Since a solution towards carbon neutrality in already highly populated territories that does not profoundly alter the territories has not yet been found, territorial acupuncture, a new methodology presented in this paper, proposes a solution to this challenge and simultaneously helps to counter the dysfunctional dichotomy between large urban centres and small towns. The aim of this study is therefore to present this new concept and its operation. Hence, a phased study was carried out. Territorial acupuncture is the result of merging different theories and practices, such as Biourbanism, urban acupuncture, and energy community design. For Territorial Acupuncture, the territory is conceived as a single organism and, just like acupuncture in traditional Chinese medicine, punctual interventions (in this case, interconnected energy communities) would benefit the entire territory organism. To make the theory work properly, it will be necessary to carry out multi-scalar and multi-disciplinary analyses over the entire territory to identify the intervention points and then proceed to the design and interconnection of the individual district. Thus, Territorial Acupuncture provides a new approach to the resilience of densely populated territories, which, through punctual interventions on a district scale, benefits the entire territory by modifying energy, socio-economic, and environmental dynamics.

The move towards a climate neutral economy and society requires policymakers and practitioners to carefully consider the core technical, social, and spatial dimensions of a just transition. This paper closely examines the processes undertaken during the development of EU Territorial Just Transition Plans (TJTPs) for the three Swedish regions of Gotland, Norrbotten, and Västra Götaland. The aim is to establish whether the content and actions outlined in the TJTPs were driven by the technical, social, or spatial dimensions of a just transition. The analysis is primarily based on a socio-economic and governance impact assessment conducted in each region as part of the TJTP formulation process. These data are also supported by observations of the TJTP development process by the article authors who were part of the team put together by DG Reform to work with the preparation of the TJTPs. The paper finds that the TJTPs development process was largely driven by technical considerations, rather than spatial and socio-economic issues. This indicates that a more open and inclusive place-based territorial approach to climate transition policy formulation and implementation is required. A balance between the technical, social, and spatial elements of a just transition is needed if policies are going to meet the requirements of local and regional citizens and provide sustainable socio-economic growth and environmental protection, without risks of delocalizing energy-intensive processes to other regions.

Desde las luchas territoriales en nuestra zona de sacrificio, constatamos cómo la colonización y el extractivismo han configurado territorios despojados de sus bienes comunes y un sistema sexogénerico heteronormado al servicio del capital. Con respecto a nuestra propuesta hacia la transición cultural y sociológica, en alianza con otras organizaciones, en unidad con otras fuerzas ecológicas y democratizadoras de las comunidades, buscaremos descolonizar violencias instaladas en nuestros cuerpos-territorios, combinando arte, cultura y educación, y desarrollando ciudadanía. Queremos liberar identidades negativas y conciencias inferiorizadas. This paper presents the results of a comparative research on place-based policies towards “left-behind territories” in Europe. It shows the variety of trajectories of putting the territorial question on the agenda and of defining the 'forgotten' territories in Italy, Spain and Poland. This variety reveals specific processes linked to short- and long-term debates on the Nation. The tools used to help these territories tend to converge, under the influence of methods coming from the European Union. However, the functions of these territories are still unclear in national planning strategies, particularly because their possible contributions to ecological transition and the economic models of this transition are only imperfectly defined.

Albanian inhabited cities and centres have undergone chaotic developments in the years of transition, and this has come as a result of development not based on previous territorial and urban planning. Thus, construction, urban and territorial development in the transition years has not been the result of the implementation of previously approved territorial and urban planning instruments. This has come as a result of the lack of territorial and urban plans (local or national), which would precede construction and urban development with the aim of making this development smart, sustainable and comprehensive. In this context, we have made an observation in attempt to find the reasons for the lack of territorial and urban planning instruments in relation to governance. Our concern is focused on the question: has the scope of governance been so narrow that it has left out the task of drafting and approving territorial planning instruments; or was their absence for other reasons? As will be presented in this paper, transitional governments have not lacked: neither sectoral legislation that obliges the implementation of planning instruments; nor public institutions charged by law specified by duties in this field; nor public budget funding and foreign donors for their design. In contrast, it has been the characteristics of the left ‘big government’ and the public irresponsibility that characterize what have hindered the drafting and adoption of territorial and urban planning instruments.

Abstract This case study unravels the ambiguous position of public energy distributor Fluvius in dealing with strategic regional transition challenges. It enriches current understandings of spatial transition dimensions and of public regime actors’ role in transitions, by unravelling the territorial and institutional embeddedness of regional energy distribution systems. We disentangle three controversies in Flemish energy distribution, centred around the spatial concepts of density, spatial selectivity and socio-spatial redistribution. This spatial lens reveals the implicit spatial logics and inherently political character of transforming regional distribution systems. We conclude that a fundamental energy transition requires more inclusive governance, and an ambitious spatial transition vision.

The unsustainability of the globalized food system is a relevant debate. Despite the vast amount of literature on sustainable food systems, there is little research explaining how food system innovations can scale impact and influence systemic change. Moreover, not much literature considers the territorial context in which innovations take place, as a key factor in fostering transition. In this paper, we attempt to understand how territorial factors, such as actors and networks, influence sustainable food system transition. To achieve this goal, we built and applied an original methodology that was able to map the specific territorial context and dynamics. Considering a case study of 12 urban food system innovations in Montpellier (France), we reconstructed the relational context, in order to demonstrate the key role of embedded territorial dynamics in fostering sustainable transition. The application of our methodology produced about seven territorial conditions, which are defined by the differences between innovations, power relations and dynamics, the role of politics and the so-called “spaces of governance”. Each of these conditions plays a critical role in the transition to a sustainable food system.

This article describes a part of the POTENTIALS project promoted by the Research Fund for Coal and Steel (RFCS) of the EU, which, in general, has aimed to develop business models for the reuse of former industrial and mining sites in different European regions. The goal of this project focused on the creation of so-called eco-industrial parks to enable sustainable energy production and reduce waste and pollution on coal sites in transition. A key aspect was the development of a suitable territorial impact assessment (TIA), a new and complex policy tool for the assessment of the territorial impacts of EU policies and projects on territorial cohesion. Therefore, the special TEQUILA (Territorial Efficiency, Quality and Identity Layer Assessment) approach is used to describe the TIA for this case and emphasizes its application in assessing ex ante the impacts of the transition from a coal site to an eco-industrial park. It underlines the need for a differentiated understanding of the regional characteristics and potential impacts of transition policies or projects. Furthermore, the process and results of applying the TEQUILA methodology, a multicriteria analysis, in the context of regionalized impact models has shown how important it is to select well-defined, expert-based criteria, but at the same time, to establish a system that is flexible and adaptable to the needs of political decision makers and stakeholders considering the normative weights of the criteria. This has been illustrated by some examples.

Albania of the fourth decade of transition presents a series of problems related to the urban and territorial development. This paper analyzes the initial causes of urban and territorial problems, which are correlated to the savage communist past and beginnings of the political and economic transition of the country. At the end of the communist regime, Albania was one of the countries of the socialist camp with the highest level of implementation of the ideology, principles and practices of Stalinist socialism, which made the Albanian political transition very difficult. Lack of democratic heritage, high level of indoctrination of society and especially the ruling elite of the transition, were the main reasons for this delay. The economic transition of the country also presented a strong challenge. The central planning economy, in the last years of its implementation, would fail in many respects. This would bring, not only an extreme poverty of Albanian families in the moments of transition, but also a real lack of economic activities, which in a private management could bring more employment to the population in the future. This general context of the transition would reflect the same difficulties in the transition of territorial governance, as an integral part of the transition as a whole. The liberal and democratization reforms pursued in the early years would include land ownership, buildings, housing, urban planning and development processes. As a consequent, the country has experienced a high decline in the resident population, as a result of foreign emigration. But what influenced the strong changes of the urban, territorial and spatial dimension of the country, was internal migration. This massive internal migration would reshape the territorial model of population distribution across national territory, the spatial structure of the inhabited centers and the urban quality of life in Albanian cities. There are four most important preconditions that would produce this massive internal migration, which originate from the savage communist past and the political and economic transition reforms: the inability of the territorial government to understand its new role in urban and territorial issues; the decline of basic public services (education, health) as a result of the departure of ‘nominees’ from the party-state in cities different from those of their origin; loss of employment of citizens in state-owned, bankrupt, closed or in-the-process–of-privatization enterprises; free movement of citizens and freedom to choose residence. Two would be the main financiers of this construction development that shaped the urban and territorial model of the country, which originate from the political and economic transition reforms: income provided by interaction in the free market of real estate from citizens who had privatized state-owned housing in their use; remittances provided in emigration, after allowing the free movement of citizens outside the national territory.

The object of this paper is an analysis of the possibilities of a politically oriented territorial transformation in the process of building a new state in Nicaragua. Three central questions are posed. How should the struggle of popular sectors be connected with the contradictions associated with territorial organization? Is there an autonomy of the spatial, that is, is spatial concentration simply a product of capitalism? Does the construction of socialism necessitate decentralization, or does spatial concentration remain in socialism because it is a universal tendency associated with the nature of technology? Not even neoclassical conceptions of territorial organization, nor those of the new Marxist school (which analyzes the society–space relationship in universal terms), are effective in orienting popular struggles. To advance the analysis of the relationship between the political and the territorial, we require an examination of concrete situations. In the paper are thus presented some basic concepts relating to the territorial or spatial and the social, the specific relationship between a society in transition and space; the present territorial transformations in Nicaragua and the problems and contradictions they have generated are then analyzed. It is argued that it is political orientation that should regulate the definition of new patterns of territorial organization. Spatial structures show a certain rigidity which retards transformation and they therefore cannot be part of the revolutionary project, but must rather be a consequence of the social transformations. Regionalization is an end-state and not a point of departure. If the politico-administrative structures do not coincide with those of production and reproduction, it will be difficult to establish a substantive democracy and decentralization.

Land use change has always been a significant factor affecting global carbon emissions. Dissecting the characteristics of territorial space evolution and its impact on carbon emissions is crucial for developing low-carbon-oriented territorial space optimization and governance strategies. This paper calculates the carbon emissions associated with territorial spaces in Qingdao from 2000 to 2020, utilizing land use data alongside various statistical data. Based on the accounting results, the evolution characteristics of territorial spaces and their corresponding carbon emissions, as well as the carbon transition dynamics resulting from space transfer, are analyzed. A carbon transition decomposition formula is then proposed to quantify the differential and spatially heterogeneous impacts of changes in space types and socio-economic development on emissions. The results indicate that: (1) the evolution of territorial spaces in Qingdao during 2000–2020 is characterized by an expansion of living space and a contraction of production and ecological spaces; (2) net carbon emissions rose from 313.98 × 104 tons to 1068.58 × 104 tons, with urban production space contributing the most (69.96% in 2020) due to its significantly high emission density. The spatial distribution of carbon emissions exhibited a stable “northwest–southeast” pattern, with increased dispersion and weakened directionality; (3) the transformation of territorial spaces promoted carbon emissions in Qingdao, with the conversion of urban production space to other uses yielding the most favorable carbon transitions, while the expropriation of agricultural production spaces for urban production and residents’ living has resulted in the most detrimental carbon transitions; (4) socio-economic development shapes the overarching pattern of regional emission density changes, whereas space transfers account for local variations. This paper also identifies priorities for spatial optimization and key sectors for emission reduction. The findings contribute to a deeper understanding of the carbon emission consequences of territorial space transformation in Qingdao, thereby providing valuable insights for regional spatial planning and optimization aimed at promoting low-carbon development.

Il s’agit donc d’examiner, à partir d’une enquête de terrain à Vitry-le-François, archétype d’une petite ville française en décroissance urbaine, à quelles conditions et selon quelles finalités une politique de transition énergétique a émergé et s’est structurée. L’analyse rend compte du rôle de la crise territoriale provoquée par la décroissance urbaine dans l’émergence de la politique de transition énergétique et de la manière dont ce contexte conduit à penser la transition énergétique comme une politique de redéveloppement territorial.

Background: Most the Organization for Economic Co-operation and Development (OECD) countries are currently facing the challenges of the health transition, the aging of their populations and the increase in chronic diseases. Effective and comprehensive primary healthcare (PHC) services are considered essential for establishing an equitable, and cost-effective healthcare system. Developing care coordination and, on a broader scale, care integration, is a guarantee of quality healthcare delivery. The development of healthcare systems at the meso-level supports this ambition and results in a process of territorial structuring of PHC. In France, the Health Territorial and Professional Communities (HTPC) constitute meso-level organizations in which healthcare professionals (HCPs) from the same territory gather. We conducted a study to determine, in a qualitative step, the key elements of the territorial structuring of PHC in France and, then, to develop, in a quantitative step, a typology of this structuring. Methods: A sequential-exploratory mixed-method study with a qualitative step using a multiple case approach and a quantitative step as a hierarchical clustering on principal components (HCPC) from a multiple correspondence analysis (MCA). Results: A total of 7 territories were qualitatively explored. Territorial structuring appears to depend on: past collaborations at the micro-level, meso-level coordination among HCPs and multiprofessional structures, diversity of independent professionals, demographic dynamics attracting young professionals, and public health investment through local health contracts (LHCs). The typology identifies 4 clusters of mainland French territories based on their level of structuring: under or unstructured (38.6%), with potential for structuring (34.7%), in the way for structuring (25.3%) and already structured territories (1.4%). Conclusion: Interest in territorial structuring aligns with challenges in meso-level healthcare organization and the need for integrated care. Typologies of territorial structuring should be used to understand its impact on access, care quality, and medical resources.

This article analyses how the established but still elusive concept of ‘landscape’ may strengthen territorial development processes in the face of complexity. In times of the Anthropocene, landscapes are best treated as spaces for experiential and relational being, rather than pure social constructs or rationalised physical objects. Using basic tenets of social-ecological and social-technical systems thinking, this article tests the hypothesis that landscape, considered as a socio-technical innovation, can be harnessed in territorial development as a scaling device to achieve resilient and adaptive territories. This approach opens the perspective that the transition towards landscape-territorial development and planning can proceed in three phases. Each phase reflects a society with different degrees of awareness of the landscape. The article reflects on ways to operationalise the proposed landscape-territorial approach. It is concluded that, rather than in calls for global landscape governance, it is ultimately in reconfigured place—that is, landscapes reclaimed, developed, protected, as the local actors require it—that new spheres of control and influence over the landscape emerge.

Population growth rate in long-lived bird species is often most sensitive to changes in adult survival. Sandhill Cranes (Antigone canadensis (Linnaeus, 1758)) have long life spans, small broods, and delayed first reproduction. Only territorial adult Sandhill Cranes participate in breeding, and territory acquisition reflects the interplay between the availability of suitable territories and the variation in mortality of adult birds occupying those territories. We estimated vital rates of a population at equilibrium using long-term resightings data (2000–2014; n = 451 marked individuals) in a multistate mark–resight model and used a stage-structured projection matrix to assess how strongly territorial adult survival affects population growth rate. Elasticity analysis indicated territorial birds surviving and retaining territories had a 2.58 times greater impact on population growth compared with the next most important transition rate (survival of nonterritorial adults remaining nonterritorial). Knowing how changes in vital rates of various stage classes will differentially impact population growth rate allows for targeted management actions including encouraging growth in recovering populations, assessing opportunity for recreational harvest, or maintaining populations at a desired level. This study also highlights the value of collecting demographic data for all population segments, from which one can derive reproductive output or growth rate.

Energy transition is a multi-dimensional process of developing sustainable economies by seeking renewable energy sources, saving energy, and improving energy efficiency. This process follows the rules of sustainable development. The article presents an analysis of energy transition in the Baltic Sea Region (BSR) enjoying long-term and intensive territorial cooperation. The region embraces 11 countries diversified in terms of their economic development level and the use of renewable energy sources. The article strives to answer the question of whether territorial cooperation contributes to BSR energy transition, and if so, in what way. Another goal is to identify the transition drivers that arise from the Baltic Sea Region’s unique characteristics. The authors applied the system analysis methodology. The performed literature studies allowed the researchers to identify the attributes of energy transition. Empirical research relied on secondary sources, including the European Union (EU) statistics, The International Renewable Energy Agency (IRENA), the EU Strategy for the Baltic Sea Region (EUSBSR), and related documents. The key role in the conducted research can be attributed to the EU projects database (keep.eu), which enabled identifying the 2016–2020 programmes and projects. The research identified 14 BSR territorial cooperation programmes and 1471 projects conducted under the programmes, including 137 energy transition-related projects. The project results were presented in quantitative and qualitative terms.

L’étude porte sur le cas d’une transition agroécologique axée sur le développement de légumes secs et pilotée par une coopérative agricole. Ce cas sert à examiner dans quelle mesure une telle organisation économique a le pouvoir d’assurer une fonction d’intermédiation entre les acteurs locaux pour activer une ressource territoriale. L’étude s’appuie sur des entretiens semi-directifs réalisés auprès d’acteurs jugés clés dans ce projet. Une analyse lexicométrique révèle les attentes et les conceptions plurielles des acteurs en présence vis-à-vis de la transition agroécologique initiée. Celles-ci varient selon le statut occupé (agriculteurs et techniciens en conventionnels ou en bio, élus locaux) et les caractéristiques du lieu des activités quotidiennes (territoire de vie). L’analyse met en évidence que ces variables déterminent plusieurs fonctions d’intermédiation assurées par la coopérative via ses techniciens. Il est alors examiné comment l’exercice de chacune de ces fonctions concourt à la réussite du projet territorial.

Partant des débats actuels sur la bioéconomie, cet article propose une réflexion sur la notion de ressources en géographie. Son objectif est plus précisément d’ouvrir un dialogue entre le modèle éprouvé des ressources territoriales et les pistes proposées par la géographie critique des ressources. Bien que partageant la même conception relationnelle, ces deux courants de pensée ne possèdent en effet ni la même généalogie, ni les mêmes marqueurs et objectifs. Mais loin d’opposer ces approches, cet article souligne l’intérêt de les combiner pour appréhender des trajectoires de transition qui tendent à redéfinir, non sans ambiguïtés, les porosités entre développement territorial, logiques industrielles et processus biophysiques. L’exploration des nouveaux usages du bois dans le Sud-ouest de la France met ainsi en lumière le poids des héritages et des coordinations situées, mais aussi des contingences naturelles et des rapports de pouvoir dans la (re)valorisation de ressources locales qui relèvent, en définitive, autant de la spécificité territoriale que de la logique d’accumulation. Cette réflexion invite in fine à considérer que la géographie critique des ressources peut, par l’attention portée aux rouages matériels et politiques des usages industriels de la « nature », aider à mieux comprendre la recomposition des modèles productifs dominants et, ce faisant, contribuer à actualiser le modèle alternatif des ressources territoriales.

The need to reconnect agriculture, environment, food, and health when addressing agrifood system transitions is widely acknowledged. However, most analytical frameworks, especially in the expanding literature about “system approaches”, rely on impact-based approaches and, thus, tend to overlook ecological processes as well as social ones. This article aims at demonstrating that a territorial approach to agrifood system transitions is more appropriate to tackle the reconnection between agriculture, food, environment, and health than the larger scales (global or national food systems) or the smaller ones (such as those of alternative food systems) usually addressed in the literature. Co-elaborated by a sociologist, an ecologist, and a nutritionist, this article is based on a focused analysis of the literature that has addressed agrifood system transitions in the food and health sciences and in the social sciences and on the reflexive analysis of two past projects dealing with such transitions. It shows that a territorial approach allows including in the analysis the diverse agrifood systems’ components as well the ecological and social processes that may create functionalities for improving agrifood systems’ sustainability. This territorial approach is based on systemic and processual thinking and on a transdisciplinary perspective combining an objectification stance and a pragmatist constructivist one. It should allow actors and researchers to build a shared understanding of the transition processes within their shared territorial agrifood system, despite possibly different and diverging views.

Abstract: A legal system may limit its jurisdiction, so that its laws apply exclusively within its territorial borders. In an alternate conception, a legal system may opt to apply its laws extraterritorially, so that its subjects are bound to them in any place they find themselves. The theoretical foundations of these two conceptions of law are profoundly distinct. Using this jurisprudential framework, this article explores anew the transition from the biblical (pentateuchal) conception of law to the conception of law found in the writings of the early rabbis. It then examines whether this legal difference corresponds with a parallel theological transition. Revealing the possible relationships between these two transitions makes clear that theology and law are intertwined.

The structure of the organization of territorial recreational system of specially protected natural territories of the Crimea Republic is demonstrated. The features of the sectoral and territorial organization of the recreational system of specially protected natural areas in the region are described. The reunification of the Crimea with Russia pulls broad prospects for the development of recreational activities within the protected areas. Of particular relevance is consideration of the particular sectoral and territorial organization in the transition period of Crimea recreation in the legislative field of the Russian Federation and the prospects for its further development. Considering the features of the organization of recreational activities in the protected areas of the Crimea, noted a wide range of works on recreational geography of Crimea. Territorial recreational system within protected areas can be represented as a historically established combination of interconnected components of diverse environmental and recreational sector, formed in the natural-ecological and socio-economic environment of the region to maintain the prevailing environmental functions of territories and comfortable environment in which the recreational functions within the protected areas can be performed. Sectoral structure ofTerritorial recreational system has a rather complex structure and is largely dependent on the type of protected area and a set of constraints of environmental management and conservation within it. In the sectoral structure distinguished are three possible units: tourism and recreation, the complex of public services´ sectors, the complex of related industries. In terms of socio-geographical research the components of sectoral and territorial system T of Territorial recreational system must ensure the optimal geo-ecological and socio-economic mix of the functions of protected areas and to provide a contribution to sustainable development of the regions, providing the co-adaptation of the natural and recreational systems, increasing the level of environmental and recreational development of the territory.

Abstract Do rebels target civilians as part of the process of establishing control in their territories? This research note shows that transition periods after rebels gain territorial control are remarkably violent for civilians. Speaking to the civilian victimization and rebel governance literature, we investigate the immediate time period after rebels successfully capture and hold territory. We argue that rebels use violence to gain compliance in newly captured territories until they are able to build up local capacities and institutions for peaceful governance. To test this argument, we draw on methodological advances in integrating event data and combine multiple datasets to study patterns of violence perpetrated by the Revolutionary United Front in Sierra Leone from 1997 to 2001. The findings of our spatiotemporal analysis show that civilian targeting increases in the period after rebels capture territory from the government compared to areas without territorial takeover, suggesting that life under the roof of rebels is initially more dangerous for civilians.

With the launch of the European Green Deal (EGD) in 2019, the European Union aims to become a global leader in the ecological transition. To implement sustainable policies at the local level, a place-based, analytical approach is a necessary prerequisite to understanding territorial specificities and adapting the EGD challenges to local conditions and opportunities. Moreover, the research acknowledges the key role of public participation and, thus, the need to construct innovative policies that involve citizens in this process. On this basis, our primary goal was to create a comprehensive, multipurpose, and non-context-specific analytical framework that could support ecological transition policies within the EGD through a place-based, participatory approach. After outlining the major features of the EGD and the place-based approach, this paper describes the steps that were taken to define the framework and select the types of data to be used. In response to the scarcity of methods adaptable to different scales, contexts, purposes, and target groups, we built upon the current studies on sustainability assessments and developed a novel analytical framework for territories ranging from municipalities to nations. This study suggests that a comprehensive, multidimensional territorial analysis—which can interpret and communicate environmental, socio-economic, and institutional specificities of territories—is decisive for bringing together local administrations and citizens, as well as meeting the challenges posed by sustainable development.

The specificity of the socio-economic and ethno-cultural processes developing on the territory of the Republic of Tyva reflects the objective need for expert and scientific analysis of the problems of managing the territories of municipalities in the region in the general context of the transformation of the system of territorial organization of local self-government in Russia. The purpose of this study is to develop practical recommendations for improving the territorial organization of local self-government in the Republic of Tyva. In the article, based on the application of general scientific methods (logical method, comparative analysis and a systematic approach), the features of the territorial structure of local self-government in the Republic of Tuva are investigated, and the main problems of spatial and territorial development of municipalities are identified. A general conclusion is made that the republican government bodies, in cooperation with municipalities, need to jointly develop a draft “road map” for the transition to a single-level system of local self-government, taking into account the opinion of the population and repre-sentatives of the expert community. The author proposes a project of territorial reforms of local self-government in the region and gives a preliminary assessment of possible management decisions to transform the boundaries of the municipalities of the Tyva Republic (projected changes in population, area of municipalities, administrative and managerial effects, etc.).

The authors analyzed the current land legislation and the stages of reforming the regulatory framework in the field of land relations in the Russian Federation. The analysis of the proposed changes in the course of reforming a number of regulatory and legislative acts. A scheme for transforming land categories into territorial zones is proposed, according to the draft federal law. Proposals have been developed to improve the quality of the process under study, in relation to agricultural land, in order to develop a sequence of measures when introducing a draft law on the transition from land categories to territorial zoning.

Royal claims from the age of exploration persisted into the 19th century, when they began to be replaced by claims to territory on the part of States. Sovereignty over territory was increasingly phrased in terms of “jurisdiction” and, as the State became a territorial entity, an equivalence was posed between “territorial sovereignty” and “territorial jurisdiction.” Boundary disputes in the 19th century provide evidence for the transition, and these were invited largely by conflicts over commercial prerogatives in one or another place. Three territorial practices in the 19th century identify the beginnings of the territorial orientation of the State: effective occupation, boundary differentiation, and administrative jurisdiction.

This superb book concerns how territorial boundaries were drawn in the Holy Roman Empire between the Carolingian period and the eighteenth century. It shows how the Land, which from the twelfth century referred to the conglomeration of legal and political rights and offices that a lord held over his subjects and subject areas, became the territory, a geographical concept, in which location determined control. Measurable borders characterize the territory but not the Land. This study explains how and when the transition was made and thus concentrates on cartography and how territorial borders were perceived and eventually drawn. It uses the analytical framework of the transition in the Empire between the state based on personal relations and the institutional-territorial state. The focus is on Bavaria, Franconia, and the Rhineland and Westphalia.

Regional land use transitions driven by the adaptive reconciliation of existing land use conflict with socioeconomic development can lead to positive economic effects as well as new land use conflict. Although research on land use transition has progressed considerably, limited studies have explored the spatiotemporal dynamic pattern of land use conflict during the land use transition period. Previous evaluation approaches on land use conflict that mainly focus on status or potential conflict lack conflict intensity evaluation during the land use transition process. A new spatially explicit evaluation framework of land use conflict that directly examines three aspects of conflict, namely, ecological and agricultural (EAC), agricultural and construction (ACC), and ecological and construction (ECC) land conflicts based on ecological quality and agricultural suitability, is proposed in this study. The spatiotemporal dynamic pattern and driving factors of land use conflict in the Yangtze River Economic Belt of China in the period of 2000–2018 are evaluated. The results indicated that comprehensive land use conflict (CLUC) intensity slightly decreased by 9.91% and its barycenter showed a trend toward the west during 2000–2018. ACC is the most drastic conflict among the three aspects of conflict. The mean intensity of ACC reduced remarkably by 38.26%, while EAC increased by 33.15% and ECC increased by 28.28% during the research periods. The barycenter of EAC moved toward the east while the barycenter of ACC and ECC moved toward the west. The changes in the intensity and spreading pattern of land use conflict indices demonstrated the changes in the pattern of territorial space development. Total population, population density, per capita GDP, number of mobile phone users, and road density were strong drivers that influenced the land use conflict of territorial space. Multiple policy recommendations including improving territorial space planning and governance ability, and improving land use efficiency, were proposed to manage and resolve the land use conflict of territorial space. The results and conclusions of this study will help improve future regional land use policies and reduce land use conflict.

Each territory has its own competitive advantages, which, provided the application of effective management mechanisms will help increase the competitiveness of the business located in these areas. The aim of the article is the process of regional management of business processes in the context of decentralization of power in Ukraine. Results. In the context of decentralization, the main goal and, at the same time, an important applied problem of regional development is the search for the most optimal business-oriented models of economic development of regions (territories) and tools to ensure their viability. The experience of developed economies shows that at the initial stage of formation (modernization, adaptation) of a competitive business model of territorial development an important task is to find key "growth points" and stimulate their development to ensure economic and social stability of regional systems in the medium term. basic conditions for a gradual transition to innovation-oriented competitive systems. The article is devoted to the generalization of approaches to the identification of territorial units and management of the rural areas development in the EU and the justification of the need for its use in domestic practice. It was established that several different approaches to the identification of rural territories and territorial units were tested during the nearly twenty-year preparatory period (typology based on a 1 km2 grid; typologies at the LAU 2 level, in particular the degree of urbanization, etc.; at the NUTS 3 levels, in particular urban-rural typology, etc.). which were improved and presented in the Methodological manual on territorial typologies. Today, this technique is basic in establishing the common statistical classification of territorial units (NUTS). It is summarized that cohesion policy is aimed at reducing regional disparities and promoting economic and social cohesion, as well as territorial convergence between EU member states, which has been carried out since the founding of the EU in 1957. In 1992, thefourth cohesion policy fund was created - the Cohesion Fund (FZ) - to finance projects to improve the state of the environment and transport infrastructure in member states where the GNP per capita is less than 90% of the EU average. It was revealed that the formation of the Just Transition Fund in 2021, which corresponds to the EU “green” transition paradigm, was an addition to the institutional architecture. It is argued that the European Structural and Investment Funds (ESIF) are the main financial instrument for supporting cohesion policy and include the following components: ERDF (European Regional Development Fund), ESF (European Social Fund), Cohesion Fund (FZ), European Agricultural Fund for Rural Development (EAFRD) and the European Maritime and Fisheries Fund (EMFF). The ERDF has been identified as the largest component of the ESIF, which focuses on promoting economic and social cohesion by investing in infrastructure, innovation and entrepreneurship. This Fund was found to support projects related to transport, energy, digital infrastructure, research and innovation, and the transition to a low-carbon economy. It is emphasized that this fund contributes to employment, social integration and development of skills of the population. The peculiarities of the cohesion fund, which provides financial assistance to member countries whose GNI per capita is below a certain threshold level, have been considered. It has been established that this fund supports large-scale infrastructure projects in the fields of transport, energy and the environment. At the same time, the EAFRD and EMFF funds support rural development and fisheries respectively, contributing to the overall objectives of cohesion policy. It has been proven that since 2013, the development of multi-year programs for the development of rural areas of the EU countries has been focused on six priorities of sustainable development: promoting the transfer of knowledge and innovations; increasing competitiveness; promoting the organization of the food production chain and risk management; restoration, preservation and development of ecosystems; increasing the efficiency of resource use and transition to a low-carbon economy; promotion of social integration, reduction of poverty and economic development in rural areas. The European Green Course, which aims to make Europe the first climate-neutral continent by 2050, is analyzed. As for agriculture and food, the Green Deal envisages measures to increase sustainability in land management, food production and consumption, in particular through measures that will be included in the strategic plans of the common agricultural policy. Abstract Local Action Groups (LAGs) are responsible for promoting social and economic development in their territories, by creating local development strategies (LDSs) funded through LEADER Programme. They are area-based multisectoral partnerships, formed from public, private and social stakeholders. The aim of this paper is to study the governance and sustainability of Romanian LAGs, using evidence from the Nord-West Development Region from Romania. Structured interviews with LAGs managers were used as a primary method for collecting data. The results show that LAGs are struggling to remain active during the transition periods between two editions of the program, questioning their capacity to function without LEADER funding. However, they report fewer major changes compared to the last transition, mostly focusing on partnership and territorial structure.

The issues of territory development are relevant, since the current legislation considers land as the basis of human life and activity and the territorial basis for development. The ability of a person to satisfy his social and economic needs depends on the legal regime of lands. A new trend in the development of territories is the formation of urban agglomerations, including lands with different legal regimes.Land and urban planning legislation should take into account current trends in the development of territories, the need to reform the institutions of land and urban planning law for sustainable socioeconomic growth of the Russian Federation. At the same time, it is necessary to identify ways to reform the current legislation in order to ensure the stable development of territories and effective management in the field of land use. Achieving this goal is impossible without analyzing both theoretical approaches and practical proposals for reforming the current legislation.The issues of the abolition of categorization of lands have a long and debatable nature. The paper gives a legal assessment of the division of land into categories in the context of the development of urban agglomerations as new forms of territorial formations. The validity of the abolition of land categories and the transition to zoning of territories in modern trends is assessed.

Within the framework of information protection, a set of measures is implemented to ensure the security of data while maintaining their availability, confidentiality and integrity. The article deals with the problems of ensuring information security in the context of the transition to the digital economy. The article describes the main challenges and threats to databases in the form of unauthorized use, distortion, modification, and destruction of information. The directions and tools for preserving and protecting information posted on digital resources are defined.

<p>The paper is focused on the paradigmatic basis incorporated in the Concept of the Spatial Development of Russia. In order to investigate the process of changing the spatial paradigms, the author performs a comparative analysis of the retrospective and perspective stages of spatial development from the standpoint of strategic vision, characteristics of paradigms of the territorial use and types of spatial development. Characteristics of the horizontal-branch stage of development and those of the opportunistic-exhaustive approach to the use of territories are presented as exemplified by hydrocarbon resource development. The author defines the conditions that make it possible to form the strategic vision of the temporal development of a territory, i.e. influence of natural-geologic factors, manifestation of the law of diminishing returns, a strict orientation on economic values and the dominance of sectoral interests. Transition towards the paradigm of holistic and integrated development of territories is considered in the context of the evolution of value orientations, which constitute the axiological basis for social development concepts. Recommendations based on the current research include assessment of the territorial development using the inclusive growth criteria, apart from social, ecological and economic development criteria. As a goal, inclusiveness can be achieved by spatial organization based on the modern approaches, including social and communication ones. As a mean to solve regional problems, inclusiveness implies development of principles and mechanisms for residents and authorities of the resource territories to participate in decision-making regarding the territorial use.</p>

This article aims to define the category of energy colonialism in order to analyse the conflicts that are arising due to the deployment of renewable energy megaprojects in the Global South and in the peripheries of the Global North. First, the limits of the corporate energy transition are questioned, and based on an exhaustive bibliographic review, the category of energy colonialism is formulated along with six dimensions that characterise it: geopolitical; economic and financial inequalities; power, violence, and decision making; land grabbing and dispossession; impacts on territories and commons; resistance and socio-territorial conflicts. Based on this framework, we analyse and juxtapose different expressions of energy colonialism in four case studies; the isthmus of Tehuantepec (Oaxaca, Mexico), the territories of Western Sahara occupied by Morocco, the Saami territory in Norway, and the rural territories of Spain. The results from this study allow us to conclude that energy colonialism is a useful concept for understanding and critiquing the effects of the corporate energy transition and establishing a base for grassroots and decolonial alternatives in both the Global North and South.

Cet article se propose de comprendre les modalités d’émergence de la bioéconomie et ses ressorts en termes de développement local à partir du cadre conceptuel de capital territorial formé d’actifs tangibles et intangibles. La combinaison entre les deux types d’actifs expliquerait des dynamiques spécifiques de développement en contexte de transition écologique. Cette évolution au sein du capital territorial est examinée ici au travers des résultats du projet BIOCA (Bioéconomie en Champagne-Ardenne) dans le cadre de PSDR4, programme dont la spécificité était d’être basé sur une méthode participative. BIOCA visait à identifier les différentes formes de bioéconomie émergeantes en territoire champardennais. Trois modèles en ressortent, partant chacun différemment des ressources du capital territorial, et allant de valorisations traditionnelles (bioéconomie agroindustrielle) à des formes plus innovantes (bioéconomie agroécologique) en passant par un modèle intermédiaire (bioéconomie filière) selon leur degré d’intégration des injonctions et des valeurs environnementales liées à la transition écologique.

À partir du recensement agricole 2010, l’article explore une méthodologie pour délimiter un champ statistique des exploitations agricoles en transition agro-écologique dans le contexte métropolitain français. Ce travail débouche sur une proposition de typologie d’exploitations combinant le mode de production (biologique ou non), le mode de commercialisation des produits et la part du chiffre d’affaire réalisée en circuit court. Après une caractérisation socio-économique des différents types d’exploitation, l’analyse propose une cartographie à échelle fine des combinaisons géographiques d’agriculture en transition pour le territoire métropolitain français, ouvrant une discussion sur les facteurs socio-territoriaux favorables à l’émergence de tel type de transition plutôt que tel autre. Au final, la géographie que dessine cette typologie d’ensemble des agricultures en transition emprunte certes des éléments explicatifs au contexte géo-agronomique des exploitations. Mais elle semble également indiquer que la nature du contexte socio-territorial dans lequel s’insèrent les exploitations infléchit les formes de transition agricole. Les espaces ruraux les moins dynamiques et les plus marqués par l’héritage du modèle productiviste restent dans leur grande majorité les plus résistants à l’émergence des formes de transition considérées dans cet article. La proximité géographique avec des espaces sociaux plus aisés constituerait un facteur favorable au développement des exploitations en transition agro-écologique.

Territorial action in Morocco has been characterized since the colonial period by conflicts between spatial, institutional, and territorial logics. During the colonial period, there was a predominant intention to control the national territory and modernize the country. Shortly after gaining independence, Morocco gradually engaged in a top-down territorial planning policy, with the main objective of improving the living conditions of its citizens. Today, things have changed; the centralizing development approach has become obsolete in the face of two key dimensions: territorial diversity and the presence of various territorial actors, including humans. This is where strategic territorial management comes into play. Therefore, the aim of this article is to study the transition from territorial planning to strategic territorial management in the municipality of Settat through participative governance. A qualitative method was adopted for this purpose. Documentary analysis and questionnaires were essential tools for data collection. The results indicate that strategic territorial management at the municipal level faces several challenges, primarily related to the inefficiency of development policies. This inefficiency is mainly attributed to a lack of citizen participation in the territorial decision-making process.

In the context of growing global problems of resource using and environmental protection the development of a sustainable environmental-economic development strategy, including at the territorial level is becoming increasingly actual. The purpose of the research is conceptual-categorical analysis of ecological-economic assessment of environmental quality as a natural basis for territorial systems of different levels sustainable development, elaboration and justification of the conceptual assessment model and methods of its implementation. Methodological issues focus on how to comprehensively assess the environmental quality of the territory and how this assessment can be taken into account in the formation of a strategy for environmentally sustainable development of spatial-economic systems. The scientific novelty of the research results lies in the consolidation of the theories of territorial development sustainability and environmental quality environmental-economic assessment in the conceptual model, as well as in the substantiation of tools for quantitative measurement of environmental quality, increasing the accuracy and reliability of the obtained environmental-economic assessments. The significance of the research results lies in providing decision-makers with comprehensive information on the long-term consequences of environmental-economic decisions and facilitating the transition to environmentally sustainable economic development of territories. This information can be obtained as a result of systematic application of multi-dimensional environmental-economic assessment tools that take into account not only the full socio-economic value of natural environmental resources, but also the spatial characteristics of territories.

The article deals with the problems associated with the development of the transport industry, environmental protection and comfortable human existence, progress and the environment. It is noted that the passenger turnover of road transport has been growing over the past five years; speed properties are of paramount importance when performing transport and technological operations in a short time in various operating conditions and have the greatest impact on performance; at worst, carburetor engines have high levels of carbon oxides and diesel engines have high levels of sulfur oxide and soot. It is determined that the objects of territorial planning continue to develop in a dangerous mode, which allows us to speak about the lack of a sufficiently effective concept of architectural and urban planning to ensure the environmental safety of the airspace of urban areas, therefore it is proposed to consider the concept of transition to clean air in urban areas within which an infological model of the concept of transition to clean air of urbanized territories, which determines the main entities, their parameters and connections.

Relevance. Even though there is a general agreement regarding the importance of the transition to a green economy, this process still has a long way to go, which makes the research on the role of smart territories particularly relevant. Research objective. The study aims to describe the opportunities and areas of digital transformation of territories with a focus on the transition to a green economy. Data and methods. The research methods include content analysis, case study, mapping, and matrix analysis. The data sources were scientific articles presented in the Scopus database, materials from the Ministry of Finance and Economic Development, the Ministry of Mineral Resources, Green Technologies, and Energy Security, materials from the Central Bureau of Statistics of Botswana, the Botswana Energy Company. Results. Using the case of Botswana, the study showed that the establishment of a smart territory is the core mechanism of a transition to a green economy. Smart territories help regional governments to reach the sustainable development goals by using cutting-edge digital technologies. Conclusions. The article proposes a new approach to analyzing the transition to a green economy. This approach can also be applied to reconsider the composition and roles of the drivers of territorial development. The proposed methodology can be used to create a smart contour for the development of a given territory, taking into account the region’s industrial specialization, and to identify the most promising areas and "bottlenecks".
