Анотація:
The article considers stages and methods of strategic management of the enterprise’s foreign economic activity. PEST analysis, SWOT analysis and SPACE analysis of foreign economic activity are used on the basis of a particular enterprise. PEST analysis has highlighted political and legal, economic, social and technological factors influencing the foreign economic activity of the analyzed enterprise. SWOT analysis has allowed identifying strengths, weaknesses, opportunities and threats of the enterprise. SPACE analysis has revealed that in the absence of growth in the services market, the use of a strategy for the enterprise diversification is acceptable. This strategy involves the creation and development of new services. Therefore, it is necessary to constantly monitor the activity of the enterprise in the international economic environment.

Purpose. The aim of the article is to research the main interpretations of the definition of “strategy of foreign economic activity” and derivation of the optimal meaning of this concept for agricultural enterprises on the basis of functions performed by the strategy for efficient and competitive entry into foreign markets and further activity of these enterprises in the market. Methodology of research. The following general scientific methods are used in the research process: historical and genetic, statistical and method of analysis and synthesis ‒ to study the theoretical foundations of the strategy of foreign economic activity in the field of agriculture of Ukraine; comparison, description and generalization ‒ to determine the functions of the strategy of foreign economic activity of agricultural enterprises. Findings. The main approaches to the concept of “strategy of foreign economic activity of the enterprise” are studied. The concept of “strategy of foreign economic activity of agricultural enterprises” is developed and substantiated and its main functions for the effective functioning of the agricultural enterprise in foreign markets of goods and services are derived. Originality. Own interpretation of the concept of “strategy of foreign economic activity” is proposed. It should be understood as an effective tool for the enterprise to enter foreign markets of goods and services, which will ensure the implementation of any type of foreign economic activity based on legislation of trade countries and basic strategic management methods on the development of the internal and external environment of the enterprise in order to establish partnerships and trade relations and increase competitive advantages. Practical value. The obtained results of the research are the basis for solving the strategic tasks of agricultural enterprises of Ukraine and are aimed at optimizing the strategic development of enterprises. A necessary condition for a market economy is the existence of a competitive environment between economic entities, especially when agricultural enterprises enter foreign market. This problem is clear because the foreign economic activity of enterprises provides them with a competitive advantage allowing enterprises to enter a competitive market and occupy their positions in the world market of goods and services. The choice of strategies for a particular enterprise in the field of foreign economic activity is a long-term process that involves the choice of strategies from possible behaviors and coordination of actions of all structural units. Unfortunately, the loss of agricultural enterprises is one of the negative factors preventing them from performing management tasks related to the implementation of the chosen competitive strategy. In this case, the company may not focus on any strategy at all, and will not solve operational problems related to the economic efficiency of economic activity. In general, the essence of strategic management of enterprises engaged in foreign economic activity is to form a concept of benefits and prospects that can bring the international market and its actions. When implementing the company's strategic management in the international market, it is inevitable to avoid assessing short-term, medium-term and long-term risks and prospects. The competitiveness of agricultural enterprises should be based on the following aspects: improving the quality of enterprise management, development and compliance with standards of strategic competitiveness of agriculture and food; formulation of proposals for the formation of various strategies for enterprises; improvement of innovative organizations, introduction of information technology, and the presence of merchants in the commodity market provides information support; improves the organizational and technical level of support for agriculture; develops logistics and marketing systems.

In modern economic literature, several strategies for the development of enterprises are considered at the theoretical level. However, as an independent form of strategy, foreign economic activity strategy is not considered, or not enough attention is paid to it. The purpose of the article is to identify the strategies of foreign economic activity of Russian enterprises in the oil and gas, metallurgical industries, and the food industry, based on their annual reports and ratings of Russian analytical agencies. The objectives of the study are, firstly, the development of a methodology for assessing the results of strategies for foreign economic activity, and secondly, the analysis of strategies for foreign economic activity, as a result of their commodity market, resource market, technological, integration, and financial investment strategies. As a result of the study, the features of Russian corporations’ strategies of foreign economic activity have been revealed. Their trajectories are shown in the “commodity item - country” coordinate system.

The foreign economic activity of macroregions acts as a form of competition, ьallows the use of economies of scale, expands the access of regional producers and consumers to world resources and markets, becomes an incentive for economic activity and an instrument for implementing the strategy of territorial development. The article studies the spatial characteristics and foreign economic potential of the Central Black Earth macroregion. The effectiveness of foreign trade activities of the macroregion is analyzed, the competitive positions of the foreign economic complex of the subjects of the Chernozem region are revealed. Particular attention is paid to attracting foreign capital and the development of innovative projects in the macro-region, as factors of economic activity and the expansion of foreign economic activity. The analysis made it possible to highlight the problems and determine the priority areas for ensuring the foreign trade self-sufficiency of the macroregion, which include the development of transport infrastructure, improving the investment climate, increasing the export potential, establishment of international cooperation in innovative projects of the macroregion.

Introduction. The paper is devoted to the problems of research of features and modern mechanisms of economic regulation of foreign economic activity of enterprises in Ukraine. The purpose of the paper is to improve the scientific and methodological basis for stimulating the development of foreign economic activity of enterprises and substantiation of the theoretical foundations of foreign economic activity of enterprises in order to further their development in the today's globalized world. Results. It is determined that one of the problems of foreign economic activity of enterprises is the problem of inefficient management system, lack of strategic and marketing approaches to enterprise management, and enterprises more often use the technique of short-term adaptation. An enterprise focused on the development of foreign economic activity should develop approaches to improve international marketing, especially in terms of making effective management decisions based on the processing of a significant amount of information data and assessing the factors of the international market environment. The main condition for the adaptation of enterprises to the rapidly changing external environment may be the formation of a system of strategic planning, which provides a more rational use of limited resources, promotes consistent development and implementation of management decisions, focuses on sustainable development in market conditions. The management staff should clearly formulate the principles of strategic research in order to intensify foreign trade in industrial enterprises, and most importantly – formed a marketing strategy for foreign trade. The main means of increasing the potential of foreign economic activity of enterprises are the formation of such economic conditions that would allow due to modernization of production to increase domestic production and services, introduce innovative technologies. Conclusion. In order to improve the foreign economic activity of Ukrainian enterprises, it is proposed to implement a policy aimed at increasing merchandise exports by introducing innovative developments to improve the quality of domestic products, which must meet international norms and standards necessary to create a sufficient level of competitiveness in domestic markets.

Introduction. While providing foreign economic activity, enterprises have many problems, which can lead to loss of their financial stability and even bankruptcy. That is why, especially in periods of crisis it is very important to identify factors that affect the efficiency of foreign economic activity of companies. The purpose of the work is to systematize the modern researches and to improve the classification of factors influencing the foreign economic activity of economic entities to ensure their sustainable development. Results. The article is devoted to the study of the factors influencing the foreign economic activity of enterprise. Based on the systematization of the views of the majority of authors, it was determined that today there is no generally accepted classification of factors affecting foreign economic activity. Most researchers divide impacts on foreign economic activity on the external and internal, the difference is only in the number and types of factors. Due to the critical analysis of the modern researches, the authors identified a number of advantages and disadvantages in the classifications of factors affecting foreign economic activity. According to the results of the study, a classification of factors of influence on foreign economic activity is proposed, which contains 5 criteria: source of origin, management capability, type of foreign economic activity, the specificity of the impact, the nature of the impact on foreign economic activity effectiveness. Conclusion. Other classification criteria such as time lag, degree of predictability, coverage, etc. should also be taken into account by management during the formulating a strategy for the development of foreign economic activity enterprises, but these characteristics do not reveal the specifics of foreign economic activity of economic entities. The proposed classification can be the basis for further research, that identified the types of risks of foreign economic activity. The generalization and systematization of the theoretical foundations on this issue is of practical value and will help to identify the main ways of forming an effective strategy for the development of enterprises in foreign markets.

Introduction. Activation of international business requires the formation of a strategy for the development of foreign economic activity, because its implementation allows to increase competitiveness and flexibility under conditions of the business environment changes. Nowadays, the problems of developing the foreign economic strategy of the enterprise become especially relevant, because the modern conditions of commercial activity require fundamentally new standards, management methods and stages of international business organizing. The purpose of the paper is to study the peculiarities of the application of the method of strategic analysis SPACE for the implementation of the optimal choice of development strategy of domestic enterprises on the example of Electroprylad SPE LLC. Results. The SPACE method is to develop an assessment of the strategic position and strategic actions of the enterprise. This is a comprehensive method of strategic analysis, which allows you to identify and characterize the competitive position in the market in order to select the best strategy for the enterprise to act at the market. The introduction of the SPACE method for the implementation of the optimal choice of development strategy of Electroprylad SPE LLC provides for the implementation of successive stages: analysis of financial strength; determination of competitive positions in foreign markets; assessing the attractiveness of potential foreign markets; assessment of prospects for potential stability in foreign markets; selection of the optimal strategy for the development of foreign economic activity of the enterprise based on the results of the SPACE method. The SPACE method allowed to form a group of priority characteristics and parameters of Electroprylad SPE LLC activity, which were previously identified from all existing variety, allowed to organize them and determine the complex impact on the management decision-making process by validity, as well as to choose the best foreign economic development strategy. Conclusion. Implementation of the SPACE method for selecting the strategy of foreign economic activity development of Electroprylad SPE LLC is connected with the mandatory involvement leading specialists in the strategic analysis in order to perform the necessary tasks related to the methodology of strategic analysis. The set of criteria is determined taking into account the internal priorities of work and external strategic goals of foreign economic activity. The parameters of the production and financial strength of Electroprylad SPE LLC must be fully taken into account.

Abstract. Introduction. In modern conditions of transformation of the national economy the development of investment activity, which influences the interests of a growing number of enterprises, becomes relevant. Effective implementation of investment activities at the present stage is the basis for the development of Ukraine's economy, ensuring the possibility of its integration into the European socio-economic space, which will further enhance the competitiveness of enterprises and improve the investment climate. Purpose. It has been proved that investment activity requires decision-making on investing financial resources to expand production. It has been established that the investment strategy of any enterprise is an integral part of its overall economic strategy, which allows to fully assess the investment potential for foreign investors. Results. An analysis of business entities based on indicators of investment activity in the selection of strategic development priorities. There are three clusters: first class: normal investment activity; second class: moderate investment activity; and third grade: critical investment activity. The analysis of investment activity of business entities of the machine-building industry in Ukraine indicates the need to attract investment resources. Conclusions. Hierarchies of choice of strategic priorities directions of development for attraction of foreign economic sources of financing have been offered and its economic efficiency has been established. The hierarchy of communication of the choice of directions of strategic development priorities for attracting foreign economic sources of financing has been obtained, which has six levels, where the highest level is to ensure the development and promotion of products of economic entities in international markets. Implementation of 6 levels of the hierarchy of choice of strategic development priorities to attract foreign economic sources of financing of economic entities, these are comprehensive actions that will enhance investment attractiveness in international markets and address some issues related to the development of strategic priorities of economic entities.

The role and importance of foreign economic activity on both the macro and microeconomic levels is increasing in the conditions of globalization of the world economy and international economic relations. The problem of creation of an effective system of management of foreign economic activity in the enterprise becomes especially actual nowadays. Purpose. The article aims to study the theoretical aspects of effective directions of enterprise functioning on the foreign markets. These aspects should be based on the development and implementation of the foreign economic activity strategy. It will allow the company to survive in the long-term competition. Results. The article deals with the basic concepts of foreign economic activity management, the essence and process of its organization in the enterprise. The essence of the foreign economic activity strategy in the economic sphere of activity has been considered. The necessity of its development at the enterprises has been proved. It has been concluded that the success of the enterprise increasingly depends on the rationally organized foreign economic activity vector. Therefore, today an extremely important role belongs to the improvement of the organizational structure of enterprise activity management in order to increase the efficiency of the economic entity in the foreign market and the ability to react quickly and adapt to changes in the external environment. The practical significance of conclusions of the research is that they can be used in making managerial decisions and developing measures to improve the efficiency of foreign economic activity in the enterprise.

Today, quality requirements for customs administration are increasing, but customs technology is not sufficiently productive: with the accumulated experience of solving management tasks, there is no modern, unified methodological support for strategic planning in this area. There is an urgent need to develop and implement a new concept, strategy or development programme for the Federal Customs Service of the Russian Federation in the context of quantitative and expert forecasts for the long term. The aim of the study was to analyse the existing approaches and methodological support used to research and develop strategic planning documents on national (economic) security of the Russian Federation, and to substantiate proposals and approaches to the design of strategies and programmes for the development of public administration and administration institutions in terms of foreign economic and customs activities. The methodological basis of the study was a comparative analysis of Russian and foreign experience in addressing development challenges in the customs sphere. On the basis of the generalised experience of theoretical approaches, recommendations and practices of strategic planning documents development the qualitative expertise of the structure of key normative-legal documents, on the basis of which the customs authorities carry out their activities, has been carried out. The problem areas of the process of design and modernization of the structure of documents in the field of customs administration are identified and recommendations for their adjustment are presented. It is proposed to apply intelligent systems of computer-aided designing and to transit from model of static designing of customs institutions to model of operative controlling of spheres of foreign economic and customs activity and dynamic (continuous) designing of customs systems on principles of self-organisation and self-development.

The article considers the main components of the company’s entry into the foreign market, important aspects of foreign economic activity of firms: the main motives and strategies of enterprises, as well as barriers that prevent enterprises from entering the international arena. The company’s entry into foreign markets, where fierce competition prevails, is possible only with the use of modern management methods and modern methods of market penetration. The international market is extremely capacious, which creates significant prospects for enterprises, but at the same time makes additional demands on management. Enterprise policy requires a specific approach to maintaining the competitiveness of products and firms directly, both in quantitative and qualitative terms and more careful adherence to the principles and methods of marketing. In the context of globalization, foreign economic activity is a major component of the evolutionary development of the enterprise. For a long time, the economic literature has held the view that globalization is one of the strategies of enterprises aimed at conquering foreign markets. As for Ukrainian enterprises, unfortunately, in most cases, at the beginning of foreign economic activity, strategic management methods were rarely used. The main motivating motive for entering foreign markets was curiosity. The primary goals, such as direct entry into international markets, have been achieved by enterprises. The question arises, what to do next? A number of Ukrainian enterprises already operating in foreign markets are facing the problem of either expanding their foreign economic activity or, conversely, reducing it. The answer to this question depends on what goals the company set for itself at the stage of entering its products on international markets, which strategy was chosen as the primary one. Before forming a strategy for the development of foreign economic activity and its implementation, it is necessary to evaluate the existing strategy. This is necessary because it is impossible to plan for the future without having a clear idea of the state of the organization and what strategies it implements.

The research is aimed at the growing dependence of the national economy on external influences. The article raises the issue of creating a geoeconomic strategy for the development of the State as a full-fledged subject of world economic processes in order to increase multilateral cooperation and more sufficient participation in international and regional integration projects. In this regard, it becomes clear the need to carefully examine the features of conducting and managing international business, analyze foreign economic relations. International business can be defined as the commercial interaction of firms of different forms of ownership or their divisions located in different countries, the main purpose of which is to make a profit, taking advantage of international commercial operations. The development of international business and foreign economic activity of Ukraine with Asian countries are considered. The nature and prospects of development of foreign trade cooperation between Ukraine and several Asian countries are researched, its strategic priorities are substantiated and the place of the countries of the region in the geoeconomic strategy of the State is determined. At the present stage, economic relations between Ukraine and the countries of East Asia are being implemented through rather limited forms of cooperation that require greater diversification, symmetry and structural equilibrium. It is concluded that in the system of Ukraine's foreign economic priorities, cooperation with the countries of East Asia creates opportunities for diversification of foreign policy, intensification of cooperation with the definition of common goals and objectives of bilateral economic development. A strategic condition for further deepening of cooperation is mutual recognition at the official level of strategic partnership as an important element, which provides for the signing of additional bilateral agreements on additional conditions and principles of cooperation.

The paper proposes a methodology for analyzing the system of interaction between an industrial enterprise and customs authorities in the process of carrying out foreign trade activities based on the classification and assessment of the system elements functions for performing customs operations and customs control. Foreign economic activity, which is a set of functions of organizations focused on the foreign market in terms of the chosen foreign economic strategy, as well as the forms and methods of work in foreign markets is considered as one of the key factors in the efficiency of an industrial enterprise. Analysis of the foreign economic activity of an industrial enterprise using the developed methodology will make it possible to determine the optimal and cost-effective options for performing customs operations related to the declaration and release of goods in accordance with the declared customs procedure. The focus on large participants of foreign economic activity, which are industrial enterprises, will allow using the results of the study to reduce non-production costs associated with the implementation of foreign trade activities by these enterprises. We have chosen an enterprise of the metallurgical industry that carries out foreign economic activity in cooperation with the customs authorities of the Russian Federation as the object of the system analysis in this research. At the same time the object of analysis is considered as a unified system that has the main system properties: integrity and divisibility, the presence of significant stable links between the elements of the system, the organization and the hierarchical structure of the system, integrative qualities. The object of the research is a complex-structured system of interactions between industrial enterprises that are participants of foreign economic activity and the customs authorities of the Russian Federation. The schemes of interactions of all elements of the four-level hierarchical structure of the analyzed system are illustrated.

Анотація:
The Carpathian Region (Zakarpattia, Lviv, Chernivtsi, and Ivano-Frankivsk) is inferior to other regions in Ukraine regarding its economic development, which does not contribute to migration stability and, rather, serves as a factor motivating the active part of the population to emigrate. The problem of the labor market disproportions in the Carpathian Region is one of the significant causes of the formation and subsequent implementation of migration intentions, especially in rural areas, less economically developed areas, and district centers, where labor demand is much lower. The research aims to develop an innovative approach to calculating the intensity of the population’s external migration based on the introduction of a correction coefficient, which enables to consider the scale of transit migration in the Carpathian Region. The data presented in the study were collected for the period 2005–2018. Granger causality analysis is used to assess the relationship between migration and socio-economic development of the region. The analysis reveals that in all regions of the Carpathian Region, there is a short-run causal relationship between the intensity of external migration and the share of total household expenditure on food; in the medium run, the real household income, the size of the average monthly wages, and the volume of foreign portfolio investment, the foreign economic activity and retail trade turnover in the region; in the long run, living standards and indicators of economic growth. Future studies may require a more diverse set of indicators to evaluate the causal relationship in other regions of Ukraine, which will provide the integrity of the results of Granger causality analysis. Introduction. The top management of enterprises, as a rule, have to solve several strategic issues when concluding a foreign trade contract, among which the choice of strategic direction of activity and the counterparty country is the highest priority. Methods. General and specific methods of system-structural analysis and synthesis were used to formulate the author's definition of "development strategy", to identify the interrelated stages of the development strategy formation; correlation-regression analysis was applied to determine the correlation density between imports and exports for the countries involved in Ukraine’s foreign trade in metallurgical products. Results. The theoretical study of approaches to the formation of a development strategy has allowed formulating the author's definition that the enterprise development strategy is a long-term plan, which contains complex decisions on choosing the direction of enterprise’s development, defining the major goals and models of actions for the formation and effective use of its potential; it also allows the enterprise to create favourable internal and external conditions for successful completion of the main stages of development. It has been found that analysis, monitoring, diagnostics of external and internal environment are a commonly-accepted component of any process of strategy formation. The results of the correlation between import and export as elements of the system have been obtained; it has been proved that a change in import volumes occurs simultaneously with the proportional change in export volumes. Enterprises will be advised to perform foreign economic activities only with counterparties in the countries for which the correlation coefficient between exports and imports is significant. Discussion. The density of export - import links for individual types of metallurgical products is greater than 0.5, indicating a significant correlation between the two considered features. The foreign economic relations between the metallurgical enterprises in Ukraine and various countries of the world are relatively balanced in the field of exports - imports of certain types of metallurgical products. The obtained results should be taken into account in the formation of a strategy for those metallurgical enterprises in Ukraine, which are to perform or expand their foreign economic activity. At the same time, it is necessary to take into account other factors influencing the resultant indicator, i.e. import, and to introduce advanced methods for their detection and research, which, in turn, will reduce the negative impact of the environment. The essence of separate elements of export-oriented strategy of development making in management of profitable activity of industrial enterprises has been researched. The main tendencies of foreign economic activity of national enterprises under the conditions of integration processes have been underlined. The role of macroeconomic and regional institutions that deals with foreign trade activity of industrial enterprises has been studied. The main possibilities that are given for national manufactures with integration processes in the sphere of export activity have been formed. Aspects of extensive and intensive growth of industrial enterprises on the basis of strengthening their export orientation have been characterized. The essence of export-oriented strategy of development from the basic scientific views has been researched. The connection between export-oriented strategy of development and profitability has been actualized. The meaning of transformation changes of economy under the influence of integration stages through the activity of industrial enterprises and its export-oriented strategy making have been detailed. The dependence of economic conditions of integration cycles, complexity of levels of export-oriented strategy of development and management of enterprise’s profitable activity has been emphasized. There were proposed macro- and micro-levels of management that are aimed to study demands of external environment and implement its aspects to the operating and manufacturing activity of export-oriented enterprises’ performance. The importance of macro- and micro-levels of management for starting the process of making export-oriented strategy of development in order to increase the enterprise’s profitability has been detailed and presented in structure that provided and intensified by direct and returned feedback.

The Latin American nations badly need to undertake a dramatic turn to modernization and innovative way of development. However, low growth rates of 1980-s and second half of 1990-s, marginal level of accumulation and investment, low investment activity of the governments, slow growth of productivity and several other reasons of economic and political nature prevent an effective modernization process in the region. In order to solve these problems Latin American countries should map out a concrete program of actions. This program should clearly determine the governments’ role in modernization. The relationships with the foreign capital should be revised and the foreign economic strategy of the region should be adjusted.

Many emerging economies seek multiple and diversified means of economic development, including openness to inward foreign direct investment. However, some scholars and protectionists claim this hosting of economic activity on the part of multinational corporations (MNCs) might in fact be detrimental to economic development. This paper seeks to address these concerns by using panel data from Argentina, Brazil, Colombia and South Africa to investigate a mediational relationship among inward foreign direct investment, skilled labor supply and entrepreneurial activity in the emerging economy context. Our results provide empirical evidence of later stage entrepreneurial activity as a spillover effect of inward foreign direct investment and that this indirect effect is fully mediated by the pool of factory workers.

Competitive strategy of Ukraine’s integration into the world economic space Peculiarities of using the complex of macroeconomic strategies of Ukraine’s integration into the global economic space are considered. The strategies are based on the gaining the competitive advantages through the use of a wide range of market, price, production, technological and integrated strategies of expansion of an object of export activity. It is substantiated that the starting point of formation of a competitive strategy of the country’s integration into the global economic space is taking into account the peculiarities of the national culture of management. The author shows that the predominance of values either individualism or communitarianism plays a primary role in the strategy’s formation. Mechanisms of their influence on competitiveness of producers are revealed. Role and instruments of the state support of market strategies for the promotion of national producers’ products in global markets are revealed. Opportunities and advantages of the use of blue ocean strategy are emphasized: creation of innovative business models on the basis of formation of new markets for unique goods or services of their own production. Peculiarities of production strategies for increasing national competitiveness are characterized. They include reorganization, sectoral and territorial diversification, formation of cluster structures, value chains, inclusion or creation of global production systems. Features of strategies for using the effect from scale of production are revealed. The author notes the importance of the purposeful state policy, which provides for determination of spheres and industries where synergy effects can be obtained, and incentives for their development and support in the period of entry into foreign markets. The differences of competition in price and cost of goods are shown. Instruments and mechanisms of the state influence on formation of cost competitive advantages of national producers in foreign markets are presented. Peculiarities of the influence of foreign exchange regulation on national competitiveness are revealed. The author considers peculiarities of technological strategies for ensuring the national competitiveness through creation and promotion on the world markets of own meta- and high hume technologies and integrated strategies. The latter envisages a consistent expansion of the spectrum of links between producers and potential foreign consumers from purchase of a separate product to long-term integrated programs.

Modern methods of strategic management and strategic diagnostics should be developed in line with international requirements and needs of managers in Ukraine and partners abroad. Therefore substantiation of innovation trends for enterprise development strategies on the international arena as a constituent of stable economy is important and necessary. The purpose of this article is to define innovative approaches to planning, development and implementation of strategies and to develop a comprehensive diagnosis of the strategic potential of foreign economic activity. During the research, the following methods: logical abstraction, modeling, PEST-analysis, systems analysis, graphic. For the vast majority of countries, creating a favorable investment environment, which determines the possibility of attracting foreign capital, is a prerequisite for economic growth, addressing issues of national interests and a sufficient level of economic security. The presented article aims to assess the development of international investment activities to ensure countries’ investment security as components of economic security. Using multidimensional evaluation methods, construction of complex indicators, methods of statistical grouping, measurement of stochastic relationships, the integrated level of investment security of Central and Eastern European countries is determined. The assessment results showed that such countries as Estonia, the Czech Republic, Latvia, Poland, Hungary, and Romania have the highest level of investment security and are among the countries that have strengthened their investment security positions over the period. The countries’ evaluation shows that 46% of the countries surveyed were classified as countries with a safe level of investment development. According to the results of correlation analysis, it was determined that the Investment Security Index is more correlated with the state of the investment climate of the country; in the group of Central and Eastern European countries, there is a close correlation with the level of investment attractiveness, which means that for these countries, macroeconomic stability and stable dynamics of socio-economic growth are the factors determining investment opportunities. The obtained results should be considered to identify the basic risks of the investment environment.

Continuous expansion of virtual networks, digitalization of all processes, transformation of global technologies lead not only to the development of new types of economic relations, but also to the logical change of traditional types of business. Formulation of the problem. The lack of a common definition of network structures management at the level of foreign economic and international activities in the digital century leads to slowing down the development of virtual enterprises in Ukraine and insufficient isolation of significant competitive advantages in the modern innovation and investment model of Ukrainian economy. Analysis of recent research and publications. To date, Timashova L., Serdyuk S., Shingur M., Amor D., Byrne JA, Brandt R., Davidow W., Malone M., Port O. have studied certain technological processes and business models of virtual enterprises, but in practice, there are no similar studies for implementation in the Ukrainian economy and no research on the management of virtual enterprises engaged in foreign economic activity. Selection of unexplored parts of the general problem. Drawing attention to the virtualization of production processes in the implementation of foreign economic activity contributes to the revision of the management strategy of the virtual enterprise to ensure its competitiveness in the long run. Problem setting, research goals. The objectives of the study are: to substantiate the key role of management of foreign economic activity for enterprises operating in virtual networks; to study modern conditions of virtual enterprises functioning; to determine the influence of the digital economy factors on the formation of management properties in them; analyze local goals and objectives of virtual enterprises in accordance with business models. The purpose of the study is a comprehensive scientific abstraction to the interpretation of the concept of "virtual enterprise engaged in foreign economic activity", and to analyze the peculiarities of the development of this network structure in Ukraine. Research methods. To achieve the goal of the article, a set of formal and informal methods of modeling and forecasting was used; operational-applied and analytical-prognostic; systemic; comparative analysis and theoretical generalization. Presentation of the main material (results of work). The article examines the conditions and functionality of creating a virtual enterprise engaged in foreign economic activity, as a new network form of online business. The expediency of creating virtual enterprises in order to intensify the process of business design and efficiency of business startups is substantiated. The main stages, goals and objectives are highlighted and the peculiarities of creating a virtual enterprise engaged in foreign economic activity are determined. Ways to accelerate the creation of virtual enterprises in Ukraine are proposed. Field of application of results: training courses in management and entrepreneurship, practical activities in business incubators to create innovative modern startups. Conclusions according to the article. The creation of Ukrainian virtual enterprises engaged in foreign economic activity will contribute to the formation of effective business design and development of intellectualization and digitalization of production, integration of resources, a transformation of global technologies in the Ukrainian market. Virtual enterprises of national origin have all the prerequisites and opportunities to enter foreign markets through cybersecurity and coordination of global business models and business processes, taking into account all existing risks.

Spain is a member state of the European Union, which occupies one of the leading places in the world economy. Over the past decade, this country has paid particular attention to expanding the internationalization of its economy, including by striving for geographical diversification of exports and investment activity, for taking on new target markets for products produced in the country, especially agricultural ones, since traditionally the main partners of the country in foreign economic activity are member states of the EU. A development strategy of foreign economic activities (FEA) was developed in the country to achieve these goals. China is not the main trade and economic partner of Spain, however, it is a strategic partner with a high potential for developing bilateral cooperation. The article studies the dynamics of the development of foreign economic relations between Spain and China from 2008 to 2019; main data of export-import operations, including by commodity groups, are given; principal developments in bilateral relations are mentioned. It is concluded that the growth rate of trade flow has increased by more than 65 % over 10 years, including the expansion of Spanish export supplies, in particular products of agroindustrial complex (AIC), share of which reached 30 % in 2019; intensification of interaction at the institutional level is noted, as well as expansion of the activities of Spanish transnational corporations (TNC) in China, where at least one of the corporations opened its 23rd production facility in 2019. The author used a systematic and interdisciplinary approach when working with a variety of scientific and practical materials, including Spanish legislation, annual reports and statistics of national government bodies, analytical reviews of international economic organizations, media publications, as well as economic and statistical analysis. The scientifi c novelty of the work is in a comprehensive analysis of the dynamics of the development of trade and economic relations between Spain and China.

Though current research identifies which institutions are important as boundary conditions for entrepreneurship, questions remain about how they actually influence national entrepreneurial activity, particularly through start-ups. Specifically, the authors attempt to answer the following question: How do formal incentives influence the start-up rates across countries? Through a conceptual framework where formal incentives and societal legitimacy represent formal and informal institutions, respectively, the authors contribute to existing knowledge about national start-up activity by showing both the mechanism and conditions under which formal incentives increase the start-up rate. First, it is argued that formal incentives influence the start-up rate indirectly through the market opportunities available through economic development. Second, it is argued that these formal and informal institutions substitute for one another. The arguments are confirmed with a panel dataset on 57 countries from the World Bank Group Entrepreneurship Surveys and Global Entrepreneurship Monitor. A key implication of the findings is that early efforts at stimulating economic development, for example, by incentivizing foreign investments in new technology, can also kickstart the entrepreneurial activity as much as entrepreneurial activity also contributes to economic development in return.

In modern conditions of globalization and strengthening the international integration processes, the enterprises foreign economic activity (FEA) acquires strategic importance for their further development. Formulation of the problem. Today, one of the problems facing business entities in their foreign economic activity is the lack of an effective mechanism for its financial regulation. Taking into account the leading role of financial and economic factors in the management of the foreign economic activity, such a mechanism would allow enterprises to implement effectively their foreign economic strategy and improve their competitive positions in the foreign markets. Analysis of recent research and publications. The problems of financial mechanisms and financial regulation are the subject of research in the professional scientific literature on the theory of finance. Certain issues related to the financial regulation of enterprises’ foreign economic activity are studied in scientific papers on foreign economic activity, financial management, foreign economic activity management, strategic management of the foreign economic activity. Selection of unexplored parts of the general problem. A thorough study must be conducted on the specifics of financial regulation of foreign economic activity at the level of business entities, as well as on the creation and functioning of a financial self-regulation mechanism in foreign economic activity. Setting the task, the purpose of the study. Developing a mechanism of financial regulation of business entities foreign economic activity, and studying its components, taking into account the peculiarities of financial regulation of foreign economic activity at the micro-level. The paper substantiates the feasibility of creating a separate mechanism on the enterprises carrying out foreign economic activity, aimed at its financial regulation. Based on the analysis of the domestic legal framework and scientific research on foreign economic activity and enterprise finances, the features of financial regulation of business entities foreign economic activity are determined, which should be taken into account when building an appropriate mechanism. The mechanism of financial regulation of business entities foreign economic activity is developed and its components are investigated. The field of application of results. Scientific research of the problems of financial regulation of business entities foreign economic activity, the educational process (in the preparation of the relevant sections of textbooks and tutorials for courses "Finance", "Foreign economic activity"). Conclusions according to the article. When forming the mechanism of financial regulation of business entities foreign economic activity, the peculiarities of such a regulation at the business entities level should be taken into account. The structure of the mechanism of financial regulation of business entities foreign economic activity is built based on its belonging to the general mechanism of enterprise management, the mechanism of foreign economic activity management, the financial mechanism of enterprises, and the monetary-financial mechanism of foreign economic activity. The structure includes financial management of business entity foreign economic activity as a set of target, functional, providing, and management subsystems, as well as a subsystem of financial levers through which the influences on foreign economic activity are made, and a direct regulation subsystem. Along with the key role of state regulation, the enterprises’ managers must make and implement independent decisions, develop their own systems of financial regulation of foreign economic activity at the corporate level.

In the context of economic globalization, ensuring the competitiveness of enterprises is a determining factor in their security and the economic security of the state as a whole. The accession of the republic to the WTO in the near future dictates the need to develop competitive industrial production, including light industry. Light industry plays an important role in the economy of each country, since it is a serious source of budgetary funds and has significant export potential. The state of the light industry affects the economic and strategic security of the country. The socio-economic significance of this industry is determined by the fact that it plays an important role in ensuring the employment of the working-age population, especially women, and has an impact on people's health. Light industry products are used in all spheres of human activity and are second only to food products in terms of consumption. Due to this, light industry is designated in Kazakhstan as a priority industry.

With the adoption of the Strategy for the Development of the Customs Service of the Russian Federation until 2030, one of the priorities for customs authorities has become the introduction of new approaches to the organization and conduct of customs control after the release of goods.The purpose of the research paper is to identify problematic aspects of the implementation of customs inspection technology and to substantiate innovative approaches to their implementation. The research methodology is based on the use of methods of analysis, synthesis, generalization, comparison and description, which allowed a comprehensive study of the object.The paper proposes a new approach, which provides for the centralization and concentration of control functions of customs control after the release of goods in authorized departments. This approach will improve not only the efficiency of the customs authorities for the implementation of supervisory functions after the release of goods but also the quality of customs administration in terms of creating a unified network of electronic customs offices, ensure the achievement of balance in the application of customs procedures facilitating and monitoring the implementation of foreign economic activity.The authors define the main directions for improving the technology of customs inspections to ensure the implementation of the new approach. The formed recommendations based on the results of the study can be used in the practical activities of the customs authorities of the Russian Federation.

The paper describes the mechanism of cooperation between the united territorial communities and agricultural producers. An example of the activities of a particular rural territorial community identifies the benefits of such cooperation for each participant. In particular, the most important positive results for the united territorial communities are the development of employment of the local population; development of social and rehabilitation of industrial infrastructure; an increase in the average wage; reducing the rate of migration of young people. The system of measures to be taken by the united territorial community in order to stimulate the export operations of local agricultural producers is justified. The factors that should be taken into account by agricultural producers in the process of joint development of the strategy of entering the foreign market are identified: identification of the object and the country of export; study of legislation in the field of agricultural imports of the partner country; the possibility of involving an external specialist in foreign economic activity and international certification; search for a foreign partner; calculation of economic efficiency of the planned export operation; others. The export options are presented for certain agricultural producers, taking into account their modern specialization, the possibility of diversification of activities, the volume of agricultural lands, the export price for certain types of products, promising markets, and the available competitive advantages. The focus is on the expediency of exporting niche types of agricultural products, including white beans. In addition, the emphasis is placed on the need to consolidate the provisions of mutually beneficial parity cooperation and to determine the parameters of a concrete positive effect of such cooperation for the united territorial community. Results. The application of statistical methods allowed to identify patterns and trends in foreign economic activity (FEA), and to determine the optimal directions for entry into the foreign market Bristol Eco Group Ltd. technological renewal of production, expanding relationships with customers and suppliers, finding new customers, increasing traditional products , and active renewal of their range, expansion of markets through penetration into the markets of the Republic of Moldova, Belarus, Uzbekistan and Azerbaijan. The following directions of development of Bristol Eco Group LLC were identified: according to the optimistic scenario: formation of the strategy of market expansion - penetration into the markets of the Republic of Moldova and Belarus; optimization of the product "portfolio" of the enterprise; development of an effective competitive strategy (diversification); sales promotion (promotion of goods based on the ratio of "price / quality"); according to the pessimistic scenario: either complete reorganization and reorganization of the enterprise, or its sale to the main competitor. Prospects for further research. It is determined that for the effective functioning of the company LLC "Bristol Eco Group", it is advisable to create a department of foreign economic activity, which will contribute to the deepening of trade relations with foreign partners and will provide an opportunity to improve its export potential.

Non-primary export is one of the most promising areas for the development of Russian foreign economic activity. However, the significant influence of geopolitical problems and underdeveloped internal mechanisms of statutory regulation, state support and stimulation of non-primary exports in Russia do not allow to use all available potential in this regard. As such, the problems of non-primary export development in Russia are being actualized with a view to ensuring a positive influence of this kind of foreign economic activity both on the welfare of the state as a whole and on strengthening its positions in world markets.The purpose of the article is to consider the specifics of non-primary export development in Russia and to propose measures to stimulate its growth.The object of the study is the existing system of non-primary export in Russia with its inherent features and operating principles.The research methodology is as follows: scientific search, generalization, systematization, analysis, graphical construction, modeling, formalization, and forecasting.The key research results consist in the systematization of information on Russia’s promising non-primary export industries, the study of the current system of state support for export, the identification of problematic aspects and the search for solutions, and the development and justification of mechanisms for tax incentives for non-primary export, including due to the proposed division of enterprises into target groups depending on the volume of income from their foreign economic activities.The practical value of the results obtained is that they can be used at the macro level by introducing amendments to the regulatory and legislative acts of the Russian Federation on export regulation in accordance with the results of the grant of the President of the Russian Federation for stimulating and supporting non-primary export.

One of the main indicators of the country's economic development is its trade balance, in particular the total size and value of products that the country can adequately represent in foreign markets, ensuring reliable cash flow, balanced development of economic sectors, and, consequently, growing greatness and prosperity. In modern conditions, ensuring such a global export expansion of Ukrainian products to foreign markets, in particular European ones, is impossible without proper innovation of producers and exporters, as well as sufficient investment in planned innovation projects, which requires in-depth economic analysis and strategy in this direction. Using the latest scientific inventions and research. The aim of the article is to study and analyze the current state of Ukrainian exports to world and European markets and substantiate the possibility of differentiation of export flows in order to evenly distribute the share of exports between all industries, including engineering and high technology, etc. and move away from raw materials Materials and methods. The theoretical and methodological basis of the article is the scientific works of Ukrainian and foreign scientists on the problems of innovation development. Results. As we can see from the researched data, during the last decade there is a tendency of prevalence in the general structure of the country's exports of ferrous metallurgy and mining, which is primarily due to the strong potential of these industries inherited from Soviet times, as well as agro-industrial products. in particular, cereals and oils, which is explained by the tradition of these industries for the economy of Ukraine, and established under the Association Agreement tariff quotas for Ukrainian agricultural products in the markets of the European Union. Revolutionary tasks have been set to reduce the share in the structure of exports of these types of goods first to the critical limit of 10%, and then to the target of 5%, while maintaining and even increasing the absolute monetary value of exports of these goods, which is possible only if increasing exports by other product groups, identifying priority areas among such products while legislative incentives and creating a regulatory environment to strengthen the ability of domestic enterprises to compete in world markets, especially in the face of growing protectionism in response to the challenges of the pandemic. Conclusion. Summing up, we can conclude that Ukraine has created all the prerequisites for the implementation and implementation of all short-term and strategic plans for the domestic economy and a worthy place among participants in both European and global markets, subject to improving the scientific and educational system of industrial development, wider implementation of innovation processes, as well as the implementation of plans to diversify export flows.

At the present stage of development of the Ukrainian economic system, the concept of "strategy" and its appropriate application by modern enterprises is becoming increasingly important. As a country of the former Soviet Union, Ukraine is undergoing a complex process of transformation, complicated by the decline of small and medium-sized businesses in global pandemic, military events in the east, inflation, and significant wear and tear of equipment and technology. Given all these factors, it is reasonable to assume that competitiveness in both foreign and domestic markets is declining. Increasingly, modern enterprises face the problem of identifying and choosing a strategy, because every company usually has a mission and goal, but unfortunately, not every manager understands that strategy plays an important role in implementing the plan, especially when it comes to enterprise development. That is why, in the context of the intellectualization of the economy, it is necessary to focus on strategic management of modern enterprises and try to develop innovative areas of economic activity. This study aims to generalize various interpretations of the term "strategy" with the subsequent proposal of its own interpretation in the context of strategic management of enterprise development. In the course of the research the significance of strategic development management for modern Ukrainian enterprises was considered and the own interpretation of the concept of "strategy" was offered. The results of the study are of practical significance for the production enterprise LLC "Odetex", as the strategy proposed in the article will create a kind of "foundation" for the implementation of the company's goals, further development and acquisition of new markets. Thus, in the context of the intellectualization of the economy, strategy and strategic management of the development of modern Ukrainian enterprises are an integral part of effective functioning in both domestic and foreign markets.

The subject of study is foreign direct investment (FDI) being a source for attracting both financial resources to implement investment projects in certain regions and improved production technologies, quality management systems, established sales markets, etc. The purpose of the work is to estimate the relationship between the growth in intensity of FDI inflows into the region’s economy and the increased potential for implementation of regional strategic development priorities. Thus, the growth in dynamics of accumulated foreign direct investment in the region may serve as an indicator of efficient economic strategy aimed at increased investment attractiveness, improved technologies, and broader integration into international economic relations. The article notes that FDI influences setting of strategic priorities designed to achieve desired results. The paper concludes that regions seeking to increase foreign investors’ activity should develop strategic documents that stipulate priorities and ensure the coherence of interests and values between foreign investors and regional business entities. Results: the article presents an analysis of dynamics in FDI inflows into the economy of Russian regions, their sources and sectoral allocation structure. Conclusions are drawn about the FDI effectiveness for financing strategic projects in various regions of the country. Also, the study identifies regions that consistently implement the set priorities and successfully attract FDI to develop manufacturing enterprises.

The article analyzes the foreign policy of Spain, as well as the foreign policy strategy (2021–2024), adopted in early 2021, a year after Pedro Sánchez took office as chairman of the coalition government. The appearance of this document took place against the backdrop of the inauguration of the new US President Joe Biden. P. Sánchez’s government expressed the hope that Spain and the EU will be able to improve relations with the United States in various spheres of activity. The new foreign policy strategy was influenced by the global financial and economic crisis provoked by the development of the coronavirus pandemic. In the summer of 2021, another important event for Spanish foreign policy took place. Jose Manuel Albarez was appointed to the post of Foreign Minister, who replaced Arancha Gonzalez Lai. The author comes to the conclusion that relations with Morocco are traditionally important for the foreign policy of Spain. Latin America will play an important role in the new strategy. The place of Spain in the establishment of a dialogue between the EU and Latin American states was especially marked.

While the conditions of the world markets functioning factors change, it is required the development of a new effective strategy for food security in the Russian Federation. The global economic shock caused by the COVID-19 pandemic, changes in the structure and volume of world trade, and political crises in a number of EAEU member states also force us to pay special attention to food security. The relevance of this research is due to: 1) the processes of globalisation and integration of national markets, which is why new foreign economic and foreign trade relations are increasingly being formed; 2) the crisis of the coronavirus pandemic, which is why many foreign trade processes in Russia and a number of other countries are disrupted; 3) the commodity groups under consideration, the uncontrolled volume of exports of which can cause a food threat to the country. The purpose of the study is to analyse the problems of assessing food security within the country in the implementation of foreign economic activity and the supply of agro-industrial complex goods to foreign markets. The objectives of the study are to identify ways to assess food security. Measurement tools are proposed that help to assess food security at the national level, assess household access to food and its purchase, and also allow measuring food consumption and use. To date, the solution of this problem is one of the main tasks, both within individual regions and the country as a whole.

Foreign trade activity has a strong influence on the socio-economic development of the country. In turn, each of the constituent entities of the Russian Federation contributes, in accordance with the specifics of its location, existing on the territory of the natural resource potential. Due to the fact that the role of the regions in the implementation of the development strategy of the country’s foreign trade is increasing, it is necessary to investigate the problems of foreign trade regulation in order to achieve the required results. To assess the effectiveness of foreign policy conducted, the ranking of all Russian regions for 2010 – 2016 was carried out. in terms of the openness of the economy and the contribution of exports to the size of the gross regional product is estimated. The study analyzed the export activities of the leading regions in the growth of export quotas. Existing measures of state support of foreign trade in the Republic of Buryatia, Magadan region, Kamchatka, Primorsky and Khabarovsk Krai, Orenburg, Rostov, Arkhangelsk, Vologda, Murmansk and Kemerovo regions are considered. The article discusses the impact of government measures to support exports on regional development and suggests ways to adjust them. The study is based on general scientific methods of comparison, analysis and synthesis. As an information base, we used statistical data from state statistical bodies, a strategy for the socio-economic development of regions, and official data from the sites of regional state executive bodies.

The features of the proprietary database “AGROS” comprising annotated and abstracted records of documents in national and foreign sources on the widest subject scope are analyzed. The functionalities the Centralized Electronic Library System and the Union Catalog of the libraries of Russian agro-industrial state research institutions are characterized as a corporate bibliographic resource. Topicality. Marketing becomes a necessary and effective tool for doing business, the basis of enterprise management, which is strategically focused on achieving market success. However, domestic companies - participants in the market of organic products have not yet fully realized the need to implement modern principles and tools of marketing. Special attention needs to be paid to the strategic aspects of the operation of such enterprises, in particular, the development of marketing strategies for promotion in domestic and foreign markets. Commercial and communication effects will depend on the correct choice of basic, foreign economic, competitive and functional strategies, promotion channels, formation of communication appeal, amount of invested funds, etc. Aim and tasks. The purpose of the article is to develop theoretical and methodological foundations for the formation and implementation of strategies for promoting organic food products in foreign markets, taking into account changes in consumer needs and demand dynamics. The objectives of the study include: identifying key trends in the consumption of organic products on the world market; clarification of the stages of formation of the marketing strategy of promotion of organic food products on foreign markets. Research results. The results of the research give grounds to claim that insufficient dynamics of growth of the domestic market of organic products transforms foreign economic activity into the main component of effective development of producers of organic food products. It is proved that the largest consumers of organic food are countries with a high level of socio-economic development and a high standard of living of the majority of the population. The following regularities of development of foreign markets of organic products are revealed: expansion of the range of organic products, steady tendency of growth of sales volumes, supported by import; high quality requirements, mandatory certification. The main markets for organic products are European markets, China, Canada, USA, Latin America. It was found that in foreign markets the most important problems in the field of promotion are the complexity of studying the marketing environment, identifying key characteristics of the target consumer and compliance with standards in a particular country. Conclusion. Based on the study, conclusions about the following stages formation of marketing strategy of advancement of organic foodstuff on foreign markets were made: defining the goals of promotion; assessment of factors influencing the strategy and complex of promotion; the actual development of the strategy; the choice of means of influencing consumers; budget calculation. The most important factors for the formation of marketing strategy to promote organic food products to foreign markets and ensure high performance of companies exporting organic products are: determining the type of buyer, target audience, product type, stage of the life cycle. It has been proven that in the process of bringing organic food products to the foreign market, it is advisable to apply a push strategy at the beginning, as intermediaries better understand the specifics of demand and local consumers. and in the future for the development of the market you can also use the strategy of attraction or mixed.

The article deals with a current trend of the global energy market, which is characterized by rising tension in relations between the performers of the energy market regulation mechanisms, and it leads to the emergence of alternative energy sources. The article is called to identify the causes of renewable energy markets nascence, to make comparative description of Ukrainian and European Renewable Energy Markets attractiveness, and to characterize the state policy change in a renewable energy market. Different interpretation of nature and classification of the field of renewable energy in foreign and Ukrainian approaches shows the problem of legal criteria of renewable energy markets regulation. It is proved the existence of double barrier penetration of the European market for renewable energy for Ukrainian companies, which includes compliance with the accepted EU Directives and compliance with the Rules of each member individually. The presence of clearly defined standards and certificates of quality for the European market allows producers to show the competitiveness of Ukrainian products in the international market and stimulate Ukrainian manufacturers. The presence of clearly formulated laws, stable and balanced political and legal environment of the EU allows Ukrainian producers of renewable energy to develop such a strategy that considers the time factor, as the primary parameter of competitiveness in international business. The market of solid biofuels in EU is under formation, its development timeframe and uncertainty of environmental risks becoming is especially important for Ukrainian producers.

The peculiarities of the innovation process at the regional level are characterized and directions of activation of investment and innovation activity taking into account the comparative advantages of the region on the basis of SWOT-analysis with the definition of strengths and weaknesses and the use of opportunities and the avoidance of threats are proposed; use of foreign economic potential of the region, its borderline location and export-oriented production. The development of innovative potential and expansion of the ways of its investment support are one of the factors that play a crucial role in ensuring a comprehensive balanced development of the region, building strategic prospects for its economic growth, identifying internal problems and obstacles that hinder really assess the potential of existing ones at the local levels of development resources. The implementation of regional innovation policy involves the use of methodological approaches that ensure the coordination of the interests of economic entities in the territory with the objectives of its economic and social development. A key role in ensuring innovation activity is the choice of a particular strategy for innovation development and its implementation, as well as the level of availability of various resources in the innovation sector and the quality of management. The issue of investment and financial provision of innovative development of enterprises of the region and the search for ways of alternative financing, information awareness of enterprise management in the innovation sphere and the possibilities of adjusting the process of their application in practical activities remain relevant.

Introduction. The payment balance is an indicator of the state and development of the national economy, systematically reflects the transactions between economic systems around the world, which allows us to assess the country’s participation in the international division of labor. It also plays an important role in the mechanism of currency regulation. Control of the payment balance in the context of implementing measures to eliminate imbalances in the economy, implementing a balanced foreign economic, monetary, exchange rate policy, establishing economically sound amounts of gold and foreign exchange reserves, developing adaptive mechanisms to attract external financing are extremely important. The problem and its solution should become the main direction of state policy of Ukraine. Purpose. The aim of this article is to study the impact of the real state of foreign economic activity on the payment balance of Ukraine and analysis of the reviewed impact indicators. Results. The article considers the concepts and individual indicators of the payment balance of Ukraine and shows the components of the payments balance. The main indicators of foreign trade, including the volumes of imports and exports and their dynamics, have been reviewed in detail. The current state of Ukrainian foreign economic activity in general has been analyzed. The concept of the payment balance has been indicated and the connection between the change in the payment balance depending on the change of certain indicators of Ukraine’s foreign economic activity, which are closely interrelated, has been determined. Conclusions. The main factor that negatively affects Ukraine’s payment balance is the large balance of goods deficit. The strategy to reduce the payment balance deficit should include the following elements: taking the necessary measures to eliminate internal economic imbalances; to guarantee the provision of export credits to producers, insurance against economic and political risks, the introduction of a preferential depreciation regime for fixed assets and the provision of financial benefits and other loans in exchange for the fulfillment of specific obligations of the export program; use international legal standards to regulate the payments balance; regulation of expenditures and revenues of the state budget, the use of risk insurance instruments in the financial system; increase revenue and revenue rates to increase trademark patents, licenses, and references to scientists and technicians.

The article analyzes the tools of market diversification. The situations of the state of development of export activity of Ukraine and Zaporizhia region in the conditions of pandemic are investigated. The study identifies the main threats to foreign economic activity. In Ukraine, there is no legally justified mechanism for interaction between the state and sectoral NGOs. Some attempts by the state to build a mechanism for dialogue between government and business are inconsistent. To advance these processes, structures were needed that could clearly articulate their current demands to the authorities and defend the interests of their branches by all constitutionally possible means, ie could position themselves and defend their interests in state executive bodies.

Introduction. While carrying out production, economic and foreign economic activities, domestic enterprises face important issues of ensuring their financial stability and effective management of the financial resources’ formation, distribution and use process. The purpose of the paper is to build a conceptual model for managing the financial resources of an enterprise in the implementation of foreign economic activity, which will allow for high-quality diagnostics of financial resources at the stages of their formation, distribution and use. Results. The influence of globalization processes on the functioning of domestic business entities provides for a periodic renewal of the mechanism and model for financial resources management. The main constituent elements of the model for managing the enterprise financial resources are characterized, namely: the aim and main objectives; subjects of financial resources management; technology of financial resources strategic management at the enterprise; factors of influence on the management processes and the system of ensuring the financial resources management of the enterprise in the implementation of foreign economic activity. The technology of the company's financial resources strategic management has been developed. A conceptual model for managing the financial resources of an enterprise in the implementation of foreign economic activity has been formed, which considers organizational, functional and information support. Conclusion. The application of the financial resource management conceptual model in the practical activities of enterprises will ensure the achievement of the goals and objectives of the enterprise, contribute to the improvement of its financial condition and the movement of financial flows, as well as allow alternative management decision-making on the formation and implementation of the strategy for managing the financial resources of the enterprise in the conditions of new foreign markets development.

Now there is no single approach to the planning of normative indicators of the foreign trade structure and the optimization of foreign economic operations, including marketing mix, which consider the priorities of socio-economic development of the territories acting as the global market agents. The work proposes an expanded method for using the Grubel-Lloyd and Horvath indices when assessing the level of inter-industry trade, which will determine the priority fields of international cooperation in the process of developing a foreign economic strategy both at the state level and for an individual company interested in expanding the geography of trade in the global market via finding new partners and using non-discriminating marketing methods.The article reveals the existing trends in foreign trade of Ukraine that predispose current economic policy and foster the initiation of a new exporting strategy. Namely, the volume of total external debt exceeded GDP in 2014–2016; although a significant reduction of this ratio has been observed since 2017 due to the GDP shortening. Unfavorable trends were supplemented by the negative total balance of trade in goods and services in 2014–2018, with redistributing geographical structure in favor of the EU instead of the CIS countries (however, the exports in services, measured by absolute income, exceeded imports). The Grubel-Lloyd and Horvath indices, calculated for the recent trade data, proved a high level of diversification of Ukraine’s foreign economic activity, with significant intra-industry trade, but the scores of the Grubel-Lloyd index did not coincide by the geographical and commodity structure for the prevailing majority of countries. Nevertheless, new potential exporting destinations may be found, precisely because of the detected imbalances.
