Brisbane's World Expo '88 changed people's lives, and the memories of Expo '88 are revered more than 20 years on from the event itself. We are very much looking forward to celebrating the anniversary of this very special event with the people of Brisbane, and recreating the unique atmosphere and sense of wonder that Expo '88 created in Brisbane. (Malcolm Snow, South Bank Corporation CEO, in Hoey 2008a)World Expo ‘88, also widely known as ‘Expo '88’ and locally simply as ‘Expo’, was held in Brisbane from April to October 1988, as a key event of the national Bicentennial celebrations commemorating the 200 years of European settlement of Australia. Other major components of the Bicentennial year – such as the symbolic re-enactment of the voyage of the First Fleet that culminated in the Parade of Tall Ships sailing into Sydney Harbour on Australia Day – together with other significant national events such as the 1956 and 2000 Olympic Games, have generated historically focused interest, which has been manifested and disseminated in the usual way in articles, books and museum exhibitions. Brisbane's World Expo '88, however, appears to be one of the few Australian so-called ‘signature’ events that has also generated its own long-lived series of commemorative memorials and festivals.

Abstract The use of recycled products largely depends on the existence of viable end markets. In Australia, state regulations have a pivotal role in creating and stimulating the market for recycled construction and demolition (C&D) waste products. Hence, this study aims to identify regulatory barriers and enablers affecting C&D waste end markets. This study employed a qualitative research approach to understand the effectiveness of the current C&D waste regulations. The data collection concerned a series of interviews with C&D waste experts across five Australian states (i.e., Victoria, New South Wales, Western Australia, Queensland and South Australia). Overall, 27 interviewees were recruited from various stakeholder groups (e.g., recycling, government, construction, consultation & manufacturing). The findings provide an insight into the primary factors affecting market development for recycled C&D waste materials. A series of reforms are proposed to improve the current regulatory framework. They aim to address issues around recycled C&D waste uptake in construction projects. The research contributes to the body of knowledge in the field of built environment and design by providing first-hand information about regulatory mechanisms involved in utilising recycled products. Policymakers and authorities can use the results to devise advanced regulations that provide a level playing field for all parties involved in C&D waste management in Australia and other countries with similar contextual conditions.

Compliance with legislation has been highlighted as a factor influencing the reluctance of small and medium sized enterprises to take on new employees. With the objective of determining factors influencing smaller firms in their employment decisions, mailed questionnaires were used to survey small to medium manufacturing businesses in the Australian States of Victoria and New South Wales. Significant critical factors and deterrents to further employment were identified.

Main sources for this bibliography were the 2001 editions of various databases such as the Australian Public Affairs Information Service (APAIS), Chemical Abstracts and Medline Express. In addition, issues of a number of Australian journals published in 2001 were scanned, and readers of the bibliography sent information about relevant items to the compiler. Most items included were published in 2001, but a number of earlier publications were also found which it was thought should be included. The scope of the bibliography is limited to material on the history of the natural sciences (mathematics, physical sciences, earth sciences and biological sciences), some of the applied sciences (including medical and health sciences, agriculture, manufacturing and engineering), and human sciences (psychology, anthropology and sociology). Biographical material on practitioners in these sciences is also of interest. The compiler would like to thank those people who sent items or information about items published during 2001 for inclusion in the bibliography. It would again be appreciated if he could be notified about other items dealing with the history of science in Australasia, the South West Pacific area and Antarctica published during 2001, but have been omitted. In the State of New South Wales (NSW), Australia, the prosecution in criminal proceedings is seeking deterrence punishment for offenders manufacturing 3,4-methylenedioxyamphetamine (MDA) from the precursor helional via the ‘Two Dogs’ method (TDM). The reason given by the prosecution is a presumption that the TDM does not use any unrestricted chemicals in the synthesis of MDA. A comprehensive literature search was conducted. The relevant law was searched to fact-check the assertion of the prosecution. It was found that the prosecution was incorrect. Intermediate precursors of the TDM are restricted in NSW. However, the starting precursor helional remains unscheduled in NSW, yet helional is scheduled in some other Australian States. The prosecution’s position may play a significant factor in the sentencing proceedings of offenders. Therefore, as a matter of urgency, the prosecution must review and update its position and its submissions, keeping with the factual position in relation to the legal provisions of precursors used in the TDM.

IntroductionChimeric antigen receptor (CAR) T-cell therapy is offered as a once-only treatment for patients with certain cancers that are not responsive to standard treatment. While clinicians, patients and their families increasingly seek access to CAR T-cell therapy, there is no revenue stream to support access through public or private health systems.MethodsThe New South Wales (NSW) Ministry of Health and Victorian Department of Health and Human Services oversighted a health technology assessment (HTA) to explore the status and geography of regulatory frameworks supporting delivery of CAR T-cell therapy, evidence for the safety, efficacy and cost, clinical trials conducted or underway and manufacturing aspects.ResultsCAR T-cell therapies are approved in the European Union and United States of America, and being considered in Australia, Canada, China and Japan. Efficacy, safety and cost-effectiveness is limited by the size and single-arm design of early stage trials and variation between them. While overall response ranges from 36–93 percent, early results for some cancers are less favorable. Durability of treatment effect is unknown, adverse events are common and can be life-threatening and risk of delayed onset toxicity remains unknown. Treatment requires access to approved manufacturing facilities (none in Australia) and specialist clinical staff.ConclusionsCAR T-cell therapy is promising and demand is increasing, but the limited safety profile and evidence base should mitigate policy and investment decisions. Broader consideration should be given to developing, or identifying access to, manufacturing and clinical workforce capability and capacity to meet national demand. Australia is likely to encounter similar issues in other jurisdictions, such as limited evidence base and complex safety issues. Factors to be considered on a local and national basis for assessment and implementation include: (i) Regulatory support for industry; (ii) Strategies to manage uncertainties in long-term risks, benefits and costs; (iii) Access to accredited manufacturing facilities; (iv) Developing clinical and manufacturing workforce capability and capacity.

This study examines the changing patterns and direction of trade between Association of South- East Asian Nations (ASEAN), Australia and New Zealand in the context of the ASEAN-Australia-New Zealand Free Trade Area/Agreement (AANZFTA) signed in 2010. It investigates the extent of ASEAN’s intra-industry trade with Australia and New Zealand at the 3-digit disaggregated SITC level for the period 1990 to 2014. The study includes an analysis of intra-industry trade indices of trade intensities, the marginal intra-industry trade and the econometric model to identify the determinants of intra-industry trade. The results show that trade in general has increased and intra-industry trade between ASEAN-Australia increased specifically in manufacturing. New Zealand has developed intra-industry trade in both the manufacturing and agriculture sectors. Marginal intra- industry results suggest that some industries transforming from inter-industry trade patterns to intra-industry trade. The results of regression analysis provide some support to the thesis that increase in IIT comes naturally with high average incomes of trade partners and large average market size. As a country’s level of income goes up and its standard of living rise, its citizens tend demand and consume more high quality differentiated products, leading to higher levels of intra-industry trade. This study differs from the existing literature in terms of its scope, methods and policy perspectives. The findings have policy relevance for the ongoing negotiations for a regional comprehensive economic partnership with ASEAN 10, India, China, Japan, Australia and New Zealand. It is reasonable to suggest that intra-industry trade be given due consideration in ongoing regional and bilateral trade negotiations for potential mutual gains from trade for a sustainable regional economic growth.

This paper initially investigates the rate of development and subsequent implementation of structured quality management systems (e.g. ISO 9000, EFQM, etc.) within small- to medium-sized enterprises (SMEs) in South Wales. While the effective implementation of quality systems in SMEs is seen as a major priority to the supply chain and quality professionals alike [1], the implementation of formal quality systems within SMEs in South Wales is still very low. The common reasons of high cost, high effort and limited effectiveness are given by SMEs for the poor implementation rate, but a wider set of arguments that go beyond these issues are presented. This naturally raises the question as to whether it is at all possible to implement such formal systems within SMEs, or whether there is a need to develop an effective model specifically for small-to-medium manufacturing enterprises. The findings from a survey of some 500 manufacturing-based SMEs in South Wales are used alongside comparative studies conducted by academics in the United States, Sweden, Australia and New Zealand into SME activities in order to provide a broader explanation for the poor implementation level of quality management systems. The paper then goes on to developing a conceptual framework for the development of a specific SME quality model.

Following the experience of the Vietnam War, and in keeping with NATO military trends of the time, Australia began the search for a rifle chambered for a small- calibre, high-velocity cartridge in the 1980s. In 1988, Australia’s bicentenary year, the Austrian Steyr AUG was adopted as the F88 ‘Austeyr’. Manufactured domestically in Lithgow, New South Wales, the F88 went on receive a series of modifications under three distinct upgrade programmes, before being reconceived as the Enhanced F88 (EF88) from 2009 onwards. Now produced by Thales Australia, this latest iteration of the Austrian bullpup continues to serve the ADF around the world. In tracing the development history of what will soon be Australia’s longest-serving family of domestically produced rifles, the author outlines the challenges of maintaining a robust national manufacturing capability for small arms, and highlights solutions undertaken by Defence, industry, and other stakeholders.

This chapter describes research in innovation in smaller SME firms in Southern Queensland, Australia. The industries selected for this study were micro manufacturing in the Darling Downs Region and domestic building constructions in South East Queensland. Results of this research and its implications for innovation in the SME industry sector are discussed. While the firms studied, and the research methodology used, were quite different in each case, it was found that there were common factors that aided and inhibited innovation in each industry. These factors have implications for SME firms in other industries. Suggestions are made in the chapter with respect to the ongoing facilitation of innovation in such firms.

Using data supplied by the WorkCover Authority of New South Wales, Australia which were contained in claims data bases for workers' compensation claimants within the health, manufacturing and retail industries who had made claims between 1.7.91 and 31.12.92, and in case closure records for workers within this study population who had been referred to accredited rehabilitation providers, this study examined referral patterns to accredited rehabilitation providers in the Newcastle/Hunter regions of New South Wales, and outcomes of service. The results indicated that there were referral biases in the types of workers' compensation clients referred to rehabilitation providers and a further bias in the patterns of referral to individual providers. It was argued that this two tier referral bias may impact upon outcomes of rehabilitation provider service and studies which examine the efficacy of rehabilitation in reducing time lost and in return to work outcomes will need to take account of these factors.

PurposeThe study analyses collaborative practice in offsite manufacturing (OSM) housing supply chains, focusing specifically on supply chains driven by small and medium enterprises (SMEs). The study’s analysis builds on previous work where we argued that collaboration in OSM housing construction comprises nine elements. In this study, the authors demonstrate empirically that SMEs enact these collaborative practice elements in distinct ways, foregrounding key elements over others. One core model and two sub-models of collaboration emerge from our two case studies.Design/methodology/approachThe study analyses two SME-driven supply chains using qualitative case study techniques. Data were gathered through 12 semi-structured interviews conducted in two housing construction supply chains: one in South Australia, Australia, and another in Tasmania, Australia.FindingsA comparative case study of SMEs shows that collaboration in OSM supply chains has a number of common elements, including a champion for innovation, investment in long-term relationships, resourceful use of limited assets and physical co-location. However, SMEs can also enact these elements through a range of diverging collaborative strategies that can be distilled into different models: stable relationality and dynamic innovation.Originality/valueFindings provide a compelling empirical basis for arguing that SMEs can successfully lead OSM supply chains if key collaborative practice elements are strategically mobilised in ways that are suited to their strengths and limitations. The study therefore interrogates the widely held and often limiting assumption that OSM can only be driven by large organisations with access to capital assets, capacity to invest and undisputed bargaining power.

This article is a review of the main methods and approaches used in regulation of cell therapy products in the United States of America, Canada, European Union, Australia, Japan and South Korea. Intensive developments of scientific and technological aspects in stem cell and tissue engineering have led to the wide use of human cells and tissues for the treatment of various diseases and injuries of organs and tissues. Drug regulatory agencies of different countries are working on implementation of a risk-based legal framework with some common features. In many countries there is a multilevel control system that assures quality and safety of used cell products. Competent authorities establish strict requirements both to safety of the products and to the implemented standards of good laboratory, manufacturing, clinical and tissue practices.

The United Nations Framework on Climate Change (UNFCCC) took effect as a treaty in 1994 to promote international cooperation in the fight against global warming. Currently, nearly 190 countries are signatories of the UNFCCC, which has had successive additions as the Kyoto Protocol (1997). In 1995, the Climate Technology Initiative was established within the UNFCCC to encourage international cooperation in the accelerated development and diffusion of environmentally Sound Technologies - EST. Such technologies are also capable of protection provided by patents, and this kind of protection is a valuable tool for the industrial production inventions to become a worthwhile investment, contributing to economic development. Many patent applications claim advantages relative to efficiency, waste reduction, or even the costs of operation/manufacturing. However, the difficulty of accurately distinguishing the EST’s technologies among others, which are those that only claim environmental benefits, compared to those who actually have a higher potential to promote a more positive impact on the environment directed. This study aims to report some performance initiatives in relations between technologies, focusing on the so-called “GREEN”, and the effects of climate change. Some initiatives have already been started in countries such as Australia, Canada, United States, United Kingdom, Spain, Japan, South Korea and Israel. These nations are constituted in the form of their industrial property offices, as entities that have implemented regulations regarding the patentability of requests for green technologies or EST’s such requests are known as “green patents” applications. In this context, it is highlighted that the definition of “green patents” differs from country to country and this leads to greater uncertainty in this designation, with the codes of the International Patent Classification (IPC) should be prioritized. This study observed that, in the case of South Korea, green patents are technologies classified in accordance with the interests of the Government, or, according to designations of environmental laws. Moreover, it still shows that South Korea, Australia, United States, Japan, Israel already have programs to promote accelerated examination of “green patents” applications with different criteria.

About 0.3 million t/year of composted garden organics (CGO) including mulches and soil conditioners are produced annually in New South Wales, Australia, although only a small proportion of this material (<4%) is used in agriculture. A lack of information on product characteristics and agronomic performance has limited the development of agricultural markets for CGO products. These CGO products are the coarse and fine fractions separated by screening after composting. This paper presents the results of a survey of CGO mulches and soil conditioners (unblended or blended with a mixture of other organic materials including biosolids, animal manures and paper), which are commercially produced in the metropolitan areas of New South Wales and assesses their agronomic and soil amendment values in terms of chemical and biological properties. It also evaluates the short-term effects of applying increasing rates (0, 25, 50 and 100 t/ha) of selected composted soil conditioners on radish growth in a pot experiment. The mulch products had low nutrient concentrations but had high carbon (C) contents (mean C = 45%) and C/Nitrogen (N) ratios (mean C/N = 72) and are most suitable for use as surface mulch. The unblended soil conditioners were low in nutrients, particularly N (average total N = 1.0%, range 0.9–12%), and had lower and variable C contents. The pot trial results indicated lack of growth response of radish at application rates up to 100 t/ha of unblended soil conditioners from garden organics. The blended soil conditioners were more variable in quality and as confirmed by pot trial results produced highly variable plant responses. The high variability in product quality and performance of the soil conditioners, particularly the blended products might be related to the source and type of blending material as well as the composting conditions used in the manufacturing process. These results highlight the need to improve compost quality and consistency and the need for further research to advance understanding of the benefits using CGO in terms of improving soil quality, crop productivity and net economic returns to growers.

The archaeology of Sulawesi is important for developing an understanding of human dispersal and occupation of central Island Southeast Asia. Through over a century of archaeological work, multiple human populations in the southwestern region of Sulawesi have been identified, the most well-documented being that of the Mid- to Late Holocene ‘Toalean’ technological period. Archaeological models for this period describe a population with a strong cultural identity, subdivided into groups living on the coastal plains around Maros as well as dispersed upland forest dwellers, hunting endemic wildlife with bow-and-arrow technology. It has been proposed that the Toaleans were capable of vast water-crossings, with possible cultural exchange with northern Australia, Java, and Japan. This Toalean paradigm is built almost exclusively on existing interpretations of distinctive Toalean stone and bone artefact technologies, constructed on out-dated 19th and 20th century theory. Moreover, current definitions of Toalean artefact types are inconsistently applied and unsystematic, and the manufacturing sequence has historically been poorly understood. To address these problems in existing artefact models and typologies, we present a clarified typology of the Toalean artefacts of South Sulawesi, and describe the technical aspects of artefact production. This typology provides a tool for standardising research and will facilitate more meaningful assessments of material culture repertoires and more reliable assessment of spatial and temporal changes for the region.

<p>This empirical paper explores trends in innovation activities measured by a countries’ total patent application submission intensity relative to its population, and by analyzing U.S. granted patents data for cohorts of developed countries and developing countries. In addition to tabular and graphical analyses, I use a baseline regression model and a variant model thereof to assess the relative influence of a set of aggregate variables on innovation activities in eight manufacturing industries across two cohorts of countries (developed and developing) where each cohort contains eight individual countries. Eight industries included in this study are: Chemical, Petroleum, electrical and electronics equipment, machinery, pharmaceutical, plastic, computer, and textile. The cohort of developed countries includes Australia, Canada, Czech Republic, France, Italy, Poland, Switzerland, and the United States. The cohort of developing countries includes Brazil, China, India, Malaysia, Mexico, Russia, South Africa, and Turkey. Per regression results, ethnic diversity is a statistically significant positive determinant of innovation for all industry aggregate patent count for both high income and developing countries. Also, per capita electricity usage, R&amp;D expenditure as percent of GDP, and percent of population with internet access are three positive factors of innovation irrespective of industrial subsectors and position of a country in the development echelon. Interestingly, impact of ICT-services export is statistically significant and innovation boosting in developing countries in the cohort relative to countries in the cohort of developed countries. It also appears that trade openness served as a stronger stimulant of innovation activities for developing countries’ but not as much for the cohort of developed or high-income countries. This paper attempts to extend the literature on cross-country comparison of innovation activities by using two measures of innovation activities across developed and developing countries, and by analyzing both aggregate and sector-level data for eight manufacturing industries both graphically and utilizing panel regression models. </p>

During 1931, Alfred Radcliffe-Brown gave a popular talk at Columbia University in New York. He maintained that, unlike in the West, savage societies – a term commonly used at the time – had no criminal class and had succeeded in enforcing conformity to social norms. In this article, I suggest that, despite its defects, the talk highlights central themes in Radcliffe-Brown’s thinking about conformity, social sanctions and the law. Drawing on archival sources and on published material, I show how during fieldwork he observed the brutalities of colonial rule in the Andaman Islands, Western Australia and South Africa. I suggest that a critical awareness of how colonial law served as an ally of conquest forms an important sub-text in Radcliffe-Brown’s writing on the effective manner in which Andaman Islanders maintained social order, Indigenous Australians settled disputes and African courts operated. His comparative, sociological approach, which was implicitly critical of Western societies, was a vital influence in the emergence of law as a topic of anthropological enquiry.

AbstractThe discipline of knowledge management (KM) considers knowledge as potentially the most valuable organisational asset that must be shared among staff and stakeholders and even communities in order to yield considerable returns and benefits. However, in a real-world context, managers in industries such as high technology, manufacturing and finance jealously guard their valuable knowledge and prevent other entities from gaining access to this resource. Open cases of knowledge sharing among stakeholders such as staff, customers, business partners, competitors and the public are rare. Therefore, the philosophical premise of KM — knowledge must be openly shared — is often unrealised. Knowledge of environmental sustainability is a valuable resource for ecotourism operators because they operate in natural environments such as the Great Barrier Reef in Australia and Sipadan Marine Park in Malaysia, and depend on the quality of these environments for their ongoing success. This research provides evidence that knowledge dissemination in the form of environmental sustainability knowledge can be openly shared among staff, customers, competitors and the public, thereby linking KM and environmental education. This article provides an interpretivist analysis of knowledge sharing by innovative ecotourism operators in Australia and South East Asia (Malaysia and Thailand). Data were collected through in-depth interviews with 14 executives, field observations and analysis of company documents. Results from this research found that ecotourism managers are passionate believers of environmental sustainability and benevolently share their valuable organisational knowledge and beliefs with all stakeholders.

The effects of supplementing cows' diets with protein and energy on milk composition and the composition and yield of Cheddar cheese were investigated. This research addresses the problems of seasonal reduction in the capacity of cheese curds to expel moisture as observed in parts of south-eastern Australia. Milk was collected from cows offered a basal diet of silage and hay supplemented with different sources and levels of dietary protein and energy. The protein supplements were sunflower, canola, cottonseed meal and lupin, and the energy supplements were maize grain, oats, wheat and barley. This milk was used to manufacture Cheddar cheese on a pilot scale. Cheese moisture content was dependent on the source and level of dietary protein and energy. Milk from cows offered the lupin protein supplements and wheat energy supplements consistently produced cheese with a lower moisture content and moisture in fat-free matter. Milk from these supplemented diets had increased casein concentrations and higher proportions of αs2-casein than milk from the poor quality control diet. Cheese yield was directly related to the total casein concentration of milk, but was not influenced by differences in casein composition. Supplementing the cows' diets increased the inorganic P, Mg and Ca concentrations in milk. A low inorganic P concentration in milk from cows offered the control diet was caused by a low intake of dietary P. These findings showed that changes in the mineral and casein composition of milk, associated with diet, could influence the composition of Cheddar cheese.

Scientifically robust analysis of trade-offs for onshore gas activity can inform the design of strategies for socially acceptable and efficient use of energy resources. Here, we present lessons from a portfolio of research spanning three States and different industry stages conducted as part of the Gas Industry Social and Environmental Research Alliance (GISERA). Considering the effects of onshore gas development on regional economies, an important lesson is to look at net changes, considering decreases as well as increases in economic activity. In Queensland, where competing claims about employment effects were raised in public debates, measuring reduced agricultural employment in addition to increases to the number of jobs in other sectors were crucial to providing a balanced analysis. Another lesson is to take a broad view of economic dimensions beyond employment and income. Our research shifted the public debate when we demonstrated that the construction phase in Queensland improved youth retention, gender balance and skill levels. Another lesson is that economic effects of gas development (positive or negative) can occur before stakeholders expect them. In New South Wales, we observed that the exploration phase had a significant positive effect on income (but not employment). A further lesson is that effects differ between domestic and export markets. Research from South Australia has demonstrated that the potential regional benefits of gas development substantially depend on meeting the energy needs of other local industries such as manufacturing. These lessons can inform public debate and policy settings and help balance different priorities such as energy needs, regional development and environmental sustainability.

Purpose – The purpose of this paper is to understand how and why small to medium enterprises (SMEs) access knowledge from external actors in general and from higher education institutions (HEIs) in particular and what is the extent to which these knowledge access pathways affect SME innovativeness. Design/methodology/approach – The paper involved both quantitative and qualitative approaches: a survey of 1,226 SMEs and a mini case study to follow-up on issues arising from the survey analysis. Survey data were analysed using both non-parametric and multivariate Poisson regression analysis. The case study was based on a medium-sized manufacturing firm in South Australia. Findings – While there are significant differences between the micro-, small- and medium-sized enterprises, the evidence suggests that SMEs generally use “generic” university–industry knowledge transfer pathways (e.g. published research results) rather than university–industry links with high “relational” involvement. More significantly, the results indicate that SMEs are more likely to rely on organisations other than universities and related R&D enterprises for knowledge acquisition like clients/customers or suppliers. While collaboration is most likely to occur within the same state/territory, or Australia, many SMEs also collaborate internationally, usually as part of normal supplier–customer relationships, reinforcing knowledge acquisition from organisationally proximate partners. These findings are also supported by the case study. Research limitations/implications – This research was limited to surveying SMEs in one geographic (metropolitan) region in Australia. It also does not account for the different patterns of HEI–SME interactions in different industry sectors. There is also only one case study. Originality/value – First, the research adds to the few field studies that have investigated accessing knowledge for innovation among SMEs. Specifically, the research contributes to an understanding of the heterogeneous roles that different actors play in facilitating knowledge access for improving innovative SMEs outcomes. Second, the research does not treat all SMEs similarly in terms of size effects but instead accounts for differing SME sizes and how this affects their selection of knowledge access pathways. Third, the research contributes to a small number of studies that attempt to understand how HEIs and SMEs can work better together in the context of a regional innovation system, especially one that is relatively less competitive to the larger economy.

Objective.This study explores the views of senior managers regarding their experience of participating in the Clinical Services Redesign Program (CSRP) in New South Wales and the impact of that Program. Methods.Semi-structured interviews were conducted in 2007 with 42 senior managers working in the NSW health system. Results.Managers reported being increasingly oriented towards efficiency, achieving results and using data to support decision-making. The increased focus on managing performance was accompanied by concerns about the narrowness of the indicators being used to manage performance and how these are applied. The value placed by interviewees on the use of ‘competition’ as a lever for improving services varied. Leadership was repeatedly identified as important for long-term success and sustainability. No one was confident that the CSRP had yet been sufficiently embedded in day to day practice in order for it to keep going on its own. Conclusion.Our findings are generally consistent with the extensive literature on change management, performance management and leadership. Some cultural change has taken place in terms of observed patterns of behaviour but it is unrealistic to think that CSRP can on its own deliver the desired deeper cultural changes in the values and assumptions underpinning the NSW Health system. There is some evidence of dysfunctional aspects of performance management but no call for the focus on performance or redesign to be abandoned. What is known about the topic?There has been growing interest internationally in the potential of industrial process improvement models (such as business process re-engineering, Six Sigma and Lean Manufacturing) to secure sustained improvements in the efficiency of healthcare services. Such approaches are often accompanied by the implementation of a rigorous performance management system. However, overall results in the healthcare sector have been mixed with outcomes sometimes falling short of stated ambitions. To date, in-depth research into the use of such approaches and systems in Australia has been limited. What does this paper add?This paper reports on research in New South Wales to evaluate one such approach: the 3-year Clinical Services Redesign Program that aims to achieve transformational, sustainable, system-wide change by ‘undertaking deep seated structural and cultural reform of traditional work practices’. The original CSRP business case envisaged a radical – rather than incremental – approach to system change, in keeping with a ‘re-engineering’ ethos. The qualitative findings presented here are based on interviews in 2007 with 42 senior health managers working at different levels of the health system. These interviews explored the experience of participating in the CSRP and elicited views as to the perceived impact of the Program from a managerial perspective. The findings are related to theories of system level change and compared with the emerging evidence-base relating to large-scale improvement strategies in healthcare. What are the implications for practitioners?Managers support the principle of managing performance by setting targets, with concerns primarily about the narrow focus of the selected targets, how the targets are applied locally and the nature of their central monitoring. Targets need to be well defined and measure the processes and outcomes that really matter. The principle of linking performance with service redesign was also supported. However, interviewees did not believe that changing culture to achieve sustainable change could be brought about by a single centrally-led change program. Significantly, leadership was seen as a critical factor in improving performance but needs to be considered within a broad framework (i.e. a system of leadership) that relies on more than just the attributes of individuals. Finally, management development should not be overlooked, or seen as less important than leadership development. Improvement projects frequently fail in implementation and this is as much a management issue as a leadership issue.

Purpose: the main purpose of this article is to analyze the main trends and directions of development of industrial robots, as well as the problems associated with their distribution. To achieve these goals, the following tasks were solved: analysis of the dynamics of the stock of industrial robots, the structure of the stock of robots by region (Europe, America, Asia / Australia), as well as the annual volumes and structure of world sales of robots by key industries; analysis of the main tasks of industrial robots, performed by them in these industries, and the directions of their use; analyze the dynamics of the robot fleet by industry in different countries (Japan, USA, South Korea, China, Germany, etc.); analysis of indicators and problems of using industrial robots in Russia.Methods: the research methodology consists in a comparative analysis of the use of industrial robots in different industries (automotive, food, chemical, electronic, etc.) based on statistical data by country. A systematic approach, tabular and graphical interpretation of information was applied, analysis of the dynamics of the levels of the time series, the calculation of growth indices of indicators.Results: the analysis showed that the use of industrial robots reduces injuries at the workplace, production costs and improves the quality of the final product, productivity, flexibility and safety, which contributes to a significant increase in their use in both developed and developing countries.Conclusions and Relevance: recently, robotization has become available even in non-industrial countries. The introduction of robotization into production processes increases the competitiveness of the economy. The acceleration of digitalization and automation, as well as the ease of use of industrial robots, are driving their proliferation. In Russia, the wider use of industrial robots, the development of the industrial Internet of things and the implementation of digitalization are possible only on the basis of the restoration and further development of mechanical engineering, electronic and other manufacturing industries.

The paper present result of research concerning the problems of handling electronic and electrical waste that households produce at home and analysed the main problems associated with this issue in Ukraine and in the world. The object of the study was telephones (ukrainians use 53.6 million mobile communication devices), refrigerators, washing machines and TVs. The production of electrical and electronic equipment is one of the fastest growing global manufacturing activities. This development has resulted in an increase of waste electric and electronic equipment which constitute a risk to the environment and sustainable economic growth. Recycling of electronic and electrical waste is very expensive. There is a problem with electronic and electrical waste in Ukraine. To accumulate in the soil or to burn these waste is harmful. Every year on our planet about 50 million tons of electronic waste are generated. It was established that 53% of the interviewed students changed 1 phone in the last three years, 24% – 2 phones and 7% – more than 3. Students wanted a new phone. Most of the phones are at home, and the rest were given to their relatives or thrown into the trash. Ukrainians replace refrigerators, TVs and washing machines less often. Most Ukrainians change refrigerators. The largest amount of electronic waste is produced in Australia, New Zealand and Oceania (17.3 kg per inhabitant), in Europe – 16.6 kg per inhabitant and 11.6 kg waste per inhabitant of North and South America. In Japan, Norway, the Netherlands, Germany, Sweden and Poland, the process of disposal of used home appliances is well organized. However, economically developed countries utilize only part of the waste in their territory, while the rest are exported to landfills in Pakistan, Vietnam, Nigeria. The world's largest dump of electronic and electrical waste is in Ghana. To address potential environmental problems that could stem from improper management of WEEE, many countries and organizations have drafted national legislation to improve the reuse, recycling and other forms of material recovery from WEEE to reduce the amount and types of materials disposed in landfills.

The size and diversity of Asia, however, makes it a very difficult entity to define: The Asia TEFL conference included delegates from Israel and Iran, and two of the books under review here, Braj Kachru's Asian Englishes: Beyond the canon (AEBC) and Yamuna Kachru & Cecil Nelson's World Englishes in Asian contexts (WEAC), include (with identical maps) Australia and New Zealand. In some ways, the idea of Asia is defined by what it is not: Europe and North America. It is also not, of course, South America or Africa, though with WEAC containing a chapter on African Englishes (as well as African American Vernacular English, or AAVE), it seems as if they might be allowed in. It is clear nevertheless that various notions of Asia – as an economic zone, as a cultural entity, and as a user of a type or types of English – are widely used. We need to take the notion of Asia and Asian English(es) seriously, if only to try to understand what is meant by Braj Kachru's explanation that AEBC is “essentially about the Asianness in Asian Englishes and their gradual, yet marked, distinctiveness” (p. xv).

Purpose – This article, a “Q&A interview” conducted by Joanne Pransky of Industrial Robot Journal, aims to impart the combined technological, business, and personal experience of a prominent, robotic industry engineer-turned entrepreneur regarding the evolution, commercialization, and challenges of bringing a technological invention to market. Design/methodology/approach – The interviewee is Dr Rodney Brooks, the Panasonic Professor of Robotics (emeritus), Massachusetts Institute of Technology (MIT), Computer Science and Artificial Intelligence Lab; Founder, Chief Technical Officer (CTO) and Chairman of Rethink Robotics. Dr Brooks shares some of his underlying principles in technology, academia and business, as well as past and future challenges. Findings – Dr Brooks received degrees in pure mathematics from the Flinders University of South Australia and a PhD in computer science from Stanford University in 1981. He held research positions at Carnegie Mellon University and MIT, and a faculty position at Stanford before joining the faculty of MIT in 1984. He is also a Founder, Board Member and former CTO (1991-2008) of iRobot Corp (Nasdaq: IRBT). Dr Brooks is the former Director (1997-2007) of the MIT Artificial Intelligence Laboratory and then the MIT Computer Science & Artificial Intelligence Laboratory. He founded Rethink Robotics (formerly Heartland Robotics) in 2008. Originality/value – While at MIT, in 1988, Dr Brooks built Genghis, a hexapodal walker, designed for space exploration (which was on display for ten years in the Smithsonian National Air and Space Museum in Washington, D.C.). Genghis was one of the first robots that utilized Brooks’ pioneering subsumption architecture. Dr Brooks’ revolutionary behavior-based approach underlies the autonomous robots of iRobot, which has sold more than 12 million home robots worldwide, and has deployed more than 5,000 defense and security robots; and Rethink Robotics’ Baxter, the world’s first interactive production robot. Dr Brooks has won the Computers and Thought Award at the 1991 International Joint Conference on Artificial Intelligence, the 2008 IEEE Inaba Technical Award for Innovation Leading to Production, the 2014 Robotics Industry Association’s Engelberger Robotics Award for Leadership and the 2015 IEEE Robotics and Automation Award.

This article views section 4 of the Patents Act 57 of 1978 against section 25 of the Constitution of the Republic of South Africa, 1996 and Article 31 of the Agreement on Trade-Related Aspects of Intellectual Property Rights of 1994 (hereafter TRIPS). The purpose is to find a suitable framework for the state/government use/utilisation of patented products or processes for public purposes. A comparison is done with the Crown use provisions in United Kingdom, Australian and Canadian law to find a suitable approach to questions relating to remuneration for state use, the prior negotiations requirement set by Article 31 of TRIPS, and the public purposes and exclusive patent rights that would be included under state use. The COVID-19 international pandemic has caused a state of national disaster in South Africa, which is exactly the kind of situation of extreme urgency envisioned by the exception in Article 31 of TRIPS, which permits the state use of patents without requiring prior negotiations with the patent owner. In the battle against COVID-19 and its concomitant fallout, the South African government (and authorised private parties) would be permitted to utilise patent rights without explicit authorisation from the patent owner and without prior negotiations, but subject to the payment of reasonable remuneration by the government and other terms and conditions as agreed upon or as determined by a court. This may include making (manufacturing), using, exercising, and importing patented products (for example, personal protective equipment, pharmaceuticals, ventilators and diagnostic tests) deemed necessary in the fight against COVID-19. Foreign jurisdictions considered in this article indicate that section 4 of the Patents Act 57 of 1978 may certainly benefit from an update to provide detailed guidance on the state use of patented products or processes for public purposes. In the interest of a timeous offensive against the COVID-19 virus, the patent provisions need a speedy update to allow state use compliant with TRIPS and the Constitution of the Republic of South Africa, 1996.

Methods. We conducted a questionnaire survey and compared the following aspects: overall ASMF/DMF procedures, submission requirements for ASMFs/DMFs, assessment processes for ASMFs/DMFs, the technical requirements for active pharmaceutical ingredients (APIs), generation of assessment reports for ASMFs/DMFs, procedures for changing ASMF/DMF details, and Good Manufacturing Practice (GMP) inspection/certification of API manufacturers. Twelve organizations participated in this project: the Brazilian Health Surveillance Agency (Anvisa), the European Union (EU), Health Canada (HC), the Singapore Health Sciences Authority (HSA), the South African Medicines Control Council (MCC), the South Korean Ministry of Food and Drug Safety (MFDS), the Japanese Pharmaceuticals and Medical Devices Agency (PMDA), the Swiss Agency for Therapeutic Products (Swissmedic), the Taiwan Food and Drug Administration (TFDA), the Australian Therapeutic Goods Administration (TGA), the European Directorate for the Quality of Medicines & HealthCare (EDQM) (Observer) and the Prequalification Team (PQT) of the World Health Organization (WHO), which includes the PQT–Medicines (Observer). Results. Although there were many similarities among the participating agencies surveyed, there were also differences that should be discussed such as assessment processes of ASMFs/DMFs and Technical requirements for APIs. The purpose of this paper is to compare and contrast the different aircraft procurement policies of the Canadian, Australian and South Africa air forces in the formative years of the industry in each country between the world wars. In doing so, it will highlight some of the strengths and weaknesses exhibited by the different approaches taken by the three governments attempting to build up aircraft manufacturing in the inter-war period (1918–39). Before 1938, the Australian and South African governments made no attempt to attract investment by British and American aircraft manufacturers, the opposite of what Canadian Government did; as a result, the industry was less developed in the former two countries when the Second World War broke out.

Titanium’s strength-to-density ratio, corrosion resistance and high thermal compatibility makes it the perfect metal for aerospace. Titanium is for instance used for the structural airframe, seat tracks, engine components and landing gear of aircraft. The Boeing 787 that had its test flight in 2009 is one of the latest aircraft designs that incorporates a substantially higher percentage of parts manufactured from titanium due to the weight benefit. Titanium’s extensive use in aerospace applications ensures that the aerospace market is the main driver of titanium metal demand. South Africa is the second largest titanium producer in the world after Australia. The abundance of titanium in South Africa together with the growing demand has led it to be identified as a beneficiation priority in a collaborative government initiative, called Titanium Beneficiation Initiative (TBI). The purpose of this paper is to develop a supply chain model for the anticipated South African titanium component manufacturing industry.
