Burnout is a common occurrence for many healthcare social workers, though little academic literature addresses the impacts of the organizational environment on burnout among healthcare social workers. The purpose of this correlational study was to evaluate what organizational factors predict burnout in the healthcare environment while considering sociodemographic and organizational factors. An adaptation of Maslach's multidimensional theory of burnout served as the framework for this study. Surveys were distributed to members of the National Association of Social Workers who are employed in healthcare environments, resulting in a sample size of 237 useable responses. A multiple linear regression statistical analysis indicated that workload, reward, values, and level of care predicted emotional exhaustion, and therefore the potential for burnout (p < .001). Findings were consistent with the theoretical framework employed. Policy implications include the need for healthcare environments to develop standard operating procedures to address organizational barriers for social workers that contribute to social workers burnout. Implications for social change include an identified need to address burnout through healthcare organizations, professional associations, and academia using education, intervention, and policy.

Purpose: To explore the variables associated with the adaptation of social worker to the role of social entrepreneur. Literature: Literature on the conflict inherent in institutional logics in hybrid organisations mostly focuses on the organisation level. The current research fills a gap in the literature by studying the conflict within the individual and identifying problematic competencies. Educators in SE programs can then design the curriculum to address these competencies. Method: The financial performance of the social enterprise (SE) is used as an indicator of the adaptation. A quantitative survey was conducted among 42 social enterprise managers. Findings: Years of SE experience and supportiveness for the practice of dismissing employees were associated with the adaptation. Moreover, the pace of adaptation slowed around the end of the third year of SE experience. In those novice participants with less than three years of SE experience, both the year of SE experience and leadership skills were associated with the adaptation. In those experienced participants with three or more years of experience, only their supportiveness for the practice of reviewing productivity was associated with the adaptation. Finally, when comparing the novice group and the experienced group, the mean of the leading skills changed significantly, but no significant change was found in the level of support for the three practices of dismissing employees, leadership skills, and reviewing productivity. Research limitations: The association of these four variables (years of SE experience, dismissing employees, leadership skills, and reviewing productivity) with the adaptation to the role of social entrepreneur may not be generalized to situations outside Hong Kong.

This research was conducted to study the beliefs about fatherhood among social workers. Data for this project were gathered through separate interviews which were conducted using a sample of five individual social workers that worked with children and families. The participants were asked a series of questions regarding their beliefs about fatherhood. Ultimately, this study found that social workers believe that fathers are important and can contribute to their children’s lives in a healthy manner through emotional, educational, and financial support. The results from this study suggest that fathers play an important role in their children’s lives and greatly contribute to their emotional, mental, financial, educational, health, and overall well being. This study also suggests that though fathers are held in high regard by the social workers in this research study, there is still a pressing need for resources and programs for fathers that support the father/child relationship. Finally, suggestions for future study include the need for quality programs focused on the needs of fathers, training for staff to involve and engage fathers, and to identify the barriers obstructing father involvement.

The purpose of this study was to compare the attitudes of medical social workers (MSWS) and mental health social workers (MHSWs) toward mental illness. The sample consisted of 87 subjects, 56 MSWs and 31 NHSWs. The instrument utilized was the Opinions About Mental Illness Scale which measured five attitudinal factors: Authoritarianism, Benevolence, Mental Hygiene Ideology, Social Restrictiveness and Interpersonal Etiology. Data was analyzed, using Pearson’s r. No significant differences were found on the Authoritarianism dimension. However, MSWs scored higher on Benevolence, Mental Hygiene Ideology, Social Restrictiveness, and Interpersonal Etiology as compared to MHSWs. One of the most significant implications was that the clinical environment should be less physically and socially restrictive so that the patient would not feel as though s/he was in prison and had committed a crime.

This study examined how the experienced social workers continued to learn as professionals in the context of Japanese social work. The findings have suggested that the challenges and struggles they confronted were closely related to their professional ways of being. We cannot understand their learning unless we set each person’s learning experiences in the context of their way of being a social worker. They saw their learning as something about changes in their understanding in varying ways. Though those perspective changes in learning varied widely depending on their learning situation, three components of professional learning have been identified: Experience; Opportunity; and Reflection. Experience describes how professional learning involves the interconnection of cumulative background experiences they had, which can include both within their professional work and outside. What counts as a learning Opportunity can vary considerably according to them. It makes good sense to treat learning opportunities not as a distinct one but as a unified entity. Reflection involves them seeing practice from different perspectives, in that their taken-for-granted assumption is challenged, which may lead to new possibilities that can make their practice different in their working context. These three components are not entirely distinct from each other, but inextricably interwoven. The findings reveal that there is the significant gap between what the social workers value in learning and what is expected from their organizations, professional associations, and universities in today’s uncertain working environments, in which they are required to ensure increased professional accountability for their performance with measurable standards. In the gap, voices of social workers have been underrepresented in the discourse of professional development. To share awareness of diverse and complex learning as experienced by social workers can be a first step in making a difference to professional learning in the context of Japanese social work.

Hospital social work in Australia appears to be undergoing a crisis of identity. The current socioeconomic context of economic rationalism and managerialism is not always compatible with social work values and social workers working in hospitals talk about feeling threatened, despite evidence of numerical growth comparable to other professions. In this study I interviewed five social workers who were practising in hospitals. The method used was the Long Interview which allows the responders freedom to express their thoughts while providing a common framework for all the interviews. Using grounded theory methodology I distilled their common understandings about what it meant to be a social worker and to do social work in a hospital. Using a theoretical framework of critical theory I also examined how the hospital setting influenced these social workers perception themselves and their work. Overall the results were positive. The social workers were insightful and articulate and demonstrated good understanding of their context and how it influenced their practice. They all felt the hospital environment was not supportive of social work but believed they made a positive contribution both to the outcomes for individual patients and for the hospital as an organisation. They all drew strongly on their social work values to confirm their identity so there was a strong common understanding of what being a social worker meant. The ‘doing’ of social work was illustrated by the social workers by the use of bridge metaphors. They identified that they built bridges between patients in the hospital and their lives outside the hospital. As patient advocates they also built bridges between the patient and other staff to help the other staff understand the patient’s perspective. A third bridge between discourses, the dominant discourse of economic rationalism and the quieter discourses about upholding rights was described but not named. The only problematic area for all the social workers was their difficulty in naming the skills and knowledge used in their practice. This is noted as an area for development. Despite acknowledging the contextual difficulties confronting hospital social work, the results of this study showed the social workers interviewed to be confident in all their roles and optimistic about their future.

This thesis investigates the possibilities and forms of subaltern politics through an empirical study of Brazilian domestic workers' mobilisations. Domestic work, often described as a legacy of slavery in Brazil, is characterised by the intersection of gender, race and class matrices of oppression, which makes domestic workers a subaltern group. As a result of their subaltern status and characterisation as 'non-standard' workers they are expected to be harder, or even impossible, to organise and represent. Yet, Brazilian domestic workers have been organising since 1936; they formed their own autonomous trade unions, and won partial recognition in 2015 when the Brazilian Congress approved a law extending basic labour rights to them. Thus, my thesis examines how this subaltern group has been able to organise, and argues that instead of considering subalternity as an impediment to collective action it should be understood as a potential resource for mobilisation. I have identified three paradoxes of subaltern politics. First, I show how the professional identity 'domestic worker' is both necessary for political recognition in the Brazilian corporatist state, but also rejected, as it re-inscribes domestic workers into the raced-gendered power relations they want to challenge. Furthermore, I find that while the intersecting nature of their oppression is what has constructed domestic workers as a subaltern group, it has also enabled the formation of broad-based alliances with women, black and workers' movements, thereby turning subalternity into a resource for collective action. Finally, domestic workers have used their perceived vulnerability to force recognition from the Brazilian state, yet, this has led to a paternalistic mode of recognition and a certain demobilisation of the domestic workers' local unions. As domestic workers gained partial recognition as workers, they were also forced into an industrial relations model that did little to respond to the complex and multi-sided forms of oppressions they face, posing new challenges to their modes of organising.

Social work has not sufficiently addressed positive adolescent sexuality in its scholarship and education. This curriculum utilizes lecture, small and large group discussion, case vignettes, role-play and writing activities to increase social workers’ comfort, knowledge and skills about adolescent sexual well-being. This enhances the ability of social workers to address sexuality among adolescents using a strength-based framework. The curriculum provides implications for social work policy, practice and research.

The study aimed at finding an acceptable, practical definition of "success" in social work practice as perceived by front-line social work practitioners. Two major questions were explored through in-depth interviews and discussions with some 28 experienced social workers coming from different practice teams within Lothian, who volunteered to participate in the study: 1) Whom did they value as a "successful practitioner?" and 2) What did they perceive as a "successful practice?" Two core themes were identified and followed up in the course of discussions, i.e. "Good Practice" versus "Successful Practice", and "Good Practitioner" versus "Successful Practitioner". The respondents happened to be more familiar with the concept of "good practice" since it was part of the social work mandate, and therefore, they believed that a practitioner who is competent in performing in accordance with the agency policy, code of ethics, and within the boundaries of professional standards, and in short, in conducting a "good process" of intervention, is a "good" worker, which they thought was equal to the concept of "successful". It was only after certain brain-storming questions and discussion that a practical definition of "Successful Practice" was grounded, which appeared to be an "Outcome-Oriented" concept. Data analysis supported the proposition that "successful practice" is attained whenever a piece of practice, with or without yielding to the criteria of "good practice" and keeping up with the routine "process" of social work, could reach a planned, desirable end result, namely, a client outcome, or a positive "change" in a client system. In this sense, "success" seemed to be a subjective, mental attitude much related to the workers' values, expectations and personal satisfaction derived from the change they could bring about in their clients' circumstances, while "successful practitioner" was perceived as a good practitioner who 'successfully' establishes good relationships with clients, conducts a good command of social work process, in compliance with the standards, in line with the code of ethics and principles of practice, with the hope of reaching a desired client outcome. Although they argued that in general at present, most social workers could be judged to be "successful" in regard to the quality of their practice, that did not necessarily mean that all their interventions with all clients would be "successful practice", in the sense that they, as well as the client, would be quite satisfied with the end result. Thus "successful practice" implied practice where a planned change or client outcome has definitely been achieved.

It’s been more than a decade since the National Institute of Mental Health (NAMI) initiated its public campaign, ‘Real Men Real Depression.’ Despite increased awareness, research and relevant studies indicate that African American / Black men continue to underutilize mental health treatment while still having the highest all-cause mortality rates of any racial/ ethnic group in the United States. When reading this statement, one must question what impact that the beliefs about ‘social workers’ through the lens of Black males in the United States, may play. This very simply, yet flammable, question not only seems pertinent but also seems to warrant further exploration due to the research that shows that service access and help-seeking by African-American males across the lifespan is significantly lower than that of their non-Black counterparts. That same research seems to make assumptions about why this is, however it is only responsible and ethical, given the National Association of Social workers’ (NASW) Code of Ethics calling for cultural competence in practice, that we challenge and test the rationales being offered. This study was exploratory in nature, employed a snowball sampling methodology, and utilized an electronic survey offered through social media and promoted by word of mouth, targeting Black males over the age of 18, to assess their overall knowledge about being a social worker, and their beliefs and perceptions about social workers and how they believe social workers perceive them. The goal of this study was to begin to explore the reasons for overwhelming statistics that speak to the fact that Black males do not access mental health services, especially those provided by social workers. A total of 59 were started, and 43 completed, by the target respondents, which included a 5-item scale, to assess basic knowledge about social workers, a 10-item scale to assess the general beliefs about social workers, and 13-item scale to assess the beliefs about the perceptions of social workers about Black males. Univariate and bivariate analyses were performed using SPSS, and the results revealed that although there was a moderate level of general knowledge about social workers, the general belief of the respondents were primarily negative, with their beliefs about how social workers see Black males was just slightly more positive. These results seemed to be across the board and were not shown to be correlated with level of education, income, or whether they has received direct services provided by social workers or had no affiliation with such services. What did seem to have some relevance was an overall negative belief about social workers, and a level of suspicion and distrust for how their information would be used, as evidenced by 16 respondents who started the survey but would not completed it. In keeping with the NASW Code of Ethics, recommendation are provided to helps clinicians and those social workers providing direct service, be informed of the suspicions and apprehensions among this population, while encouraging the importance of continuous learning and increasing of cultural competence, awareness and humility. Lastly, recommendations for future research are also provided for the same purposes.

Resource Family Approval (RFA) is a policy that was recently enacted in California. The process seeks to merge existing policies on the regulations of families who wish to care for children involved in the foster care system. The purpose of this study was to understand the perceptions of resource family approval social workers and the implementation of RFA. Ten participants were chosen from the resource family approval unit from a county child welfare agency. The study was a qualitative design with in person interviews. Common themes emerged in responses to social worker's thoughts about RFA, social worker's ideas for preparing other workers, families and the agency, and advice to new workers in RFA. The study found that participants had mixed responses regarding their own thoughts about RFA. The majority of the participants in the study felt that RFA was good in theory but not in execution. The study also revealed that RFA workers needed to be open-minded and focus on communicating with all parties involved in RFA. One of the recommendations is for policy makers to assess the effectiveness of the policy before enacting changes and give the policy time to work itself out before trying to change things so often. Another recommendation is that it is critical to offer ongoing trainings to both the workers and the families for RFA to be implemented and run smoothly and effectively within the community.

Within the social work profession, there is a lack of understanding about self-care practices of social workers working with older adults. This lack of knowledge is a concern for the profession because as the older adult population continues to grow, so will the need for social workers to address their needs. Using action research, a focus group of 7 female social workers working with older adults in the Pacific Northwest discussed the research questions related to their use of self-care practices and identifying strategies to increase the use of self-care. Self-compassion theory enhanced understanding the relationship between social workers' experiences with older adult clients and self-care. Coding protocols were used to analyze the data. Key findings provided a further understanding of the self-care practices of these social workers including the use of appropriate boundaries, effective communication, education about responsibilities and expectations, and advocacy regarding the need for self-care. Additional strategies to increase self-care involved mindfulness about job roles, primarily related to team and system barriers. Recommendations from this project included adding self-care to education and training in social work courses required for degrees, licensure renewal, and employment-based continuing education courses. By exploring self-care practices of social workers working with older adults, the findings of this study may bring about social change by increasing the awareness of current and future social workers about the importance of self-care and providing strategies that enable social workers to implement self-care.

The main theme of this thesis is the impact of the sudden transition on service delivery caused by the COVID 19 pandemic on social workers and career practitioners in related fields. Like most professional careers that the sudden takeover of the virus has obstructed, the field of social work has been one ofthe professions that the global pandemic has negatively impacted because of its heavy reliance on face-to-face interactions. By employing research methods, challenges faced while working remotely by the social workers were identified, and a main design concepts was proposed in supporting the work of the social workers.

There is still much to learn about what it means to be a child and family social worker. Child and family social workers have a job that often entails making difficult decisions regarding vulnerable children and families in collaboration with other professionals, under stressful conditions in an increasing cost-restrictive climate and with diminishing resources. The lived experience of these social workers has been rarely researched and is poorly understood. Using primarily a deductive qualitative approach, seventeen Scottish social workers were interviewed by employing the framework of ‘organisational justice’. The organisational justice framework is mostly used quantitatively and was converted to a qualitative interview schedule in order to gain further insight as to the experience of the social workers. The advantages of using the organisational justice framework in a qualitative way is that it allows for a deeper analysis of people’s experience within their agency. With regards to the social work profession, analysis of the field data allowed for insight into the organisational elements that are primary influences on a social worker’s working life. Utilising a secondary, more inductive approach, emotions experienced by the respondents also emerged. The results suggest that social workers experience a range of emotions that have been under-explored. The results also offer a deeper understanding of where these emotions stem from because not only are they due to personal experiences, they are also the product of working in a profession that is regarded with ambivalence by the public, unlike other ‘people’ professions that are generally the subject of admiration such as nursing. The research has shown that an organisational justice framework can be used to access qualitative perspectives as well as quantitative ones. Above all, this research concludes that there are aspects of the lived experience of child and family social work practitioners that have hitherto been under-examined and need to be fully understood in order to ensure best practice. Areas of impact for education, practice and policy are discussed at the end.

The aim of this study was to explore how clinical social workers use computer-mediated intervention, as well as, how they incorporate, if at all, the social justice framework in their practice. A qualitative dominant mixed method design using a phenomenological approach was used. The 28 participants in the sample were recruited using purposeful, convenience sampling with criterion and snowball-sampling techniques. The sensitizing concepts of computer-mediated intervention and social justice were measured using the Internet-based Survey including the self-developed questionnaire Computer-mediated Intervention and Social Justice and the Social Justice Attitudes Subscale (Torres-Harding, Siers, & Olsen, 2012). More in-depth data was acquired through semi-structured interviews, which were conducted through video or telephone conference. The findings suggest that a foundational commitment to social justice plus the increased use of technology within clinical practice contribute to the promotion of social justice.

The aim of this study was to explore the emotional labour of domestic violence shelter workers. A qualitative approach was used and four professionals were interviewed. The interviewees described that they were expected to provide different types of services which include empowering their clients so that they can survive independently after leaving the shelter. The findings showed that the shelter workers hide or suppress different types of emotions, especially when they are frustrated or emotionally affected by the client's situation. According to the workers, they experienced stress as a consequence of the emotional labour, and they expressed that working in the field of domestic violence had made it difficult for them to trust men. Making a difference in the lives of the clients was described as a source of motivation and help them to cope with the negative aspects of the shelter work. Even though the findings cannot be generalised, the study provides comprehensive information about how emotional labour in this particular context can be perceived. The shelter workers described that the levels of satisfaction they get from helping clients resolve their problems were more significant than the negative consequences of emotional labour.

Thesis (M. A. (Social Work)) -- University of Limpopo, 2017
Social Work supervisors experience a lot of challenges when supervising inexperienced social workers. The overall aim of the study was to explore and describe experiences of social work supervisors in supervising inexperienced social workers in the Department of Social Development Malamulele Area Office. The study objectives were to identify supervisors’ training needs that enable them to manage inexperienced social workers; to appraise how supervisors manage poor confidence among inexperienced social workers; to assess how supervisors manage time to meet deadlines coupled with supervising; and to establish knowledge gaps between supervisors and inexperienced social workers in terms of relevant theories, skills and techniques. The researcher used both explorative and descriptive research designs. The data was collected through semi-structured face-to-face interviews from eight (8) social work supervisors who are employed by the Department of Social Development, Malamulele area office. The sample consisted of social work supervisors who were available and ready to participate in the study. Eight social work supervisors who had supervised inexperienced social workers were interviewed. The researcher followed the steps of thematic data analysis which are transcription of data, checking and editing, analysing and interpretation, and generalisation to analyse data. Ethical considerations such as voluntary participation, permission to conduct the study, anonymity, confidentiality and no harm to respondents were considered. The researcher found that Social Work supervisors who render supervision do not have relevant and up-to-date theoretical knowledge. They still apply relevant theories that they learned during their time as undergraduate Social Workers, and the fact that they do attend supervisory training makes the supervision to be poor. The researcher found that a lot of Social Work supervisors rely on their experiences because they do not have formal supervision training. The researcher also found that inexperienced Social Workers are not receiving enough supervision from their supervisors. The researcher concluded that these Social Workers are receiving enough supervision because their supervisors have a lot of work such as attending clients and meetings. Social Work supervisors in Malamulele area office are currently practising without supervisory training, but they are appointed based on their working experience. The researcher recommended that the Department of Social Development, Vhembe x District Municipality should encourage inexperienced Social Workers and supervisors to attend courses in supervision offered by different service providers and to understand their role.

The hospitality industry is one of the largest economic sectors in the world.1 As a result, it is one of the top employment contributors, with its Travel and Tourism sector accounting for an estimated 10.3% of global GDP, translating to a US$8.9 trillion contribution to the world’s GDP and 330 million jobs in 2019.2 In the context of South Africa, the tourism industry also plays a crucial role in economic growth and job creation. Tourism in South Africa accounted for 2.8% of GDP in 2019,3 and employed an estimated 709 000 individuals.4 Therefore, the importance of this colossal industry in economic growth and development, coupled with its potential in poverty reduction cannot be overemphasised.

This research seeks to unravel the definition of sexual addiction amongst adolescents from the perspectives of professional social workers, working with these types of issues. This has been conducted through a qualitative study based on semi-structured interviews with social workers in various youth clinics in Stockholm. The results gathered from the interviews are presented and then analyzed through discourse analysis using the social constructionism as our theoretical framework. The primary results gathered, conclude that sexual addiction amongst adolescents is to be defined within the personal contact between the client and the social worker in order to build an individual case discourse. The results also depicts that shame and anxiety are the driving forces for the phenomenon. Furthermore, inconsistency was discovered regarding the terminology of the phenomenon amongst the social workers. It is important to note that the adolescent years are time of rapid change and, thus, the behavior resembling sexual addiction may not be permanent. The results are then discussed and compared to previous research.

Thesis (M Social Work (Social Work))--University of Stellenbosch, 2011.
ENGLISH ABSTRACT: The goal of this study is to shed some light on the needs of children orphaned by AIDS as well as on the training and support that their foster parents will need, in order to provide guidelines for equipping foster parents to care for AIDS orphans. The motivation for this study was the rapid spread of HIV/AIDS in the South Africa and the one million South African AIDS orphans left in its wake. Most of these children end up in substitute homes, and many of them in foster care. Researchers agree that AIDS orphans have special needs because of the circumstances surrounding their parents’ death. Foster parents will therefore need to be prepared to meet these needs. It is an internationally documented fact that foster parents have a need for training and support to meet the demands of foster care, and having an AIDS orphan as a foster child will increase, and focus this need. The study was also motivated by the current shortages and challenges in the foster care system in South Africa which makes it difficult for social workers to effectively train and support foster parents, and aims to contribute towards overcoming some of these problems so that foster parents can be properly prepared to see to the well-being of the AIDS orphans in their care. The research was done based on a literature study, which firstly made use of the Ecological Systems Perspective to explore the effects of parental death by AIDS on their children. Subsequently an overview of foster care within the South African context is given, with emphasis on foster care in general, foster care within the challenging South African context and foster care of AIDS orphans. The last part of the literature review discusses foster parent cell groups as a means of training and supporting the foster parents of AIDS orphans for the parenting process. The empirical investigation of the study investigated to what extent, and in what ways, social workers are training and supporting foster parents to care for AIDS orphans. This investigation confirmed some of the findings of the literature study, namely that AIDS orphans have needs that differ from those of other foster children and that social workers are too overburdened to be able to give the foster parents of these orphans the needed training and support. In light of the findings derived from the literature study and empirical research, conclusions and recommendations are made concerning the phenomena under investigation. The recommendations focus on guidelines that can be used by social workers to train and support the foster parents of AIDS orphans. The recommendations centre on the utilisation of resource-friendly methods to train and support foster parents; bringing structure into the foster care process and on social workers having to use research for guidance.

The internet provides entertainment, education, and communication. Any subjectively rewarding activity may, however, become addictive. Constant and obsessive internet use has become a particular source of interest amongst scholars, leading to what is termed Problematic Internet Use (PIU). The problem statement of this study could be described as the gap in research and lack of understanding regarding social workers’ knowledge and skills in addressing or potentially addressing PIU. From the available literature, no research – both locally and internationally - could be identified focusing on the perceptions of social workers on PIU. The goal of this study was to explore and describe social workers’ perceptions regarding PIU. Interpretivism as a research paradigm underpinned the applied research project operationalised through a qualitative research approach. A case study design, i.e. instrumental case study, was employed. The study population comprised social workers in the employ of treatment centres in the Gauteng Province. Non-probability, specifically purposive sampling, was used to recruit 15 participants for the study – to the point of data saturation. The researcher used semi-structured (email- and face-to-face) interviews with an interview schedule as the method of data collection. Data was analysed according to descriptive and interpretive thematic analysis. Trustworthiness meant considering the credibility, auditability, conformability, and transferability of the study. Ethical considerations such as avoidance of harm, voluntary participation, and informed consent were observed. Key findings were based on the research question: “What are the perceptions of social workers regarding problematic internet use?” Participants indicated that PIU may be recognised as an addiction; PIU exposure is limited; identifying criteria for PIU should encompass a holistic approach, including sub-types and risk populations; PIU has harmful consequences; social workers have the responsibility to address PIU; and social workers have a need for input and training on PIU interventions and policies both in academia and practice. Recommendations for the social work profession concerning PIU include practical guidelines for social work education and practice, also the role and responsibilities of treatment centres. Recommendations for future research emphasise the need for South-African based research, holistic interpretation of PIU, and social workers responsibility and aptitude towards addressing it. Social service outreach workers serving homeless populations exemplify what Michael Lipsky calls street-level bureaucrats (SLBs) who exercise discretionary power in the performance of their professional roles. This dissertation draws on over 200 hours of ethnographic fieldwork in an urban center in the Mountain West to examine the challenges faced by homeless outreach workers and case managers in serving the needs of homeless clients and the practices they use to manage those challenges. Using a grounded theory analysis of participant observation and interview data, this dissertation focuses on what is termed “aggressive advocacy” in which social service SLBs creatively and actively pursue work arounds and solutions to potential barriers to homeless services for their clients. The analytic concept of “fitting stories” is used to describe the ways in which SLBs assist their clients in developing service-worthy narratives. They implement the Service Prioritization Decision Assistance Tool in ways that probe clients’ conditions and experiences to capture potentially missed vulnerabilities and enhance service-eligible vulnerability scores. Homeless SLBs also invoke discretionary power in negotiating with other agency gatekeepers and landlords, and they may go beyond their official job descriptions to spend time helping homeless clients who are resistant to services or at risk of losing them. In each of these aggressive advocacy activities, homeless SLBs demonstrate discretionary power in supporting their clients and fulfilling their agencies’ mission to serve homeless clients. Several implications of these findings for better understanding social services for the homeless are addressed as well as the broader implications of this study for understanding street-level bureaucracy more generally.
