The subject of the study is a set of basic theoretical, scientific and methodological provisions and practical recommendations for analyzing trends in the system of international business and increase the effectiveness of institutional support for enterprises participating in international business. In the course of the research such concepts as "foreign economic activity", "international entrepreneurship", "international business" are considered. The latter is proposed to be considered as a system of business processes implemented by business entities outside of their own country and aimed at achieving strategic goals. Research methods. General scientific and special methods are used in the work, which allow to systematically solve problem tasks in the chosen direction of the research. In the course of the research such methods are used as: method of theoretical generalization; system analysis; graphic and analytical methods. Results. An analysis of the impact of the coronavirus pandemic on the activities of international market players has been made. A comprehensive analysis of the volume, commodity, geographical structure of exports and imports of goods in Ukraine in 2018-2020. It is determined that Ukraine overwhelmingly exports raw materials and imports high-tech goods. Despite the decline in foreign trade, the general trend indicates that exports and imports will grow in the long run. An objective analysis of the functioning of the Ukrainian business system with the help of many world ratings, which allow us to assess the place of Ukraine in the global conditions of development, in comparison with the economies of other countries. As a result of the study, it was determined that Ukraine is inferior to other countries in the world in trade, regulatory policy, national branding, etc., and has the best position in the field of budget transparency. The results of the analysis indicate the need to implement effective organizational and economic principles aimed at improving the quality of Ukraine's business system. The analysis and construction of the profile of the national business system allowed to identify the main problems in the system of international business and begin to form measures to address them. The practical significance of the obtained results is that the theoretical provisions and practical recommendations obtained by the author as a result of the study can be used in developing directions for the transformation of national international business in a crisis.

Based on the analysis of the current legislation, the system of subjects of interaction with the State Aviation Service has been determined. These include: the Ministry of Infrastructure of Ukraine (functional ministry), which includes the State Enterprise of Air Traffic Services of Ukraine, the State Enterprise of Air Traffic Services of Ukraine, the National Bureau for Investigation of Aviation Incidents and Incidents with Civil Aircraft, the State Aviation Regulation Department of Ukraine - bodies implementing state policy in civil aviation and the use of Ukrainian airspace. The following features inherent in the subjects of public administration in the field of aviation and the use of airspace of Ukraine: 1) the subject of public administration are both the executive branch and bodies that do not have such a status were endowed with the appropriate powers; 2) orderliness of the activities of all state subjects of regulation of the aviation industry in accordance with a single goal and strategic objectives, which are simultaneously synchronized with the main vector of development of the state. Among such general directions of development we can single out - European integration, economic strengthening of Ukraine, ensuring national security and defense; 3) the broad profile of the activity of state subjects of regulation is due to the fact that aviation is an integral part of the transport sector of the state; 4) taking into account, in carrying out regulatory activities, a large number of international standards, rules and requirements, which in turn implies the ability of the subjects of state regulation to actively work closely with foreign organizations; 5) the ability to integrate, ie integrated perception of the aviation industry and the use of airspace of Ukraine, which is technologically complex, is not limited to air transport, also includes production, repair and modernization, training, economic, land and other legal issues. 6) exclusion of commercial interests in the implementation of regulatory activities by state entities, while streamlining such activities in accordance with the economic interests of the state. It is noted that the field of aviation and the use of Ukrainian airspace is regulated by a large number of public administration entities, which form a complex and multilevel structure that does not benefit the development of this industry. Special emphasis should be placed on the different status of these bodies and the existence of duplicate powers in them. That is why today it is necessary to simplify the existing system as follows: 1. to ensure the independence of the State Aviation Service of Ukraine by obtaining a special status; 2. to subordinate to the State Aviation Service of Ukraine the National Bureau for Investigation of Aviation Incidents and Incidents with Civil Aircraft; 3. eliminate duplication of powers of public administration entities in this area.

Changes in the external conditions of business in Ukraine, European integration vector of the country development, and possibilities of import/export operations facilitate foreign trade. Modern methods of strategic management and strategic diagnostics should be developed in line with international requirements and needs of managers in Ukraine and partners abroad. Therefore substantiation of innovation trends for enterprise development strategies on the international arena as a constituent of stable economy is important and necessary.
The purpose of this article is to define innovative approaches to planning, development and implementation of strategies and to develop a comprehensive diagnosis of the strategic potential of foreign economic activity.
During the research, the following methods: logical abstraction, modeling, PEST-analysis, systems analysis, graphic.
The main results of the study are: 1) disclosure of the features of the construction of strategic management in international business; 2) analysis of European and American practices of strategic management of foreign economic activity of enterprises; 3) study of algorithmic scheme of strategic management in the Ukraine; 4) justification of methods of three-level system of strategic analysis using matrix methods of assessment; 5) the classification of the main methods of matrix analysis within groups: macro, meso, macro level; 6) a comprehensive diagnosis of the strategic potential of foreign economic activity of enterprises in Ukraine.
The study proved the main areas of innovation and strategic principles of international management and comprehensive methodology for strategic planning matrix based on innovative methods

Introduction. The paper is devoted to the problems of research of features and modern mechanisms of economic regulation of foreign economic activity of enterprises in Ukraine. The purpose of the paper is to improve the scientific and methodological basis for stimulating the development of foreign economic activity of enterprises and substantiation of the theoretical foundations of foreign economic activity of enterprises in order to further their development in the today's globalized world. Results. It is determined that one of the problems of foreign economic activity of enterprises is the problem of inefficient management system, lack of strategic and marketing approaches to enterprise management, and enterprises more often use the technique of short-term adaptation. An enterprise focused on the development of foreign economic activity should develop approaches to improve international marketing, especially in terms of making effective management decisions based on the processing of a significant amount of information data and assessing the factors of the international market environment. The main condition for the adaptation of enterprises to the rapidly changing external environment may be the formation of a system of strategic planning, which provides a more rational use of limited resources, promotes consistent development and implementation of management decisions, focuses on sustainable development in market conditions. The management staff should clearly formulate the principles of strategic research in order to intensify foreign trade in industrial enterprises, and most importantly – formed a marketing strategy for foreign trade. The main means of increasing the potential of foreign economic activity of enterprises are the formation of such economic conditions that would allow due to modernization of production to increase domestic production and services, introduce innovative technologies. Conclusion. In order to improve the foreign economic activity of Ukrainian enterprises, it is proposed to implement a policy aimed at increasing merchandise exports by introducing innovative developments to improve the quality of domestic products, which must meet international norms and standards necessary to create a sufficient level of competitiveness in domestic markets.

Introduction. The role and importance of foreign economic activity on both the macro and microeconomic levels is increasing in the conditions of globalization of the world economy and international economic relations. The problem of creation of an effective system of management of foreign economic activity in the enterprise becomes especially actual nowadays. Purpose. The article aims to study the theoretical aspects of effective directions of enterprise functioning on the foreign markets. These aspects should be based on the development and implementation of the foreign economic activity strategy. It will allow the company to survive in the long-term competition. Results. The article deals with the basic concepts of foreign economic activity management, the essence and process of its organization in the enterprise. The essence of the foreign economic activity strategy in the economic sphere of activity has been considered. The necessity of its development at the enterprises has been proved. It has been concluded that the success of the enterprise increasingly depends on the rationally organized foreign economic activity vector. Therefore, today an extremely important role belongs to the improvement of the organizational structure of enterprise activity management in order to increase the efficiency of the economic entity in the foreign market and the ability to react quickly and adapt to changes in the external environment. The practical significance of conclusions of the research is that they can be used in making managerial decisions and developing measures to improve the efficiency of foreign economic activity in the enterprise.

Purpose. The aim of the article is to research the main interpretations of the definition of “strategy of foreign economic activity” and derivation of the optimal meaning of this concept for agricultural enterprises on the basis of functions performed by the strategy for efficient and competitive entry into foreign markets and further activity of these enterprises in the market. Methodology of research. The following general scientific methods are used in the research process: historical and genetic, statistical and method of analysis and synthesis ‒ to study the theoretical foundations of the strategy of foreign economic activity in the field of agriculture of Ukraine; comparison, description and generalization ‒ to determine the functions of the strategy of foreign economic activity of agricultural enterprises. Findings. The main approaches to the concept of “strategy of foreign economic activity of the enterprise” are studied. The concept of “strategy of foreign economic activity of agricultural enterprises” is developed and substantiated and its main functions for the effective functioning of the agricultural enterprise in foreign markets of goods and services are derived. Originality. Own interpretation of the concept of “strategy of foreign economic activity” is proposed. It should be understood as an effective tool for the enterprise to enter foreign markets of goods and services, which will ensure the implementation of any type of foreign economic activity based on legislation of trade countries and basic strategic management methods on the development of the internal and external environment of the enterprise in order to establish partnerships and trade relations and increase competitive advantages. Practical value. The obtained results of the research are the basis for solving the strategic tasks of agricultural enterprises of Ukraine and are aimed at optimizing the strategic development of enterprises. A necessary condition for a market economy is the existence of a competitive environment between economic entities, especially when agricultural enterprises enter foreign market. This problem is clear because the foreign economic activity of enterprises provides them with a competitive advantage allowing enterprises to enter a competitive market and occupy their positions in the world market of goods and services. The choice of strategies for a particular enterprise in the field of foreign economic activity is a long-term process that involves the choice of strategies from possible behaviors and coordination of actions of all structural units. Unfortunately, the loss of agricultural enterprises is one of the negative factors preventing them from performing management tasks related to the implementation of the chosen competitive strategy. In this case, the company may not focus on any strategy at all, and will not solve operational problems related to the economic efficiency of economic activity. In general, the essence of strategic management of enterprises engaged in foreign economic activity is to form a concept of benefits and prospects that can bring the international market and its actions. When implementing the company's strategic management in the international market, it is inevitable to avoid assessing short-term, medium-term and long-term risks and prospects. The competitiveness of agricultural enterprises should be based on the following aspects: improving the quality of enterprise management, development and compliance with standards of strategic competitiveness of agriculture and food; formulation of proposals for the formation of various strategies for enterprises; improvement of innovative organizations, introduction of information technology, and the presence of merchants in the commodity market provides information support; improves the organizational and technical level of support for agriculture; develops logistics and marketing systems.

National competitiveness and sustainability of the Russian Federation is largely dependent on competent strategic planning and forecasting of social and economic process. The current stage of globalization development requires developing strategic documents for foreign economic activity at the federal level, which adds relevance to the study in hand. The article deals with the history of building the strategic planning system in the Russian Federation and presents a review of national strategic documents aimed at improving the foreign economic activity and increasing the export potential of the country. The authors adduce the changes in the list of state programs which are effective from January 1, 2022. They pay special attention to the analysis of the strategies of the Central Black Earth marcoregion areas.

Introduction. Activation of international business requires the formation of a strategy for the development of foreign economic activity, because its implementation allows to increase competitiveness and flexibility under conditions of the business environment changes. Nowadays, the problems of developing the foreign economic strategy of the enterprise become especially relevant, because the modern conditions of commercial activity require fundamentally new standards, management methods and stages of international business organizing. The purpose of the paper is to study the peculiarities of the application of the method of strategic analysis SPACE for the implementation of the optimal choice of development strategy of domestic enterprises on the example of Electroprylad SPE LLC. Results. The SPACE method is to develop an assessment of the strategic position and strategic actions of the enterprise. This is a comprehensive method of strategic analysis, which allows you to identify and characterize the competitive position in the market in order to select the best strategy for the enterprise to act at the market. The introduction of the SPACE method for the implementation of the optimal choice of development strategy of Electroprylad SPE LLC provides for the implementation of successive stages: analysis of financial strength; determination of competitive positions in foreign markets; assessing the attractiveness of potential foreign markets; assessment of prospects for potential stability in foreign markets; selection of the optimal strategy for the development of foreign economic activity of the enterprise based on the results of the SPACE method. The SPACE method allowed to form a group of priority characteristics and parameters of Electroprylad SPE LLC activity, which were previously identified from all existing variety, allowed to organize them and determine the complex impact on the management decision-making process by validity, as well as to choose the best foreign economic development strategy. Conclusion. Implementation of the SPACE method for selecting the strategy of foreign economic activity development of Electroprylad SPE LLC is connected with the mandatory involvement leading specialists in the strategic analysis in order to perform the necessary tasks related to the methodology of strategic analysis. The set of criteria is determined taking into account the internal priorities of work and external strategic goals of foreign economic activity. The parameters of the production and financial strength of Electroprylad SPE LLC must be fully taken into account.

Abstract. Introduction. In modern conditions of transformation of the national economy the development of investment activity, which influences the interests of a growing number of enterprises, becomes relevant. Effective implementation of investment activities at the present stage is the basis for the development of Ukraine's economy, ensuring the possibility of its integration into the European socio-economic space, which will further enhance the competitiveness of enterprises and improve the investment climate. Purpose. It has been proved that investment activity requires decision-making on investing financial resources to expand production. It has been established that the investment strategy of any enterprise is an integral part of its overall economic strategy, which allows to fully assess the investment potential for foreign investors. Results. An analysis of business entities based on indicators of investment activity in the selection of strategic development priorities. There are three clusters: first class: normal investment activity; second class: moderate investment activity; and third grade: critical investment activity. The analysis of investment activity of business entities of the machine-building industry in Ukraine indicates the need to attract investment resources. Conclusions. Hierarchies of choice of strategic priorities directions of development for attraction of foreign economic sources of financing have been offered and its economic efficiency has been established. The hierarchy of communication of the choice of directions of strategic development priorities for attracting foreign economic sources of financing has been obtained, which has six levels, where the highest level is to ensure the development and promotion of products of economic entities in international markets. Implementation of 6 levels of the hierarchy of choice of strategic development priorities to attract foreign economic sources of financing of economic entities, these are comprehensive actions that will enhance investment attractiveness in international markets and address some issues related to the development of strategic priorities of economic entities.

Relevance of research topic. In modern conditions of globalization and strengthening the international integration processes, the enterprises foreign economic activity (FEA) acquires strategic importance for their further development. Formulation of the problem. Today, one of the problems facing business entities in their foreign economic activity is the lack of an effective mechanism for its financial regulation. Taking into account the leading role of financial and economic factors in the management of the foreign economic activity, such a mechanism would allow enterprises to implement effectively their foreign economic strategy and improve their competitive positions in the foreign markets. Analysis of recent research and publications. The problems of financial mechanisms and financial regulation are the subject of research in the professional scientific literature on the theory of finance. Certain issues related to the financial regulation of enterprises’ foreign economic activity are studied in scientific papers on foreign economic activity, financial management, foreign economic activity management, strategic management of the foreign economic activity. Selection of unexplored parts of the general problem. A thorough study must be conducted on the specifics of financial regulation of foreign economic activity at the level of business entities, as well as on the creation and functioning of a financial self-regulation mechanism in foreign economic activity. Setting the task, the purpose of the study. Developing a mechanism of financial regulation of business entities foreign economic activity, and studying its components, taking into account the peculiarities of financial regulation of foreign economic activity at the micro-level. Method or methodology for conducting research. System and structural approach, method of logical analysis, method of graphic analysis, method of comparison, method of structuring. Presentation of the main material (results of work). The paper substantiates the feasibility of creating a separate mechanism on the enterprises carrying out foreign economic activity, aimed at its financial regulation. Based on the analysis of the domestic legal framework and scientific research on foreign economic activity and enterprise finances, the features of financial regulation of business entities foreign economic activity are determined, which should be taken into account when building an appropriate mechanism. The mechanism of financial regulation of business entities foreign economic activity is developed and its components are investigated. The field of application of results. Scientific research of the problems of financial regulation of business entities foreign economic activity, the educational process (in the preparation of the relevant sections of textbooks and tutorials for courses "Finance", "Foreign economic activity"). Conclusions according to the article. When forming the mechanism of financial regulation of business entities foreign economic activity, the peculiarities of such a regulation at the business entities level should be taken into account. The structure of the mechanism of financial regulation of business entities foreign economic activity is built based on its belonging to the general mechanism of enterprise management, the mechanism of foreign economic activity management, the financial mechanism of enterprises, and the monetary-financial mechanism of foreign economic activity. The structure includes financial management of business entity foreign economic activity as a set of target, functional, providing, and management subsystems, as well as a subsystem of financial levers through which the influences on foreign economic activity are made, and a direct regulation subsystem. Along with the key role of state regulation, the enterprises’ managers must make and implement independent decisions, develop their own systems of financial regulation of foreign economic activity at the corporate level.

The article considers stages and methods of strategic management of the enterprise’s foreign economic activity. PEST analysis, SWOT analysis and SPACE analysis of foreign economic activity are used on the basis of a particular enterprise. PEST analysis has highlighted political and legal, economic, social and technological factors influencing the foreign economic activity of the analyzed enterprise. SWOT analysis has allowed identifying strengths, weaknesses, opportunities and threats of the enterprise. SPACE analysis has revealed that in the absence of growth in the services market, the use of a strategy for the enterprise diversification is acceptable. This strategy involves the creation and development of new services. Therefore, it is necessary to constantly monitor the activity of the enterprise in the international economic environment.

The research is aimed at the growing dependence of the national economy on external influences. The article raises the issue of creating a geoeconomic strategy for the development of the State as a full-fledged subject of world economic processes in order to increase multilateral cooperation and more sufficient participation in international and regional integration projects. In this regard, it becomes clear the need to carefully examine the features of conducting and managing international business, analyze foreign economic relations. International business can be defined as the commercial interaction of firms of different forms of ownership or their divisions located in different countries, the main purpose of which is to make a profit, taking advantage of international commercial operations. The development of international business and foreign economic activity of Ukraine with Asian countries are considered. The nature and prospects of development of foreign trade cooperation between Ukraine and several Asian countries are researched, its strategic priorities are substantiated and the place of the countries of the region in the geoeconomic strategy of the State is determined. At the present stage, economic relations between Ukraine and the countries of East Asia are being implemented through rather limited forms of cooperation that require greater diversification, symmetry and structural equilibrium. It is concluded that in the system of Ukraine's foreign economic priorities, cooperation with the countries of East Asia creates opportunities for diversification of foreign policy, intensification of cooperation with the definition of common goals and objectives of bilateral economic development. A strategic condition for further deepening of cooperation is mutual recognition at the official level of strategic partnership as an important element, which provides for the signing of additional bilateral agreements on additional conditions and principles of cooperation.

The work is devoted to the actual problem of building the trade profile of the region and studying the sustainability of regional foreign trade relations by analyzing the results of the region’s foreign economic activity. The aim of the work is to develop a method for describing the trade profile of the region based on graph theory, as well as to assess the possibility of interpreting the behavior of the identified groups of goods from the point of view of analyzing the dynamics of import and export volumes. As the main hypothesis, the paper uses the statement that the network model of describing the foreign trade relations of the region should be balanced with respect to the expectations of suppliers and consumers of products, otherwise there is an imbalance that generates changes in the structure of foreign trade relations. A methodology for the study of foreign economic relations and the development of a trade region based on them using network graphs and a cluster approach is proposed, which makes it possible to identify stable groups of goods and, on their basis, assess the main trends in changes and the potential for the development of foreign economic activity in the region. We consider the features of calculating the adjacency matrix for constructing a graph, as well as identifying groups of vertices connected to each other in order to identify complete subgraphs — clicks, which allows us to identify the main time-stable commodity groups on which the foreign economic activity of the region depends. The described methodology should be used to improve the efficiency of building and describing the trade profile of the region in order to manage the development of foreign economic activity in the region, study the properties of product groups and their characteristics.

The paper considers the actual problem of improving the effectiveness of building a recommendation system for the development of foreign economic activity of regions based on the study of evolutionary variability and assessment of the stability of foreign trade relations of the region. A methodology for the study of foreign economic relations and the development of a trading region based on them using network graphs and indicators of economic complexity is proposed. These approaches make it possible to identify dynamic groups of goods that realize competitive advantages and form the industry specialization of the region. Scenarios for the formation of recommendations for the development of the structure of regional foreign economic relations are described. A block diagram of the recommendation block of the decision support system for the development of foreign economic activity of the regions has been developed. A prototype of software tools has been implemented that can be used by public authorities to justify decisions on strategic planning and the development of measures to support the foreign trade policy of the region.

This research uses an unbalanced date set for a sample of U.S. multinational manufacturing firms to evaluate the effect of the relationships between firm strategic factors (i.e. firm size, marketing intensity and capital intensity) and foreign direct investment (FDI) on firm’s financial performance. Specifically, this study evaluates the direct effect of FDI activity on firm performance, the indirect effect of FDI activity on firm performance, and the moderating effect of FDI activity on the relationships between strategic factors and firm performance. The results suggest that FDI activity plays an important role on the financial strength of U.S. multinational manufacturing firms, and reveal interesting interactions between FDI and some firm strategic factors and their positive effect on financial performance.

The European Union’s (EU’s) Taiwan policies have been dominated by trade and economic concerns due to the absence of a security profile and China’s insistence on Taiwan belonging to China. This neglect of a political role of the EU in East Asia is often regarded as a central strategic weakness of the EU. With a new government in office in Taiwan since 2016, Cross-Strait relations have worsened; this challenges EU’s ambitions to become a strategic actor in the region. Apart from security and economy, other political aspects of bilateral relations have remained almost unnoticed in the literature. This article addresses EU’s Taiwan policies from a different perspective. Instead of a hierarchic foreign policy exploration with security issues predominating, here, a multidimensional mosaic of EU’s Taiwan relations is analysed breadthways. From this standpoint, one can see that EU’s profile in Taiwan has increased considerably in recent years. These broadened bilateral relations may also support the EU’s wider political and strategic interests in the region altogether. The EU could help Taiwan’s New Southbound Policy align with EU’s Association of Southeast Asian Nations strategy, and thus support a rule-based strategy in the Far East.

The article defines the structure and components of sales activities. Also, an important role and priority of effective management of the sales system in increasing the competitiveness of enterprises in world markets is specified. The peculiarities of understanding the term of «sales» in both the narrow and the broad sense are analyzed. Different approaches to determining the basic concepts of sales activity are systematized. The place of sales in the enterprise management system is considered. The main characteristics of strategic and tactical management of sales system are analyzed. The peculiarities of sales management at enterprises are distinguished. The strategic and operational solutions in the creation of sales system are examined. The article examines the definition of the term "foreign economic activity", analyses the definitions of foreign economic activity as well as legislation and theory formed in connection with the emergence, as well as the history of this term. Based on the results of the analysis of the definition of the term "foreign economic activity", its advantages and fragmentation and incompleteness are formulated in separate definitions, the need to highlight its complexity and multi-segment is emphasized, which are the objects, criteria and analytical features of economic management at micro level and legal regulation at macro level in this area. The article revealed the composition of the elements of the system of legal regulation of foreign economic activity, which includes: types of foreign economic activity, methods of foreign economic regulation, tools to influence foreign economic activity, subjects of foreign economic activity in Ukraine. The non-exclusive importance of legal regulation of foreign economic activity of economic entities in the field of grain growing is substantiated, namely the strategic importance of grain in the process of ensuring economic security of the country, including food, the priority of the grain market, which is enshrined in law. Based on the analysis of the system of legal regulation of foreign economic activity, a systematic approach to the interpretation of the category "legal regulation of foreign economic activity in the field of grain growing" is proposed. Improvement and specification of the specific category in the field of grain growing will create the necessary conditions for increasing the efficiency of using the existing potential at macro and micro levels. The proposals were made to improve the current legislation by eliminating the identified shortcomings in the definition of the term category in the interpretation of the concept of "foreign economic activity", what will promote the development of the system of legal regulation of foreign economic activity in the field and achieving the goals of sustainable development of Ukraine in accordance with the National Report of the Ministry of Economic Development and Trade of Ukraine (2017), in particular, the legal regulation of investment insurance.

Introduction. The article considers the effectiveness of Ukrainian tourism activity. It shows the advantages and disadvantages of management, marketing and strategic planning of the travel business activity during 2014-2017. Purpose. The article aims to conduct the analysis of the tourist flow of foreign and domestic tourists within Ukraine or behind it; analyse the used (mastered) capital investments and their structures according to branches related to the institutional environment of tourism; evaluate financial results from economic tourism activities business in Ukraine; develop measures to improve the management of tourism activities in the country. Method (methodology). Based on the methods of system and structural analysis and synthesis, we have determined the stages and ways of improving the management and implementation of industrial relations in the field of tourism activity. Their practical application will allow rational use of resource support organizations and increase financial results from tourism activities in Ukraine. Result. The author has analysed the tourist flow of foreign and domestic citizens, its structure, the dynamics of volumes of capital investments that are related to Ukrainian tourism activity, and the growth rate / decrease in the volume of sales of services in this area during the last 4 years. This article includes the estimation of economic efficiency’s functioning in the areas, which are connected with tourist activity of the enterprises. It focuses on the necessity of introducing the ways aimed at increasing the effectiveness of strategic tourism management in relation to the realization of tourism activity in Ukraine at the each stage of creation and distribution in this type activity.

Introduction. While carrying out production, economic and foreign economic activities, domestic enterprises face important issues of ensuring their financial stability and effective management of the financial resources’ formation, distribution and use process. The purpose of the paper is to build a conceptual model for managing the financial resources of an enterprise in the implementation of foreign economic activity, which will allow for high-quality diagnostics of financial resources at the stages of their formation, distribution and use. Results. The influence of globalization processes on the functioning of domestic business entities provides for a periodic renewal of the mechanism and model for financial resources management. The main constituent elements of the model for managing the enterprise financial resources are characterized, namely: the aim and main objectives; subjects of financial resources management; technology of financial resources strategic management at the enterprise; factors of influence on the management processes and the system of ensuring the financial resources management of the enterprise in the implementation of foreign economic activity. The technology of the company's financial resources strategic management has been developed. A conceptual model for managing the financial resources of an enterprise in the implementation of foreign economic activity has been formed, which considers organizational, functional and information support. Conclusion. The application of the financial resource management conceptual model in the practical activities of enterprises will ensure the achievement of the goals and objectives of the enterprise, contribute to the improvement of its financial condition and the movement of financial flows, as well as allow alternative management decision-making on the formation and implementation of the strategy for managing the financial resources of the enterprise in the conditions of new foreign markets development.

The publication analyzes Ukraine’s cooperation with the European, American and Japanese markets, which plays an important role in the current conditions of development of foreign economic activity. Strategic directions of the State-based aid for the development of enterprises in Ukraine are substantiated, namely their managerial and financial aspects. This proves that the sphere of entrepreneurship, like any other social activity, is influenced by the regulatory policy on the part of the State. The relevance of the topic under consideration is that the integration of a naional economy into the world economy, which is currently a priority direction for Ukraine, should be carried out with the help of effective and sometimes innovative means of international cooperation. It should be noted that the substantiated position of managing the foreign economic activity of enterprises should be considered as a significant factor in improving the efficiency of economic activity both at the level of individual economic organizations and at the level of the country. Management of foreign economic relations of any contemporary country, as well as enterprises, is in a certain sense an integral part of both the world economy and the international economic relations. In view of this, the peculiarities, basic principles and methods of managing the foreign economic activity of Ukrainian enterprises are identified. The factors of internal and external environment, influencing the provision of foreign economic activity of enterprises are studied, their peculiarities are defined. The factors that limit business development opportunities in the Ukrainian and international markets are highlighted. Methods of ensuring foreign economic activity are proposed to use favorable opportunities as to maximizing the efficiency of enterprises, as well as to ensure the activation of processes of foreign economic activity.

Currently in Russia there is a need to create a strategic forest planning system : to meet the requirements of the Federal Law № 172-FZ "On the strategic planning in the Russian Federation", to ensure the achievement of specific objectives stated by the Russian government in the "Principles of State Policy in the field of , protection and reproduction of forests in the Russian Federation till 2030 ", based on the new forest law, which takes into account the advanced domestic and foreign experience of legal and normative support of forest relations. According to the authors, the main task of strategic forest planning at the federal level should be the establishment of sectoral and regional priorities. In addition, the distribution of forest resources on the territory of the country requires, along with an assessment of sectoral priorities, justification of the conditions for the effective allocation of industries to economic regions and subjects of the Russian Federation. At the level of the constituent entities of the Russian Federation, the forest plan in the format of regional medium-term program for strategic development of the forest sector should be an effective tool that allows not only to achieve the goals and objectives of state policy in the sphere of forest use, reproduction, protection and protection, but also to positively influence the economy of the region and the country generally. It is necessary to form regional strategic planning document on a block (modular) basis in the same way as all plans for social and economic development of the industry at the federal and regional levels are formed. Each activity in it must be targeted, resource-efficient, and also be a subject of external monitoring and control.

The subject of this research consists in determination of legal component of creation and functionality of the technological strategic alliances, taking into account Russian experience and the experience of other countries. The article reveals that the agreement-based strategic alliances are assigned the key position, as such structures ensure sustainable and effective development of technological sector of the economy of each country. Based on the analysis of international and Russian experience, systematic review and author’s conclusions are presented the peculiarities of creation of such structures. The author analyzes the possible forms of establishment of strategic alliance with participation of the Russian companies. The creation of such treaty-based unions may become an instrument for stemming the operational risks for particular participants, since the reduction in transaction costs and influence of synergism of the business approximate an organization to achieving strategic goals. It is underlined that there is currently a number of objective obstacles in establishment of the long-term partnership relations between the Russian and foreign subjects and creation of transnational associations.

The subject of study is foreign direct investment (FDI) being a source for attracting both financial resources to implement investment projects in certain regions and improved production technologies, quality management systems, established sales markets, etc. The purpose of the work is to estimate the relationship between the growth in intensity of FDI inflows into the region’s economy and the increased potential for implementation of regional strategic development priorities. Thus, the growth in dynamics of accumulated foreign direct investment in the region may serve as an indicator of efficient economic strategy aimed at increased investment attractiveness, improved technologies, and broader integration into international economic relations. The article notes that FDI influences setting of strategic priorities designed to achieve desired results. The paper concludes that regions seeking to increase foreign investors’ activity should develop strategic documents that stipulate priorities and ensure the coherence of interests and values between foreign investors and regional business entities. Results: the article presents an analysis of dynamics in FDI inflows into the economy of Russian regions, their sources and sectoral allocation structure. Conclusions are drawn about the FDI effectiveness for financing strategic projects in various regions of the country. Also, the study identifies regions that consistently implement the set priorities and successfully attract FDI to develop manufacturing enterprises.

Introduction. The hotel business is traditionally considered a highly profitable area of foreign economic activity. The most significant risk factors are considered to be economic, political and social instability in countries and regions. In 2020, almost all global tourism and hotel businesses faced a serious challenge in their development – a severe crisis caused by the rapid spread of a pandemic of a new species of coronavirus (COVID-19) around the world. In the context of a global pandemic, to support the activities of the hotel business, it is necessary to clearly define the content and sequence of certain actions to achieve the goals, which determines the process of planning and forecasting the activities of the enterprise. Scenario planning is a fairly flexible process of describing possible future scenarios. This is part of strategic planning, which refers to the tools and technologies that manage future uncertainty. The purpose of the paper is to consider the scenario planning of the development of foreign economic activity of the hotel-type enterprise in conditions of economic uncertainty. The paper considers scenario planning as one of the most effective tools of strategic planning at the enterprise, which allows to forecast the development of events in the shortest possible time and update the planned indicators for its effective management. Results. In the course of this research the method of strategic planning is used – scenario planning, with the help of which all possible forecasts of events at the enterprise in crisis conditions are built. An analysis of hotel activities during the pandemic. The methods of scenario planning at the hotel business enterprise in the conditions of economic uncertainty are investigated. The difference between traditional and scenario approaches to strategic planning is clarified. Scenarios of possible events of the hotel business enterprise in the future in the conditions of a pandemic on the example of a scenario cross are developed. Conclusion. Scenario planning proved its effectiveness during the global pandemic, when hotel enterprises that applied scenario planning were ready for change and simply applied a different scenario, continuing to go with the flow. Scenarios for further development of foreign economic activity of the enterprise are determined.

The key tasks of Ukrainian companies in foreign markets are determined in the article on the basis of analysis of the actual problems of foreign economic activity. The technologies of Ukrainian companies (especially small ones) entering foreign markets are quite costly and organizationally complex. Even a once successful strategy of foreign economic activity needs continuous improvement and adjustments in line with changes in the external business environment. Priority areas, innovations, and improvements that will contribute to improving the competitive position of Ukrainian companies in foreign markets include: professional (competence, knowledge, experience), logistics (the basis of supply in foreign trade contracts), insurance (exchange rate risks), financial (currency deregulation), institutional (attraction of external investments), customs (electronic declaration), and technological. The study proved that in a competitive environment, a commercially successful strategy of foreign economic activity of Ukrainian companies can be secured through intensification of technology transfer; increase in the volume of high-tech goods trade and exports of goods (services) with high added value; use of advantage of free trade agreements; increase in exports of organic farming products; strengthening the procedures for protecting intellectual property. These components are characterized by the significant potential for increasing the competitiveness of national companies in foreign markets. Taking into account resource opportunities of Ukrainian companies and external challenges (economic, geopolitical, technological, investment), the strategic task is gradual, but the irreversible shift of trade flows from the CIS countries to the European and Asian market. Relevance of the research topic. Based on the appropriate challenges of scientific and technological progress, there is a need to draw attention not only to the competitive advantages of automated and robotic enterprises over purely automated, but also to the inevitability of rapid replacement of human and robot personnel as specialists capable of solving complex specialized problems and complex practical problems characterized by uncertainty of socio-economic conditions in the field of industrial production at the international level. Formulation of the problem. There is a clear lack of understanding of the inevitability of the gradual replacement of human professions by artificial-intellectual-robotic and catastrophic unpreparedness for these changes in the field of management in general. Analysis of recent research and publications. More than 100 years ago, many scientists devoted their research to robotics. Among the latter are the scientific works of N. Morse, L. Varchenko-Trotsenko, O. Garkavenko, A. Vashkevich, T. Katkova, Y. Zhukov, etc., but there is no research on the management of robot personnel in the field of foreign economic activity. Selection of unexplored parts of the general problem. All components of the management of organizations and the management of foreign economic activity of enterprises are completely unexplored in the set of unresolved issues of management of robot-personnel with artificial intelligence, which in the very near future will almost completely replace human-personnel. Problem statement, research goals. Substantiation of the role of the updated management of organizations and management of foreign economic activity of enterprises in the management of robot personnel, as an inevitable subject of economic relations. Methodology of the study. Complex of scientific abstraction, theoretical comparative analysis and synthesis of own innovative ideas. Presentation of the main material (results of work). The competitive advantages of automated-robotic enterprises over purely automated ones in carrying out foreign economic activity are shown. Attention is drawn to the inevitability of replacing several dozen professions with human labor and human intelligence with robotic work with artificial intelligence. In the context of this study, we are talking about the management of foreign economic activity of enterprises to ensure their sustainable competitiveness in the global labor market in the field of management of foreign economic organizations at national and international levels through the generation of new knowledge and innovative ideas. Field of application of results. Training of applicants in the specialty 073 "Management" with medium and long-term strategic vision. Conclusions in accordance with the article. Understanding the inevitable rapid replacement of human resources by robot personnel is the key to ensuring the stability and competitiveness of all industries and services in world markets. It is proposed to draw not only the attention of the scientific community to robotics based on artificial intelligence, but also to invest in further research to develop new strategies for training management (educational process from kindergarten to graduation) and accompanying educational and methodological support - especially in the field of foreign economic activity.

Based on the analysis of the theory of foreign trade and strategic documents of the regions, the article determines the current state of interregional integration processes. Conclusions. For an underdeveloped region, the development of foreign trade relations should become a priority area of economic policy.

Problem setting. The article is devoted to the study of the peculiarities of the legal regulation of foreign trade interms of doctrinal and legislative approaches. The author analyzes the basic concepts of foreign trade policy, identifies itsmain components, as well as describes the tools for regulating foreign trade, including customs tariffs. Analysis of recent research and publications. Both domestic and foreign representatives of legal and economicsciences, such as Bachylo I., Zadykhailo D., Kleshchova S., Karvatska N., Sarkisyan L., Stavytsky L. and others, devotedtheir works to the study of the legal regulation of foreign trade. Article’s main body. Presenting main material. CTD is carried out, as a rule, at the level of enterprises (sometimesthey are natural persons-entrepreneurs). The initial principle of the CTD is a commercial calculation based on economicand financial independence and self-payment. CTD – the sphere of entrepreneurship in the system of international exchangeof goods, services, works, information and results of intellectual activity, related to the preparation and implementationof foreign trade operations and agreements. Cross-border trade and free economic zones are considered as special regimesof the CTD. Each country of the world in the framework of participation in foreign economic relations (both directly and throughnational entities of the CTD) pursues foreign economic policy, including in the field of foreign trade. The foreign economicpolicy of the state is the activity of the state aimed at the development and regulation of economic relations with othercountries. The implementation of foreign economic policy involves defining the strategic goals of the state in foreigneconomic relations in general and with individual countries and groups of countries, as well as developing methods andtools to achieve the goals and preserve the results achieved later. Foreign economic policy is aimed at the whole set offoreign economic activity, the hallmark of which is the international purchase and sale of goods and services, as well asthe international movement of material, monetary, labor and intellectual resources. Foreign economic policy is inextricablylinked with the domestic economic policy of the state. Therefore, its content is due to the tasks of expanded reproduction,which the country solves within its national economy. It can be argued that the main task of the foreign economic policyof the state is to create favorable external economic conditions for expanded reproduction within the country. Within theframework of the general foreign economic policy the state carries out: a) foreign trade policy – is the state regulation of export and import operations; b) export promotion policy – a policy aimed at selling in foreign markets goods for which the country has economicadvantages, stimulating the competitiveness of domestic enterprises with foreign ones, increasing the serial productionof competitive products in order to expand its exports (to foreign markets); c) the policy of regulating the import and export of capital. A characteristic feature of capital movements at the presentstage is the inclusion of an increasing number of countries in the process of export and import of capital. At the same time,most countries of the world market economy simultaneously act as exporters and importers of investments. The influenceof developed countries on the movement of capital is carried out, for example, by stimulating the export-import of capitalat the national and interstate levels; d) monetary policy – aims to maintain economic stability and create a solid foundation for the development ofinternational economic relations by influencing the exchange rate and currency exchange operations; e) customs policy is a set of measures taken to ensure the most effective use of instruments of customs control andregulation of trade in the customs territory, participation in trade and policy tasks to protect the domestic market, stimulatethe national economy; f) free trade policy – a policy of minimal government intervention in foreign trade, which develops on the basis offree market forces of supply and demand. Conclusions and prospects for the development. The formation and implementation of state policy in the studyarea involves the possibility and necessity (not absolute) of state intervention in economic processes in order to create aneffective and efficient system of foreign trade. Fulfillment of this task is possible only under the condition of strategicplanning and conceptualization of the principles of state-administrative influence, which, in fact, is the content and essenceof state economic policy in general and state policy in the field of foreign economic activity in particular. Understanding this issue and further resolving these pressing issues at the doctrinal (hereinafter – legislative) levelswill allow the state to be an active participant in foreign trade relations, and thus – to provide national participants in theserelations with potential markets for goods, works and services, to compete effectively in these foreign markets.

The article focuses on the need to balance the interests of efficiency and security
of the external economic activity of the Astrakhan region in terms of fierce international competi-tion. The importance of studying the external economic activity of the region is explained by the strategic importance of a borderline geopolitical position of the region. There have been formulated the hypotheses about the positive and negative statistical dependence between socio-economic factors of the region development and resulting figures of external trade of the region; the correlation coefficients between them are defined and interpreted. On the basis of correlation and regression analysis, a statistically significant relationship between the factors of external economic activity and of economic security of the Astrakhan region has been established. There are considered four stages of correlation and regression analysis of the external economic activity in ensuring the economic security of the region: determining the dependence of foreign trade on indicators of economic security in the Astrakhan region; determining the relationship between the volume of exports and indicators of economic security of the region; determining the dependence of the volume of imports on indicators of economic security of the region; determining the relationship between the trade balance and the economic security indicators of the Astrakhan region. The results of the correlation analysis are verified and confirmed by means of the determination coefficient, the value of Fisher F-curve, Student t-test and the standard error indicator. As a result, it has been proposed to use the industrial production index as an indicator of the state of efficiency and security of external economic activity of the region. Correlation and regression analysis was performed using Excel spreadsheets, graphical interpretations of the regression analysis are presented, the result matrix
of the regression analysis of the trade balance of the Astrakhan region is presented.

Recent legal and economic research has shown that the legal system, its doctrines, procedures and institutions, are influenced by concerns about economic efficiency. From the point of view of foreign researchers, the rules of property rights assumption and the determination of liability, the procedure for the settlement of legal disputes, limitations, methods of calculating damages and the definition of interim measures, as well as other important elements of the legal system are best understood as attempts to promote the effective allocation of resources. Contrary to the idea of normative self-sufficiency, it can be observed that if the legal system were systematically and effectively developed to maximize economic efficiency, the level of strategic planning of legislative activity was much higher.

The development of a dynamic and competitive global economy modifies the coordinate system of modern foreign economic activity, focusing it on the development and production of innovative high-tech agro-industrial products. The article provides a brief overview of the main legal approaches to assessing the effectiveness of innovative foreign economic and domestic economic activity of Russia. The conclusions set out in the publication contain a number of proposals to optimize the instruments of state legal regulation of the policy of the Russian state in the system of implementation of import substitution in the agro-industrial complex. The work substantiates the strategic priorities of the development of the national AIC, which make it possible to ensure a stable rate of economic growth by stimulating the investment activity of economic entities, reducing the critical dependence of agricultural producers on imported technologies, which contributes to increasing food security. Based on the analysis of the role of the agro-industrial complex in ensuring an acceptable level of food security, the study notes specific legal forms of state activity aimed at expanding domestic production, transforming the existing mechanism of state regulation and supporting the agro-industrial complex, caused by a change in the existing conditions of the domestic and domestic market in the agricultural sector

Purpose. The aim of the study is development and harmonization of conceptual approaches to the improvement of normative and legal, organizational and economic mechanisms of development of foreign economic activity in the conditions of Euro-regional cooperation. Methodology of research. A set of general scientific research methods is used to achieve the defined goal and objectives, thanks to which the scientific literature and normative-legislative documents on the topic of scientific research are generalized. Thus, comparison methods are used to identify differences and find common features in the concepts of “cross-border” and “Euro-regional” cooperation; methods of generalization and abstraction to substantiate the concepts of “intensification of foreign economic activity of the region” and “organizational and economic mechanism of intensification of foreign economic activity of the region in terms of Euro-regional cooperation”. The system approach allowed to explore the essence of the concept of “foreign economic activity of the region”, namely its patterns, mechanisms, forms, types and directions, one of which is cross-border (Euro-regional) cooperation. Methods of classification (typology) are revealed for systematization of the factors having essential influence on development of foreign economic activity of regions in the conditions of Euro-regional cooperation. Findings. The main reasons for the low development of foreign economic activity of the regions of Ukraine are identified, which are primarily: the imperfection of the regulatory and legislative system of state regulation of foreign economic activity in the region; raw material nature of products of domestic enterprises, which has low competitiveness; difficult economic situation related to the global Covid-19 pandemic, which is accompanied by negative social and economic phenomena, etc. The main directions of intensification of foreign economic activity of the region in the conditions of strengthening of Euro-regional cooperation as one of priority preconditions of active development of innovative enterprises, which determines competitive advantages in the world market of goods and services, are substantiated. The own definition of such concepts as: “Euro-regional cooperation”, “intensification of foreign economic activity in the conditions of Euro-regional cooperation”, “organizational and economic mechanism of activization of foreign economic activity of the region in the conditions of Euro-regional cooperation” is formulated. It is determined that the intensification of foreign economic activity of the region in the field of Euro-regional cooperation allows to achieve stable and balanced development of international cooperation, develop mechanisms to ensure management of the entire system of interregional relations, integrate into the European space, which is especially important for Ukraine. Originality. For the first time, the concept of “intensification of foreign economic activity” in the context of Euro-regional cooperation as a set of organizational, legal and technical measures aimed at integrating the economy of Euro-regional entities into the new world economic space, including deepening international relations with EU countries. At the same time, in contrast to the existing one, the strategic guidelines for intensifying the foreign economic activity of the region in the field of Euro-regional cooperation are grouped in separate areas: organizational and institutional; organizational and legal; organizational, economic and financial. Practical value. The results of the research can be implemented in the activities of local and regional government in terms of intensification of foreign economic activity of the regions and Euro-regional cooperation, which will contribute to the processes of Ukraine's entry into the world economy. Introduction. We can confidently say already that in the current conditions of global economic development, China is the most important and priority partner in the development of our country’s foreign economic activity. Theoretical analysis. The development of a strategic approach to bilateral economic cooperation with China is the most relevant in the modern system of coordinates of Russia’s foreign economic activity. Nowadays China is really the most important and priority partner in the issues related to the development of our country’s foreign economic activity. There have been different stages in the history of relations between Russia and China, but their current state gives hope for even greater mutually beneficial effect in the strategic perspective. The need to study the formation, transformation and development of Russian-Chinese relations in the context of foreign economic relations and projects is due to the growing influence of China in Russia over the past four years, the cooling of relations between Russia and the West after the events of 2014 and the Russian “turn to the East”. Empirical analysis. Speaking about the effectiveness of foreign trade relations between Russia and China in 2019, it should be noted that Russia’s trade turnover with China in 2019 increased by 3.4% to $110.76 billion, including Russia’s exports to China increased by 3.2% to $61.05 billion, imports from China to Russia increased by 3.6% to $49.7 billion. In comparison, the trade turnover between China and the United States fell by 14.6% to $541.22 billion againist the background of a trade war between these countries. It amounted to USD 541.22 billion, with USD 418 billion coming from China to America. Results. The prerequisites and factors for further development of relations and deepening of trade and economic cooperation between Russia and China have recently been growing. In addition to classical factors: geographical, territorial and, consequently, common border, which allows the development of new forms of cooperation and business (cross-border trade, cross-border economic zones and clusters, interbank settlements in national currencies in border areas, etc.). Political factors are increasing, as well as the impact of modern world economic trends on deepening bilateral economic relations between the countries. However, it is important to remember that in today’s realities Russia needs China more than China needs Russia.

The article considers the main current global trends in the field of foreign economic activity. The modern perspective of the development of the world economic space is justified. The legislative basis for the introduction and application of customs clearance procedures is given. The transition to sustainable development through the creation of a balanced system that combines environmental safety, social justice and economic efficiency is justified from the point of view of the study of the functioning and development of participants in foreign economic activity. However, the activation of states in the development of foreign economic activity is currently at different levels of interest, which explains the differences in the forms and features of regulation, time characteristics and degree of control. The main point in ensuring the effectiveness of foreign economic activity is to ensure the synergy effect in the development of strategic directions for further development between the world economic system – the state and the participants in foreign economic activity. The article highlights several main directions of ensuring sustainable development: the trajectory of the economic development of the enterprise, the achievement of social goals, compliance with the norms and rules of environmental behavior and foreign economic activity of the enterprise. The definition of sustainable development is given as the ability of a set of elements that represent a system to acquire and maintain positive dynamics of development based on improving the capabilities of business process participants in relation to the effective functioning of the ecosystem as a whole. An integral part of any foreign trade transaction is a well-regulated customs clearance procedure. Often, the time spent on performing customs operations may exceed the transit time and even the production time of the goods. At the same time, each algorithmic step of customs clearance contains a number of risky situations that can potentially destroy the entire international supply chain and lead to a violation of obligations under foreign trade transactions. Currently, in the customs of the Russian Federation, there is no single approach to the sequence of the customs clearance process, which allows us to talk in the article about the development of an algorithm of actions.

The article considers the main components of the company’s entry into the foreign market, important aspects of foreign economic activity of firms: the main motives and strategies of enterprises, as well as barriers that prevent enterprises from entering the international arena. The company’s entry into foreign markets, where fierce competition prevails, is possible only with the use of modern management methods and modern methods of market penetration. The international market is extremely capacious, which creates significant prospects for enterprises, but at the same time makes additional demands on management. Enterprise policy requires a specific approach to maintaining the competitiveness of products and firms directly, both in quantitative and qualitative terms and more careful adherence to the principles and methods of marketing. In the context of globalization, foreign economic activity is a major component of the evolutionary development of the enterprise. For a long time, the economic literature has held the view that globalization is one of the strategies of enterprises aimed at conquering foreign markets. As for Ukrainian enterprises, unfortunately, in most cases, at the beginning of foreign economic activity, strategic management methods were rarely used. The main motivating motive for entering foreign markets was curiosity. The primary goals, such as direct entry into international markets, have been achieved by enterprises. The question arises, what to do next? A number of Ukrainian enterprises already operating in foreign markets are facing the problem of either expanding their foreign economic activity or, conversely, reducing it. The answer to this question depends on what goals the company set for itself at the stage of entering its products on international markets, which strategy was chosen as the primary one. Before forming a strategy for the development of foreign economic activity and its implementation, it is necessary to evaluate the existing strategy. This is necessary because it is impossible to plan for the future without having a clear idea of the state of the organization and what strategies it implements.

Выделены группы государств, действующих в условиях пандемии с учетом их внешнеэкономических и внешнеполитических интересов на фоне трансформации человеческих ценностей. Обозначены внутренние проблемы, возникающие у стран в связи с пандемией и реализацией стратегий экономического развития, и внешние, существующие в целом в мировой экономической системе. Элементы научной новизны представлены в проведении анализа типовых стратегий правительств стран по решению возникающих проблем в условиях пандемии. Авторы определили перспективное направление развития стран в условиях нарастания глобальных вызовов и существующих ограничений. The authors draw attention to the fact that global market uncertainty changes the strategy of economic development of different countries. The authors analyze the existing models of the development of foreign economic activity as a model for economic breakthrough. The article identifies the groups of states operating in the context of the pandemic, taking into account their foreign economic and foreign policy interests against the background of the transformation of human values. The author investigates the internal problems that arise in countries in connection with the pandemic and the implementation of economic development strategies, and the external problems that exist in the global economic system as a whole. The authors study typical strategies of action of the governments of the countries on the solution of the emerging problems in the conditions of the pandemic. The article presents a promising direction for the development of countries in the context of increasing global challenges and existing restrictions.

Today, one of the most optimal and effective means of matching market conditions and internal opportunities for developing competitiveness is the formation and dissemination of innovations in the field of marketing. As practice shows, almost all business entities successfully developing on the market are obliged to the correct policy of market assessment (competitors, consumers, assortment and price) and marketing. Another important issue is the release of products or the provision of services that meet the modern requirements of scientific and technological progress. The development and analysis of a strategic concept should activate self-organization and business adaptation in an ever-changing market environment, provide new competitive advantages and increase the level of manageability and competitiveness of the enterprise. The importance of competitiveness for the development and even the existence of an enterprise determines the relevance of the topic of the paper. The purpose of the work is to study the essence of enterprise competitiveness and determine the ways of proper management for its further development. While studying the changes in the conceptual foundations of Russian foreign policy from its inception to the present day, an important place is occupied by the systematization of factors, circumstances and trends that predetermined the beginning of overcoming mistakes and errors of the 90s and the transition to its doctrinal sovereignty. The collapse of the USSR became the litmus test of the attitude of the West, primarily the USA, to the new Russia. Having no historical precedent, such a swift — overnight — reverse formation leap from «real socialism» to real capitalism, and by no means the expected transition from confrontational bipolarity to monopolistic unipolarity, predetermined the hopes of B. Yeltsin and his immediate circle for the elimination of past geopolitical antagonisms, high expectations regarding the readiness of the collective West, led by the United States, for an equal dialogue with Russia. That clearly emerged with the regard to the elaboration of the first conceptual model of the foreign policy of Russia in 1993 that in a number of basic parameters had a pronounced american-centric character. The idea of the “westernization” of the foreign policy activity of Russia was pushed primarily by the liberal circles as a panacea for the elimination of the ideological and political pillars of the Soviet system, overcoming the deepest social and economic crisis with the hope, and even with the conviction that the «benevolent hegemon» of the United States and the West as a whole «will help us». The author proceeds from the fact that referring to the sources of the formation of the conceptual base of international activity of Russia, taking into account underestimated or, conversely, overestimated factors, is of great practical importance for updating and optimizing the foreign policy strategy of our country, improving the work of Russian diplomacy and increasing its effectiveness in the fight against new international challenges and threats.

The article analyses various interpretations of the concept "linguistic competence" and formulates the authors' attitude to this issue. The paper substantiates the need for forming the extended linguistic competence among the students of economic profile at an aviation university. The authors describe the history of creation and development of the concept of teaching two foreign languages in the specialty "Organization and planning of foreign economic activity" (2008), "Organization of foreign economic activity / international business" (2009), "International management" (2012) at Moscow Aviation Institute, share their practical experience in teaching students in this area. The advantages and disadvantages of the educational-methodical complexes used both for teaching English and the second foreign language – French are revealed. The ways of improving the methodology of teaching students in this specialty are outlined in order to fulfill the main task – to train highly qualified specialists in the economic field, who will be in demand in the aviation industry in conditions of severe competition.

Introduction. EU customs administrations use modern technologies in the customs control process that meet international standards in the field of risk management and WСO recommendations. At the same time, the development of partnerships between customs and business significantly reduces customs barriers, and the use of the most simplified procedures of honest participants in foreign economic activity contributes to the rapid and timely receipt of customs payments to the state budget. It is important to study the experience of EU countries in the analysis of risk-oriented criteria and key indicators of foreign economic activity of economic entities. Purpose. The purpose of the article is to study the features of the risk management process in the EU, to study the main groups of risks, indicators and criteria that characterize the foreign economic activity of economic entities and are analyzed by the EU customs authorities. Results. The article examines the features of the risk management process in the European Union. It is established that risk management of customs risks is associated with the analysis of performance indicators of foreign economic activity and the definition of criteria necessary for the identification and assessment of risk. The stages of the dynamic risk management process in the EU are established: establishment of the strategic, organizational and managerial process of risk management; risk analysis; risk processing; monitoring. The main groups of risks and the main groups of activity indicators of foreign economic activity subjects which are analyzed by customs authorities are defined. It is established that the current trends in the analysis of customs risks are modeling the supply chain of goods, the study of information related to the identified facts are incorrect and facts that may indicate the likelihood of non-compliance with customs legislation. Conclusion. Having studied the experience of the EU, the selection of subjects of foreign economic activity for detailed customs control is based on the analysis of indicators of foreign economic activity of economic operators using a system of risks as a set of criteria indicating possible violations of customs legislation. Therefore, the current trends in risk analysis are to pay more attention to the modeling of the supply chain of goods, research of information and performance of foreign trade entities related to the identified facts of illegality and facts that may indicate possible non-compliance with the rules of movement of goods across customs.

Introduction. The top management of enterprises, as a rule, have to solve several strategic issues when concluding a foreign trade contract, among which the choice of strategic direction of activity and the counterparty country is the highest priority. Methods. General and specific methods of system-structural analysis and synthesis were used to formulate the author's definition of "development strategy", to identify the interrelated stages of the development strategy formation; correlation-regression analysis was applied to determine the correlation density between imports and exports for the countries involved in Ukraine’s foreign trade in metallurgical products. Results. The theoretical study of approaches to the formation of a development strategy has allowed formulating the author's definition that the enterprise development strategy is a long-term plan, which contains complex decisions on choosing the direction of enterprise’s development, defining the major goals and models of actions for the formation and effective use of its potential; it also allows the enterprise to create favourable internal and external conditions for successful completion of the main stages of development. It has been found that analysis, monitoring, diagnostics of external and internal environment are a commonly-accepted component of any process of strategy formation. The results of the correlation between import and export as elements of the system have been obtained; it has been proved that a change in import volumes occurs simultaneously with the proportional change in export volumes. Enterprises will be advised to perform foreign economic activities only with counterparties in the countries for which the correlation coefficient between exports and imports is significant. Discussion. The density of export - import links for individual types of metallurgical products is greater than 0.5, indicating a significant correlation between the two considered features. The foreign economic relations between the metallurgical enterprises in Ukraine and various countries of the world are relatively balanced in the field of exports - imports of certain types of metallurgical products. The obtained results should be taken into account in the formation of a strategy for those metallurgical enterprises in Ukraine, which are to perform or expand their foreign economic activity. At the same time, it is necessary to take into account other factors influencing the resultant indicator, i.e. import, and to introduce advanced methods for their detection and research, which, in turn, will reduce the negative impact of the environment.
