The ability of the mobile phone to reach and connect people like no technology before it, coupled with its productive potential to benefit private industry, governments, and the poor, makes it an extremely powerful tool for economic development – a tool that is worth investing in. Since their introduction, cell phones have demonstrated the ability to yield for the public good through improved information exchange and access to health care and financial services. In order to realize this potential, the private and public sectors must cooperate to improve regulations to encourage healthy competition and new capital investment while facilitating education in cell phone use.

New information and communication technologies have excited considerable popular and expert attention over the last decades of the twentieth century. Predictions about their social effects range along a continuum from visions of heaven; where people slip the surly bonds of time and space, to glimpses of hell; where such slippage enables new manifestations of dominance and control. Along the continuum there is a basic determinist premise evident, that the technologies have developed in a marginal sphere, and will now bring a new way of life, or at least provide materials for a new way of life, whether this be for good or evil. The notion of cyberspace as a new communicative domain has in particular engaged this kind of attention. This thesis is concerned with the ways in which the rhetoric of cyberspace sheds light on deeper social preoccupations and relations. It is an attempt to move beyond discussion of particular technologies and their possible effects to examine the ways in which habitual social intercourse is reconstructed in and around cyberspace. As a feminist scholar of communication I am particularly interested in the ways in which existing gender relations are maintained in discursive constructions of women in cyberspace, and the ways in which feminist theorists may respond to the new domain. Because I seek to elude simple determinism, I have sought to contextualise the space by some focus on the known social needs, purposes and practices to which the development of cyberspace technologies has been central. Although I acknowledge the power of discourse to maintain extant social relations, I seek to elude discursive determinism by some focus on the ways in which women have creatively appropriated new technologies; on the disjunctions of discourse and practice.

Étant à la fois acteur de l’enseignement supérieur malgache et chercheur en SIC, nous nous sommes penchée sur le phénomène de faible utilisation des TIC chez les enseignants malgaches, en adoptant trois positionnements successifs.Nous avons débuté la recherche par l’interrogation : « Qu’est- ce qui ne va pas ? ». Elle comporte un postulat important : celui de l’existence d’un problème à résoudre dans le cadre de l’usage des TIC par les enseignants. Elle est également posée par un individu « acteur » de la situation, animé par une forte volonté de changement et non uniquement par un scientifique chercheur, dans une tentative de compréhension d’un phénomène. Au cours de l’étude, nous reformulons notre interrogation en : « comment ça fonctionne ? » puisque nous avons mis à jour le « mécanisme » qui sous-tend la construction des pratiques des technologies (logiques de valorisation et d’opportunisme) au travers de situations de mise en place et d’exploitation de dispositif dans le cadre universitaire. Nous avons adopté notre positionnement de chercheur.Au terme de la recherche, nous répondons à la question « comment composer avec ce fonctionnement ? ». Nous nous adressons à des acteurs du terrain (porteurs de projet et responsables) dans une optique d’accompagnement et de conseil. Nous endossons ici, la casquette d’intervenant. Après une revue du contexte de l’enseignement malgache et des recherches concernant le domaine des TIC en Sociologie et en Sciences de l’Education, nous avons tenté de proposer un modèle de compréhension supplémentaire de l’usage des TIC à travers l’application de l’analyse systémique qualitative des relations et la notion de « logique de jeu ». Nous avons ensuite déconstruit cette réflexion pour proposer des pistes d’actions pour mener les projets technologiques à l’université malgache
As an actor of malagasy higher education and researcher in Information and Communication Sciences, we analyzed the phenomenon of low usage of ICT among Malagasy teachers, by adopting three successive positionings. We started the research by asking ourselves : « what is wrong ?». This question includes an important postulate: the existence of a problem regarding the use of TIC by the teachers. It is also raised by an individual "actor" of a situation, with a strong will of change and not only by a scientist researcher, in an attempt to understanding a phenomenon. During the study, we reformulate our questioning : «How does it work? » since we have put in day the "mechanism" underlying the construction of practices of technologies (logic of promotion and opportunism) through situations of use of devices within the university. We adopted our positioning of researcher. At the end of research, we answer to the question « How to compose with this functioning? ». This part of the study is addressed to promoters and managers in a perspective of accompaniment and advising. We become an acting researcher . After a review of the context of malagasy education and researches concerning the domain of ICT in Sociology and in Education Sciences, we have attempted to offer an additional model of understanding for the usage of ICT through the application of the qualitative systemic analysis of relations and notion of « logic of the system». We have then proposed global actions for managing technological project among malagasy university

Dans un environnement turbulent et en perpétuelle évolution, le Client est devenu un l'atout majeur des entreprises. Aujourd'hui, pour s'imposer sur le marché, elles doivent offrir à leurs clients davantage de valeur que leurs concurrents. En parallèle, les clients sont devenus plus exigeants et volatiles. Ils semblent également vouloir jouer un rôle plus important dans la conception des offres qu'ils veulent se voir proposer. Ces deux points constituent la base de notre recherche. Nous avons cherché à répondre à la question suivante : " Comment une entreprise peut-elle intégrer le client dans son processus de conception d'offres nouvelles pour assurer une meilleure acceptabilité du nouveau produit par le marché ? ". L'intégration du client dans le processus de conception d'offres constitue l'objet de notre étude. Nous avons ainsi construit des grilles d'analyses des pratiques d'implication du client qu'une entreprise peut mettre en œuvre pour impliquer ses clients dans le processus de conception d'offres. Nous avons alors utilisé ces grilles pour étudier l'impact de l'implication du client sur l'acceptabilité par le marché du nouveau produit. Pour ce faire, nous avons fait l'hypothèse que les pratiques d'implication du client dépendent de deux dimensions : les différents degrés d'implication du client et les différents objectifs mêmes recherchés par son implication. Nous avons également fait l'hypothèse que l'impact des pratiques d'implication du client sur l'acceptabilité dépend des entreprises. Ces hypothèses ont été testées à partir de données collectées par questionnaire auprès de 47 entreprises établies en France. Ces données ont été traitées statistiquement par des analyses factorielles en correspondances multiples (AFCM) et des tris croisés. Les entreprises appartiennent à quatre secteurs d'activité différents et sont de toutes les tailles, de la TPE à la multinationale. Les résultats ont montré que les pratiques d'intégration du client supposant la plus forte implication effective du client sont celles permettant la meilleure acceptabilité du nouveau produit par le marché. Cette étude apporte de nombreux apports théoriques et pratiques. Elle est l'une des premières à s'appuyer sur des grilles d'analyses de pratiques pour étudier comment les pratiques mises en œuvre par les entreprises peuvent conditionner l'acceptabilité de l'offre par le marché. Elle apporte également aux praticiens un nouvel éclairage sur l'opportunité d'intégrer les clients pour améliorer les chances de succès d'un projet d'innovation
In a turbulent and constantly changing environment, the customer has become the company's most important asset. Today, to outperform the market, a company must offer its customers better value than its rivals. Furthermore, customers have become less easy to satisfy and more unpredictable. They also seem to play a more active role in the product design process. These two points constitute the basis of our research work. We propose to answer the following question : "What can a firm do to integrate the customer in the product design process (NPD) in order to ensure a better acceptability by the market ?". The integration of customers in the NPD process constitutes the subject of our study. For this purpose, we carried out guidelines of customers implication practices that a firm can engage to integrate its customers in the product design process. We used this guidelines to investigate the impact of customers implication on the product acceptability by the market. We hypothesized that customers implication practices may be dependent on two dimensions : the different customers implication degrees and the different objectives followed to integrate them. Besides, we hypothesized that customers implication practices' effect on the product acceptability may depend on firms. Our substantive hypotheses were tested with data from a national survey of 47 companies, using statistical analysis by categorizing, MCA (Multiple Correspondence Analysis), and cross-classifying. These companies operate in 4 different technology fields, and are of various sizes ranging from SMEs to major groups. The results indicated that customers implication practices which suppose the most effective customer implication, are those allowing a better product acceptability by the market, as expected. This study offers important theoretical and managerial implications. It is one of the first to rely on customers implication guidelines as a basis for examining how customers integration practices engaged during the NPD process can moderate the product acceptability on qualitative outcomes. We provide new insights for managers to consider when and how integrating customers to improve the chances of an innovation project reaching a successful outcome

L’introduction des NTIC (Nouvelles Technologies de l’Information et de la Communication) et en particulier d’Internet, représente un des éléments importants de la modernisation des services publics français. Les NTIC constituent notamment un nouveau moyen de communication entre l’administration et les usagers. Ce nouveau type de relation administrative résulte de la définition d’une offre de service mais également des formes de l’appropriation des nouveaux outils proposés aux usagers. A partir d’un état des lieux sur la notion, chargée de valeurs et de significations, de service public « à la française », ainsi qu’un bilan des approches microsociologiques récentes sur les formes traditionnelles de la relation administrative, l’objectif est de proposer une approche socio-politique des usages de l’administration électronique. L’exemple d’un site Internet administratif permet de présenter la constitution de l’offre, la réalité des usages et leurs répercussions sur le service public et la relation administrative. Ce travail s’appuie sur une enquête de terrain réalisée à la Caisse d’Allocations Familiales de Paris, portant sur les usages du site www. Caf. Fr.

L’innovation du 21ème siècle n’a plus comme simple objectif la survie des entreprises sur le marché et la relance de la croissance des pays. Désormais, elle doit, en plus, préserver l’environnement pour assurer le développement des générations actuelles et futures. Cette nouvelle tâche la place au centre des recherches d’innombrables travaux mobilisant les champs de l’économie de l’innovation et de l’économie environnementale. L’ambition de cette thèse est, dans un premier temps, d’examiner comment ‐à un niveau micro‐économique‐, l’émergence et la diffusion des innovations environnementales sont impactées par les relations stratégiques inter‐firmes au sein des chaînes de valeur. Pour ce faire le premier chapitre montre qu’un monopole est prêt à maintenir sur un marché un produit de moins bonne qualité pour augmenter son pouvoir de négociation face à un fournisseur offrant une innovation drastique –un produit de meilleur qualité sans coûts additionnels‐. Le second chapitre explique comment les pouvoirs de négociation entre les firmes verticalement liées peuvent influencer le choix de l’adoption de la technologie environnementale engendrant un niveau de dépollution ou de bien‐être sous‐optimal. Pour faire face à une telle situation, le régulateur doit adapter sa politique de régulation –une taxe en l’occurrence‐ pour modifier le choix de la firme polluante. Or son intervention peut se révéler insuffisante sous certaines conditions. Dans un deuxième temps, le troisième chapitre cette thèse identifie, théoriquement et empiriquement les déterminants macro‐économiques des innovations environnementales afin d’aider le régulateur à mieux cibler ses interventions
The innovation of the 21st century has no longer as a mere objective the survival of companies in the market and the stimulation of the growth at the country level. From now on, there is an urgent need to preserve the environment to ensure the development of present and future generations. Therefore, several empirical studies and theoretical accounts place the matter at the heart of innovation and economics fields of research. The first objective of this dissertation is to examine how ‐at a microeconomic level‐ the emergence and diffusion of environmental innovations is impacted by strategic inter‐firm relationships within supply‐chains. In order to achieve this goal, the first chapter shows that a monopoly maintains on the market a low‐quality product in the sole intention to increase his bargaining power against a supplier offering a drastic innovation ‐a costless high‐quality product‐. The second chapter explains how bargaining powers between vertically related firms can influence the adoption choice of environmental technology leading to a sub‐optimal level of depollution or welfare. To deal with this situation, the regulator must adapt its regulatory policy ‐a tax in this case‐ to modify the choice of the polluting firm. However, its intervention may prove insufficient under certain conditions. The second objective of the dissertation is developed in the third chapter which identifies theoretically and empirically the macroeconomic determinants of environmental innovations in order to help the regulator to better target its interventions

The study seeks to investigate the perceived lack of coordination, integration, and coherence among units of government as related to eGovernment. The nature of the study is qualitative with a focus on the use of eGovernment in the public sector and whether it can facilitate intergovernmental forums business processes in an effective and efficient manner. The scope of the study is confined to the intergovernmental fiscal system but focused on eGovernment, intergovernmental relations, and cooperative governance. The primary objective of the study is to explore the use of eGovernment whether it can facilitate, coordinate, and integrate intergovernmental relations. Some studies portray that there are challenges in the coordination of intergovernmental forums which have resulted into a disintegration of services. The study further investigates options that could mitigate these challenges through acknowledging the effective application of ICTs (eGovernment) in government services. The study has found that South Africa has a functioning system of intergovernmental which are not effectively coordinated in terms of engaging each other in matters of mutual interest. On the other hand, eGovernment promised to bring about cohesion and transparency when they are effectively employed. The study revealed that the application of eGovernment in the intergovernmental forums has the capability to improve their operations, respond to its ineffective coordination and improve delivery of services. In a nutshell, the study has found that there is a need for a radical planning outlook that recognises proper utilization of eGovernment in the intergovernmental forums to promote cooperative governance.

Le service public a éprouvé une ouverture massive de données publiques dite "Open Data". Ce phénomène s'est développé avec l'émergence des nouvelles technologies d’information dans les administrations publiques, devenant un facteur important dans le renouveau et la modernisation du service public. Cette nouvelle tendance que le monde explore depuis quelques années, vise à partager et à réutiliser les données publiques détenues par le service public. L’objectif de l’Open Data étant la transparence démocratique en réponse à l’exigence de rendre des comptes aux citoyens, pour lutter contre la corruption et promouvoir un gouvernement ouvert en faveur de la participation citoyenne. À cet égard, le concept Open Data mène à nous interroger sur l'importance de l'ouverture des données du service public, sur le degré de l'obligation de s'adapter à cette ouverture, sur les conséquences de l'intrusion d’Open Data dans la sphère du service public et sur les limites imposées à l'Open Data. Pour répondre à ces interrogations, on s’intéressera à l’apparition et au développement de l’Open Data dans le service public, tout en illustrant son impact sur l'évolution de la démocratie et son rôle éminent dans la création de nouveaux services publics, avec notamment le cas du service public de la donnée en France. Ainsi, le meilleur angle pour étudier l'ouverture des données publiques dans le service public sera le droit public comparé, cela nous permettra d'analyser la pratique d'Open Data dans les pays pionniers dans ce domaine et les pays du Maghreb qui intègrent, depuis peu, cette nouvelle méthode de travail. Cette étude a pour but aussi de démontrer ce que l'Open Data peu apporter concrètement à l'administration et au citoyen
The public service has experienced a massive opening of public data known as "Open Data". This phenomenon has developed with the emergence of new information technologies in public administrations, becoming then an important factor in the renewal and modernization of the public service. This new trend that the world has been exploring for a few years aims to share and reuse the public data held by the public service, while keeping as objective the democratic transparency in response to the requirement to be accountable to citizens to fight against corruption and promote Open Government in favor of citizen involvement.In this respect, the Open Data concept leads us to question ourselves about the importance of opening up data in the public service, about the degree of obligation to adapt to this opening, also about the consequences of the Open Data’s intrusion into the sphere of the public service and the limits that Open Data may encounter.To answer these questions, we will focus on the emergence and development of Open Data in the public service, with a depiction of its impact on democracy evolution and its eminent role in the creation of new public services, such as the case of data public service in France. Thus, the best angle to study the opening of public data in the public service is the comparative public law, this allows us to analyze the practice of Open Data in the pioneer countries in this field and the Maghreb countries who recently integrated this new way of work. This study also aims to prove what are the benefits of Open Data for the administration and the citizen

La nouvelle société du 21ème siècle, nous fait entrer de plein fouet dans ce qu’on appelle la société de l’information et de la communication, société construite avec de nouveaux outils de communication qui favorisent l’échange à travers internet et qui devient de plus en plus dure à analyser surtout lorsque tout usager, expert, scientifique ou riverain peut se les approprier pour défendre ses propres intérêts. Sauf que le recours des citoyens aux réseaux sociaux bouleverse la relation de pouvoir, change radicalement les circuits de décisions habituels et induit de nouvelles formes de controverses. Ce travail doctoral propose d’étudier ce bouleversement de pratique en analysant les discours médiatiques et numériques lors de problèmes publics environnementaux. Pour ce faire, l’état de l’art présente une analyse sur les changements de pratique communicationnelle à l’ère du web interactif complétée par une analyse lexicométrique de 4 études de cas. La comparaison de ces derniers, nous a permis de comprendre la raison de la naissance de ces controverses environnementales : constitution d’une arène d’expression citoyenne dominante dans le débat, une propagande dominante dans les journaux, une prise de conscience mondiale et des campagnes de communication pas très éthiques
The 21st century gave birth to the information society, which is built on new communication tools that promote online exchanges that are mainly based on the Internet. These exchanges have become increasingly hard to analyse since many users including scientists, experts and laymen could appropriate any claim to defend their interests. Social network users disrupt the decision making process, leading to new forms of controversy. The following paper aims to study disruptive environmental practices and issues by analysing different media discourses. The objective of this research is to focus on public issues, by highlighting changes in communication practices in the digital era by analysing four case studies. Cette thèse s’intéresse à l’émergence des théorisations accompagnant le développement du monde de la communication en entreprise et dans les organisations. Communication est entendu ici comme un domaine professionnel de métiers et d’activités économiques, avec parfois un mode d’organisation de services en entreprise, parfois un secteur économique d’agences. En faisant ce travail de retour « généalogique », cette thèse s’intéresse dès lors aussi aux formations et aux recherches, progressivement installées dans un contexte universitaire : l’émergence de la « communication organisationnelle. Cette analyse généalogique est ici menée de manière comparative dans deux pays-nations : le Brésil et la France. Revenir sur ces moments où se développent les Relations Publiques, le Journalisme d’Entreprise, la Communication d’Entreprise, la ou les « Communication (s) Organisationnelle(s), amène à s’intéresser aux Etats-Unis, lieu d’émergence de pratiques et d’organisations professionnelles ainsi que de théorisations qui ont fait date, ont été exportées, ont fait modèle.Il s’agit aussi de décrire l’émergence et le développement de la « communication organisationnelle » au Brésil (souvent dans le cadre de la « communication sociale » et de l’étude des Relations Publiques, avec l’apparition de l’appellation « communication organisationnelle » en 1985) et en France (un peu plus de vingt ans après la création en 1975 d’une nouvelle discipline « Sciences de l’information et de la communication »). L’analyse de l’institutionnalisation d’un champ académique de recherches montre, c’est un élément essentiel, que les cadres nationaux des disciplines universitaires conduisent à des théorisations différentes. Les traditions théoriques, non seulement divergent en termes d’appui sur des interdisciplinarités différentes mais aussi en termes de construction de rapports sociaux entre les universitaires eux-mêmes et les mondes qu’ils observent, auxquels souvent ils contribuent. Certains, par la formation à la recherche et la consultance sont plus proches des approches a mélioratives souvent qualifiées de « fonctionnalistes », d’autres sont dans une distance critique et doivent trouver les modes d’accès et de suivi des évolutions tant des organisations que de leurs communications. This thesis focuses on the emergence of theories accompanying the development of the communication world in companies and organizations. Communication is here understood as a professional field of trades and economic activities, sometimes with a mode of service organization in business and sometimes an economic sector of agencies. By doing this "genealogical" feedback work, this thesis has also looked into training and research in an academic context: i.e. the emergence of "organizational communication". Genealogical analysis has been done comparing two countries: Brazil and France. Studying periods when Public Relations, Corporate Journalism, Corporate Communication, or "Organizational Communication (s)" were created has led us to look at the place where practices, professional organizations as well as theorizing have emerged, have been exported, have modeled, i.e. the United States.This thesis also describes the emergence and development of "organizational communication" in Brazil (often in the context of "social communication" and the study of public relations -the designation "organizational communication" appeared in 1985) and in France (more than twenty years after the creation of the research field "Information and Communication Sciences" in 1975). Analyzing the institutionalization of an academic field of research shows that university leaders have brought about different theorizations –and it is essential. Theoretical traditions not only diverge in support of interdisciplinary nature, but also in terms of building social relations among the academics, the worlds they observe and to which they often contribute. Some of them, through research and consultancy, are often closer to the "functionalist" approach than to advocacy; others maintain a critical distance and need to find ways to access and monitor changes in both organizations and their communication. The Brazilian "Integrated Communication” approach", still academically defended in the USA and France both by agencies and professionals, has enabled us to show, in the last chapter, how the differentiated effects of institutionalization for "organizational communication" in both countries has led to two divergent stakes and theorizations supported by classic researchers
Esta tese enfoca o surgimento das teorias que acompanham o desenvolvimento do mundo da comunicação nas empresas e dentro das organizações. A comunicação é compreendida aqui como um campo profissional de negócios e de atividades econômicas, às vezes como um modo de organização de serviços de empresas, às vezes como um setor econômico de agências. Ao fazer este trabalho de retorno “genealógico”, esta tese também se preocupa desde já com as formações e as pesquisas, instaladas progressivamente dentro do contexto acadêmico : o surgimento da “comunicação organizacional”. Esta análise genealógica é realizada aqui de forma comparativa em dois países-nação: Brasil e França. Voltar a momentos onde se desenvolvem as Relações Públicas, ao Jornalismo Corporativo, Comunicação de Empresa, ou a (s) “Comunicação (ões) Organizacional (is)” desenvolvem, leva a se interessar aos Estados Unidos, local de emergência das práticas e das organizações profissionais, bem como da teorização que foram feitas, foram exportadas e servem como modelo. Se trate também de descrever o surgimento e o desenvolvimento da "comunicação organizacional" no Brasil (muitas vezes no contexto da "comunicação social" e do estudo das relações públicas, com o surgimento da denominação da "comunicação organizacional"em 1985) e na França (um pouco mais tarde vinte anos após a criação em 1975 de uma nova disciplina "Ciências da Informação e da Comunicação "). A análise da institucionalização de um campo acadêmico de pesquisa mostra ser um elemento essencial, que os quadros nacionais das disciplinas universitárias conduzem a diferentes teorizações. As tradições teóricas não são apenas divergentes em termos de apoio a interdisciplinaridades diferente, mas também em termos de construção de relações sociais entre os próprios acadêmicos e os mundos que os observam, ao qual contribuem frequentemente. Alguns, através da formação à pesquisa e a consultoria estão mais perto de abordagens melhorativas freqüentemente denominadas “funcionalistas”, outras se colocam em uma distância crítica e devem encontrar formas de acessos para seguir as evoluções tanto nas organizações quanto de suas comunicações. La comunicación se entiende aquí como un campo profesional de oficios y actividades económicas, a veces con un modo de organización de servicios en empresas, a veces un sector económico de agencias. Al hacer este trabajo de retorno "genealógico", esta tesis también está interesada en la formación y la investigación, instalada gradualmente en un contexto académico universitario: el surgimiento de la "comunicación organizacional". Este análisis genealógico se realiza aquí de manera comparativa en dos estados-nación: Brasil y Francia. Retornar a estos momentos en que se desarrollan las Relaciones Públicas, el Periodismo Corporativo, la Comunicación Empresarial la o las "Comunicación (es) Organizacional (es)", lleva a interesarse a los Estados Unidos, lugar de emergencias prácticas y de organizaciones profesionales así como de las teorizaciones que se han hecho, se han exportado, han sido modelo. Mobile technologies are the latest technologies in the realm of communication media. They have the potential to flatten the world by making it a place where gender, age, class, race and nationality can no longer hold us back from being heard and being informed. We have learned that these technologies can help to liberate and empower us, and they can lead to a collective cognition as much as they can distract us from what we need to know about the world we live in. In Greece thousands of years ago, a selected number of Greeks had a public space called the Agora to discuss the issues that concerned the public, meaning each and every citizen. They were the first to be able to create the space and place were the word “democracy” could be brought into language; the very word that was used to start a new war in the era of a communication revolution in the 2003 invasion of Iraq. There are still issues that concern the public today such as wars, global warming, homelessness or human rights which are all matters of our collective cognition. However, today in an age of information revolution the public life of people and their collective cognition is being exercised mostly in the virtual spaces of the Internet. Simultaneously, some physical spaces are being abandoned by people. This thesis investigates the possibility of having physical public spaces that are enriched with communication media and not weakened by it. If architects rethink their designs based on a new understanding of the networked society it might be possible to turn this “networked individualism” into a networked collectivism. However, most designed public spaces fail to offer new possibilities that can transform space for the new generation of users. Here, the aim is to understand a new generation of users. Who have they become as a result of new communication media? And how can architects design in a way that responds to this new subject in architecture?

In this study of intercultural communication, I investigate the multi-faceted meaning of the expression " cultural fit " in the sense that it is used by recruiters when shortlisting Indian information technologists to fill skills shortages for the Y2K project in Australia. The data is in the form of ten videotaped interviews in Bangalore and the recruiter commentary on those tapes in Melbourne. A crucial decision to be made by recruiters in any shortlisting process is " How will the candidate fit into the workplace?" This question becomes more problematical when applied to overseas-trained professionals. I take a critical approach, drawing principally on the research traditions of linguistics where studies of intercultural communication and workplace interaction intersect, employing chiefly the tools of Critical Discourse Analysis and Interactional Sociolinguistics and the more abstract notions of Bourdieu. A bridge between these different discourse approaches is provided by Sarangi & Roberts < 1999 < who show the connection between the larger institutional order and interactional routines, through an elaboration of frontstage talk and backstage talk following Goffman < 1959 < . An analysis of the interviews < frontstage talk < reveals "cultural fit" to involve a knowledge of institutional talk, in particular, directness. The recruiter commentary < backstage talk < draws attention to issues of intelligibility, body language, technical expertise and workplace values. the study shows that Indian Information Technologists have "partial fit" in that they possess technical fit but do not demonstrate, or lack the opportunity to demonstrate in the interview, Australian workplace values such as small talk, humour and informality. The recruiter judgments were fleeting and apart from checking for intelligibility, were made on the basis of candidates' body language thus highlighting its importance and its relative absence from the discourse approaches mentioned above. This study shows clearly that there is room for more communicative flexibility on the part of all the stakeholders.

The aim of my thesis is to explore and organize the available information to the topic of Public Relations in the Theatre. The thesis is divided into two main parts - theoretical and practical. The theoretical part focuses primarily on the theoretical basis of Public Relations regarding the content of Public Relations as well as on communication as an integral part of PR, new trends, kinds of PR communication and means of communication. The insight into history and the cradle of PR - The United States of America is also included. The practical part introduces two particular theatres. The first is a representative of the public theatre - Švandovo theatre at Smíchov in Prague and the second is a limited liability company - Studio DVA situated also in the capital. The entire practical part is complemented by communication with the media and journalists, where my interest focused mainly on how the media and journalists evaluate the existing "theatre service", as well as what do theatres when communicating with the media right and what could be improved at the same time. The whole thesis continuously includes number of inspiring examples from practice either from history or the present.

Once a year for over forty years public relations’ practitioners in Sweden gathers, the political week in Almedalen, in the town of Visby. There they exchange knowledge and experience on all types of subjects using different and common communication models whether they are aware of them or not. The research on communication models is sparse, with one exception: Grunig’s model. Both practitioners and researches believe them to be important, even strategic. But too little knowledge about the models as such negatively impacts the understanding of public relations’ activities. It also contributes to the view that public relations is frittered. The thesis studies and analyses communication models of public relations. Models have been created by theorists and practitioners to describe the phenomenon, to understand communication as such and to facilitate communication between humans. The thesis addresses basic questions such as which models there are, where they stem from, who the originators were and the characteristics of each respective model. The basis of the study is comprehensive Anglo-American literature. All in all, over twenty different models have been analyzed in three different ways, i.e. the structure of a model, its historical deposits (sediment) and the application of the model. The result is manifold, since many characteristics form ten attributes and three families of models (a reduction). The characteristics can be seen as the models’ building blocks, e.g. the direction of the communication, the number of contacts and synchronism. Three model families are built on three differentiating characteristics, and the families are named correspondingly. Directional model (Riktningsmodellen), the Co-orientational model (Saminriktningsmodellen) and the Connectivity model (Konnektivitetsmodellen). The classification is of course not set in stone. It should be regarded as a first step to reduce the number of models in use and concentrate on the important characteristics of the models that help public relations researchers and professionals to solve problems and theorists to explain, foresee or guide to better public relations. Finally, five areas of future research are presented: a multinational study of models, a study of practitioners’ model use, a deeper history study according the concept of sediment, a notational system for models and, last but not least, a development of the Connectivity model. The last subject is the one that once inspired me to write a thesis.

The purpose of this study was to investigate how much public relations people write in the course of their work; to determine if the amount and type of writing varies with experience, job type or employer; and to ivestigate what other tasks besides writing public relations professionals do. The sample was 198 members of the Public Relations Society of America who responded to a nation-wide mailing of 500 people selected from the Society's membership directory. Results showed that public relations practitioners spent 36.5 percent of their time writing. Overall, public relations people spend more time on publicity, media relations, and business administration than on any other function, but counseling management and research--two emerging area--are rating in the tope 50 percent. Thus, while this study does not provide any startling new information on the public relations industry, it does provide, for the first time, empirical evidence of what an average or typical public relations practitioner does. That was the primary goal of the study.

Innovations in computer technologies have provided the ability to access information from all over the world by the stroke of a finger. These technologies have given birth to the growing practice of telecommuting. There is much research available on telecommuting. However, there is a lack of research on this phenomenon in the public relations sector. This study seeks to fill this void by investigating the telecommuting behaviors of public relations professionals and providing a foundation from which further studies can be built. Survey questionnaires were completed by 122 Public Relations Society of America members. The questionnaires contained measures regarding perceived relative advantages of telecommuting, demographic variables, and telecommuting behavior. There were many important findings from the study. Interestingly, telecommuting is in the late majority phase of the diffusion process. It is also gender related. Surprisingly, this study found more men are likely to telecommute than women. Certain variables were found to be associated with telecommuting. Specifically, selfemployed individuals and those with more years in PR were more likely to telecommute. Most of the PR professionals who reported telecommuting did so in an unstructured manner. The main reason reported for telecommuting was to complete their unfinished work from the office. The majority of PR professionals did view telecommuting as valuable. However, here were differences in the perceptions of relative advantages with full- or part-time telecommuting. The advantages of full-time telecommuting only appeared to be attractive to those individuals who presently telecommute. Over two-thirds of the respondents who did not telecommute were found to be interested in telecommuting on a part-time basis. And most PR professionals, whether telecommuter or not, believed telecommuting will become a standard practice in the future.

Deux questions essentielles sont abordées dans la littérature que l'économie et la gestion de l'innovation technologique consacrent aux relations recherche publique/industrie : la première concerne l'effet des financements industriels sur l'activité de production et de diffusion des connaissances de la recherche publique. Notre recherche ne traite pas cette question mais s'inscrit néanmoins dans un courant de pensée qui propose une vision positive du développement des relations recherche publique/industrie; la deuxième question essentielle, à laquelle notre travail cherche à répondre, est l'efficacité de ces relations dans la perspective de répondre à la demande industrielle. La thèse avancée est que l'efficacité des relations recherche publique/industrie dépend des situations dans lesquelles sont engagées les relations, mais aussi des stratégies adoptées par la recherche publique. Les situations sont décrites à partir de concepts issus de la littérature. Des études de cas détaillées permettent d'évaluer dans quelle mesure ces concepts peuvent être opérationnalises. Ensuite, une analyse de données réalisée sur 32 cas caractérise 7 situations ou des relations recherche publique/industrie sont engagées. Des hypothèses sur l'efficacité de ces relations sont formulées : certaines portent sur les situations dans lesquelles les relations sont le plus efficaces; d'autres concernent les stratégies de la recherche publique (formes relationnelles et dispositifs organisationnels adoptes).

Le champ professionnel de l'action sociale et médico-sociale (établissements, services, équipes de travail, professionnels. . ) est confronté à une nouvelle rationalisation de ses processus pratiques et de ses technologies intellectuelles, notamment sous l'impact de la loi de refondation de janvier 2002 qui impose de nouveaux outils communicationnels. Cette thèse mesure l'impact des dispositifs sociotechniques d'information et de communication garantissant les droits et la participation des usagers dans les établissements et services sociaux et médico-sociaux. Les rapports d'usage que génèrent ces dispositifs provoquent une recomposition des catégories d'usagers, un basculement des postures professionnelles et une recomposition des formes organisationnelles. A partir des approches philosophiques du rapport entre forme, matière et énergie, la construction d'un modèle théorique d'analyse s'appuie sur les phénomènes de transduction qui configurent les objets techniques et les acteurs, sur une archéologie des techniques et une anthropologie des usages. L'analyse du matériel de recherche (tant les dispositifs mis en oeuvre que les expressions des acteurs à travers différents médias) permet de faire émerger la question du pouvoir comme un élément central du rapport d'usage et met en lumière les jeux de représentations qui structurent le rapport technique et ses évolutions. Au-delà du rapport d'usage, dans un champ d'activité fortement structuré par des normes de droit, de plus en plus influencé par la logique de marché et continuant à se fonder sur des références éthiques, apparaît l'hypothèse qu'une nouvelle « norme d'usage » émerge et se place en surplomb des autres champs normatifs
Social and medico-social action's professional field (organisations, services, work teams and individual, professionals. . . ) has to face a new rationalization of its practical processes and its intellectual technologies, notably under the impact of the reorganization law of January 2002, which imposes new communication tools. This thesis measures the impact of socio-technical information operations and communication operations ensuring the rights and the participation of users in the establishments and the social and medico-social services. The rapports of usage generated by these operations lead to the reconstruction of the users categories, a shift in professional positions and a reorganization of organisational structures. Based on the philosophical approaches of the relationships between the shape, matter and energy, the construction of a theoretical analysis model relies on the phenomena of transduction which sets the technical objects and the actors, on archaeology of techniques and anthropology of usages. The analysis of the research material (operations in place as well as the expressions of the actors through various media) brings into light the question of power as the central element of the usage rapport. It also highlights the representations games structuring the technical relationship and its evolutions. Beyond the rapport of usage, in a sphere of activity highly structured by the standards of the law, more and more influenced by logic of market and relying on ethical references, appears the hypothesis of a new norm of usage above any other norms

This thesis asks the question, how should public relations as a discipline evolve, bearing in mind the cross-frontier impact of new and traditional media and the impact of globalisation, with companies asked to do more and governments able to do less. It argues public relations theory is overly ethnocentric, despite dramatic changes in the communication, political and economic environment and that there is a need to embrace adjacent disciplines such as public diplomacy if it is to become more credible and strategically relevant. Following an interpretative paradigm in the qualitative tradition, data were collected using 56 in-depth interviews of senior practitioners of public relations and diplomacy, largely in two developing and two developed countries. Data were analysed using grounded methods and thematic content analysis, helping illustrate data and ease presentation for the reader. The findings indicated there is a convergence of disciplines and practice, including cross-transfer of diplomats to the private sector and public relations practitioners to government service. They showed that diplomats are engaging in more media relations, commercial activity and broader stakeholder outreach. While public relations practitioners need to add an understanding of international politics and culture to their knowledge of business and communication. However, despite growing opportunities for public relations as a result of new media, advising governments, a broader role for business, complex issues requiring 1. Introduction ii narrative development and more multi-faceted, empowered stakeholders, there are challenges. It has a poor reputation. It is seen as superficial, largely remains in a tactical box and there exists a skills deficit. In particular it requires navigation, negotiation and networking skills to be learned from diplomacy. But this will require a transformation of education and training practices, particularly in developing countries, where public relations is growing fast. This study makes a theoretical contribution by expanding the thinking on the overlap between the two disciplines. They both have to adapt to the new-networked environment, needing to develop relationship and collaborative engagement strategies. In particular public relations needs to possess contextual intelligence and cultural empathy. These themes form the basis on which to further develop public relations theory, which is sorely lacking. A conceptual model has been developed. Further research should be undertaken measuring the quality of relationships with different kinds of stakeholders in different cultures. This research makes a practical contribution by guiding the public relations academy and practice towards a more integrated and balanced education and training template, and developing a ‘best of both’ tool-kit. The symbiosis of the two disciplines indicated by this research and the further integration with public affairs and corporate responsibility should help public relations add value to its theory and practice. This would help it become more credible and strategically relevant for the 21st century global environment.

In the postmodern era, as authoritative discourses are being undermined, there is an increased vulnerability of thoughts to the influence of the deliberate promotion of viewpoints. In this environment, public relations is becoming increasingly important. In this thesis I use the term �public relations� both in the sense of an extensive, specific industry, as well as in the sense of the general processes increasingly being used by all sorts of groups and organisations to get their voices heard, their effects felt, their interests defended and their aims achieved. Concomitant with this growth in public relations activity, public relations has emerged as a rapidly growing field of study within universities. This thesis critically assesses the state of this emerging university �discipline�. A claim of this thesis is that the mainstream public relations industry is dominated by a corporatist ideology stemming from a particular US business tradition. This ideology produces a problem for university teachers, researchers and ethicists of public relations because it pervades and dominates the textbooks, teaching, research and academic-industry liaison committees. I suggest that this permeation has helped to shape the conceptual tools which public relations people use to examine their own activities. The thesis warns that this interference in academic freedom results in a situation where a genuine �professional� status for graduates with degrees in public relations is rarely achieved. I suggest than many of these graduates may not have the intellectual equipage necessary for the level of detached understanding of their field which would be necessary for them to be true �professionals�. This thesis attempts to explain these inadequacies. It points to the presumption of political pluralism and an unproblematic consensual society which is implicit in the approaches of the orthodox exponents of public relations since the second world war. A contrast with the candidness of public relations theory in the more elitist and authoritarian period of the 1920s and 30s helps to make this point. In order to improve public relations theory, the more recent work of �New Rhetoric� theorists is employed. These theorists point to the inevitability and in fact the necessity of the persuasive activities which construct reality in all human cultural spheres. I opposed the negative critiques of some critical theorists for whom public relations is an abomination. Instead I argue that everyone now needs to be provided with an understanding of, and access to, their own means of generating public relations-like activity. I suggest that we all need to have some sort of control over the public relations which affects us because this activity is becoming the currency used in the maintenance of all of our postmodern identities. But in grasping the nettle of participating in public relations activity, I suggest that it is also necessary to foreground the oppositional aspects of society and draw on neo-Marxist critical and cultural theories. I employ Habermas and Beck in particular in order to expose the mainstream public relations industry�s historically rooted cultural mission to maintain the pretense that we live in a consensual capitalist culture based on conservatism and corporate American values. A reformulation of public relation theory along critical theory lines is necessary in order to provide the reflexive knowledge required by teachers and students of public relations if public relations is to justify itself as a university discipline.

Customers of monopolistic organizations are often of the impression that such a supplier does not communicate and interact with them as well as they should. This work will attempt to prove or disprove that in an environment of imperfect competition a supplier does not have firm desire to communicate with their clients compared to an environment of perfect competition. Another question is whether monopolistic organizations who invest in marketing initiatives will increase their profits or not. The work will use its own published in-house surveys, which should confirm or refute the results of this research.

Public relations has become an increasingly popular topic in the nonprofit community, and the demand for developing piblic relations as a core competency has increased as well. Since many nonprofit organization have limited time and resources for developing fuull-scale public relations programs, many rely on information obtained during one-day workshops or conference presentations presented by public relations professionals who have little or no experience with the concerns of the nonprofit setting. Using a program planning model, this paper describes how nonprofit organizations can increase the capacity and effectiveness of their public relations efforts by building relationships with key stakeholders.

This study attempted to determine what specific course criteria pubic relations educators believed to be most important in an international public relations course. The researcher provided fifty-seven public relations educators with fifty statements covering potential areas an international public relations course could include. The statements covered the areas of business, media, culture, government and miscellaneous. Each public relations educators was asked to sort the statements according to how much he or she agreed or disagreed with them.The QMETHOD program was used to determine two factor groups from the nineteen responses received. The factor groups, Type I and Type II. Type I consisted of twelve public relations educators and Type II consisted of seven public relations educators.Public relations educators in both groups agreed that an international public relations course should teach students to follow global current events and public relations issues, should cover various countries and their cultural taboos, and teach students to identify social trends abroad.The researcher expected public relations educators to support an international public relations course structure which favored the study of a broad range of international public relations at both the undergraduate and graduate levels, and to achieve a consensus on statements relating to cultural sensitivity training. For the most part, the researcher's expectations were met. However, more technical skills issues (i.e., fundamental, pragmatic public relations knowledge needed to execute public relations plans) were raised than expected, and educators' views on the level at which international public relations should be taught differed from what the researcher had anticipated.

Since public relations specialists began working in public school districts in the 1970s, only five percent of public school districts in Indiana have employed these specialists. The objective of the study was to identify factors that would explain why so few districts employ specialists. The study focused on the impact that employing a public relations specialist had on a district's overall public relations program as a means of explaining this lack of employment. The study tested the hypothesis that school districts with specialists would differ significantly from districts without specialists in the National School Public Relations Association standards employed by the districts.Superintendents of all 263 Indiana public school districts were asked to complete a 45question survey that identified public relations standards met in 11 categories established by the National School Public Relations Association for a minimum public relations program. The study received a 62 percent response rate.The respondents were divided into two categories: districts with specialists and districts without specialists. Districts with specialists answered 65 percent of the questions in the survey yes, indicating that they employed particular NSPRA standards; districts without specialists answered 35 percent of the questions yes. A chi-square analysis found this difference signficant, which allowed the research hypothesis to be accepted.Further analysis found that advanced public relations education and training slightly increased a superintendent's likelihood of employing a public relations specialist and that superintendents with specialists attributed greater importance to public relations in particular communications scenarios.

La thèse étudie les déterminants de l’innovation créative ainsi que de son financement en se concentrant sur les facteurs favorables/défavorables à l’adoption des idées créatives. L’analyse du financement fait en plus l’objet d’une étude empirique. Notre recherche formule des propositions au niveau des pratiques et politiques de l’innovation et du financement de nouvelles entreprises innovantes. Les risques d’imitation et de conflit sont définis comme des freins majeurs à l’adoption des idées créatives. Ils ne freinent pas d’une manière générale l’émergence de l’innovation mais surtout celle, en amont, de l’innovation créative. La proximité géographique entre acteurs, combinée avec une diversité locale, est supposée soutenir la diffusion et le développement des idées créatives. Dans le cadre du financement de nouvelles entreprises innovantes, nous suggérons que le financeur doive détenir de multiples capacités (connaissances financières/technologiques, expérience dans la gestion de l’innovation, capacité dans la gestion de la diversité/conflit) dont l’absence peut sinon constituer un frein au financement des idées créatives. Cela peut aussi amoindrir l’effet positif des politiques publiques soutenant les financeurs actifs sur ce marché spécifique. Notre étude empirique qui observe des limites dans les capacités du financeur souligne l’importance de ce sujet. La thèse montre que l’analyse de la créativité doit prendre une place plus importante dans les recherches sur les déterminants de l’innovation afin de rendre compte des phénomènes qui freinent l’émergence d’innovations créatives
This dissertation analyses the factors that determine creative innovation as well as its financing by focusing on the elements that hamper/favour the adoption of creative ideas. The financing aspects are also analysed empirically. This research brings up some proposals on the level of innovation practices’ and policies’ as well as on the level of the financing of new innovative companies. We suppose that imitation and conflict risks inhibit especially the adoption of creative ideas. They do not hamper the emergence of innovation in general but particularly the one of creative innovation. Geographical proximity combined with local diversity is supposed to be favourable to the diffusion and to the development of creative ideas. We suggest that in the context of new venture financing the financier needs to possess multiple abilities (financial/technological knowledge, experience in innovation management, abilities in diversity/conflict management) without which he can otherwise be at the origin of the problems that creative ideas face when searching financing. The financier’s lack of abilities can also negatively impact the positive effects of public policies that support financiers active on this market. Our empirical study underlines the importance of this topic by observing the potential hampering role of the financier. This dissertation shows that creativity should be further considered when studying the determining factors of innovation in order to be able to take into account the elements that hinder the emergence of creative innovations
