Econometric evaluation of economic growth sustainability of various regions is provided. As it is stated, for the period of 1998–2012 economies of the North Caucasian and the Far Eastern federal districts tended to develop more sustainably, while economies of the Central and the Urals federal districts tended to develop less sustainably. Within the North Caucasian federal region, it was the Kabardino-Balkar Republic, that showed the most sustainable economic growth. Similarly, during the same period the Republic of Sakha (Yakutia) within the Far East federal district, the Krasnoyarsk Region within the Siberian federal district, the Leningrad Region within the North-West federal district and the Republic of Adygea within the Southern federal district were leaders in terms of sustainable development within their federal districts. As for the Volga federal district, the most sustainable economic growth was observed in the Republic of Bashkortostan; within the Urals federal district the most sustainable growth was observed in the Sverdlovsk Region and within the Central federal district — in Belgorod Region. The need to differentiate anti-crisis economic policy towards separate regions, dependant on the propensity of a regional economic system for sustainable economic growth, is emphasized.

In this paper, a methodology for calculating the energy balance at the district level and energy performance of those districts aspiring to become a Positive Energy District (PED) is proposed. PEDs are understood as districts that achieve a positive energy balance on an annual basis by means of exporting more energy than is consumed within their limits. The main issue to standardize the concept, besides which characteristics should be considered, is that current standards to calculate an energy balance are not applied at the district level. This paper reviews the current standards and adapts them to propose an energy balance calculation methodology. Calculation of an energy balance at the district level is complex since it includes several parameters, such as which loads (or elements) should be included, which renewable energy technologies should be considered on-site production, and which primary energy factors should be used. The proposed methodology is thought to help cities at the design stage of a district and to evaluate its annual energy balance. The methodology is performed in eight steps, and all the needed assumptions that affect the calculation of the annual energy balance are discussed in each step.

Spreading cities and increasing urban population scaled up urban problems and challenges. As a metropolis, Isfahan is faced with many challenges, too, which requires effective and qualitative urban development plans in regards of urban sustainable development framework in order to improving itself. The objective of this research is evaluating status of sustainable development of Isfahan and effect of urban development plan on this city. Therefore, the research data is analyzed and evaluated using quantitative model of TOPSIS regarding objectives and hypotheses of the research. In addition, Entropy and coefficient of dispersion, SPSS, EXCEL and TOPSIS SOLVER software are used in order to dada analysis and ARC GIS software is used to draw and provide maps. Results and findings of analyzing and evaluating this research indicated that urban development flow of Isfahan is an unsustainable flow at both levels of "present situation" and "urban development plan"; most districts in Isfahan are much less prosperous, less prosperous or fairly prosperous. Therefore, in "current condition", 33% of urban district in Isfahan are at "less prosperous and much less prosperous" level and 37% of districts are at "fairly prosperous" level; only 30% of urban district in Isfahan are at "prosperous and very prosperous" level. This condition deteriorated more in urban development plan. In urban development plan of Isfahan, 55% of urban district of this city are at "less prosperous and much less prosperous" level and 15% of districts are at "fairly prosperous" level; only 30% of urban districts of Isfahan are at "very prosperous and prosperous" level. According to this fact that indicatives of this analysis are capitations of urban services' applications, we can conclude that capitation of urban services' applications is reduced in urban development plan and is turned to capitation of residential applications (non-service). Therefore, metropolis of Isfahan is not a sustainable and prosperous city and facilities or public services are not distributed sustainably and concordantly in its urban districts.

Conservation district has a vital role in supporting a sustainable city. One form of revitalization strategy in conservation district is to incorporate new functions into old buildings, such as café business. The involvement of stakeholders is required to achieve proper implementations of sustainable revitalization, and one of them is the café visitors as the users. The purpose of this study was to find out public perceptions of the development of café business and how café buildings affect the image of Braga conservation district. Several cafés in Braga District of Bandung City were chosen as the object of this research study. This mixed qualitative-quantitative research collected data using the online questionnaire method, unstructured interviews and direct observation. Data analysis was performed quantitatively using distribution analysis. The results of the study showed that the majority of café visitors who are millennial generations visited the café for social interactions. in addition, it was also found that the physical aspects of the café building were also the reason they were attracted to visit the café. Although many cafés arise, public could still feel the image of the Braga conservation district. The café that was considered the most representative of the district's image was a café that retains its original appearance, brings the concept of locality and provide setbacks. The results of this study can be input for the government and the private sector as a direction for the development of sustainable conservation districts. Problems existed in the green space construction of city new districts, such as loss of ecological functions, the simple pursuit of quantity, high degree of landscape fragmentation. This paper took the concept of sustainable development as a guide, combined with new-district constructions of Sweden, Britain and Germany, the following proposals for green space system planning were put forward to realize sustainable development of new districts: planning should be oriented by ecological functions; positive interaction must be sought between green space system and the new-district space development; protection on the natural landscape resources and continuous landscape process must be strengthened; green space system planning should focus on the continuation of regional context.

Historic districts have become a significant aspect of urban diversity and sustainable development, due to their dual attributes of cultural heritage and living community. This study aims to assess the influence of conservation efforts on the sustainable development of historic districts. Based on a literature review, this study designed a sustainability evaluation model that included twelve indicators and twenty-seven sub-indicators, in reference to heritage conservation, stakeholder participation, economic development, and planning and governance. The case study of the Xijie Historic District in Dujiangyan City, China, was selected to apply the model. Using data collected via questionnaire surveys and in-depth interviews, and using qualitative and quantitative combined methods and weighted averages, the model produced the sustainability index of the Xijie Historic District. Further examinations were performed and findings were explored, regarding the conservation efforts for the Xijie Historic District. Despite the research limitation of a lack of multi-sample verification, the results of the assessment are consistent with what is found in practice, demonstrating the validity of the model. The sustainability evaluation model can be applied to various historic districts and regions, by reassigning indicator weights to the different cases; the indicators system also provides references for research and practical applications for the conservation and sustainable development of other heritage types.

The need for more sustainable cities has become a primary objective of urban strategies. The urgency for a radical transition towards sustainability in a long term-vision has brought with it several new concepts, such as smart urbanism, and models, such as smart city, eco-city, sustainable neighborhood, eco-district, etc. While these terms are fascinating and visionary, they often lack a clear definition both in terms of theoretical insight and empirical evidence. In this light, this contribution aims at defining a conceptual framework through which to further substantiate the blurred concept of eco-district and sustainable neighborhood. It does so by reviewing the concepts of smart urbanism and sustainable neighborhood/eco-districts in the literature, including also references to other well-known sustainability-oriented models of urban development. It then explores whether several indicators, emerging from the analysis of exemplary case studies of sustainable neighborhoods in Europe, can be used to clearly identify the characteristics of a sustainable approach at the district scale. The analysis, built on a review of existing literature, allows for both the clarification of several issues related to these fields of inquiry, as well as for the identification of the potential bridges to link these issues.

Interventions targeted at district-level are a potentially effective way to reduce consumption-based urban impacts; however, a systematic method for accounting these impacts at district scale has not yet been developed. This article outlines a method for transforming household expenditure data into consumption quantified on a physical basis. Data sources are combined to calculate monetary value per unit mass for different products consumed by households. Socio-economic household archetypes are selected, and typical consumption for these archetypes is calculated by combining expenditure data from a household budget survey with the calculated monetary values per unit mass. The resulting physical quantities of different products consumed are envisaged as an essential part of performing district scale material flow analysis and urban metabolism studies, also as an input for assessing consumption-based environmental impacts and for designing sustainable consumption policies. The method was applied to characterise consumption in urban districts. The obtained results were used to assess of districts’ consumption-based impacts with life cycle assessment (LCA) and to inform design of sharing economy. The method was found to be an effective way to evaluate the demand for products in different districts; this in turn could inform objective measures to aid more sustainable urban consumption.

Abstract The environment is the little "Homeland”, which is defined by a neighborhood consisting of people and structures. The neighborhood is extended in time and space. The city of Cracow was chosen as a case study here. The contemporary environment in the Wola Justowska district is presented in the last examples of buildings designed by the author. Those contemporary structures are compared with historical houses in Cracow, which belong to the author’s family since the 19th century. The author analyses the influences of the period of the 19th century Austrian occupation, of a construction boom between the two World Wars, and of the Communist ban on design and construction in Cracow. In the paper's final remarks, the author notes that the design process and processes of shaping the environment look similar in the past century and today and that a contemporary neighborhood is shaped more by a cultural process than by design. Designing, building and endurance of a building form is a process that is shaped by culture and at the same time shapes the culture itself.

Land use, like any other natural resource, involves loads on nature and causing harm to it. Therefore, completely harmless production today is considered impossible. Because of this, goals have been identified that establish the rationality of land use. Such goals include, taking into account natural conditions and economic indicators in the corresponding territory, ensuring the interests of society as a whole, the efficiency of the production process, as well as the protection of the quality of land and its reproduction. These goals are always unchanged, and their achievement depends on the technological development of production, the economic level, and the needs of society. In this article, the agricultural suitability level of Khachmaz district land was analyzed based on the cadastral database created on the basis of GIS technologies. It was also noted the need to take a number of measures to reduce the risk of soil erosion.

Providing universal quality health services is one of the Sustainable Development Goals (SDG) to achieve by 2030. We evaluated the sustainable and coordinated development of urban and rural medical care from 2008–2017 in Dalian, China, by developing an evaluation system based on population and health services. We used a comprehensive development index model and a coupling coordination model to evaluate the status and sustainable development of population and medical services in Dalian. The overall level of population development index in urban areas was significantly lower than in rural areas in the past decade. Comparing the data for 2008 and 2017, Zhongshan District (−31.51%), Ganjingzi District (−25.67%), Lyshunkou District (−35.45%), and Pulandian District (−19.59%) posted significant declines in the population development index. The overall medical service development index for both urban and rural areas registered a steady upward trend. In terms of the relationship between population and medical services, a more pronounced coupling running-in stage was observed among urban areas than among rural areas. Among urban areas, the coupling running-in stage in Zhongshan District (2013–2016) and Shahekou District (2011–2014) was most pronounced, while among rural areas, Jinzhou District (2012–2016, 0.684~0.756) had the most distinct coupling running-in stage. In terms of coordination development, we found that both urban and rural areas experienced a long period of moderate coordination stage. Among urban areas, except for some middle and mountainous districts with unstable changes in the coordination degree, the overall development trend in the region showed a stable transition from moderate coordination stage towards high coordination stage. From 2008 to 2017, only the coordination degree in Jinzhou District (−9.17%) showed negative growth. Although considerable efforts have been initiated to improve the coordinated development of Dalian’s urban and rural populations and its medical services, the medical and healthcare systems still face numerous challenges.

Agricultural labor force, agricultural economy, and farmland use are momentous components of sustainable development in rural areas, as well as essential causes of drastic changes in the urban–rural transformation. This paper studies the spatial–temporal characteristics of the labor–farmland–economy coupling structure from 2000 to 2018 in rural areas of Chongqing using spatial analysis technology. The study has four main results. First and foremost, not only has the average annual rate of the agricultural labor force in Chongqing reduced by 3.73%, but the reduction rates in Jiangbei District, Dadukou District, Nan’an District, Shapingba District, and Yubei District have exceeded 15%. Then, the average annual rate of the agricultural economy has increased by 9.32%, but it has been in a downward trend in Dadukou District, Jiangbei District, and Shapingba Districts. Furthermore, the average annual decline rate of farmland area is 0.34% with larger reduction occurring in the nine of the central urban districts, Chengkou County and Wushan County. Ultimately, there have been 33 districts and counties with the temporal–spatial characteristics of labor–farmland–economy coupling above primary coordination, which includes 16 districts and counties reaching a high coordination. This provides theoretical and methodical supports for the coordinated development of human and land industries in different regions.

The expansion of cities and increasing car traffic have brought problems such as increased greenhouse emission, noise pollution, and access problems that makes sustainable urban development one of the most significant concerns of urban governors. Obviously, the utilization of public transportation and walkability is one of the highly significant aspects of sustainable development. In an effort for the recognition of urban districts of Bojnourd, the current article compares the extent of walkability in each district. To investigate the walkability index using the opinions of experts and scholars 4 criteria and 22 sub-criteria were taken into consideration. In this regard, the ANP approach was also applied to improve decision making and grading the importance of criteria; districts were finally graded using the TOPSIS model concerning walkability. In the present study as an applied one, field surveys, questionnaires, library studies, and documents were the data collection tools. The findings revealed that the old district (central), have the highest walkability potential in comparison to medial, and the new development districts respectively. Since the old district has the highest amount of mixed land uses, passage connectivity, passage integration, public transport, and so forth, it can be concluded that walkability is closely related to the mentioned factors.

Sustainable urbanism is seen today as one of the keys towards unlocking the quest for a sustainable society. As a central paradigm of sustainable urbanism, the eco-city is promoted by global and local policies as one of the preferred responses to the challenges of sustainable development. It is argued that eco-city strategies are expected to deliver positive outcomes in terms of providing healthy and livable human environments in conjunction with minimal demand on resources and thus minimal environmental impacts. As such, it is pertinent to examine how the eco-city model and especially its three sustainability dimensions is practiced and justified in urban planning and development at the local level. This is motivated by the increased interest in developing sustainable urban districts. In this light, this study seeks to answer the following two questions: What are the key strategies of the eco-city district model, and in what ways do they mutually complement one another in terms of producing the expected tripartite value of sustainability? To what extent does the eco-city district model support and contribute to the environmental, economic, and social goals of sustainability? To illuminate the phenomenon of the eco-city district accordingly, a descriptive case study is adopted as a qualitative research methodology, where the empirical basis is mainly formed by urban planning and development documents in two eco-city districts—Royal Seaport, Stockholm, and Western Harbor, Malmö, Sweden—in combination with qualitative interview data, secondary data, and scientific literature. This study shows that the eco-city district models of SRS and Western Harbor involve mainly design and technology, supported with behavioral change, as key strategies and solutions for achieving urban sustainability. Design encompasses greening, passive solar houses, sustainable transportation, mixed land use, and diversity. And technology comprises green technologies, energy efficiency technologies, and waste management systems. Design contributes to the three goals of sustainability, and technology contributes mostly to the environmental and economic goals of sustainability. Behavioral change is associated with sustainable travel, waste separation, and energy consumption. Moreover, at the core of the eco-city district model is the clear synergy between the underlying strategies in terms of their cooperation to produce combined effects greater than the sum of their separate effects with respect to the benefits of sustainability. Further, this study demonstrates that while the environmental, economic, and social goals of sustainability are represented in eco-city district strategies on a discursive level, institutionalized planning practices show that the environmental goals remain at the core of planning, while the economic and social goals still play second fiddle. Nevertheless, new measures have recently been implemented in Western Harbor that are expected to strengthen their influence over urban development practices, whereas the Royal Seaport program mainly focuses on the environmental and some economic aspects, which is a shortcoming that should be recognized and dealt with.

Objective: Many of the rational use of medicines (RUM) interventions have been proven effective in improving medicine use, but the impacts were usually not sustainable for longer period of time. Gunungkidul and Sleman Districts of Indonesia have succeeded in implementing RUM program for more than two decades. This is considered rare, and therefore, it is important to identify factors contributing to the success. Methods: This is a single case study with non-experimental exploratory design. Quantitative and qualitative data were collected integratively to obtain information concerning the indicators and the process of RUM implementation. Quantitative data were collected in reference to the World Health Organization (WHO) 1993 RUM indicators, including average number of medicines per prescription (polypharmacy), percentage of patients receiving antibiotics, and percentage of patients receiving injections. Qualitative data were analyzed descriptively and were arranged chronologically in respective to each district. Results: Implementation of RUM in the two districts has successfully lasted up to 20 years. The annual medicine use indicators from 1994 to 2014 in Gunungkidul District show that polypharmacy decreased from 4.2 to 2.89, percentage patients receiving injections declined from 68.05% to 0%, and percentage of patients receiving antibiotics improved from 52.1% to 24.1%. The same indicators in Sleman District show that, between 1998 and 2014, polypharmacy remained stable at 3, percentage of patients receiving injections declined from 4.9% to 0.18%, and percentage of patients receiving antibiotics improved from 44.31% to 20%. Culturization of RUM program is the main key for sustainable impacts. Another important key is the high commitment of health policymakers to implement the principles of evidence-based treatment. Conclusions: The culturization of RUM program followed by continuous monitoring and evaluation by district health managers were the key factors to maintain the impact of the intervention.

Unlike the North-East of Aceh region was previously an industrial zone and shifted to the service sector and agriculture. The central-southeast area remains in the plantation zone. Initially, the south-west region consisted of 2 regencies, namely the districts of West Aceh and South Aceh. Then in 2002, this region split into 4 districts namely Nagan Raya, Aceh Jaya, Simeulue and West Aceh districts. This study aims to analyze the potential of the regional superior sector in West Aceh Regency and its expansion area using Location Quotient analysis, or abbreviated as LQ, towards a sustainable economy in the new normal era. The data used is secondary data sourced from the central statistical agency of each district and province of Aceh. The gross regional domestic product data for the period 2010-2020 is 17 sectors. The results showed that the highest LQ value in Simeulue district was 2.18 for the government administration sector, then 1.51 for the agriculture, forestry and fishery sectors. For information, this district excels in lobster cultivation. Next is Nagan Raya district with an LQ of 2.88 in the mining/excavation sector and 1.52 in the agriculture/plantation sector. This value is obtained because this district excels in mining C and oil palm plantations. Then Aceh Jaya with an LQ of 1.81 in the construction sector and 1.55 in the transportation sector because this area is superior in terms of tourism. Finally, Aceh Barat district with an LQ value of 1.59 for the financial/information services sector. Meanwhile, in the agriculture/forestry sector it was 1.17 because this district excels in financial services and is the largest city on the south west coast of Aceh. The leading sectors above must still be managed properly, especially local potentials while still paying attention to a sustainable environmental economy. This is not an exaggeration considering that in this new normal era, the economy must continue to rise even during the COVID-19 pandemic while still adhering to health protocols.

The world, influenced by 21st century technologies and ecological challenges, has rapidly changed with more ability to “connect” locally and globally and more opportunities to learn from a range of sources. As a result, our learners and their needs have changed. With such rapid changes, conceptions of educational leadership need to reflect these changes utilizing the complexities of the role in society. As a group of educators who work in a School District, Ministry of Education and University teacher education programs, we ask how educational leaders in school districts and teacher education programs can design spaces that engage everyone, recognize everyone’s expertise and share responsibility for growth and development, and how in teacher education we can begin to move away from the hierarchical, industrialized model of management to one where everyone feels engaged, valued, and heard. In this paper, we draw on sustainable and distributed leadership ideas, termed by Wheatley (2010) as the “new sciences,” informed by tenets from complexity theory. Using a case study approach and narrative insights, this paper elucidates how an ongoing Professional Learning Network (PLN) called Link-to-Practice (L2P) offers an alternative conception of educational leadership. Rising urban populations, limited natural resources (following the German Federal Environmental Agency, natural resources are resources that are part of nature. They include renewable and non-renewable primary raw materials, physical spaces (surface areas), environmental media (water, soil, air), flowing resources (e.g., geothermal, wind, tidal and solar energy) and biodiversity. It is irrelevant here whether the resources serve as sources for producing products or as sinks for absorbing emissions (water, soil, air)) and climate change require a new approach to urban planning. Recently, international, European and national programmes, concepts and framework documents have been created to promote the implementation of measures for more sustainability, resource efficiency and climate resilience in urban districts. In the funding measure of the German Federal Ministry of Education and Research’s “Resource-Efficient Urban Districts for the Future-RES:Z”, twelve funded research project networks are dedicated to understanding the impacts that urban districts have on the resources of land, water and material flows, as well as the resulting impacts on urban green spaces and energy issues. By considering the different resources involved, it is shown that the optimisation of their use cannot take place independently of each other. This may even lead to conflicting goals. Use conflicts can be recognised at an early stage and measures can be tailored to the specific neighbourhood context when applying an integrated approach that provides a common view on all of the aforementioned resources. Special attention is paid to solutions which create numerous benefits i.e., multifunctionality. The RES:Z funding measure utilises living labs for the research on and implementation of solutions. This lays the foundation for a sustainable transformation of urban districts and the basis for further research.

The smart city concept imposed by the Batu City Government of East Java Province was adopted from the 4.0 industrial revolution, but in reality, it has not been successful. The majority of the farmers are over 50 years old, so they have difficulty accepting this innovation. To address these gaps, it is necessary to play the role of community development actors (instructors, facilitators, or empowerers) to create a balance in the socio-ecosystem. Therefore, this study aims to analyze the effectiveness of the role of farmer assistant staff (TPP) to support agricultural extension to realize Batu smart city. The research was conducted in Batu City, especially Bumiaji, Junrejo, and Batu sub-districts. This study uses a quantitative approach with descriptive statistical data analysis. Data were obtained through interviews using questionnaires to farmers who received direct counseling and assistance from farmer assistants, especially in accessing Among Tani facilities. The respondent determination technique used in this study is saturated sampling. The samples selected were all Farmer Assistance Workers (TPP) in Batu City, totaling 40 people, 17 people from Bumiaji District, 13 people from Junrejo District, and ten people from Batu District. The results showed that the average age of the assistants was young and had a minimum education of S1 so that they were able to facilitate farmers, especially in accessing technology. The role of farmer assistants is very effective as facilitators, environmental analyzers, motivators, and farmer assistants, even though they are only included in the practical category as marketing partners. The effectiveness of farmer empowerment shows that from meeting the information needs needed by farmers, the level of cooperation between farmers and the level of innovation adaptation in the farmer's environment is high

The technique for assessing sustainability of regional economic development based on applying diagnostics of system sustainability failure is used to explore dynamics of economic development of the Russian Federation and federal districts. The degree of development sustainability is assessed by dispersion of economic growth rates. The author’s findings reveal the increasing lack of sustainability in the development of the Russian economy as for the period of 2011–2013, which means that a new economic crisis may happen. Differences in the economic development of the federal districts in the period of 2008–2012 are observed. During the 2011–2012 period the Central, Northwest, Southern, North Caucasus, Volga, Urals and Siberian federal districts showed sustainable economic development. The economic development of the Far Eastern federal district showed the lack of sustainability and recessionary production decline.
