The field of systemology does not yet have a standardised terminology; there are multiple glossaries and diverse perspectives even about the meanings of fundamental terms. This situation undermines researchers’ and practitioners’ ability to communicate clearly both within and outside their own specialist communities. Our perspective is that different vocabularies can in principle be reconciled by seeking more generalised definitions that reduce, in specialised contexts, to the nuanced meaning intended in those contexts. To this end, this paper lays the groundwork for a community effort to develop an ‘Ontology of Systemology’. In particular we argue that the standard methods for ontology development can be enhanced by drawing on systems thinking principles, and show via four examples how these can be applied for both domain-specific and upper ontologies. We then use this insight to derive a systemic and systematic framework for selecting and organising the terminology of systemology. The outcome of this paper is therefore twofold: We show the value in applying a systems perspective to ontology development in any discipline, and we provide a starting outline for an Ontology of Systemology. We suggest that both outcomes could help to make systems concepts more accessible to other lines of inquiry.

The fundamental modernization of the transport industry, which began in the mid-nineties of the last century, required the implementation of new approaches to building an integrated transport system of the country through the intensive integration of all types of transport. This caused not only the introduction of new organizational and management processes in transport, but also the consolidation of the activities of transport industry scientists to the development of new industry documents and the revision of existing ones. The problems of economic substantiation of decisions in the field of integrated use of the country’s integrated transport system are particularly acute. Therefore, there is an urgent need to create a systemology of the general transport infrastructure on the basis of a modern scientific and methodological assessment of the effectiveness of the integrated use of various types of transport, including: criteria for assessing the effectiveness of transport for ensuring the national security of the country; economic and mathematical models of the integrated use of various types of transport in the interests of ensuring the national security of the country; methods of economic substantiation of the integrated use of transport in the interests of ensuring the national security of the country; scientific and methodological recommendations for improving the economic efficiency of transport for ensuring the national security of the country

The way of thinking held by most Muslims has nowadays shifted away from Allah-centred to logical and empiricism. The separation line of Islam from ways of life can be seen clearly as the majority of Muslims hold secular thoughts. The paper aims to redefine ‘aqlī and naqlī way of thinking into the Islamic systemology concept. It is a concept that puts Allah as an agent of everything, with Him as the head of the system. Besides, the paper also discusses the process of the evolution of Greek philosophy deeply, how it became a phenomenon in the Muslim world. The application of rational and reasoning, which is championed by Aristotle, is slowly degrading Muslims’ faith, as Muslims start to verify everything based only on logical answers. The article is also strengthening the position of Abū Ḥāmid al-Ghazālī and supporting his arguments on the rejection of the Western philosophy by outlining the importance of yaqīn (strong inner faith) in taking action and making a better judgment. The Islamic systemology concepts are very important to make Muslims aware of the balancing between ‘aqlī and naqlī, as both of them are interconnected and complementary. Ignoring naqlī means Muslims put more emphasis on the world (dunyā) and put less belief in Allah. Hence they jeopardize the equilibrium of thinking.

Introduction. The lack of a coherent systemology law does not enable the use of evidence-based formalization to solve the basic theoretical problems of law interpretation and enforcement. The development of an appropriate formal-theoretical apparatus is possible on the basis of a productive systemological concept. The justification of this concept is based on the study of philosophical bases and fundamental principles (integrity, dynamic equilibrium, feedback, etc.) and the use of logical and linguistic methods of problem-oriented system approach. Theoretical Basis. Methods. The conceptual and logical modeling of legal ergasystems, the systems analysis and resolution of the theory-applied base of technology of two-tier legal regulation; the synthesis and modification of private scientific results of the author published in 2000–2019, with copyright in the author’s scientific works and educational publications. Results. The contemporary conceptual variant of combined “ICS”-approach (“information, cybernetic and synergetic”) as a general methodology of analysis and optimization of legal ergasystems, as characterized by the following conditions: the substantiation of the appropriate three-part set of methodological research principles, corresponding to the triple-aspect physical nature of the study of complex legal systems as ergasystems; the clarification of the conceptual and logical model of the legal ergasystem taking into account the fundamental feedback principle; the definition of the law of necessary diversity of William R. Ashby is justified and corresponding conditions of realize of effective technology of two-level (normative and individual) legal regulation; the definition of basic concepts and methodological principles of modern systemology of legal regulation; the justification of the functional organization of the Invariant Rational Control Loop. Discussion and Conclusion. A developed conceptual object-oriented version of combined “ICS”-approach for analysis and optimization of legal ergasystems is a methodological basis for the development of a working formal-theoretical apparatus of legal regulation systemology. This will formalize the decisions of the main theoretical problems of law interpretation and enforcement, as well as developing and implementing special information and legal technologies based on the concept of information and functional databases and knowledge. This will in turn ensure the information increases the effectiveness of the system of legal regulation of public relations as an information and cybernetic system subject to the subjective organizing process of human activity and the objective synergetic processes of disorganization.

The article is devoted to the issue of a systems approach in the context of philosophical problems. The necessity of revising system representations and expanding the dynamic component, according to the requirements of the time, is substantiated. Attention is focused on the evolution of the concept of the systems approach in Russian systemology. It is shown that the uniqueness of the evolution of the systems approach in Russia is due to the problem of determining its role and place in the conditions of the dominance of materialistic dialectics in the Soviet period. The aim of the article is to trace the modern formation of the synthesis of the systems approach and dialectics. Through historical analysis, the emergence of basic concepts on which system-dialectical synthesis is carried out today is revealed. Variants of interpretation of the systems approach in Russian science and philosophy are highlighted – its relationship with the philosophical principle of sistemicity, an interdisciplinary scientific field, and the field of private sciences. It is shown that the systems approach, enriched by the dynamic capabilities of the dialectic and synergetic approaches, is qualitatively expanding its application possibilities. The line of research raised by V. N. Sagatovskiy and continued by E. G. Vinogray is the problem of the causes of the formation of systems as a result of resolving systemic contradictions, complemented by the possibility of forming systems based on emerging synergistic relationships. It is proposed to consider the contradiction and synergy as a double category of system-forming factors in the process of formation of the modern concept of the systems approach.

The main methods of classification and coding in mechanical engineering are studied from the systemic point of view, their main characteristics are considered. When analyzing the systemology of classification of machines of various functional purposes, the absence of a unified methodological approach in constructing the classification and in coding the products is shown. In the existing classifications, products are considered constructively only as objects of operation, and the other stages of their life cycle are not affected. As a result of the system analysis, a unified methodological approach is proposed for constructing classifications, coding and unification of products for various functional purposes, reflecting the features of all stages of their life cycle. For the production stages of the life cycle, a system of classifications using various coding methods is considered: a description of structural and technological elements formed by the tool edges, a sequence of numbers, taking into account signs; a description of the surfaces formed by tool movements, in numbers, indicating the directions of feed movements; and to describe complex-profile surfaces and a combination of long-range elements, their combination is used. The expediency of using each of the classifications in real production conditions is determined by the statistics of use of structural and technological elements and surfaces, as well as of tools that form them.

It has been shown as a combination of theoretical positions for technogenic safety’s systemology and modern information technologies’ capabilities can help prevent dangerous technogenic impacts. Have been revealed systemological method’s main terms and concepts needed to investigate the problem of technogenic safety. Have been presented descriptions of an overhead power line as a collection of complex technogenic system and technogenic impacts created by this system’s components. Has been given the general characteristics of the «Diagnostics +» software complex for the electrical equipment’s status assessment based on processing of current information’s large volumes. Have been provided examples for representation of overhead power lines in the program complex, and types of their tests in accordance with the directive documents. It has been stated that equipment status prediction aids prevent an occurrence of dangerous technogenic impacts that may accompany the operation of overhead power lines.

The article presents the methodology of a comprehensive constitutional and legal assessment of the Eurasian integration development of Belarus. It is noted that the achievements of legal comparative studies, systemology, synergetics, axiology, socio-legal approach, risk-oriented approach, methods of legal modeling and forecasting can be used in conjunction with methods of identifying constitutional and legal meaning, interpretation of the provisions of the Constitution. The key aspect in the study is to take into account the methods of constitutional and legal regulation - appeal to constitutional principles (including those present in the Constitution eventually, and not only textually), awareness of the deep meaning of law; establishment of a balance of constitutional values; establishment and maintenance of a systemic relationship between normative provisions and normative complexes. Of particular importance for the study of constitutional aspects of integration development is the use of the principles of general scientific methodology.

The article describes the peculiarities of applying a systematic approach to the training of future philologists in universities. The research goal is to clarify the methodological features of a systematic approach to the philologist training in a modern university. The research methods are the scientific analysis, systematization, classification, modeling. Results. The main factors determining the need for a systematic approach have been identified (the common sociocultural processes in the language environment of many countries lead to linguistic unification (formerly English-speaking) and to preservation of their linguistic identity as the basis for national identity; the increase of the level of individual mobility, in the field of education including, development of polylingual, bilingual and multicultural links in education; new challenges and risks in the area of professional training related to the digitalization and dissemination of online education models in the context of global pandemics and the distance education segment expansion). Moreover, basing on the analysis of scientific sources (methodological bases for the training of philologists; contents and basic models of the training of these specialists; ICT as a systematic resource for the training of philologists), the opinion about the necessity of application of pedagogical systemology to the professional training of students-philologists in university conditions is substantiated. The analysis of the pedagogical and linguistic segments of systemology made it possible to identify the leading systemic characteristics of the training of philologists at the university (essence, composition, structure, functions, history of the system) and to investigate the manifestation of the systemic characteristics of the studied phenomenon in the conditions of the university environment as a systemic object. It is noted that the training of future philologists at the university as a system is synergistic; the professional training of philologists at the university as a system object is characterized as a complex open dynamic purposeful system with characteristics of continuous self-organization. Conclusions. It was concluded that the training of philologists as a complex system involves a certain number of structural components (content, human resources, information, technological resources) for its functioning; the system is open-ended (to other pedagogical systems) in its nature, complementarity and interconnection with the scientific and technological systems implemented in other areas of training. It has been proved that the systematic characteristics of the training of specialists in the field of philology are provided by the specific guidelines for the establishment, operation and development of this system; the objectives of the above-mentioned specialists’ training determine its content and end result, that is a competent specialist in his or her professional field and qualified in the professional activity, capable of self-education and self-development.

The article examines the structure of the inter-relationship between society and its inherent risks, the main components of which are society’s accumulated experience in predicting and mitigating risks, the continuous complication of modern society and the new social risks it generates. The reasons for the formation of these components, the positive and negative results of their use by society are analyzed. The reactions of managers and scientists to existing social risks are described. The main difference between these reactions is the diametrically opposite attitude of managers and scientists to the phenomenon of reductionism in solving complex social problems. The article defines the role of interdisciplinary research areas (synergetics, systemology, the combined social analysis, science of science, etc.) in solving problems related to social risks. The proposed by A. G. Teslinov’s classification of existing worlds (the material world, the world of ideas, the social world and the world of signs) correlates with traditional disciplinary classifications. The place of a new scientific direction (risk semiotics) in the system of existing risk sciences, as well as among other artificial semiotics is established. The conclusion about the need for interrelated development of social semiotics and risk semiotics is substantiated.

Aim. Currently, issues of evaluation and analysis of the quality of models and polymodel complexes describing complex objects (DCO) at various stages of their life cycle (LC) are of particular relevance. An approach for the generalized meaningful and formal description of the problem in question is proposed. Materials and methods. An original approach based on the system-management interpretation of the processes of creating and using models and polymodel complexes describing SLO is proposed. Results. To solve these problems, the authors of the article developed a corresponding theory, which they called the qualimetry of models and polymodel complexes. The article shows how, based on the concept introduced by them – the evolving situation, it is possible to approach multi-criteria analysis and synthesis of both models (polymodel complexes) and systems modeling technologies for situational centers (DSS) from a single managerial position. Conclusions. The proposed system-management interpretation of the main classes of problems and tasks solved in the qualimetry of models and polymodel complexes has great prospects, since relies on the fundamental and applied results obtained so far in the interdisciplinary branch of system knowledge, including, within the framework of such basic scientific areas as systemology, neo-cybernetics and computer science.

The article considers the problem of developing conceptual principles of philosophical and cultural studies of society that are adequate to its current metastable state, taking into account its transition to the era of a new type of cultural development (information, project management culture, etc.). The global informatization of society, the conditions under which the cultural information environment functions, is in our time the main source of social inequality. The relevance of the study is due to the transition to a new type of cultural development in the form of self-structuring of the personality, directly related to the self-structuring of the noosphere on the way of a wide awareness of the fact of knowledge, streamlining their structure, as well as determining mutual transitions between knowledge and information and obtaining knowledge from information. The specificity of the development of information culture is shown, which contributes to the reduction of uncertainty in the functioning of various social or innovative clusters with the help of management signals. It is also shown that it becomes a condition for society to gain additional degrees of freedom. New approaches used in the work are developed on the basis of a synergistic expansion of the research method. The methodological basis of the study adopted the ideas and methods of modern systemology, philosophical synergetics and structural epistemology. The analysis shows that the mass culture of the mid-twentieth - beginning of the twenty-first centuries. remains a relatively unimaginable phenomenon in terms of general and philosophical cultural studies.

The article discusses the main achievements of the School of Systematic Modelling of Psychological Phenomena in the direction of systematic research of the psyche of the personality and prospects for further re search. The experience of applying qualitative systems analysis with the help of the general theory of systems of the Odessa School of Systemology academician A. I. Yemenov is given, which is considered by the author as «soft modeling» (Soft Systems Methodology) where the description is provided by symbols and/or words. Yemenov’s understanding of the provisions on system parameters was analyzed in detail. The use of Hard Systems Methodology (synonymous with «hard modeling») in modern scientific research is justified, where the system is described by numerical expressions. The main achievements of the systematic modeling of psychological phenomena are presented in the studies of the followers of the Scientific School of Systematic Modelling of Psychological Phenomena. The main results of the studies on the following psychological phenomena are presented: Coping behavior of the individual; proactive overcoming; Motivational potential in the system of a manager’s personal potential; Coping as a security factor; Personal identity and its determinants; Life orientation of the personality (example of ophthalmological workers); Hidden motivation of the individual; Management capacity of the IT specialist; Features of individual dreaming symbols; Systematic parameters of the organizational identity of the person to the professional. The author points out that the structure of language levels system is still a crucial linguistic problem, that research in this field is far from being completed and that there is a need for further improvement of the current models of language levels hierarchy. The author sets out his reflections that sprang up from striving to eliminate some contradictions in the existing models of the language levels system. Applying the method of comparative analysis, elements of the model theory and linguistic systemology, using the Russian language material supplemented by some sporadic examples from other languages, the researcher puts forward a number of amendments to the existing models of the language levels hierarchy – amendments intended for riddance of the above-mentioned contradictions. The author argues in favor of merging the morphological and lexical levels, as well as the level of syntax and that of utterances, and offers insertion of the word combinations level at which language units and speech units co-exist, forming two intersecting sub-levels. The expediency of combining the system of language levels and that of speech levels into a common speech-language space has been proved. Using the empirical material, the author demonstrates the level boundaries blurring and existence of inter-level gaps, which contain hybrid units that have typological features of both the upper level and the lower level. The following conclusion is drawn: the speech-language hierarchy must be schematically presented not so much a column of hard and fast lines as a linguistic continuum with smooth transitions between the levels.

Development is defined as the archetype of entrepreneurship and the most important category of socio-economic life. The study established a link between socio-economic and innovative development of enterprises and other socio-economic systems. The directions of business that suffered and developed during the corona crisis were analyzed and an assessment of its innovation was provided. The mutual influence of socio-economic and innovative development of enterprises is proved. Peculiarities of development of innovation activity in the conditions of imperfect branch structure of economy are substantiated. It was emphasized that Ukrainian enterprises should adapt the market and business experience of the world is leading countries, improve infrastructure and the institutional environment, increase human capital, knowledge and technology. The direct vector of innovative development for Ukrainian entrepreneurship is Ukraine's integration into the EU: for enterprises and educational and research institutions – into the European Scientific Area, infusion into clusters specializing in «aerospace industry» – south-eastern Poland, «toolmaking» – Slovenia, «automotive industry» – Slovakia. Emphasis is placed on the expediency of applying the world practice of creating new targeted tools to support the economic and innovative development of entrepreneurship on the basis of medium-term and long-term programs and strategies.

The article describes the main aspects of the creation of the information system of educational purpose, focused on the solution of tasks of computer and information training for future ecologists in modern higher education in Ukraine. The main and additional requirements for an information resource about rare species of animals which take into account disadvantages of existing information resources are formulated. The main stages of the information system development process are considered. The project was implemented by means of Python programming language, Django framework, Adobe Photoshop graphics editor. The structure of the MySQL database for the informational system and the description of the fields of its main tables were given. The chart of precedents concerning the roles typical for the Little Zoo system, the chart of cooperation for adding an article into the system database, the chart of the sequences in the system, the chart of conditions of search are presented. Thanks to the resource users will be able to search for a rare species of animals according to one or more characteristics. The system also provides students with the possibility of learning materials by sorting articles about animals in the required order. The description of the functional of the information system is presented. The system allows the registered users to add own articles, to expand the resource’s database. The information system of educational purpose is successfully used at the Kherson State University in studying the discipline "Informatics and Systemology" by students of specialties 101 "Ecology" and 014 "Secondary education (Biology)", as well as in studying the discipline "Information technologies and technical means of correctional training" by students of specialty 016 "Special Education".

The development of resource methodology and soft computing in this paper is presented as a new direction of ontological design. The objects of air transport organizations are chosen as the applied area: a company, a social group, an individual. The existing understanding of re-sources is related to the concepts of consumption. The problem is that the category of re-sources is not identified and does not have a humanitarian study, primarily in logic, philosophy, and philology. The known classifications and types of resources are numerous, diverse, and mutually irreducible. A new understanding and logical elaboration of the "resource" category is proposed. The resource methodology offers its own bases and sources. The theoretical foundations are formed in the following content: principles, hypotheses, language, terms, conditions, and procedures. This content allows you to generate output of key definitions. Re-source design (modeling) is based on the concept of a resource model. Resource modeling can be defined as displaying object property parameters from a specified definition area to the area of indicator values. The proposed hypotheses of resource modeling consistency postulate that natural language tools: words, concepts, names, vocabulary, grammar, syntax, used in relations to describe objects, can be transformed into formal models that are suitable for subsequent calculations and automated management. Relations are displayed in the pseudo-physical logic of statements, which allows us to assign numbers to observable objects of non-numeric nature. Analogs of systemology are used to develop principles, conditions, and procedures for design and modeling. The basis of resource design is a formal resource model, on the basis of which elements are formed: complexes of contours, tuples of resources. Thus, the resource method al-lows us to assign numbers to the properties of objects in weak non-metric scales by shifting the assessment procedures to the area of strong metric scales, which establishes new combinations of applying qualitative and quantitative methods of research and development. A sample of practical resource design and modeling of objects in the subject area is presented on the example of the air transport complex.

The subject of this research is formation of the goals of general education. The majority of modern authors correlate formation of the goals of education with the traditions and trends existing in pedagogical practice; some authors formulate the goals of education based on the expert opinion; others rely on the futuristic forecasts of social development; and only few of them obtain educational goals from the science-based theories dedicated to personality development of a child. Such divergence of opinions allow speculating the goals of education, since the concepts of “social procurement”, “world traditions”, “harmonious personality development”, and “expert opinion”, although being virtually indeterminate and susceptible to personal fluctuations and political trends, are ultimately enshrined normative documents. This defines the relevance of the topic of formation of the goals of education regardless of personal, political, or other attitudes. The research problem is formulated in the following way: whether there is an invariant basis in the concept of the “goals of education”. This article explores the question of formation of the goals of general education from the perspective of systemology. Leaning on the theory of complex systems and the theory of signal transmission, the author outlines the goals of general education, which are interconnected by society and the state. The author describes how these goals are reflected in pedagogical practice and the Russian law “On Education”. The acquired results testify to the fact that the goals of general education are focused on the three aspects: inclusion of a child into the “social norms” subsystem; child’s development for effective resistance to the “external environment”; child’s development for effective interaction within the “educational structure” subsystem. All the identified goals are crucial, as they resemble the structure of relations between society, the state, and external environment. All other goals of education either correlated with the three aforementioned goals, or are not related to education. A hypothesis is advances on the hierarchy of goals: 1) preservation of society; 2) relationship with the external environment; efficiency of such relationship in the society. All these goals are reflected in the modern pedagogical practice, which may suggest the triviality of the formulated conclusions. In the scheme described by the author, they are not obtained empirically, but rather indicate systemic relationship with society and the state. The novelty of this research lies in justification of reasons for forming the goals of education. The provided formulizations allow to accurately and logically outline the strategy and structure of educational policy, both on the federal level and on the level each individual pedagogue.

A cluster analysis of field observation data was performed using the Statistica 12 software, connections were established in the middle of the data set, and the obtained data were organized into certain structures. As a result of the clustering, groups of clusters that have the greatest impact on speed were identified. Determining the hierarchy of factors influencing the speed and safety of the transport process shall improve approaches for modeling traffic flow velocity dependences. The paper describes an analysis of road safety risk factors.Problem Statement. The need to modernize approaches for traffic flow prediction, traffic volume distribution on the road network, means and methods of traffic management, traffic management systems in connection with quantitative and qualitative changes in the transport sector of Ukraine.Purpose. We examine the method of determinantal analysis of language systems and the notions which are closely related to it: morphological type of language, nominative and communicative angles of presenting a situation in a typical utterance, ways of organizing grammatical semantics in languages of various types. The research shows that G.P. Mel’nikov’s concept of inner determinants of languages allows to interpret the traditional morphological classification of languages as a system of types opposed according to their inner determinants in historically formed specific communicative conditions acting as external determinants of languages

General Systems Theory, as well as Systems Theory - as integrated part of the first one, are still under the scrutiny of researchers, either through the interest shown for micro-systems or for macro-systems, as derivatives of the system. In accordance with the research undertaken in either of the two ends of the reference range for the system - as a fundamental element of systems theory, our concerns are to familiarize the reader with the diversity of concepts and develpoment stages specific to the two areas of interest - General Systems Theory and Systems Theory. Also, as the objective of the present study, an attempt was made to bring to the fore some definitions and conceputal characterization, respectively with the structure and properties of different system types. At the same tine, are underlined different systemic approaches and representations, along with the position of Systemology in relation to the General Systems Theory and Systems Theory.
