Purpose of research: The creation of water bodies monitoring systems makes it possible to evaluate environmental situation in various points of monitoring area quickly. One of the main stages of water quality research is sampling, which is currently carried out at stationary posts, which makes it impossible to ensure operational control in various areas of an observation site. The problem can be solved by using mobile robotic platforms. The purpose of this study is to create mathematical model and algorithm for controlling autonomous movement of an underwater robotic device for collecting water samples in a reservoir. Methods. The following problems were solved for this purpose: the structure of the device was developed, which consists of a power frame unit, units of screw electric drives, units of depth and direction rudders. On-board power supply unit, sensor unit providing interaction of underwater vehicle with environment were also developed. Control tasks are formulated. A scheme of device movement in a reservoir has been developed for this purpose. Results. Modular method of trajectory planning is proposed. It is based on a single motion cycle concept, which consists of 2 turns and 2 straight-line stages of 2R2P. A model of control algorithm is also proposed and reactions of apparatus to external disturbances are studied. General dynamics theorems, method of algorithm synthesizing according to inverse dynamics problem were applied when solving problems. Conclusion: As a result of conducted studies, the system response to disturbances acting in longitudinal direction is described, disturbance diagrams are also described, random type with normal distribution law and mass center deviation s from the given position are given.

Introduction. Mass events, including sports, such as the World Cup, can contribute to the emergence of public health risks that must be identified and eliminated. Material and methods. We studied data on air pollution, drinking water and soil, information on pollution sources, locations of stationary and mobile observation posts and Saransk infrastructure facilities intended for the FIFA World Cup 2018. The study used methods of hygienic assessment, analysis, and synthesis, comparisons, and generalizations, as well as assessments of risk to public health. Results. Moderate inhalation risks (HI up to 1.14) for respiratory organs may form fine dust (PM10 and PM2.5). The risk to public health during oral acute short-term exposure to chemicals coming from drinking water and soil did not exceed the permissible level. The concentrations of certain elements and chemicals in drinking water exceeded hygienic standards (boron up to 2.36 times, iron up to 2.88 times, fluorides up to 1.48 times). The content of benzo (a) pyrene in the soil exceeded the hygienic standard by 6.49 times. Discussion. The results of similar studies carried out during the period of preparation for the holding of global mass events in Russia in 2013-2019 confirmed the results and conclusions of this work. The main route of exposure of chemicals to the health of the population, guests, and participants of the events is inhalation. Additional control is needed for dust, including PM10 and PM2.5. Conclusion. Revision and modification of the existing system of placement of posts monitoring the quality of the environment are not required. Additional control is needed with respect to PM10 and PM2.5 (atmospheric air), fluorides, boron, iron, nitrates, and strontium (drinking water), benzo (a) pyrene (soil).

Analysis of air pollution by pollutants, sources of pollution, types of economic activity, and administrative areas in the city of Novokuznetsk over 5 years was carried out. The largest share in the city air emissions is accounted for: CO – 61.8 %; SO2 – 17.4 %; solids – 11.3 %; NO2 – 5.9 %; CH4 – 1.8 %. Dynamics of gross emissions by years is shown. Planned implementation of the approved measures of the national project Ecology will make it possible to reduce air pollution in the city by more than 20 % by 2024, which corresponds to the federal project Clean Air. According to planes of the city industrial enterprises, environmental programs have been prepared, with monitoring by environmental specialists from the city administration and public control. Various measures were taken: automatic stationary posts were put into operation to monitor air pollution in real time; mobile laboratory was acquired to measure urban air. To improve waste management in the city, separate collection projects were implemented. Environmental assets exist and develop in the city, which ideas and projects find common understanding and form ecological attitude of the urban community. Trends in gross emissions of pollutants into the atmosphere of Novokuznetsk are shown for the period of 2014 – 2018; refinements and explanations of the observed trends are given.

The air pollution has got a great risk to the health of the population. In the risk assessment, objective and subjective uncertainties have appeared. The aim of the study to analyze the uncertainties arising in the assessment of health adverse effects of air pollution and possible ways to decrease them. Methods of the scientific hypothetical deductive cognition, general logical methods, and approaches of researches: analysis, synthesis, abstracting, generalization, induction. In this paper, we analyzed the uncertainties arising in the risk assessment for the health of population caused by air pollution and proposed measures to improve the approaches to assessment and management of the risk. The analysis revealed the main causes of the uncertainties. In the field of the atmospheric air monitoring, they are lack of modern equipment and officially approved methods for measurement, the absence of criteria and recommendation for choosing of controlled air pollutants. For the health assessment, it is advisable to use epidemiological methods and methodology of risk analysis taking into account the uncertainties of each approach. Usage of the geographic information systems let increase the informativity of data and efficiency of analysis. Accurate quantification of the risk for the health of population caused by air pollution is a difficult to challenge. It is necessary to take into account the experience of developed countries in the development of domestic criteria for the selection of substances for the control of atmospheric air quality. It is advisable to combine the analysis of data on the actual concentrations of pollutants obtained at stationary and mobile observation posts, and integrated calculations of air pollution. It is necessary to use basic concepts of evidence-based medicine to identify the real impact of air pollutants on public health and reduce uncertainties. Conclusion. In the assessment of risk for health caused by air pollution a lot of objective and subjective uncertainties appear. Based on the principles of evidence-based medicine, they should be comprehensively analyzed and minimized using modern methodological approaches, taking into account their capabilities and limitations.

This article summarizes the obtained results of assessing the effectiveness of monitoring of atmospheric air pollution in the city of Sevastopol by stationary and mobile sources and gives recommendations for its improving. Analysis of the existing air monitoring network shows that the monitoring system needs to be modernized due to a number of identified inconsistencies: the number of stationary posts in the city of Sevastopol does not meet the requirements of RD 52.04.186-89 and their number should be increased; the location of stationary posts does not allow obtaining an objective picture of air pollution in all areas of the city; the list of specific impurities subject to control requires clarification and justification based on the available data on the actual intake of pollutants into the city atmosphere; the location of checkpoints on highways does not cover all highways in the city. A list of the largest stationary pollution sources is compiled. Maximum permissible emissions of 243 enterprises are analyzed, including information on 1482 sources of emissions. The main sources of air pollution are revealed and their ranking by gross emissions is performed. An assessment of the data of field observations of atmospheric air pollution in the city of Sevastopol for compliance with the current standards is carried out and a preliminary list of pollutants is formulated to justify the expediency of their control at stationary and route points of the city. The article describes some aspects of a large-scale study aimed at assessing the effectiveness of the air pollution monitoring in the city of Sevastopol. Other stages of research and proposals for modernizing the monitoring system are planned to be published in a series of subsequent articles.

The problem of assessing the city's atmospheric pollution based on monitoring data at stationary observation posts is considered. The results of the research carried out on the example of Iskitim city in the Novosibirsk region are discussed. The analysis of the relationship between the frequency of impurity emissions from dominant sources and the measured concentrations at the stationary observation point of the city for winter periods of time is carried out. The influence of the frequency of winds of different directions on the formation of the level of atmospheric pollution at the control post has been investigated. Taking into account the relative position of the observation point and the main highway of the city, a noticeable contribution of southwestern winds to the increase in benzo (a) pyrene concentrations is shown. The regularities of the formation of atmospheric pollution in calm conditions have been studied. A statistical relationship has been established between the number of calm recorded during the month at the Iskitim meteorological station and the values of benzo(a)pyrene concentrations.

The paper states that requirements for the arrangement of network of automated radiation monitoring posts at Ukrainian NPPs are not fully implemented. It is proposed to use a methodical approach considering environmental, physical and technical factors, peculiarities of NPP emission plume generation and spreading to optimize the number and locations of ARMS posts with sensors for measuring gamma dose rate in NPP control area. Practical implementation of the methodology was performed by the example of Khmelnitsky NPP. The experts developed the basic layout of ARMS gamma sensors in the control area for two NPP power units.

Purpose. The results of theoretical and analytical-calculation studies on the substantiation of the automatic stationary post location of constant control (PCC) in the zone of probable influence of the industrial enterprise PJSC «Kryvyi Rih Cement» (Kryvyi Rih) with the determination of the expected contribution of this object to the general atmospheric air pollution level. Methodology. The requirements for the organization of observations of the atmospheric air state and the specific choice of stationary sampling points are generalized. Method of calculating the scattering of pollutants is used. Results. A set of indicators and characteristics that affect the processes of atmospheric air pollution formation in the area of the probable negative impact of the industrial facility is determined. The conditions of PCC location are detailed specifically for the conditions of technogenic loaded urban systems. On this basis, a priority place for the installation of a stationary automated post of constant control and monitoring of air pollution in the area of the industrial enterprise PJSC «Kryvyi Rih Cement» influence has been specified. The calculation of the scattering of pollutants in the surface layer of the atmosphere using the software package «EOL +» to determine the expected level of pollutants concentrations present in the emissions of the object at a certain PCC location, as well as at the SPZ to determine the expected maximum contribution of this object to the overall level of air pollution. The maximum expected calculated values of surface concentrations at the location of the PCC are from 0.01 for sulfur dioxide to 0.21 MPa for the summation group № 31. Originality. The requirements and conditions of the automated monitoring stations location in the areas of the negative impact of industrial facilities are summarized, which allows to clearly and reasonably determining the priority location of the control panel. Practical value. The results of the research have been practically implemented. The control panel has been installed and is working successfully, as evidenced by the data of the city web portal «Ecomonitoring» in Kryvyi Rih – https://www.krmisto.gov.ua/ua/rc/ecomon.html. The social significance of the research is both in the participation of the industrial facility in the system of automated observations and assessment of air quality and in informing the inhabitants of man-made urban systems on the environment state. Motivation. One of the tasks of nuclear power plants and other potentially dangerous objects monitoring employing unmanned aerial vehicles (UAV) is flying over specified points of the territory of such objects. Finding the optimum routes often involves different options for the traveling salesman problem solving. However, if there are multiple starting positions, there is a need to solve the traveling salesman problem for each variant of the UAV start (for each variant of the start-end point of the route). The subject matter of the paper is the process of minimizing the flight time of visiting the specified points of the potentially dangerous object territory, taking into account the locations and models of the UAV fleet. The tasks to be solved are: to develop an algorithm for determining the optimal route for flight over of the given points of the potentially dangerous object territory for the fleet, each UAV of which is at its separate starting position; to show the possibility of using the proposed algorithm to minimize the flight time for visiting all of the appointed control posts of the automated radiation situation monitoring system for Zaporizhzhia nuclear power plant. The methods used are: graph theory, mathematical optimization models, methods for solving the traveling salesman problem. The following results were obtained. The faceted classification of the traveling salesman problem for UAV flight routing is offered. The steps of the algorithm for determining the optimal route of flight over of the specified points of the potentially dangerous object territory by the UAV fleet are described. The problem of determining the fastest flight over of 11 control posts of the automated radiation monitoring system for Zaporizhzhia nuclear power plant is solved for two cases: 1) UAV "Leleka-100" are at all starting positions, 2) UAV "Leleka-100" is at the first starting position, various modifications of the model "R-100" are at the rest starting position. Changes in the optimal route when changing UAV models and speeds are shown. Conclusions. The results obtained should be used to justify the composition of the UAV fleet, simulate its application, evaluate its target effectiveness, as well as to create algorithmic support and software for ground control station operators’ work places. Further research should focus on developing models that take into account the possibility of refueling UAVs or recharging their batteries at stationary or moving posts while being on a route.

Introduction. The city of Chita of Zabaikalsky region is one of the cities of Russia, priority on level of pollution of atmosphere. Of the order of 130 impurities emitted by the sources of the city, 12 are monitored at 5 posts of the Roshydromet network. Maximum monthly average concentrations are formed by benz (a) pyrene (up to 56.8 MPC), hydrogen sulfide (12.3 MPC), suspended particles (up to 4PDC), phenol (up to 3.6 MPC). Significant emissions (59.73 thousand tons in 2018) are aggravated by the use of coal as a fuel by heat and power enterprises and the private sector, climatic and geographical features. Within the framework of the Federal project “Clean Air” of the national project “Ecology”, it is envisaged to reduce the gross emission of pollutants into the atmosphere of Chita by 8.75 thousand tons by 2024, which should lead to a significant improvement in the safety and quality of life of citizens. It is necessary to identify the most “risky “components of pollution for health.It is important to understand: whether the environmental monitoring system reflects the real picture of the dangers posed by pollution of the city’s atmosphere; whether there is a need to optimize the monitoring system for the subsequent assessment of the effectiveness and efficiency of measures; what impurities and at what points should be monitored in the interests of the population, administration and economic entities implementing air protection measures.The aim of the study is to develop recommendations for optimizing the program of environmental monitoring of air quality in the city of Chita, taking into account the criteria of danger to public health for the subsequent evaluation of the effectiveness and effectiveness of the Federal project “Clean Air”.Materials and methods. Justification of optimization of monitoring programs was carried out through the calculation of hazard indices, considering: the mass of emissions and toxicological characteristics of each chemical; the population under the influence. A vector map of the city with a layer “population density” was used as a topographic base. The indices were calculated for regular grid cells covering the residential area. For each cell, the repeatability of winds of 8 points from the priority enterprises and the population within the calculated cell were taken into account. As a result, each calculation cell was characterized by a total coefficient, taking into account the danger of potential impacts of emissions. Based on the results of the assessments, recommendations were formulated to optimize the placement of posts in the city and the formation of monitoring programs.Results. Indices of carcinogenic danger to the health of the population of Chita ranged from 584,805. 96 to 0.03 (priorities: carbon (soot), benzene, benz (a) pyrene); indices of non-carcinogenic danger — from 1,443,558. 24 to 0.00 (priorities: sulfur dioxide, inorganic dust containing 70–20% SiO2, fuel oil ash). The greatest danger to public health stationary sources of emissions form in the North-Western, Western and South-Eastern parts of the city. Roshydromet posts in these zones are absent.Conclusions. As part of the objectives of the project “Clean Air”, it is recommended to Supplement the existing state network of observations of atmospheric air quality in Chita with two posts; to include manganese, xylene, vanadium pentoxide in the monitoring programs, to carry out the determination of Benz(a)pyrene et all posts, which will allow to fully and adequately assess the danger of emissions of economic entities, as well as the effectiveness and efficiency of the provided air protection measures.

Purpose: Determination of such an interval of workplace environmental physical factors control, which would ensure high monitoring reliability and the minimum data collection and processing duration (or cost). Design/methodology/approach: To achieve the goal were applied: analysis and synthesis of known scientific results on the topic of research, statistical analysis, mathematical modelling. Statistical data for determining the interval of control was recorded at regular intervals. Findings: A methodology has been developed for determining the interval of workplace environmental physical factors values control. It is based on the identification of patterns of change in the physical factors values. The algorithm of workplace environmental physical factors values control is proposed, which helps to identify cases when the actual values of the factors exceed the limit values. The practical application of theoretical propositions showed that the correlation coefficient between the factual sample and the sample formed using the determined control interval is within 0.74…0.88, which satisfies the condition R > 0.5 as intended. Research limitations/implications: The mechanism for workplace environmental physical factors values monitoring was further developed on the basis of forecasting changes in the physical factors values and determining the duration of the excess of the factors values over the limit. In this study on stationary and conditional stationary processes was the focus. Practical implications: The use of the algorithm that is based on the methodology for determining the interval of workplace environmental physical factors values control contributes to more effective monitoring of working safety. Originality/value: For the first time justified by the choice of the control interval of workplace environmental physical factors values with acceptable accuracy of the forecast that allow to quickly establish working conditions hazard class.

One of the regions of Ukraine, which is subject to significant man-made impacts on the atmospheric air, is the city of Zaporizhzhya. The paper presents the results of assessing the quality of atmospheric air based on the calculation of the air pollution index and the integrated air pollution index of the city of Zaporizhzhya. For the assessment, the data of long-term observations at the stationary posts of the city for 2016—2020 were used for the main pollutants. A list of the main pollutants (formaldehyde, dust, carbon monoxide, phenol, nitrogen oxides, sulfur dioxide) and the contribution of each of them to the general level of atmospheric pollution has been determined. The calculations of air pollution indices were carried out for the average daily concentrations of substances for each observation post in Zaporizhzhya for the study period 2016—2020. The calculation of the air pollution indices for the posts was carried out for all concentrations of the investigated substances, except for hydrogen sulfide due to the lack of data for it. The highest values of the indices are observed in 2017 and 2019, the lowest — in 2020. Over the past year, there has been a tendency towards a slight decrease in the level of air pollution by pollutants. The highest values of indices exceeding 1 are noted for substances such as dust, nitrogen dioxide, nitrogen oxide, phenol and formaldehyde. Calculations of the integrated index of atmospheric pollution at posts showed their heterogeneity, the list of measured substances is not unified for all posts. Formaldehyde, nitrogen oxides, phenol and dust make the largest contribution to the formation of the integrated air pollution index. Environmental monitoring in the city of Zaporizhzhya does not include measurements of hazardous toxicants, the presence of which is typical for large cities. The highest level of the integrated air pollution index is observed at the posts located in the zone of influence of the main industrial site, and reaches values of 5,4—9,8, which corresponds to a high level. In other areas of the city, where there is industrial potential, observations are not carried out; it is impossible to assess the level of air quality according to the data of the hydrometeorological service.

This paper presents laboratory-scale experimentation carried out to study enhanced biological phosphorus removal. Two anaerobic aerobic (A/O) sequencing batch reactors (SBR) have been operated during more than one year to investigate the information provided by monitoring pH and electric conductivity under stationary and transient conditions. Continuous measurements of these parameters allow detecting the end of anaerobic phosphorus release, of aerobic phosphorus uptake and of initial denitrification, as well as incomplete acetic acid uptake. These results suggest the possibility of using pH and electric conductivity as control parameters to determine the length of both anaerobic and aerobic phases in an A/O SBR. More valuable information provided by monitoring pH and electric conductivity is the relation between the amount of phosphorus released and the conductivity increase observed during the anaerobic stages and which group of bacteria (heterotrophic or polyphosphate accumulating) is carrying out the denitrification process.

The aim of the study was to assess the carcinogenic risk to the health of the population of an industrialized city, caused by the probable presence of carcinogens in the ambient air. The results of laboratory control of the content of carcinogens in the atmospheric air of the city of Voronezh for 2017–2020 were used as the initial data. The carcinogenic risk was assessed in accordance with the provisions of Guideline R. 2.1.10.1920–04 «Guidelines for assessing the risk to public health when exposed to chemicals that pollute the environment.» Taking into account the regional peculiarities of the composition of pollutant emissions into the atmospheric air, 1,3-butadiene (source — production of synthetic rubber) should be classified as priority carcinogens requiring systematic monitoring and measures to reduce the volume of emissions and, accordingly, concentrations in the surface layer of atmospheric air and chromium 6+ compounds (the main source is an aircraft plant). These substances, depending on the territory (transport or industrial), contribute 69.9–75.7 % and 21.7–26.9 %, respectively, to the total values of the individual carcinogenic risk (from 4.27 × 10 –3 to 4.90 × 10 –3 for the adult population, from 3.38 × 10 –4 to 3.82 × 10 –4 for children 6 years old). For the rest of the laboratory controlled carcinogens (formaldehyde, lead, soot, styrene), the risks do not exceed the maximum permissible value. It was found that the territorial coverage of the urban area of Voronezh by monitoring the content of carcinogens in the atmospheric air (5 stationary and 5 route observation posts) and the number of laboratory-determined carcinogens (6 out of 18 taken into account in the projects of maximum permissible emissions of enterprises) is insufficient to obtain reliable information on the value carcinogenic risk to public health. To reduce the associated uncertainties in assessing the carcinogenic risk, further studies of the content of 8 carcinogens (1,3-butadiene, formaldehyde, lead, carbon black, chromium 6+, benzene, benz/a/pyrene, styrene) are planned at 13 additional control points of the urban area.

Objective. The purpose of the study is to improve the technical procedure and increase the accuracy of determining the key thermophysical characteristics of building materials and products in a stationary thermal regime, as well as expanding the possibilities of using integrated thermal imaging monitoring in assessing the heat-conducting qualities of heterogeneous single-layer building structures, which are, including in non-stationary temperature conditions. Method. The methodological basis of the study is the fundamental provisions of the theories of heat transfer, thermal control and infrared diagnostics, methods of qualitative and quantitative analysis of thermograms.Result. The scheme of complex non-destructive diagnostics of the thermal and technical condition of heat-protective shells of capital and completed construction facilities, engineering and technical systems and subsystems of life support for various functional, technological, operational purposes based on the results of thermography and qualitative and quantitative assessment of thermal images is presented. Examples of the use of thermal imaging equipment and other auxiliary control and measuring equipment in the field examination of translucent structures and non-translucent ventilated facade systems of a real civil building are given, as well as the results of thermal imaging identification of the main thermal properties of a fragment of an enclosing building structure in the form of a wall of silicate brick. Conclusion. The presented method of active thermal non-destructive determination of the main thermophysical properties of structural building materials and products, as well as an experimental setup for its implementation, make it possible to study the entire range of thermal characteristics under various conditions and modes using a thermal imager and related instrumentation.

The facility’s licensee conducts environmental radiation monitoring in nuclear facilities to monitor radiation exposure in the facility’s vicinity. This activity is carried out also to monitor radiation release as a result of nuclear reactor operation. Aside from that, monitoring also works as a device to monitor radioactive release in a nuclear emergency. Therefore, the radiation monitoring system is crucial in nuclear utilization facilities to determine the number of radiation exposure to the surrounding environment. However, the existing stationary monitoring system has a risk of being unable to work if the system is down in case of natural disaster occurs. One way to mitigate this risk is to deploy an unmanned radiation monitoring system to monitor radiation exposure without putting personnel at risk. To define a suitable unmanned radiation monitoring system, identification of facilities and infrastructure required to design an unmanned radiation monitoring system for a research reactor in Indonesia is carried out. Facilities and infrastructure needed for unmanned radiation monitoring systems are unmanned aerial vehicles, radiation detector, control and communication module, navigation system, and software for the control system. These required facilities and infrastructure are then specified to determine the necessary specification for monitoring research reactor in Indonesia. The facilities’ required specifications are unmanned aerial vehicles with rotary-wing type, CdZnTe Detector, and GPS/GLONASS based navigation system. For infrastructure specification, control and communication module and software for the control system is not specified in how the system could meet the expected required performance rather than in detail. Air quality monitoring and control are key issues for environmental assessment and management in order to protect public health and the environment. Local and central authorities have developed strategies and tools to manage environmental protection, which, for air quality, consist of monitoring networks with fixed and portable instrumentation and mathematical models. This study develops a methodology for designing short-term air quality campaigns with mobile laboratories (laboratories fully housed within or transported by a vehicle and maintained in a fixed location for a period of time) as a decision support system for environmental management and protection authorities. In particular, the study provides a methodology to identify: (i) the most representative locations to place mobile laboratories and (ii) the best time period to carry out the measurements in the case of short-term air quality campaigns. The approach integrates atmospheric dispersion models and allocation algorithms specifically developed for optimizing the measuring campaigns. The methodology is organized in two phases, each of them divided into several steps. Fourteen allocation algorithms dedicated to three type of receptors (population, vegetation and physical cultural heritage) have been proposed. The methodology has been applied to four short-term air quality campaigns in the Emilia-Romagna region.

In response to the Minamata Convention on Mercury, effective 16 August 2017, the Taiwan government in recent years started to implement the sustainable material management of mercury-containing waste and articles. This was completed by a cross-ministerial collaboration for preventing the adverse effects of mercury on human health and the environment, based on the multimedia approach. The legislative or regulatory frameworks on the control and prevention of mercury emissions and releases have been established in environmental distributions, including air, water, soil, waste, food, and article (or commodity). Therefore, the central authorities included the Environmental Protection Administration (EPA), Council of Agriculture (COA), Ministry of Health and Welfare (MOHW), Ministry of Economic Affairs (MOEA), and Ministry of Labor (MOL). Furthermore, the implementation plans covered the reduction in mercury-containing products by restricted use and bans on its use, remediation of soil and groundwater for mercury-pollution sites, control of stationary source emissions, environmental monitoring, and compulsory recovery of mercury from electronic waste such as waste lightings. A successful case study on the recovery of mercury from electronic waste using a thermal treatment, and its capture control by activated carbon, was also addressed in this work. Due to the effectiveness of source control in Taiwan, the annual reported amount of mercury emissions from the stationary air pollution sources indicated a decreasing trend from 1.989 metric tons in 2016 to 1.760 metric tons in 2019. More significantly, the ministerial collaboration in implementing the Convention in Taiwan also echoed the United Nations (UN) Agenda 2030 for sustainable development goals (SDGs).

Last year, the US Court of Appeals (D.C. Circuit) upheld a series of findings, interpretations, and regulations that the Environmental Protection Agency (EPA) had issued as its first steps to limit the emissions of greenhouse gases under the Clean Air Act. First, EPA had made a finding that emissions of greenhouse gases from motor vehicles cause or contribute to an endangerment to the public health or welfare. Second, to address this endangerment, EPA together with the Department of Transportation, promulgated greenhouse gas emission and fuel efficiency standards for cars and light trucks for model years 2012 through 2016. EPA estimates that these standards will reduce greenhouse gas emissions by approximately 960 million metric tons of CO2 equivalent over the life of these model years. Third, EPA formally reaffirmed its interpretation that the motor vehicle emission standards - by regulating greenhouse gases under the Act - would trigger permitting requirements for greenhouse gas emissions from stationary facilities. These permitting requirements include the installation of best available control technology to reduce greenhouse gas emissions from new or modified facilities. Fourth, EPA issued regulations phasing in these permitting requirements over several years. Rejecting a multitude of challenges, the court upheld all these actions, thus paving the way for EPA to significantly regulate and limit greenhouse gas emissions from motor vehicles and stationary facilities. On 26 June 2012, the prominent US Court of Appeals for the District of Columbia Circuit handed the Barak Obama Administration a decisive, quadruple victory in its efforts to limit greenhouse gas emissions through regulations. The court upheld the finding of the US Environmental Protection Agency (EPA) that greenhouse gas emissions are reasonably anticipated to endanger public health and welfare. The court also upheld EPA regulations and interpretations that will require reductions in greenhouse gas emissions from motor vehicles and large stationary sources. The court reaffirmed its decision, denying a petition for rehearing, on 20 December 2012. The decision paves the way for significant mandatory reductions of greenhouse gas emissions in the US.

Introduction. The results of the analysis of the quality of atmospheric air have shown a different level of its impact on the development of respiratory diseases in certain Russian entities. This is due to the necessity to develop and implement measures for managing the health risks of the working population. Material and methods. For analysis, we used the all-Russian data of state and departmental statistics reports, as well as analytical data received and processed in the prescribed manner. Results. According to controlling organizations, the atmospheric air of urban settlements is the most polluted near highways in the residential area (1.00% of samples with excess MPC) and the area of stationary observation posts (0.87% of samples with an excess of hygiene standards). Air pollution is likely the cause of developing from 3.02 to 11 863.7 additional cases of respiratory diseases per 100 thousand population. Recommendations on the use of environmental data have been developed. Criteria for the development of respiratory diseases for persons living in the area of air pollution impact and working in hazardous conditions exposed to aerosols have been determined. Medical and preventive measures should be jointly carried out by supervisory and health authorities. Information and hygiene education is recommended as part of corporate events aimed at the increasing commitment to a healthy lifestyle for the working population. Health authorities determine the terms for the dynamic observation of patients, including the development of individual preventive measures and form groups of contingents for diseases, determining the frequency of the medical examination of the population. High-quality preliminary and periodic medical examinations allow the development of comprehensive programs to reduce the morbidity rate. Conclusion. An algorithm has been developed to ensure environmental monitoring aimed at reducing the risk of respiratory diseases. Measures for risk management are highlighted: technological, sanitary-technical, sanitary-hygienic, medical. The monitoring results will allow ranking the territories in areas with an increased and low risk of developing respiratory diseases.

Backcalculation analysis of pavement layer moduli is typically conducted based on falling weight deflectometer (FWD) measurements; however, the stationary nature of FWD requires lane closure and traffic control. To overcome these limitations, a number of continuous deflection devices were introduced in recent years. The objective of this study was to develop a methodology to incorporate traffic speed deflectometer (TSD) measurements in the backcalculation analysis. To achieve this objective, TSD and FWD measurements were used to train and to validate an artificial neural network (ANN) model that would convert TSD deflection measurements to FWD deflection measurements. The ANN model showed acceptable accuracy with a coefficient of determination of 0.81 and a good agreement between the backcalculated moduli from FWD and TSD measurements. Evaluation of the model showed that the backcalculated layer moduli from TSD could be used in pavement analysis and in structural health monitoring with a reasonable level of accuracy.

Paper discusses the technique of environmental condition monitoring based on the phenomenon of nuclear magnetic resonance (NMR). Express control is an integral part of agriculture, because when working on farms or in fields there are situations when it is physically impossible to deliver samples for research to a stationary laboratory (results are needed urgently or samples can change their properties during transportation). A brief review of the existing methods for monitoring the states of media in the express mode was carried out, their shortcomings were revealed and a new technical solution to this problem was proposed. For a small-sized NMR spectrometer, a new magnetic system and a signal registration circuit have been developed, which makes it possible to detect the NMR signal at different frequencies, thus registering the signal spectrum. In addition, this design also allows measuring the longitudinal and transverse relaxation times of the medium. With the help of the proposed technique, studies of various media have been carried out; the results of these studies are presented.

Purpose. The article is devoted to the development of a power facility personnel control system using radio frequency identification technology (RFID). The main components of this system are RFID readers and RFID tags attached to personnel's clothing. The process involves video surveillance, monitoring and access control systems at a power facility. The alert and information control system at a power facility under normal operating conditions can improve the quality of production and technological process management through the use of a video surveillance system and access control, and in case of a fire or emergency it plots a safe route to the emergency exit and provides information about the presence of people in the room. Methods. Based on calculations, the dependence of the values of energy and modulating range parameters on the choice of RFID tags and readers for various conditions of use is obtained. Findings. Calculation, using formulas (1) and (2) for the values of the stationary reader parameters in the 900 MHz range (P = 1 W, GR = 4, λ = 30 cm, SR = –100 dBW, kE = 0.5) and tags with antennas in the form of half-wave dipoles (Ae = 0.01 m2, Δσ = 0.06 m2, S = 30 μW) allows obtaining the energy range RE ≈ 7 m, and the modulation range RM ≈ 25 m. In the design process the use of formulas (1) – (5) allows determining the RFID equipment technical parameters, which provide the required coverage range. Research application field. It is advisable to include the results of the study in the research and development work of the research organizations of EMERCOM of Russia and other ministries and departments. Conclusions. The development of the system for personnel warning and access control at a power facility using radio frequency identification will make it possible not only to ensure production and technological process control, having information about the exact people's location, but also to evacuate personnel to a safe area in case of a fire or emergency.

Deterioration of the fertile condition of bioactive soils, agricultural and forest lands, as well as coastal zones of reservoirs from the intensive agricultural, industrial, transport and resource-producing activities of mankind increases exponentially with each passing year. More than 30% of the reclaimed lands are in unsatisfactory condition. More than 18 million hectares of territory around industrial enterprises have a high degree of pollution, including heavy metals and toxic substances. The global area of the economic zone, intensively mastered by man, is 36% of the area of the water area of the World Ocean. Continuous monitoring is required to control the level of pollution and take measures to eliminate them. There is both a remote and a land (stationary and mobile) way of monitoring the environment. To automate the ground monitoring process, it is proposed to use unmanned vehicles equipped with a special instrument cluster. The article considers both foreign experience in the use of robotic complexes in the field of agriculture and forestry, as well as the domestic development of a mobile robotic complex, whose chassis can be used to monitor the condition of soils, forest lands and water bodies. The place and types of conducted chassis tests are described, the main technical characteristics are given. Presented equipment used for autonomous movement of the complex. The results of studies of the relief and physico-mechanical properties of the track are given, which make it possible to increase the mobility of the robotic complex. Based on the results of the tests, relevant conclusions were drawn on the possibility of using the developed robotic complex for environmental monitoring, works in the field of agriculture and forestry, further goals for its improvement and improvement were set.

The objective of this study was to assess workers' exposure to bioaerosols in sludge drying units. Simultaneous collection of inhalable dust and airborne biological agents was carried out using rotating cup samplers (CIP 10, Arelco). Sixteen stationary and 30 personal measurements were performed in three drying plants, during summer and winter. Microbial content of air was characterized by high amounts of Gram-negative bacteria, endotoxin, and thermophilic actinomycetes. High differences between exposure levels were observed with regard to workplaces and tasks. Dryers and conveyors in operation were closed, and the monitoring task in the dryer room was associated with low levels of personal exposure, close to background levels. Conversely, cleaning and maintenance of the dryer and conveyors required the equipment to be opened, giving significantly higher task-based personal exposure levels. The fall of dried sludge into indoor containers resulted in high emission and spreading of dust. Mean personal exposure levels to fungi were moderate or low for all tasks. Based on the results of this study, appropriate means of operational control and personal protection are being developed and implemented on sites.

This study focuses on joint application of the RanidSONNI mobile laboratory hardware and RODOS DSS computer technologies using the example of numerical forecast of radiation consequences for Kyiv residents caused by radioactive cloud under the city resulting from a wildfire in the Chernobyl Exclusion Zone that occurred on 5 June 2018 in Red Forest area. The purpose of the study was, on the one hand, to combine rapid response technologies using mobile environment sampling tools and computer technologies for forecasting the spread of air contamination at long distances based on weather forecast data, and on the other hand, to define true extent of radiation impact of the radiation cloud on Kyiv residents, which according to the meteorological situation had to pass over the city at the moment of wildfire. The interest in the issue raised is preconditioned by difficulties arising when it is necessary to measure short-term air contamination: in many cases it is possible to obtain actual air contamination indices at a long distance from source term location under its short-term impact only in the center of the cloud itself, which is spread from the source term in wind direction. This preconditions a random nature of contamination registering, if registering is done using stationary control posts. As previous studies have shown, the probability that the cloud formed by the source term passes just above the sampling site is low enough. The article presents a general description of implementing the joint operation of computer technologies for numerical forecast for radioactive cloud spread in the environment using RODOS DSS software package and the air monitoring hardware installed on the RanidSONNI mobile laboratory for radiation survey. The article shows specific hardware for sampling and measuring Cs-137 concentrations in the air is shown, presents the results of forecasting radioactive release spread for long distances and the results of assessing exposure doses for Kyiv residents for the whole time of radioactive cloud passage over the city.

Nowadays, given the great deal of fossil fuel consumption and associated environmental pollution, solid oxide fuel cells (SOFCs) have shown their great merits in terms of high energy conversion efficiency and low emissions as a stationary power source. To ensure power quality and efficiency, both the output voltage and fuel utilization of an SOFC should be tightly controlled. However, these two control objectives usually conflict with each other, making the controller design of an SOFC quite challenging and sophisticated. To this end, a multi-objective genetic algorithm (MOGA) was employed to tune the proportional–integral–derivative (PID) controller parameters through the following steps: (1) Identifying the SOFC system through a least squares method; (2) designing the control based on a relative gain array (RGA) analysis; and (3) applying the MOGA to a simulation to search for a set of optimal solutions. By comparing the control performance of the Pareto solutions, satisfactory control parameters were determined. The simulation results demonstrated that the proposed method could reduce the impact of disturbances and regulate output voltage and fuel utilization simultaneously (with strong robustness).

Due to the stochastic nature of the source, wind turbines operate under non-stationary conditions and the extracted power depends non-trivially on ambient conditions and working parameters. It is therefore difficult to establish a normal behavior model for monitoring the performance of a wind turbine and the most employed approach is to be driven by data. The power curve of a wind turbine is the relation between the wind intensity and the extracted power and is widely employed for monitoring wind turbine performance. On the grounds of the above considerations, a recent trend regarding wind turbine power curve analysis consists of the incorporation of the main working parameters (as, for example, the rotor speed or the blade pitch) as input variables of a multivariate regression whose target is the power. In this study, a method for multivariate wind turbine power curve analysis is proposed: it is based on sequential features selection, which employs Support Vector Regression with Gaussian Kernel. One of the most innovative aspects of this study is that the set of possible covariates includes also minimum, maximum and standard deviation of the most important environmental and operational variables. Three test cases of practical interest are contemplated: a Senvion MM92, a Vestas V90 and a Vestas V117 wind turbines owned by the ENGIE Italia company. It is shown that the selection of the covariates depends remarkably on the wind turbine model and this aspect should therefore be taken in consideration in order to customize the data-driven monitoring of the power curve. The obtained error metrics are competitive and in general lower with respect to the state of the art in the literature. Furthermore, minimum, maximum and standard deviation of the main environmental and operation variables are abundantly selected by the feature selection algorithm: this result indicates that the richness of the measurement channels contained in wind turbine Supervisory Control And Data Acquisition (SCADA) data sets should be exploited for monitoring the performance as reliably as possible.

The changes in the ecological state of the water of the Dnieper basin have been analyzed and the possible causes of this phenomenon and the possible ways to improve its ecological status have been identified. Methodology. The analysis was performed taking into account changes in the content of the normalized parameters: sums of anions; dissolved oxygen in water; biochemical oxygen consumption; phosphates, nitrites, nitrates, as well as ammonium. The assessment was carried out using a retrospective analysis of the monitoring data and environmental assessment of Ukraine's water resources by the State Water Resources Agency of Ukraine over the past 10 years. A retrospective analysis was conducted according to the data on the control of water intake on the Dnieper within the Basin Water Resources Management at 14 posts. The analysis was carried out taking into account the requirements of the State Standard of Ukraine 4808: 2007. Results. In the future, changing the ecological status of the surface waters of the Dnieper basin in the direction of its improvement cannot happen without the development and implementation of a reliable and effective model for predicting its ecological status. The solution to the complex problem of environmental rehabilitation of the Dnieper basin should be taken to a new level in accordance with fundamental changes in the nature management and economic development strategy of the country and only through the development of a national program of restoration of its ecological status. To date, the only possible solution to the problem of deterioration of the Dnieper's environmental status may be to create effective levers for managing the Basin Directorate, including by improving the methodological basis of its environmental monitoring system. Originality. The study is based on an integrated approach, which includes conducting a retrospective analysis of all available data in the State Agency for Water Resources of Ukraine, which takes into account the principles of biodiversity conservation, sustainable use of water resources, management and river basins, monitoring and evaluation of information on their status. Practical value. The results of the study can be used in the development and implementation of a reliable and effective model for predicting the ecological status of surface waters of the Dnieper basin. Abstract A liquid chromatographic (LC) method using fully automated solid-phase extraction (SPE) sample cleanup and on-line LC analysis was developed for determination of the benzimidazole fungicides car-bendazim and thiabendazole in various crops. Preparation of food samples involved extraction with acetone followed by solvent partitioning with dichloromethane–petroleum ether to draw the analytes into the organic phase. The laborious liquid–liquid partitioning cleanup procedure described in the literature was replaced with a fast SPE cleanup using diol-bonded silica cartridges. Automation of the total procedure was achieved by using a commercially available SPE cleanup apparatus (ASPEC). The cleaned-up extract was injected on-line into an LC system with UV and fluorescence detection in tandem. Chromatographic separations were performed with a methanol–phosphate buffer mobile phase (pH = 7) and different polymeric stationary phases. The polymer-based columns performed better than silica-based columns in separating benzimidazole fungicides, and different columns were compared. Results of validation studies with fortified lettuce and citrus fruit are presented. Shewhart control charts of analytical results of control samples demonstrated good performance of the complete system. Sample throughput (extraction, automated SPE, and on-line LC analysis) was about 50 samples per 24 h. Residues of carbendazim and thiabendazole found during our pesticide residue monitoring program in 1992–1994 are reported.

Particulate matter (PM) is harmful to human health, especially for people with asthma. The goal of this study was to enhance the knowledge about the short-term effects of daily air concentrations of PM on health outcomes among asthma patients. The novelty of this study was the inclusion of a homogeneous group of patients (N = 300) with diagnosed and partly controlled asthma. Patients recorded their symptoms, asthma quick-relief inhaler use, and peak expiratory flow (PEF) measurements in a diary for two weeks. Data on particulate air pollution were obtained from stationary monitoring stations. We have shown that particulate pollutants (PM10 and PM2.5) are associated with significant deterioration of PEF and an increase in the frequency of early asthma symptoms, as well as asthma quick-relief inhaler use. These effects are observed not only on the day of exposure, but also on the following day. For public health practice, these results support the rationale for using peak-flow meters as necessary devices for proper asthma self-management and control, especially in locations where the air is polluted with particles. This may decrease the number of asthma patients seeking medical help.

This study aimed to detect airborne Mycobacterium tuberculosis (MTB) at nine public health facilities in three provinces of South Africa and determine possible risk factors that may contribute to airborne transmission. Personal samples (n = 264) and stationary samples (n = 327) were collected from perceived high-risk areas in district, primary health clinics (PHCs) and TB facilities. Quantitative real-time (RT) polymerase chain reaction (PCR) was used for TB analysis. Walkabout observations and work practices through the infection prevention and control (IPC) questionnaire were documented. Statistical analysis was carried out using Stata version 15.2 software. Airborne MTB was detected in 2.2% of samples (13/572), and 97.8% were negative. District hospitals and Western Cape province had the most TB-positive samples and identified risk areas included medical wards, casualty, and TB wards. MTB-positive samples were not detected in PHCs and during the summer season. All facilities reported training healthcare workers (HCWs) on TB IPC. The risk factors for airborne MTB included province, type of facility, area or section, season, lack of UVGI, and ineffective ventilation. Environmental monitoring, PCR, IPC questionnaire, and walkabout observations can estimate the risk of TB transmission in various settings. These findings can be used to inform management and staff to improve the TB IPC programmes.

The development of researches of the chemical composition of surface waters (rivers, lakes, reservoirs and ponds) is due to problems that are solved at one stage or another in the development of the country’s economy and are related to water quality issues. Depending on the tasks set during hydrochemical researches, attention is paid to a particular group of chemical components in water: 1) the main ions and their total amount (water mineralization); 2) dissolved gases; 3) biogenic elements; 4) organic matter; 5) microelements (including heavy metals); 6) radioactive elements; 7) specific pollutants. The article presents an analytical review of studies of the chemical composition of surface waters of Ukraine from the beginning of systematic research in the first half of the 20th century to the present day (1920-2020). The authors identified four typical chronological periods in the history of hydrochemical studies of surface waters in Ukraine. I period (1920s-1950s) – the beginning of systematic hydrochemical studies of surface waters; the appearance of regular observations of the chemical composition of water at the posts of hydrometeorological service on the Dnipro and Southern Bug rivers (1930s) and publication of these data in “Hydrological Yearbooks”; hydrochemical studies for selected large projects (Dnipro hydroelectric power station). II period (1950s-1970s) - expansion of hydrochemical research to meet the needs of water and hydropower construction, forecasting their possible impact on the country’s water resources; increasing the number of observation points for the chemical composition of water on large and medium-sized rivers; development of hydrochemistry of reservoirs. III period (1970s – at the beginning of the 2000s) – development of complex hydrochemical researches in the conditions of increasing anthropogenic load on water objects; creation of a system of hydrochemical monitoring of water bodies within the framework of the national system of observation and control of the environment (1973); application of sanitary and hygienic criteria for assessment of water quality – universal maximum acceptable concentrations (MAC); publication of quarterly “Hydrochemical Bulletins” (since 1967); development of radioecological studies of natural waters after the Chernobyl accident (1986); first publication in Ukraine of textbooks on hydrochemistry. IV period (after the beginning of the 2000s) – reformatting of hydrochemical research (monitoring system) to the requirements of the Water Framework Directive of the European Union, especially after the signing of the EU-Ukraine Association Agreement in 2014; reforming the water monitoring system based on environmental rationing with the identification of reference indicators; components of state monitoring of surface waters are the monitoring of biological, hydromorphological, chemical and physico-chemical parameters. Thermographic control of electrical equipment allows you to draw preliminary conclusions about the technical condition of insulation, contact joints, windings, structural elements and cooling systems of electrical equipment of voltage classes 0.4 ÷ 750 kV. However, it should be borne in mind that the results of temperature measurement and assessment of the thermal state of electrical equipment are influenced by such factors as: environmental conditions, qualifications of personnel performing thermographic control and data interpretation, the need to improve regulatory documents for assessing the thermal state of electrical equipment and develop unified algorithms analysis of the results of thermographic examinations and gradation of the development of defects in electrical equipment. Modern research in the field of thermographic control of electrical equipment is developing in several directions, namely: the use of automated (stationary or mobile) systems for collecting thermographic data; development of algorithms for processing thermal images that reduce the influence of extraneous noise on the values of the measured temperatures, select the image of the object being examined, select the optimal level of contrast of the thermal image to detect thermal anomalies; using statistical processing of thermal fields of thermal monitoring objects and making decisions about the thermal state of equipment using neural networks, machine learning and expert knowledge. Automation of the analysis of thermographic control data is an urgent scientific and practical task, the solution of which will improve the quality of maintenance, repairs, extension of the operating life and operational management of electrical equipment in conditions of a significant level of aging of the main production assets of electric companies and change of generations of staff. Measuring current transformers of voltage classes 330 ÷ 750 kV are critical elements in the distribution schemes of electric power and in electric networks, and their technical condition directly affects the reliability of electric networks and power supply to consumers. The paper considers the reasons for the development of defects in current transformers of voltage classes 330 ÷ 750 kV, and also proposes relationships to take into account the influence of the air flow rate and the actual value of the emissivity of the structural element of the current transformers, as well as elements of the algorithms for analyzing data from thermal imaging surveys to reduce the influence of environmental factors and qualification level of the personnel performing the analysis, diagnostic results.

Introduction. The purpose of this work was to develop a methodology for assessing the impact of environmental factors on the functional state of the respiratory organs of healthy individuals and patients with bronchopulmonary pathology living in different natural, climatic and technogenic conditions of the urbanized territory. Material and methods. The study of the function of respiration was based on the results of a survey of 198 people (for the period from 2008 to 2014), living in various administrative districts of Vladivostok, the largest industrial Far Eastern city. The estimation of atmospheric pollution of the city was carried out according to monitoring data for six stationary observation stations (suspended substances, nitrogen dioxide and sulfur, carbon monoxide, ammonia, formaldehyde, etc., mg/m3) for the period from 2008 to 2014. Weighed in the air particles of the microsize series were studied by laser granulometry. Results. In the group of conditionally healthy people, the response of the respiratory system to external action was minimal, and in patients the response was more pronounced. A strong impact on both groups is mediated via the systems “atmospheric pollution by gas components” and “air pollution by suspended particles”. In unfavorable areas of the city the maximum negative influence is exerted by “climatic conditions”, where the integral respiratory response index for external action in the group of patients was 2 times higher than in the control group. Discussion. We assume that against the background of pollution of the external environment of Vladivostok, the functional state of the respiratory organs of even a healthy person can actively react to changes in climatic conditions. The greatest pathogenic effect of urban pollution on respiratory function is noted in the group of patients. On the basis of the calculation of the index of general environmental pollution, favorable and unfavorable areas of the city have been identified. The conclusion. The obtained results will allow to implement preventive measures for the population of the urbanized territor.

Various methods for removal of volatile organic compounds (VOC) from the air are applied in the world. Their selection is determined by the efficiency and costs of the method. Biofiltration is a new technology to control environmental pollutants helping to regulate emissions of VOC with unpleasant odours in to the air and working environment. When VOC are to be removed from large volumes of air, equipment of biological purification charged with active sludge is used. Such an equipment has a rather simple structure and efficiency of to 98–99 %. Active sludge as a biocharge has both a high concentration of microorganisms compared to stationary charges and good sorption features. Sorptive capacity changes when a load to active sludge is changed, and this has a negative impact on biochemical decomposition of organic substances and, at the same time, on purification efficiency. Calculation and evaluation of an optimal working mode of the equipment enable to avoid desorption of VOC in the system or to diminish it to a minimal value. In the biological air‐purification equipment sorption of an organic substance on the surface of active sludge is running at the initial stage. An organic substance is decomposed biologically only in the second stage, and oxygen dissolved in the system (in the charge) is used and VOC desorption from the system is blocked. One of the main parameters determining the biological air‐purification process and its intensity is change of the concentration of oxygen dissolved (CDO) in water phase and maintenance of its minimal value after termination of aeration (when the equipment is out of operation for some time). In operating equipment with a biocharge one more important problem is encountered ‐ the lifetime of the charge and its renewal in the equipment to maintain required concentration of the active sludge. The goal of the investigation is evaluation of purification efficiency of the equipment and the sorptive capacity of active sludge (depending on a load), selection of the working mode, uninterrupted biochemical decomposition of organic substances (based on the concentration of dissolved oxygen) when the charge is in its still state, and investigation of its biooxidating properties when a biofilter works with a biologically active charge and with an inactive charge having only sorptive properties.

Wind turbines are machines operating in non-stationary conditions and the power of a wind turbine depends non-trivially on environmental conditions and working parameters. For these reasons, wind turbine power monitoring is a complex task which is typically addressed through data-driven methods for constructing a normal behavior model. On these grounds, this study is devoted the analysis of meaningful operation curves, which are rotor speed-power, generator speed-power and blade pitch-power. A key point is that these curves are analyzed in the appropriate operation region of the wind turbines: the rotor and generator curves are considered for moderate wind speed, when the blade pitch is fixed and the rotational speed varies (Region 2); the blade pitch curve is considered for higher wind speed, when the rotational speed is rated (Region 2 12). The selected curves are studied through a multivariate Support Vector Regression with Gaussian Kernel on the Supervisory Control And Data Acquisition (SCADA) data of two wind farms sited in Italy, featuring in total 15 2 MW wind turbines. An innovative aspect of the selected models is that minimum, maximum and standard deviation of the independent variables of interest are fed as input to the models, in addition to the typically employed average values: using the additional covariates proposed in this work, the error metrics decrease of order of one third, with respect to what would be obtained by employing as regressors only the average values of the independent variables. In general it results that, for all the considered curves, the prediction of the power is characterized by error metrics which are competitive with the state of the art in the literature for multivariate wind turbine power curve analysis: in particular, for one test case, a mean absolute percentage error of order of 2.5% is achieved. Furthermore, the approach presented in this study provides a superior capability of interpreting wind turbine performance in terms of the behavior of the main sub-components and eliminates as much as possible the dependence on nacelle anemometer data, whose use is critical because of issues related to the sites complexity.

Autonomous systems based on the "Internet of Things" paradigm have become widespread. The Internet of Things devices are used for collecting and analyzing data, control electrical systems. The Internet of Things the most common fields of use are smart houses, smart cities, smart traffic, environment monitoring, healthcare etc. With the automation to the degree of autonomy of such processes as cargo delivery and human transportation, the Internet of Things paradigm begins to extend not only to stationary devices, but also to mobile, primarily small unmanned aerial vehicles. UAV can be used not only for civil use but for police or military operations too. This poses a potential threat to skilled criminals such as terrorists, smugglers and drug couriers. There is an urgent problem of secure transmission of data and control signals at distances up to tens of kilometers without loss of communication and the possibility of interception of control. Wireless communication technologies are widely used in all areas of the economy: control systems, environmental safety monitoring, industrial automation, logistics, etc. Wireless networks have many characteristics in common with wireline networks, and therefore, many security issues of wireline networks apply to the wireless environment. Wireless data is easy to intercept by potential eavesdroppers. Issue of security and privacy become more notable with wireless networks. The paper substantiates the transition to cryptographically protected wireless communication channels in autonomous control systems for both fixed and mobile performance. Possible attack vectors in such systems are considered. An analytical review and classification of modern cryptographic protection (encryption) algorithms used at the representative, session and channel levels of communication interfaces together and functional diagrams for some of them are performed. Selected criteria for comparing cryptographic algorithms, which allows you to choose the best depending on the functions performed and the conditions of use of a particular autonomous system.

Abstract Background Starting in 2019 policies restricting the availability of flavored e-cigarette products were proposed or implemented in the U.S. to curb vaping by youth. People took to Twitter to voice their opposition, referencing the phrase “Flavors Save Lives”. This study documented the emerging themes pertaining to “Flavors Saves Lives” over a 12-month period. Methods The study period was from May 1, 2019 to May 1, 2020. A stratified sampling procedure supplied 2500 tweets for analysis. Posts were classified by one or more of the following themes: 1) Political Referendum; 2) Institutional Distrust; 3) Individual Rights; 4) Misinformation; 5) THC Vaping is the Real Problem; 6) Smoking Cessation; 7) Adult Use; and 8) Not a Bot. The temporal pattern of tweets over the year was examined. Results Political Referendum (76.5%) and Institutional Distrust (31.3%) were the most prominent themes, followed by Not a Bot (11.0%), Individual Rights (10.4%), Adult Use (8.0%), Smoking Cessation (6.6%), Misinformation (5.9%), and THC Vaping is the Real Problem (3.5%). Total tweet frequencies increased in September 2019 and peaked in November 2019 before returning to relatively low numbers. Political Referendum and Institutional Distrust were consistently the most prevalent themes over time. Conclusion Twitter posts with the phrase “Flavors Save Lives” commonly discussed voting against political incumbents and mentioned distrust of government representatives. Fault Tolerant Reliable Protocol (FTRP) is proposed as a novel routing protocol designed for Wireless Sensor Networks (WSNs). FTRP offers fault tolerance reliability for packet exchange and support for dynamic network changes. The key concept used is the use of node logical clustering. The protocol delegates the routing ownership to the cluster heads where fault tolerance functionality is implemented. FTRP utilizes cluster head nodes along with cluster head groups to store packets in transient. In addition, FTRP utilizes broadcast, which reduces the message overhead as compared to classical flooding mechanisms. FTRP manipulates Time to Live values for the various routing messages to control message broadcast. FTRP utilizes jitter in messages transmission to reduce the effect of synchronized node states, which in turn reduces collisions. FTRP performance has been extensively through simulations against Ad-hoc On-demand Distance Vector (AODV) and Optimized Link State (OLSR) routing protocols. Packet Delivery Ratio (PDR), Aggregate Throughput and End-to-End delay (E-2-E) had been used as performance metrics. In terms of PDR and aggregate throughput, it is found that FTRP is an excellent performer in all mobility scenarios whether the network is sparse or dense. In stationary scenarios, FTRP performed well in sparse network; however, in dense network FTRP’s performance had degraded yet in an acceptable range. This degradation is attributed to synchronized nodes states. Reliably delivering a message comes to a cost, as in terms of E-2-E. results show that FTRP is considered a good performer in all mobility scenarios where the network is sparse. In sparse stationary scenario, FTRP is considered good performer, however in dense stationary scenarios FTRP’s E-2-E is not acceptable. There are times when receiving a network message is more important than other costs such as energy or delay. That makes FTRP suitable for wide range of WSNs applications, such as military applications by monitoring soldiers’ biological data and supplies while in battlefield and battle damage assessment. FTRP can also be used in health applications in addition to wide range of geo-fencing, environmental monitoring, resource monitoring, production lines monitoring, agriculture and animals tracking. FTRP should be avoided in dense stationary deployments such as, but not limited to, scenarios where high application response is critical and life endangering such as biohazards detection or within intensive care units.

Air pollution is a severe issue of concern worldwide due to its most significant environmental risk to human health today. All substances that appear in excessive amounts in the environment, such as PM10, NO2, or SO2, may be associated with severe health problems. Anthropogenic sources of these pollutants are mainly responsible for the deterioration of urban air quality. These sources include stationary point sources, mobile sources, waste disposal landfills, open burning, and similar others. Due to these pollutants, people are at increased risk of various serious diseases like breathing problems and heart disease, and the death rate due to these diseases can also increase. Hence, air quality monitoring is essential in urban areas to control and regulate the emission of these pollutants to reduce the health impacts on human beings. Udaipur has been selected for the assessment of air quality with monitored air quality data. Air quality monitoring stations in Udaipur city are operated by the CPCB (Central Pollution Control Board) and RSPCB (Rajasthan State Pollution Control Board). The purpose of this study is to characterize the level of urban air pollution through the measurement of PM10, NO2, or SO2 in Udaipur city, Rajasthan (India). Four sampling locations were selected for Udaipur city to assess the effect of urban air pollution and ambient air quality, and it was monitored for a year from 1st January 2019 to 31st December 2019. The air quality index has been calculated with measured values of PM10, NO2, and SO2. The concentration of PM10 is at a critical level of pollution and primarily responsible for bad air quality and high air quality Index in Udaipur city.

A model of ecological safety of a recreation object has been developed that allows linking the volume and quality of recreational services with the risk of contamination of the marine environment by the by-products of the recreation process and in particular, by the waste water of the facility. The model combined the economic system of profit-making and the ecological system of control over the ecological state of coastal marine environment through management of an ecological safety resource. As an ecological safety resource, the value of risk of infecting a vacationer with various diseases associated with specific types of pollution has been considered. It is assumed that this risk is proportional to the rate of increase in the concentration of pollution entering the marine environment during delivery of services, and inversely proportional to the rate of decrease in this concentration due to self-cleaning of the environment and/or environmental measures. An increase in the concentration of pollution compared to the stationary (background) value meant the consumption of an environmental resource and a corresponding increase in the risk of infection of vacationers. The model is based on the concept of an environmentally safe stationary state of the marine ecosystem, in which these rates are equal and the risk of infection of vacationers with bacterial, viral and other types of infection is absent. The volume of production of recreational services depended on the value of the ecological safety index, which determined the integral speed balance. This index was equal to one when the risk of infection was absent and exponentially decreased with the growth of this imbalance. Thus, the size of the risk of infection of the object's ecosystem depended on the intensity of its work. The equations of the model are constructed by the method of adaptive balance of causes, which include logical control agents that make local decisions. In computational experiments on the example of Sevastopol Bay, scenarios for the volume of recreational services, the level of marine pollution, penalties for pollution, and integral volumes of consumption and reproduction of an environmental resource are constructed. The conclusion is made about the usefulness of such models for monitoring the level of environmental safety of a recreation facility.

Abstract Background Previous studies have shown that there is low utilization of institutional delivery in Ethiopia, as well as various factors contributing to this low utilization. Notably, there is paucity around interventions to improve institutional delivery. Hence, this study examines the effectiveness of checklist-based box system intervention on improving institutional delivery and to investigate the association through which the intervention is linked to institutional delivery. Method The study used data from a larger trial, on the effectiveness of checklist-based box system intervention on improving maternal health service utilization. In the intervention arm, mothers received regular community-level pregnancy screening and referral, service utilization monitoring boxes, drop-out tracing mechanisms, regular communication between health centers and health posts, and person-centered health education for mothers. This study used the existing government-led maternal health program as a control arm. A total of 1062 mothers who gave birth one-year before the survey were included in the final analysis. A difference-in-difference estimator was used to test the effectiveness of the intervention. Generalized structural equation modeling was used to examine the direct and/ indirect associations between the intervention and institutional delivery. Result Among participants, 403 (79.5%) mothers from intervention and 323 (58.2%) mothers from control clusters gave birth at health facilities. The result of the study revealed a 19% increase in institutional delivery in the intervention arm (19, 95%CI: 11.4-27.3%). In this study the pathway from checklist-based box system intervention to institutional delivery was mainly direct - (AOR = 3.32, 95%CI: 2.36-4.66), however, 33% of the effect was partially mediated by attendance of antenatal care four visits (AOR = 1.39, 95%CI: 1.02-1.92). The influence of significant others (AOR = 0.25, 95%CI: 0.15-0.43) and age (AOR = 0.03, 95%CI: 0.01- 0.09) had an inverse relation with institutional delivery. Conclusion The implementation of a checklist-based box system significantly increased institutional delivery utilization, both directly and indirectly by improving antenatal care four attendance. A larger-scale implementation of the intervention was recommended, taking the continuum of care approach into account. The work is aimed at constructing an adaptive model of the ecological-economic system of the sea coastal zone intended to control the volume of consumption of marine assimilation and biological resources by the coastal socio-economic system. Methods and Results. The model based on tracking the integral balance of the rates of marine environment pollution and its purification due to the natural physical and biogeochemical processes and to the environmental actions is proposed. The average multi-year values of the ecosystem variables are used in the applied concept of stationary state of the marine ecosystem. To describe the conditions forming the polluted area in the coastal marine environment, proposed is the algorithm taking into account the ratio between the rate of growth of concentration of the pollutants inflowing from the coastal sources and the rate of their destruction resulting from natural purification of marine environment. Coastal pollution runoff was managed by the penalties imposed on the economic system, which was forced to reduce the generalized product output simultaneously increasing its prime cost. In the marine ecosystem model, the main lower links of the food chain were used: concentrations of phytoplankton, zooplankton and bacterioplankton. Their weighted sum constituted the marine biodiversity index, which was taken as a concentration of bio-resource consumed by the coastal economic system. It was believed that there was an inverse relationship between the biodiversity index and the pollution concentration. Therefore, the maximum permissible pollution concentration was assessed based on the permissible values of the biodiversity index. Along with control of the economic efficiency of marine resource consumption, the model provided for the biodiversity index monitoring so that it did not fall below its permissible vales. In this case, the management agent included in the model, limited production. The model equations are constructed by the method of adaptive balance of causes, which preserved the material balances resulting from the interaction between the environmental and economic processes. The modular equations of the method permitted to use the known stationary state of the ecosystem to obtain the estimates of the influence coefficients. It is shown that the forecasted scenarios provide the compromises between the efficiency of the coastal economic system and the ability of marine ecosystem to restore the consumed assimilation and biological resources. Conclusions. The proposed model makes it possible to forecast the scenarios of the ecological and economic processes that provide a balance of consumption and reproduction of marine resources

Introduction. Air pollution is an important factor influencing the quality of life and health of peoples. It is increasing due to urbanization, development of industrial and transport complexes of cities. The same tendencies are characteristic for the state of air pollution in Lutsk. In recent years, the level of its pollution is estimated as high. And in the first half of 2018, Lutsk was among the top three cities with the highest level of air pollution in Ukraine. Although the town is not a major industrial center. The purpose of article. The purpose of the study is assessment and analyze the current level of air pollution in Lutsk for many years (2011-2019). Methods. Research methods – expeditionary (for research the ecological condition of the urban area), methods of mathematical statistics (for statistical processing of monitoring results), expert assessment (to establish the causes of pollution and environmental risks). The materials of own researches of an ecological condition of the Lutsk territory, and also results of laboratory researches of atmospheric air pollution on stationary posts in the town are used. They were conducted by the Integrated Laboratory for Environmental Pollution Observations of the Volyn Regional Center for Hydrometeorology. Results. The structure of pollutant emissions in the town is analyzed. It is established that the share of emissions from mobile sources (vehicles) increased from 61.4% in 1990 to 92.2% in 2015 and 94.6% in 2020. For the period from 2009 to the present the air pollution index (API) for the Lutsk town varies between 7.7 and 10.49 (high level of pollution). The size of the API slightly decreased until 2015, and then increased until 2018. The place of Lutsk in the ranking of the most polluted cities in Ukraine correlates with the value of the API. In 2013-14 API was relatively low – 7.99-8.55. Lutsk occupied 22 steps. Since 2016, API for the Lutsk has started to increase. The city rating rose from 9 to 7 steps. Concentrations of nitrogen dioxide, phenol and formaldehyde in the air of the town constantly exceed the maximum concentration limits. The scientific novelty is to analyze the dynamics of the content in the town air of substances whose concentrations exceed the maximum allowable, to study the causes of pollution, to develop a set of measures to reduce air pollution in Lutsk. Practical significance is determined by the possibility of using the obtained results to develop a set of measures to reduce air pollution in Lutsk.

Persistent organic pollutants (POPs) are chemicals of global concern due to their ability to bio-magnify and bio-accumulate in ecosystems, persistence in the environment, potential for long-range transport, as well as their significant negative effects on human health and the environment. Ukraine is a part of Stockholm Convention on Persistent Organic Pollutants witch control the environmental pollution by these substances on international level. That is why Ukraine must take measures to regulate production of persistent organic pollutants accordingly to requirements of the Convention. Purpose. The full analyses of the current state of the POPs problem in Ukraine, by the example of Odessa in the following areas: analysis of the legislative framework and monitoring system of POPs; estimation of the use of equipment containing PCBs; identification of sources of unintentional formation of POPs, calculation of POPs production volumes using the most modern European methods; identification of priority sources of POPs release into the environment; general conclusions on the situation with POPs in Ukraine. Results. Conclusions regarding the legislative framework and monitoring system of the POPs in Ukraine were made, for the first time the volumes of unintentional formation of POPs in Odessa were calculated, the main sources of unintentional formation of these substances were established and ranked, the full analyses and general conclusions on the situation with POPs in Ukraine were made. Conclusions. In Ukraine, there is no separate legislative framework and monitoring system for POPs, which does not meet the requirements of the Stockholm Convention. The basic sources of unintentional formation of POPs are established in the work, such as: burning of organic fuel, construction, waste dumps, sewerage, smoking cigarettes, crematoria and smokehouses. The main source of PCDD/F into the environment is the dump of solid household waste in landfills, and the main source of PCB and HCB is the incineration of organic fuels by stationary sources. The existing methods do not give an opportunity to fully assess the negative impact of POPs on the environment.

The study aim was to evaluate the potential nitrogen fixation and denitrification in the rhizosphere soil of potato plants, crop yield and output quality in response to the different fertilization systems and the inoculation with Azospirillum brasilense 410. Field stationary experiment was conducted between 2016 and 2019 with potato in a crop rotation system on leached chernozem soil. Farmyard manure, 40 t/ha, applied prior to potatoes planting promotes nitrogen fixation (0.8–2.0 times compared to control). However, it has also affected denitrification (in 1.4–2.2 times higher compared to control). The lowest rate of mineral fertilizers used in the experiment, N40P40K40, was shown as most environmentally feasible. Under its use the increase of soil nitrogenase activity and low denitrification levels were observed. Same trends were also noted for the medium fertilizer rate, N80P80K80. The highest doses of mineral fertilizers, N120P120K120, substantially affected the denitrification process and reduced the nitrogen fixation activity (in 1.9–2.2 times). The combination of manure with the medium fertilizers rate has also resulted in high denitrification levels, while the soil nitrogen fixation activity has restored only at flowering stage. Crop inoculation with A. brasilense combined with the manure application, has not affected studied processes. However, crop inoculation after the green manure intercropping has shown the growth of nitrogenase activity. Used on the mineral fertilizers background inoculation has activated nitrogen fixation and has ensured the decrease of denitrification levels, subject to the fertilization background. High fertilizer rates have hampered the inoculation efficiency. Inoculation has promoted crop yields on unfertilized and mineral backgrounds or following green manure. Crop inoculation following organic and the organo-mineral backgrounds had no significant effect, probably due to the competition for A. brasilense from microorganisms that have created a competitive environment for A. brasilense. Despite its environmental expediency, inoculation combined with the low fertilizer doses underperforms the action of inoculation combined with the medium fertilizer rates showing the latter as the compromise between the environmental requirements and crop productivity. The use of inoculation has promoted the accumulation of starch and ascorbic acid and has contributed to the reduction of nitrate contents in the tubers of inoculated plants.

Kolomytseva, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00042 Abstract: This study was aimed at examining the influence of succession cropping on the economic efficiency of no-till field crop rotations on the black earth in the zone of unstable moistening of the Stavropol krai. A long-term stationary experiment was conducted to examine for the purpose nine field crop rotation patterns different in the number of fields (four to six), set of crops, and their succession in crop rotation. The respective shares of legumes, oilseeds, and cereals in the cropping pattern were 17 to 33, 17 to 40, and 50 to 67 %. It has been established that in case of no-till field crop cultivation the economic efficiency of plant production depends on the set of crops and their succession in rotation. The most economically efficient type of crop rotation is the soya-winter wheat-peas-winter wheat-sunflower-corn six-field rotation with two fields of legumes: in this rotation 1 ha of crop rotation area yields 3 850 grain units per ha at a grain unit prime cost of 5.46 roubles; the plant production output return and profitability were 20,888 roubles per ha and 113 %, respectively. The high production profitabilities provided by the soya-winter wheat-sunflower four-field and the soya-winter-wheat-sunflower-corn-winter wheat five-field crop rotation are 108.7 and 106.2 %, respectively. The inclusion of winter wheat in crop rotation for two years in a row reduces the second winter wheat crop yield by 80 to 100 %, which means a certain reduction in the grain unit harvesting rate to 3.48-3.57 thousands per ha of rotation area and cuts the production profitability down to 84.4-92.3 %. The relevance of the topic has to do with an increased global interest in this region. The paper is aimed at considering the basic principles of developing and the procedure of testing seismic instruments for use at ultralow climatic temperatures. In this paper the indicated issue is considered through the example of a seismic module designed for petroleum and gas exploration by passive seismoacoustic methods. The seismic module is a direct-burial portable unit of around 5 kg in weight, designed to continuously measure and record microseismic triaxial orthogonal (ZNE) noise in a range from 0.1 to 45 Hz during several days in autonomous mode. The functional chart of designing the seismic module was considered, and concrete conclusions were made for choosing the necessary components to meet the ultralow-temperature operational requirements. The conclusions made served for developing appropriate seismic module. In this case, the components and tools used included a SAFT MP 176065 xc low-temperature lithium cell, industrial-spec electronic component parts, a Zhaofeng Geophysical ZF-4.5 Chinese primary electrodynamic seismic sensor, housing seal parts made of frost-resistant silicone materials, and finely dispersed silica gel used as water-retaining sorbent to avoid condensation in the housing. The paper also describes a procedure of low-temperature collation tests at the lab using a New Brunswick Scientific freezing plant. The test results proved the operability of the developed equipment at ultralow temperatures down to -55°C. In addition, tests were conducted at low microseismic noises in the actual Arctic environment. The possibility to detect signals in a range from 1 to 10 Hz at the level close to the NLNM limit (the Peterson model) has been confirmed, which allows monitoring and exploring petroleum and gas deposits by passive methods. As revealed by this study, the suggested approaches are efficient in developing high-precision mobile seismic instruments for use at ultralow climatic temperatures. The solution of the considered instrumentation and methodical issues is of great practical significance as a constituent of the generic problem of Arctic exploration. The article analyzes the results of treatment of patients with excess length of the second metatarsal bones that underwent osteotomy with and without osteosynthesis. The results of treatment of patients who underwent metatarsal shortening due to classical Weil-osteotomy with and without osteosynthesis were analyzed. The first group consisted of 34 patients. They underwent classical Weil osteotomy. The second group included 44 patients in whomosteotomy of the second metatarsal bone were not by the screw. When studying the results of the treatment in the immediate postoperative period, weeks 6, 12, slightly better results were observed in patients of the first group, while one year after surgical treatment the results in both groups were comparable. One year after surgical treatment, there were 2.9% (1 patient) of unsatisfactory results in the first group and 4.5% (2 patients) in the second group. Considering the comparability of the results of treatment in remote postoperative period, the choice of concrete method remains with the operating surgeon. Methods. A prospective 3-year study of 86 healthy dogs (aged 1-7 yrs) of different breeds and of both sexes. Echo homogeneity and echogenicity of the stomach and intestines wall were determined by the method of Silina, T.L., et al. (2010) in absolute values ​​of average brightness levels of ultrasound image pixels using the 8-bit scale with 256 shades of gray. Results. Quantitative echogenicity indicators of the stomach and the small intestine wall in dogs were determined. Based on the numerical values ​​characterizing echogenicity distribution in each layer of a separate structure of the digestive system, the coefficient of gastric echogenicity is determined as 1:2.4:1.1 (mucosa/submucosa/muscle layers, respectively), the coefficient of duodenum and jejunum echogenicity is determined as 1:3.5:2 and that of ileum is 1:1.8:1. Clinical significance. Datieva, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00046 Abstract: The aim of this work was to assess the functional reserves of the body to quantify individual health; adaptation, psychophysiological characteristics of the health quality of medical students in different seasons of the year. When studying the temporal organization of physiological functions, the rhythm parameters of physiological functions were determined, followed by processing the results using the Cosinor Analysis program, which reveals rhythms with an unknown period for unequal observations, evaluates 5 parameters of sinusoidal rhythms (mesor, amplitude, acrophase, period, reliability). The essence of desynchronization is the mismatch of circadian rhythms among themselves or destruction of the rhythms architectonics (instability of acrophases or their disappearance). Desynchronization with respect to the rhythmic structure of the body is of a disregulatory nature, most pronounced in pathological desynchronization. High neurotism, increased anxiety reinforces the tendency to internal desynchronization, which increases with stress. During examination stress, students experience a decrease in the stability of the temporary organization of the biosystem and the tension of adaptive mechanisms develops, which affects attention, mental performance and the quality of adaptation to the educational process. Time is shortened and the amplitude of the “initial minute” decreases, personal and situational anxiety develops, and the level of psychophysiological adaptation decreases. The results of the work are priority because they can be used in assessing quality and level of health. Tsvetkov, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00047 Abstract: The present study of comparison methods based on the triadic model introduces the following concepts: the relation of comparability and the relation of comparison, and object comparison and attributive comparison. The difference between active and passive qualitative comparison is shown, two triadic models of passive and active comparison and models for comparing two and three objects are described. Triadic comparison models are proposed as an alternative to dyadic comparison models. Comparison allows finding the common and the different; this approach is proposed for the analysis of the nomothetic and ideographic method of obtaining knowledge. The nomothetic method identifies and evaluates the general, while the ideographic method searches for unique in parameters and in combinations of parameters. Triadic comparison is used in systems and methods of argumentation, as well as in the analysis of consistency/inconsistency.
