Анотація:
The article reveals the basic theoretical principles of public administration. The stages of formation and development of public administration are studied. It was found that public administration, as a system of public administration in Ukraine, needs to be reformed in a market economy and democratization of society. The main problems of formation and development of the system of public administration in terms of compliance with the European political trend of integration of public and personal factors, expanding the sphere of state influence while maximizing rights and freedoms, absolutization of the administrative factor of social transformations are considered. It is established that public administration: provides implements the decisions of the authorities; applies democratic, public, liberal forms and methods of managing the social, social and economic development of the country. The main factors that influenced the emergence in many countries of the world of such a new form of government in the public sector as public administration. Based on the understanding of the peculiarities of the evolution of the management model in the public sector, the need to introduce the concept of "public administration" into scientific circulation is substantiated. Recommendations for decentralization of management in the context of domestic reforms to increase the efficiency of the system of public authorities on an innovative basis are offered. In this context, it is extremely important to implement initiatives on constitutional changes in the decentralization of power, the priorities of the Public Administration Reform Strategy of Ukraine for 2016-2020; development of a new version of the Law of Ukraine "On Civil Service", which regulates the basic principles, legal and organizational principles of public service.

In the past 25 years, an old social science task — management training and education for the public and private sectors — has spawned a variety of innovative approaches and created a new educational speciality. This new field, usually labeled Human Resources Development (HRD) or Organizational Development (OD), challenges conventional political science and public administration education in a number of important respects. HRD in the 1980s reflects the convergence of two contemporary approaches to learning and management. The first stems from humanistic psychology and its various applications in education; the second from the “behavioral science revolution” in management and organizational theory.

This study aims to investigate the impact online learning policy, issued Ministry of Education and Culture Republic of Indonesia, followed Rector of Cendrawasih University and Dean of Faculty of Social and Political Sciences. Policy impact drops semester grades students from seven program studies in Faculty of Social and Political Sciences: Governance Science, Public Administration, Business Administration, International Relations, Anthropology, Welfare, and Library. To analyze problem, Merilee S. Grindle’s policy theory was used. Qualitative research method. The study was conducted in Faculty of Social and Political Sciences of Cenderawasih University year 2020-2021. Study involves 20 respondents: 8 are lecturers of Faculty of Social and Political Sciences and 12 are students of Faculty of Social and Political Sciences. Qualitative analyzed method was used; data collection methods interview, observation, documentation have been analyzed according to the reality. The result shows that the second semester grades of students of batch 2021 drastically drop due to internet trouble, unavailable facilities, infrastructures, and server building for Wi-Fi in Faculty of Social and Political Sciences, Cenderawasih University, districts in Papua Province, and districts in West Papua Province. Recommendation for Dean of Faculty of Social and Political Sciences of Cenderawasih University, Rector of Cenderawasih University, Ministry of Education and Culture Republic of Indonesia is to allow face to face learning with number of students grouped into several daily shifts and good implementation of covid-19 health protocols in Faculty of Social and Political Sciences of Cenderawasih University.

Анотація:
The article substantiates the theoretical and methodological foundations of public administration, which determined its evolution from the idea of management as a hierarchically organised system to the concept of a network structure of interaction between public, private and non-governmental organisations. Approaches to understanding the subject of public administration science, its content and place among other social sciences are analysed. It is proved that the network approach is currently the most effective methodology for analysing the modern political process. The author emphasises that under the influence of the information technologies, the very nature of the State as the most important political and legal institution is changing, and its functions are being redistributed at the supranational and subnational levels.

Public administration is a complex social phenomenon which has its own sociological, political, legal, organizational and other features. Accordingly, the "angle" of its observation can be quite different. Public administration is therefore studied in numerous higher education institutions, both in the field of political science, sociology, law and others. Woodrow Wilson, former US president and the Nobel Prize winner, is considered the founder of the scientific approach to administration. In his scientific work from 1887, entitled "The Study of Administration", Wilson pointed out three "dichotomies" related to public administration: (1) between politics and administration; (2) between political and administrative sciences, and (3) between politicians and civil servants. Wilson thus raised a whole series of issues that are still the subject of polemics and discussions, and his scientific thought has become a permanent legacy and the subject of study by numerous authors in both theoretical and practical analysis of public administration, which still has an impact on its changes and development.

This article aims to discuss the health of the public administration discipline in the US higher education system. In particular, it debates two possible alternatives: decline or reposition. The paper analyzes the academic offers of political science, public policy, and public administration programs at both undergraduate and graduate levels. The Results highlight that the public administration discipline is currently at a crucial point. The core attention within both governments and higher education is more focused on politics and policies than on management. Accordingly, this scenario has two main effects. First, it creates an imbalance between the political discourse, the formulation/execution of public policies, and the managing of effective public sector organizations. Second, it might lead the discipline of public administration into a decline. Nevertheless, public administration can find a reposition within social sciences by developing more openness and a process of cross-contamination with other humanistic disciplines.

PurposeThrough comparative analysis with other social science disciplines, gaps are identified in the performance gaming literature of public administration as it compares to other social science disciplines in order to understand directions for future research in this space.Design/methodology/approachThis study involves a systematic review of the performance gaming literature, focusing on important drivers of performance gaming. Using Google Scholar, Web of Science, and ProQuest Central, the systematic review covers years ranging from 1990 through 2019 and revealed empirical studies that were deemed relevant based on whether an article was (1) an empirical study and (2) performance gaming or cheating behavior was the outcome variable. Out of the 81 articles surmised from the search, 51 were regarded as relevant by meeting these criteria.FindingsThe main finding is that public administration has primarily focused on drivers that are embedded in the performance system. The other social sciences (psychology and economics, in particular) focus mainly on individual factors, mostly cognitive in nature. Public administration has also looked at organizational drivers, though this is a burgeoning area. Scholars in public administration may benefit from the other social sciences by determining how individual drivers work within the context of public organizations and how these shape organizational behavior.Originality/valuePer my knowledge, the paper is the first to systematically compare the performance gaming literature of public administration to other social science disciplines. The paper provides a direction for this burgeoning area of research.

In the United Kingdom, these questions thud down each morning on the desk of the Chairman of the Economic and Social Research Council, which now has a new home (in Swindon, with its big sister Research Councils) and a new Chairman, Professor Howard Newby. Six years, and more than one chairman, have come and gone since I sat at that desk; I have a short memory, and a full recognition of the duty of a retired bureaucrat — ‘get out, and shut up’. I am not willing or able to bore readers with a description or a critique of recent policies. But my present function gives me a new standpoint; things look different from Strasbourg, and an international perspective helps; above all, my responsibilities now spread widely (although jolly thinly) over the whole range of learning, scholarship, and science. So these are home thoughts from abroad.

Here pre-analysis plans (PAPs) are peer-reviewed and given in-principle acceptance (IPA) prior to data being collected and/or analyzed, and are published contingent upon the preregistration of the study being followed as proposed. Bound by a common theme of the importance of incorporating psychophysiological perspectives into the study of politics, broadly defined, the articles in this special issue feature a unique set of research questions and methodologies. In the following, we summarize the findings, discuss the innovations produced by this research, and highlight the importance of open science for the future of political science research.

This article discusses the socio-political activity of women, provides a comparative analysis of modern and traditional female images. In the course of the current scientific and technological revolution, we see that women are becoming the subject of active reforms. The traditional image of a woman is transformed before our eyes in different shapes and forms, acquiring new traits and features. Gender differences in leadership, sexual socialization, gender stereotypes, personal qualities of male and female leaders, managerial characteristics, and the creation of a socio-psychological image of a modern female leader require research in a number of social sciences. The article examines the reforms carried out in our country and around the world in order to achieve equals their socio-political activity in the management of the state and government, as well as the teachings, scientific and practical guidance of Eastern and Western scientists. This article attempts to define a methodological paradigm for public administration study by combining epistemology in social sciences and the scope of public administration. The paper first examines the positivist social science approach, which has been a central methodology in the effort to make the study of P.A scientific and objective. It then probes and criticizes the limitation of the positive science manifested in the study of P.A and suggests ways to construct a synthesized mode of inquiry incorporating useful epistemologies beyond positivism into P.A study. While evaluating the positivist approach, examining additional research modes, and suggesting a broader scope of P.A research, this paper consistently joins the paradigmatic dimensions and contexts of P.A to the modes of research. Here, it is suggested that an epistemology should fit the substantive core of a field as it tends to shape or define conceptually the essence and scope of the field. In this article, the scope of P.A is defined by four dimensions: (1) selves and values dimension, (2) political process dimension, (3) programs and administrative/organizational systems dimension, and (4) operations dimension. It appeared that, while the positivist approach tends to fit better the third and fourth dimensions, the interpretive approach is more appropriate for the first and second dimensions. On the other hand, the critical approach may deal with relations between the first dimension and the other dimensions more effectively.

Electronic government encompasses all government roles and activities, shaped by information and communications technologies (ICTs). Going well beyond analogies to e-commerce, it encompasses the four domains of governance and public administration: the state’s economic and social programs; its relationships with the citizen and the rule of law (e-democracy), its internal operations and its relationship with the international environment. E-government builds on three evolving forces: technology, management concepts and government itself. It has given rise to several phenomena that are redefining the public sector environment, including the International Institute of Administrative Sciences. Four aspects of e-government have lasting impacts on public administration: citizen-centered service, information as a public resource, new skills and working relationships, and accountability and management models. The challenges of e-government are even more acute in developing countries, although it also offers solutions. Public administration in all countries requires new thinking and leadership to ensure that e-government realizes its full potential.

The creation of educational audio-visual materials has recently become popular. It is an innovative and entertaining practice, which can reach millions of people through social networks and YouTube. For this reason, this specific was designed for students enrolled in the following three modules: The Spanish political system, public administration in Spain, and institutions and decision-making structures in both the of joint degrees in law and political science and in public management and economic sciences, as well as degrees in public management and degrees in political science. Educational audio-visual materials were co-designed and co-created to define a Municipal Council, its workings and its organization. This was a three phased experiment.. In the first, under the supervision of teachers, students developed five videos showing how Municipal Councils work. This allowed university students to become involved in a collaborative learning activity through which they acquired a series of important skills for future use, in addition to reinforcing their learning by participating in creation of digital teaching material, and also establishing a new teaching methodology consisting of learning-by-doing. In the second, professors and students attended CEIP Severo Ochoa Primary School in Madrid showing videos and playing two practical games, thus promoting knowledge transfer. In the third, the teachers evaluated the impact of this activity and the degree of satisfaction of university and primary school students. The result was positive, because not only was an educational innovation successfully implemented, but also a large part of objectives were achieved.

The purpose of this study is to study the research potential of the phenomenological approach in the social sciences, which emerged in the first half of the XX century as a critique of the dominant method of logical positivism at that time. The following scientific approaches and methods were used in the article: the method of analysis, description and comparison, as well as the phenomenological approach. The author has made an attempt to prove the significance of phenomenology in the social sciences by means of comparison as a way not only to describe facts, but also to explain motives and unobservable meanings. According to the results of the conducted research, the author comes to the conclusion that the solution of urgent problems of society through the practical application of the acquired knowledge about society is possible only if the phenomenological method is actively applied in such a scientific and practical discipline as public administration. This will help to overcome the bureaucratization of the civil service, the isolation of the state administrative apparatus from real social problems, as well as to involve the population itself in the process of public administration, establishing feedback.

For the past half-century, those defining the field of Public Administration in their role as its leading “theorists” have been preoccupied with defending the enterprise against the evils of value-neutral logical positivism. This polemical review of that period focuses on the Simon-Waldo debate that ultimately leads the field to adopt a “professional” identity rather than seek disciplinary status among the social sciences. A survey of recent works by the field’s intellectual leaders and “gatekeepers” demonstrates that the anti-positivist obsession continues, oblivious to significant developments in the social sciences. The paper ends with a call for Public Administrationists to engage in the political and paradigmatic upheavals required to shift the field toward a disciplinary stance.

The article presents political-psychological approach to understanding youth political leadership. This approach has complex character and allows to implement interdisciplinary synthesis of the provisions of different branches of social sciences and humanities to study the considered phenomenon in the framework of political science subject field. We highlight such basic parameters to determine youth political leaders as origin from the sphere of youth policy, young people’s perception of such leaders as their own representatives, promotion of the career ladder in public policy and public administration. This study identifies and conceptually substantiates three dimensions of youth political leadership: personal-professional, status-role, image-symbolic. The article considers personal qualities and professional characteristics which are necessary for youth political leaders, status-role positions in the system of power hierarchy, career trajectories and political recruiting specificity, the features of youth political leaders’ image shaping in the consciousness of youth.

Any consideration of the founding of public administration would be incomplete without the inclusion of Mary Parker Follett (1868-1933), one of the great figures in the history of the discipline. This article is not an essay in biography, however. Given the great range of Follett’s professional accomplishments, the author undertakes “a daunting task” of succinctly relaying those aspects of Follett’s life that relate to her development as a scholar and social activist: her education and training as a political scientist; the evolution of her views on science and scientific method; her leadership of the community centres movement; her theory of community; her work as a consultant and lecturer on organization, administration, and management; her place in the history of the social sciences; and her vision for a democratic society.

We note various interpretations and challenges associated with studying the science of politics and discuss the contributions.

Rien Ne Va Plus’ Professor Susan Strange is widely recognised as the foremost British exponent of the meta-discipline of International Political Economy, better known under its nickname IPE. I define it as a meta-discipline because, as is well known, its purpose it to fuse into one the three previously disparate disciplines of economics, politics (notably comparative politics, political sociology and public policy) and international relations which can make sense now only when they are related to each other. The nineteenth-century founders of the social sciences had simply used the name of Political Economy. But then the unforeseeable agglomeration of empirical material led to an objective need for specialization and to a subjective professional interest which in turn led not only to a growing differentiation in the subject-matter, but also to an unnatural incompatibility of perspectives. Like many other artificial barriers which have fallen under the sweep of twentieth-century interdependence, the disciplinary barriers, and even the inadequate ‘interdisciplinary collaborations’ between the major social sciences, should now return to the initial common matrix. Whether the end result will indeed be a new, unique, science, or whether the social sciences will learn how to ‘see’ trifocally is another matter.

The purpose of this paper is to introduce those scientific methods and new paradigms that are to overcome the one-sided jurisprudential methods of analysis of public administration. On the one hand, as it has been obvious for a long time, a sort of inter- or multidisciplinary method is needed for a strong scientific and material framework which allows further conclusions. And on the other hand, beyond multi- and interdisciplinarity, it is unavoidable to reestablish the philosophic synthesis between the legal norms regulating public administration and the facts of the real operation. Probably this direction will/may be the basis and the realiser of the change of paradigm (also) in Hungarian sciences of public administration. In general it may be stated that due to the crises social sciences more and more shall start examining the real meaning of things, the broader examination frameworks of the analysed phenomena, instead of descriptive questions analysing the ways of operation. In the era of crises, when everyday experiences falsify our expectations, legal and political science become more radical: it shall examine and revise the validity of its preassumptions – which it had considered firm before.

The current research climate provides an auspicious opportunity to undertake foundational investigations at the intersection of the natural and social sciences to produce transformative work with broad import for society. A great deal of relevant work examining the genetic, neurobiological and neuropsychological bases of social and political behavior has already taken place. But much of this work has been conducted simultaneously in a variety of different fields and disciplines. In addition to needlessly duplicating some research paradigms, thus wasting time and resources, such efforts have often also lacked a coherent core of social and political models and theories to guide such inquiry. With proper coordination and leverage, such efforts can achieve tremendous gains in terms of harnessing the skills, methods, and models of the natural sciences in service of addressing some of the most destructive and endemic social and political problems which plague our planet.

Let’s begin by addressing the most obvious question: given the vast number of books published on political science every year, why would the Association for Politics and the Life Sciences (APLS) and its journal Politics and the Life Sciences expend time, energy, and resources publishing a multiple-author analysis of a series of books that contain little (if anything) about the life sciences, Darwin, or evolution? The answer is that Cass R. Sunstein’s recent research on “nudge science” provides an excellent opportunity for APLS to expand its commitment to interdisciplinarity, especially its long-standing interest in behavioral economics. Sunstein, a prolific author, has written many books and scholarly articles defending “libertarian paternalism.” Libertarian critics have long argued that the conjunction of “libertarian” and “paternalism” is oxymoronic and that the “liberty principle” or the “principle of autonomy” excludes paternalistic intervention on behalf of rational, competent adults. Over the years, with varying degrees of success, Sunstein has addressed many, if not most, lines of criticism emanating from the political left and right. Like many scholars, his views have evolved over time based on that criticism. This introductory essay will focus on some of the more enduring elements of the conceptual framework and issues that underlie nudge science in the larger context of behavioral economics, including choice architecture, political bans and mandates, political nudges, ethics, and paternalistic intervention.

The article substantiates and studies the coverage of key parameters of democratic governance in the context of the public administration concept. The conceptual and categorical apparatus of the science of state administration are analyzed. An attempt is made to regulate the theoretical foundations of management processes of public administration. The place and essence of democratic governance processes in the system of public administration are determined. In the example of the political history of the United States, the origin and features of the functioning of key English-language terms used in the national concept of public administration are demonstrated. The use of new terminology in state administration as well as the theoretical approaches of domestic and foreign scholars who have studied this issue, are analysed. Statement of the problem. The development of such a branch of science as “state administration” requires expanding the boundaries of its scientific research and rethinking the subject area. The problem of forming a conceptual and categorical system is a key task for the development of the national science of state administration. Unlike the classical sciences (mathematics, physics, chemistry, etc.), the state administration is a complicated scientific complex of interdisciplinary cooperation of various social sciences and comprehension of practical experience in the implementation of state-building. In our opinion, this is the whole complexity of the formation and application of the conceptual and categorical apparatus. The globalization processes of the development of this science further complicate the use of state administration terminology. Therefore, the issues of mutual responsibility between the definitions of the basic concepts of state administration come to the fore. In addition, the process of globalization in the development of this science has complicated the use of national administrative terminology. Therefore, the question of mutual responsibility between the definitions of the main concepts of public administration arose. Public administration is a complex process that expresses the practical, organizational, and regulatory influence of the state on the public life of the people, which aims to organize, preserve, or change public life and is based on its power.

The article is an attempt to answer the question on the political subjectivity of modern science. It is hardly possible to speak of the specific political subjectivity of science and scientists as a conscious participation in the struggle for power. First, the race for power itself is not a major purpose for them: scientists concentrate on studying the world and creating new technologies. Second, even if they participate in such a race, they are not different from other social groups which protect their interests in political process. Changing the point of view on the political subjectivity of science enables to see its specific position in the space of the political. During discipline power and biopower formation and governmentality development, science became a basic element of public administration and politics. It forms the ideas of the objects managed, possible ways of interaction with them and creates the space of the political and management decisions implemented. In this case, social sciences and humanities obtain special political subjectivity. This also applies in a specific way to natural science and technical sciences. New scientific theories and technological solutions become representatives of non-human actors in the human world. They result in changing our ideas on “Nature”, a “scene” for history and political actions. The emergence of new non-human actors can cause the technological revolution which can influence the ways of political action implementation and provide new opportunities to execute political projects. This is an important element of the political subjectivity of science.

Public Faculty of Social and Political Sciences Sriwijaya University using the theory of management functions by George R Terry which consists of four dimensions between planning. Organizing, Implementing, and Monitoring. The research method used is a qualitative research method. Considering the results of the analysis of each data in the MBKM program, Department of Public Administration, Faculty of Social and Political Sciences, Sriwijaya University, it has been running well based on the four dimensions proposed by George R Terry, although in practice there is still no special assignment made for the management team and is still there are problems in the process of converting grades and sometimes students do not confirm to the department or academic supervisor. The suggestion that the author can give is that in the function of implementing the MBKM program, the researcher suggests to the Department of Public Administration to place more emphasis on students following the SOP when they want to join the MBKM program in order to minimize obstacles such as converting values ​​and data that are not recorded by the department
