The history of the European Union has been fraught with constant friction between the sovereignty of the Member States and the supranational powers of the Union, with the Union gaining terrain in fields of law traditionally belonging to the Member States. Despite this tension, certain legal fields are steadfastly asserted as belonging to the Member States. Notably, Member States regulate the grounds of the acquisition and loss of nationality. The Treaty of Lisbon highlights that the nationality of Member States is scarcely governed by European Union law, if at all. The sole provision governing the relationship between Member State nationality and Union law, i.e., Article 20 of the Treaty on the Functioning of the European Union (TFEU) stresses the primacy of Member State nationality.Reality, however, is often not as simple as such a cursory reading implies. European Union citizenship, once a mere complementary facet of the national citizenships, has transformed into an institution in its own right, forming a symbiotic relationship between the Member State nationality and the European Union.

Common themes of EU social policy include: the promotion of employment; improved living and working conditions; the equal treatment of employees; adequate social protection; and capacity building of the European citizenship. However, it is often the case that rural dwellers and, more specifically, rural NEETs, experience higher levels of marginalisation than their urban counterparts. Such marginalisation is evidenced by their exclusion from decision-making, public life, community, and society. These issues are compounded by an underdeveloped rural infrastructure, problematic access to education, limited employment opportunities, and a lack of meaningful social interaction. This study, a cross-sectional analysis, assesses a number (n = 51) of social interventions under the Youth Guarantee Programme from a social innovation perspective and presents a characterisation of examples of best practice across different dimensions of social innovations. This paper presents an examination of the potential of sustainable rural–urban ecosystems that are focused on supporting the symbiotic social innovation diffusion methods which can help to establish and sustain rural–urban pathways to improved education, employment, and training.

The image of the Chinese businessman pervades the contemporary Asia-Pacific. Whether seen as the cutting edge of a new Asian capitalism, as the source of unsound practices that precipitated the crash of 1997, or as small-scale opportunists symbiotic to the primal creative force of large transnational corporations, diasporic Chinese businessmen are a fixture in discussions of regional Asia-Pacific economies. Their depiction as small shopkeepers and clannish ethnic minorities is becoming a thing of the past. Now, they are astute, cosmopolitan (although still a bit clannish) businessmen, linked through their cell phones, masters at negotiating the everchanging terrain of global capitalism and flexible accumulation. They are “astronauts” in constant movement around the globe, seeking out property, education, citizenship, and market opportunities in myriad nations, feeling comfortable anywhere as long as it is near an airport. Even Chinese who haven’t advanced to the jetsetting class still carry a certain mystique, an aura of privileged access to shadowy flows of information, interpersonal trust, and rapid deals made on a nod and a promise. Their ephemeral firms, dense networks, rapid adaptability, and geographic dispersion are said to confound familiar methods of measuring economic success and to challenge us with new ways of conceiving and doing business.

Thailand’s near-total elimination of opium poppy cultivation is attributed to “alternative development” programming, which replaces illicit crops with licit ones. However, opium poppy cultivation was not drastically reduced because substitute crops earned the same income as opium: nothing can equal the price of opium to smallholder farmers, especially those without land tenure. Thailand’s reduction in poppy cultivation was achieved by the increased presence and surveillance capability of state security actors, who, year by year, were able to locate and destroy fields, and arrest cultivators, with increasing accuracy. This coercion was also accompanied by benefits to cultivators, including the provision of health and education services and the extension of roads; both stick and carrot constituted the encroachment of the Thai state. The provision of citizenship to hill tribe members also gave them a vested interest in the state, through their ability to hold land, access health care, education and work opportunities, amongst others. These initiatives did not occur without costs to hill tribe cultures for whom a symbiotic relationship with the land was and remains disrupted. These findings indicate that alternative development programming unlinked to broader state-building initiatives in Afghanistan, Myanmar and other opium poppy-producing areas will fail, because short-term, high-yield, high value, imperishable opium will remain the most logical choice for poor farmers, especially given the lack of a farmer’s vested interest in the state which compels them to reduce their income whilst offering them no other protections or services.

The focus of this review study compliments the ongoing debate on the significance of employee retention in both private and public organizations. The contributions from scholars in retention study are enormous but there are still areas that need deep attention and further exploration. Most of the past studies on employee retention have mainly focus on its impact on outcomes such organizational commitment and organizational citizenship behavior. Thus, to further reconfirm the importance of employee retention as a critical determinant of organizational effectiveness, it is essential to test its effect on a broader range of outcome variables. In this study, the role of human resources practices and leadership style are examined to see their effect on employee retention. While most of the extant literature used behavioral theories, this study combined Herzberg two factors (satisfier/motivator and dissatisfier/hygiene) and proposed a symbiotic relationship that could benefit both parties through social exchange theory. This study is limited in scope and context but the contribution to frontier of knowledge for both theory and practice is unparalleled. Health sector employee are limited in number due to duration of course of study and academic rigors involved, thus the limited numbers available are in competitive demand thereby encouraging high job mobility in this sector. Jordanian work force generally aspires to move to the West as ditto most developing countries. Using a well-defined HR practices coupled with leadership style will drastically reduce attrition rate and enhanced employee retention as conceptualized in this study. This will contribute to theory and practice through proactive measures that will not only discourage employee turnover but also enhance productivity.

BACKGROUND: Local governments are fundamental for achieving the ecological transition of our societies/cities. Also COVID-19 has shown that many of the barriers and bottlenecks in implementing public top-down initiatives are not technical (financial, economic, administrative, etc.) but cultural. They generate a lack of consensus with the risks of reducing the effectiveness of public interventions and investments. OBJECTIVE: The paper proposes the profile of a “circular governance” (i.e. that assumes the model of the circular economy) that is also “human centered”, capable of reducing inequalities, enhancing the processes of real participation in the construction of a desirable future for cities, through its capacity to regenerate material and no-material components/values. This perspective intersects with the cultural/educational dimension to which the new governance should devote much greater attention. CONCLUSION: A critical test is the transformation of abandoned urban spaces into attractive places for activities, investments and people. These disused spaces, which have often become repulsive waste deposits, are especially abundant in port cities. They are most often included in areas of particularly high landscape and cultural value. The paper suggests the elaboration of prototypes of “circular heritage symbiotic ecosystems” that are able to respect some general conditions (or principles). Suitable and effective assessment tools must be available to public, private and social actors to verify the proposal consistency and then to build new win-win-win partnerships. But it is also necessary to strengthen the educational perspective in the activities of the new governance, because preferences, values and needs should not be considered as already “given”, but should be constructed, thus nourishing the critical spirit of citizens so that they can creatively combine private interests and common good, thus becoming “artist of citizenship/civic engagement”.

The ambivalent role of religion in modern citizenship is hardly new, whether in terms of the “hardware” (legal-political institutions and processes) or “software” (public attitudes and habits). Faith narratives can vigorously contest liberal claims of civil belonging and freedom, such as on gender and secularism. Yet liberal citizenship also benefits from justice claims anchored in interpretations of religion, ranging from equality and solidarity to nonviolence and reconciliation. Identity politics is a formative part of liberal citizenship, with a dominant tribal discourse legitimated by the accommodation of minority ethno-religious claims to equity and equality. Nativist populism aggravates an already adversarial relationship between faith and liberal citizenship, notably for minority religions. This paper argues for symbiosis between liberal citizenship and diverse religious identities—a political theology that takes pluralism seriously. While liberalism purports to minimize expectations of individual virtue, civic pluralism calls for the inclusion of collective and individual ethical commitments, beyond ruptures of secular and sacred that shape a jurisprudence on the “burdens of accommodation.” Evidence from Canada, among other liberal settings, suggests that the alternative is civic fragmentation that favours majoritarian tribalism.

In today’s globalized world, the issue of active citizenship is gaining relief, becoming an essential determinant of the nature of civilizational progress. The study examines the possibilities of modern education to develop civic activism. The underestimated potential of lifelong learning as a tool for the development of active citizens has been identified, including opportunities for the development of older citizens. We have demonstrated the potential of the neoliberal model of active citizenship as one that corresponds to the current state of civilizational development, at the heart of which is a person who is aware of his political rights and responsibilities in a multicultural world. It was shown that lifelong learning, the enduring educational trajectory of the individual, should be a practice of developing democratic values and principles of active citizenship, developing skills in working with sources of information, initiative, responsibility, knowledge of social principles, and the role of citizens in it, etc. The article carries out a historical and philosophical reconstruction of views on the issue of active citizenship. The dynamics of the content of the above concept are demonstrated. It was possible to outline methodological guidelines that allow interpreting active citizenship as an educational ideal, based on some modern methodological positions (lifelong learning, etc.). The study demonstrates the shortcomings of the methodological position, according to which the competence of active citizenship, for the most part, is the result of educational influence in the system of secondary and higher education. Possibilities of the fruitful combination of formal and non-formal education in the development of active citizenship are demonstrated. The symbiosis allows providing the necessary praxeological dimension (combination of theory and practice of active citizenship) to the processes of becoming an active citizen in the current challenges of civilization.

This chapter traces the history of women's magazines that spans 300 years. Drawing upon four decades of scholarship on women's magazines, it examines the defining properties of the genre, and particularly the consideration that these periodicals are created exclusively for and targeted to female audiences. It also discusses the ways in which editors-in-chief create and maintain the identity of their publications while establishing the magazine as an intimate imagined space, and how consumerism and citizenship became intertwined in women's magazines. The chapter shows that the history of women's magazines has been defined by the creation of imagined communities of interest, the increasing specialization of titles, and the symbiosis of the magazine and advertising industries.

This concluding chapter brings the different strands of the argument together and evaluates their implications for a post-pandemic world. In particular, it raises the question of whether the rejection of austerity that to date has characterized the response to the COVID crisis signals the possibility of a post-neoliberal shift. I argue that this is a misleading interpretation that neglects the symbiotic relationship between neoliberalism and biopolitics and how rationalities of care, through the modulation of scarcity, are instrumental in preserving the market order at times of acute crises and thus in preserving its sacred status. Neoliberal citizenship emerges as a fundamental category of the post-COVID-19 order, one in which the nominal status of citizenship is weakened and the borders between self and other are strengthened. This is an order in which we are all migrants, yet walking different routes. Whether ours involves red carpets, corridors, walls, mazes, or graveyards ultimately depends upon our neoliberal value.

The EU Treaties distinguished between two classes of economic migrants, namely, employed and self-employed persons; and today's Treaty title dealing with persons still addresses ‘Workers’ and the ‘Right of Establishment’ in two separate chapters. With the 1992 Maastricht Treaty, the two special chapters on persons were complemented by the general rules on EU citizenship. Unsurprisingly, there has been a complex relationship between the two specific sources of free movement rights and the EU citizenship provisions. Their symbiotic relationship is particularly embodied in the ‘Citizenship Directive’. The chapter then considers the possible justifications for Member State restrictions on the free movement of persons.

The conclusion compares the Dames’ understanding of work, gender, and citizenship with other revolutionary and postrevolutionary imaginings. In contrast to citizenship couched in a priori rights and rooted in electoral practices, the Dames framed citizenship as contingent and grounded in social experience. Their vision of citizenship resonated with the symbiotic relationships and reciprocal duties at the core of the social contract. The market women asserted that they earned civic membership and the right to make claims on the state through useful work that served society. Their labor assumed occupational forms through their marketplace trade, civic forms through their political activism, and gendered forms through their contributions as republican mothers. However, by 1799, the deputies had conferred full electoral and economic citizenship on male heads of households with property. Nonetheless, the Dames’ early political influence and the deputies’ economic legislation overturn arguments that democratic citizenship emerged fully formed and masculine at the start of the French Revolution. Finally, the market women illustrate how, while transitioning from a corporate to capitalist world, individuals became autonomized and atomized in parallel arenas of work and politics. The Dames’ political emphasis on whom one’s labor serves rather than where one’s labor is performed complicates scholarly categories of a masculine public sphere and a feminine private sphere in the nineteenth century. From the revolutionary marketplace, the Dames force us to rethink the relationship among work, gender, and modern citizenship.
