This paper assesses the state of PR in the UAE in relation to global media, and highlights needs in this area for both public and private enterprises. The paper explores the types of Social Media (SM) used for public relations in the UAE and what it plays in PR departments. The main research focus of this paper is how PR departments are utilizing social media to engage in advocacy work. Employing a qualitative method, interview data is taken from a cross section of 40 organizations throughout the UAE. It addresses perceptions of benefits, challenges, public acceptance, and future strategies of social media in relation to global SM as a whole. A limited number of research articles about the use of the internet in the UAE organizations have been published, but the author found no previous published studies specifically focusing on the use of SM in PR in this region, and this is the first paper that focuses on SM in 40 different organizations. It also offers suggestions for media planning and education strategies that can contribute to the future of PR in the UAE, and suggests further research focusing on the socio-economic effects of social media be conducted and incorporated by educational institutions in the UAE and by private businesses with a vested interest. These new technologies are critical for improving organizational and PR processes in the UAE.

The urgency of the scientific problem of PR support is dictated by the need of the formation of favourable images and recognizable brands of travel companies, maintaining positive reputations in order to harmonize internal and external PR-communications in the field of tourism.

The police are expected to perform functions critical to relations between the government and citizens in democratic societies. However, in Nigeria, the reality is that the police organisation suffers limitations that undermine effective and democratic policing. Although the Nigeria Police Force has a long and chequered history, its services are dogged by challenges including adversarial police–citizen relations and mutual suspicion and police misconduct. To address these problems and enhance policing, the Nigeria Police Force has deployed digital technologies through a Complaint Response Unit [later renamed the Public Complaint Rapid Response Unit (PCRRU)]. The PCRRU allows the public to connect with the police through dedicated phone numbers for calls and SMS, and a round-the-clock presence on Twitter, Facebook, WhatsApp, Blackberry Messenger and a mobile application. Although this initiative often draws attention and commendation, it also raises doubts about sustenance and utility value. Drawing on David Easton’s input–output nexus as a theoretical underpinning on the one hand, and data sourced through expert opinion interviews and web measurement on the other hand, this article investigates how these digital policing technologies, through the PCRRU, enhance efforts at mutually rewarding police–citizen relations and police accountability, as requisites of democratic policing, in Nigeria. The findings expand discussion on the dimensions of Nigeria’s police–citizen relations and the potentials of technology in promoting positive outcomes. The findings also suggest means through which police managers can optimise technology in ways that aid strategic efforts at improving public security.

Public relations professionals have been dominated by females since they have good communication skills and abilities in persuading and engaging in the conversation and listening the stakeholders to build and harmonize relationships them. However, male public relations practitioners dominate in the top positions since they have been participated in the managerial roles while female are in the technical roles. In the organization, female public relations practitioners face inequalities in social, professional, and economic areas and they also find it difficult to achieve higher position because the traditional patriarchy is still strongly practiced. It harder for them to break this barrier. Family and children, on the other hand, become big considerations for females to climb the higher position since it will give bigger responsibilities. Moreover, the massive development of digital technologies provides more opportunities for female public relations professionals to intensively engage with the stakeholders. On the other hand, these technologies bring privilege for males since they are more digital technical skills. To compete with males in digital public relations, females should enhance their digital skills, wisely manage their time, learn to take new challenges making them one step ahead, and actively participate in every organizational activity to voice their ideas and straighten up false assumptions and misconceptions about females. Meanwhile, males should be versatile public relations professionals in the digital era by combining masculine and feminine values to find the best public relations practices.

AbstractThe promotion of additive manufacturing (AM) as a set of enabling technologies has been a prominent feature of new policies seeking to revitalize manufacturing in developed economies. Because of its differences from traditional manufacturing technologies, small businesses, in particular, face high costs in adopting AM methods. How can governments assist small firms and their innovation ecosystems to make significant leaps in enabling technologies? This paper conceptualizes the challenges faced by groups of small enterprises adopting new technologies and a decentralized policy effort to systematically increase the use of advanced manufacturing technologies. In Canada, funding used by community colleges to create applied research centers has been intended to establish anchors for local “industrial commons” around advanced manufacturing methods. By providing both information and working capital to private sector partners, these community college programs should ideally mitigate challenges to the adoption of AM technologies—the so-called “valley of death”—in local ecosystems. There are many successful individual cases of partnership (i.e., private goods); however, this bottom-up approach seems to fail both as a means of promoting vibrant industrial commons (i.e., public goods) and as a coherent national strategy. We trace the challenges of this approach to principal-agent problems associated with layering new programs upon existing organizations, the density of program participants, and the presence of appropriate technologies.

New media is a trending innovation and its influence in the promotion of mutual understanding between organizations and strategic publics is a more contemporary issue. This study evaluates the perception of public relations practitioners on the incorporation of new media into the process of promoting good relationships between organizations and strategic publics in Nigeria. The fundamental goal is to examine if public relations practitioners find new media helpful in carrying out public relations activities in their organizations. This study is hinged on Technological determinism theory. Findings show that public relations practitioners of both public and private organizations do perceive the adoption of new media technologies in the performance of their function for the promotion of mutual understanding as supportive to quick and interactive approaches to dissemination of information from organizations to strategic stakeholders and the public. The study recommends that more public relations practitioners of organizations especially public organizations should be encouraged to use new media in course of executing their professional assignments.

Purpose: The purpose of the article is to assess the level of use of information technologies by households in selected European countries and the resulting transformations in socio-economic relations. Design/methodology/approach: The article uses one of the taxonomic methods – the Hellwig’s development pattern method. 20 diagnostic features were adopted to develop Hellwig’s synthetic measure. They reflect the access and use of the Internet by households in five areas: networking and formal activities in the fields of e-government, e-banking, e-education, e-health; carrying out political and civic activities online (consulting, voting, expressing opinions); making informal contacts and participating in social networks (e.g. Facebook, Twitter, etc.); e-commerce; using instant messaging and e-mail. Findings: In the light of the characteristics adopted for the survey, the highest level of use of information technology by households is characteristic of Iceland, Norway, Denmark, Sweden, the Netherlands, Great Britain and Finland. The countries with the lowest rates are Romania and Bulgaria. Research limitations/implications: The studies presented may contribute to further in-depth analyses of the links between the use of information technologies in individual countries and their level of economic development in the long term. Originality/value: The results are addressed to public authorities in 30 European countries. On their basis, leaders in the use of information technologies by households in various areas of economic and social life were identified. The distance between the other countries was also diagnosed. The results of the research can guide public authorities in developing strategies for the development and dissemination of information technologies in their countries.

The aim of this article is to investigate tension between the implementation of new public management and associated accounting technologies in the Fiji telecommunication sector and the indigenous Fijian culture and political structure. In doing so, the article contrasts the economic-based reforms of the telecommunications sector (from 1990), with the traditional social relations that were exercised post-independence (1970 onwards). This research aim is achieved by focusing on archival documents and interviews with those involved in Fiji telecommunications. We illustrate how the use of new public management concepts replaced traditional social relations with the disciplinary technologies of modern capitalism but were also altered as a result of these social relations. In the Fiji Telecommunications company, the cultural conflicts and political influences led to the new public management process being resisted and modified to reduce the tension between economic and social relations.

In the wake of ominous results about the impending path of climate change, and with gasoline prices hovering around four dollars per gallon, the 2012 presidential and congressional campaigns are full of claims and counterclaims about the transformation of the U.S. energy system. Although much discussion has centered on the need for new energy technologies, this debate as yet has been narrow and limited. Meaningful deployment of any technology will raise questions of public acceptance. Little is known about how diverse publics in the United States will respond to the advent of new energy sources, whether they involve a “second renaissance” for nuclear power, a dash to embrace hydraulic fracking for oil and natural gas, or emerging prospects for renewable energies like wind and solar power. Yet public acceptance will determine the outlook. Adding further complication is the growing debate about traditional energy sources and the extent to which a fossil fuel – based energy system should continue to be central to the American economy. This essay explores the issues involved in public acceptance of stability and change in the U.S. energy system. We conclude with several recommendations for gaining a greater understanding of the public acceptance quandary.

The article considers the foreign experience of using information and digital tools in land legal relations. Considering the current legislation and state programs for the digitalization of the economy, the article presents specific recommendations for the use of digital technologies in land relations. In particular, the use of blockchain, bitcoin, and big data technologies, will minimize bureaucracy and corruption risks. Considering the current threats (hacker attacks) and the timing of the provision of public services, it is proposed to use blockchain technology for the rapid and secure provision of land to private ownership or the granting of temporary land use rights. The integration of digital tools into public relations will allow optimizing the speed and quality of public services. Land relations in the Republic of Kazakhstan should be automated and digitized to eliminate possible risks and disputes between subjects of land legal relations, including the state.

Currently public relations are an integral part of management and a vital technology of our modern society. Especially the fact is undoubted that any organization activity nowadays is closely connected with the surrounding society and development of various kinds of contacts, libraries are no exception. Therefore, as a socio-cultural institution a library can’t ignore the effect of public relations on its activities. In addition, the time requires developing new mechanisms of libraries work, among them organizing a specific event is a PR perspective direction and tool. In market conditions this tool plays a significant role in improving the library image, and becomes an integral part of library work. In this regard, the study goal is to reveal the specificity of organizing a special event as a tool of public relations. The study objectives are the following: to reveal the essence of public relations and basic tools, to consider the problem of organizing of public relations in references, to justify the necessity of using special events as a tool of public relations, to describe the features of organizing special events, to develop a program of special events, namely opening the club «Literary Universe». The authors describe the stages of organizing special events in detail and offer various options to fill their contents. They have elaborated a special event program: opening the club «Literary Universe». The club aims to attract the youth to a library establishment and to make familiar this age group with the best works of Russian and foreign literature. The club opening ceremony consists of several stages: assessing the existing situation, setting goals and objectives, defining the target groups, time and place, estimating a budget, a scenario preparation, information support, evaluating the event effectiveness. Detailed characteristics of the above stages are presented in the article.

Currently we witness an active debate on whether legal mechanisms should be established to mediate the use of new technologies. The authors believe that digitalization of social relations has a global character, changes the foundations of the society and requires the development of adequate legislation based on the in-depth study of the processes. It is proved that, first, it is necessary to develop a scientific concept of the mechanism of legal regulation of relations using the technology of distributed registers (the TDR) in economic activity, in the spheres of public administration and implementation of public functions. The article, based on the problems of law enforcement practice, formulates the main characteristics of the study that could, in the authors’ opinion, give a really necessary legal solution to the state and society. Such research will allow us to formulate scientifically grounded proposals concerning legislative regulation of public relations with the use of the TDR that will include the development of legal frameworks of objects of relations arising as the result of the use of the TDR and being of economic value (digital assets, in particular tokens, cryptocurrencies, digital rights); in determining the legal status of entities using the TDR; in the formation of a system of indicators for assessing the use of the TDR in various spheres of public relations; in giving legal qualification of transactions in distributed registers and the legal consequences of their commission; in the creation of an integral legal mechanism for protection of participants in legal relations using the technologies of the distributed register. The main result of the study under consideration will be the developed scientific concept of the mechanism of the legal regulation of relations with the use of the TDR in economy, in the spheres of public administration and the implementation of public functions. Otherwise, this area will suffer from incomplete legislative regulation with the need for constant «patching of holes» associated with the hasty and ill-considered law.

Purpose. This research is aimed at identifying the reasons for the social and legal conditionality of establishing criminal bans committed using electronic technologies in Russia and China. Based on this, it is reasonable to study the socio-legal conditionality of establishing criminal liability in the field of electronic technologies, since in the absence of a system of knowledge about public relations protected by criminal law, as well as the environment in which the relevant normative decision was made, it is impossible to fully analyze its content and potential effectiveness. Methodology: general scientific and private scientific methods of cognition: analysis, synthesis, formal logical, formal legal, comparative legal. Conclusions. The need for criminal law protection of the sphere of high-tech circulation from criminal attacks is due to its influence on the existing structure of public relations and the emergence of new threats to the state, public and personal security of citizens. The public danger of crimes committed with the use of electronic technologies has qualitative differences from the negative impact on public relations arising from the use of historically established methods of illegal behavior. Crimes committed with the use of electronic technologies have received a criminal-legal characterization in the legislation of Russia and China insofar as there are new threats to public relations arising from the circulation of computer information and its use for commercial and non-commercial purposes. Scientific and practical significance. The significance of the research is that for the first time a comparative legal analysis of the criminal legislation of the Russian Federation and the People’s Republic of China is conducted in terms of establishing responsibility for crimes committed using electronic technologies. The practical significance of the research lies in the legislative activity of the two countries, by improving the processes of unification and differentiation of criminal law prohibitions related to the use of electronic technologies.

Much of the discussion of the impact of electronic technologies on museums suggests that electronic technologies have been important in displacing the traditional metaphor of museums as mausoleums. This paper supports the move away from this metaphor, but suggests that this is not a recent phenomenon or entirely attributable to the impact of electronic technologies. The rhetorics currently associated with electronic technologies in museums can be better understood as part of a longer history of the relation between museums and the media. This is a history which points to the role of the media in producing a public sphere in which more democratic social relations are possible.

Purpose of the article is to turn to the analysis of event practices as an effective tool of public relations for the conceptual understanding of its value potential, which is expressed in communication, contacts, in the harmony of man with the world around him. Methodology is based on the application of general scientific and special methods of cognition, including methods of generalization, synthesis, and analytics, which allow studying event practices as an effective means of social communication. Scientific novelty. Currently, there is a lack of scientific analysis of the key role of domestic event practices in the general system of public relations. The scientific novelty of the work lies in the theoretical generalization of the problem and the definition of categorical statements related to the research topic. Conclusions. As a result of the research, the need to form a new Ukrainian culture of self-realization of individuals, which is due to fundamentally new modifications of socio-cultural institutions, among which the latest event practices used in modern public relations. The impact of PR-methods can be both negative and positive. The nature and functional purpose of these methods depends in general on those who manage and own the technology and their practical implementation. As a result, the role of some PR - technologies in society, to a greater extent, is defined by us as the manipulation of the consciousness of citizens, the role of others - as enlightenment. Due to significant civilizational, technical and technological progress, including the development of the media, the transformation of event technologies in the world and Ukraine has accelerated. Event practices shape public opinion in various cultural spheres and promote positive changes in the mass consciousness. The transition of an essential component of the structure of event practices into a virtualized space will be the essence of the culture of the future. With the development of visual technology, events have acquired new functions - they have become an instrument of political and ideological struggle, a weapon of rebellion, a form of shock, which is an effective tool of modern public relations. This trend, accordingly, increases the role of event practices in the cultural process and in general in public life, stimulates the interest of scientists in their further research.

The relevance of the study of the concept of a digital controller is predetermined by an active introduction of digital technologies into the control and supervisory activities of authorized bodies, which is expressed in the development of new technologies, the use of automated systems, artificial intelligence and other achievements. The use of digital technologies of various levels of complexity (gradually being introduced, breakthrough technologies and technologies of the near future) to increase the efficiency of the activities of control and supervisory authorities forms a new type of public financial control — digital public financial control that has a number of features, and, accordingly, is carried out by a specific entity. The entity exercising digital public financial control has new characteristics. The term a “digital controller” is new, there is no legal definition of it in the current legislation of the Russian Federation. Plans for the introduction of new digital technologies, especially artificial intelligence and robots, lead to discussions about their role in the legal relations that develop with their participation, that is, they lead to the development and analysis of the problem of attributing them either to objects or subjects. Thus, it seems appropriate to study the concept of “digital controller”, as well as its place in control and supervisory legal relations. At the present stage of development, we can confidently talk about the possibility of considering a digital controller in three aspects: as a control and supervisory authority, which is the subject of digital public financial control; employees of control and supervisory authorities working directly with digital systems; electronic persons, that is, artificial intelligence and robots as independent subjects.

The article is a summary of three quantitative research projects carried out in the years 2017–2018 taking into account a set of analogous questions. Their collective aggregation allows the attempt to present the profile of a Polish PR specialist with the indication of the main activities undertaken while performing daily professional duties. The research has shown that media relations and e-PR play a key role in everyday professional work. Nevertheless, a PR specialist in Poland has to deal with many task areas, which are often related to the dynamic development of new technologies, such as relations with influencers. In the analyses, the key diagnostic element was the measurement of professional experience and information regarding employment aspects. Respondents constituted both specialists working in PR agencies as well as in other domestic companies and institutions. The article contains a list of activities presented in statistical terms that are related to work in the PR industry.

Under the conditions of the fourth industrial revolution the objectively developing processes in the economy should receive adequate legal support, not only taking into account the potential positive results, but also able to identify and neutralize the possible negative impact and consequences of accelerated transformation. This circumstance has given rise to the integrated relationship of the project with one of the fundamental areas of modern jurisprudence – the study of the economy digital algorithmization as the main part of the architecture of the fourth industrial revolution, combined with the identification of patterns, trends and prospects of the information society development from the perspectives of different branches of law providing effective functioning of the statutory concepts, security and methods of protection of participants in new social relations. The characteristic features inherent in all technologies of industry 4.0, without exception, determine their complex impact on modern social development, which, of course, should be accompanied by the formation of new social institutions and regulatory mechanisms that ensure them. In the dynamics of public relations development in industry 4.0, the emergence of various failures of different nature and character is inevitable, which, in turn, can adversely affect the rights and obligations of entities whose economic activities are directly related to the technologies of industry 4.0. In this regard, the next issue of the journal “Legal Concept = Legal paradigm” is aimed at solving the problem of improving the foundations of legal regulation of economic entities’ activity in the period of neo-industrialization. The emergence of new social relations, which by their nature inevitably give rise to conflicts, also needs fundamentally new approaches to their settlement, in particular, through the creation of ways to protect the rights of subjects based on the technologies of industry 4.0. At the same time, in order to prevent possible conflicts and violations of the rights of economic entities, it is necessary to create the appropriate preventive legal mechanisms. This project aims to eliminate the existing loopholes, both in the legal regulation and in the theoretical and legal understanding of the transformation processes of public relations in the conditions of the technological revolution and industry 4.0. The problem to be solved by the project is of complex cross-sectoral nature within the legal sciences, which has led to the determination and identification of potential risks for economic entities involved in the implementation and use of industry 4.0 technologies from the perspective of different branches of law. A comprehensive cross-sectoral approach has allowed to analyze the legal development specifics in the conditions of industry 4.0 and to identify positive and negative factors of the fourth industrial revolution, affecting the modernization of preventive mechanisms and legal remedies of economic entities in the new economic conditions, to identify legal ways and means of this modernization and formulate specific proposals to improve the current legislation.

We present an analysis regarding Information and communication technologies (TIC) and their relation with indicators of academic results in bachelor’s degree programs offered in state public universities in Mexico. This work is non experimental, cross-sectional, and correlational. The goal is to determine significant relations between variables: educational programs that incorporate telematics in their programs and courses of study, qualifications, withholding rates, completion rates, professional integration, along with graduates and employers satisfaction. The data is formed by 58 universities that presented their Program of Quality Strengthening in Education Institutions (PROFOCIE) projects before Ministry of Public Education (SEP) in 2015; and were processed in the statistic package SPSS, obtaining correlation coefficients. These results showed significant relation to withholding rates and student and graduates satisfaction, even though a significant relation wasn’t found in degree indicators, completion rates, and professional integration.

The paper examines the influence of digitalization on the method of financial law. The recent widespread introduction of new digital technologies leads to a change in the internal essence of the processes of influencing public relations, to the expansion and transformation of ways of influencing the behavior of participants of such relationships. By supplementing traditional ways of legal regulation by technical means of ensuring their implementation, the State increases the effectiveness of the mechanism of legal regulation. Digital technologies provide law with the possibility of regulating public relations in fundamentally new ways, expanding the variability of the tools of the method of financial law. This also causes increased discretion (dispositivity) in the process of regulating financial relations. Digital technologies also contribute to the regulation of cross-border relations, in particular information exchange between different jurisdictions. The author believes that the trends discussed in the paper will only increase, leading to a change in the content of the method of financial law.

These special educational and cognitive events are considered as elements of internal and external communications of universities, developing the professional competences of participants and demonstrating the possibilities of using the concept of peer learning and edutainment technologies for practical emotional-motivated learning of students of media specialties. The authors describe the methodology of event preparation in relation to educational standards, linking the organizational stages with the formation of specific student competencies. The authors conclude not only about the effectiveness of such forms of educational communication, but also about the prospects of their use in the conditions of online education. Representation model of special events is universal and can be used not only in universities with such directions like journalism, television, advertising and public relations.

The relevance of the article due to the need for the legal regulation of relations regarding the use of cloud computing that have already involved in the most important areas of public life. Currently (along with the undeniable benefits), there are many problems caused by the use of cloud technologies. The current legislation needs to be modified to create a regulatory platform, remedies, and factors to prevent or prevent illegal activity. The authors of this article have used various methods of scientific research, namely the analysis, synthesis, analogy, deduction, induction, formal-legal, comparative-legal, interpretation of law, etc. The study shows that there is currently no legal regulation in Ukraine on the use of cloud technology. Today, it is possible to distinguish several ways of legal regulation of relations on the use of cloud technologies: 1) legal regulation of these relations can be done using already existing regulatory acts; 2) amend the existing legal framework (adaptation of stable legal norms to the new information reality); 3) to create new legal acts on the regulation of exclusive relations related to the use of cloud technologies, taking into account their specifics.

The paper criticizes the relatively recent view that traditional legal norms cannot be applied to public relations regulation in cyberspace. Researchers are debating whether it is permissible to regulate relationships arising from the use of computer technologies, such as cryptocurrency turnover and other relationships on the blockchain platform, by means of law. Opponents of legal regulation of cryptocurrency turnover refer to the impossibility of regulating computer technology by legal means. It is known that the lack of legal regulation of public relations is no less harmful than their overregulation. The author analyzes classical, "modernist", and eclectic approaches to the legal regulation of public relations in cyberspace. According to the author, public relations in the web space, including those that arise on the blockchain platform, can be regulated not only by national laws, but also by two special new sources of law — computer code (lex informatica) and special customs of cyberspace (lex electronica). Regulation by codes and special customs, which are concentrated on the Internet, gradually form a supranational law of cyberspace. Since the law, algorithmic code, and special customs of cyberspace are different sources of law, the point of view of those researchers who write about the decline of legal regulation and its replacement by code regulation is unfounded. It is premature to conclude that the law is dying out in the transition of contractual relations to cyberspace. Lawrence Lessig’s expression "Code is law" is correct in the sense that code is only one possible source of law.

Recent years have witnessed the effectiveness of political public relations in influencing public opinion and election results. The unpredictable support of Donald Trump in the US presidential election, the unexpected vote for Brexit in the UK and the victory of former comedian Volodymyr Zelensky in the Ukrainian presidential election might serve as the examples. The public relations research shows the uncertainty about the impact of social media and other online communication platforms on building strong connections between political subjects and society. The aim of this study is to reveal and evaluate the nature, methods and impact of the mechanism of political relations with the public to the society in general, and in social networks in particular.Statistical research and open source analysis were used as the main methods of this study. As an example of the above-mentioned political communications, we cite the election campaign of the current president of Ukraine, Volodymyr Zelensky, namely its Facebook component.The novelty of this study is the statistical analysis of political technologies and assessment of their impact on society, on sustainable relations between society and politicians, and their impact on the formation of sustainable ideas.Modern methods of political influence were found to be undergoing some difficult changes. More and more social media occupies a significant part of political communication and forms ideas that are later perceived and relayed by the society.This paper identifies the main mechanisms and technologies that modern politicians use to achieve their political goals. A method of using a banner on Facebook to form a political agenda, mood and ideas was described. The influence of the used technologies, the reasons and consequences of use of these technologies in the environment of social networks were estimated.The Facebook page of V. Zelensky was analyzed. The use of political ideas in the 2019 election campaign and the formation of public relations were assessed. Indicators of the growing popularity of political ideas and key technologies used to achieve this goal were identified. The degree of assimilation of the image of V. Zelensky as a president in society was revealed. Also, the growing trend of Ukrainian society's involvement in the political life of the state during the elections was characterized.
