiated and led by the Commonwealth government in response to the increasing globalization of the national economy. An understanding of what happened and why and how t he states differed with respect to the national reform agenda enabled the outcomes of the reforms to be examined for their impact upon government, industry and the community. The regulation of building construction is a constitutional responsibility of the state governments and has traditionally been controlled by local government. However, control is increasingly being centralized at the national level, in response to international pressures to adopt performance-based regulations, standards and governance systems that accord to neoliberal ideology. This has resulted in a reduction of state and local government involvement in certain building control functions with a commensurate increased role for the private sector; an increase in the complexity and quantity of regulatory instruments; a reduction in government accountability for the standard of building construction; the development of structures to facilitate competitive intranational and international trade in construction-related goods and services and a reduction in the quality and standard of buildings. The principal benefits of the reforms have accrued to industry and to government and the least benefits have accrued to the community/consumer.

Decision-analytic models have an important role in healthcare funding decisions in the UK and internationally. However, errors have been reported in published models, which may indicate poor modelling practices, potentially leading to sub-optimal recommendations on cost-effectiveness. Little in-depth research has been undertaken to investigate the processes used by modellers in model development. The objective of this research was to explore the modelling methods used by modellers, with particular focus on problems encountered. This work involved two qualitative phases of research. In the first phase, twenty-four in-depth interviews with modellers were undertaken. Constant comparative analysis was used to compare informant practices, and identify common issues in model development. The second phase involved two separate model-building case studies with teams of modellers and clinicians. Methods of non-participant observation, qualitative interviews, and think-aloud were used to investigate model development. The findings of the case studies were compared using framework analysis. Important themes emerging from both phases of the research concerned the diversity of practices in structural development, problems with clinician involvement in modelling, and a lack of time and resources to carry out good practice methods. This work offers important recommendations for modelling practice, and suggestions for future research to improve modelling methods.

Aquesta tesi realitzada per compilació d'articles revisa la relació entre la motivació pel servei públic (PSM) i l’ètica. La PSM, o la motivació per servir a la societat, i l'ètica, o l'estudi del que moralment és correcte o incorrecte, són dos temes fonamentals dintre de l'administració i la gestió pública. Tot i estar relacionats originalment, les investigacions realitzades fins ara s’han centrat principalment en examinar el paper que juga la PSM en la probabilitat de denunciar fets no ètics ò fer donacions. No obstant, s'han dedicat molt pocs esforços a inserir la PSM en teories de filosofia ètica, a explorar el costat ètic fosc de la PSM, a inserir la PSM en teories de psicologia moral, a connectar la PSM amb la teoria de violacions d’integritat, a diferenciar els efectes de la PSM en els resultats ètics i no ètics dels efectes provocats per altres motivacions laborals, i a calibrar l’impacte indirecte dels antecedents de la PSM en resultats ètics i no ètics. Per tal d’omplir tots aquests buits, aquesta tesi posa els valors i les identitats dels individus al centre de la discussió sobre com es poden fomentar les actituds i els comportaments ètics. S'han desenvolupat quatre articles seguint aquesta idea. El primer article ofereix un marc teòric per examinar la relació entre la PSM i l’ètica combinant filosofia ètica, teories d’identitat, psicològiques i d'autodeterminació. El segon i el tercer article enllacen PSM amb la literatura sobre violacions d'integritat, i proporcionen anàlisis empírics que mostren els diferents efectes de la PSM i altres motivacions laborals en l'acceptació d'actes no ètics. A més, avaluen l'impacte directe de la satisfacció de les necessitats psicològiques bàsiques i de la claredat dels objectius sobre la PSM, i l’impacte indirecte sobre el judici de les violacions d’integritat. El quart article proporciona suport empíric inicial a la conceptualització de PSM proporcionada en el primer article. Per fer-ho examina els diferents efectes del lideratge transaccional i transformacional, i la necessitat psicològica bàsica relacional en la PSM. En resum, a través del desenvolupament teòric i la comprovació empírica de la importància de com ‘són’ els individus, aquesta tesis ordena la investigació prèvia realitzada en el camp de la PSM i l’ètica, i s’encoratgen noves vies.

La PSM, o la motivación para servir a la sociedad, y la ética, o el estudio de lo que es moralmente correcto o incorrecto, son dos temas fundamentales dentro de la administración y la gestión pública. A pesar de estar relacionados originalmente, las investigaciones realizadas hasta ahora se han centrado principalmente en examinar el papel que juega la PSM en la probabilidad de denunciar hechos no éticos o hacer donaciones. No obstante, se han dedicado muy pocos esfuerzos a insertar la PSM en teorías de filosofía ética, a explorar el lado ético oscuro de la PSM, a insertar la PSM en teorías de psicología moral, a conectar la PSM con la teoría de violaciones de integridad, a diferenciar los efectos de la PSM en los resultados éticos y no éticos de los efectos provocados por otras motivaciones laborales, y a calibrar el impacto indirecto de los antecedentes de la PSM en resultados éticos y no éticos. This article-based compilation thesis revisits the link between public service motivation (PSM) and ethics. PSM, or the motivation to give back to society, and ethics, or the study of what is morally right and wrong, are two crucial topics in public administration and management. Although being originally interrelated, past research mainly examined the role PSM plays in shaping the likelihood of whistle-blowing and making donations. However, very little efforts have been devoted to insert PSM in ethics philosophy theories, to explore the ethical dark-side of PSM, to insert PSM in moral psychology theories, to connect PSM with integrity violations theory, to differentiate the effects of PSM on un/ethical outcomes from those of other work-motivations, and to assess the indirect impact of PSM-antecedents on un/ethical outcomes. To fill all these gaps, this thesis puts individuals’ values and identities at the centre of the discussion about how ethical attitudes and behaviours can be encouraged. Four articles have been developed following this idea. The first article offers a theoretical framework to examine the relationship between PSM and ethics by combining ethics philosophy, identity, moral psychological and self-determination theories. The second and third articles link PSM to integrity violations literature, and provide empirical analyses showing the distinct effects of PSM and other work-motivations on the acceptance of unethical acts. Moreover, they assess the direct impact of basic psychological needs satisfaction and goal clarity on PSM, and the indirect one on the judgement of integrity violations. The fourth article provides initial empirical support to the conceptualization of PSM offered in the first article by examining the distinct effects of transactional and transformational leadership, and the basic psychological need of relatedness on PSM. In sum, by theoretically developing and empirically testing the importance of how individuals ‘are,’ this thesis orders previous research in the PSM-ethics field, and encourages new avenues.
