This paper reveals features of the infrastructure potential of children’s tourism and recreation in Ukraine. The purpose of the article is to determine the level of providing children’s camps in Ukraine. It allowed finding one of the reasons for a low level of service providing in the country with a strong recreational potential. This research was based on analyzing the data of Derzhavnyi reiestr dytiachykh zakladiv ozdorovlennia ta vidpochynku (the State Register of Children’s camps) and Derzhavna sluzhba statystyky Ukrainy (the State Statistics Service of Ukraine) regarding children’s health improvement and recreation. There were used content-, mathematical and statistical analysis of the State Register of Children’s camps and the State Statistics Service of Ukraine, expert opinions of the MINISTRY of SOCIAL POLICY of UKRAINE. Mostly, there was carried out the spatial analysis of providing children’s camps of the territorial units of Ukraine of higher and average levels. Furthermore, there was constructed the map of providing appropriate facilities with five different levels (very low, low, medium, high, very high). This research confirms the low level of providing children’s camps in different territorial units in Ukraine. Besides, a lot of territorial units of our country with high and very high levels of providing are temporarily occupied and uncontrolled. This study allowed highlighting the basic regularities of children’s camps placement in Ukraine, such as the placement of camps tends to nature-recreational resources, most camps are located in villages or settlements of urban type, suburban areas of district centres or cities of regional subordination, only one children`s camp is situated on territories with very low and low level of providing. Thus, only 42,2 % of territorial units in Ukraine are used for the needs of children`s tourism. Nonetheless, there is a prospect of building a network of children’s camps in areas with significant nature-recreational potential, which today are provided by camps at low and medium levels.

The article is devoted to the analysis of the forestry in Ukraine as the reference point for further development of the framework for constructing the national forest account allowing for a description of interactions between economic activities and forests as a nature environment, and for consistent and comprehensive integration of environmental and economic problems in this field. The study covers the existing statistical definitions, classifications and the available statistical information about the forest, selected forestry indicators for Ukraine, the existing sources of data for the analysis of forestry, with proposing the necessary steps for further applications of forest accounting tools, in order to construct the forest account. It is pointed out that the forestry is represented by two large groups of institutional units: physical persons or groups of physical persons in form of households; legal entities, established and operated in keeping with the law, irrespective of what persons or entities may be their owners or managers. The main categories of legal entities are corporations, non-commercial organizations, and public administration bodies. It is determined that the main sources of data about the forest fund and forest resources of Ukraine are as follows: (i) statistical information based on the data from enterprises, obtained from official statistical observations of the State Statistics Service of Ukraine; (ii) administrative data based on the data from enterprises, obtained by public administration bodies (The State Service of Ukraine on Geodesy, Cartography and Cadastre, the State Agency of Forest Resources of Ukraine, the State Custom Service, the State Taxation Service) as part of functional responsibilities; (iii) the data of the national inventory of forests, obtained by the authorized bodies. The latest official data of the national forest inventory for Ukraine are available as of January 01, 2011, but these data have not been published yet in a proper manner. It is demonstrated that the official statistics cover a limited set of statistical data about the forestry due to the institutional constraints. A dynamic and structural analysis of the forest lands is explored, with outlining the main problems related with improving methodological approaches to the formation of the forestry statistics. The analysis allowed for determining the main areas of improvements in the forestry accounting and coming up with propositions of necessary steps to solve the problems of statistical studies of this industry.

The aim of the research described in the article is to develop a typology of cross-border regions of Ukraine based on the identification and synthetic analysis of the peripheralisation factors and the activation of their development, using a point bonitation method. The research covered border regions of Ukraine and seven neighbouring countries forming administrative units at the NUTS 2 level, located along the land border. The data of the State Statistics Service of Ukraine, Statistics Poland, the National Statistical Committee of the Republic of Belarus, the Hungarian Central Statistical Office, the National Institute of Statistics of Romania, the National Bureau of Statistics of the Republic of Moldova and the Federal State Statistics Service of Russian Federation for the years 2013—2015 (depending on the country) were used. Geopolitical, institutional and socio-economic determinants as well as the possibilities of activation of the Ukrainian border regions with neighbouring countries through the implementation of joint strategic documents and the availability of external financial resources were evaluated. The final effect of the conducted research is a synthetic multi-feature typology of the cross-border regions of Ukraine, showing the possibilities for the development of effective cross-border cooperation. In the remaining Ukrainian borderlands, the situation is better in the case of cooperation with the EU countries, and worse in the case of the post-Soviet countries.

The article deals with the modern aspects of “shadowing” economy as socio-economic fact. The definition of “shadowing economy” is revealed not to be regulated by the legislative acts of Ukraine. Retrospective analysis of the legal regulation of the term “service” proves a diversity of modern interpretation of this category in the legal documents of Ukraine. Currently, the essence of the term “commerce service” is not regulated by any document. The results of the official integrated estimation of the size of the shadow economy do not show its real state and development tendencies by the types of economic activity differentiated according to the specific areas and types of services. The absence of a clear definition of the object of procurement, primarily the service sector, which leads to manipulation and inefficient use of funds is established to be one of the main factors determining the corruption risks in the system of public and sub-procurement. Nowadays, the State Classifier of Products and Services DK 016:2010 (SCPS) defined as the potential basis for industrial classification of products/services is a systematized summary of product names and services with their coding according to the hierarchical system of classification. The peculiarities and problems of implementing SCPS and the other classifications in the service sector are analyzed. The article proves that the State Statistics Service of Ukraine ignores methodologically SCPS as the ground for statistical classifications named “base for classifier conflicts” under stagnation of the national classification system, which preserves the risks of increased ‘shadowing’ in accounting and procurement and blocks the potentially transparent commercialization of services and their cumulative impact on socio-economic growth by different types of economic activity. The paper suggests the range of elements to be defined as integral elements of the legislative mechanism for the economy unshadowing in the service sector.

Energy security is an important issue for Ukraine's sustainable development. The main goal of the article is to show the state of energy security of Ukraine, analyze its tendencies and challenges, reveal the impact of energy security on sustainable development of a country. The state of the energy security of Ukraine was analyzed with the help of data collection, processing and analysis. Data was taken from State Statistics Service of Ukraine, Ministry of Energetics and Coal Industry of Ukraine, other sources, and analyzed with the help of tools of statistics and economic analysis. Ukraine, being a developing country and experiencing war, political and economic crisis, struggles for energy security support. The present state of energy availability and consumption in the country influences its sustainable development and political stability, and is a significant restraint in country's survival. Despite the fact that Ukraine has enough resources' deposits to provide itself with energy, it provides less than 50% of own demands and is dependent on Russia's resources. Production of energy in Ukraine is decreasing, but energy consumption remains high. Ukrainian industries are energy-wasteful and energy-inefficient; the country has the leading positions in energy intensity of GDP. The article shows the relation of energy sources and energy security of Ukraine to sustainable development, reveals the dependency of the Ukrainian energy security, and indicates its main threats and ways out.

Funding is a necessary condition for the functioning of science in any country, its competitiveness in the global space, a key characteristic of the state of the national scientific and technological complex. Currently, countries with developed economies allocate large funds for the development of science in order to stimulate economic growth, increase the competitiveness of industry, energy and agriculture, health care, environmental protection, national security and others. The article examines the global costs of research and development, trends, funding models in leading countries according to open sources (including the National Center for Scientific and Technical Statistics of the US National Science Foundation, the Statistical Office of the European Union, the Organization for Economic Cooperation and development, etc.). The growth of expenditures on research and development, the systematic growth of science-intensive GDP — the main trend in the development of the world’s economic elite in recent decades. The significant increase in expenditures for the period 2000–2017 partly reflects the intensification of economic competition among the countries of the world. The current state of financing of scientific and scientific-technical works in Ukraine is shown on the basis of statistical data of the State Statistics Service of Ukraine and information on the financial support of research and development in the priority areas of science and technology, which were performed at the expense of the state budget. the comparison of the volumes of financing of the scientific sphere in Ukraine and the countries of the world is carried out.

The article covers the study of sales and service potential of Ukrainian regions in distributing the industrial products. Using the data of the State Statistics Service of Ukraine, the statistical analysis of key indicators of sales and service potential is provided. The analysis of indicators’ dynamics in 2010–2015 shows the stability or insignificant increase in almost all regions. Based on ranking results of Ukrainian regions for sales and service potential, the five-zone matrix of potential is formed. The evaluations show that Kyiv (city), Dnipropetrovsk and Donetsk regions can be defined as leaders, and Chernivtsi and Ternopil regions can be defined as outsiders. High concentration of regions in pessimistic zones of the five-zone matrix of potential indicates the crisis processes in the country. This also defines the high degree of regional disparities and contradictions in service and sales activities in Ukraine.

The current state of logistic sector development in Ukraine, features of its formation and development, focusing on export and import of transport services according to their types are considered in this paper. The preconditions for the need to form an efficient logistics system of the national economy, which is be able to ensure the transport capacity of export-import and transit flows, are outlined. Factors that significantly affect the quality of the logistics market in Ukraine, including the imperfection of certain provisions of customs legislation, lack of transparency and openness of customs, deteriorating quality of transport infrastructure and the lack of simplified rules for determining the origin of goods are highlighted. The need for systematic analysis of strengths and weaknesses of the domestic business environment in determining the impact of various factors on the level and dynamics of competitiveness of the national logistics structure are substantiated, the effective strategy for its operation in the global competitive environment is developed. The volume of exports of services and imports of transport services of Ukraine is investigated by geographical structure and the models of trend indicators confirming the possibility of forecasting the volumes of transport services are built. It is proved that Ukraine’s disposition in the global economic dimension and ability to provide efficient logistics can be traced by its place among other countries in international ratings assessed by world organizations, analytical institutions and experts from the world using general statistics based on special social, economic and political indices. The share of export-import logistics services in foreign trade is investigated by types, structure and dynamics. The positions of Ukraine in the rating of Logistic Performance Index, which determines the state of trade logistics at the national and international levels, are analyzed, the main trends of its change are determined and the factors that cause such changes are identified. The article contains the results of a study on monitoring the digital economy and society in the Eastern Partnership countries. A brief assessment of the state of affairs in these countries in terms of the availability of data, which are needed to calculate the main indicators of digitalization and, first of all, the DESI index on the basis of the OECD guidelines and recommendations is presented. The assessment was carried out by comparing the information obtained with similar data, approaches and practices of the European Union. It was based on utilization of the "reference " level of the EU countries for closer alignment with the latter. Based on the results of the analysis of the state of affairs with statistics, which reflects the processes of digitalization in Ukraine and other Eastern partnership countries, some recommendations on improving the organization of information collection in order to increase the quality of statistical data management are made. This also opens the way for a closer coordination with the European approach to monitoring indicators of digitalization, including calculations of DESI index. In Ukraine, work is underway to improve statistical tools for measuring and monitoring digitalization processes. This work is based on the approaches, which are used in the EU countries. In the group of Eastern partnership countries, Ukraine is not among the leaders. It is lagging behind some other countries, first of all - Belarus. At the same time, it should be noted that there are some problems with the use of the Eurostat tools for digitalization measurement. In general, the main problems, which have been mentioned by representatives of statistical bodies in the process of collection, analysis, reporting, are the lack of an appropriate statistical unit, lack of funds for the organization of research, lack of qualified personnel, as well as the lack of appropriate tools for data collection (questionnaires, methodological materials for sampling, etc.). The low level of interest on the part of government bodies exacerbates these problems. The list of DESI indicators must be approved by the government. It should be developed by the State statistical service of Ukraine in cooperation with other ministries and state agencies. Only after that, the State statistical service of Ukraine will be able to change its statistical questionnaires (forms) and conduct the necessary specialized surveys. EU assistance may include several activities that the State statistical service of Ukraine has identified as its needs: data collection tools, staff training, data analysis, etc. Such assistance may be provided within the framework of existing cooperation agreements between the State statistical service of Ukraine and specialized statistical agencies of the EU.

One of the mechanisms to ensure the public and state needs in goods, works and services is procurement, the principles of which are based on openness, transparency and efficiency. In various periods, rules of procurement in public sector of the economy were changed by regulatory and legal acts. Performance indicators of procurement (such as level of competition, share of competitive purchases and share of canceled bids) were being changed as well. Low performance indicators of procurement have caused negative consequences for the development of the national economy. Continued application of competitive methods of implementation remains unchanged in the evolution of procurement. The latest trend in procurement processes is their automation, which greatly increases the level of openness, but does not solve the problems of timely and high-quality satisfaction of needs in public and the state procurement. Development of procurement in public sector of the economy, depending on state of procurement legal regulation in 2000-2017, is studied. Structure of public procurement, dynamics of canceled trades and structure of the value of concluded contracts by sources of financing and methods of procurement are analyzed. Comparative characteristic of Ukrainian legislation on procurement by various criteria is carried out in the scientific literature. Assessment of the current system of electronic public procurement is controversial in scientific circles. The stages of formation and development of procurement of goods, works and services are determined on the basis of evolution of procurement legal regulations. Dynamics of the main indicators of procurement is analyzed as well. The author used the method of retrospective analysis and statistical analysis methods based on data published by the State Statistics Service of Ukraine, the analytic module of the Prozorro electronic system, reports of international organizations and the Accounting Chamber of Ukraine.

The article analyzes the development of the information technology industry in Ukraine for the last few years. The purposes of the study were to identify and uncover problems with statistical monitoring of Ukrainian IT industry, analyze present challenges of the information technology industry development, and find ways to improve statistical studies of the industry on the state level. The current state of the information technology industry in Ukraine and the main directions of the industry expansion (software development outsourcing, development of packaged software) were evaluated and compared to the ones of the European countries. Through a combination of researches and surveys conducted by the Ukrainian developer’s society (DOU), qualitative and quantitative characteristics of the IT industry development performance and labor market were analyzed: major education providers, the structure of job titles and positions, as well as principal locations, age-grading, gender and wage structure of workers. Conclusions from the analysis allow suggesting that the official state statistics service research areas provide a limited outlook on the information technology industry statistics due to being hindered by institutional constraints. Among the major constraints for the growth of the information technology industry in Ukraine, the following four are recognized: the lack of predictable and sustainable taxation, slow reforms process in the education system, an inappropriate level of intellectual property rights protection and insufficient development of state information technology infrastructure. While the impact of the Ukrainian information technology sector on the economic development is evident and the industry shows strong growth among the various segments of the Ukrainian economy, there is no sufficient essential economic information collected, analyzed, and disseminated due to a number of problems related to statistical monitoring, which in turn requires an appropriate statistical basis and assessment methodology for further evaluation of the industry development.

The available analytical and statistical provision for the study of youth migration mobility in the regional dimension is quite fragmentary, which does not allow to conduct thorough econometric research. The analysis of the quality of information support and the availability of statistical data on youth mobility shows the presence of significant gaps of the methodological nature in the process of collecting statistical data and distributing them at the national and regional levels. Low quality of statistical information, weak level of the age-sex-adjusted detailing of them do not allow to comprehensively assess the current state of youth mobility, identify the socio-economic parameters that affect the mobility of young people in the Carpathian region. The purpose of the article is to identify the existing gaps of informational, analytical and statistical provision for studying the youth mobility in the Carpathian region and to substantiate proposals for improving the monitoring of migration processes. The article substantiates the need for significant reform of the existing system of statistical provision through the implementation of measures in the context of the All-Ukrainian population census; borrowing experience in organizing the collection, analysis and sharing the statistical information on the example of statistical services of the EU countries in terms of creating nationwide and regional registers of citizens, foreigners and emigrants; conducting annual regional selective surveys of young people on the state of its socio-economic provision, level of employment and remuneration; establishing inter-departmental cooperation on the exchange, verification and addition of statistical data between the Main Departments of Statistics of the Carpathian Region regions with the territorial departments of the State Migration Service and the Border Guard Service of Ukraine; creation of analytical centers in subordination of territorial departments of the State Border Guard Service of Ukraine.

The given statistical data show that the interest of Ukrainians in insurance and the level of financial literacy of the population is growing, trust in insurance services is increasing. However, the crisis related to the COVID-19 pandemic and the economic crisis in 2020 continued to have a moderate impact on insurers. Insurers’ insurance premiums reported to the National Bank maintained an upward trend, but the increase was halved. The problematic consequences of the pandemic for insurers are: reduction of the share of insurance premiums for aviation insurance and property insurance; reducing the number of contracts related to new car insurance; difficulty in the organization of remote customer service by employees of the insurance company, namely the assessors of insurance losses; elimination of small insurance companies that failed to organize quality online services. The pandemic has led to both positive and negative consequences in the activities of domestic insurers. It gave a new impetus to the development of insurance culture among Ukrainian citizens. People began to understand the importance of such a service, especially life and health insurance. Therefore, it can be argued that most insurance companies in the market were able to adjust and find solutions for stable operation in conditions of economic danger. Thus, according to the current process of formation of the insurance market in Ukraine, we came to the conclusion that its further successful development will depend on: effective control over the activities of insurers by the state; strengthening the capital requirements of insurers, their solvency and assets; adaptation of domestic insurance legislation in accordance with the norms, rules and requirements of European and world markets; introduction of innovative insurance technologies and the latest service quality standards in this area; creation of associations of insurers on the most important insurance issues; creation of a comprehensive system of training and retraining; promotion of insurance services among the population.

This article explores the impact of weather conditions on core sectors of the Ukrainian economy and the composite index of economic activity in Ukraine. We build autoregressive distributed lag (ARDL) models using statistical data provided by the Central Geophysical Observatory named after Boris Sreznevsky (CGO) and the State Statistics Service of Ukraine for the period 2004-2019. The obtained outcomes show that fluctuations in the air temperature and precipitation are significant determinants of output in different sectors (specifically agriculture, construction, manufacturing, and energy). Therefore, the inclusion of weather conditions into models may potentially improve the modeling properties and forecasting of economic activity.

The aim of the article was to defi ne the role of the radioactive environment contamination in the formation of ecosystem services strategy. Methods. Monographic, systemic and structural, factor analysis, abstract and logical research methods have been used. The data from the State Statistics Service of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, the Ministry of Ecology and Natural Resources of Ukraine, materials of scientifi c researches, international materials and reports and other literary sources on the issues investigated have been used as an information base. Results. Retrospective analysis of sources and state of radioactive eco- systems contamination was conducted and the priority steps in developing the concept of ecosystem services in conditions of radiation contamination were found. Conclusions. The current socio-ecological paradigm of the transition from environmental use to environmental management should be refl ected in the relevant envi- ronmental management mechanisms. Currently, when assessing the state of ecosystem services in Ukraine and worldwide one must take into account the changes in food demand of residents of radioactively contaminated areas, the exploitation of radioactively safe ecosystems growth, their overload and degradation. All of this re- quires an inventory of ecosystem services by type, region, consumers, etc. and the formation of a state register of ecosystem services with a clear assignment of area of responsibility for appropriate natural ecosystems. This will help to make the economic evaluation of different ecosystem services and mechanisms of charges for ecosystem services.

In the context of globalization of the economy, the competitiveness of the State is increasingly determined by the degree of development and practical use of information technologies, which today are an instrument for the development of the modern economy. The article graphically presents the dependence of the level of economic development of countries on the level of spending on information technology. The classical structure of the IT sector and legislative definition of the main categories, including: information service, information product and information technology, are provided. Ukraine’s positions in international IT ratings and in some related rankings are determined. It is determined that in recent years Ukrainian IT enterprises occupy advanced or leading positions and demonstrate positive dynamics of their own activities. The reasons for this rise, despite the general economic backwardness, can be considered an impressive growth of the software development market, as evidenced by statistics of the World Bank, PwC, the Association «IT-Ukrayina» and the State Statistics Service of Ukraine. The structure and dynamics of exports of IT services in Ukraine is analyzed. The main consumers have been identified. The analysis of tax revenues to the State budget from the activities of IT enterprises and freelancers in this sphere is carried out. It is defined that the growth of demand for Ukrainian IT services is facilitated by: financial factor, slight sensitivity of IT in Ukraine to economic fluctuations, prestige of work in the IT sphere in Ukraine, historically strong side of technical education, reduction of bureaucracy and positive trends in the taxation system, geographical location of the country. In addition, the largest asset of the IT industry in Ukraine is a huge pool of IT professionals, which has no analogues in the quality of skills.

The aim of the study is to determine the spatial differentiation of wages and their selected determinants in the Ukrainian regions within 2004—2016. Based on data of the Ukrainian statistical office (the State Statistics Service of Ukraine), panel regression methods (OLS and GMM with individual and random effects) were used.It follows from the deliberations that the Ukrainian economy developed very rapidly to the global financial crisis and the Ukrainian-Russian gas conflict (2008and2009). Labor productivity increased, unemployment fell, which translated into increased wages in all Ukrainian regions. Then, also due to the political and military conflict after Euro-Maidan (2013 and 2014), GDP, labour productivity and wages decreased, while unemployment increased (especially in the Donbas). This, in turn, leads to the economic emigration of inhabitants and the gradual depopulation of Ukraine.

The study is devoted to the analysis of the transformation of the social development of Ukraine and the determination of a system of target priorities designed to ensure the effectiveness and efficiency of state social policy. The research methodology is based on World Bank tools and official statistical observations of the Ukrainian State Statistics Service, as well as the Methodology for Comprehensive Poverty Assessment and Living Wage Methodology officially adopted in Ukraine. The research results indicate a critically high growth rate of poverty, the growing dependence of citizens of Ukraine on social support from the state. An analysis of social development also indicates a high level of deprivation poverty and its destabilizing dynamics. It was revealed that the dominant drawbacks of state regulation of the social sphere are the unformed normative and methodological support for monitoring and adjusting the levels of social standards, the absence of reforms in the systems of pension provision, education and science, medicine, housing, and communal services, and regulation of employment. So, institutional regulation of the parameters of the development of the social sphere in Ukraine is insufficient and does not provide a solution to the critical problems of the demographic crisis, labour emigration, poverty alleviation, and, therefore, is not able to ensure sustainable social and economic development of the state. The strategic priorities of the system and structural transformation of the social sphere of Ukraine are the formation and establishment of the composition and structure of the elements of the social sphere system, the creation of a full-fledged social infrastructure and the institutional environment for its functioning, which will create conditions for the realization of citizens' constitutional rights to social protection.

Meeting the needs and demands of consumers of statistical information requires appropriate tools to systematically determine the potential, strengths and weaknesses of state statistical institutions, as well as the risks associated with this. In this regard, the assessment of the quality of statistical information by data users is one of the key areas of work of the statistical service in modern conditions. The aim of the study is to consider approaches to assessing users' needs for high-quality statistical information in the context of global, national and information challenges of our time. The article explores ways to identify the needs of users of statistical information, summarizes the results of questionnaires, which are an integral part of quality reports. The components of the evaluation of the use of open data of the Open Data Barometer rating are analyzed, based on surveys during state self-assessment, expert assessment, and secondary data. The leading positions and bottlenecks of Ukraine in the implementation of open data sets have been identified. The advantages are considered and proposals for improving the Methodology for calculating the user satisfaction index of statistical information, which is introduced by the State Statistics Service of Ukraine in order to meet the needs and demands of consumers of statistical information, are presented. The experience of other countries on assessing the level of user satisfaction with services, which should be used in a comprehensive assessment of various aspects of the domestic statistical service and various characteristics of statistical information for users, such as understanding materials, visual presentation of information, ease of use, and more, is considered. The results of the study allowed us to provide suggestions on the need to transform the domestic statistical service into a coordinating center for the distribution of verified, processed and standardized data sets available for identification using open catalogs and data lists based on strategic partnerships with data providers, technology providers, scientists, researchers and the media.

The article presents an analysis of the results of officers’ survey of the State Border Guard Service of Ukraine (SBGSU), which was conducted to study the current state of solving socially important issues for SBGSU servicemen that may cause staff turnover and problems in SBGSU personnel management. This problem is characteristic not only to SBGSU, but also of other law enforcement agencies of Ukraine and foreign countries. To this end, the works of scientists, data statistics reports from different sources were studied, as well as the survey of 112 servicemen who are serving at the SBGSU in different positions and in different areas of professional activity was conducted. Generalization and interpreting the survey results made it possible to find out about officers’ attitudes to service at SBGSU bodies and to assess the status of social issues solving. It is concluded that such circumstances are one of the main factors that a large number of servicemen do not want to continue contracts for military service at SBGSU after the first contract closure at a young age. It has a great importance for resolving staffing issues and determining which issues should be given greater attention in future, including the legislative level. This is important for search appropriate options for the content of the personnel policy and the social and legal support of SBGSU servicemen. The relevance of the study is that tourism is a leading field of activity in many countries, as its development provides an opportunity to use the most valuable natural resources, create new jobs, intensify investment activities, improve the environmental and socio-economic situation. Despite the actualization of the outlined problem, it is worth noting the lack of research on the market of tourist services in the Western regional market in the scientific literature, and in particular the processes of socio-economic activity and mechanisms for their regulation. The following research methods were used in this work: statistical, mathematical, method of analysis and cartographic. Also, statistical data of the State Statistics Service of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Economic Development of Ukraine, the Ministry of Infrastructure of Ukraine, the Ministry of Social Policy, the Ministry of Development of Communities and Territories of Ukraine, etc. were used. The co-report states that real information on the number and composition of the country's population, which can only be provided by the census, is a necessary prerequisite for effective governance, formation and implementation of balanced social policy, forecasting further demographic changes. The information value of the census depends on the completeness of the list of questions on which the population is surveyed, their coordination with all interested ministries and agencies and compliance with international standards. Therefore, the task of academic science is to assist the State Statistics Service of Ukraine in formulating questions in the census questionnaire. At the joint meeting of the Presidium of the National Academy of Sciences of Ukraine and the Board of the State Statistics Service, the proposed draft Program of the All-Ukrainian Population Census, which is planned for 2023, was approved. As for the civil service in Ukraine, we can identify a number of innovations aimed at improving the performance and ensuring the quality of civil service, namely: separation of administrative and political positions; clarification of the legal status of a civil servant; separation of civil service from political activity; establishing an exhaustive list of persons who are not subjected to the civil service legislation; introduction of a new approach to the classification of civil servants’ positions; a competency-based approach to the selection of candidates for the civil service; defining legislatively common approaches to entry, performance and separation from civil service; improving professional skills and professional training of civil servants, their labor remuneration, bonus payments and encouragement, as well as disciplinary responsibility. Reforming the civil service legislation has become the most important step towards the public administration reform. Constant changes and amendments to the newly adopted legislation signify about it imperfection. Nevertheless, it should be noted that legislators and reformers are moving in the right direction. The data analyzed in the article show that Ukraine has come a long way from the Soviet civil service legacy. However, it is still in the middle of the road: these achievements must be supported by continuous efforts to render them irreversible and significantly improve the efficiency of public administration. The analysis of the sources in the article shows that the ideal picture of a public servant should correspond to his real perception. In fact, the public perception of civil servants in Ukraine is quite negative, as people see a striking difference between the reality and the ideal mentioned above. It turned out that the public servant, according to public perception, lacked almost all the necessary features. This demonstrates the enormous problems with civil servants in Ukraine due to the mismatch between public perception and the ideal image of a public servant. Thus, statistics show that the majority of respondents (about 70 percent) said that a Ukrainian civil servant is poorly qualified, tends to avoid solving complex cases, impatiently violates the law, demonstrates low respect for customers, is not trustworthy, is biased and interested in his own interests (puts one's own interests ahead of the public), non-result oriented, etc. The article concludes that public service reform in Ukraine should be supported not only by political measures that enhance the professionalism of employees, but also include procedures for changing public attitudes towards them. The negative perception of civil servants can be closely linked to the civil service itself: Ukrainians perceive it as a corrupt and bureaucratic institution that breaks innovation, does not care about cost-effectiveness, and does not perceive positive change.

Purpose. The aim of the article is to establish the level of food price volatility in Ukraine in order to develop national and regional food security programs in the framework of the 2030 sustainable development goals. Methodology of research. The theoretical basis of the study are the fundamental provisions of the food system, modern economic theory, which defines the goals and patterns of sustainable development of the world and Ukraine, scientific works of domestic and foreign scientists on food security, public administration and legislative settlement of this problem. The methodological basis of the study is the dialectical method and general and special methods of scientific knowledge. The following methods of economic research are used in the research process: abstract and logical (formation of principles, theoretical generalizations and conclusions); monographic (study of experience in food security); system analysis (determination of causal relationships); elementary-theoretical analysis and synthesis (establishment of patterns of development). Also in the process of research statistical methods are used: comparison, graphical and index. Using these methods, the state and dynamics of indicators of price fluctuations for food in Ukraine as a whole and in terms of territorial and administrative units, their economic and social consequences are analysed. The information base of the study is legislative and regulatory acts and program documents of state bodies of Ukraine and EU countries, official materials of the Cabinet of Ministers of Ukraine, methodical and statistical materials of the State Statistics Service of Ukraine and relevant services and institutions of other countries, scientific information from the world computer network Internet (research results of international organizations and FAO), the results of personal research of the author. Scientific work is based on the Agenda in the field of sustainable development "Ukraine 2016-2030". Findings. It is proved that if the established trends are maintained, it will not be possible to reach the target set in the National Report 2017 “Sustainable Development Goals: Ukraine” of CSW2 at consumer prices for food by 2030. In addition, the forecast values according to actual data significantly exceed the target. Originality. For the first time in Ukraine, the study is conducted on the basis of the indicators of the National Report 2017 "Sustainable Development Goals: Ukraine" in accordance with the identified objectives of CSW2, linking the results with the ability to achieve specific sustainable development goals – to reduce food price volatility. Practical value. Reducing food price volatility will have positive consequences for all actors in the food chain: consumers, producers and the state. Key words: volatility, index, price, food, Sustainable Development Goals, Ukraine.

The study aims to compare CSOs at the national and regional (Ukrainian part of Carpathian Euroregion) levels for possible disparities. It is mainly based on the results of secondary analysis of available official statistical and fiscal data, as well as those published in the study reports. In particular, there were analyzed the Bulletins «Activity of the Civic Associations in Ukraine» and «Indicators of United State Registry of the Companies and Organizations of Ukraine» published by the State Statistics Service of Ukraine and its regional departments during 2014-2018. Also the quantitative results of studies done by National Institute for Strategic Studies, Corestone Group and GfK Ukraine, CCC Creative Center, and other institutions were examined. Relevance to the problem of research and its regional boundaries has been employed as a main selection criterion for the secondary data used. Civil society organizations (CSOs) perform exceptional role in providing social services to the inhabitants of the Carpathian region of Western Ukraine. However, they operate in a certain environment significantly influencing respectively their sustainability and capacity to offer high quality services. Obviously, the impact of environment differs regionally, creating unequal opportunities for organizations working in diverse parts of the country. This study aimed to compare CSOs at the national and regional (Ukrainian part of Carpathian Euroregion) levels for possible disparities. The author used secondary analysis of available official statistical and fiscal data, as well as data published in the study reports. He argues that despite actually the same legal, fiscal, and political environment, there are remarkable disparities between CSOs at the national and regional levels. These discrepancies are less evident regarding number and type of operating organizations, their fields of activity but are more significant in respect to available funding and its sources, budgets, staff involved, and environment for philanthropy.

Objective. Basing on the integrated assessment to conduct a comparative statistical analysis as of 2016 of the demographic state of the areas of Ukraine that are recognized as those with the most intensive radiological contamination due to the Chornobyl NPP accident. Study object. The population of the regions of Ukraine with the most intensive radiological contamination due to the Chornobyl NPP accident and the population of Ukraine as a whole (control). Materials and methods. The data of the State Statistics Service of Ukraine and its regional offices were used as information base in this study. Integrated assessment of the demographic situation in a oblast was conducted based on the calculations of the territorial indices and multidimensional average variable on each region. Demographic, mathematical-statistical, graphic, software-technological methods were used in this study. Results and conclusion. Radiologically contaminated regions of Ukraine differ significantly: both by the number of population (from 5800 people in the Poliske region to 105100 people in the Sarny region), and by the variability in themedical and demographic indicators; bothone from another and compared to data for the country. The results of the calculations of 10 medical and demographic («positive» and «negative») territorial indices and multidimensional average variable (P) as integrative assessment of the demographic state have revealed that the best indicators of the demographic situation in 2016 were in Rokytne (P = 1.249) and Sarny (P = 1.112) regions of the Rivne oblast, while the worse indicators were in Kozelets (P = 0.363) and Ripky regions of the Chernihiv oblast. The demographic situation of the Olevsk region of the Zhytomyr oblast (P = 0.947)was the closest to the national average one. Poliske, Narodychi, Ovruch, Ivankiv and Korosten regions take intermediate position as comparedto the regions of Rivne and Chernihiv oblasts (P = 0.618–0.742). Key words: Chornobyl accident, radioactively contaminated areas, demographic situation, integrated assessment.

The article reveals the results of the author’s research aimed at determining the need for teachers in the official and regional labor markets. In the current context, this issue is highly relevant and in demand, and it is a key component in ensuring the quality of education services and the effective use of resources from different levels of budgets. The calculations were based on official statistics of the State Statistics Service, the State Employment Service and regional (Kyiv city) employment centers. Information obtained over the last 3 years on the supply and demand of teachers in terms of regions, positions, pedagogical specialties and educational degrees (educational and qualification level of Junior Specialist) was used to calculate the relevant forecast staffing needs. The basis for forecasting work was the author’s methodological approaches to determining the need for specialists in specialties. The general conclusion based on the results of the conducted research is that in today’s conditions approximately 80,0 % of graduates of the relevant field do not «reach» the profile vacancies. This situation is due to financial (low wages, lack of significant social packages and preferences, etc.), general (outflow of youth abroad, etc.), and moral and ethical (difficult working conditions of teachers, falling prestige of work as teachers and educators, etc.) factors. In addition, considering the dynamic changes associated with the reform of the provision of educational services both in Ukraine and abroad, urgent changes and additions to the National Classifier of Ukraine DK 003 «Classifier of Professions» are required. This is primarily due to the obsolescence of many pedagogical positions, their dispersion and artificial underestimation of the requirements for educational degrees, especially concerning the educational and qualification level of a Junior Specialist. In-depth research and opinion polls of a wide range of respondents are required for a more detailed analysis of the reasons for the refusal of graduate teachers from further activities to provide educational services.

The aim: This article aims to analyze the rates of suicide as an indicator of public mental health, to consider the suicidal map of the territory of Ukraine (including to check the manifestation of such a territorial characteristic as the Albanian paradox); calculate the price of suicide for the socio-economic development of the Ukrainian state, consider the risks of suicide that have arisen as social and criminological consequences of the COVID-19 pandemic. Materials and methods: The study is based on the analytical materials of the Ministry of Health of Ukraine and the WHO; the information and analytical data of the General Prosecutor's Office of Ukraine, the State Statistics Service of Ukraine and sectoral statistics for the period of 2015-2019, etc. The article is based on dialectical, analytical, synthetic, comparative, statistical, cartographic, and sociological methods of research and the method of potential demography. The theoretical basis of the article is specialized literature on medicine, suicidology, law, sociology, and cartography. Results: In Ukraine, the death rate from suicide in recent years averages 1.1% of the total number of deaths. The rate of suicide decline in Ukraine has slowed significantly over the past five years, which is an alarming symptom. There are almost strict proportions between male and female suicide (men commit four out of five suicides). The level of self-harm per 100,000 population of Ukraine remains almost stable, indicating a severe demographic crisis in Ukraine. Women in Ukraine are less likely to commit suicide than in European countries. In Ukraine in recent years, contrary to European trends, suicide has dominated among the elderly aged 65+. The number of years of potential life loss for male and female suicides in Ukraine is 103 thousand, and the number of working years is almost 100 thousand. The losses for Ukraine from the unlived life of those who died as a result of suicide in 2019 are almost USD 341 billion. Conclusions: In 2019, suicides accounted for almost 21% of deaths from external causes among Ukraine's population. The most intense suicidal situation is observed in the central part of the country's geographical map along the imaginary vertical axis “North-South” (Kherson, Chernihiv, Cherkasy, Vinnytsia, Zaporizhia, Kirovohrad, Sumy, Poltava, Dnipropetrovsk, Mykolaiv regions). During the COVID-19 pandemic, many additional factors increase the risk of suicide among individuals who are at heightened risk of suicide or are actively suicidal, and among the general population.

The purpose of the article was the analysis of the change in the equipment of Ukraine's agriculture in selected means of mechanization of plant growing in the period of 2000-2015. The analysis is limited of tractors, combine harvesters, machines for harvesting potatoes and sugar beet. By preparing the article, data of the State Statistics Service of Ukraine was used, as well as available publications. The changes that have occurred in the agriculture of Ukraine caused significant on depletion of the technical base of agricultural enterprises. At the same time, the area of agricultural land for one tractor and the sown area for one machine increased significantly. One of the important problems facing the Ukrainian agriculture is considerable technical, moral and economical wear and tear of the machinery and tractor fleet in households and enterprises.

Objective. The establishment and substantiation of biostatistical trends in the state of mortality of the population of Ukraine due to diseases of the circulatory system (I00-I99) in the context of the place of residence of the deceased for the period 2009-2019.Material and methods. An epidemiological, one-time, continuous, prospective scientific study was carried out using statistical data of the State Statistics Service of Ukraine and the Center for Medical Statistics of the Ministry of Health of Ukraine for the period 2009-2019, where the author performed the compilation and processing in spreadsheets of Microsoft Office Еxcel (2019). Retrospective, biostatistical, mathematical, abstract and graphic research methods are used, as well as methods of copying, deductive awareness, structural and logical analysis taking into account the principles of systematicity. Results and discussion. The obtained results indicate that mortality due to DCS (I00-I99), during the studied period (2009-2019), is dominant in the overall mortality structure of the population of Ukraine, where ischemic heart disease (I20, I24-I25) ranks first in terms of mortality, especially among the inhabitants of rural areas of the country, while the following rankings: second, third, fourth, consistently and intransigently share cerebrovascular disease (I60-I69), myocardial infarction (I21-I24) and hypertension (I10-I15), which are dominant in the inhabitants of urban areas.Conclusions. Given the excessive and direct burden of DCS mortality on the quantitative expression of the country's population and its negative impact on people's quality of life, as well as the state of public health, socio-economic well-being and resource provision of society, the state of Ukraine is required to make decisive and effective priority adequate management decisions of preventive content, to minimize cardiovascular pathology (I00-I99) in the context of "European guidelines for the prevention of cardiovascular disease in clinical practice" (2016).

Introduction. Despite the important role of dairy farming in agricultural enterprises in ensuring food security of the state, it is now in critical condition. During the period of reforming the agro-industrial complex of Ukraine there was a significant structural restructuring in social production, intra-sectoral and intersectoral relations changed, new market economic approaches to the development of agricultural sectors were formed. The state in which the industry found itself led to low livestock productivity and high production costs compared to countries - leading producers of livestock products, the liquidation of specialized enterprises. The process of unbundling the property complexes of the reformed agricultural enterprises led to the physical destruction of production facilities for keeping farm animals. Goal. On the basis of generalization of data of the State Statistics Service of Ukraine to assess the current state of functioning of dairy farming of agricultural enterprises and on this basis to develop practical recommendations for measures of state and regional support of the industry. Method (methodology). The research methodology is formed on the basis of evaluation of statistical data of the State Statistics Service of Ukraine for the development of the dairy industry of the corporate sector of the agricultural economy. In the process of scientific research, comparative, structural research methods were used. Results. It is established that the main primary reason for the decrease in the number of agricultural enterprises producing milk is the decrease in the investment attractiveness of dairy farming due to the influence of such factors as long payback period, low efficiency of state support; significant variability of the milk and dairy products market. The introduced changes in the provision of state support to agricultural producers in 2019-2019 convince that the system of direct state subsidies will be beneficial primarily to integrated economic entities in the field of agribusiness, engaged in poultry and pig farming. The main benefits from state subsidies will be, first of all, large and economically stable enterprises. Measures of state and regional support of milk production in agricultural enterprises, which are aimed at increasing the number of cows, their productivity and quality, are substantiated.

Annotation. Providing high-quality and affordable dental care to the population requires monitoring the medical staff of the dental service. Purpose: to analyze the state and problems of human resources of the dental service of the system of the Ministry of Health of Ukraine in 2010-2020. Using the medical-statistical method, the statistical data of the Center for Medical Statistics of the Ministry of Health of Ukraine were analyzed. It is established that during 2010-2020 in Ukraine the process of restructuring the network of dental institutions continues. As a result, the number of communal/state institutions in the system of the Ministry of Health of Ukraine has decreased and the number of private institutions has increased rapidly. This process causes the outflow of dentists from the communal to the private sector of dentistry. During the observation period, the number of dentists in the institutions of the system of the Ministry of Health of Ukraine decreased by 40.9% (from 21,313 in 2010 to 12,601 individuals in 2020). The number of dentists per 10 000 population in the system of the Ministry of Health decreased by 34.9% (from 4.67 in 2010 to 3.04 in 2020). The staffing of full-time positions of dentists in the institutions of the Ministry of Health decreased over the observation period from 93.3% to 86.9%. Dentists of the system of the Ministry of Health of Ukraine are highly qualified to provide the population with quality dental care: 73.3% of them are certified (67.2% among doctors of all specialties), among the certified half (49.7%) have the highest, and a third (32.9%) – the first qualification category. Dentists in the institutions of the Ministry of Health of Ukraine continue to provide the bulk of dental care to the population of the country, serving the vast majority (63.1%) of all dental visits and have 2.2-2.9 times higher average annual workload than their counterparts in private sector of dental care. Solving the problem of providing the population of Ukraine with affordable and high-quality dental care requires the development of an effective personnel policy in the field of dental health, aimed at maintaining the human resources of the communal/state sector of dentistry.

In the conditions of the formation of a market economy in Ukraine, a significant role is given to the development of entrepreneurship as the driving force for the intensification of the activities of economic entities. An analysis of the current state and tendencies in entrepreneurship development of Ukraine was carried out taking into account the criteria for the division of enterprises into micro, small, medium-sized and large in conformity with the legislation of Ukraine. The information base of the research was statistics published on the website of the State Statistics Service of Ukraine for the period 2010-2019. The article describes the dynamics for 2010-2019 of such indicators of efficiency of large, medium and small (including micro) enterprises of Ukraine: level of profitability (unprofitability) of operational activity of enterprises; level of profitability (unprofitability) of all activities of enterprises; proportion of enterprises that received net profit; structure of distribution of capital investments; number of enterprises; volume of sold products (goods, services) of enterprises. The structural distribution of indicators of efficiency of Ukrainian enterprises by type of economic activity for 2019 is displayed. With the help of econometric modeling of dynamics of the number of enterprises, volumes of capital investment and sold products of Ukrainian enterprises for 2010-2019, a trend equation (polynominal type) is built. Summarizing the results of researches, Ukrainian enterprises were divided into large, medium, small and micro enterprises by the value of performance indicators during 2010-2019. To characterize the level of riskiness of activities for each category of enterprises, variation coefficients for the performance indicators of Ukrainian enterprises for the period 2010-2019 were computed. The advantages and disadvantages of organization and functioning of enterprises of different categories are systematized. For the balanced development of the market economy, the need for cooperation and the formation of an efficient mechanism for interaction of all forms of entrepreneurship – small, medium and large, each of which has its own advantages and disadvantages, is substantiated.

The aim: To analyze the data of social health determinants – life expectancy of population and infant mortality in neighboring countries: Ukraine and Poland in cut-away of territory habitation. Materials and methods: The statistical materials of the Ukrainian and Polish information sources were used in this work: SI “The center of medical statistics of the Ministry of Health of Ukraine”, The state statistics service of Ukraine, The central statistical management of Poland (Główny Urząd Statystyczny). Methods of system approach, bibliosemantic, statistical, analytical were used for analysis. Results: In both countries, Poland and Ukraine, the general dynamics as to the growth of an average life expectancy (ALE) among men and women was observed during 28 years of surveillance, and in both countries it was revealed that the ALE indices in women were much higher than in men. Within the last five years, there is a considerable tendency of decrease in the infant death rate in Ukraine, while in Poland this index is particularly invariable. This may be due to the fact that the level of infant mortality in Poland is half the level in Ukraine; moreover, this correlation is approximate within the last five years of observation. A significant place in the structure of all the causes of infant mortality in 2019 is occupied by the ХVІ chapter in accordance with ICD-10 “Certain conditions originating in the perinatal period” – 54.39 % in Ukraine and 53.05 % in Poland, the last – “Diseases of the Urogenital system” (chapter ХІV) – 0 % and 0.7 %, correspondingly. Conclusions: With a view of an incessant improvement of a high-quality information which is registered when the statistical data are formed, it is necessary to promote a broad intersector cooperation inside the countries and international collaboration between the countries.

Transforming the energy sector to provide universal access to reliable and modern energy services is an essential task for Ukraine, one of the Eastern Partnership countries with heavy energy dependence. It will help accelerate the achievement of the Sustainable Development Goals. The paper is devoted to studying Ukraine’s readiness to generate sustainable energy compared to the EU and other Eastern Partnership countries and the development of an information base for monitoring the achievement of SDG7.The data from the World Energy Council (WEC), the International Energy Agency (IEA), and the State Statistics Service of Ukraine are analyzed. Thus, the study proposed to expand the list of national monitoring indicators that more fully reflect the social, economic, and environmental results of SDG7 “Affordable and clean energy” in Ukraine. The development of an information monitoring base expands the opportunities to assess the availability, sustainability, and balance of national energy policy in green economic transformation. Furthermore, the indicators of energy intensity, carbon intensity, as well as access to sustainable energy for the population and business are emphasized. The findings are aimed to raise the level of awareness of government agencies and make balanced decisions to accelerate the achievement of SDG7 in Ukraine.
