The economic sanctions in the wake of the Ukrainian crisis threatened external cross-border cooperation (CBC) funded by the European Neighbourhood Instrument (ENI) in the summer of 2014. The European Union considered several of the ENI CBC programmes that Finland and Russia participate in for the sanctions list. These programmes are implemented by a multiplicity of actors that include supra-national, national and regional authorities and form a dense actor-network with vertical and horizontal relations. The political relations between the actors are influenced by geopolitical discourses, bordering effects and power imbalances that are conceptualised in this paper as practices of territoriality. Previous research has insufficiently addressed the territoriality of actor relations within the multi-level governance (MLG) structures of CBC. Territoriality is present in MLG in the sense that CBC actors from various political levels significantly contribute to the territorial logic of political power by promoting their own interests towards cooperation practices. The research problem in this paper stems from the alleged non-hierarchical organisation of actors in CBC and argues that MLG policy structures do not render equality among the different actors and that they fail to consider the impact of territoriality. The paper investigates how territoriality influences the actor relations in the MLG structure of ENI CBC and how the actors cope with the frictions that emerge out of territoriality. Qualitative interviews reveal a conflicting system of governance in Finnish–Russian ENI CBC that fluctuates between state centrality and region-based initiatives to address frictions of various territorialit(ies) produced by actors.

This article assesses how the concept of territoriality can expand our understanding of the relationship between space and political mobilization. While the spatial aspects of social movement mobilization have received increased attention over the last decade, the specifically territorial aspects of mobilization remain undertheorized. This article elaborates on Sack's (1986) characterization of territoriality as a means to exert power by delimiting area. We analyze territoriality's role in the civil rights campaign in Northern Ireland through the late 1960s. The empirical analysis indicates that significant campaign power was rooted in the territorial boundaries and contexts that were deployed in the course of mobilization. Our intent in introducing the concept of territoriality is threefold: first, to help explain how mobilization is interwoven, through agency, with local context; second, to emphasize the utility of spatial concepts in the social movement literature; and third, to broaden the comparative range of case studies in the field of collective action by considering societies where boundaries are actively contested (weakly "naturalized"). We conclude with a discussion of how the concept of territoriality enhances a new reading of our empirical case and an analysis of the study's theoretical implications for our understanding of the relationship between mobilization and boundaries.

It is a bedrock principle of American criminal law that the authority to try and punish someone for a crime arises from the crime’s connection to a particular place. Thus, we assume that a person who commits a crime in some location— say, Philadelphia—can be arrested by Philadelphia police for conduct deemed criminal by the Pennsylvania legislature, prosecuted in a Philadelphia court, and punished in a Pennsylvania prison. The idea that criminal law is tied to geography in this way is called the territoriality principle. This idea is so familiar that it usually goes unstated. This Article foregrounds and questions the territoriality principle. Drawing on a broad and eclectic set of sources, it argues that domestic criminal law is less territorial than conventional wisdom holds. Although the territoriality principle is central to criminal law ideology, territorialism is a norm in decline. In reality, over the past century, new doctrines and enforcement practices have unmoored criminal law from geographic boundaries. The result is a criminal legal system in which borders are negotiable and honored in the breach. Scholars have largely overlooked the deterritorialization of domestic criminal law, but the decline of the territoriality principle has striking implications. It undermines constitutional doctrines and academic theories built on the classic account of criminal law. It upsets foundational conceptual distinctions that structure public law. And it raises normative questions about just how far criminal laws should reach. This Article grapples with those questions and argues that borders are an underenforced constraint on the police power.

The paper introduces an affective approach to the study of territory andterritoriality. Previous discussions of ‘territoriality’, it is shown, have commonlyfocused on symbolic dimensions. Where affect has been addressed, it has beenmostly in relation to the ‘topophilic bond’ of people and territory. Instead, thepaper suggests understanding both re- and deterritorialization processes asinherently affective. This draws attention to how a series of affective ‘vectors’ –including fear and aconchego – intensify or dampen de- and reterritorializations.Moreover, it sheds new light on the formation of capacities of acting in spatialcontext. To develop this argument, the paper draws on approaches to affectthat are inspired by Gilles Deleuze’s reading of Spinoza. It then uses theexamples of fear and what in Portuguese is called aconchego to illustrate some of the analytic questions thus arising. What emerges is an affective cartographythat entails understanding power relations as affective, rendering previousdistinctions between ‘territory’ and ‘territoriality’ questionable.

The text presents a contribution to the study of territoriality of violent non-state actors in areas of limited internal state power projection. It presents the strategy of liquid territoriality as a survival strategy of the territorial violent non-state actors, as well as a strategy to develop protostate structures. It builds on three pillars – minimal opposition of (primarily external) state security services, support from the local population, and the ability to reflect the dynamic development of power distribution. This strategy is later applied to Al-Shabaab. This application helps us to better understand not only the territorial development of the movement but also the limits of territorial control of violent non-state actors in general.

The classic hierarchical distribution of power featuring nation-states is now increasingly supplemented with a diffusion of power with multiple actors. A hierarchical concentration of power is predicated toward bargaining coercion and great powers can impose their solutions on the weak. Diffused power allows for joint problem solving among multiple actors through negotiations but also makes reaching agreement hard because of the relatively greater equality among bargaining units. Reaching agreement in a diffusion of power is also hard because of the new perspectives and meanings that arise through globalized interactions. These new meanings – for example, commerce viewed through the lens of intra-firm rather than inter-country trade – make it hard to fashion solutions based on past understandings centered on territoriality and nation-states.

Drawing on the theoretical underpinnings of Gyanendra Pandey’s work on the construction of minorityhood in India, this article explores how Kurds became a minority in the context of foreign intervention in the Ottoman Empire and how a new discourse surrounding ‘minorities’, citizenship and rights became elements in a wider discourse on modernity, civilization, sovereignty, identity, citizenship and power. This article ultimately traces the minoritization of the Kurds and how Kurds became minoritized after, but along with, Armenians. Of particular interest in the present study is how fresh thinking in the field of borderlands history can help illuminate other angles of the minoritization process, here, namely, its connection to territoriality. Thus, here I add to Pandey’s concept of ‘marked citizenship’ to reflect on what I call ‘marked territoriality’ as the companion feature in the process of making minorities. I also suggest that the case study I explore in this article may help us tweak the periodization of territoriality itself.

Against the claim that the uprisings in Egypt were driven by social media, this article argues that territorial place continues to be a fundamentally important aspect of political change—even within the realm of media. Two key arguments are made: first, that territoriality and place are integral to media networks and infrastructures themselves; and second, that media studies needs to give greater importance to such a geography. The author argues that while the uprisings displayed a shifting spatiality, it is nonetheless one that is rooted in real places and embodied practices.

Questions of language are questions of power. Legal policy decisions on minority languages reflect concrete ethno-national political struggles, which use culture as a platform. They also reflect a global policy shift towards multiculturalism, which legitimizes diversity. Choices in the key parameters of territoriality, recognition, institutional scope, and obligations for newcomers balance competing interests of majority and minority individuals while pursuing the stability of state structures. European regional standards offer a menu of options for this end. A comparison of the cases of Spain, where Basque, Galician, and Catalan enjoy territorially defined co-officialdom, Bolivia, where a constitutional reform has entrenched indigenous language rights, and the mixed case of Finland, where minorities and indigenous peoples enjoy protection, demonstrate the need for complex arrangements to address historical and cultural specificities. Esta calificación se debe a que no son susceptibles de una ordenación integral por el Derecho Administrativo estatal. En este estudio abordamos el análisis de esos fenómenos jurídicos desde la perspectiva del principio de territorialidad. El objetivo es mostrar los efectos de la incompatibilidad de fenómenos inherentes a la globalización con el paradigma de la territorialidad del Derecho Administrativo y su concepción estatutaria como Derecho del Estado. El estudio comienza con una exposición sobre la trascendencia del principio de territorialidad en la Teoría General del Estado y en la Teoría jurídica; esta parte analiza la relevancia del territorio como base y límite del poder público, y en las relaciones con otros ordenamientos. A continuación, el estudio aborda los fenómenos jurídicos alumbrados en el contexto actual de fragmentación y pluralismo jurídico, para mostrar una realidad jurídica que condiciona la capacidad explicativa del principio de territorialidad. La constatación de la superación del paradigma territorial del Derecho Administrativo provoca la necesidad de afrontar las consecuencias de ese panorama jurídico transformador. The objective of this paper is to show the effects of the incompatibility of a legal phenomenon inherent to globalization, with the paradigm of the territoriality of Administrative Law and its statutory conception as State law. The study begins with an exposition on the relevance of the territoriality principle in the State General Theory and in the Legal Theory; for this reason, we analyze the relevance of the territory as the basis and limit of public power, but also in the relations other legal orders. Then the study deals with the current context of fragmentation and legal pluralism to show a legal reality that undermines the explanatory capacity of the territoriality principle. The verification of the overcoming of the territorial paradigm of Administrative Law causes the need to face the consequences of this transforming legal reality. The paper shows to what extent the deterritorialization of law has direct implications not only in the relations between legal orders, but also in the «summa divisio» and in the traditional authoritarian characterization of Administrative Law. These changes open the scene to a non-statist legal regime, based on relations between legal orders and focused on dynamic legal relations.

This paper is being written as the implications of September 11 continue to reverberate worldwide, its consequences going who knows where. Nothing, we are told, will be the same again. One aspect of this change will be how we think about international society, including its legal character. In this quest to understand international law in this changing, and uncertain, context, this paper posits a different sort of analysis, one that addresses the dialectical tension between globalism and territorialism. Globalism describes the emerging globally comprehensive legal (and political and economic) regime organized around expanding forms of centralized power. In contrast, territorialism describes an incipient movement to support a diversity of social and physical realms of authority rooted in a geographic tapestry of self-maintaining forms of place-based power. Both terms describe competing forces of social organization such as customary versus bureaucratic forms of regulation. These forces have long existed in a dialectical tension that, neither separate nor distinct, interpenetrate in countless aspects of political and economic life.This dialectical tension permeates human history, but its operational character has been little considered, and its significance little understood. The conception of “territory” is a particularly complex one (especially when understood in its full historical sweep) that has a strong relevance to that foundational concern of international law, sovereignty. Externally, the territorial state is the legal subject. The challenge of this paper is to convey a vision and analytical framework that seeks to understand territory in a fuller sense than is traditionally used. To do so, this paper rechacterizes the increasingly centralized power structure from the perspective of ecological political economy. This perspective is particularly relevant to this age of ecological limits and global constitutionalism.Based on this ecological analysis, the paper proposes a notion of territoriality that gives prominence to the state’s historical other--place-based institutions of cultural and community authority. A territorial framework is then presented as an alternative conception of international ordering to that embodied by globalism. In its self-maintaining diversity, plurality of discursive practices/ways of knowing, and wariness towards the universalizing state-centered system, the territorial approach seeks to put in practice many lessons of the postmodern critique. To pursue this line of enquiry exposes to scrutiny a host of foundational beliefs and assumptions about modern economic and political life. Nevertheless, at the beginning of the 21st century such enquiry is again critically important for international lawyers because the sustainability of continued centralized growth is in question, while its momentum into a constitutional dead-end resists re-direction.

Territoriality is a term that was initially used to describe the realm of power in animals, especially birds. In its development, this terminology is also used to define areas owned by humans, both individuals, and groups. This study aims to find the process and mechanism of forming territorial areas in built environments, as well as the defense system used, both on a micro and macro scale. The study was conducted using a content analysis method with the object of research being various texts related to "territoriality" and research subjects in the form of books and articles published in journals. The results showed that there is a process of an area into a territory, which has the resources to meet the needs, the process of ownership or control of the area, as well as the process of maintaining an area using a particular defense system. From the results of the discussion, it can be concluded that the territory is owned and managed to secure resources, and efforts to maintain the territory are carried out with one or several defense systems.

The mandatory requirement of jurisdictional fiscal coherence was born thirty years ago by mistake in the Bachmann Case, but was very desired to protect the integrity of Member States’ tax bases. Nevertheless, it subsequently hibernated for sixteen years. After the birth of its muscular brother ‘balanced allocation of taxing rights’ in the Marks & Spencer Case, however, it fortunately proved to be very much alive itself as well. It has been living more or less happily since then, and it even overcame the useless ‘one tax/one taxpayer’-limitation to her reach. It competed strongly with its balanced-allocation-sibling. Mostly, they perform ex aequo. At the same time, their fiscal-territoriality-stepsister increasingly steals the attention of their caregivers. Much as we love all three concepts, it would seem that three is a crowd. Even two is a crowd. As much as it may pain their caregivers’ hearts, the time has come to choose one favourite. Let us call her ‘Symmetry’; or ‘Integrity’. Bachmann, fiscal coherence, fiscal territoriality, balanced allocation of taxing power, abuse, convergence, tax base integrity, symmetry.

Abstract The text reviews the book by Marian Coman on Power and territory in medieval Wallachia. The book shows that Wallachia before the late 16th century has not been organised on the basis of territoriality. The power of its rulers was rather based on a network of social links. Medieval Wallachia did not have clear-cut borders, but rather diffuse frontier-zones that were not closed than in the late 16th century. The author presents detailed research of the three frontier-zones of Wallachia: the frontier towards neighboring Moldavia, the Carpathian frontier bordering Transylvania, and the Danube, separating Wallachia from the Ottoman Empire, at least symbolically.

At the turn of the 20th century, agricultural experts in several countries assembled a new agro-scientific field: dryland farming. Their agricultural research practices concomitantly fashioned a new agro-ecological zone—the drylands—as the site of agronomic intervention. As part of this effort, American scientists worked in concert with colleagues in the emerging Zionist movement to investigate agricultural practices and crops in Palestine and neighboring regions, where nonirrigated or rainfed agriculture had long been practiced. In my larger manuscript project, I consider how the reorganization of rainfed farming as dryfarming is central to the history of both the Middle East and North America, where it was closely related to modern forms of power, sovereignty, and territoriality. I suggest that American interest in dryfarming science emerged out of a practical need to propel and sustain colonization of the Great Plains, but later became a joint effort of researchers from several emerging settler enterprises, including Australia, Canada, and the Zionist movement. In contrast to a naturally ocurring bioregion, I argue that the drylands spatiality was engineered through, rather than outside, the territorialization of modern power.

The logic of drawing political borders and defining national territory in space as it has been articulated by the theory of political realism is questioned in this paper. At the same time, the dynamics of globalization operating in high-technology informational production systems as well as media-intensive mass consumption systems are reexamined in order to reconsider their impact on local cultural and social environments. It is concluded that new understandings of territoriality are developing in such informationalized spaces, posing new challenges to those providing security, identity, and stability to contemporary communities experiencing the impact of globalization.

AbstractThis article rethinks the nature of power and its relation to territory in the photographic event. Focusing on thousands of photographs taken during the British Younghusband Expedition to Lhasa between 1903 and 1904, it reorients understandings of photography as either reproducing or enabling the “negotiation” or contestation of power inequalities between participants. It shows how, in the transitory relations between Tibetans, Chinese, and Britons during and after photographic events, photography acted as a means by which participants constituted themselves as responsible agents—as capable of responding and as “accountable”—in relation to one another and to Tibet as a political entity. Whether in photographs of Tibetans protesting British looting or of their “reading” periodicals containing photographs of themselves, photography, especially Kodak photography, proposed potential new ways of being politically “Tibetan” at a time when the meaning of Tibet as a territory was especially indeterminate. This article therefore examines how the shifting territorial meaning of Tibet, transformed by an ascendant Dalai Lama, weakening Qing empire, and Anglo-Russian competition, converged with transformations in the means of visually reflecting upon it. If photography entailed always-indeterminate power relations through which participants constituted themselves in relation to Tibet, then it also compels our own rethinking of Tibet itself as an event contingent on every event of photography, rather than pre-existing or “constructed” by it.

O presente trabalho procura discutir a produção do território no Brasil, tendo como base o conceito de territorismo. O processo histórico-geográfico de formação da sociedade brasileira foi regido por recorrentes promessas acerca da inserção na modernidade. A noção de desenvolvimento, desdobrada da noção de progresso, foi o combustível social de sustentação desse movimento de inserção das relações capitalistas no Brasil durante o século XX. Assim, a ação prevalecente nos governos, de um modo geral, tem sido a inserção das regiões brasileiras no circuito competitivo capitalista. Contudo, esse processo apresentou diversas distorções, que foram causadoras de movimentos de resistência política em favor da produção de territórios pensados na lógica capitalista-desenvolvimentista. Propõe-se com nesse manuscrito identificar os elementos de um movimento dialético entre a forma de produção territorial baseada nos princípios lógicos do desenvolvimento, alertando para a necessidade de movimentos de contestação dessa racionalidade. The historical and geographical process of the Brazilian society formation was governed by recurring promises on the entry in modernity. The notion of development, deployed the notion of progress, was the fuel social support of this insertion movement of relations capitalists in Brazil during the twentieth century. Thus, the prevailing action Governments, in general, has been the insertion of the Brazilian regions in the capitalist competitive circuit. However, this process presented several distortions, which were causing political resistance movements on behalf of the production thought territories in capitalist developmentalist logic. It is proposed with this manuscript identifying the elements of a dialectic movement between the form of territorial production based on logical principles of development, stressing the need for protest movements. This is a necessary investment since developmentalist ideology has been built in the Brazilian social space, under the influence of their elites, as a strategy reproduction, which underscores the speech in favor of the production territoriality competitive.Keywords: Territory; Territory; Development.

David Slater is an enigmatic figure in radical geography. He is much regarded for his theoretical contributions to geography although few geographers seem to know to what he contributed. David Slater appeared on the radical geography scene in Dar es Salaam, Tanzania. Dar es Salaam was described, in the early 1970s, as being a ‘hotspot’ for radical geographers. He focused his work on a critique of modernisation theory, publishing a two-piece article in Antipode. He rejected the western notions of the working class as the pivot for revolutionary change and, instead, sought to explore the power of peasant-worker movements drawing particularly on his Latin American experience. He moved to Amsterdam, The Netherlands, where his work was increasingly anti-imperialist and focused on theoretical discussions of territoriality. He began to take more open post-colonial positions although he was wary of the cultural turn in geography. This wariness came from his observation that most Anglo-American geographers do field work in developing countries without the relevant local language. This, plus his demand for close readings of classic texts, including Marx, was admired, but little followed, by geographers. He sought to define territoriality as a kind of Third Space but Soja had already done this. He moved again to Loughborough, United Kingdom, where his work became more stridently anti-American and where his exploration of territoriality took him away from political geography to international relations, away from economics and history towards politics and political action. Latin American exile groups that he championed very fondly remember him in the United Kingdom. To the end, he continued to explore theories of social change. His demand for knowledge of language, local culture and classic texts made him a somewhat foreboding supervisor. The body of literature, particularly the early critiques of development theory, stand the test of time.

This article is an attempt to reflect on a hitherto less explored sphere, the territoriality of the Mughal state, especially studying the ruling elite’s perception of an association with the lands under its control.

By appropriating the power of writing of the phonetic Latin alphabet and recent visual technology, new generations of indigenous people from the Americas have been able to articulate and reinforce their own sense of identity from “within” their cultural constructs. In so doing, they have been shaping new narratives of indigenous adaptation and survival based on native ontologies and epistemologies that critically decolonize the homogenizing forces of national and global rhetoric. I argue that the texts under examination put forward ways to conceive and to know individual and communal identity that cannot be understood outside specific, ancient notions of territoriality and re/membering.

Located in the analysis of spatial power and democratic politics, this paper brings together three guiding questions. First, given the fact that inside the West much theorization of power and social relations has assumed a geohistorical context that is intrinsically Western, to what extent and in what ways does this particularity constrain the conceptual and thematic effectiveness of the perspectives employed and especially in relation to the politics of democratization? Second, as it is most appropriate to argue that power shapes social identities, and that democratic politics cannot dispense with power, a key question becomes how to generate relations of power that are compatible with democratic values and opposed to ethnocentric privilege. Third, how can we open up a discussion of democratic politics so that the geographies of democratization can be explored in a way that might broaden our vision of power and geopolitics? These questions are pursued in the context of the coloniality of power and an exploration of the territoriality of democratization in the Peruvian and Bolivian cases. The overall objective is to go beyond the limits of a Euro—Americanist frame and open up the analysis of the complex and dynamic geographies of democracy.

One key strand of political ecology inquiry draws attention to different scalar aspects of territorial control and environmental governance, especially as they relate to inequity, power, and marginality in the rural South. Simultaneously, in the past several decades scholars have argued for a more meaningful engagement with space and place, as global forces of capitalism and geographies of difference make and unmake places in surprising and often violent ways. In this article, I interweave political ecology and anthropology of space and place approaches to territorial practices in the Brazilian Amazon to demonstrate how multiscalar politics of territorial retention and use are layered alongside local, spatial practices. In the Brazilian Amazon, indigenous rights are closely linked to the territorial demarcation and protection of federally defined Indigenous Lands. To that end, a general pattern has been observed across Amazonia that colonization and state-making agendas regarding territorial control have coincided to an increased sedentism of indigenous peoples. This narrative elides the present and ongoing importance local ideas about territories and place have for indigenous communities. Ethnographic data from research with the Kayapó, an indigenous group in Brazil, is presented to draw attention to the complexities of the local responses to the past several decades of change that have resulted in a federally defined territorial homeland and shifting spatial practices within those lands. The Kayapó response is a particularly well-suited case study for this type of analysis, as the tribe is known ethnographically for their fissioning and trekking patterns. I show that movement, mobility, and travel still figure into everyday practices in meaningful ways. While far from homogenous, movement through the landscape is part of responding to current demands to their ways of life. I also argue that travel also affirms the Kayapó notions of knowing (kukradjà), beauty (mê), and strength (tycht).Keywords: political ecology, Amazonia, travel, territoriality, space and place

This paper focuses on the science fiction (SF) novel Cosmonaut Keep (2000)—first in the trilogy Engines of Light, which also includes Dark Light (2001) and Engines of Light (2002)—by the Scottish writer Ken MacLeod, and analyzes from a transmodern perspective some future warfare aspects related to forthcoming technological development, possible reconfigurations of territoriality in an expanding cluster of civilizations travelling and trading across distant solar systems, expanded cultural awareness, and space ecoconsciousness. It is my argument that MacLeod’s novel brings Transmodernism, which is characterized by a “planetary vision” in which human beings sense that we are interdependent, vulnerable, and responsible, into the future. Hereby, MacLeod’s work expands the original conceptualization of the term “Transmodernism” as defined by Rodríguez Magda, and explores possible future outcomes, showing a unique awareness of the fact that technological processes are always linked to political and power-related uses.

Although historians of Turkish foreign policy have emphasized Turkey’s pro-status-quo stance during the interwar period, the international and regional political context of the time sometimes offered states the opportunity to make revisions to the existing order. Cross-border rebellions represented one such opportunity. Turkey was among the countries which saw border amendments as an option, despite a nation-state discourse and ideology emphasizing the ‘inviolability’ of the existing borders. This article shows how Turkey, unable to suppress the cross-border Ararat Rebellion in the late 1920s and early 1930s, opted for a military operation on Iranian soil and successfully demanded a revision to its supposedly well-established ‘Qasr-e Shirin borders.’ The article identifies three major factors that conditioned Turkey’s exceptional approach to its Iranian border in the 1930s: the historical factor of Ottoman-Iranian relations, the new territoriality of nation-states, and the Soviet Union’s influence on the region. It critically employs the memoirs of key Turkish political elites active in the resolution of this dispute, Turkish newspapers, and archival documents. It contributes to our understanding of early republican Turkish notions of territoriality while building on recent scholarship which questions the assumption of early republican Turkey’s strict non-revisionism and disinterest in the Middle East.

Mumbai is a collection of seven islands strung together by a historically layered process of reclamation, migration and resettlement. The built landscape reflects the unique geographical characteristics of Mumbai’s archipelagic nature. This paper first explores the material, non-material and epistemological contours of space in Mumbai. It establishes that the physical contouring of space through institutional, administrative and non-institutional mechanisms are architected by complex notions of distance from the city’s coasts. Second, the paper unravels the unique discursive strands of space, spatiality and territoriality of Mumbai. It builds the case that the city’s collective imaginary of value is foundationally linked to the archipelagic nature of the city. Third, the paper deconstructs the complex power dynamics how a sea view turns into a gaze: one that is at once a point of view as it is a factor that provides physical and mental form to space. In conclusion, the paper makes the case that the mindscapes of space, value and power in Mumbai have archipelagic material foundations.

The article examines the “foundings-beyond-origins” framework as proposed by An-gélica Bernal in her 2017 book, Beyond Origins: Rethinking Founding in a Time of Constitutional Democracy. While accepting Bernal’s arguments about the prevailing vision of founding a political order, she posits that the realities of power deauthorise political origins. This form of politics proposes a model of engagement between In-digenous Peoples (IPs), nations, tribes and communities and hegemonic political orders based on self-determination, autonomy, self-government and consent. These concepts are the cornerstones of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). At the heart of this politcs is the “axiom of indigenei-ty”, a proposition that bases political origins on populations, customs, territoriality and time. The fact that societies that existed prior to the founding of contemporary political orders have survived the realities of power gives meaning to the idea of indigeneity.

Así mismo, revela los sentidos, tensiones y relaciones de poder que desarrollan las comunidades Embera en Puerto Boyacá, mediante una perspectiva cualitativa donde presenta un conjunto de continuidades y rupturas que revelan cómo opera la territorialidad Embera en escenarios de violencia y marginalización. Finalmente, ofrece herramientas teórico-metodológicas para analizar el destierro y el desarraigo como parte de procesos de territorialización que contienen prácticas y discursos asociados a la producción social de territorios y narrativas. Abstract: the article addresses how the banishment and uprooting derived from the armed conflict over two Embera communities settled in the municipality of Puerto Boyacá is perceived, interpreted and experienced through a narrative and territorial approach. The document describes the main socio-political characteristics of the Embera people and the humanitarian crisis through a qualitative approach that draws on life stories about the banishment and uprooting of the Upper San Juan river basin. The article reveals the senses, tensions and power relations that the Embera communities develop in Puerto Boyacá, through a qualitative perspective that presents a set of continuities, and ruptures that reveal how or Embera territoriality operates in scenarios of violence and marginalization. Finally, the article offers theoretical-methodological tools to analyze exile and uprooting as part of territorialization processes that involve practices and discourses associated with the social production of territories and narratives. AbstractThis introductory article explores the recent turn in Asian history towards work that foregrounds mobility, circulation, and cosmopolitan connections, decentring colonial territoriality and postcolonial geo-bodies as the primary units of historical analysis. In it, and to frame our own special issue on Muslim movements in Southeast Asia, we point out that some of this mobility was coerced via projects of state territorialisation that actively displaced select, targeted Muslim actors whose presence in the polity was deemed problematic by states seeking to consolidate their power. Echoes of this displacement can be traced in the politics of the Muslim movements that these actors created, as we argue in this article and throughout the special issue.

The article examines the distinctive character of the interconnected world of the twenty-first century. The analysis explores the influence of technology on the international system in the modern age, leading up to the unique challenges of the contemporary world. Historically, advances in transportation, scientific breakthroughs, and their military applications have profoundly influenced the ability of states to project power and have had an impact on political structures and configurations. There appears to be little consensus on how these changes influence the debates on power, deterrence, diplomacy, and other instruments of international relations. Traditionally, scholars of the international system have focused on the possession of knowledge and weapons that provided a military advantage in the interpretation of power configurations. Our argument is that the twenty-first century world has a different technological emphasis, that of communications and its supportive satellite and internet infrastructure that forms the basis of the information revolution. The new technologies have succeeded in creating an alternative universe presenting a governance challenge to traditional institutions, laws, and concepts of territoriality.

This paper examines the cinematographic reworking of memory spaces associated with power relations and structural injustice. The way in which space is represented and used as a medium that reflects power relations allows to question the space itself in cultural productions from Central-Eastern Europe when associated with Romani people (space and power relations, memory of slavery and discrimination, space and freedom, territoriality, space and its inhabitants, non-belonging, segregation, etc.). The paper focuses on motion pictures produced in the last decade in Romania, a prolific period due to the increasing interest for memory activism and to the multiplication of the cultural exploration of challenging topics. It aims to identify narrative, visual, and aesthetic expressions used as deterritorialization practices to stimulate relational remembrance and engagement with ongoing social inequality and structural injustice. Two short films – Alina Șerban’ s Bilet de iertare (Letter of forgiveness) and Adrian Silișteanu’s Scris/Nescris (Written/Unwritten) – and a western type film – Radu Jude’s Aferim!, winner of the Silver Bear for Best director at Berlinale in 2015, are analysed here.

In this paper, the authors identify three main legal challenges that arise from the current cloud-based technological landscape, i.e., territoriality (the loss of location), possession (the cloud content ownership) and confiscation procedure (user authentication/data preservation issues). On the onset of the identified challenges, the existing American, European and International legal frameworks are thoroughly evaluated. Finally, the authors discuss and endorse the Power of Disposal, a newly formed legal notion and a multidisciplinary solution with a global effect as a result of collaboration between technical, organizational and legal perspectives as an effective first step to mitigate the identified legal challenges.

Abstract This article sets out to debunk the Egyptological myth of Dynasty 18 as a successful imperial power through an evidence-based reconsideration of the local histories of five Syrian cities – Qadesh, Ugarit, Tunip, Qatna, and Niya. A combined analysis of Egyptian and cuneiform sources, including the recently published Hurro-Akkadian documents from Qatna, clearly indicates a progressive failure of the foreign policies of the pharaonic monarchy from Tuthmosid times through the Amarna Period, and this study challenges Egyptological consensus and denies the very existence of an Egyptian empire in the northern Levant. Theories from International Relations that question sovereignty and territoriality and the growing body of research on global cities and city diplomacy outline a promising avenue of future research to reconsider the nexus between diplomacy and the failure of imperialism, and to reappraise Dynasty 18 not as an imperialist power, but as a territorial state struggling to cope with the geopolitical and economic challenges of globalization.

This short article examines key governmental measures against the spread of COVID-19 in Japan from a geopolitical perspective. “Geopolitical” in this article means to see the measures as spatial strategies. At the stage of globalized pandemic, state territoriality or border control is no longer able to effectively control the spread of the virus. Instead, this article argues, multi-scalar intergovernmental coordination is inevitable to tackle the virus moving along increasing trans-border/local human flows. Using the case of Japan, this article overviews how effective social distancing as a spatial strategy has been and illustrates how the limits to such a strategy to control human behavior can affect anti-virus measures. In conclusion, this article argues that the effective devolution of state power to local governments and the strengthening of state supplementary function to sustain local healthcare system and economy would be more desirable than the authoritative concentration of state power in the state of emergency.

AbstractSince the end of the Cold War, the content, scope, and extent of extraterritorial human rights obligations has become a pressing concern for international lawyers. On one end of the debate, mainstream scholarship argues that jurisdiction is primarily territorial, identifying a limited range of situations in which jurisdiction (and responsibility) is triggered. On the other end, critical scholars suggest that Empire still haunts jurisdiction. By reconstructing the history of this doctrine, they show that the imperial reach has always been extra-territorial and that the intimate linkage between state, territory, and population is of a rather recent and tenuous origin. In both of these narratives, however, lies the assumption that jurisdiction operates as a secularized power. Even if empires/states were once religious, faith’s legacy remains confined to the past. In this article, conversely, I trace a critical genealogy of Christian authority as a jurisdictional structure, in which territoriality was never presumed. After all, one cannot forget that Catholicism and Universalism were forged in the same etymological crucible. By drawing from Foucault’s analysis of pastoral power, I argue that international law has deep roots in Christianity’s claims of governmentality upon ‘men and souls’ instead of over defined territories.

The author explores the changing functions of boundaries in territorially and nonterritorially based social organizations. By focusing on the exchanges that boundaries mediate, a fuller account can be given of the systems characteristics in which the units interact than is afforded by traditional systems theory. Two case studies demonstrate that imperial boundaries differ significantly from those in the state system. Boundaries are shown to be the major means for conflict management in the international system. The author also investigates shifts in the location of the boundary, characteristics of balance-of-power systems, and the restriction and expansion of the exchanges that boundaries allow through the bundling or unbundling of territorial rights. Most of the latter devices that gave rise to spheres of influence, buffer states, suzerainties, and so forth have been overtaken by events, but functional regimes and spheres of influence based upon tacit rather than explicit rules remain important.

This article explores an increasingly significant trend in crime and mobility control that has received scant criminological attention: border externalization, specifically scrutinizing land border security-building by international actors in West Africa. Going beyond the usual focus on migration in border studies, it develops a criminologically grounded theorization of the border as a political technology of crime control and its relationship to the state. This is done by arguing that borders, theorized as ‘penal transplants’ embodying specific (western) visions of state, political power, social control/order and territoriality, are transformed and often distorted when performed in ‘heterarchical’ contexts in the global South. Further, empirically based concepts from ‘the periphery’ are suggested to enrich border criminology, broadening its geographical scope and spatial awareness.

AbstractThe Liberal International Order is in crisis. While the symptoms are clear to many, the deep roots of this crisis remain obscured. We propose that the Liberal International Order is in tension with the older Sovereign Territorial Order, which is founded on territoriality and borders to create group identities, the territorial state, and the modern international system. The Liberal International Order, in contrast, privileges universality at the expense of groups and group rights. A recognition of this fundamental tension makes it possible to see that some crises that were thought to be unconnected have a common cause: the neglect of the coordinating power of borders. We sketch out new research agendas to show how this tension manifests itself in a broad range of phenomena of interest.

The paper focuses on the digital logic that informs debates on urban ecology and green spaces in Asia. First, the paper builds a case regarding how pervasive digitalization is embedding everyday activities with artificial intelligence. This process, the paper argues, reconfigures existing social relationships of power and creates new modes of articulation, engagement, contestation, and negotiation. Second, the paper specifically looks at how this process informs material productions of space, spatiality, and territoriality of urban ecology. As case studies, the paper maps the narratives and discourses about Mumbai’s Mithi River and Seoul’s Cheonggyecheon and the way in which they are anchored to technoscapes and an overarching digital logic. This paper, concludes that this reconstituted urban ecology leads to ‘green narratives’ that are reductionist and simplistic.
