The aqueous extract from the bark of the black wattle tree, (Acacia mearnsii De Wild)(1), is used extensively in the tanning industry for the production of sole and other heavy leathers as well as in lighter leathers and skins. The commercial extract is available in an easily dissolvable spray dried form and in deference to its genus name Mimosaceae is referred to in the trade as Mimosa(3). Mimosa extract consists primarily of high molecular weight polymeric flavonoid units which also constitutes the active tanning ingredient. Lower phenolics, gums and sugars or the so called "non-tannins" are present as impurities and contribute up to 40% to (3 ) the total mass of the extract.

The objective of the research was to ascertain whether, when compared to a system'of standards, the theoretical promise that economic incentives offered as a low cost solution to the abatement problem, would hold in practice. This was done by applying environmental economic theory to the practical problem of controlling the effluent generated by firms in the South African leather industry. It was found that in this instance the theory did indeed hold in practice. Furthermore, it was found that of the incentives discussed by the theory, marketable permits were the most economically efficient. It was however shown that a charge - not discussed in the ., theory - based on a central treatment agency's (CTA) cost of treatment offered the least cost solution to the abatement problem when the CTA could do at least some of the effluent treatment at a lower cost than the firms. - In addition a formula was developed to show the net benefits accruing to an individual firm if it undertook to treat its effluent. It was shown that in order to maximise the total benefits of treatment, a firm should treat until its net benefits of treatment were zero. A number of problem however were found to exist when the theory was applied to a practical situation. The most important was the "stepped" nature of the firms marginal abatement cost curves which meant that the setting of a charge based on a trial and error method would prove to be more difficult than the theory envisaged. Furthermore, it meant that no matter what method of pollution control was used, it would prove i~possible to reduce effluent to an optimal level. It was recommended that greater use be made of economic incentives to control all industrial effluent. It would nonetheless be necessary to do more research in this field as the theory was not tailor made for all practical situations. Further evidence of the viability of economic incentives could however encourage wider use by policy makers.

The waste management that is taking place in the Breede Valley district focus mainly on disposal and end-of-pipe solutions. This approach resulted in serious negative impacts on the environment and human health. Improper waste management practices have become a major source of concern due to the risk associated with poor waste management in the area. Indiscriminate dumping of waste at street corners is very common. The basic waste management processes of collection, transport, segregation and [mal disposal appear to be very inefficient and inadequate. The objective of this study was to determine the composition of the waste stream as well as public awareness, attitudes and behaviours towards current and alternative waste management practices. A waste assessment study was conducted to determine the amount of waste generated by the different communities, as well as how much and what of the recyclables can be taken out of the waste stream by recycling. For this study data was obtained by formulation of questionnaires for businesses, communities and medical practitioners, as well as an interview with the Engineering Department of the Breede Valley Municipality about the current waste management situation in the area. From the data obtain from businesses, communities and medical facilities, it is clear that public participation, partnership, education and awareness is essential for effective integrated waste management. This study revealed that waste management practices are inefficient, uncontrolled and fragmented. This investigation shows that there is a huge difference between the different communities in terms of the volume of waste generation. The study also shows that waste related legislation is outdated and fragmented and there is no enforcement by municipal officials. The major Issues and challenges that affect the management of waste. include its organisational structure and lack of waste minimisation plans.

The most important thermal, chemical, physical, and biological methods for treating hazardous wastes and the fate of their land-disposed residues are reviewed and evaluated. Technologies are described as major, minor, and emerging according to their stage of development or application to hazardous waste; major ones include rotary kiln, liquid injection, and cement kiln incineration; neutralization, chemical oxidation-reduction, and ion exchange; filtration, distillation and settling techniques; and activated sludge, aerated lagoon, and landfarming treatment. Emerging technologies include molten salt and fluidized- bed combustion, liquid-ion extraction and other processes, none of which are considered to be outside the realm of current or future economic feasibility. In addition, waste reduction strategies and the land burial of stabilized/solidified wastes are discussed. Residues from these technologies vary widely according to waste type and composition, but a common component in many of them is heavy metals, which, as elements, cannot be further degraded to other products. The results of the available literature suggests that these metals will be retained in clay liners beneath a landfill through the mechanism of cation exchange, with the adsorption of metals favored by their smaller hydrated size, lower heat of hydration, and in some cases, higher valences than the naturally occurring alkali earth metals. Other important factors include ionic activity, the pH and ionic strength of the solution, the presence of complexing agents, and the possible surface heterogeneity of the clay. In soils, metal binding through cation exchange with clay is augmented by adsorption onto iron and manganese oxides and complexing with organic matter such as humic acids. Many field studies with landfarmed metal-bearing wastes show that these mechanisms are usually sufficient to retain metals to within several inches of their zone of application.

Use of bauxite refining residue to reduce the mobility of heavy metals in municipal waste compost. Due to the adverse environmental impact of landfills and the lack of space for nearby population centres an unprecedented interest has developed in waste recycling with the objective to reduce the volume of waste disposed. Generally organic matter represents the largest fraction in the domestic waste stream including food, garden and paper waste. In the past efforts have been made to process this organic fraction into muniapal compost.However contamination of the compost with heavy metals has in many cases resulted in the lack of suitable markets and subsequent closure of compost facilities. A study was undertaken and aimed at reducing the concentration and mobility of heavy metals in municipal compost. Bauxite refining residue ha; a high capacity to immobilise metals in soils through precipitation, cation exchange and chemisorption (Fe- and Al- oxides). The first step in the study was to assess the metal adsorption capacity of red mud by equilibrating red mud with metal solutions. Metal removal from solution proved very high. Subsequently, the effect of red mud addition to municipal compost was studied in relation to metal mobility. In particular the interaction of metals with the mobile soluble organic fraction, the humic and fulvic acids, was investigated. It was found that most metals remained in the insoluble humin fraction and the metals in solution remained complexed to the soluble organic fraction. Red mud appeared to be able to adsorp fulvic and humic acids and thus indirectly immobilise the metals in solution. Red mud did not appear to be able to transfer metals from the organic fraction to the mineral red mud fraction. ft was kypothesised that, in order for the metals to be adsorped to red mud, the red mud needed to be present in the organic waste prior to composting. Metal adsorption to red mud is a rapid chemical reaction while metal complexation to the organic fraction takes a number of weeks, since it must be sufficiently oxidised to contain functional groups. In order to verify this hypothesis, an installation with seven incubators was developed which allowed composting to be undertaken under computer controlled conditions and monitored for temperature, airflow and carbon dioxide respiration. The incubators were filled with 10 kg of a mixture of grass clippings and sawdust. The first incubator functioned as a control. The contents of the rest of the incubators were spiked with the following metals: Cd, Cr, Cu, Ni, Pb and Zn. In addition the contents of the 3rd - 7th incubators were amended with an increasing percentage of red mud, respectively 10,20,25,30 and 40 % by weight. After the mixture was composted, the metal mobility was reduced by approx. 80 - 99 %, depending on the metal. The mobility was assessed as leachable and plant available in relation to the total metal content. Red mud did not affect the composting process if < 40% red mud was added. The next step was to compost municipal organic waste in a pilot plant (capacity 5 m3) using batches with and without red mud. Mixed waste was collected from 150 households and the glass, metal and plastic fractions were removed bx- manual sorting. The rest was composted. The red mud - compost had a relatively lower metal content and a reduced metal mobility compared to compost without red mud. The red mud - compost also had a 300 times higher pH buffer capacity and 90%less soluble organic matter. The addition of red mud prior to composting was found to reduce the concentration and mobility of metals in compost, improve the quality of compost as a soil conditioner, increased the resistance of the organic fraction against further breakdown and this process thus adds value to both red mud and organic waste.

ENGLISH ABSTRACT: This study excavates a century’s worth of the history of household waste in South Africa, from 1890-1996. It shows that waste history is entangled with histories of disease and poor sanitation, advances in technology, the impact of war, environmental concerns and – perhaps above all – shifting socio-economic circumstances. Using a socio-environmental analytical framework, this analysis of waste history unearths empirical archival data and oral testimony, to contextualise themes of gender, race, class and nationalism in order to place rubbish within the wider historical debates in South Africa. This study uses Rubbish Theory and Broken Windows Theory as well as concepts of “Othering” and the “Sanitation Syndrome” to explore the role of waste in the construction of racial identities and perceptions. This thesis shows that Apartheid should not be seen as a watershed within this waste history, but rather as a continuation of colonial ideas of cleanliness that helped to perpetuate racist stereotypes. This study argues that the lack of waste services in “locations” during this time helped to contribute to the perception of the urban African as the unsanitary Other. The state and civic societies fostered gender roles, which (coupled with wartime nationalist propaganda) helped in shaping waste behaviour promoted by the National Anti-Waste Organisation (NAWO) during the Second World War (WWII). In the years after WWII, the threats of wartime shortages and enthusiastic solutions suggested to municipalities to “end the waste problem” were thwarted by the spread of the landfill as an even more convenient disposal method. The implementation of Apartheid, especially the Group Areas Act (No 41 of 1950) and the rise of consumer society, led to increasingly divergent experiences of waste for urban Africans and whites. The thesis uses a case study of the Devon Valley Landfill community outside of Stellenbosch. This ethnographic history explores notions of the “Subaltern” in order to give this history a human face. The diachronic analysis of this community offers a lens into ideas of “ordentlikheid” (decency), “weggooi mense” (throwaway people) and how these waste-pickers experience the environment in which they live.
AFRIKAANSE OPSOMMING: Hierdie studie grawe ’n eeu se geskiedenis van huishoudelike afval in Suid-Afrika op, van 1890-1996. Dit toon dat die geskiedenis van afval verweef is met geskiedenisse van siekte en swak sanitasie, tegnologiese vooruitgang, die impak van oorlog, omgewingskwessies en – dalk bowenal – veranderende sosio-ekonomiese omstandighede. Deur middel van ’n sosio-omgewings-analitiese raamwerk ontgin hierdie analise empiriese argiefdata en mondelingse getuienis om temas van geslag, ras, klas en nasionalisme te kontekstualiseer ten einde afval binne die breër historiese debatte in Suid-Afrika te plaas. Die studie gebruik Afval-teorie en Gebreekte Vensters-teorie sowel as begrippe van “Othering” en die “Sanitasie-sindroom” om die rol van afval in die totstandkoming van rasse-identiteite en -persepsies te ondersoek. This dissertation puts in place a risk-cost-benefit analysis for waste management facilities that explicitly recognizes the adversarial relationship that exists in a regulated market economy between the owner-operator of the facility and the government regulatory agency under whose terms the facility must be licensed. The risk-cost-benefit analysis is set up from the perspective of the owner-operator. It can be used directly by the owner-operator to assess alternative design strategies. It can also be used by the regulatory agency to assess alternative regulatory policies, but only in an indirect manner, by examining the response of an owner-operator to the stimuli of various policies. The objective function is written in terms of a discounted stream of benefits, costs, and risks over an engineering time horizon. Benefits are in terms of revenues for services provided; costs are those of construction and operation of the facility. Risk is defined as the expected cost associated with failure, with failure defined as a groundwater contamination event that violates the licensing requirements set forth by the regulatory agency. Failure requires a breach of the containment structure and contaminant migration through the hydrogeological environment to a compliance surface. Reliability theory is used to estimate the probability of breaching and Monte Carlo finite-element simulations are used to simulate advective contaminant transport. The hydraulic conductivity values in the hydrogeological environment are defined stochastically. The probability of failure is reduced by the presence of a monitoring network established by the owner-operator. The level of reduction in the probability of failure can be calculated from the stochastic contaminant transport simulations. While the framework is quite general, the development in this dissertation is specifically suited for a landfill in which the primary design feature is one or more synthetic liners and in which contamination is brought about by the release of a single, nonreactive species in an advective, steady-state, horizontal flow field. The risk cost benefit analysis is applied to 1) an assessment of the relative worth of alternative containment-construction activities, site-investigation activities, and monitoring activities available to the owner-operator, 2) an assessment of alternative policy options available to the regulatory agency, and 3) two case histories. Sensitivity analyses designed to address the first issue show that the allocation of resources by the owner-operator is sensitive to the stochastic parameters that describe the hydraulic conductivity field at a site. For the cases analyzed, the installation of a dense monitoring network is of less value to the owner-operator than a more conservative containment design. Sensitivity analyses designed to address the second issue suggest that from a regulatory perspective, design standards should be more effective than performance standards in reducing risk, and design specifications on the containment structure should be more effective than those on the monitoring network. Performance bonds posted before construction have a greater potential to influence design than prospective penalties to be imposed at the time of failure. Sitting on low-conductivity deposits is a more effective method of risk reduction than any form of regulatory influence. Results of the case histories indicate that the methodology can be successfully applied at field sites, and that the risks associated with groundwater contamination may be small when compared to the owner-operators' benefits and costs.

South African manufacturers, including those who produce electrical and telecommunication cables, are required by the National Waste Management Strategy (NWMS) (drawn up by the Department of Environmental Affairs and Tourism (DEAT)), to carry out waste management in a coordinated and controlled manner. It is also becoming more difficult for South African companies, who produce for export markets, to conduct business internationally if they do not have some form of environmental management system in place. While there will always be scrap generated in any manufacturing environment, the aim is, first and foremost, to reduce this to acceptable levels and, secondly, to dispose of all scrap produced in a socially responsible manner. This study focuses attention on waste management, in the form of recycling, in the cable manufacturing industry. The purpose of this study is twofold: first, to examine the economic case, by means of a cost-benefit analysis, for the establishment and operation of a telecommunication cable waste recycling plant for the purpose of recycling copper conductor; second, to examine the economic feasibility, by means of a cost-benefit analysis, of extending the existing facility in order to accommodate the recycling of the plastic fraction contained in the cable waste. A specific cost-benefit stream was generated over a project period of 20 years for both CBAs. In both CBAs costs and benefits were categorised as being either primary or secondary. The primary costs and benefits for both CBAs were all financial in nature and were valued using market prices. The secondary costs of establishing and operating a cable waste recycling plant for recycling the copper conductor included effluent costs and noise pollution costs. The secondary benefits, on the other hand, included the creation of downstream industries. The secondary costs of extending an existing cable waste recycling plant, so as to accommodate the recycling of the plastic component of cable waste, included costs related to the generation of greenhouse gases and asthma. The secondary benefits, conversely, included the increase in house prices due to the reduction of landfilling of the plastic component of cable waste. The determination of increased house prices due to landfill avoidance was carried out using the hedonic pricing method (HPM). The hypothesis was that house values would increase the further removed they were from the landfill site. Applying regression analysis to the derived hedonic pricing (HP) function showed that there is a definite correlation between the two. Properties positioned two kilometres from a landfill site in New Brighton Port Elizabeth, Eastern Cape, were found to have higher values than those positioned adjacent to the site. From the cost-benefit streams, net benefits were calculated for each CBA and discounted to present values in order to provide a standard of comparison. The social discount rate used in this study to calculate the present values reflected a combination of the social opportunity costs of capital and the social time preference rate. The rate used was calculated as the average annual rate between 2000 and 2005 and amounted to 6.72 percent. In this study, laboratory and greenhouse experiments were conducted to evaluate the effects of utilization of land fill leachate for irrigation purposes on potted soil and Swiss chard, to provide more insight into effects of landfill leachates on the environment. Swiss chard was grown and irrigated with different concentrations of leachates in pot experiments. For several weeks, the experimental soil and Swiss chard leaves was analyzed to assess extent of change in different chemical compositions, post-irrigation. The leachate samples had a high electrical conductivity (mean = 383 mS cm-1) and high soluble salts content (mean values, Na = 714.5 mg/L, K= 56.8 mg/L, Ca = 133.7 mg/L, Mg = 68.8 mg/L, Cl = 983 mg/L); while the composition of heavy metals in these wastewater leachates were of low concentrations. The application of leachates in irrigation resulted in increased soil cation concentrations, particularly those of Na ions (increased sodicity). Similarly, an increase in electrical conductivity and pH were recorded in the soils after irrigation with leachates. The soil metal concentrations were low and there was no significant difference in soil heavy metal concentrations between the soils irrigated with leachate and those of the controls. The results also show significant (p <0.05) reduction (up to 50%) in Swiss chard growth with application of (100%, 50% and 25%) of leachate as source of irrigation water compared to the growth observed in leachate-free (control) irrigation systems. This reduction in growth was best attributed to the high cation content in plant tissue picked up from the soil which was high in cations as a result of leachate irrigation.

Coliform bacteria have long been used to indicate fecal contamination of food, water, and solid surfaces, and thus the presence of a health hazard. In this study, the in-mill water and external effluent treatment systems of seven typical Canadian pulp and paper mills were shown to support the growth of numerous coliforms, especially Klebsiella spp, Escherichia coli, Enterobacter spp., and Citrobacter spp . Mill coliforms were shown to be not just simple transients from feedwater or furnish (wood), but to be continuously growing, especially in the primary clarifiers. Therefore, coliforms and fecal coliforms cannot be used as fecal contamination indicators in pulp and paper mill water and effluent treatment systems.
N2-fixing coliform populations were detected in mill water systems and were analyzed using N2-fixation assays and nitrogenase gene (nifH) probing. Both active in situ populations and cultured microbial isolates were tested. Active N2-fixation was demonstrated in six primary clarifiers. Measurement of the numbers and composition of the total culturable bacterial community in a primary clarifier revealed that approximately 50% of all aerobic cells contained nifH , of which >90% were Klebsiella. Coliforms growing on MacConkey agar plates from the primary clarifier were all identified as Klebsiella and 100% of these Klebsiella contained the nifH gene. Preliminary estimates indicate that the amount of N2 fixed per day is substantial in some clarifiers.

An increase in the demand for poultry products coupled with the potable water shortages currently experienced in South Africa (SA), attributed to climate change among other factors, makes it crucial for SA to develop water conservation strategies to minimize potable water consumption by water-intensive industries, such as the poultry industry. The development of innovative wastewater treatment processes is therefore paramount in attempting to counteract the large quantity of wastewater generated as well as to manage the environmental health concerns arising from poultry slaughterhouse wastewater (PSW) discharge into the environment. Moreover, increasing wastewater treatment costs and the implementation of increasingly stringent government legislation to mitigate environmental pollution whilst minimizing fresh water source contamination, requires that wastewater such as PSW, be adequately treated prior to discharge. This study, investigated the feasibility of treating PSW from a poultry slaughterhouse to: 1) a water quality standard compliant with industrial wastewater discharge standards and 2) for possible re-use purposes. The performance of a lab-scale PSW treatment system consisting of an anaerobic static granular bed reactor (SGBR) followed by single stage nitrificationdenitrification (SSND) bioreactor and sidestream ultrafiltration membrane module (ufMM) post-treatment systems, were evaluated, with the objective being to: assess the treatment efficiency of the individual treatment systems namely; the SGBR, SSND bioreactor, and ufMM, under varying operational conditions, as well as to determine the performance of the overall designed PSW treatment system. The down-flow SGBR (2 L) was used to reduce the organic matter (COD, BOD5, and FOG) and total suspended solids (TSS) in the PSW. Anaerobic granules from a full-scale mesophilic anaerobic reactor treating brewery wastewater were used to inoculate the SGBR, and the PSW used as feed was obtained from a local poultry slaughterhouse (Western Cape, South Africa). The SGBR was operated continuously at mesophilic temperature (35-37 °C) without pH modification and under varying HRTs (24, 36, 48, 55, and 96 h) and OLRs (0.73 to 12.49 g COD/Lday), for a period of 138 days. The optimization of the SGBR, with regard to a suitable HRT and OLR, was determined using response surface methodology (RSM) and Design Expert® 10.0.3 statistical software. Periodic backwashing of the SGBR system was performed using stored effluent, i.e. treated PSW.

Many low molecular weight chlorinated organic compounds produced by the pulp and paper industry during kraft bleaching of the wood pulp are toxic. Mass balance studies suggest that mineralization of chlorinated organics is occurring in pulp and paper mill wastewater treatment systems. To understand the nature of dechlorination activity, molecular tools such as oligonucleotide primers and corresponding DNA probes were developed to monitor the presence of microorganisms possessing key genes (dehalogenases) responsible for the degradation of chloroaliphatic organics in kraft pulp mill effluent treatment systems. Oligonucleotide primers designed from the coding sequence of known dehalogenases and a methane monooxygenase gene, which is known to catalyze dehalogenation reactions, were used for polymerase chain reaction (PCR) analysis, using genomic DNA extracted from dehalogenating bacterial isolates and total community DNA extracted from water and sediments of lagoon treatment systems. PCR amplification with dhlB oligonucleotide primers, designed from the haloacid dehalogenase of Xanthobacter autotrophicus, revealed the presence of dehalogenase genes in both aerated lagoons and stabilization basins. Similar results were obtained with mmoX primers designed from the methane monooxygenase gene of Methylococcus capsulatus. DNA sequence analysis of several PCR fragments showed significant similarity to known dehalogenase genes. The molecular tools developed in this study revealed the presence of different types of microorganisms with dechlorination potential in the microbial community of pulp mill effluents.

Currently in South Africa, most wastewater from small cellars is pH-adjusted and disposed of via land irrigation. This practice can lead to environmental degradation. There is a need for low cost, low maintenance solutions for the treatment of cellar effluent. Constructed wetlands provide such an option. However, the use of plants is problematic because winery effluent can be phytotoxic. After successful initial laboratory-scale experiments, an in-situ pilot scale biological sand filter (unplanted constructed wetland) system was designed, installed, and used to treat effluent from a small winery in the Western Cape, South Africa. The system is off-grid, totally self-regulating, and uses a modular approach which allows for the addition and subtraction of filter modules within the system to alter treatment capacity, retention time and/or rest filter modules. The system can be easily integrated into existing settling basins and/or retention ponds at small wineries. The biological sand filter was operational for 610 days, and showed promising results. The average chemical oxygen demand removal efficiency was 81% (range: 44-98%) with an average effluent of 324 mg/L, and an average flow rate of 413 L/day after the acclimation (start-up) period. The average hydraulic loading rate after the initial start-up period was 143 L/m3 sand day-1 (range: 67-222/m3 sand day-1), with an organic loading rate of 205 gCOD/m3 of sand day-1 (range: 83-338 gCOD/m3 sand day-1) which resulted in an organic removal rate of 164 gCOD/m3 of sand day-1. There was an average of 67% removal of total phenolics, thereby reducing the potential phytotoxicity of the effluent. In addition, there was a 1.6 times increase in calcium concentration, a 29% decrease in the average sodium adsorption ratio, and complete passive neutralisation of the acidic winery wastewater (final effluent pH range: 6.63 – 8.14. The findings of this study compare well with previous laboratory studies conducted with synthetic and authentic winery effluent. The system can potentially provide a low cost, energy efficient, low maintenance, sustainable means of treating cellar effluent at small wineries. Uptake of this technology may alleviate environmental degradation caused by irrigating land with inadequately treated effluent.

This thesis presents details of investigations into the potential for co-disposal of the two rejects from Clarence Colliery and Kable's Transport Sand Mine. Column experiments were undertaken to simulate field conditions. The experiment consisted of: 1/. creating the required co-disposal arrangement and structure in containers 2/. infiltrating water through each container and measuring the rates of infiltration and overflow 3/. measuring the chemical properties of the leachate water. Geotechnical tests of co-disposal pile stability were undertaken using a specially constructed shear box. Results of this study suggest the co-disposal of course coal washery reject from Clarence Colliery with clay tailings from Kable's Transport Sand Mine is a feasible option for managing the generation of acetic drainage. It is recommended that field trials comprise layers of coal reject and clay tailings in a 9:1 ratio. Layering the coal reject with clay tailings creates a semi-permeable barrier which acts to restrict water percolation through the reject as well as reacting with the leachate to increase the leachate pH and adsorb metals

Solid waste management in South Africa has been focussing on the technical issues of waste disposal with little attention paid to the social and economic aspects of households. It is important to find out the impact of the attitude and perception of households on solid waste management, especially in low-income areas to be able to deal with the deplorabe domestic solid waste management in such areas. The quantity of solid waste generated in low-income areas is often assumed to be less than the solid waste generated in high-income neighbourhoods. In most of the townships of low-income households in Cape Town, the residents live next to mountains of solid waste which is not the case in middle and high income areas. This clearly has a negative effect on the environment and human health. Tafelsig is one of the low-income Cape Flats townships where the open spaces and green areas are dumping areas. The small yard that people own is often unclean. The aim of the study was to examine how households residing in the low-income neighbourhood (Tafelsig, Mitchell's Plain) view domestic solid waste and its management. The study explored the perceptions, attitudes and behaviour of these households towards the production and management of sold waste. Issues relating to the degradation of their environment and to solid waste mismanagement were also examined.

ENGLISH ABSTRACT: The Tsitsikamma Forest, in the most southern part of the Eastern Cape, is part of the Cape Floral Kingdom, one of six such Kingdoms in the world. It has the richest area of plant bio-diversity and fauna in the world which are rare and endemic to the area. The deep gorges, temperate forests, un spoilt oceans and various other features such as the famous Bloukrantz River Bridge, where the world's highest bungi jumps take place are factors that have become the main source of job-creation and income for tourism and its inter-related activities. However, this ecosystem is also home to about 480 families who live in low-income housing at Stormsriver. This settlement which was relocated from the shack area of Coesa, nearby, has an unemployment index of 67% and a similar poverty index. In addition, the Stormsriver Village nearby has a population of about 300 families, mainly older retired white folks. The area is administered by the Koukamma Municipality which is an amalgam of several smaller municipalities viz., Clarkeson, Kareedouw, Stormsriver, Woodlands, Eerste River, ]oubertina and Bloukrantz. Waste reduction and the disposal thereof has always been a major concern to local authorities and the Koukamma Municipality is obviously faced with the same challenge. The authorities have resorted to the concept of landfill sites, which has proven to be the cheapest solution to date. But, with this option comes the problems of health risks to the poorer people who converge on the dump sites in search of food, the harm to children searching through rubbish heaps and the various legal repercussions emanating out of this practice. The option of open-burning and its related effects on human life and forest fires rules it out as an option. Transporting waste out of the area is also very costly. It was then resolved by the Koukamma Municipalities that the possibility of installing an incinerator at Stormsriver would be an option to be investigated. The reasoning behind the selection of this site was the concern of high unemployment in the Stormsriver area and extreme poverty and this venture would in some small measure create jobs, put food on the table and break the poverty cycle. The process of incineration gives rise to emissions such as dioxins and furans which is known to cause cancer, asthma and tuberculosis, if subjected in high doses over a long period of time. It is also regulated by the Atmospheric Pollution Act 45 of 1965. The important moral debate at the core of this problem is the whole question of humans rights and should these be violated solely because the subjects do not belong to an affluent class and should be shown less respect and have their health jeopardised by the toxic air from incineration. Or, should the people's poverty index rise further due to lack of employment. The question that also begs here is whether the well-being of the entire ecosystem, especially the rare and endangered plants and animals take preference over the well-being of the people of Stormsriver, given that the emissions from the incinerator will impact on the animal, bird and plant life, including that of water, soil and air. This would also put into jeopardy the income generated by Tourism and the jobs inherent in it for the locals and would threaten the area's sustainability. The various moral views of philosophers have been canvassed in order to come to a holistic understanding. I have in this vein looked at the views of ethicists such as Tibor Machan, who believes that animals and other organisms do not have any rights and are there purely for human consumption. Then the views of Peter Singer and Tom Regan have also been included, in which consideration is shown to animals. Others such as AIda Leopold, J. Baird Callicott and Paul Taylor whose thinking extends to that of not just showing respect for a single entity but allows for equal respect for all members of the biotic community, have also been. considered. Various solutions have thereafter been considered and amongst those are the relocation of the incinerator out of the Stormsriver, moving the plant to the industrial zone at Kareedouw, transporting the waste out to Port Elizabeth, dumping and finally the 'Do Nothing' option. Using Paul Taylor's "respect for nature" ethics as a guide, I have come to the conclusion that the installation of a waste-reduction incinerator at Stormsriver, Tsitsikamma, may be supported subject to a set of serious riders and conditions in that firstly, the health of the immediate and surrounding inhabitants should not be affected in any way whatsoever. Secondly, the well-being of the non-human environment which must include air, soil, water and plant life, including the animal and bird life must not be harmed in any way. In this way all members of the biotic community will be shown equal respect, thus creating a viable and sustainable community
AFRIKAANSE OPSOMMING: Die Tsitsikamma Woude, in die mees suidelike deel van the Oos-Kaap, is deel van die "Cape Floral Kingdom", een van ses sulke woudgebiede in die wêreld. Dit beskerm die rykste area van plant bio-verskeidenheid asook fauna wat skaars is in die wêreld en slegs daar gevind word. Die diep bergpasse. gemagtigde woude en ongerepte oseaan, tesame met die beroemde Bloukransrivier brug waar die wêreld se hoogste bungi spronge plaasvind is faktore wat bygedra het dat werkskepping en inkomste hoofsaaklik uit toerisme en verwante bedrywe afkomstig is. Hierdie eko-sisteem is ook die tuiste vir ongeveer 480 gesinne wat in sub-ekonomiese huise in Stormsrivier woon. The search for alternatives to fossil fuel is necessary with a view to reducing the negative environmental impact of fossil fuel and most importantly, to exploit an affordable and secured fuel source. This study investigated the viability of municipal solid waste gasification for a fuel cell system. Potential solid fuels obtained from the study in the form of refuse-derived fuel (RDF) had high heating value (HHV) between 18.17 MJ/Kg - 28.91 MJ/Kg with energy density increased from 4142.07 MJ/m3 to 10735.80 MJ/m3. The molecular formulas of RDF derived from Ladies Smith drop-off site, Woodstock drop-off site and an average molecular formula of all thirteen municipal solid waste (MSW) disposal facilities were CH1.43O1.02, CH1.49O1.19, and CH1.50O0.86 respectively. The comparative ratios of C/H were in the range of 7.11 to 8.90. The Thermo Gravimetric Analysis showed that the dehydration, thermal decompositions, char combustions were involved in the production of gaseous products but flaming pyrolysis stage was when most tar was converted to syngas mixture. The simulation of RDF gasification allowed a prediction of the RDF gasification behaviour under various operating parameters in an air-blown downdraft gasifier. Optimum SFR (steam flowrate) values for RDF1, RDF2 and RDF3 were determined to be within these values 2.80, 2.50 and 3.50 and Optimum ER values for RDF1, RDF2 and RDF3 were also determined to be within these values 0.15, 0.04 and 0.08. These conditions produced the desired high molar ratio of H2/CO yield in the syngas mixture in the product stream. The molar ratios of H2/CO yield in the syngas mixture in the product stream for all the RDFs were between 18.81 and 20.16. The values of H2/CO satisfy the requirement for fuel cell application. The highest concentration of heavy metal was observed for Al, Fe, Zn and Cr, namely 16627.77 mg/Kg at Coastal Park (CP), 17232.37 mg/Kg at Killarney (KL), 235.01 mg/Kg at Tygerdal (TG), and 564.87 mg/Kg at Kraaifontein (KF) respectively. The results of quantitative economic evaluation measurements were a net return (NR) of $0.20 million, a rate of return on investment (ROI) of 27.88 %, payback time (PBP) of 2.30 years, a net present value (NPV) of $1.11 million and a discounted cash flow rate of return (DCFROR) of 24.80 % and 28.20 % respectively. The results of the economic evaluations revealed that some findings of the economic benefits of this system would be viable if costs of handling MSW were further quantified into the costs analysis. The viability of the costs could depend on government responsibility to accept costs of handling MSW.

The production of poultry meat at abattoirs implies a tremendous amount of organic matter that requires environmentally and biologically safe disposal or utilisation. As a result, waste management is a concern in poultry abattoirs worldwide. Problems with proper storage, handling, management and utilisation of by-products have come to the forefront in planning, establishing and operating of poultry abattoirs. The rationale for this study centres on the need for the review of poultry abattoir waste management practices, by-product production and environmental implication at South African high-throughput abattoirs. The need for this review stems from the rapid growth of the poultry industry over the past ten years. The industry has responded to this growing demand with larger and faster processing lines and more employees. This has led to the generation of high loads of waste material associated with negative environmental impacts. Poultry waste is of great concern as it plays a major role in environmental affairs over and above the present crisis with waste in South Africa, especially in rural and peri-urban areas. The primary objectives of the study were to identify the existing waste management practices in relation to the sources, type of waste material generated, and the methods of handling (collection, storage and disposal) as well as to ascertain whether there is any in-house treatment methods practised. In addition, to identify any environmental impacts resulting from waste management practices. To obtain data, site visits were conducted countrywide and abattoir personnel were interviewed through a questionnaire, in detail about the operation and waste management practices of their respective abattoirs. Their experiences in the industry regarding waste management were determined as well. From a total of thirty-four registered and operating high-throughput poultry abattoirs, twenty-six (76.4%) were visited. Huge amounts of wastes are generated at South Africa high-throughput poultry abattoirs, and these amongst others includes blood, feathers, feet, intestines, trimmed meat off-cuts, faecal matter, condemned chickens and waste-water. Waste handling practices varies according to abattoir preferences. Different collection facilities are used for different types of waste, 50 - 750_ containers and blood troughs are used for blood (table 4.5), crates, wheelie bins, conveyors, black rubbish bags for feathers (table 4.6). Waste is either stored at the dirty area of the abattoir or in an open space next to the abattoir under strict supervision prior to disposal or by-product processing. Since not all abattoirs dispose off generated waste, some abattoirs have by-products processing facilities either on site or outside abattoir premises. Examples of by-products produced (table 4.3) include poultry (carcass) meal, feather meal, poultry oil and blood meal. Disposal methods used differs from burial, rendering, land application, municipal landfill, collection by farmers (animal feeding), burning, composting depending on waste type. It should however be noted that some of disposal method used are not legally approved in South Africa although legally permitted in other international countries as per literature review. Three environmental implications were identified by the respondents included in the study (table 4.14) and these included air pollution, water pollution and land/soil pollution. Recommendations are made to encourage the safe disposal of abattoir waste, minimisation of environmental implications and to limit the methods of disposal to those that are internationally permitted and suggested.

Waste management is one of the key issues of sustainable development. In Hong Kong, there is food waste management measures but it seems that they have a fair share of limitations. The amount of food waste disposed rose from 3,154 tons in 2005 to 3,237 tons in 2010, which has not shown a significant reduction in volume in recent years. Businesses are becoming more aware of their corporate social responsibility and they definitely have a role to play in sustainable food waste management. Food waste management requires a large amount of resource input and infrastructural support, therefore a collaborative network between the government, businesses and social organizations will surely allows for better performance. The Food Waste Recycling Partnership Scheme (FWRPS) is chosen to be the subject of this case study. It is a partnership program aiming to tackle the food waste problem in Hong Kong’s private sector. A total of 18 companies are chosen as case subjects for the study and are divided into three groups: 1) the participants of the FWRPS; 2) the non-participants of the FWRPS but with self-initiatives for food waste management and 3) the companies without much food waste management initiatives. The three groups are then compared and contrasted upon the drivers, barriers to food waste management and the role of the FWRPS towards effective food waste management. Major factors are drawn from the study such as corporate leadership and resource availability. It is found that those driving and hindering factors varies as companies adopt different food waste management options. In creating these differences, the FWRPS also plays an important role. The scheme succeeded in facilitating food waste management in the private sector as it allows resource pooling and knowledge input. It also has limitations such as the small scale and the lack of promotion. Such partnership would be effective only if each partner is committed to work towards the same objectives. Also, the partners should have their own roles and shoulder their responsibilities. For example, the government should provide the required infrastructure while non-governmental organizations focus on environmental education. In the long run however, the private sector should tailor its own system of food waste management along with legislative support from the government.

Waste management in winery and distillery industries faces numerous disposal challenges as large volumes of both liquid and solid waste by-products are generated yearly during cellar practices. Composting has been suggested a feasible option to beneficiate solid organic waste. This incentivized the quest for efficient composting protocols to be put in place. The objective of this study was to experiment with different composting strategies for spent winery solid waste. Compost materials consisting of chopped pruning grape stalks, skins, seed and spent wine filter material consisting of a mixture of organic and inorganic expend ingredients were mixed in compost heaps. The filter material component varied (in percentage) among five treatments: T1 (40%) lined, T2 (20%) lined, T3 (0%) lined, T4 (40%) grinded material, lined and T5 (40%) unlined. Composting was allowed to proceed in open air over 12 months, from autumn to summer. Indicators such as temperature, moisture, enzyme activities, microbial counts, pH, and C/N ratio, were recorded. Generally, season (df =3, 16, P < 0.05) had significant effects (df =1, 3, P < 0.05) on heap temperature and moisture in all treatments. Similarly, microorganisms (actinobacteria and heterotrophs) varied significantly in all treatments in response to seasonal change (df = 3, 16; P < 0.05). Enzyme activities fluctuated in accordance with seasonal factors and compost maturity stages, with phosphatases, esterases, amino-peptidases, proteases and glycosyl-hydrolases being most prominent. Compared to treatments T2 and T3, compost treatments with higher percentage waste filter materials (T1, T4 and T5) had higher N (16100-21300 mg/kg), P (1500-2300 mg/kg), K (19800-28200 mg/kg), neutral pH, and lower C/N ratios (13:1-10:1), which were also comparable with commercially produced composts. Filter materials therefore, appears to be a vital ingredient for composting of winery solid waste.

Porous plates delivered calcium chloride at a negative potential to the top of blocks of partially welded (20.1 x 20.1 x 66.6 cm) and densely welded (30.1 x 20.1 x 48.1 cm) tuff with discrete fractures. During infiltration, flux increased through the partially welded block's fracture as the applied suction was lowered to 2.3 cm. The wetting front advanced 66.6 cm in 239 days. Chloride concentration and temporal moments from five tracer tests with 0 to 5 cm of applied suction indicated that preferential fracture flow occurred. Displacement transducer data reflect a decrease in fracture aperture at several months prior to but not during tracer tests. Fracture transmissivities decreased an order of magnitude (6.4 x 10⁻⁹ to 4.2 x 10⁻¹⁰ M²/s) as the applied suction increased from 0 to 5 cm while the tensiometer data indicated a suction of about 20 cm of water within the fracture and matrix. Highest during infiltration to an initially dry block, inflow losses of 3 to 44 percent due to evaporation are the greatest source of error for the constant potential method used.

Food wastage is becoming a serious problem in Hong Kong. At present, Hong Kong relies simply on landfills to dispose of its waste. Nevertheless, such reliance is not sustainable. It may also lead to different social and environmental problems. With the primary aim to lessen environmental damage and achieve environmental sustainability, food waste recycling can save energy, conserve resources and prolong lifespan of landfills. Therefore, it is important to educate youngsters in order to develop their responsibility and habits in protecting the environment. It has been reported that recycling awareness should be instilled into people’s mind from their childhood. Through food waste recycling programmes held in schools, students can increase their awareness and knowledge in that aspect and develop skills for the solutions of environmental problems. On the other hand, such programmes would help reduce food waste at source and draw public attention to the food waste problem. The aims of this study focus on the introduction of a food waste management programme in a Hong Kong secondary school campus and exploring the feasibility and viability of extending it to other secondary schools in Hong Kong in order to minimize waste disposed to landfills. The study shows that the students may gain knowledge about food waste recycling through practical field experience by joining both of the Food Waste Recycling Programme and the Organic Farming Programme under the food waste management policies developed in the school. They allow students to engage more in recycling behavior and increase their awareness of food waste avoidance, reduction and recycling in their daily life. With the tripartite cooperation the Government, the participating schools and the secondary school students, the food waste management held in the school campus is feasible and viable to extend to other secondary schools in Hong Kong in order to lessen the pressure of local landfills.

A study was carried out at Bien Donné Experimental Farm, near Paarl in the Western Cape Region (South Africa), to evaluate the performance of solid winery waste compost (WWC) and inorganic fertilizer (N:P:K, 2:3:4 (30) - 5g Zn%) on growth and yield of cabbage (Brassica oleracea var. capitata L.) and Swiss chard (Beta vulgaris subsp. cycla). The experimental plot was fertilized as per treatment with WWC (100% and 400% equivalent recommended fertilizer application using N as reference mineral) and inorganic fertilizer. The experimental design was set up in a Randomized Complete Block Design (RCBD) with 4 treatments (control- without compost and inorganic fertilizers, inorganic fertilizer-2:3:4 (30) - 5g Zn% and LAN (28), WWC application at different application rates were (3485g/plot) (100%) and (13939g/plot) (400%)) replicated four times. Soil analysis showed that the experimental plot is dominated by sandy soil structure. Results of mineral analysis after application of treatments showed a significant (p>0.05) drop in soil pH over time in the untreated control and application of 400% WWC significantly (p<0.05) raised soil pH compared with the control. The application of mineral fertilizer showed significant (p<0.05) increase in soil P compared with the other treatments. However, WWC picked up significant (p<0.05) speed above inorganic fertilizer, thus making P available to the soil than NPK mineral fertilizer. A significant (p<0.05) drop in soil K content by 21% over time on amended soil with inorganic fertilizer treatment was observed. However, the application of WWC at 300 and 400% significantly (p<0.05) raised the soil K by 54.93 and 73.06% respectively. There were no significant differences in soil Ca over time, but high soil Ca concentrations from WWC (100%) were recorded compared to inorganic treatment that showed the lowest soil Ca concentration. There was a slight drop in soil Na over time in control and soil amended with inorganic fertilizer. The effects of the treatment on Mg values were not so prominent, suggesting that concentrations of nutrients are less essential characteristics of the soil or small portion of nutrients were readily available on the soil.

The influence of nitrogen (N) and phosphorus (P) limitation on pulp and paper mill activated sludge (AS) floc properties was studied using a bioreactor fed with synthetic Kraft mill effluent. The bioreactor and synthetic effluent were designed and shown to perform like the real mill system providing the AS, establishing the in vivo relevance of the results. Limitation of either N or P produced inadequate effluent biotreatment, shown by poor BOD5 and suspended solids removal, and by decreased biomass health, performance, and floc settling. Greatly enhanced poly-beta-hydroxybutyrate (PHB) (but not carbohydrate or extracellular polymeric substances [EPS]) synthesis was the common response of the floc microbial community to N limitation over many days. In contrast, P-limitation increased total carbohydrate and EPS, but not PHB.
N limitation, but not P limitation, caused the net floc surface charge to be much more negative, while P-limitation, but not N-limitation, increased the floc bound water content and surface hydrophobicity. Thus, in real pulp and paper mill AS systems, careful manipulation of N or P additions may be useful to optimize the key process of charged polymer-assisted AS dewatering.

The sugar industry contributes to the development of the economy in many countries, including South Africa. The wastewater generated by this industry has a high pollution load, and therefore requires treatment before discharge to the environment. The primary aims of this study were to determine the performance of an upflow anaerobic sludge blanket (UASB) reactor treating sugarcane molasses and to develop an empirical model to predict the behaviour of the UASB in terms of chemical oxygen demand (COD) removal and biogas production. A UASB (46 L working volume) was inoculated with granular sludge from the brewery industry and was used to investigate the treatment of synthetic sugar industry wastewater with an average COD of 4101 mg/L. The experiments were designed using Design-Expert® Software Version 10. The analysis of variance for the models and the optimisation of reactor temperature and feed carbon to nitrogen (C/N ratio) were carried out using response surface methodology. The UASB was operated at constant hydraulic retention time and organic loading rate of 2.04 days and 2.01 kg/m3.d, respectively. A start-up period of 22 days was required to reach steady-state. The developed empirical models for total COD removal efficiency and biogas production rate were found to be statistically significant with Prob > F values of 0.0747 and 0.0495 and the determination coefficients (R2) were found to be 0.80 and 0.65, respectively. The optimal conditions were found to be at a temperature of 38oC and C/N ratio of 22 mgTOC/mgTN. The corresponding removal efficiencies in terms of total COD, five day biological oxygen demand, total nitrogen, total phosphorus, and sulphate was 77.7, 85.9, 99.2, 44.4 and 57.2%, respectively. Biogas was produced at a rate of 0.832 L/L.d with a methane, carbon dioxide and molecular oxygen content of 65.2, 32.8 and 0.6%. Results suggest that UASBs may offer a feasible option for reducing the organic strength of sugar industry wastewater, while simultaneously generating methane-rich biogas.

Queensland's political history has been built upon a culture of developmentalism, particularly at the cost of environmental protection. This has been a prominent feature in the policies of past Queensland Premiers such as T.J. Ryan, Ted Theodore, William McCormack, Forgan Smith, Frank Nicklin, Johannes Bjelke-Petersen and Wayne Goss. The policies pursued by many of these Premiers often resulted in the destruction of many sensitive environmental areas, of which the effects are still evident today. This study examines how anti-environmentalism has been a recurrent theme in state politics, as well as examining the extent to which industry has influenced governmental policies toward developmentalism. In particular, this research explores in depth the theory of 'regulatory capture' and examines the extent to which this is applicable to the Queensland context. A secondary issue which is explored is that of the development of a culture of nonenforcement within government departments. The testing of these theories is conducted through an analysis of the Queensland Criminal Justice Commission Inquiry into the Improper Disposal of Liquid Waste in South-East Queensland. The outcome of this thesis certainly demonstrates that state government departments responsible for environmental protection were negligent in fulfilling their roles. This thesis will highlight how such departments were 'captured' by the interests of industry to the extent that they failed to administer and enforce effective environmental legislation. It also raises the possibility that, as a result, administrators were guilty of official misconduct. Finally this thesis argues that while departmental culture is so strongly embedded in pro-development policies, responsibility for the environment should be centralised in an agency whose sole responsibility would be environmental protection. Such an agency could be an Environmental Protection Authority.
