Tamil Nadu consists of the Eastern and Western Ghats. There are thirty-six tribal people living in these hills including "Adiyaan, Aranaadan, Eravaalan, Irular, Oorali, and Kaniyan." The Eastern Ghats have Javvaadhumalai, Yelagirimalai, Kalvarayanmalai, Servarayanmalai, Chitherimalai, Pachaimalai, Paalamalai, Vattalmalai, Neyyaamalai, Jarugumalai, Parukkurmalai, Kaalimalai, Kadakadalai, and Kollimalai hills. The divisions of the population living in the Western Ghats cannot be seen in these hills. The hills are mainly inhabited by Malayali tribes. The life of these javvaadhu hill people is a simple life. They are also preserving the arts according to the environment in which they live. The oral literature in their case helps to know the life and culture of the hill people.

Although they highlight the Norse (religious) term siðr ‘custom’ and its cognates, some researchers of pre-Christian Scandinavia suggest that the concept of religion involves a Christocentric discourse and should be used cautiously, or even only for Christianity. Some scholars therefore recommend a categorical distinction between pre-Christian (religious) siðr and Christian religion. This paper contributes to this ongoing discussion. I argue that while it is meaningful to highlight the term siðr and its cognates, the distinction between pre-Christian siðr and medieval Christian religion is problematic. 1) While siðr had various meanings in vernacular language, the current debate emphasises only its religious aspect, thus turning the indigenous term into an implicit etic concept. 2) The word siðr and its cognates were also used in medieval Scandinavian languages as designations for Christianity, and hence, the categorisation of pre-Christian siðr and medieval Christian religion is misleading. 3) The distinction between popular siðr and formal religion is fundamentally based on the two-tier model of popular/folk religion–religion. 4) The vernacular (religious) word siðr in the sense of ‘religious customs, the religious aspects of the conventional way of life’ and the heuristic category of (lived) religion are in fact complementary in the study of religion in both Viking and medieval Scandinavia.

Abstract Older indigenous people and their families draw on specific tribal care customs to support end-of-life care as these help to fortify and strengthen older people. New Zealand’s health and palliative care services can either help or hinder families to utilise their care customs. The aim of the Pae Herenga study was to investigate the specific traditional care customs employed by older New Zealand Māori. This involved 60 face-to-face interviews with participants who had a life limiting illness (majority aged over 65), family carers, indigenous healers, spiritual practitioners, and health and palliative care professionals across four key geographical sites. Three digital story workshops involving 16 participants were also included. The study findings show that no matter what the older person’s illness was, their cultural customs and protocols helped to fortify them and kept them spiritually safe at end-of-life. Hospitals and hospices helped families to action their customs by providing rooms large enough to host gatherings of thirty or more people; prayers, songs, speechmaking and communal sharing of food took place. However, incidences of racism, a lack of space, and a lack of support for indigenous plant medicines prevented the use of ancient traditional end-of-life care customs for older people. The findings suggest that health and palliative care services can help older indigenous people maintain their spiritual strength by providing them with culturally supportive care and environments equipped to host the dying and their families.

This paper examines Lari marriage practices in the 1970s and contrasts them with earlier customs as reported by older women. It discusses also the role of social networks in maintaining, changing, and passing on marriage customs.

A comparison is made of Miami Indian death customs of the eighteenth and nineteenth centuries as described by French explorers ca. 1702 and by C. C. Trowbridge to Michigan Territorial Governer Lewis Cass in 1825. Changes in customs reflect the influence of time, invasion, and tribal identity on a universal observance. Distinguishing features of nineteenth century customs are the ceremonial provision of a surrogate to replace the deceased and protection of the corpse from an inimical medicine man. Similarities and differences between the death customs of the Miamis and other Great Lakes tribes are also noted.

In conditions of limited time, which is dictated by the modern rhythm of life, digital technologies are becoming one of the main tools for optimization and rationalization of all spheres of human activity. The use of modern digital technologies in the customs system is primarily aimed at increasing the efficiency of its activities. Properties such as quality, speed, transparency, generated with the help of information customs technologies, create prerequisites for stimulating Russia’s foreign economic activity and developing the national economy. However, at present, the Federal Customs Service has a number of problems that impede the development of digitalization of customs activities, due to external and internal factors, as well as contradictions in some of the tasks facing the customs authorities. Therefore, the task of analyzing the efficiency of the use of digital technologies in the activities of customs authorities becomes urgent. The authors of the article proposed a methodological approach to assessing the efficiency of the use of digital technologies in the activities of customs authorities, which is based on assessing the quality of electronic customs services.

Informal end of life caregiving will increase over the next 30 years in line with the anticipated increase in older Māori deaths. Of concern, New Zealand’s neo-colonial trajectory (loss of lands, cultural disenfranchisement, urban migration, ethnic diversity, global diaspora and changing whānau (family, including extended family) compositions) has restricted some indigenous whānau from retaining their end of life care customs. This article reports on a qualitative pilot study on Māori whānau end of life care customs undertaken to explore how those care customs contribute towards strengthening whānau resilience and bereavement. Five whānau, including thirteen individuals from diverse iwi (tribes), took part in one of six face to face interviews. Kaupapa Māori research methods informed the analysis. The findings report a high level of customary caregiving knowledge among older whānau carers as well as a cohesive whānau collective support system for this group. Tribal care customs were handed down via 1) enculturation with tribal principles, processes and practices 2) observing kaumātua processes and practices and 3) being chosen and prepared for a specific care role by kaumātua. Younger participants had strong cultural care values but less customary care knowledge. The pilot concluded the need for a larger systematic qualitative study of Māori tikanga (customs) and kawa (guidelines) as well as the development of participant digital stories to support a free online educational resource to increase understanding among whānau, indigenous communities and the health and palliative care sectors.

This article discussed the trust in the traditions / customs of Batu Bara people in the 19th century. Batu Bara is one of the regions in North Sumatera Province, Indonesia. In the 19th century Batu Bara communities were dominated by Malay ethnic groups and popularly referred to as "Malay Batu Bara". Malay Batu Bara had several traditions or customs that were considered important to be ritualized in everyday life. There were many traditions / customs in Batu Bara and in this study 3 traditions would be discussed namely; (1) Pantang larang, (2) Tapai Party, (3) Mandi Balimau. The approach used in this research was qualitative which produced descriptive data. In analyzing the data the researcher used data reduction, data presentation and drawing conclusions and verifies the data. The disciplinary approach in this research was socio-anthropological and based on historical values. From the data obtained, it was clear that there was trust in Batu Bara Community in the 19th century of the traditions / customs implemented in daily life.

The article focuses on identifying the needs and opportunities for improving the legal regulation of social protection of customs authorities employees in Ukraine. The paper highlights that today the legal regulation of social protection of customs employees is characterized by a number of problems, including the lack of appropriate inclusive approaches to personnel policy in the customs authorities, which causes risks for employees with disabilities, pregnant employees, etc.; formal and fragmentary delineation of certain measures of customs employees’ social protection in the Customs Code of Ukraine. Unresolved issues of the legal regulation of customs employees’ social protection create additional socio-legal risks for the level of social security of customs personnel, and demotivate the employees, which is an additional factor for the personnel crisis in the public service system. To solve these problems, the author proposes to create and approve the Conception of ensuring the standards for decent work and social security of customs officials for the period up to 2030, which will help to implement an inclusive approach to personnel policy in this government agency by means of ensuring gender equality among employees; creating a healthy psychological climate in the customs authorities; creating conditions for the integration of persons with disabilities and young able-bodied citizens without work experience into the working life by giving them the opportunity to work in the customs authorities. It is also proposed to make a number of amendments to the Customs Code of Ukraine, in particular, to improve the legal regulation of housing for customs officials, medical care and health care of customs officials and their families, including the regulation of funeral assistance for customs officials. The conclusions summarize the results of the research and emphasize the need for further analysis of the legal regulation of customs employees’ social protection in Ukraine.

The paper is dedicated to issues on influence of legal customs on the regulation of family law relations. There is stressed, that the customs are one of the significant tools of Family Law. Actually, a custom as a source of Family Law plays a subsidiary role in relation to Family Legislation. In Ukraine, significance of a legal custom as a source of law is due to the peculiarities of legal life and legal awareness of Ukrainian society that are determined by combination of some sides of spiritual culture. Historical essay on customs regulation of engagement demonstrates expanded implementing of customs and its potential impact on social relations. However, implementing of customs for regulation of family and legal relations is a natural attribute of national legal awareness, basis of forming of which is hidden in historical layers of culture and memory of the people. There is suggested to supplement the provisions of Art. 11 of Family Code of Ukraine with the link to the ability to use not only “local custom, and custom of national minority, members of which one of the sides or both sides are”, but “national (folk) customs”. Particular perspective orders for future research of implementing of customs as a source of family Law of Ukraine are indicated. Particularly, the issues of forming of current customs as regulators of family and legal relations, the ratio of legal customs as manifestations of “official” law and customs as “non-normative rules” (national customs, customs of national minorities, local customs) and the prevalence in court practice of customs or the use of references to their content to assess various circumstances of the case (for example, the use of customs and their observance in the context of assessing proper upbringing or misconduct in marriage) are indicated.

The Rajus’ community migrated from Andhra Pradesh to South Tamilnadu and settled there permanently in the black soiled region before 600 years ago due to regimental changes. They engaged themselves in Agro-based occupation after their displacement. As they concentrated more on the clothing business, harvesting cotton had become their field of interest, and thus they adapted their lifestyle on the land of black soil.variety of rituals are followed by various communities globally. Accordingly, the communit people of the Rajus' follows several rituals from their birth to death. As part of their ritual, all the things invariably used on the occasions of ceremonies and their fixed lifestyle represent some hidden scientific facts. Those are researched and interpreted to prove the significance of rituals in human life which is strongly connected with nature. This research paper lays emphasis on the main aim of the customs and rituals of the humans. They are connected with the formidable factors strengthening the physical energy. Paying attention to the ancient rituals and customs are sadly on the decrease in the contemporary period. The evidence of diminished rituals can be seen in temples and their way of celebrating festivals. The purpose of the research is to manifest the necessity of restoring the significance of rituals framed scientifically by our ancestors. This research will positively help to discern the hidden scientific facts in the rituals for close and prompt follow up of the same.

The author wants to give an account on the calendar customs of a Csango village in Moldova. The key motive of her analysis are customs as modes of organizing, maintaining, and functioning cultural information. She believes that the customs of Hungarian Csangos go beyond that, they show the ethnic specificity of the local culture, and these „ethnic” customs act as distinguishing features of the community. The custom system in this reading differentiates communities doubly, on a formal plain differentiates them towards the exterior, in its content this system offers internally a pattern of orientation for those inside it. Finally customs act as a frame for the whole of life and community (individual–the other–the dead and God), as well as the three temporal experiences (Past–Present–Future). Introduction. The significance of this work is due to the widespread existence of customs as regulators of public life, which play an important role in determining the rules of conduct in people's relationships with each other, as well as the presence of conflicts between the provisions of legal acts and the established order reflected in customs. Purpose. The purpose is to present and describe some customs that exist in modern Russian realities, to illustrate them with examples, and analyze their correlation with current legislation. Methodology. The authors used formal-legal method, formal-logical method, system approach, analysis, synthesis, comparative method. Results. This article presents some classifications of customs recognized in legal science. The most relevant types of customs for the Russian legal system are considered, and examples are given that demonstrate their regulatory nature. It is studied that along with national customs, which are traditionally given significant importance, there are also other, not less important customs, such as professional ones. Various opinions of scientists whose works are directly related to the topic of this article are presented, studied and compared. Conclusion. On the basis of analyzed in this article jurisprudence, legal acts and opinions of expert the following conclusions were made: firstly, we cannot deny the significant role of customs as regulators of human behavior, which is especially important for those regions where customs, not the laws was the key (the only) regulator of social life, and secondly, it is noted that the habit, which is practiced may even be contrary to the legislation, but, nevertheless, to continue to operate and apply. Finally, we described the custom as one of the elements that "allow us to find a fair solution", which in the future may allow to continue studying the custom and the possibilities of its application in today's constantly changing world.

This study aims to determine the effect of compensation, quality of work life on employee performance at the Directorate General of Customs and Excise, East Java Regional Office I. The study population was 1323 employees. employees, the number of samples is 200 respondents. The technique of collecting data through a questionnaire. Model testing with structural equation modeling (SEM) analysis. The test results show that the model (fit) can be seen from the values of GFI, AGFI, TLI, CFI, RMSEA and CMIN / DF respectively 0.902, 0.907, 0.964, 0.968, 0.026 and 1.127 which indicate the model fit criteria. The results showed that: 1) Compensation has a significant effect on Quality of Work Life, 2) Compensation has a significant effect on Performance, 3) Quality of Work Life has a significant effect on Performance, 4) Compensation has no significant effect on Performance through Quality of Work Life for Office employees Region of the Directorate General of Customs and Excise, East Java I

The article examines the legal nature of the concepts of "offense" and "liability" in the context of ensuring compliance with customs legislation, as customs security is the main task of customs authorities of each state, within which they must ensure the receipt of customs duties and other customs payments, to protect the national producer, to prevent the import of banned and dangerous products, to ensure compliance with the law. In the conditions of insufficient functional capacity of state institutions, high level of corruption and development of criminogenic formations the risks and threats of destabilization of economic security of the state amplify. This leads to aggravation of the socio-economic situation in society, deterioration of the quality of life and the emergence of disparities in spatial and regional development. Strengthening the impact of destabilizing trends on the formation of economic security of the state requires the development of priority areas for its strengthening. Combating violations of customs rules is a significant, not fully operational, tool to increase the level of economic security of the state. Issues related to the organizational and legal framework for combating violations of customs rules, in particular, the legislative consolidation of responsibility for their commission, are extremely relevant, which led to the research topic. The article counteracts the violation of customs rules is revealed through the essence of administrative and criminal liability for offenses. And it is the scientific study of the legal nature of the concepts of "responsibility" and "offense" using the method of comparing and comparing the definitions of different theorists makes it possible to consider these phenomena with the fullest study of their application to crimes committed in the customs sphere. The formation and current state of the institution of responsibility for economic crimes is directly related to the formation and development of customs legislation. However, it retains its autonomy in this area, as it clearly defines the law enforcement focus, closely related to those areas of legislation that contain rules whose sanctions should protect legal relations in all spheres and areas of public life, ie. criminal, administrative legislation.

Director General of Customs and Excise (DJBC) is a government agency that oversees exports and imports in Indonesia. Companies that receive exemption and tax returns are required to wipe Orkan activities export and import by using IT-based reporting. This study aimed to analyze and design databases to support the reporting of customs based report format for Director General of Customs and Excise No. PER-09/BC/2014. Data collection used was the Fact Finding Techniques consisted of studying the documents, interviews, observation, and literature study. The methods used for Design Database System is DB-SDLC (System Development Life Cycle Database), namely: Conceptual Design, Design Logical and Physical Design. The result obtained is ERD (Entity Relationship Diagram) that can be used in the development of Customs Reporting System in companies throughout Indonesia. In conclusions, ERD has been able to meet all the reporting elements of customs.

Digital technologies are becoming an integral part of the modern society. They penetrate into all spheres of life and activity of mankind. Customs is no exception. The purpose of the study is to identify the problems and prospects for the introduction of digital technologies in the activities of the customs authorities of the Russian Federation. The methodological basis of the study is a set of measures of scientific knowledge, including general scientific methods of analysis, synthesis, induction and deduction, as well as private scientific methods: system analysis, logical method. The study argues that customs operations are directly related to the extent to which digital technologies are developed and implemented in the activities of customs authorities. Despite all the obvious prospects for further digitalisation in the field of customs, there are certain problems. In the article, the author identifies the key issues of the Russian Federation customs authorities digitalisation. Based on the identified limitations, recommendations are made for their elimination, taking into account the current economic and geopolitical situation.

Viniculture is one the most developed branches of agriculture in the Middles Ages on the territory of Vojvodina, and grapevine is one of the oldest agricultural crops. Wine, a drink that is a product of cultivation of grapevine, and a spiritual beverage of divine provenance, has a varied use: it is used in everyday and special occasions, to celebrate the patron saint’s day and important events in the family, and it is indispensable in Christian customs and church rituals. In this paper, we consider the knowledge and data obtained through ethnological researches concerning the role of wine in certain Christian customs and transition ceremonies in a human life cycle. Customs related to childbirth, marriage and funerals are the most important transition ceremonies in a human life cycle, along with the celebrations of many Christian holidays in which wine is used without exception. While observing the customs that are part of those ceremonies, we may notice many very different matters concentrated in them. That is mostly a result of many intertwinings and syncretisms of customs. With time, mostly due to modern views and notions, some elements are forgotten, and some are re-established, but with a different meaning. Even today, in various religious systems it is considered that deities and demons, as well as higher forces, can be propitiated and won over with both blood and bloodless sacrifices. We may say that wine has a dual role: it represents libation, but also a substitute for blood, and blood sacrifice. In terms of mythology, grapevine is a sacred tree and a symbol of immortality, and wine – the beverage of gods – of youth and eternal life.

Background. It is known that the customs, traditions, material and spiritual riches of the Turkic peoples belong to the great poet A. Thanks to Navoi's sharp intellect and artistic thinking; it has become an immortal property of our spirituality. Therefore, the creative heritage of the great poet is important not only as a work of art, but also as a unique historical and ethnographic source of culture of life of the Turkic peoples, including the Uzbek nation. This article examines the works of Alisher Navoi, depicting the way of life, culture, socio-political, theological and mystical worldview of the Turkic peoples, and even the ancient mythological ideas and some of the customs and rituals associated with them. The traditions of the poet's lyrical, lyre-epic works are an important source for studying the history and spiritual world of the Turkic peoples. Methods. In the article A. In order to clarify the place of folk traditions in Navoi's lyrical heritage, comparative-typological, analytical methods were used. Results. In the works of Alisher Navoi, a special place is given to the depiction and interpretation of plates related to the way of life, culture, socio-political, divine and mystical worldview of the Turkic peoples, and even ancient mythological notions and some customs and rituals associated with them. Such works of art, which are recorded as "ethnographic folklorisms", have played an important role in enhancing the national and realistic spirit of the poet's works, their artistic impact. Conclusion. Navoi's works contain valuable artistic details related to the way of life and customs of the people, which can provide important information in the study of the history of life of the people of that period.

Nadar is a term used to describe the primitive manner of life of the human race. People's daily routines and customs are considered to be customs. An ethnic civilization is thought to have developed when customs alter over time and transform into cultural symbols. Every race still retains elements of its traditional dialects even after civilization has advanced. Poomani is regarded as one of the regional authors. He allows the writing to take on its own qualities by combining the aroma of the soil with the free-flowing energies of life. Through the short story ‘Aruppu’, he was introduced to the world of Tamil short stories. Poomani has the ability to write about rural life and aspects of ethnic culture. He wrote a book titled "Agnaadi" in 2012 after researching the history of the residents of Kalingal hamlet in Kovilpatti district. The book won the Sahitya Akademi Award in the year 2014 for its inventive ethnographic history and narrative. The word Agngnaadi means' mother'. It is a term used by certain ethnic groups. In that way, Poomani’s Agnaadi which has recorded rural life has also recorded folk liturgies. This article examines the novel Agnaadi as a case of folklore litigation.

The author discusses four groups of artifacts: ancestor cult, war trophy, items of everyday needs, and body adornments. The author provides detailed information from selected cultures of New Guinea. It is shown that artifacts made from human remains were not an isolated phenomenon, but were an integral part of cultural customs and way of life in particular cultures.

The purpose of this article is to show the state of modern exchange relations in the wedding ceremonies of the peoples of Dagestan and to trace the variants of their transformation at different stages of the wedding. Ceremonies of wedding gift exchange of Dagestanis today have similar features with traditional customs and ceremonies. However, over time, under the influence of ethno-cultural and other processes, modern exchange relations within wedding customs have undergone certain transformations, adapting to the modern way of life of the people. It is known that exchange relations are the most archaic tradition of social life of any nation, originating in ancient times. It is believed that the traditions of gift exchange were created to preserve existing or create new kinship and social relations within or between communities. However, in recent years, its main functions are increasingly becoming a thirst for profit, i.e., gift exchange acquires utilitarian functions. Many of the symbolic wedding gifts of the past have now been replaced by money, and their value is increasing every year. Since the post-Soviet period, the expressed interest and return of the peoples of Dagestan to their traditional customs and rituals (including wedding) can be traced. However, the moral and ethical side of these customs remained in the past. To solve these problems and facilitate the wedding (reduce costs) and all its stages, it is necessary to introduce into modern rites of wedding gift exchange reasonable ethical standards to regulate these rituals. It is necessary to rethink the current traditional customs of gift exchange, bringing material and moral damage to the family, to choose and preserve the most important of them, corresponding to the modern way of life of Dagestanis, discarding unnecessary and irrelevant rituals.

Ngadas Village is a village with an interesting order of life and customs like many other villages. The people have lived long with the customs and norms of local wisdom. Our study aims to investigate the harmonization of both customary law and national law in Ngadas Village. The customary law includes the local wisdom value as a philosophy and obeys positive law. To understand the harmonization, we use an empirical juridical approach in understanding the role of government officials in preserving customs and positive law. Subsequently, we discuss the harmonization through the role of government officials covering aspects of community life. Our findings indicate that the positive law serves as a reference to the customary law. The customary law is in line with national interests and laws and national law. Likewise, the customary law is in harmony with religious elements. This denotes the importance of the village's official roles for the local community's interests.

Climate change has already had a significant impact on both tangible and intangible cultural heritage globally. Climate change-induced impacts on tangible cultural heritage include historic buildings being damaged by increasing sea levels, and harm caused to coral reefs as a result of increased water temperatures to give just two examples. In the sphere of intangible cultural heritage, climate change can lead communities to abandon their environment and related customs and practices, influencing how they live, eat, work, socialize and worship. Given the spiritual connection between Indigenous Peoples and their land and nature they are disproportionately affected by climate change. This loss is inter-generational, as Indigenous practices and customs disappear when communities are forced to leave their traditional homes and lifestyles. This article seeks to assess how the international legal framework can potentially address the impact of climate change on Indigenous intangible heritage. It also review recent efforts by UNESCO to address climate change and its impacts on cultural heritage.

Background. The COVID-19 pandemic declared by the WHO in March 2020 have significantly affected almost all sectors of economy and life spheres, including the imple­mentation of customs affairs. Introduced changes in the trade and customs policy of count­ries of the world, legislative changes and quarantine measures have affected the activity of the customs authorities of Ukraine, which requires a separate study. Analysis of recent researches and publications has shown that the published up to date papers aren’t systematic and can’t claim to be a complete analysis of the problems and challenges related with the impact of the COVID-19 pandemic on customs affairs at the WCO level and in Ukraine. The aim of the paper is to analyze the WCO measures and the implementation of cus­toms affairs by the customs of the State Customs Service of Ukraine in the conditions of the COVID-19 pandemic. Materials and methods. General scientific methods such as the systematic approach, theo­retical generalization and comparison, analysis and synthesis have been used in the research. Results of the research. Globally, the WCO and partner organizations have develop­ped measures to achieve the balance between combating the spread of COVID-19 and ensuring continuity of supply chains. The quarantine measures introduced in the world and in Ukraine have affected the activities of the customs authorities of the State Customs Service. At the first stage, 94 checkpoints across the state border and points of control were temporarily closed, 38 of which remain closed till now. The total number of vehicles passed through the customs border of Ukraine in January-September 2020 compared with 2019 decreased by more than 2 times to 6.7 million units. The largest reductions were fixed for road, air and river transport. The total volume of customs declarations of the MD-2 form decreased by 5.7%. However, the number of other customs documents, according to which goods are sent in international postal and express shipments, has significantly increased. Conclusion. In the conditions of the COVID-19 pandemic, the WCO focused their attention of customs administrations on taking the necessary measures to protect customs personnel who in direct contact with citizens and carriers when crossing borders. The mea­sures introduced in Ukraine in connection with the spread of COVID-19 have affected the activity of the customs authorities of the State Customs Service. However, the customs officials carried out customs formalities promptly and according to the current legislation and international treaties of Ukraine.

The Meche community is one of the indigenous tribal communities of Nepal. They have been living on the bank of Mechi River in the eastern border of the Himalayan kingdom of Nepal.The majority of the Meche people are concentrated in the Jhapa District from time immemorial. They are considered as the subgroup of the Bodo community. It is considered as one of the endangered ethnic tribes numbering 10 out of 59 indigenous communities of Nepal. They worship a commonly grown cactus plant called ‘Siju or Sijou’ (Euphorbia roylena; Euphorbiaceae) in the name of BathouBwrai (God). They are agrarian and living with a simple life. The economic condition of Mechecommunity is not sound but they manage their daily meals well by various means. TheMeche follows age-old cultural traditions over the years. They have a rich cultural heritage with their own identity and a way of life. They have a religion, language, literature, customs and traditions etc. The majority of the Mechepeople concentrated in the Jhapa District of Nepal. The Meche follows an age-old cultural tradition over the years. They have a well organized religion, culture, customs and traditions. Hence, the present study would focus on their ethnic background; society and their life cycle i.e. birth rites, marriage and death rites.

The article is devoted to the study of the impact of digitalization of customs services on ensuring the economic security of the Russian Federation. The paper presents a description of the services provided by the customs authorities of Russia; displays calculations of the shares of applications submitted in electronic form by citizens and legal entities, and services provided in electronic form by officials of the customs authorities. The author highlights the features of the process of digitalization of customs services. These features are divided into three categories depending on the effect obtained: enhancing the interaction of customs authorities and other public institutions, developing and adapting the country’s economy to modern conditions, and also forming new requirements for the economic life of society. The article contains an assessment of the identified features: the need to harmonize the efforts of the customs authorities of all countries of the Eurasian Economic Union, the need for an integrated approach to the digitalization of the system of state regulatory authorities, the feasibility of combining digitalization of the activities of customs authorities with the concept of ”smart city”, the possibility of quantitative growth and qualitative development of the country’s economy, reorganization of the market, the continuous increase in the need for digitalization of services, as well as the formation of fundamentally new risks associated with the use of digital tools.

The article argues that there is an urgent need to interpret the provisions of the customs legislation on administrative fines in a way that ensures correspondence of its amount to circumstances of the case relating to the gravity of the offense, the degree of guilt of the offender and his situation, as opposed to the mechanical imposition of this administrative penalty by customs authorities and courts in single unchangeable amount prescribed by law. Applying normative-dogmatic, systemic, comparative-legal and other methods of scientific research, the author maintains that, despite the literal content of the provisions of customs legislation on the application of fines for violations of customs rules, they should be interpreted taking into account the principle of proportionality, which requires limiting punishments to the mildest possible measures suitable enough to respond to particular offenses. Given the priority of the rule of law over the provisions of positive law, a definite amount of fines for violation of customs legislation cannot relieve governmental authorities of the obligation, to weigh the intensity of state repressive measures in light of special circumstances. As the experience of the most developed countries shows, aggravating circumstances can be considered which are, in particular, the negative history of cooperation with customs authorities, intentional obstruction of the investigation of customs authorities by withholding evidence or misleading customs officials. Instead, in determination of appropriate amount of fine for violating customs regulations one should consider mitigating circumstances such as commitment of an offense for the first time with a negligent form of guilt or without significant consequences for the state budget due to lack of revenue; severe events of a personal nature in life of a person who independently conducts business activities or has a decisive influence on business decisions; taking all possible steps to avoid the offense, including requesting advice or other assistance from the customs authorities; bona fide error in complex issues of customs administration due to inexperience; connection of the offense with a complementary error of the customs authorities, cooperation during the investigation of the customs authorities; immediate correction of the violation; positive history of interaction with customs authorities.

This paper aims to describe and critically analyze the existence of Parmalim in an effort to maintain Toba Batak customs and culture in the modern era. The problem is focused on the rites of worship and social life of Parmalim in Laguboti and Hutatinggi. The extent to which the Malim religion uses the customs and culture of the Toba Batak in every rite and social life every day as an effort to maintain the customs and culture of the Toba Batak in the modern era. To approach this problem, researchers depart from the reference to the theory of modernity, where in modernity emphasizes rational, which is irrational will be abandoned. In addition, researchers will also approach through the theory of the function of religion, in which in the theory of the function of religion that religion still functions if it is able to provide explanation, spiritual comfort and to bind existing social cohesion. The research method was conducted by the writer through in-depth interviews with several community leaders covering the regions of Laguboti and Hutatinggi and also literature studies.

Javaneese culture adopts and mixes customs from some religions and local beliefs, such as Hinduism, Buddhism, and Islam. Funeral customs may vary across cultures and religions, but there is something common, a ceremony. Funerary customs comprise the complex of beliefs and practices used by a culture to remember and respect the dead, from interment itself, to various monuments, prayers, and rituals undertaken in their honor. Additionally, funerals often have religious aspects which are intended to help the soul of the deceased reach the afterlife. Thus, death is concieved as something terrifying at one side and something waited for at the other side. To respect the moment, people gather and pray for the death and for themselves. The ceremony, i.e. the feast, gave benefecial effects in their social life, creating harmony and solidarity between the members of the community. So, for Javaneese, to show that death has meanings, they create and adopts customs, and practice it whenever such event emerge

The authors present the activity carried out at the Transylvanian Museum of Ethnography between 1922-1951 to set up an Archive that keep information on material and immaterial folk culture, obtained using the questionnaires as a research method. The following Questionnaires are presented: The list of objects to be collected for the Ethnograpfic Museum (1923), To preserve our artistic monuments (1925), Questionnaire no. 1: Christmas customs (1926), Questionnaire no. 2: Christmas and New Year customs, Young fellowships (1927), The New Year’s Goat Ritual (1927), The House (1931). The answers to these questions were the base for setting up The Museum’s Folklore and Ethnography Archive, that also includes Collections of folkloric materials, Collections of Year’s Events Customs and Seminar Papers made by students on the following topics: Customs throughout the year; Habits in relation to human life; Settlements and House; Village Monographs; Grazing; Folk costumes; Folk medicine; Pottery; Furriery. Among the materials preserved in the Museum’s Archives, the authors present 14 seminar papers on the customs related to human life events (birth, wedding, funeral). In connection with human birth, some popular beliefs and practices are described: from the prenatal period (bans for pregnant women), and from the post-natal period, focusing on the role of the midwife and of the godmother in the first days of the newborn’s life. On the wedding theme, the authors expose the main phases preceeding the wedding: looking for the predestinated spouse, asking in marriage, the engagement, wedding invitations, the preparation of the flag, of the wreath, of the tree and the fir-tree, the wedding ceremony, the wedding party. Regarding the funeral, the authors present beliefs about the signs portending the death (the owlet song, howling dogs, objects falling off the walls), the dying persons’s spiritual preparation (Confession, Communion), physical preparation of the dead person (washing, grooming, dressing), the wake, the funeral service, the burial, alms (highlighting the importance of water as charity for the dead). The authors also present the funeral with fir-tree, for the unmarried young people, known as the dead’s wedding.

Kepercayaan yang mereka anut, teraktualisasikan dalam adat istiadat mereka yang tampak khas, seperti dalam bidang pertanian, kepemimpinan, dan aktivitas daur hidup manusia. Dengan kata lain, agama dan adat istiadat menjadi pedoman hidup warga masyarakat Kasepuhan Cicarucub. Oleh karena itu, kedua unsur tersebut berjalan harmoni dalam kehidupan mereka sehari-hari. AbstractReligy’system of Kasepuhan Cicarucub’s society was built by two important thing. Those are religion and ancestor’s belief. They are Moslem, although they still keep and do their ancestor’s belief who are shown in the unique customs, such as agriculture, leadership. And life cycle. So, religion and customs become a way of life for them and give them a harmonic life.

At the present stage, there is a problem of ensuring the sustainable development at all levels. The United Nations has declared 17 Global Goals that must be realized by subjects of mega-, macro-, meso- and microlevels, including customs authorities. In the context of European integration, an important task for Ukraine is to increase competitiveness following the example of successful European states. At the same time, the competitiveness of the country is a multifaceted and multidimensional concept that is influenced by numerous environmental factors. At the present stage, one of the key determinants of the state's competitiveness is its sustainable development. Today, the concept of sustainable development is a new challenge for national customs systems, that’s why it is appeared the need to justify their role in achieving the Global Goals to increase the country's competitiveness. The Sustainable Development Goals exist immanently in the basic functions performed by the customs authorities. After all, the service function of customs bodies is aimed at simplifying customs and trade procedures for law-abiding business in order to intensify international trade as a basis for economic growth. The security and control function of the customs system provides for the protection of the state and its citizens from dangerous and low-quality products that pose a threat to human health and life. The fiscal function of customs authorities is aimed at filling the state budget with customs payments in order to finance the priority areas of the country's development. Achieving the Global Goals is made possible through the use of a variety of customs documents and tools that need to be improved towards sustainable development. Thus, customs authorities are involved in overcoming poverty and hunger in the world by intensifying global trade flows, which, accordingly, provides additional opportunities for employment and filling the state budget with taxes. In this context, it is a matter of assisting the customs authorities to achieve the 1st, 3rd, 5th, 16th and 17th Sustainable Development Goals. In modern conditions, international trade plays a significant role in shaping a stable economy and the welfare of society. In this context, customs authorities contribute to the 8th, 9th, 10th, 11th, 16th and 17th Global Goals by reducing trade barriers to form inclusive societies. Customs are also involved in protecting the planet and ensuring its stability for future generations, while contributing to the achievement of the 12th, 13th, 14th, 15th, 16th and 17th Global Goals.

The Ahoms were originally a group of Tai Shans. They brought a distinct culture to Assam peculiar to the Tai culture. Although the Ahoms had their own religious customs and rituals but they did not impose their religion to other tribes and distinctly amalgamated with the culture of the local people. In the time being the Ahoms accepted Hinduism and with the advent of the neo-vaisnavism they almost lost their culture. However the Mohan Deodhai and the Bailungs, the three priestly clans of the Ahoms did not accept Hinduism and maintained their own culture and habits to a great extent. The Ahoms possesses a distinct character regarding the social life. The Ahom priestly classes who were neglected for their denial of acceptance of Hinduism in later part of the Ahom rule, became secluded from the other part of the society. The Mohan, Deodhais and the Bailungs maintained their traditional beliefs and customs in the long period of the Ahom rule and they are still preserving their tradition. So, it is necessary to look at the condition of the Ahom priestly class that how and what extent they could maintain their own culture.
