AbstractThe emphasis of training for paramedics that function in the civilian sector in the United States has focused on the management of blunt trauma. The personal risks they face generally are the result of accidents or public health threats. The management of penetrating trauma under the threat of intentional personal harm is a different matter.Law enforcement agencies have responded to the threat of apprehending heavily armed felons by forming special units highly trained in military-style, small-unit tactics. To provide care in this special environment, and support a special weapons and tactics (SWAT) team in fulfilling its mission, there is a requirment for a unique body of knowledge and special skills. (Prehospital care providers with at least emergency medical technician [EMT] skills and SWAT training will be referred to as tactical medics.)

In comparison with Canada, the more pronounced ability to acquire special weapons and tactics (SWAT) equipment in the United States suggests the resulting proliferation of SWAT teams with adequate material resources is likely to continue. This proliferation has stimulated media and public discourses against the “militarization” of police. In Canada, however, the amalgamation of SWAT teams has led to increased standardization in SWAT training, member specialization and protocols of applied practice. We argue that, in comparison with the United States, the proliferation of paramilitary activity is limited in the Canadian policing landscape by public safety governance structures, acquisition processes, and judicial scrutiny. In consequence, Canadian police services are better positioned than their counterparts in the United States to withstand the public scrutiny tied to police tactical responses.

Abstract Professional training of the agents of the US Border Patrol Special Operations Groups has been substantiated in the article. Special attention has been paid to revealing Selection and Training Course (STC) of the Border Patrol Tactical Unit (BORTAC) and the Border Patrol Search, Trauma, and Rescue Unit (BORSTAR). It has been determined that BORTAC STC lasts over a month and candidates who pass the initial testing must then complete a timed, six-mile ruck march with a weighted pack, swimming, treading water and drown-proofing. As indicated in the article, in case of successful completion of the testing phase, candidates undergo weeks of intense training in tactics and airmobile operations, operational planning and weapon skills. As mentioned further, BORSTAR STC foresees a physical abilities test: a minimum of 7 pull-ups, 40 push-ups, 60 sit-ups (in 2 minutes), 1,5 mile run in 11 minutes or less, and a 250-yard swim. The following disciplines are taught during the course: the basic incident management system and incident command system, technical rescue framing, land navigation, tactical medicine framing, swift-water rescue technician framing etc. Besides, the curricula of such disciplines as “Tactics and special training”, “Topography”, “Weapons practice", “Tactical medicine", “Physical framing” (104 academic hours and 88 hours of classrooms lessons) for the State Border Guard Service of Ukraine mobile forces framing have been presented. The SBGSU mobile personnel framing program lies in a thorough study of the specifics of service management and carrying out of service duties, as well as learning of the SBGSU mobile units ’ personnel actions during protection of the state border, personal security and the use of force. The main objective of the framing course is to acquire the special knowledge and practical skills necessary for performing the main tasks on the state border protection, which are prescribed by professional duties. At the same time, the focus is made on the practical component of the actions of the border guards. In addition, they improve knowledge and skills during the framing process.

Abstract This research examines American police operations by Special Weapons and Tactics (SWAT) units. In this study, SWAT unit proactive search warrant deployments in Maryland over a 4-year period (2010–13) were analysed to see if they were influenced by violent crime rates, property crimes rates, vice crime rates, and the number of sworn law enforcement officers across four models (two random effects and fixed effects models). The results reveal an inverse relationship between proactive vice type arrests and SWAT unit proactive search warrant deployments. The results are discussed as they inform SWAT unit policies in a democracy.

The summarized results of special tests of the Mi-2MSB helicopter equipped with the experimental system of 12,7 mm small arms (as a part with series-produced machine guns NSVT-12,7) and the serial system of unguided missile armament (NAR type C-8) are presented. The actual volume of assessments of inspections and work performed during the tests is given.
According to the results of processing the test materials, it was determined that the tactical range of the Mi-2MSB helicopter with the installed weapons system and boxes for collecting spent units (in the design provided for testing) at a takeoff mass of 3700 kg, at an altitude of not more than 300 m during combat mission in the area of the target for 5 minutes and the remaining fuel on the landing of 100 liters is (not less):
version of combat equipment 2 × B8V8MSB (payload - 16 NAR) - 190 km;
version of combat equipment 2 × NSVT-12.7 (payload - 600 rounds) - 200 km;
version of combat equipment 2 × B8V8MSB + 2 × NSVT-12.7 (payload - 16 NAR and 600 rounds) - 155
The results of special tests practically showed that the Mi-2MSB helicopter, equipped with an aviation weapon system, in addition to the functional tasks defined for the basic Mi-2MSB helicopter, is able to provide:
training and maintenance of skills for flight crew in the practical application of unguided aviation weapons and gun armaments in all types of maneuvering, defined by the tactics of army aviation;
accomplishment of certain tasks on air support of columns of troops on the march and fire missions on destruction of enemy manpower, single unarmored and lightly armored targets such as car, armored personnel carrier, infantry fighting vehicle, boat,
The main combat and functional capabilities in the actual operating conditions confirmed by the results of special tests as well as their validation of specified requirements make it possible (after eliminating the shortcomings identified in the test), to allow operation of Mi-2MSB helicopter in the entire operating range of heights and speeds equipped with aircraft weapons as part of the unguided missile system (NAR type C-8) and small arms system (as part of the series-produced machine guns NSVT-12.7)).

Introduction:Tactical Emergency Medical Response (TEMS) originated in the 1990s in Finland. It is a nationally standardized joint-effort with EMS and police special units, such as SWAT.Aim:To describe a national system of TEMS in Finland.Methods:In Finland, TEMS is a national response system of specially trained paramedics and pre-hospital doctors, working normally in HEMS or a local physician staffed rapid response car. There is a two-tier selection to get accepted in the basic course. The police run background checks for all participants before they are accepted to the course. The course itself is four days and it covers the basics of police tactics, protective gear, penetrating wounds, evacuation, etc. After graduating from the basic course, the paramedic/doctor is qualified to participate in missions. Although healthcare professionals are involved, a TEMS mission is under the police command and is used as one of the police’s special teams to operate in areas where normal EMS cannot be allowed for safety reasons. TEMS does not carry any weapons. The Police provide the teams with the same protective equipment that the SWAT/CTU has. After some years, there is a three-day refresher course for active TEMS service. In this course, the main training points are working in austere environments, such as helicopters, boats, and in urban environments wearing civilian clothing. Police pay for the usage of TEMS in missions, but they do not pay for training days.Results:TEMS has good national coverage. In 2017, there were 131 TEMS activations. The normal response to a mission is a team of one or two TEMS operators.Discussion:TEMS has achieved good national coverage and is deployed often. TEMS has also channeled information and training, such as TECC, to normal EMS personnel and raised their preparedness as well.

Purpose The purpose of this paper is to test the effects of differential police training on hostage rescue effectiveness. More specifically, this study looks at the types of police trainings that are the most effective in preparing Special Weapons and Tactics (SWAT) officers in dealing with hostage rescue situations. Design/methodology/approach This study employs a cross-sectional design. The analyses are based on a national sample of 341 law enforcement agencies, which employed at least 50 sworn officers. Findings To improve the SWAT response effectiveness in hostage rescue situations, this study shows that two factors play a significant role, namely, the training for hostage rescue situations and an increase in the average training hours per month. Among the types of trainings that were thought to be effective but did not show a significant effect in this present study were training for crowd control/civil unrest, having military training, and training for building searches. Practical implications Increased training hours specifically designed to address hostage situations increases the likelihood of successful hostage extractions. Thus, police departments should have specific training hours set aside for hostage situations. Originality/value This study attempts to identify specific types of police trainings that have a positive effect on improving SWAT effectiveness in dealing with hostage situations. There is a very limited number of research works on SWAT operations. This study, therefore, adds to this very limited research area of policing.

Special Weapons and Tactics (SWAT) teams rely heavily on collecting and applying geospatial intelligence. Traditional two-dimensional mapping products might limit or hinder successful operations by not showing important three-dimensional information of the terrain and its natural and/or human-built objects. Geospatial holograms are able to display these three dimensional spatial features to users without requiring special eyewear or using complex viewing technologies. A point light source is all that is required to make the imagery visible. Before introducing geospatial holograms into the SWAT domain, where lives are at potential risk, a series of usefulness, acceptance, and usability tests need to be performed. One of the key geospatial hologram design requirements identified for SWAT incidents was support for effective route planning and wayfinding. This paper will report about a first pilot study that investigated and compared wayfinding performance of SWAT teams using both traditional 2D imagery and geospatial holograms. Our initial research indicates that geospatial holograms could enhance SWAT operations, especially in multi-story environments. In the pilot study geospatial holograms were positively reviewed by SWAT team members and were described as a technology that should be further explored.

The main impact force of ground troops is the hard weapons and military equipment, that is why the loss of one of them is always painful for any army in the world The basic combat weapons and military equipment (high-precision samples of weapons and military equipment) are too expensive to destroy damaged vehicles or leave them on the battlefield. Realizing this, the special vehicles were created for the evacuation of this type of weapons and military equipment – armored repair and evacuation vehicle, which are designed to evacuate from the battlefield damaged and stuck tanks, infantry fighting vehicles, armored personnel carriers, self-propelled artillery system and other units of equipment, even out of the probable enemy fire.
Taking into account the analysis of the development of evacuation means which are in the service of the Armed Forces of Ukraine and the armed forces of the leading countries of the world, in this work the method of substantiation of tactical and technical requirements for means of evacuation of damaged weapons and military equipment is proposed. The essence of this method is to distribute the means of evacuation by mass and size, by type of mover, by the method of moving the damaged sample, by the level of application.
The formation of requirements is aimed at the transition of evacuation means and basic models of weapons and military equipment to unified basic platforms of the modular type. The implementation of these platforms will make it possible to install various types of special modules of evacuation means (material-handling, load-lifting, etc.) and modules of samples of weapons and special equipment.
The application of this metodology will provide an opportunity to obtain technical outlines of evacuation tools for different levels of the hierarchy, taking into account the scope of tasks assigned to them.

The interest of social sciences in the military dates back ages, and currently, special attention is being paid to Russia’s war in Ukraine. The present paper also follows this research trend, and it intends to analyze both the tactical and operational levels of war by investigating how the military assistance provided by Western states and international organizations to Ukraine is influencing the course of the Russo-Ukrainian war. Subsequently, the paper studies the military assistance in all three phases of the war, beginning from the invasion of Crimea, through the Donbas offensive, to the phase of Ukrainian counter-offensives. The research method used by this paper was to review and synthesize the existing but scarce and sometimes disinformative literature. The findings suggest that Western military aid began cautiously by providing only non-lethal, defensive weapons, but it was of crucial importance in the second phase of the war by guaranteeing heavy weaponry. The paper concludes that Western military assistance, especially from the United States, United Kingdom, Poland, and Germany, has had a significant role in the Russo-Ukrainian war, without which Ukrainian forces may not have persisted to now.

Specialist tactical response police are required to frequently perform physically demanding tasks at high-risk capability levels, emphasizing the need for optimal physical fitness in this population. The aim of this study was to investigate the relationships between select measures of physical fitness and performance on an occupational-specific physical assessment (OSPA). A retrospective analysis on 18 male specialist police candidates (age = 32.1 ± 5.04 yrs; height = 183.72 ± 5.79 cm; body mass = 89.44 ± 8.56 kg; body mass index (BMI) = 26.45 ± 1.58 kg/m2) was conducted. Data were comprised of anthropometric measures, assorted fitness measures and OSPA performance scores. A stepwise linear regression determined the influence of measured fitness parameters on OSPA performance. A regression featuring both the 1 RM military shoulder press and grip strength of the non-dominant hand was the most significant predictor of performance (adjusted r2 = 0.565, p = 0.001). A separate model, exclusively using the 1 RM military shoulder press additionally predicted OSPA performance (adjusted r2 = 0.240, p = 0.023). These results emphasize the importance of optimal upper-limb muscular strength and its impact on key occupational tasks in specialist police candidates.

Objective: The objective of this research was to explore the Universal People's Security Defense System that has not been well socialized in anticipating future threats. The aim of this research is to realize an anticipatory Urban Warfare strategy by creating a General National Defense Policy for 2025-2030 in the Neo' Post-Truth Era in Indonesia. Method: The qualitative method used in this research is a case study approach. Through literature study data collection and analyzing several rules regarding the urban warfare strategies, the research focused on how these elements mold the future policy on the neo ‘post truth era in Indonesia. Results: The facts about the threats of radicalism, terrorism, insurgency, separatism and social revolution change the arrival of military, non-military and hybrid threats into a new categorization of threats in the form of asymmetric, proxy, hybrid and information threats as urban warfare threats. Various countries have experienced the problem of urban warfare starting from the Arab Spring in the Middle East, African countries, South Asia and Southeast Asia, including Indonesia. The results of this research show, first, the forms of threats in the world and Indonesia in the form of asymmetric, proxy, hybrid and information threats. Second, the policy and implementation are in accordance with the General State Defense Policy in the Neo' Post-Truth Era in Indonesia in the form of a policy of balancing security and prosperity. Third, Anticipatory Strategy for Urban Warfare in the Neo ‘Post-Truth era in Indonesia in the form of intelligence cooperation, diplomacy and operations. The conclusion of this research requires the creation of the latest 2025-2030 jakum hanneg in anticipating Urban Warfare in Indonesia. Conclusion: Urban warfare is complex and challenging. This operation is not only military in nature, but also has many aspects because it must take into account the economic, social and other characteristics of the city. Successful urban operations require specialized strategy and training, as well as adapted weapons and equipment. Implementation policy general national defense can involve development strength reliable military and non -military for capable face threat in environment urban areas, including effective strategies and tactics in face urban warfare. This is possible involve training special for personnel military in urban battle, development appropriate technology and equipment for operation urban, as well good planning and coordination between various units and agencies involved in national defense. Apart from that, implementation policy general national defense can also cover effort to build cooperation with parties related in face threat of urban warfare. This can involve cooperation with police, government region, and society civil in effort for increase security and preparedness in face threat in urban environment.

The purpose of the article is to reveal the particularities of special tactical training of future officers of the State Border Guard Service of Ukraine in the departmental institutions of higher education. The Special Tactical Training is understood as training of the officers of the State Border Service of Ukraine to act with weapons in various situations of operational and service activity. The discipline allows to perform comprehensive assessment of cadets’ readiness to carry out service duties for the protection of the state border, including the specifics of mobile units’ missions. To create real-life conditions, airsoft equipment and interactive shooting complexes of the "Laser Tag" type, multimedia shooting complexes, etc. are widely used. The results of the study confirm that the conditions for conducting such training in the border guard higher education institutions should be brought closer to the real situations, taking into account the specifics of operational and service activity at the border.

AbstractIntroduction:The emerging need for tactical operations in law enforcement often places personnel involved at risk. Tactical operations often are carried out in environments in which access to emergency care is limited. With the war against terrorism expanding, special operations involving United States federal agents are occurring worldwide. Currently, there are very few tactical medicine curricula training traditional emergency medical services (EMS) providers to operate in these high-risk missions. Trainees in existing programs must have previous EMS experience, and are selected from a wide range of backgrounds. The goal of this study is to examine a Special Agent Emergency Medical Technician (SAEMT) training curriculum developed specifically for federal special agents with prior experience in tactical operations, but without previous medical training.Methods:An analysis of the SAEMT Program given to federal agents of the Drug Enforcement Administration (DEA) in Quantico, Virginia between July 2000 and April 2002 was performed. The SAEMT curriculum provided enrolled agents 181.5 hours of training in tactical emergency topics, including medical mission planning, logistics, operations, evacuation, and weapons training. In addition, SAEMT concurrently provides emergency medical technician (EMT) training. All of the participants were DEA agents with no previous medical training. Upon completion of the course, all participants took the National Registry of EMT-Basic examination. Measured endpoints included course completion rate and performance on certifying examinations.Results:Ninety-five agents were enrolled and successfully completed the SAEMT course between July 2000 and April 2002. Of the agents enrolled, 84 (88%) passed the National Registry of EMTs-Basic examination within two attempts.Conclusion:The SAEMT Program provides basic emergency medical training to federal special agents with no previous medical experience. The design of this program provides a useful template to meet the expanding demand for tactical emergency medical personnel.

The article analyzes the functioning of the system of technical support of the power structures of the leading countries of the world in crisis situations. Some problematic aspects of equipping the military formations of the security and defense sector of Ukraine are considered. One of the aspects of the development of the technical support of the security forces of Ukraine, in the conditions of crisis situations, is its adaptation to NATO standards. The directions of development of systems of technical support of the armed forces of the leading NATO member countries are given. The appearance of new modern types of weapons and military equipment has always caused the need to develop not only new forms and methods of using troops (forces) in operations (combat operations), but also new approaches to their comprehensive support. This concerns: the structure of the technical support system itself; organizing the recovery of weapons and military equipment, taking into account possible losses during operations (combat); norms of stocks of weapons and military equipment and their echeloning both in peacetime and in a special period; management of technical support of troops (forces) in operations. The further development of the technical support of the security forces of Ukraine in crisis situations can be considered to be the improvement of the mechanisms of supplying OVST to units of the operational-tactical and tactical units, bringing the standards of belonging and supply to NATO standards, adapting the regulatory and legal framework of the technical support of the security forces of Ukraine to NATO standards.

AbstractIntroduction:The purpose of this study was to determine current experience and training of emergency medical support personnel for special weapons and tactics (SWAT) teams in North America.Methods:This cross-sectional, epidemiologic survey was sent to SWAT unit commanders from the 200 largest metropolitan areas. Questions included basic demographics, specialized training of emergency medical services (EMS) personnel, and where such personnel are deployed during tactical operations. Unit commanders also were asked to estimate the number and type of injuries sustained during tactical operations and to list any recommendations to improve the EMS response.Results:A total of 150 surveys was completed, for a response rate of 75%. The most common medical support (69%) was a civilian ambulance on standby at a predesignated location. Ninety-four percent of these prehospital care providers had no specialized training, and could not enter an area that was not secured tactically. Police officers with first aid or EMT training comprised the next largest group of medical support. Overall, 31% of SWAT commanders depended on remote EMS dispatch by radio to the scene when injuries occurred. Thirty-eight percent of respondents reported a significant injury had occurred during their tactical operations within the past 24 months. Common injuries included gunshot wounds, chemical exposure, and fractures. However, 78% (117/150) of respondents did not have a medical director, and 23% (35/150) of teams did not have an EMS preplan or protocol.Conclusion:The results suggest a need for established EMS protocols, medical direction, and specialized tactical medical training, especially in large metropolitan areas.

This article discusses the system of professional training of officers of combatant police units (on the example of the security and convoy service) for the use of service weapons, training in the competent and safe use of firearms in the course of performing operational and service tasks and performing shooting exercises in typical situations of the use of firearms using special vehicles. Based on the conducted research, the author's team found that the existing training methods do not fully meet the modern requirements of professional training of employees of the security and escort unit of the Ministry of Internal Affairs of Russia. Based on this, the authors propose methods that can significantly increase the level of training of this category of employees to perform official tasks with weapons. The research methodology is presented by such empirical methods as analysis of the practice of law enforcement officers, generalization of methodological experience, modeling of educational situations. The conducted research revealed the need to develop a unified approach to the methodology of teaching tactical methods of using firearms in typical situations of operational and service activities. The study was conducted in two directions: - the first direction is related to the study of methods of teaching employees of internal affairs competent and safe (for others, including other employees included in the convoy) the use of firearms during the performance of official tasks; - identification and development of typical situations of the use of firearms employees of the security and escort units of the Ministry of Internal Affairs of Russia using special vehicles. Based on the research conducted by the team of authors, it was found that the existing training methods only partially meet the modern requirements of professional training of personnel of the security and escort units of the Ministry of Internal Affairs of Russia. As a result, a training methodology has been developed that allows to significantly increase the level of training of this category of employees to perform official tasks with firearms.

The Russian invasion of Ukraine has brought back the spectre of nuclear war. A sustained nuclear “sabre-rattling” from Russian authorities has triggered a dynamic debate about the Russian nuclear doctrine, the feasibility of use of “tactical” nuclear warheads in the Ukrainian battle theatre, the alleged consequences of such use, including escalation to a wider nuclear exchange with the United States and NATO, and the impact of such developments in global peace and security. The alarming prospect of nuclear devastation requires a bold political response from all peace-loving nations, particularly those from the South, cooperating with United Nations members coalescing around the Treaty on the Prohibition of Nuclear Weapons (TPNW) and, more widely, in like-minded coalitions galvanized by the humanitarian consequences of nuclear detonations. The Latin American and Caribbean region, and Chile in particular, have a special responsibility to deploy their diplomatic capabilities, inter alia, by supporting the Secretary General’s “New agenda for peace”, and mobilising the normative and operational powers of the General Assembly.

This investigation examined relationships between a Special Weapons and Tactics-specific fitness test (SORT) and an obstacle course (OC) used for qualification in fourteen male SWAT members from three local, regional police departments. The SORT included: squat, pushup, and lunge in 60 s; pullup hold; sled drag; and Yo-Yo Intermittent Recovery Test L1. The obstacle course included: 25 m sprint (repeated); window ascent; scale under a wall; 25 m serpentine run (repeated), body drag (20 m, repeated). Pearson coefficients examined SORT and OC relationships (p ≤ 0.05); intraclass correlation coefficients (ICC2,1) assessed agreement of SORT trials. Repeated measures ANOVA evaluated differences in SORT metrics across time. Coefficients of variation (COV) examined SORT scoring consistency. The YoYo test was related to all SORT assessments (r = −0.803–0.894), except sled drag. The remaining SORT metrics were related to ≥two tests. SORT COVs ranged from 0.77–13.26% for trials 1–2 but decreased between trials 2–3 (0.95–8.97%). The OC was associated with YoYo, lunges, squats and sled drag (r = −0.790, −0.730, −0.766, and 0.802, respectively). No differences (p > 0.05) existed across SORT trials for event scores. The SORT battery appears to be a valid and reliable testing measure to assess SWAT occupational specific fitness.

Law enforcement organizations in the Philippines struggle to prevent crimes and high-risk incidents. In addition, the constantly shifting demographics of society, the rise in organized crime and its complexity, as well as agitations, violent protests, a variety of political activities, left-wing terrorism, insurgency, and militancy, as well as the enforcement of economic and social laws, have all contributed to the difficulty of creating a peaceful society that we all long for. This study explored the work-life of PNP SWAT operatives through a qualitative research method. The informants of this study were 10 SWAT operatives assigned at Negros Oriental Provincial Police Office (NOPPO). Four (4) informants were subjected to an in-depth interview, and six (6) informants for the focus group discussion. The findings of this study are articulated in emergent themes. Twelve (12) emergent themes described the positive and negative experiences of the informants in performing their duties. For the positive experiences, six (6) emergent themes were developed, namely: A Man in Uniform’s Calling, Breadwinning in Uniform, Community Trust Bolstered by Visible Police Presence, Elite Protection of Prominent Figures, Mission Fulfilled without Harm, and Unit Pride in Competitive Shooting Victory. For the negative experiences, six (6) emergent themes were also developed, to wit: Work-life Imbalance: Call of Duty vs. Familial Bonds, SWAT: Tactics without Special Weapons, Echoes of Neglect: Government’s False Hopes and Promises, Political Meddling Derail Operational Success, Deadly Whispers of Miscommunication, and Legal Abandonment: A Battle without Backup. Meanwhile, four (4) emergent themes were formulated to explain the informants’ coping with the challenges encountered in the performance of their duties, namely: Unity in Adversity, Resourcefulness amidst Logistical Scarcity, Commanders Guide: Officers Abide, and Continuous Learning: Train and Retrain. Finally, four (4) emergent themes were created to express the aspirations of the informants to improve the quality of the performance of their duties, to wit: Support to Wounded and Fallen Heroes, Envisioning Logistical Adequacy, Craving for Specialized Skill Enrichment, and Fit for Duty: Strong Bodies, Strong SWAT. This researcher recommends prioritizing the wellbeing of PNP SWAT operatives through policies addressing work-life balance, resource adequacy, and political interference, fostering a culture of unity and continuous skill development monitored by NAPOLCOM for sustained progress.

Recently, research has been undertaken to empirically examine different law enforcement response options. This article details one such experiment. The article details a tactic known as the peek. Utilizing an experimental design, we present findings regarding the peek room entry technique.

Usually, negotiations teams are deployed within the confines of the established inner perimeter along with the tactical team and tactical medics. While the likelihood of injuries or performance degrading medical problems for negotiators is less than that expected for Special Weapons and Tactics (SWAT) team members, they may occur and need attention. Additionally, there are other roles that tactical medical personnel can play that are specific to the needs of police negotiators. This article will examine these possible roles.

According to existing provisions, the examination of missile weapons is a set of expert research activities aimed at studying missile and jet weapons, as well as their components (mechanisms, assemblies, etc.) and their interaction in order to obtain reliable information about the objects provided for research. The article discusses some aspects of the research of missile weapons – strategic cruise missiles X-101, the relevance of which is due to their constant use in russia. Now russia is again carrying out massive missile strikes against Ukraine with X-101/55 missiles. The occupiers have changed tactics and prefer mainly strategic cruise missiles to destroy military installations and infrastructure. At the same time, it should be borne in mind that until now there is no methodology for conducting an examination of artillery and missile weapons, and in the specialized literature there is only distinguishable data on missile weapons. Based on the generalization of the expert research practice of the Explosive Research and Research of Rocket and Artillery Weapons Department of the Military Research Laboratory of the Kyiv Scientific Research Institute of Forensic Expertise, the structural features of the X-101 strategic cruise missile were determined. Considering that many experts do not have information on these missiles, the material of this article will be used in the examination of missile weapons, namely, in the identification and description of research objects. A missile weapons examination is a qualification examination, during which not only an object can be identified as a missile weapon, but it can also be determined what type or type of missile weapon the object belongs to, as well as how this weapon was manufactured. The examination of missile weapons requires special knowledge in the field of missile and jet weapons (the structure/design features and properties of weapons, the procedure for handling and using them, ammunition for them, and the consequences of using them).

Introduction. In the military domain, the interpreter plays a very important role, since it is the interpreter, who sometimes determines an adequate assessment of the situation, as well as awareness of the enemy’s plans. The meanings of words encountered in everyday communication may be quite different in military texts, and therefore the translator is required to be well trained in military translation. The relevance of this research lies in the study of the specifics of international military vocabulary. When translating military texts, the translator encounters internationalisms related to the names and tactical and technical characteristics of weapons and equipment. Military translation requires the utmost precision of concepts while preserving informativeness. Covering the problems of translation of internationalisms and «translator’s false friends» allow us to reveal the peculiarities of their functioning in the texts on military topics and to determine the ways of their translation. Materials and methods. In the work such methods were used as a component analysis to establish the semantic components of the lexical units, a comparative-comparative analysis, which involves comparing the contextual units as a result of analyzing the German and Russian language materials, the method of continuous sampling and quantitative calculations, descriptive-analytical, contextual analysis methods, which constitute a comprehensive method of text interpretation. The material of the study was an online dictionary of concepts and terms of the German armed forces, presented on the specialized German-language Internet site of the German armed forces. Analysis. The compositional structure of a military text is determined by its volume and genre. Military-technical texts include various kinds of instructions on types of military equipment and weapons, descriptions of new weapon models and instructions on the operation of equipment. These texts are characterized by such features as the presence of military-technical terminology of the narrow field of military affairs, the presence of pictures, drawings, diagrams, neutral tone of narration. Results. Military texts are a kind of official-business style of speech, characterized by the prescriptive-duty character of speech, its non-personal nature, accuracy, logic, objectivity, clarity, formality, stereotyping, concreteness, generalization, rigor, as well as a special set of clichés and terms. In the texts on military subjects’ various types of internationalisms are widely represented: single-word names, abbreviations, nominative word combinations, term elements. The advantage of the international vocabulary is its brevity and ease of use, its translation by transliteration or transcription, in most cases also its unambiguity.

The article studies the phenomenon of nuclear parity, which serves as a guarantee of preventing a new war at the nuclear level. The author reveals the essence and traces the process of the formation of nuclear parity between the leading nuclear powers — the USA and the USSR/Russia. The author convincingly shows that at present nuclear parity is undergoing significant erosion due to the US desire to dominate in the military-strategic field, which upsets the existing balance of forces in the world and leads to destabilization of the international situation. The author reveals such concepts as "nuclear club" and "nuclear triad". The author pays special attention to NATO, rightly pointing out that Russia is concerned not only by its territorial expansion, but by the desire of the United States to deploy nuclear weapons in NATO member countries in Europe near Russia's borders, which poses a threat to its security. As a result, the author comes to the conclusion that US nuclear hegemony is unacceptable, but only leads to a new round of the arms race, including tactical nuclear weapons. Nuclear parity, according to the author, is an objective factor that makes up the stability of a multipolar world without global wars.

The war with Russia, which our country is waging for the sixth year in a row, gave impetus to the deep modernization of existing weapons and military equipment of the Armed Forces of Ukraine and the introduction of completely new troops, such as armored personnel carrier BTR-4; tactical combat wheeled vehicle «Dozor-B» and «Spartan», etc. These models were created taking into account the modern requirements for the base chassis and using modern technologies that focus on electronics and automation, respectively, significantly increased the complexity of their maintenance and repair. This, combined with the need to carry out maintenance and repairs in isolation from the permanent deployment of units in conditions as close as possible to the combat zone, where resources are severely limited, creates serious problems for technical personnel. The main question is how to give these specialists the competence to perform the basic tasks necessary to return the model of armored weapons and equipment back into operation. The experience of combat use of armored weapons and equipment in the anti-terrorist operation indicates a low level of professional training of crew members of combat vehicles, which does not meet modern requirements and does not ensure the implementation of combat missions assigned to units in full. And the complexity of designing armored weapons and equipment and computerizing them usually deprives unit commanders and crews of their combat vehicles to quickly and efficiently perform repairs and maintenance in isolation from permanent locations, as they require special diagnostic equipment and highly qualified specialists. This is confirmed by the examples of the first experience of using armored personnel carriers BTR-4 in 2014 by units of the National Guard, which had to leave cars that for various reasons could not move on their own, destroying them without even finding out the cause of the malfunction. Thus, even one of the samples of the armored personnel carriers BTR-4 fell into the hands of Russian mercenaries. An attempt has been made to analyze possible ways of using augmented reality technology (AR technology) to create a set of software and hardware that will allow tactical commanders and crews of combat vehicles, even without the participation of specialists, or remotely, to detect and troubleshoot in different operating conditions and with different levels of technical training. The advent of augmented reality technology has every chance to revolutionize the process of maintenance and repair, as well as operation. The new and unique additional opportunities offered by these technologies will significantly affect how and at what level these actions are carried out. Involved in an integrated process of maintenance, repair, operation and supply of military equipment, these technologies will increase the independence and self-sufficiency of advanced forces deployed in isolation from stationary diagnostic and repair tools. As a result - faster repair work and, accordingly, faster return of equipment or weapons to combat units. In addition, it will increase the number of forces and resources available to perform operational tasks. This new approach to maintenance and repair is becoming a factor in increasing combat capability and combat power, which can positively affect the ratio of victories and defeats in modern military conflicts. The presence of Ukraine in the legal regime of martial law, the tasks performed by the National Guard of Ukraine formations, as well as the modern conditions for the use of the NGU formations to participate in the cessation of the russian federation armed aggression determine the peculiarities of personnel individual and collective training for the successful performance of the tasks assigned to them to ensure national security . The open and large-scale war waged by the russian federation against Ukraine, the current level of the NGU's ability to perform national security tasks, defined by legislation during the right-wing martial law regime, necessitate the development of new approaches to training the personnel of the NGU units to act as part of the state security forces and defense forces. In conditions of increased tension and speed of change in the operational situation, specialized professional training of servicemen, crews (calculations) and units of battalion tactical groups acquires special importance. In the article it is analyzed the problems of substantiating the rational composition of groups of the state defense forces (including battalion tactical groups), the issue of determining the rational composition of NGU groups for the performance of relevant tasks to ensure national security, the experience of creating and using battalion tactical groups during modern wars and armed conflicts, as well as the system of training units equal to the battalion. Based on the analysis of relevant approaches and methods, the analysis of the experience of creating and using battalion tactical groups, an organizational structure scheme of NGU typical battalion tactical group is proposed, which takes into account the specifics of the implementation of the relevant NGU units. After analyzing the typical training plan of NGU battalion tactical groups, a number of weaknesses were revealed, which were taken into account when justifying the recommended improved training plan. Such an approach to training will further improve the performance by National Guard of Ukraine battalion tactical groups of tasks to ensure national security under the martial law legal regime, because the level of training and preparedness of personnel depends on the degree of performance of the assigned task, the preservation of personnel and weapons and vehicles.

AbstractThe Pan-American Games are considered to be the fourth most important international athletic event in the world. Hosted by the city of Santo Domingo, Dominican Republic, the XIV Pan-American Games lasted from 11–17 August 2003. In preparation for the Games, the Security Directorate developed and deployed a Weapons of Mass Destruction (WMD) Unit. For operational support, two strike teams (Alpha and Bravo) were active at any given time. Each team consisted of five members including a team leader, field physician, explosive ordinance disposal (EOD) officer, and two tactical offi-cers. Three hospitals—two military and one civilian—were designated as pri-mary medical centers for the event. With the assistance of the WMD Unit, emergency department staff were trained in the medical management of a WMD event, response protocols for WMD were created, and special decon-tamination areas were designated. Syndromic surveillance was performed by means of direct communications between the hospitals and units, as well as use of an electronic, Web-based surveillance tool.

Based on the review of legislation and other scientific sources, the results of the generalization of investigative and judicial practice, the legal and organizational principles of search in criminal proceedings in the investigation of crimes against public security are studied. The study used both general scientific methods to determine certain legal categories that characterize the search in the investigation of crimes against public safety, and special methods. It is based that the conditions of search in the criminal process in the investigation of crimes such as the creation of a criminal organization, assistance to members of criminal organizations and cover-up of their criminal activities, banditry, terrorist act, illegal handling of weapons, ammunition, or explosives, etc. are generalized and substantiated. It is concluded that the fulfillment of such conditions during registration is established by the Law, which determines the admissibility of the evidence obtained in the subsequent investigation. The faculties of the researcher and the employees of the operating units are highlighted, as well as the algorithm of their actions during the start and realization of the search. The procedural procedure for carrying out a search in the investigation of crimes against public security was considered.

January 1, 2024 marked the 70th anniversary of the birth of the former head of the organization and tactics of the medical service of the fleet (with a course of tactics and combat weapons of the fleet) department of the S.M. Kirov Military Medical Academy, effective director for modern topics of the Federal State Budgetary Institution Research Institute of Industrial and Marine Medicine FMBA of Russia, candidate of medical sciences, associate professor Oleg Konstantinovich Bumay (1954–2022). O.K. Bumay was born in the village of Bogudenka, Belarus. He was alumnus the faculty of training doctors for the Navy of the S.M. Kirov Military Medical Academy. After graduating from the academy in 1977, for a decade he provided and organized medical support for nuclear submarines as the head of the ship’s medical service, the cheef of medical a submarine forces in the Northern Fleet, and subsequently served as a senior medical officer in the Baltic Fleet. Over the course of two decades, O.K. Bumay was associated with the organization and tactics of the naval medical service (with a course of tactics and combat weapons of the fleet) department of S.M. Kirov Military Medical Academy. In 1991, he entered the adjunct program at the department; upon completion of his studies, he was appointed as a teacher, subsequently as a senior teacher, and since 2009 — deputy head of the department. He received the rank of Philosophy doctor of Medical Sciences (1994), associate professor (1998). After leaving the Armed Forces of the Russian Federation in 2007, he continued his career as deputy director for special topics at the Federal State Budgetary Institution Research Institute of Industrial and Marine Medicine of the Federal Medical and Biological Agency of Russia. O.K. Bumay developed origins medical support system for the domestic nuclear submarine fleet. Was appointed on the post the head of the ship’s medical service and after that officer of the command-and-control body of an operational-tactical formation. Throughout their career he left a multifaceted scientific and practical legacy, which is used by new generations of naval doctors.

The term “tactical medicine” can be defined in more than one way, but in the nonmilitary setting the term tactical emergency medical services (TEMS) is often used to denote medical support operations for law enforcement. In supporting operations involving groups such as special weapons and tactics (SWAT) teams, TEMS entail executing triage, diagnosis, stabilization, and evacuation decision-making in challenging settings. Ultrasound, now well entrenched as a part of trauma evaluation in the hospital setting, has been investigated in the prehospital arena and may have utility in TEMS. This paper addresses potential use of US in the tactical environment, with emphasis on the lessons of recent years’ literature. Possible uses of US are discussed, in terms of both specific clinical applications and also with respect to informing triage and related decision making.

This article aims to understand the military strategy of the Chinese Communist Party more clearly by clarifying its achievements and limitations through a study on the military construction in the early days of the Communist Party of China. The CCP pursued a revolution through force, but this was impossible without building a strong military. The First United Front(國共合作) provided an opportunity to expand the power of the Chinese Communist Party within the organization of the Nationalist Party and to secure military cadres capable of building military power at the Huangpu Military Academy. Although it was insignificant in terms of taking over the overall military power, the First United Front gave the CCP an opportunity to develop into a revolutionary force by independently possessing an army. The Communist Party of China, which experienced several failed armed uprisings, tried to build its own revolutionary army.
The Chinese Communist Party made efforts to normalize the military by reorganizing the military command organization, enacting military regulations, and establishing special military units and military schools. As a result, between 1930 and 1931, the main force of the Red Army increased to 150,000, and the operational capabilities of the Red Army also improved. In terms of doctrine, the Red Army also established basic tactical principles such as the 16-character formula(十六字戰法). In general, it cannot be denied that the Chinese Communist Party’s series of measures and efforts for military construction, which began in 1930, improved the Red Army’s ability to wage war to a certain extent. However, considering that the Red Army did not have the ability to produce even basic weapons on its own, military construction in the early days of the CCP clearly had its limits.

This article focuses on the Russian Federation as a state in between strength and weakness, West and East, a permanent member and a potential outsider. It begins with the Russian decline in power, using as measurable indicators the five dimensions of security promoted by the Copenhagen School of security studies. It continues with Russian foreign policy reconfigured from West to East and with proposals regarding the United Nations reform and the establishment of a new Special Court to sanction the Russian political and military leader’s crime aggression against Ukraine. In the end, the scenario method is a research method. We advance three possible scenarios: the most likely scenario for the Russian state that is based on the Russian state defeat, war reparations imposed and accountability for political and military leaders; the worst-case scenario that involves the tactical nuclear weapons use in Ukraine and an international answer accordingly and the optimistic scenario for the Russian state that involves winning the war, but without international recognition and legitimacy for victory.

Recently, the solution of complex problems of automation of organizational learning systems and the improvement of its individual areas has not always been sufficiently developed. This negatively affects the systematic approach to this problem in the process of training cadets of the institute, and often leads to unreasonably and unjustifiably large expenditures of finances and resources. All the presented problems and factors, in modern conditions, predetermine the special significance of the development of the process of automating the system for organizing the training of a military institute. The formation of a strategic conception for automating the system for training organization of cadets at the Naval Institute implies an increase in the efficiency of the educational process. The article defines ways to solve this issue on the basis of a systematic approach and the use of system diagnostics of automated training systems and training facilities at specific departments of the institute, based on modern weapons, information technologies, special information databases. And also, on the basis of expert assessments, software and technical methods for automating organizational training systems at the departments of the Naval Institute were determined. An opinion was expressed on the solution of interdepartmental disagreements and the creation of an engineering center that unites scientific personnel for the mass production of automated workstations and a software product for computer (complex) simulators of departments.

Purpose – Law enforcement special operations teams (e.g. Special Weapons and Tactics Teams, Swift, HRT, and Strategic Response Teams) are charged with resolving difficult situations that pose a threat to all involved. Recent tragedies strengthen the idea that law enforcement special operations teams play a critical role in the maintenance of public safety. Despite the importance of police special operations teams, there is virtually no empirical research specifically addressing leadership within these teams. The paper aims to discuss these issues. Design/methodology/approach – A review of literature was first conducted, identifying authentic leadership, emotional intelligence, and self-efficacy to deal with potentially life threatening situations as being core concepts underlying effective leadership in law enforcement special operations teams. The Authentic Leadership Questionnaire, Trait Emotional Intelligence Questionnaire, and the Crisis Leader Efficacy in Assessing and Deciding Scale were then administered to US local, state, and federal special operations team members and leaders (n=99). Results were analyzed according to formal team roles. Findings – Findings reveal members and leaders differ in regards to scale scores representing relational transparency, moral and ethical, sociability, and disaster self-efficacy. Originality/value – Much research on special operations teams is highly theoretical and does not seek to understand team leadership in a testable manner. This is especially true of the relationships between the formal roles of leaders and members. This study is the first to use established leadership instruments to assess the differences between team members and leaders. It provides a starting point for future research and reinforces the idea that there are identifiable differences between special operations teams and members.

According to the experience of hostilities, including during the JFO (ATO), today much attention is paid by military experts to the development and improvement of optical and optoelectronic devices. This is due to the continuous improvement and development of new generation weapons systems that have improved tactical and technical characteristics, reduces the time spent by objects in the area of detection and damage, reduces the visibility of objects, increases their protection from interference and countermeasures, changes their tactics.
The main advantages of optoelectronic devices are: the secrecy of their use, in contrast to radar and radio equipment, they do not require additional systems of protection against interference; relative simplicity of design, operation and small dimensions; low energy consumption; ecological purity.
The current state of threats to Ukraine's sovereignty and territorial integrity, first of all the ongoing aggression of the Russian Federation, requires the introduction of necessary ways to counter them, improving approaches to the formation of military-technical policy, taking into account the urgent need to update existing weapons and military (special) equipment.
There is a need to create electron-optical transducers or matrix devices of other types that work in the visible and infrared ranges, for night vision devices, and opto-electronic systems for detection (registration) of laser radiation of rangefinders, control systems for homing projectiles, missiles in the optical range spectrum.
The paper describes the areas of improvement of optoelectronic means of surveillance, detection and aiming in order to increase the effectiveness of combat employment of armored weapons. The relevance of the study lies in the need to introduce fundamentally new concepts for the integration of optical and optoelectronic devices.

Abstract This paper examines police militarization in Canada between 2007 and 2017. We contrast media and police accounts of militarization with special weapons and tactics (SWAT) team deployment records disclosed under freedom of information (FOI) law. Discourse analysis reveals a series of armoured vehicle purchases has been justified by police claims about the danger faced by police officers, and the need to keep police officers and the public safe. Media and police accounts thus suggest militarization is limited. However, our FOI research shows planned and unplanned deployment of SWAT teams have risen in major Canadian cities and are higher in some cases than those reported by Kraska on public police militarization in the USA. After revealing this juxtaposition between media rhetoric and the organization and operational reality of police militarization, we reflect on the implications of police militarization in Canada and the challenges that police may face in communications about armoured vehicle purchases as public awareness of SWAT team use rises and police legitimacy is questioned.
