Анотація:
The relevance of the study is due to the need of modernisation of the information sphere of activity in accordance with European standards and the proper level of training of specialists in this field for further professional development. The aim of the work is to create an innovative model of the content of the training of masters majoring in 029 “Information, Library and Archival Affairs” based on a comparison of the current state of the Ukrainian, American, and European educational systems. To achieve this goal, the author used the following general scientific research methods during three stages of scientific research: structural and comparative analysis, synthesis, generalisation, and systematisation, as well as modelling. The theoretical basis in the form of scientific and journalistic literature on the training of Master’s in library and archival affairs in Ukraine and abroad has been developed. The experience of Ukrainian higher educational institutions, American and European institutions of higher education is compared in order to identify the focus of training specialists in speciality 029 “Information, Library and Archival Affairs”. The theoretical orientation of the Ukrainian educational system for the formation of masters of this speciality and at the same time the practical orientation of universities in the USA, France, Australia, Spain and Sweden are determined. An innovative structural and functional model of forming the content of training masters of information and library science based on comparative analysis and theoretical and practical components is developed. The practical value of scientific work lies in the creation of the author's model of promising functional training of masters of speciality 029 “Information, Library and Archival Affairs” in accordance with the requirements of modernity, with its subsequent possible implementation in the activities of higher educational institutions

The paper proves that master students scientific research is the essence for teacher training professional development. The authors describe the model, substantiate approaches to master students scientific research position and content understanding based on their analyses of the experience of master students scientific research predictive model representation. Methodologically these are activity and research approaches; and their implementation principles are practice-oriented educational process principle, activity and creative content of education principle and the educational process personalization principle. The paper exposes to light the experience of master students scientific research organization pedagogical conditions implementation (scientific research building into the theoretical and practical courses of master degree program study; its presentation as a means of master students personal pedagogical experience and professional activity evaluation and correction; master students personal pedagogical experience use as a base in the process of theoretical course study; the connection of theoretical courses, practical trainings, work on masters thesis). The paper highlights peculiarities of master students scientific research organization process. These peculiarities are: the search of leading pedagogical experience, academic research organization; teaching practice and theoretical courses educational program composition on the basis of research and education problems solving and projects implementation; the educational research and scientific research practical training content connection with masters thesis subject; simulation training as a method of enquiry and transformation of pedagogical reality and etc.

Анотація:
The relevance of constant professional development for teaching staff in professional (vocational) education schools (P(V)E schools) is conditional upon the innovative changes in education, the modernization of educational and industrial technologies and the elaboration of effective models and mechanisms of training highly qualified personnel. The professional development of masters of vocational training is correlated with the development of their professional competency, integrating the so-called systematic build-up of new knowledge and experience. The article aims to justify a particular technology for developing professional competency in masters of vocational training from P(V)E schools. Methods include a theoretical analysis of scientific works, a study of practical experience, systematization, generalization and a pedagogical experiment. Results. The results of the survey of teaching staff (including masters of vocational training) regarding the final level of professional motives confirm the following: a high level – 29%, a sufficient level – 56%, an average level – 15%. The results of these specialists’ self-assessment of their readiness for professional development are as follows: a high level – 48%, a sufficient level – 47%, an average level – 5%. The paper proves that there appears to be a need to discover some optimal technologies for developing professional competency in masters of vocational training, given the conditions for elaborating modern models of teacher education. An algorithm for designing the technology for developing professional competency in masters of vocational training from P(V)E schools includes a scientific aspect (defining and adhering to targets, objectives, methodological and other principles of professional education), a procedural aspect (modelling the content, forms and ... Conclusions. The paper presents the technology for developing professional competency in masters of vocational training from P(V)E schools as a psycho-pedagogical process organized according to an appropriate algorithm, whose implementation should result in the professional development of masters of vocational training.

Relevance: the need for the development and experimental verification of lifelong learning, namely: mi- crobiology, virology and immunology of future Masters of pharmacy (during studying in higher educational institution and after its graduation, their professional career in the context of society informatization). Aim: to analyze the state of preparation of Masters of pharmacy in the study of microbiology, virology and immunology in the conditions of society informatization. Methods: theoretical (analysis, synthesis, generalization); empirical (expert evaluation and self-assessment methods; questionnaire). Results: the modernization update of the purpose and contents of teaching the future Masters of pharmacy in microbiology, virology and immunology is proposed. An attempt has been made to introduce such a system of training, which would be aimed at the formation of professional knowledge of future Masters of pharmacy, continuous improvement of their professional competences, meaningful practical application of the obtained theoretical knowledge and the acquisition of new knowledge (that appears in the scientific space), the forma- tion of appropriate skills, effective communication formation in the professional pharmaceutical environment through remote technologies. Conclusions: the author has proved that the profession of provisor is inherently a process of constant self- development and self-improvement, with the help of which pharmaceutical activity will be effective. Considering that the pharmaceutical industry has undergone significant changes in comparison with the last century, and requires continuous scientific and educational education, it is concluded that the modern provisor should be able to improve his personal professional qualification at the convenient time for him, remotely, including by online and offline.

The article deals with the problem of training modern specialists of the specialty "125 - Cyber Security". Issues of providing students with specialized and professional knowledge and skills in cryptographic protection of the information are considered. The necessity of obtaining practical knowledge on information protection with a certain amount of theoretical knowledge for future cybersecurity specialists has been substantiated. Through the analysis of literature and the use of own experience, the essence and structure of the concept of "competence on cryptographic protection of the information" have been determined. Formation of these competencies have been carried out within the framework of interdisciplinary links of educational disciplines, namely: "Applied Cryptology", "Secure Programming". The list of requirements for professionally significant characteristics of a cybersecurity specialist in the field of cryptographic protection of information has been determined. An overview of cryptographic libraries has been conducted and the main criteria for selecting the cryptographic service and the programming environment have been determined. The article demonstrates the need to use modern cryptographic .Net Framework services and the Microsoft Visual Studio application development environment to provide students with the knowledge and practical skills of information protection. The model of formation and development of competences on cryptographic protection of the information for students of the specialty “125-Cyber Security” has been developed and the ways of its realization at Borys Grinchenko Kyiv University have been offered. In the course of the research it was determined that in the programming of cryptographic protection mechanisms, practical skills of using cryptographic algorithms in the processing and transmission of data have been effectively formed. It is proved that the definition of the volume of theoretical knowledge and practical skills, taking into account the interdisciplinary connections of educational disciplines, allows preparing specialists with practical skills in cryptographic protection of the information. Such specialists are necessary for IT companies in the labor market.

The article proposes to consider the author's results of determining the conceptual provisions for optimizing the areas of administrative and legal regulation of state cybersecurity policy. The content of the current state of state policy in the field of cybersecurity is considered. Theoretical and practical aspects of optimization of legal relations in the field of state cybersecurity policy are analyzed. The interpretation of the state cybersecurity policy of Ukraine is determined – the activity of state and legal institutions to manage real and potential cyber threats and dangers to meet the cyber needs of man and citizen, as well as the realization of national interests in this area. The own vision of directions of the state cybersecurity policy according to the maintenance of a number of regulatory legal acts is offered, namely: directions of the state cybersecurity policy according to the Law of Ukraine «About the basic principles of maintenance of cybersecurity of Ukraine»; directions of the state cybersecurity policy in accordance with the Law of Ukraine «On Fundamentals of National Security of Ukraine»; directions of the state cybersecurity policy in accordance with the Doctrine of Information Security of Ukraine. It is concluded that the priority areas for optimizing state policy to strengthen the administrative and legal regulation of cybersecurity of the state are the following reforming cyber law as a segment of information legislation of Ukraine, especially in terms of not only clearly defining current threats and threats to cyber security, but also mechanisms public policy, including symmetric cyber measures; research on the protection of critical infrastructure from cyberattacks; promoting the development of domestic innovative products that can be used to strengthen the cybersecurity of the state; completion of the implementation of the provisions of the Council of Europe Convention on Cybercrime into national law; optimization of the training system in the field of cybersecurity for the needs of the Armed Forces of Ukraine and other bodies of the security and defense sector of Ukraine; promoting a more active policy of state security institutions to inform the public about cyber threats; promoting the militarization of cyberspace; support for both existing multilateral training sessions on countering cyberattacks on the state information infrastructure, and initiating new types of such training sessions. Abstract The German experience in professional training of teaching staff in adult education has been analyzed; it has been clarified that modern educational programs of Bachelor and Master specialties are based on the basic educational program offered by Adult Education Sectional Commission of Pedagogical Sciences in Germany (DGfE); value-targeted and organizational and semantic issues of Masters’ in Adult Education professional training in universities of Germany, defined according to andragogue profession’s modern roles and functions have been considered. The purpose of Masters’ in Adult Education professional training and the content of professional competencies have been revealed, the limits of andragogues’ academic education at the graduate level have been outlined. Based on the theoretical analysis of university reference books common features of Master’s programs of academic education in Adult Education / Continuous Education in universities of Germany have been found; the basic principles of the Master’s programs realisation in German universities have been indicated. Special attention is paid to research and justification of organisation and structural elements of Master’s programs in Adult Education / Continuous Education in Otto Friedrich University in Bamberg; the purpose and subject specialty have been revealed; the relation between theory and practical training has been established, the organization and the purpose of practical training abovementioned university have been described, professional prospects of graduates have been outlined.

This article is devoted to the problem of readiness of students majoring in 125 Cybersecurity at Borys Hrinchenko Kyiv University to manage information security risks (IS) based on the decision-making theory. The interdisciplinary approach in education, namely, the integration of the disciplines "Risk Theory" and "Decision Theory", allowed to implement in the educational process the formation of practical skills of risk management of future cybersecurity professionals. Based on the achievements of didactics and psychological theories, the analysis of concepts in the field of interdisciplinary methodology is carried out and the relevance and significance of its introduction into the educational process of institution of higher education is substantiated. The peculiarities of the organization of the educational process of training bachelors of information and cyber security in the context of an interdisciplinary approach are described. The elements of the methodology of formation of practical skills of students to make managerial decisions in the conditions of risk on the basis of interdisciplinary principles are developed, theoretically presented and substantiated. It is proved that interdisciplinary exchange, integration of theoretical knowledge of disciplines contribute to new fundamental results, create preconditions for the development of practical skills, provide a holistic image of training future specialists in information and cyber security.

The article analyzes the features of professional training of future masters in transport technology (by air transport) in the institution of higher technical education. The normative-legal and organizational-pedagogical bases of formation of readiness of future masters іn transport technologies (by air transport) to professional activity in experience of technical establishments of higher education of Ukraine are characterized. It is noted that the educational process should be aimed at preparing future professionals for independent professional activity. It was found that the process of forming the readiness of future specialists in transport technology (by air transport) begins in the system of their training and is inextricably linked with the content, methods of knowledge presentation, pedagogical competence of teachers, individualization of education, educational and cognitive activities of students. the educational environment of the institution of higher technical education, the level of motivation of students. The basis of professional training should be classroom and independent search and creative activity of the student, in the process of which the professional knowledge, abilities and skills, personal qualities set by the educational and qualification characteristic will be formed. The main directions of modernization of the content of professional training of future masters in transport technologies (by air transport) are substantiated: harmonization of normative-legal base on professional training of masters in transport technologies, their better adaptation to new requirements of European educational space, modern national and European labor markets; combination of theoretical and practical training; modernization of forms and methods of teaching; wider use of the potential of information technology, e-learning.

This paper discusses theoretical, methodological and methodical aspects of realization of the competence approach to the training of masters majoring in pedagogical education in Physics and Mathematics during the course Non-Classical Problems of Mathematical Physics study at higher educational institutions. The paper describes the goals, objectives and relevance of the course aimed at understanding practical solutions of non-classical problems of mathematical Physics by undergraduates. In accordance with the federal state standard of higher education the authors present the competences that are developed during this course. The authors describe the process of the declared competencies development. This process has several levels. For each learning outcome the authors describe appropriate levels of competence (threshold, standard, reference). The authors materials reflect methodology of professional competences development in the process of training masters majoring in mathematical education on the basis of Transbaikal State University. The practical aspect of the competence approach implementation is examined on the basis of this training course through the boundary value problem of mathematical Physics in the field with film inclusions (the problem for a strongly permeable film). The positive experience presented in the paper and the received materials can be useful for university teachers.

The article analyzes, compares and summarizes the curricula for masters in dentistry used in medical universities of the EU countries and O. Bohomolets National Medical University. A comparative analysis of European and national universities’ curricula revealed that the professional training of masters in dentistry in medical universities of Ukraine and in European countries has significant differences in both content and organizational context. Curricula for professional training of future dentists in European universities differ in the number of disciplines and ECTS credits allocated for their study. Comparing of syllabi in NMU and EU countries allowed to state that the main differences consists in their intensity. It is established that the workload of students of national medical universities is very high on account of the large number of humanities and socio-economic disciplines, while European students have only two socio-economic disciplines in the program. Comparative analysis of curricula of national and European universities made it possible to determine the main tasks of reforming the system of dental education, particularly: improving the quality of medical education, ensuring its conti­nuity and consistency throughout the period of professional activity; reducing the workload on students; providing the optimal ratio of theoretical and practical training with increasing emphasis on clinical and practical training.

There has been characterized the structure of engineers' training curricula, which envisages the study of core, elective and optional subjects and writing a Master's dissertation. There have been examined the stages of the study organization at the Masters' schools: the practical ones (lectures and seminars) and the theoretical (research) ones. There have been defined the peculiarities of the nanoelectronics specialists' practical training.

The article is devoted to the problem of future masters’ professionalism development in the process of practical training in the institutions of out-of-school education. Based on the analysis of psychological and pedagogical literature, the understanding of the concept of professionalism has been clarified, the peculiarities of practice in a multidisciplinary institution of out-of-school education have been revealed, the requirements to the bases of practical training of future masters of education, educational program 011 Educational, pedagogical sciences (Out-of-school education) It has been found out that the future teachers’ practical training acts as an integrating main component of personal and professional development of the specialist, the link between theoretical training and independent work in the establishments and institutions of out-of-school education. Providing performance of various tasks, which include: acquaintance with the general directions of work in a multidisciplinary institution of out-of-school education; creation of an individual educational trajectory of the applicant of out-of-school education according to abilities of talents and gifts of children and youth on the basis of psychological and pedagogical diagnostics; development of curricula, calendar and lesson plans for group and club work, development of scenarios and script plans for collective and mass events, which are included in the annual work plan of the institution of out-of-school education. It has been specified that the professionalism of the future master will be reflected in the following results of practical training: the ability to recognize and take into account the diversity of students, the ability to provide individual support in the educational process; awareness of different contexts in which training, upbringing and development of students of out-of-school education can take place; ability to implement subject-subject interaction with different participants of the educational process at different levels; the ability to contribute to the formation of a general culture of personality, socialization, conscious choice and development of additional educational programs, using a variety of forms, techniques, methods and means of teaching; to master the norms of pedagogical relations in the process of designing and implementing educational activities, search, sharing, application of innovations and creativity in the educational process.

Анотація:
The article is devoted to the problem of art education formation in Ukraine, the territory of which in the XIX – early XX century belonged to two empires – Russia and AustriaHungary. The paper analyzes the leading trends in the professional training of future craftsmen in Ukraine in the XIX – early XX centuries. The author focuses on the organizational and pedagogical principles of training specialists in the field of artistic metalworking. It is stated that in order to meet the demands of the society of that time for the training of highly skilled workers in the field of artistic-industrial production, with the assistance of the governments of two empires – Russian and Austro-Hungarian (which included the lands of Ukraine in the period under study) – the schools, arts and crafts schools, complementary industrial schools, courses for masters, vocational schools, such as: art blacksmithing and metalwork, artistic metalwork and boilermaking, metal, etc. were founded. The urgency and timeliness of the study are noted, because the scientific substantiation of the formation and development of domestic art education, the study of positive historical and pedagogical experience of predecessors – artists, masters and artists-teachers are undoubtedly important in training modern specialists in visual and decorative arts. The methodological basis of the study are the laws and categories of scientific knowledge, the relationship and interdependence of phenomena, historicism, system, the relationship of historical and logical, the interaction of national and universal. It is stated that development of art education in Ukraine in the second half of the XIX – early XX century was accompanied by the expansion of the system of education institutions that provided special arts and crafts education. It is found out that the leading features of the system of arts and crafts of the outlined period were: the imitative nature of the students’ activities; use of demonstrative and explanatory method of teaching techniques of future masters-craftsmen; practical training in the workshops of the institution; predominance of practical classes over theoretical training of students; internship in production; fulfillment of orders by the apprentices; dependence of the level of the educational process on the conditions created in each individual crafts education institution; lack of consistency in the process of mastering the techniques of handicrafts.

A characteristic feature of the vast majority of activity spheres in the modern education system is their systematization. The latest higher education standards center the teacher’s activity around the system and activity approach. That causes the need for its application in the use of information and communications technologies as a means of teaching a foreign language. We give the author’s definition of the term “methodical learning system”, which is interpreted as a component-related system of learning conditions, realizing its methodological potential through the interaction of participants in the educational process aimed at achieving the goal. This system includes five consecutive blocks, including: 1) prerequisites (modern requirements of the Federal Educational Standard of Higher Education), social order for training in the field of written academic discourse, contradictions between the linguodidactic potential of the study group blog, the lack of practical methods of teaching written academic discourse; 2) block target definition (goals and objectives of training); 3) theoretical justification block (list of principles of teaching written academic discourse, approaches to teaching written academic discourse); 4) functional block (organizational and pedagogical conditions, contents and methods of training, means and organizational forms of training); 5) evaluation block system operation results (components of evaluation of educational and cognitive activity, the learning process result). We note methodical system training integrity on the basis of property of integrativity promoting optimization of all components which general interaction is directed on achievement of the training purpose. The goal, for its part, is a system-forming element.

The article reveals the theoretical justification and methodological principles of designing a master class on the application of a set of good pharmaceutical practices in the training of future masters of pharmacy in higher education. It is determined that the practical implementation of the theoretically grounded principles of promoting the development of higher pharmaceutical education and the formation of professional competence of future masters of pharmacy in Ukraine based on the results of systematic analysis in the context of European integration of educational processes. the process of training future masters of pharmacy at universities in Central and Eastern Europe and in Ukraine. The design of integrated implementation in the educational process of professional training of future masters in the specialty 226 - Pharmacy, the use of interactive method and case-studi technology to assess the quality of the master class. To provide pharmaceutical care based on evidence-based medicine and pharmacy on the basis of GPP implementation, it is necessary to comprehensively apply the methods of pharmacoeconomic analysis. An algorithm for the phased implementation of pharmacoeconomic analysis based on the integrated application of methods has been developed. It is established that the Guidelines on Good Practices in Pharmacy in Regulated Markets are used at all stages of the circulation of medicines. At the stage of drug development, their safety and dose-dependence of efficacy on the basis of integrated implementation of GMP and GLP are studied. At the stage of substantiation of the design of research in the process of clinical trials of therapeutic efficacy and safety, the regulatory document is a guideline with GLP. To assess the quality of the proposed solution of situational problems using the interactive method and case-study technology, the software package "Case of professional readiness of masters of pharmacy to implement professional competencies of pharmacoeconomic justification of rational pharmacotherapy and support of pharmaceutical care."

Chess masters and expert musicians appear to be, on average, more intelligent than the general population. Some researchers have thus claimed that playing chess or learning music enhances children’s cognitive abilities and academic attainment. We here present two meta-analyses assessing the effect of chess and music instruction on children’s cognitive and academic skills. A third meta-analysis evaluated the effects of working memory training—a cognitive skill correlated with music and chess expertise—on the same variables. The results show small to moderate effects. However, the effect sizes are inversely related to the quality of the experimental design (e.g., presence of active control groups). This pattern of results casts serious doubts on the effectiveness of chess, music, and working memory training. We discuss the theoretical and practical implications of these findings; extend the debate to other types of training such as spatial training, brain training, and video games; and conclude that far transfer of learning rarely occurs.

The article examines the problem of formation and development of modern educational values in the minds and activities of Ukrainian applicants for higher education, in particular of masters of the humanities. The results of the diagnostic section in the form of a questionnaire of students and lecturers were conducted to determine the state of formation of the axiological thesaurus of masters of the humanities. Level groups of the master’s students are singled out, and the conclusion with the recommendations about the necessity of a choice of methods, means, and forms of influence on educational values of the future experts of the humanitarian sphere, in particular culturologists, philosophers, philologists are offered.Based on the theoretical search, experimental survey and generalization of materials in the prospects of the study determined the development of axiological principles of the contextual-professional model of training future masters of the humanities, which include: purpose (formation of professional readiness based on competencies, appropriate practical orientation of learning), values (pragmatism, communication with employers, the system of terminal and instrumental values), principles (independence in learning; formation of the content of education through problems of cognitive, professional, communicative, organizational, axiological nature; integral inclusion of higher education in educational and cognitive and scientific research activities, openness and freedom of choice of their actions, the formation of a reflective position in relation to themselves as a subject of professional activity), the selection of content (interdisciplinarity, context). It is proved that the educational environment of formation of value orientations should be based on the principles of axiology and open learning: reliance on information technology; designing the modern content of education; development of innovative methods of development of the value component of professional competencies; changes in the traditional role of the lecturer as a translator of knowledge and the development of the role of a mentor, a senior colleague, a consultant, and a supervisor.

The article considers the anthropological aspects of the philosophical heritage of the famous German philosopher P. Sloterdijk. On the basis of learning of the work of the philosopher “You must change your life”, there were highlighted and analyzed the key concepts, with the help of which it is realized the deployment of the theoretical construct “care of the self.” These are such concepts as “teacher”, “mentor”, “tutor”, “school”, “identity”, “vertical stress”, “Philosophy “, “habit.” It develops the idea that the philosophy of P. Sloterdijk appears in its practical incarnation in the techniques anthropotechniques. Previous attempts to change the world have failed, says Sloterdijk. Moreover, if practices do not work, theory must look for other solutions. Sloterdijk turns to ancient philosophical thought, to Buddhism, to the techniques of meditation and asceticism, to the masters of modern literature, to reflections on contemporary sports culture. These considerations of P. Sloterdijk acquire special value and relevance in view of the fact that the modern Ukrainian education system, continues to cultivate the training of highly specialized specialists, subjects of production, not their own life activities.

The article dwells upon organizational aspects related to the Master’s Degree training and the effective formation of professional competency in the Master of Finance programs in higher educational institutions of Belgium. The Master of Finance programs of the University of Liège, the University of Leuven, the University of Ghent, etc. were analyzed. The disciplines (compulsory and optional) that students study, the required number of ECTS credits, the planned learning outcomes and the terms of study were characterized. The compulsory disciplines contribute to the formation of theoretical knowledge and practical skills for professional activities in the field of public and corporate finance, budgeting, investment, actuarial calculations and banking. In the optional disciplines, the specificity of the financial activity is taken into account, and the knowledge of highly specialized areas of financial activity is formed. The article also summarizes the application procedure and enrollment conditions for the Master of Finance programs and gives the differences in the programs that have the practical focus and the scientific orientation. The formed competencies of Masters of Finance should ensure constant solvency and sustainable development of entrepreneurial structures, manufacturing enterprises, and the financial, economic and tax system of the country as a whole. The results of the system analysis, implemented by the author and presented in this article, can be of interest for education managers, professors and researchers. It is substantiated that a number of positive aspects of the organization of professional training of Masters of Finance in Belgian universities can be replicated in domestic higher schools.

The article describes the phonetization potential in the process of teaching Russian as a foreign language (RFL) to philology students in the context of digitalization of education. The relevance of the topic is due to the connection between the quality of hearing and pronunciation skills formation and the processes of perception, understanding, memorization, programming an utterance in a foreign language, on the one hand, and the methodological capabilities of modern technologies, on the other hand. The purpose of the work is to present the theoretical foundations of phonetization in teaching RFL and methodological techniques to implement it, taking into account the opportunities of the digital educational environment. The material of the research includes the questionnaires of foreign students studying Russian in bachelors, masters and postgraduate programs, aimed at determining the demand for continuing work on hearing and pronunciation skills formation at the basic and advanced levels. The authors used the following methods: analysis of scientific publications on practical phonetics, digitalization of humanitarian knowledge, listening and pronunciation skills formation by means of electronic linguodidactics, observation of the practical use of phonetization in teaching RFL, questioning the recipients. Basing on the results of the questionnaire survey of foreign students, the authors come to the conclusion that it is important to include work on hearing and pronunciation skills formation at the main and advanced stages of teaching the Russian language practical course in bachelors and masters programs. In this regard, the theoretical knowledge necessary for the teacher to phonetize the learning process at the main and advanced stages is described, namely: the basic concepts in the field of the articulatory apparatus, the characteristics of sounds, the phonetic base of the Russian language, stress, rhythm and reduction in the Russian word, phonetic processes within the word and at the junction of words, the intonation form of the syntagma. The potential of the digital educational space for phonetizing the practical course of the Russian language at the main and advanced stages of university education is revealed, where the content of phonetic work is determined by the characteristics of a particular study group, teacher training, and appropriate methodological recommendations are given. The practical significance of the research lies in the student-philologist and the teachers theoretical knowledge generalization, necessary for the phonetization in teaching RFL and their potential application in the context of the educational space digitalization. This study opens prospects for further exploration of the digital educational space potential in order to improve hearing and pronunciation skills and create appropriate teaching materials.

When lessons of linguodidactics are organized in a master course within the framework of the pedagogical program «Language Education», the literal understanding of the definition of linguodidactics as a general theory of mastering a foreign language in the learning environment often leads to the fact that undergraduates studying linguodidactics as an academic subject consider only theoretical issues. Understanding the relationship between linguodidactics and methods of teaching foreign languages as a relationship between theory and practice narrows the scope of the subject. As a result, the competencies included in its program are formed fragmentarily, i.e. the objectives of this subject contain only the knowledge of the theory which excludes the practical implementation of linguodidactic skills. The article describes linguodidactic skills and analyzes the experience of solving the stated problem by means of creating a system of practical work of undergraduates in the process of studying linguodidactics. The proposed training course is integrative. It combines fundamental and interdisciplinary areas in linguodidactics, and presupposes a smooth transition from studying the problems of the interaction of linguistic theory with the practice of teaching foreign languages to considering linguodidactic models of mastering a foreign language and forming a multicultural linguistic personality. The possibility of undergraduates’ putting into practice linguodidactic knowledge makes their theoretical reports more profound and instructive due to their examples from the practice of teaching foreign languages that confirm their theoretical propositions. It also stimulates their critical attitude to different teaching materials. The effectiveness of the organization of practical work at the lessons of linguodidactics is also a result of studying the interrelated modules of the subject and passing from a theoretical analysis of the process of mastering a foreign language to creating your own teaching materials on a strictly scientific basis. The research shows that the academic subject «Linguodidactics» has unlimited potential for the scientific organization of the educational and methodical work of future masters of science.

Features of training specialists, bachelors, and masters in the field of atomic emission spectral analysis at the Department of Physical and Chemical Methods of Analysis [Ural Federal University (UrFU)] are considered. When training bachelors, coverage of the specialty course «Methods of atomic spectral analysis» is reduced almost by half compared to the same course for specialist. Length of practicals and research trainings is also significantly reduced. Therefore, students graduated with a bachelor degree can be incorporated into the actual practical activities of the laboratories at the enterprises and research companies only in laboratory positions. Master’s program is deeper in theoretical knowledge and research training and practicals become of particular importance. Thus, only a full cycle of two-level education can be comparable with the previous engineering training of specialists. The structure of the curriculum and features of setting up advanced training courses (additional professional education) for specialists in analytical laboratories focused in particular on a detailed study of the features of recording atomic emission spectra by the MAÉS analyzer using the ATOM program is presented. The experience of advanced training of the personnel of industrial laboratories conducted at the training centers of UrFU is described. This form of additional professional education is recommended for advanced and refresher’s training of the laboratory personnel at large enterprises.

The prerequisite for ensuring the professional training of masters in the specialty "The Primary Education" in Ukraine is the formation of their professional competence to teach in the higher education institutions. After all, in addition to qualifying as a primary school teacher, they are also qualified as the teacher of pedagogy. Accordingly, the preparation of the modern primary school teacher requires the organization of the educational process in higher education on a scientific humanistic basis which provides purposeful systematic provision of psychological and pedagogical training of scientific and pedagogical staff for the higher education institutions of different levels of accreditation for their interaction with students. This article summarizes the author's experience of studying the teaching methods of the disciplines "Fundamentals of Pedagogy", "Didactics", "Theory and Methods of Education", "Socio-pedagogical Fundamentals of Educational Management" and "History of Pedagogy". In particular, theoretical and aspects of students' methodical activity are revealed: active listening, participation in dialogue and discussion during lectures, observation of pedagogical classes from different sections (basics of pedagogy, didactics, theory of education, history of pedagogy), development of the text of lectures on separate topics, micro-teaching and analysis of pedagogical situations, their modeling, execution of creative tasks, production of visual material. Preparation of the masters for teaching of pedagogical disciplines in the institutions of higher pedagogical education facilitates their mastery of the basic concepts and categories of pedagogy, historical aspects of the formation of pedagogy as a science, current trends in education; the content of pedagogical disciplines in the institutions of higher pedagogical education; features of the education process, its regularities and principles, the methods and organizational forms, etc. Also, in the process of studying the methodology of teaching pedagogical disciplines, the masters have the ability to prepare curricula for disciplines; to plan and conduct various types of training (lectures, seminars and practical classes); to control and diagnose students' educational achievements; to organize various types of cognitive work with students, etc.

The significance of its solution aims at finding the best ways to organize the educational process at the university. The specifics of communication between the representatives of the scientific community is the existence of direct and indirect (virtual) ways of interaction. Accordingly, when organizing the process of university students’ training in cross-cultural scientific communication, it is necessary to build the process both with direct and indirect interaction. The paper describesthe algorithm of university students’ training in cross-cultural scientific communication via virtual interaction, which includes the stages (preparatory, acquisition and expertize), the content of the online course (“Academic English for Masters”) created in the information-educational system of the university, and e-learning tools (simulator tools, control tools, information and reference tools, demonstration tools) used for this type of training. The principle of implementing the preparation of university students for crosscultural scientific communication via virtual interaction is the adaptability of building the educational process in the e-learning system, which consists in adaptive presentation of the material, adaptive navigation, and adaptive testing. Pedagogical mastery is a higher degree of pedagogical activity, which is manifested in the creativity of the teacher, the constant improvement of the art of teaching, upbringing and development of pupils.Tasks of universities in relation to the formation and development of pedagogical skills of future teachers and improvement of teachers-practitioners in the context of the tasks of the new Law of Ukraine "On Education" – to form professional qualities in them: scientific outlook, moral consciousness, aesthetic views; emotional-sensory, intellectual and volitional activity; psychophysiological readiness; pedagogical cycle, style and manner of behavior; possession of relevant psychological and pedagogical knowledge, the ability to organize educational work, educational activities, participate in research work, creative pedagogical search for the formation of key competencies of pupils; the ability to continuous self-improvement. The article elucidates the significance of future dentists’ practical training. It has been established, that the great attention of available foreign scientific sources is paid to the issue of improving the dental educational content based on the competence approach; nevertheless, modeling of educational process’ components has not been considered so far. The importance of modeling, as a method of educational process’ studying components, has been determined. The authors’ model of praxeological competence formation of future master of dentistry is presented. It consists of the basic components, which are determined as interconnected blocks: the target one declares the goal and defines the tasks necessary for its achievement; theoretical-methodological block reveals the praxeological competence structure (motivation, gnostic, activity, deontic, scientific-research, reflexive components), basic approaches (competence, system, personal, activity, synergetic, context), principles (subsequence, transparency, evidence-based, scientificity, rationality, creativity, effectiveness) and ways for achieving the aim based on the updated normative base of dental education (branch educational standard of the specialty “Dentistry”, EQC, EPP, elaborated on its base and with the use of necessary pedagogical conditions); the content-procedural block determines the ways of pedagogical conditions realization based on the updated content of dental education of interdisciplinary integration of basic and professional subjects, improvement of methodological instruments (classroom work, projects, self-study work, individual, distant forms; traditional, innovative, interactive methods; means of simulation, under clinic conditions, portfolio), resulting-reflexive block reflects and fixes the levels of future masters’ of dentistry praxeological competence formation according to its components and is based on correspondent criteria and indicators, gives a possibility to ascertain an obtained educational result according to defined levels (minimal and sufficient). The model shows the researched process as an integral system that gives a possibility to correct the future masters’ of dentistry professional training according to the influence of internal and external factors on the educational process; to determine vectors of its evolution in the context of competence approach introduction into dental education

The establishment of an Agricultural Biotechnology MSc. course creates a new direction in Hungarian higher education. As an introduction, the article summarizes the main theoretical and practical possibilities and results of biotechnology which have necessitated launching the course. Subsequently, the preliminaries, aims and requirements of the Masters course are introduced. The main data of the agricultural MSc course at Szent István University in Gödöllő (Hungary) are the following: 4 semesters, 120 credits, 1200 contact hours, 4 weeks training in a biotech laboratory, 6 fundamental subjects, 8 basic subjects in biotechnology. Plant and animal biotechnology, are the two options for specialization and both have 10 separate professional subjects. The teaching staff consists of 34 teachers (93% of them have PhDs or higher scientific degrees) from 10 Departments of 3 Faculties of Szent István University.

The paper presents the results of the identified internal contradictions of MA and BA courses and the facts that influenced the choice of a masters program on the example of students studying at Kazan National Research Technological University, at Innovation in Chemical Technology Department. One of the features of teaching bachelors at Innovation in Chemical Technology Department was the introduction of project training in the educational programs of the department as part of the university development strategy. The introduction of the project training method affected the degree of teaching students of the department. Students project activities are aimed at revealing their mental and creative abilities, implementing personal leadership or performing skills, applying theoretical knowledge gained to solve problems related to the implementation of innovative projects, assessing their effectiveness and efficiency in practical innovative projects. This type of training allows to teach students to independently develop in the real sector of the economy, as well as to evaluate the knowledge gained during BA course training, as well as to assess the shortcomings and gaps in the field of individual disciplines for the entire period of study. Such a conscious self-esteem is necessary to make a decision on continuing education at a MA course.

The paper compares approaches to self-organization. The term can refer to various subjects and objects of research. Theoretical approaches contain the following elements: adaptability, self-regulation and openness of the system, consistency of actions, relevant competencies to tasks, self-development and self-training of personnel, dynamic equilibrium or its absence. Self-organization occurs when the subject of management delegates to the management object. Consequently, any decisions initiated by an object with a leadership is self-organization. The management object migrates to the domain of the management subject based on self-organization. It leads to self-development and restructuring of the management system based on motivational factors such as doing tasks, responsibility (according to McGregor’s Theory Y of motivation) and effectiveness based on the use of delegation and employee initiatives. Scrum-masters, research and teaching staff, graduate students in the field of management and readers interested in management intend the article for reading. Purpose: comparing to self-organization theoretical approaches and creating self-development model and a management system based on the self-organization principle. Methodology: the paper analyzes the research papers of foreign and Russian authors. The author applies deductive, synthesis, decomposition and graphical methods in research. Results: the author created self-development model and the management system based on the self-organization principle. Practical implications: the results obtained are applicable for the management system making focused on the agile organizations.

The article describes the conditions, forms, and methods of optimizing research activities of future social workers in the Ukrainian society in unstable times. It aimsto offer a methodical model to develop research skills in future social workers and experimentally verify the system of training them for research activities. The research hypothesis is that one can discover more effective forms and methods of research activities due to the reasonable changes in educational conditions and the consideration of current trends in social work, which will lead to qualitative and quantitative results. Research methods are theoretical (generalization, comparison, pedagogical modelling) and practical (diagnostics, formation). The formative stage of the research provided a logical sequence of three stages: initial (1-2 courses); basic (3-4 courses); professional (1-2 courses of master's level). Experimental diagnostics involved the use of standardized methods, questionnaires, tests, expert evaluation. The total number of EG students was 118 people, the total number of CG students -121. The analysis of the results shows that at the end of the experiment the level of readiness of future social workers for R&D in the experimental sample is much higher than in the control. The number of students with a high level of readiness for R&D in the experimental sample increased by 16.9% and is 24.6% (in the control sample this figure is 13.2%). The effectiveness of the developed system of professional training of future social workers for R&D is ensured by the implementation of certain pedagogical conditions: the formation of motivation for R&D involvement of first-year students; providing research content of disciplines of fundamental, professional and practical training of social workers; use of differentiated learning technology in the process of research training of masters of social work; use of ICT (information and communication technologies).

Abstract The problem of the professional development of young researchers in terms of Master’s training has been analyzed. The analysis of the literature references, documental and other sources gave grounds to state that the basic principle of Master’s professional training is a research-oriented paradigm. The necessity of using the innovative ideas of foreign experience for improving the quality of Master's education due to European approaches has been proved. It has been stressed that the main task of Master’s programs is the preparation of young researchers for the next stage of their career both in research activities and success achievement in various fields of employment, assistance and creation of opportunities as well as optimal conditions for their contribution to the research of a particular scientific field or discipline. An important source for defining strategic priorities of solving the problems of Master’s professional training is studying and analyzing theoretical and practical experience of leading countries (USA, Australia and UK). The features of Masters’ research training in the British experience and the ways of supporting and developing the research activities and fostering Master's professional development in UK and Ukraine have been studied. It has been considered that Master’s training should be realized on the basis of such theories as social, human, intellectual and cultural capital, career orientation, constructive and cognitive concepts, continuing education and adult education, learner-centered education, comparative studies.

The article deals with the use of hashing algorithms for information security in training students of the specialty "125 Cybersecurity" at the Kiev Boris Grinchenko University. The modern hashing algorithms that are widely used in modern digital technologies, in particular, in the tasks of ensuring information security of modern information and communication systems has been analyzes in the article. The need for a thorough study of hashing as a means of ensuring information security has been identified and substantiated. The paper has present a thorough and detailed analysis of typical security tasks involving hashing algorithms such as implementing structures to efficiently store large data sets; searching and storing data in databases; password protection in the authentication process; formation of electronic digital signature; control of integrity and authenticity of important files; digital blockchain technologies and creation of cryptocurrencies. The special programs offered in the form of applications and online services for calculating hash codes of a file or text have been reviewed and compared. Among the tools used to provide students with practical hashing skills are the use of CryptoAPI, Cryptography Next Generation, and Security.Cryptography .NET Framework cryptographic services. Basic cryptographic functions that implement hashing algorithms have been considered. Prospective directions of hashing research for introduction into the educational process have been defined, namely: fuzzy hashing, quantum hashing. The study concluded that the need for a theoretical and practical study of hashing throughout the training of information security professionals.

We have consider polycultural component as one of the components of vocational and pedagogical training of future teachers of primary school. Its content is realized in its field of activity, aimed at the development of professional skills and values, value-orientation basis of personality and promotes formation of readiness of the future specialist for multicultural interaction.The composition of the multicultural component of vocational and pedagogical training includes a set of interrelated elements as external (ethno-cultural, socio-cultural, intercultural), and internal (ideological) plans that determine the content of vocational and pedagogical training of students on the basis of introduction theoretical and practical material characterized by multicultural orientation into the educational process. In accordance with such understanding of the multicultural component of vocational and pedagogical training, we can distinguish following main structural elements: ethnocultural; socio-cultural intercultural. The academic discipline «Theory and practice of formation of interethnic tolerance of future teachers of primary school» has been presented and its importance in multicultural preparation of masters students of specialty 013 «Primary education». It has been recommended innovative methods and forms of educational work that contribute to the preparation of a multicultural specialist in the elementary educational establishment. The author of the article has pointed the importance of pedagogical practice in multicultural training for future teachers of primary forms, independent and professionally directed extra-curricular work, students' research activity in the perspective of multicultural issues.

The purpose of the article is to analyse the market of the environmentally friendly cars in Ukraine within the training of specialists in repairing and maintaining electric vehicles in Ukraine. Taking into consideration international trends, the prospects for their use in Ukraine are very relevant. However, the speed of the adoption of legislative decisions leads to the inhibition of this process. As a result, the infrastructure is not developing in this direction. The potential buyer of an electric vehicle pushes away the purchase of an electric vehicle due to the lack of service, since it is almost impossible to find highly skilled personnel who can service and repair electric vehicles. Therefore, the issue of the personnel support within this area remains unsolved. The content of the notions “competence” and “specialist in the repair and maintenance of electric vehicles” have been determined. A specialist of the specified profile should be an expert on the scheduled maintenance of electric vehicles; be good at certification issues, diagnostics and repair of high-voltage batteries and electronic systems, maintenance of chargers, repair of hybrid installations, etc. The educational institutions where training specialists in repairing and maintaining electric vehicle is carried out have been analyzed. There are many educational institutions which provide training in the area of “Automobile Transport”; however, the training of specialists in maintaining and repairing electric vehicles has not been not carried out within this area. A great number of unsolved issues substantiate the reason for the above said: the legislative framework, material, technical and methodological support, including the issues devoted to the training of university instructors majoring in special disciplines as well as to the internship courses intended for the teachers and masters of practical training within the system of professional (vocational) education. The curriculum on the discipline “Hybrid and electric transmission of vehicles” has been elaborated and proposed. The proposed curriculum involves the mastering of theoretical and practical knowledge and skills in determining the characteristics of hybrid and electric transmission of vehicles; it can serve as a professional qualification program for training specialists in the repair and maintenance of electric vehicles in Ukraine. The experience of foreign scientists on the need to master knowledge of medical genetics for the professional competence of physical therapists is considered. The features of teaching the selective educational component "Medical genetics" for applicants for the second (master's) level of higher education in the field of knowledge 22 "Health" specialty 227 "Physical therapy, occupational therapy" are presented. Today, it is relevant to improve the quality of professional training of future specialists in physiotherapy, occupational therapy, in accordance with world and European standards in order to enhance the competitiveness of domestic education, optimize conditions for international student mobility and expand the capabilities of Ukrainian specialists in the domestic and international labor markets. According to the position of modern medicine, any human pathology is often associated with heredity. Since heredity and variability are integral parts of life, medical genetics should be included in the theoretical and practical training of specialists in physiotherapy and occupational therapy. The need for genetic knowledge for specialists in physiotherapy, occupational therapy is also determined by the constant increase in the proportion of hereditary pathology in the structure of morbidity, mortality and disability of the population. We believe that physical therapists need to be prepared for new developments in healthcare, including personalized rehabilitation. The physical therapist profession must embrace medical genetics in order to fulfill its operational role and help shape the future of personalized healthcare delivery. Competence in medical genetics provides additional opportunities for working with peers to integrate such information into a healthcare perspective. By developing and demonstrating this competence, physical therapists continue to enjoy a position of respect among the general health community. We consider it important to include in the training program for applicants for the second (master's) level of higher education the area of knowledge 22 "Health", specialty 227 "Physical therapy, occupational therapy" of an educational component such as "Medical genetics". In this way, the physical therapy profession can collaborate with other medical professions to further strengthen and define its role in patient-centered health care.

The article examines the Czech experience of future elementary school teachers training for activities in the context of inclusive education. The main models of inclusive education in the world and specifically the Czech Republic are considered. The basic laws concerning the training of teachers, special teachers, assistants are analyzed. The basic teachers’ competences are determined according to the Czech standard of the teacher’s profession quality; the necessary conditions for conferring the qualification of primary and secondary school teachers are defined. The system of higher education in the Czech Republic and the educational programs of leading higher educational institutions for the preparation of primary school teachers and special teachers are considered. The Charles University and the Masaryk University were selected for the research as leading, because these institutions ranked the highest in world rankings. The article acquaints readers with the activity of pedagogical faculties of both universities. The particular attention was paid to the activities of the departments of pedagogy and special pedagogy. The curricula of training teachers, assistant teachers for a work in inclusive education were analyzed. This made it possible to state that bachelor/master’s programs were designed to provide graduates with the necessary knowledge, ethical values and practical skills necessary for constructing a pedagogical career. The contents of the bachelor/master’s program provides an extensive and deep knowledge in the fields of inclusive education, including the theory of special pedagogy, the necessary skills and abilities in providing medical services, knowledge of the behavior of a child with different pathologies or abnormalities. It is found that a theoretical training is given to most of the study time, the courses of in-depth specialization are offered. It is determined that in the process of special teachers’ professional training in the Czech Republic, three main components can be distinguished: general pedagogical, special pedagogical, specialization with a choice in two main types of A and B. The bachelor training is carried out in two models: simultaneous (parallel, integrative) and sequential. During the study, it was emphasized that an adherence to the unified structure of training bachelors/masters of special education for all institutions of higher education in the Czech Republic contributes to improving their theoretical, methodological and practical basis, facilitates the students’ transition from one educational institution to another, an admission to a magistracy in another institution of higher education, gives a few specializations. Consequently, the peculiarities and positive aspects of training specialists for a work in the conditions of inclusive education in the Czech Republic are highlighted in this article as those, that could be used in Ukraine taking into account the peculiarities and traditions of the national high school.

The purpose of the article is to reveal the features of ballroom choreographic education in the dynamics of historical development and to characterize promising directions for optimizing the educational process in the context of the professional training of the future choreographer. Methodology. The method of theoretical analysis was applied, which contributed to the study of published scientific sources devoted to the problems of professional choreographic education and related problems in accordance with the topic of the article; the method of systems analysis to identify the goal, task, content, volume and rational methods of teaching ballroom choreography, as well as assess the effectiveness of training industry specialists; methodological analysis of the leading pedagogical directions of teaching ballroom dance in the education system, etc. Scientific novelty. The dynamics of the development of ballroom choreographic education in a historical retrospective is investigated and its features are revealed in the context of the artistic culture of the 20th century; analyzed the theoretical and practical foundations of teaching ballroom dance in the context of transformational processes of pedagogical practice; considered the problems of promoting ballroom choreographic education in the development of art, aesthetic and cultural education in Ukraine; the criteria used for an objective academic assessment of ballroom choreographic education in professional educational institutions of Ukraine at the present stage are considered; identified and characterized promising ways of further development of ballroom dance as a performing art and a separate academic discipline. Conclusions. Socio-cultural changes and transformations in the system of training ballroom choreography specialists require optimization of the educational process, in particular in the following aspects: orientation to practical requests; complication and expansion of the structure of professional training of coaches, teachers, and ballet masters of ballroom dance; democratization of the system of choreographic education; integration and adaptation of leading methods of European education; strengthening of structural social and functional interaction within the framework of the system of choreographic education. The study has shown that the development of ballroom dance in Ukraine at the present stage requires the creation and provision of an appropriate level of a specific professionally-oriented education system, the basis of which would be the integrated use of the best traditional and innovative technologies in the field of pedagogy of choreographic art, developed by Ukrainian and foreign theorists and practitioners of dance education. as a backbone element of training specialists.

Problem and goal. The article is devoted to the problem of pedagogical design of e-learning course as an element of innovative system of foreign language professionally oriented training of masters of non-linguistic specialties, analysis of potential opportunities and risks of its implementation. The relevance of the research is connected with the need to accumulate professional experience in the development and piloting of electronic educational resources in the conditions of digitalization of the Russian educational space and the creation of a single, public portal-aggregator of online courses. Methodology. The initial prerequisites of the work were theoretical and applied research in the field of professional and electronic linguodidactics in Russia and abroad. The concept of the considered electronic resource was formed in line with the communicative and competence approaches, the requirements of the modern educational paradigm, philosophy and structural parameters of the virtual learning environment Moodle. Innovative parameters of the content and structure of the course are determined by its design on the principle of reverse design and technology of implementation within the educational paradigm of mixed subject-language integrated learning. Results. The practical significance of the work lies in the fact that the didactic model presented in the study can be considered as a network component of the linguistic professional learning environment, which is formed in line with the trend towards the early professionalization of a foreign language course in a non-linguistic university. Conclusion. This paper presents the concept of innovative educational resource and its implementation using information and communication technologies - e-learning course “English for students of financial and economic specialties enrolled in master’s programs”. It covers topics that involve the development of knowledge gained in the study of related subject areas (financial management, accounting, banking, finance and credit, stock markets, risk management, etc.) and the experience of professional masters.

The stages, forms and methods of distance learning of the Latin language for foreign students at the Faculty of Veterinary Medicine, Food and Biotechnology are presented. The relevance of the problem has contributed to the fact that the question of the use of innovations, the features of distance education has found wide distribution in the modern theory and practice of teaching. In a number of universities of our country, a scientific direction related to the organization of international cooperation and the training of foreign students has become widespread. The theoretical significance of the proposed article is to reveal the features of distance learning of foreign students in the conditions of the university. In the world of rapid change, the concept of professional self-realization is becoming an essential development factor for professionals. Modern teachers of philological specialties should be not only masters in their field who have indispensable professional and methodological competencies but also be ready to provide all necessary services for the current generation, which agrees with the framework of the “New Ukrainian School”. To correspond to the above-mentioned standards, a philology teacher must strive for self-development and self-improvement. The readiness of future teachers for professional self-realization is an integrated quality manifested in independent productive activity aimed at personal self-development and self-improvement. Based on theoretical research and practical experience, we have determined pedagogical conditions for the formation of readiness of future teachers of philological specialties for professional self-realization: 1) ensuring readiness for the professional self-realization of future teachers of philological specialties based on the acknowledgement of career prospects; 2) actualization of the acmeological component of the vocational training of future philologists; 3) phased inclusion of future philologists into the practically focused activity during their teaching practice. The effectiveness of these pedagogical conditions has been examined through carrying out the pedagogical experiment and a set of questionnaires and tests to define the level of readiness for professional self-realization. As a result, we have developed a system of practical classes “I am a future professional” and corrective tutorials with future teachers of philological specialties and developed common psychological and pedagogical guidelines for supervising teaching practice.

BACKGROUND: The article analyzes the issues of moral and psychological readiness of students-future professional social workers to work with the disabled. The article systematizes domestic and foreign approaches to the definition of the categories readiness, psychological readiness, moral and psychological readiness in relation to professional social work. Moral and psychological readiness is understood as an important and complex multicomponent category, a synthetic construct and a stable characteristic of the subject of educational and professional activity in its readiness for the successful implementation of the assigned professional functions and tasks. AIMS: Assessment of the moral and psychological readiness of future professional social workers to work with the disabled. MATERIALS AND METHODS: The data of the survey of 178 students studying in the direction of training Social work (bachelors and masters degrees) in three universities of Russia are presented. RESULTS: As a result of the conducted research, it was found out that despite the generally positive attitude of students towards disabled people, according to a subjective assessment, a fifth of students (22.5%) noted that they were not ready to work with such a category of people, which may be evidence of an imbalance in the theoretical and practical components of their training, as well as the moral and psychological unpreparedness of students for future professional social work. CONCLUSION: In this regard, in our opinion, special attention should be paid to the formation of the moral and psychological readiness of future professional social workers to work with people with severe forms of health disorders, including the disabled.

Анотація:
Education 4.0 (EDUC4) was driven by the onset of the Fourth Industrial Revolution (4IR) to meet labor market requirements resulting from learning that is customized, flexible, accessible, and skills-based. As the concept of EDUC4 develops popularity in the education and innovation research domains, various challenges about its implementation have emerged, especially in developing economies. Thus, there is a need to investigate the existing barriers to EDUC4 implementation. Using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) statement, a systematic literature review of journal articles in the Scopus database was conducted. Of the 299 journal articles generated from the initial search on Scopus, 30 met the inclusion criteria and were included in the review. The content analysis yielded 12 barriers which include cybersecurity threat, costly, skills gap of human capital, apprehensive stakeholders, lack of training resources, lack of collaboration, knowledge gap for the customization of curriculum design, insufficient available technologies, health issues, time constraint for material preparation, complexity of learning platforms, and insufficient foundation of basic education. They were then associated with seven themes for better operationalization in Higher Education Institutions (HEIs): (1) human resources, (2) infrastructure, (3) financial, (4) linkages, (5) educational management, (6) learners, and (7) health and environment. Finally, a theoretical predictive model was constructed to present the causal relationships in modeling the problems associated with implementing EDUC4. The insights generated from this work offer both theoretical and practical perspectives for stakeholders of HEIs in the implementation of EDUC4 in developing economies.

The review analyzes the content of the textbook Rule-making process in the Republic of Crimea and Sevastopol, prepared by a team of authors representing not only Crimean universities that provide training in the areas 40.04.01 Jurisprudence and 38.04.04 State and municipal government, but also directly involved in the legislative process. It is emphasized that this is the third book in a series of publications based on the annual reports of the State Council of the Republic of Crimea and reports of the Legislative Assembly of the city of Sevastopol on the state of regional legislation. The authors point to a well-grounded combination of theoretical and practical foundations of rule-making activity in the constiuents of the Russian Federation under study. It is noted that the cycle of publications based on legal monitoring of the legislative activities of the State Council of the Republic of Crimea and the Legislative Assembly of the city of Sevastopol is successfully combined with a theoretical review of issues related to the preparation of draft laws. These facts make the manual a useful source not only for undergraduate students, but also for all specialists working in the field of regulatory activity.

Background: Classical music created by the masters of the past, the bearers of high artistic taste, has an ennobling educational impact through the deep intellectual and spiritual content that distinguishes genuine art from the means of entertainment and pleasure. Unfortunately, it is less of an interest to modern youth. Purpose of the study: The aim of the study is to find a solution to the problem of classical music perception by students trained in the musical and pedagogical field. The subject of the study is the process of formation and development of students' interest in academic culture. Methodology: The following methods have been used during the study: analysis and generalization of theoretical and methodological developments of scientists-teachers, pedagogical observation, and experiment. Main Findings: The study has resulted in a hypothesis confirmed by the pedagogical practice: The aesthetic education of young people through classical music is most effective in enhancing the perception of music by students through developing, problem and project-based teaching methods based on the heuristic teaching model. At the same time, the perception of the works of composers of the past is most productive, if the theoretical, practical, psychological, motivational and evaluative components of the students' personality are involved. Applications of this study: The results can be applied by teachers, scientists, and practitioners in the real educational process, scientific and methodological work (in research on similar topics, preparation of curricula and course content). The novelty of the study consists in the adaptation of the project method of teaching to the process of teachers-musicians training.

AbstractThis article is about the rights of the Roma in North Macedonia and the level of discrimination that Roma are facing while employed in the public sector in the Republic of North Macedonia. The aims and objectives of the article are theoretical and practical understanding of the situation of Roma and the violation of their rights through direct and indirect discrimination at work. The data was collected during the period from May-July 2019 via 52 collected questionaries from a total of 70 public servants who were asked to be a part of the research.The article shows new data we have collected from employed Roma as public servants in different institutions in the state. The surveyed public servants were 52 in total, from which 34 are employees with secondary education, 17 are with university education and only 1 has a masters degree.The questionnaire is composed out of 17 questions about the forms of discrimination, feeling or witnesing discrimination at their workplace, who caused the discrimination, witnessing the spread of prejudices and stereotypes about the Roma, rejection of colleagues to share an office with Roma, and who caused the discrimination. One of the results shows that 55% of the surveyed Roma did not have a single training from their employer in the last 12 months and that 69% of those surveyed stated that they felt discrimination in the last 12 months on everyday basis.

In accordance with the requirements of the Federal State Educational Standard of Higher Education ++, the graduates of the master’s programme on “Teacher education” must be ready to solve research problems in their professional field. This implies that the students develop an appropriate methodological culture through their involvement in independent project and research activities. However, the analysis of the current state of practice in training master students in the field of education demonstrates that it is still dominated by teaching technologies that focus on performing and reproduction activities of students, contributing to developing the habit of receiving ready-to-use knowledge. As a result, the contradiction between the objective need for the formation of a methodological culture among students on the one hand, and inadequate development in many students in the field of “Teacher education”, on the other, is aggravated. The research aim was to show and substantiate the didactic conditions for project- and researchbased learning as a technology aimed at the efficient development of master students’ methodological culture. Research methods were theoretical (analysis, synthesis, comparison, generalization and etc.), empirical (educational experiment, testing in order to assess the level of research competence formation), and mathematical methods of data processing. Results: The process of master students' methodological culture development is based on a search for information and implementation of didactic activities and conditions that serve as a motivation tool for students to be a part of research activities. The course on “Methodology and methods of educational research” becomes a platform for methodological culture development among master students on the “Teacher education” programme. The efficiency of students’ methodological culture development is increased if: (a) the structure and content of their methodological culture are designed on the basis of convergence of conventional and research-based approaches and (b) the project-and research-based teaching technology is implemented through a short-term (limited by the course duration) projects and a number of variable components (a combination of individual and team forms of independent activities),“inverted” or “blended” learning techniques; interdisciplinary, problematic and interactive training; reflection at the end of each class; exams in the form of a project defense, etc.). Impact: The results will be useful for development of educational and methodological support for research-oriented teaching in the process of theoretical and practical training of future bachelors, masters, graduate students, as well as in the system of additional and vocational education.

Solutions on both consumer and state levels have become increasingly vulnerable to sophisticated cyberattacks by e.g. malware, phishing, machine learning and artificial intelligence. As the adoption and integration of information technologies are increasing and solutions are developing, the need to invest in cyber-security is at an all-time high. Investment in cybersecurity is a chief priority within the European Union, and project ECHO is a one initiative that put emphasis on devising, elaborating, implementing and enhancing a series of technological solutions (assets) to counteract cyber-attacks. The research problem of this study is what societal impacts do the ECHO assets have as product, as knowledge use, and as benefits to society. The literature review includes theory and practice from academic papers, EU innovation project and professional reports, and some ECHO project workflows. Relevant academic theoretical approaches that provide a basis for this task are: e-skills and training, Organisational Learning (OL), Societal Impact (SI), Societal Impact Assessment (SIA). This is a qualitative pilot study that evaluates the usefulness of employing a Product/ Knowledge/ Benefit Societal Impact framework to assessment of societal impacts. Data collection involved qualitative participatory observation of a co-creative expert hackathon workshop. This pilot study shows that the methodology path, where societal impact of ICT and AI solutions (e.g. the ECHO assets) are examined as these three elements (product, knowledge use, societal benefit). This pilot study serves as a step to validate this path and design and select practical, rigorous and relevant quantitative methodology to further the understanding of both societal impact assessment of cyber, e-, and AI-based solutions and services. To incorporate societal impacts with cyber and e-skills this study recommends developing and refining actual key performance indicators (KPI) to provide a basis for rigorous and relevant qualitative and quantitative questionnaire based inquiry of cyber, e-, and AI-based solutions and services.

Abstract. The purpose of the article is to highlight the problems of providing regional labor markets with qualified personnel and identify ways of effective interaction between educational institutions and enterprises. The theoretical significance of the article is that it, based on an experimental study conducted in the Donetsk region, analyzed the reasons for dissatisfaction of enterprises with the quality of professional training; the existing experience of cooperation between educational institutions and enterprises of the region is analyzed; barriers have been identified that prevent the establishment of an effective partnership between educational institutions and enterprises aimed at meeting the existing and future needs of the labor market in qualified personnel; the level of readiness of enterprises of the region to cooperate with institutions in the direction of modernization of material and technical base, internship of teachers, joint preparation of educational programs, advanced training of personnel is analyzed; on the basis of the analysis of results of survey it was identified professions for which it is advisable to start professional traininin in vocational institutions in Donetsk region; the model of competencies of the future skilled worker elaborated by employers is presented (on the example of the profession «Locksmith for repair of wheeled vehicles. Driver of motor vehicles (category «C»). Machinist of a truck crane»). The practical significance of the article is that based on the opinion of employers of Donetsk region, the authors offer recommendations to improve the interaction between educational institutions and enterprises of Donetsk region to solve the problem of professional training for current and future needs of the region’s economy. The presented recommendations and research model can be extrapolated to the effective development of labor markets in other regions of the country. It was revealed that the modern labor market in particular in Donetsk region is characterized by significant disparities between demand and supply of personnel (almost all vacancies in terms of occupations have a deficit, i.e. supply (number of unemployed) exceeds demand). There is a great lack of vacancies in the professions of auxiliary worker, driver of vehicles, seller of food products, seller of non-food products, cook. Instead, the scarce professions that are in demand in the labor market are a machinist bypassing turbine equipment, a locksmith repairing steam and gas turbine equipment, a machinist bypassing boiler equipment, an electrician servicing electrical installations, a kneading machine operator, a plumber, a nanny, an electrician for repair and installation of cable lines, a pipe and billet cutter, an extruder of refractory products. It is determined that the system of training of future skilled workers in educational institutions of the region needs significant modernization, as there are currently significant discrepancies between the level of preparation of graduates for professional activities and the requirements of employers. The difficulty of adaptation of graduates in the workplace is associated with the lack of certain professional competencies and personal qualities, the development of which should be paid attention to in the process of initial professional training in educational institutions — practical training, experience, practical knowlwdge), motivation to work. Deficits are also responsibility, independence, purposefulness, level of qualification. It was found that cooperation between educational institutions and employers is still carried out in traditional forms — the internships of students of educational institutions on the basis of enterprises, the participation of employees in assessing the quality of training. The prevalence of formal interaction significantly determines the quality of training for the needs of regional labor markets. The directions of personnel professional training for actual and perspective needs of the region labour market are singled out: excavator driver, car mechanic, electric gas welder, locksmith-repairman, electrician, turner, crane driver, confectioner cooker. The structure of the competency model of future skilled workers was identified — basic and professional competencies — that will ensure rapid adaptation and effective work of graduates at enterprises of the region. It is determined that for the effective development of regional labor markets and effective training for them the key is to implement the idea of public-private partnership of educational institutions and employers, the most effective forms of which should be cooperation in curricula development, advising on their content, methods and technologies of the educational process, providing recommendations for updating equipment, providing teaching materials, assistance in updating the library fund, databases, to ensure the educational process in the institution (invitation of so-called guest speakers), professional development of teachers and masters of industrial training, joint project activities, implementation of career guidance activities, organization of excursions of students and entrants to enterprises, informing about employment opportunities at enterprises, lobbying the interests of the institution at the level of local governments, participation in determining the development strategy of the institution, assistance in the process of attraction of additional sources of financing, creation of advisory bodies of the educational institution (advisory committee in the specialty, supervisory boards, etc.). Relevance of the research topic. Today education as a form of training organization, systematic knowledge and information transfer to the next generations faces radical changes all around the world. Changes in current education system have lots of facets and their nature is reflected in different forms: learning process` sophistication, institutional forms` and organizational structure`s expansion, diversification of its financial mechanism. Ukraine is not an exception, since amid decentralization of its administrative and territorial system and the whole of society, it is important to provide these important processes with qualified personnel capable of effective implementation of the reform tasks, as well as to create conditions for economic sustainable development [1]. Implementation of strategic tasks for reforming the education system, which will increase its quality and competitiveness, the possibility of integration into the European and world educational space, determine the need to optimize the system of preparation and retraining of pedagogical personnel for vocational education. Formulation of the problem. The system of training of professional education faculty is more complex than the system of training of educators for educational institutions, which is due to a special place of vocational education in society - it belongs to economic, social and cultural spheres. Successful training and advanced training of teachers of professional (vocational-technical) education is a prerequisite for the effective functioning of vocational education in the country, since this is the basis for economic prosperity and social welfare of youth in terms of trouble-free transition from training to work. Therefore, improving the professional training and advanced training of professional education teachers means improving the training system of qualified personnel in the country. Therefore, there is a need to improve the training system of professional education teachers. Analysis of the last researches and publications. Significant contribution to the consideration of human capital development problems were made by Boginya D.P., Vovkanych S.I., Heets V.M., Holubets M.A., Hrishneva O.A., Dolishnii M.I., Zlupka S.M., Kanigina Y.M., Kolot A.M., Kuzmin A.E., Mocherniy S.V., Fedulova L.I., Khmil F.I. [2-5] and others. Selection of unexplored parts of the general problem. The issue of reform process and power decentralization management to ensure national sustainable development is intrinsically linked to the educational reform process, so reforms` effective mechanisms study requires particular attention and in-depth theoretical and practical research. Therefore, there is a need to study the mechanisms of education funding in general and vocational training in particular in the process of decentralization and reform of the country`s administrative and territorial structure. Problem statement, research goals. The above circumstances are due to the expediency of modeling the coherence of the interests of the parties in the process of advanced training of professional education faculty. Method and methodology of research. In the process of conducting research, general scientific (analysis and synthesis, induction and deduction, analytical grouping) and special (abstraction, modeling, etc.) methods of studying economic phenomena and processes were used. Presentation of the main material (results of work). The analysis of the dynamics of the number of teachers of vocational education was conducted. It is established that they form a potential market for the provision of qualifications. Three approaches to the content of advanced training are considered. The first approach assumes that the content of professional development is formed by its own organizers. By the second - the content is ordered by those who are planning to improve qualifications. The third - the content is formed by the simultaneous efforts of those who enhances qualifications and those processes. Of the three approaches, the first one is traditional, but it does not take into account the specifics of the professional direction of educational institutions working with those who enhances qualifications. The second one is, on the contrary, takes into account their interests. In our opinion, the greatest efficiency of professional development can be achieved for a third approach, but it provides for the need to ensure the parity of the parties in this cooperation. In addition, taking into account the presence of competition among advanced training providers, an important aspect becomes not only the possibility of reaching an agreement, but also the quality of the service provided. In order to justify the expediency of using the third approach, the game theory used. It is shown that the success of reforms in the system of vocational education can be provided by more active involvement in the process of retraining and improving the qualifications of teachers of higher education institutions. In our opinion, it is expedient to focus on organizing the training of teachers of subjects of the professional-technical cycle, senior masters and masters of production training, since the relevant system of retraining and advanced training of teachers of secondary disciplines is more branched. Conclusions. An analysis of the dynamics of the number of teachers in the system of professional (vocational-technical) education showed the presence of periodicity regarding their number, which practically fully corresponds to the situation regarding the number of those who they teach. The main approaches to improving skills are considered. With the help of the game theory it is proved that the greatest efficiency is possible to achieve if the approach is used when the content of advanced training is formed by the simultaneous efforts of those who enhances qualifications and those processes. It is shown that in such an approach, there is a possibility of taking into account not only formal features on the availability of advanced training, but also the possibility of assessing qualitative parameters of the service provided. This is an additional competitive advantage for providing these services on a competitive advanced training services.
