When calculating the ballistic characteristics of a tactical missile, the atmospheric parameters have a significant impact on determining possible launch and missile engagement zones. The paper introduces the results of comparing the standard atmospheric parameters according to the State Standard GOST 4401-81 “Standard atmosphere. Parameters” and four empirical models of the atmosphere obtained from radio sounding data in different climatic zones and at different times of the year. By the example of a hypothetical air-to-air missile, we demonstrate possible launch and missile engagement zones for the considered atmospheric models. The main purpose of the work is to establish the relationship between atmospheric parameters and ballistic characteristics of missile engagement in general and air-to-air missiles in particular

Rolling motion is important role in the stability of the ship. Predicting the motion of a ship design must be done to see the design performance. The magnitude of the resulting motion response will affect the comfort and safety of personnel and materials in the ship. For this reason, simulation and analysis rolling and pitching prediction are carried out when the ship is operating, with and without the addition of a free surface tank (FST) as a stabilizer system with variations in the FST base height, water volume, boat velocity, heading direction and the waves. The prediction of ship motion in this research is ushing shipmo software and to assess operational feasibility, the general criteria standard issued by NATO STAGNAG 4154 (US. Navy) and US Coast Guard. From the simulation results it was found that increasing the height of the FST base from the base line decreases rolling motion. At a height of 4 m the maximum response magnitude below the allowable standard is 3,365 deg, while at a height of 3 m above the allowable standard that is 4,734 deg. The addition of FST and variations in placement of the FST base height from the base line did not significantly affect the pitching motion of the ship. Heading direction, waves and operational speed of the ship need to be considered to get the minimum rolling motion response when the ship is operating. Effective neutralisation of an offensive target missile can be accomplished by a defensive missile system carrying a potential kill mechanism. A directional fragment generator warhead is one of the kill mechanisms for such an application. It projects fragments in a designed beam angle. Few researchers have attempted to quantify fragment dispersion on explosion, which revealed that the fragment projection angle follows a normal distribution with wide range in standard deviation value of 0.75° and 3°. In this paper, an attempt has been made to analyse the importance of knowing the standard deviation value for assessing damage in terms of fragment hit density and kill probability. By altering the standard deviation value between 0 and 3°, the fragment spray distribution for the fragment generator warhead is generated and compared with the distribution that corresponds to a standard deviation value of 0.75°. It is observed that the hit density variation varies by −51% to 40% from the actual. On comparing the effect of standard deviation on kill probability, it is observed that it depends on the proportionate area of vulnerable component in the fragment beam. For the vulnerable area of 0.5 times (50%) of annular fragment beam area, more than or equal to eight fragments can achieve kill probability close to 1. However, for vulnerable area of 0.02 (2%) and 0.1 times (10%) of annular fragment beam area, the kill probability depends on standard deviation value.

Abstract Regional seismic networks are occasionally useful for purposes other than earthquake studies. Three such applications which involve surface and atmospheric phenomena are described in this report: (1) the detection and location of a missile silo explosion in Arkansas; (2) analysis of an aircraft sonic boom; and (3) attempts to determine the time and location of ground impacts of aircraft and a meteorite. When the source of the disturbance is in the air, seismic instruments respond to the air-coupled surface waves generated in the wake of the atmospheric shock front advancing with the speed of sound in air. Thus, the disturbance's point and time of origin can be determined using a standard iterative hypocenter program with a “crustal” velocity model appropriate to the prevailing atmospheric temperature and pressure conditions. Simplified theory predicts that air-coupling is significant only when the speed of sound in air is close to the shear wave velocity of the surface crustal layer. This is normally the case only when unconsolidated material is present at the surface. The observations discussed here support this prediction: seismic network instruments sited on soft ground recorded signals from atmospheric disturbances much more clearly than did higher gain instruments on hard rock.

A nose cone is the conically shaped forward most section of a rocket, guided missile or aircraft, designed to modulate oncoming airflow behaviours and minimize drag. In this paper, the authors analysed by means of a computational procedure the influence of varying the angle of attack for shapes of rocket nose cones in each of them, with this analysed and calculated the values of the, coefficient of lift and the coefficient of drag generated by our nose cones having as a working parameter in subsonic medium ranging from a Mach 0.03 to approximately 0.50, considering standard conditions for temperature and pressure. Drag and Lift both are aerodynamic forces which need to be calculated for cones. Objects with every kind of shapes experience a significant magnitude of Cl and Cd from airflow with the use of the ANSYS platform based on the CFD Fluent method it was possible to measure behaviour in the 3 shapes of cones and thus analyse the different contours. We showed the variation of pressure and velocity with their graphs. The scope of this paper is to simulate the different nose cones with different angle of attack for taking out the best result and comparing which one cone is best for which angle of attack.

Background: Missile-related blood lead elevations and toxicity are well documented in the literature but reports on its associated risk factor(s) are few. Objective: To determine if bone fracture(s) contribute to an elevated lead blood level. Method: This is a prospective study of subjects with retained pellets in the craniomaxillofacial region following gunshot injuries who met the inclusion criteria. Blood samples were collected from the test subjects and their corresponding control subjects via venipuncture. Collected blood samples were used for blood lead measurement by the wet method of the atomic absorption spectrophotometry. Using appropriate statistical tests, p < 0.05 was considered significant. Results: A total number of 48 subjects were studied. The mean blood lead levels (BLLs) of the study population were 6.88 ± 1.17 µg/dl while that of the control group was 1.52 ± 0.87 µg/dl and the mean difference was statistically significant ( p = 0.03). The mean and standard deviation of BLL of subjects with fractures were 4.77 ± 0.9, 5.08 ± 1.0, and 5.22 ± 1.0 µg/dl at days 3, 21, and 42 postinjury, respectively, while for those without bone fractures were 3.07 ± 1.4, 3.70 ± 0.8, and 4.33 ± 1.7 µg/dl. The difference was statistically significant ( p = 0.04). Conclusion: Subjects with bone fractures were found to have higher BLLs than those without bone fractures, where pellets were retained in their bodies.

Nowadays, software and system development is a more complex process than ever was and it faces challenges, where security became one of the most crucial. Based upon co-engineering in the AQUAS project, complex standards covering development processes regarding safety, but performance and security are missing. In the paper, the representative standard for Industrial Automation and Control Systems (IACS) is selected for gap analysis, both as examples of issues in co-engineering in security and performance, and possibly for evolution and extension in security standards. For IACS, the ANSI/ISA 62443 defines procedures for implementing security requirements. Based upon co-engineering in the AQUAS project and experience from the real implementation of security by TrustPort practitioners of this domain, the paper introduces the 62443 standard gaps analysis with the goal to identify the missing part. Based on this analysis, the possible recommendations for extending 62443-3-3 are proposed.

Abstract. The “Advanced Land Observing Satellite-3” (ALOS-3, nicknamed “DAICHI-3”) is the next high-resolution optical mission as a successor of the optical mission by the Advanced Land Observing Satellite (ALOS, “DAICHI”) in Japan Aerospace Exploration Agency (JAXA), and will be launched in Japanese Fiscal Year 2020. ALOS-3 is now under developing the flight model. The major missions of ALOS-3 are (1) to contribute safe and secure social including provision for natural disasters, and (2) to create and update geospatial information in land and coastal areas. To achieve the missions, the “WIde-Swath and High-resolution optical imager” (WISH, as a tentative name) is mounted on ALOS-3, which consists of the high-resolution panchromatic- and multispectral-bands.This paper introduces the overview of ALOS-3’s mission and the calibration and validation plan at JAXA. The standard product is the system corrected data using the sensor models, which will be provided from the sensor development team. Therefore, the sensor calibration is directly affected to the accuracies of the standard product. In addition, the sensor model based the Rational Polynomial Coefficient will be contained with level 1B2 standard product that can be used to process an ortho rectification and three-dimensional measurement from ALOS-3 images. As the target accuracy of WISH’s standard products, the geometric accuracies are less than 5 m in horizontal without ground control point (GCP), and 1.25 m in horizontal and 2.5 m in vertical with GCPs (1 sigma), and the radiometric accuracy is ± 10 % as absolutely and ± 5 % as relatively for multispectral band.

The missing complete Hamiltonian treatment of the standard SU(3) × SU(2) × U(1) model with Grassmann-valued fermion fields in the Higgs phase is given. We bypass the complications of the Hamiltonian theory in the Higgs phase, resulting from the spontaneous symmetry breaking with the Higgs mechanism, by studying the Hamiltonian formulation of the Higgs phase for the gauge-equivalent Lagrangian in the unitary gauge. A canonical basis of Dirac's observables is found and the reduced physical Hamiltonian is evaluated. Its self-energy part is nonlocal for the electromagnetic and strong interactions, but local for the weak ones. Therefore, the Fermi four-fermion interaction reappears at the nonperturbative level.

The People's Republic of China is developing a sophisticated Anti-Access/Area-Denial operational concept utilising a variety of defensive military capabilities, entwined with offensive components. The United States, Japan and other Asia-Pacific countries remain sceptical about China's defensive rationale for developing this operational concept because it threatens to undermine Asia-Pacific security. Specifically, the threat posed by China's military modernisation to the security of Japan may force the Japanese Government to adopt a more self-reliant defence posture. However, there are a variety of factors that complicate Japan's perception of China and restrict the number of feasible response options open to the Japanese Government. As such, this sub-thesis will examine the nature of China's Anti-Access/Area-Denial operational concept in addition to the factors complicating Japan's response and finally the ways that Japan may respond to the rising power of China.

Abstract Invariants and error traces are important results of a program analysis, and therefore, a standardized exchange format for verification witnesses is used by many program analyzers to store and share those results. This way, information about program traces and variable assignments can be shared across tools, e.g., to validate verification results, or provided to users, e.g., to visualize and explore the results in order to fix bugs or understand the reason for a program’s correctness. The standard format for correctness and violation witnesses that was used by SV-COMP for several years was only applicable to sequential (single-threaded) programs. To enable the validation of results for multi-threaded programs, we extend the existing standard exchange format by adding information about thread management and thread interleaving. We contribute a reference implementation of a validator for violation witnesses in the new format, which we implemented as component of the software-verification framework "Image missing" . We experimentally evaluate the format and validator on a large set of violation witnesses. The outcome is promising: several verification tools already produce violation witnesses that help validating the verification results, and our witness validator can re-verify most of the produced witnesses.

AbstractDespite the fact that elderly people are the main incidental and continuously growing patient group with head and neck cancer, prospective trials focusing on special issues regarding head and neck surgery in elderlies are missing. To avoid complications during and after surgery in that patient category, comprehensive evaluation of functional status, comorbidities, performance status, social support and mental condition is mandatory. Regarding functional parameters, cardiac and respiratory conditions play a major role for any primary surgical procedure. Nevertheless, other comorbidities, medication and patients view on self-determination have carefully to be taken into consideration. It has repeatedly been shown that fit elderly individuals may benefit from intensive therapies like reconstructive surgery with microvascular free tissue transfer, concurrent chemoradiotherapy in the locoregionally advanced disease setting, and even from the standard first- and second-line palliative systemic therapies. Since it is well known that tolerance of systemic nonsurgical treatments in elderly people is less and therefore death from noncancer-related causes in that population is higher, moderate surgical procedures can be even more effective regarding quality of life in situations facing higher comorbidities, or functional constraints with limited life expectancy compared to nonsurgical standard approaches. Older people usually are at increased risk of postoperative complications. In particular, organ failure progresses much faster in multiple organ failure. The preoperative clarification of comorbidity for the avoidance of surgical complications is therefore of major importance. Close coordination with anesthesia and rapid postoperative mobilization are essential for this. Decision-making and treatment based on specific assessment in an experienced multidisciplinary team is key.

AbstractThis chapter examines how British child migration policy became caught up in the political sensitivities of post-war assisted migration. By 1950, officials in the Commonwealth Relations Office were becoming increasingly doubtful about the strategic and economic value of assisted migration, but also concerned about adverse political reaction in Australia to any scaling back of this work. An agreement was reached between the Commonwealth Relations and Home Office in 1954 to continue child migration on the basis of encouraging gradual reform of standards in Australia. In 1956, a UK Government Fact-Finding Mission in 1956 recommended more urgent controls over child migration, but this was rejected by an inter-departmental review in view of these wider political sensitivities. Despite introducing more limited monitoring, British policy-makers struggled to reconcile their knowledge of failings in some Australian institutions with the political challenge of trying to address these in the absence of co-operation from the Australian Government.

AbstractThe crisis caused by COVID-19 has had various impacts on the mortality of different sexes, age groups, ethnic and socio-economic backgrounds and requires improved mortality models. Here a very simple model extension is proposed: add a proportional jump to mortality rates that is a constant percent increase across the ages and cohorts but which varies by year. Thus all groups are affected, but the higher-mortality groups get the biggest increases in number dying. Every year gets a jump factor, but these can be vanishingly small for the normal years. Statistical analysis reveals that even before considering pandemic effects, mortality models are often missing systemic risk elements which could capture unusual or even extreme population events. Adding a provision for annual jumps, stochastically dispersed enough to include both tiny and pandemic risks, improves the results and incorporates the systemic risk in projection distributions. Here the mortality curves across the age, cohort, and time parameters are fitted using regularised smoothing splines, and cross-validation criteria are used for fit quality. In this way, we get more parsimonious models with better predictive properties. Performance of the proposed model is compared to standard mortality models existing in the literature.

AbstractB Lab started in 2006, developing standards, a legal framework and certification to take into account all stakeholders for businesses that wanted to be not only the best in the world but also the best for the world. The objective was finding a way to harness capitalism’s positive elements while also protecting individuals and society from its negative aspects and, at the same time, helping scale businesses while remaining true to their social or environmental mission and creating a credible system of social and environmental transparency and accountability to engage consumers. Fifteen years later, B Lab and the B Corp movement are considered relevant actors in the purpose ecosystem, which are actively creating favorable framings, systems, policy change, and infrastructures to support the development of purpose-driven businesses. B Lab considers that businesses can act as a starting point to catalyze systemic change, given their direct relationship with multiple stakeholders within the economic system and society at large in order. This chapter presents B Lab’s theory of change and how it is developing its corresponding global strategies in practice.

Underwater vehicles, and particularly unmanned underwater vehicles (UUVs), are becoming increasingly identified as safe and cost-effective solutions for a wide range of applications including environmental monitoring, facilities and vessel inspection, and exploration, often in hazardous environments or conditions. To address the growing need for UUV operations in hazardous environments, designs of unconventional, mission-specific platforms are being investigated in larger numbers. Operational performance requirements, such as precise hovering and very low speed maneuvering in currents and under waves for in-shore operations, demand a vehicle capable of rapid response to a changing environment by production of the proper time-varying balance of lift and thrust. In these highly dynamic flow fields, standard steady drag and moment curves are not valid models. Also, standard semi-empirical methods for coefficient estimation based on linearized Taylor Series expansions are not available for these systems, as neither full-scale nor model-scale performance data exist, except possibly in the case of torpedo-like hulls. This lack of existing data and modeling capability for unconventional systems led us to pursue the development of a high-fidelity direct computational method as a starting point to inform the designs and estimate performance in a highly nonlinear flow regime.

What was common between the capsizing of the cruise liner Costa Concordia, engine fire on the Carnival Triumph and the sinking of the Deepwater Horizon rig? In all cases, the people impacted did not believe or find that the authorities, whether public or private, were capable of meeting their immediate needs. Consequently, such biases led to collective behavior or ‘herding’ with devastating outcomes. Holding true to its mission of marine safety, the United States Coast Guard (USCG) finds itself in roles of maritime incident management and provider of training for examination of foreign ships carrying U.S. passengers. Also, following land-based costal events such as Hurricane Harvey, the USCG is called upon to perform rescue operations in which risk assessment through effective communication between stakeholders becomes extremely important. Accordingly, this paper proposes a performance-based approach to occupant safety, occupant circulation, and hazard communication so that both classification rules can be developed and guidelines can be proposed for inclusion in the USCG Incident Management Handbook. Advances in the analysis and modelling of the movement of people, especially in building fires, have established the decision-making processes that individuals or groups undergo before reacting to an imminent danger. When a large number of people have a high commitment either to activity or to inactivity, it becomes important that an equilibrium solution is adopted and the resources are allocated accordingly. The author proposes evaluating incident management as a dynamic system. Like any dynamic system, incident management for any disaster, evolves with time in terms of scale, needed inputs and desired outputs. Engineers today have the capability to influence the outputs by establishing protocols for sharing of information and resources among the stakeholders. The RCC-M code [1] is a well recognized international code and provides rules for the design and the construction of mechanical equipment for pressurized water reactors. It is used today for the nuclear industry exclusively, in countries such as France, South Africa and China and it is the basis for the design of the UK EPR to be built in Hinkley Point. The RCC-M code’s fatigue rules emanate from the ASME Boiler and Pressure Vessel Code and are hence very similar, albeit they have evolved in their own way over time to include some R&D results and other evolutions. These rules are published by AFCEN which involves a wide range of international organizations from the nuclear industry such as Apave, Areva, Bureau Veritas, CEA, DCNS, EDF, EDF Energy, ONET-MHI, Rolls-Royce and Westinghouse. The EN-13445-3 [2] is a European standard which is mostly in use today in the conventional industry. Its fatigue rules are a compilation of rules from various national European codes, such as the German AD-Merkblatt, the British Standards, the Eurocodes for civil works and the French CODAP. The rules for fatigue are compiled in Chapters 17 and 18 of EN-13445-3 and have been the result of the work of contributors from major European organizations from the nuclear, oil and gas, chemical and mechanical industries: these include, among others, Areva, the Linde Group, CETIM, TÜV, and the TWI (The Welding Institute). Since the beginning of 2015, AFCEN has created a technical Working Group (WG) on the topic of fatigue with the objective of identifying the Safety Factors and Uncertainties in Fatigue analyses (SFUF) and of potentially proposing improvements in the existing fatigue rules of the code. Nevertheless, the explicit quantification of safety factors and uncertainties in fatigue is an extremely difficult task to perform for fatigue analyses without a comparison to the operating experience or in relation to another code or standard. Historically, the approach of the code in fatigue has indeed been to add conservatism at each step of the analyses which has resulted in a difficult quantification of the overall safety margin in the analyses. To fulfill its mission, the working group has deemed necessary to lead a benchmark with the EN-13445-3 standard given its wide use through other industries. Two cases were identified: either the comparison with EN-13445-3 is possible and in this case, the identification of safety factors and uncertainties is performed in relation to this standard; either the comparison is not possible, in which case the overall conservatism of the RCC-M code is evaluated in relation with operating experience, test results, literature, etc... This paper aims at describing the overall work of the group and focuses more specifically on the results obtained through the benchmark with the EN-13445-3 standard.

A seaway and the resulting responses of models or full-scale craft are random processes. The accuracy of the final results depends heavily on the length of the test runs. Therefore in the planning, execution, and evaluation phases of a seakeeping test or trial, run length and its effect on the accuracy of the data must be accounted for. Two basic problem areas exist: 1. Run length estimation prior to a test or trial so that the mission can be carried out efficiently, and data gathered to a desired accuracy. 2. Error estimation for data taken in the past to determine what accuracy level was reached. The run length directly affects the level of accuracy or confidence in the processed results. This accuracy level is, in turn, a trade-off between the task priority and the statistical variability of the input medium (the seaway in this case) A higher priority mission will call for a higher data accuracy and longer run length while a changing sea condition will put constraints on this accuracy. In effect, items 1 and 2 must be considered in all missions to aid in pre-mission planning and to better understand the reliability of data gathered from a previous mission. This paper presents and describes methods to: 1. Determine the auto spectrum effective peak frequencies and half-power bandwidths needed to estimate run length and statistical error for given data samples. 2. Estimate random process mean values, standard deviations, variance, auto spectra and Response Amplitude Operators (RAO' s). 3. Estimate the statistical errors and run lengths associated with the mean value, standard deviation, variance, auto spectra and RAO's of a random process.

Human factor IX has been expressed in mammalian cells. A cloned factor IX cDNA missing the first 15 nucleotides of the 5’ end was modified by in vitro mutagenesis to restore the missing codons and add the translation consensus sequence, CCACC, proposed by Kozak to be optimal for translational initiation. Additionally, Bgl II and BamHI sites were added immediately upstream of the CCACC sequence for ease of portability of the fragment. This modified cDNA was inserted into a bovine papillomavirus (BPV) vector under the control of a mouse met alio thionein promoter. The constructed plasmid pBPV-IX was used to transfect a mouse fibroblast cell line C127. After 3 weeks, the transformed foci were isolated and the established cell lines were grown in the presence or absence of vitamin K. Media was collected at 3 day intervals and assayed for factor IX activity in a one stage clotting assay. A standard curve was constructed using purified human factor IX. Cells grown in the presence of vitamin K (3 mg/L) exhibited an activity equivalent to 350 ng/ml of factor IX in the cell media; no (less than 3 ng/ml) activity was detectable in the absence of vitamin K. A monoclonal antibody column specific for the Ca++ dependent form of human factor IX allowed the isolation of approximately 7 ug of purified factor IX from approximately 100 ml of culture medium. Western blot analysis of the purified factor IX revealed 2 protein bands which reacted with a goat anti-human factor IX antibody as well as a human specific monoclonal antibody. One of the immunoreactive bands migrates with authentic human factor IX and the other migrates slower. This expression system provides a convenient way to produce suitable amounts of factor IX and mutated factor IX protein for functional analyses.

Service engineer doctrine and field manuals, such as Army Techniques Publication 3-34.40, Technical Manual 5-634, and Army Regulation 420-1, offer guidance on solid waste management but do not provide the level of detail and practical guidance for open-air burning of solid waste to reduce risk to the Warfighter. Studies have shown that there could be ill health effects to service members from exposure to toxins from open-air burning. Further practical guidance is necessary to ensure that if there are no other means available for solid waste disposal, the risks associated with open-air burning are minimized as much as possible during contingency operations. Commands have limited resources and reduced personnel available to study which open-air burning procedures are optimal based on readiness and mission requirements. Planning for efficiency and risk avoidance in open-air burning operations includes several facets (e.g., site planning, processing, and recordkeeping considerations). This special report provides operational guidance to minimize risk of open-air burning for the Warfighter and other joint service personnel, particularly when there is no other alternative to open-air burning, during initial phase operating a burn pit or for waste management planning to establish standard operating procedures.

The overarching mission of the Food Standards Agency (FSA) is tothe ensure that food is safe, food is what it says it is and that consumers can make informed choices about what to eat. These are of central importance to consumers with food hypersensitivity(FHS).Food hypersensitivity (FHS) encompasses both immune-mediated food hypersensitivity (food allergy and coeliac disease) and non-immune food intolerances. FHS is a complex, multifactorial disease of concern to multiple stakeholders including consumers with FHS, their families, clinicians, regulatory agencies and policy makers, scientists, food manufacturers and food business operators. It affects around 5-8% of children and 2-3% of adults in the UK, and although rare, can be fatal. Public concern over FHS has grown in recent years. In the UK and elsewhere, food recalls due to the presence of undeclared allergens feature predominantly in food alerts; legislation over food labelling has become clearer, and consumers and producers are more aware of FHS. The FSA has been a major funder of research into FHS for over 2 decades, and the outputs of the research programme has had significant impacts at a national and global scale, most notably in the area of the prevention of FHS in children and the presence of declared and undeclared allergens in food products. Strengthening protections for consumers with FHS is a top priority for the FSA. The FSA has established a Food Hypersensitivity Programme Board to oversee and coordinate its work in this area. The working group was tasked with reviewing the research into FHS supported by the Food Standards Agency to date, and prioritising those priority areas where the current scientific evidence is limited and therefore should be a focus for future research investment. The aim –to make the UK the best country in the world for consumers with food hypersensitivity.

California’s Local Control Funding Formula was signed into law in California in 2013 and allowed districts the flexibility to meet their student needs in locally appropriate manners. One year after its implementation, a panel of 26 reviewers, including educators, English Learner (EL) advocates, and legal services staff reviewed the Local Control and Accountability Plans (LCAPs) to understand how districts employ this flexibility to address the needs of ELs. The report uses the English Learner Research-Aligned LCAP Rubrics with 10 focus areas, and reviews sample LCAPs from 29 districts, including districts with the highest numbers/percentages of English Learners in the state, districts representative of California’s geographic Regions, and districts providing quality EL services. The review centers around four questions of the extent to which first-year LCAPs: (1) specify goals and identify outcomes for ELs, (2) identify action steps and allocate funds for increased or improved services for all types of ELs, (3) reflect research-based practices for achieving language proficiency and academic achievement for English Learners in their actions, programs and services, and (4) are designed and implemented with EL parent input as reflected in stakeholder engagement. The results indicate that overall, the LCAP is inadequate as part of the state’s public accountability system in ensuring equity and access for ELs. Six key findings were: (1) difficulty in discerning funding allocations related to EL services and programs; (2) inability to identify districts’ plans for increased services for ELs; (3) lack of explicitly specified services and programs aligned to EL needs; (4) weak approach or missing English Language Development (ELD) or implementation of ELD standards in most LCAPs; (5) weak/inconsistent representation of EL parent engagement; and (6) lack of EL student outcome measures. The authors also present detailed findings for each focus topic and offer district and state level recommendations.
